overwhelming federal agents and backlogging the immigration courts
Now the border is the quietest it’s been in years
largely because the Trump administration has stopped processing asylum claims there — and pushed that responsibility farther south
Mexico has seen more asylum applications over the last several weeks than at any time in recent memory
as well as migrants who were headed north but wound up stranded by President Trump’s crackdown
The Mexican government has not released recent data on asylum claims
but an official familiar with the figures said that the numbers are three to four times greater than before Trump was elected in November
with as many as 1,000 migrants a day starting the process
But there are growing fears that Mexico’s asylum system is unprepared to deal with the increase. And matters have been made worse by the Trump administration’s 90-day freeze on U.S. humanitarian aid.
World & Nation
Mexican President Claudia Sheinbaum has won praise for how she deals with Trump
Around $2 billion in annual U.S. aid destined for Latin America and the Caribbean is now on hold
legal aid providers and other groups that work with migrants in Mexico to lay off staff members or suspend their operations at a time when they are needed most
The freeze is also expected to result in cuts to Mexico’s refugee agency
money channeled through the United Nations
“This is worse than anything I’ve ever seen,” said Gretchen Kuhner
director of the Institute for Women in Migration
a Mexico-based nonprofit that advocates for migrants
border policy and the sudden withdrawal of aid
“There’s just a lot of frustration and confusion.”
President Claudia Sheinbaum has acknowledged that her country is receiving non-Mexican deportees and is repatriating some to their homelands
“This is what Mexico has done for years,” said Josue Leal
who runs a migrant shelter in southern Mexico called Oasis De Paz del Espíritu Santo Amparito
“We have been doing the dirty work for the United States.”
Get up to date on the latest immigration news
policy changes and other developments out of LA
Leal once worked alongside 11 others at the tin-roofed shelter in the city of Villahermosa
he was forced to lay off half of his staffers
the shelter’s paralegal helped 224 people apply for asylum in Mexico
It appears that most of those seeking refuge here are among the estimated 270,000 people who were waiting in Mexico while they sought appointments at the U.S. border using a Biden-era cellphone application known as CBP One. Trump abruptly ended the program on his first day
At a branch office of Mexico’s refugee agency in Naucalpan de Juárez
the line of people waiting for appointments on a recent morning wrapped around the building
Most were from three countries beset by poverty and political repression: Cuba
Carrera’s husband managed to lodge an asylum claim at the U.S. border and was given a permit that allows him to legally work in Florida while he awaits the outcome of his case.
Carrera and her two daughters, 20 and 11, had an appointment to present their asylum claims at the Mexicali border on Feb. 3. The girls were thrilled, Carrera said. After months apart, “they thought they were about to see their father.”
Trump’s cancellation of the app devastated them all. “He’s there,” she said of her husband, “and we’re here with broken hearts.”
Now, there is a vigorous family debate. The daughters aren’t ready to give up on the U.S. Their father, meanwhile, is considering “self-deporting” to Mexico to reunite with his family.
The Trump administration wants to use the military to fight Mexican drug cartels.
Carrera said she is looking into claiming asylum elsewhere in the world, possibly in Europe.
“I don’t know where to go,” she said. “But we’re going to get refugee status here in Mexico while we figure it out.”
It is unclear how many of those applying for asylum in Mexico now plan to stay here long term, and how many may be using the process to gain legal status that allows them to work and avoid harassment by police while they make other plans.
Carrera and others spoke about the challenges of living as immigrants in Mexico, where work is ample and food is relatively cheap but where xenophobia, violence and corruption are common.
Now that Briceño’s dream of reuniting with family in the U.S. seems out of reach, he hopes to stay in Mexico. Returning to Venezuela is not an option. “They would call you a terrorist and put you in jail,” he said. “They would disappear you.”
His friend Carlos Ordaz, 50, also said he would not voluntarily return to Venezuela, even though Mexico has been offering migrants free flights back to Caracas in recent months.
“We sold our houses, our cars, to make this journey,” he said. “We have nothing to go back to.”
Carlos Ordaz, 50, also of Venezuela, is now seeking refuge in Mexico instead of the U.S. “We sold our houses, our cars, to make this journey,” he said. “We have nothing to go back to.” (Kate Linthicum / Los Angeles Times) Asylum applications in Mexico have skyrocketed in recent years, increasing to a record 140,982 in 2023 from 1,295 in 2013.
Mexico, the world’s 13th largest economy, has the capacity to absorb them, said Andrés Ramírez, the former director of the Mexican Commission for Refugee Assistance.
“There are many countries in the world that have much poorer economies than Mexico and many more migrants,” he said.
As Mexico’s immigration agents have sought to restrict migrants from reaching the U.S. border in recent years, apprehending people en masse and busing them south, many have become caught in bottlenecks in poorer communities near Guatemala. Addressing the needs of those populations — and processing a rising number of asylum claims nationally — will require “strengthening the operational capacity of Mexico’s institutions,” Ramírez said.
Yet the refugee agency is poised to lose resources. It is supported in part by the Office of the United Nations High Commissioner for Refugees, which has long received funding from the United States. U.S. donations to the U.N. are on hold because of the humanitarian aid freeze.
Mexico recently increased the budget of the refugee agency. But it included a much larger increase for the country’s National Immigration Institute, which is tasked with deporting migrants without legal status. Ramírez said that was an indication that authorities are more interested in policing migrants than helping them.
He said the country’s ability to cope with growing demand on its asylum system may depend on whether Trump’s threat of widespread deportations actually materializes.
During his first month in office, Trump deported fewer people than the average every month during the last full year of the Biden administration. But many fear more deportations are coming — both of Mexicans and third-country migrants.
But in the absence of widespread deportations, some migrants may decide it is still worth it to try to reach the U.S., even by illicit means. Ramírez said that migrant smugglers, who are known in Mexico as coyotes, were already making that pitch.
“Coyotes are encouraging people that there is still hope,” he said.

CATF’s experts visited Naucalpan de Juárez (Naucalpan)
learn about the progress they’re making on sustainable waste management
and understand how they plan to implement waste methane mitigation best practices at the municipality’s landfill
Fortunately, we have solutions available to tackle methane emissions from the waste sector today, with up to 60% of mitigation measures targeting solid waste having low or negative costs
and improved landfill design and operation
improved waste management can contribute to other air quality
and socio-economic co-benefits for local communities.
According to Mexico’s General Law for the Prevention and Integral Management of Waste (LGPIR)
local municipalities are responsible for the management of MSW from collection to disposal
municipalities are mandated to develop Urban Solid Waste Management programs
issue regulations and guidelines compliant with State and LGPIR regulations
and collect fees for waste management services
municipalities often encounter challenges to improving waste management practices
Walking through the sanitary landfill alongside Naucalpan officials
our team saw firsthand the waste management practices and day-to-day landfill operations being put to use
we saw multiple heavy-duty trucks arrive with a wide variety of non-separated waste
which was added to the active landfill cell and later compacted by being driven over
Truck after truck after truck piled up the collected waste
Through multiple wells embedded throughout the landfill
the facility operators captured the landfill gas and later burned it with individual flares
we met with Naucalpan’s Advisor for Sustainable Development of the Mayor’s Office and the General Director of Public Services and discussed the work Naucalpan has done to improve waste management and mitigate waste methane
as well as the challenges the municipality has faced
We learned about their needs and identified synergies with CATF’s work to mitigate waste methane emissions globally.
Waste management strategies are not only critical to mitigating climate change but are also important for preserving the environmental and human health and well-being of communities around the world
Organic waste diversion projects like the one proposed in Naucalpan could include co-benefits such as:
CATF will continue to work with Naucalpan to support the municipality’s efforts on waste management and waste methane
This support includes a comprehensive characterization study of the municipal solid waste entering Naucalpan’s landfill
a review and update of waste sector activities in the municipality’s Climate Action Program
and technical assistance and expert advice in the development of an anaerobic digester at the landfill.
These efforts will help accelerate CATF’s work to raise awareness about the importance of reducing methane emissions from the global waste sector, and advocate for proven practices and technological solutions that benefit local communities. They are part of CATF and RMI’s Waste Methane Assessment Platform work
which seeks to improve access to actionable data for waste methane mitigation.
We look forward to a strong partnership with Naucalpan de Juarez to facilitate the changes needed at the local level
with an eye toward both the benefits on the ground for the people of Naucalpan and the planetary benefits of reduced methane emissions.

Tijuana was the most violent municipality in Mexico in the first five months of 2021 in terms of sheer homicide numbers
Navy Minister Rafael Ojeda presented a graph at President López Obrador’s news conference on Monday that showed the 50 most violent municipalities between January and May this year
ranked first with 749 homicides for an average of 150 per month or five per day
was second with 515 homicides between January and May followed by León
Among the other 40 municipalities on the list were three Mexico City boroughs – Iztapalapa
Madero and Venustiano Carranza – and Ecatepec
which are in México state but part of the greater metropolitan area surrounding the capital
In addition to Guadalajara and Chihuahua city
nine state capitals were among the 50 most violent municipalities in the first five months of the year
Michoacán; San Luis Potosí city; Hermosillo
Other notable cities that appeared on the list included Benito Juárez (Cancún)
The 16 most violent municipalities all recorded more than 100 homicides between January and May, while those ranked 17th to 44th registered at least 50. The 45th to 50th most violent municipalities saw between 47 and 49 homicides in the first five months of 2021, a period in which Mexico recorded 14,243 murders – a 2.9% decline compared to the January-May period of 2020
The presentation of the graph came just days after López Obrador told Morena party governors and governors-elect that the federal government will concentrate its anti-crime efforts on the 50 municipalities with the highest rates of insecurity
Ojeda also presented a graph that ranked the 32 states according to the number of homicides recorded between December 2018 – the month the current federal government took office – and May 2021
Guanajuato ranked first with 7,646 homicides in the 30-month period followed by Baja California
Eleven states – the five above plus Michoacán
Mexico City and Puebla – were above the national average of 2,277 homicides
The five states with the fewest homicides in the period were Yucatán
Colima was the most violent state in the first 2 1/2 years of the government’s six-year term with 199.9 homicides per 100,000 people
according to another graph presented by the navy chief
Baja California ranked second with a per capita rate of 175.7 followed by Chihuahua
Yucatán maintained its status as the least violent state on a per capita basis with just 4.6 homicides per 100,000 people between December 2018 and May 2021
Aguascalientes was the second least violent followed by Coahuila
Here are Mexico’s 50 most violent municipalities:

Northwest of Mexico City the feathered Aztec serpent god Quetzalcoatl has been turned into a series of condos
Located among the lush natural ravines of Naucalpan
Quetzalcoatl’s Nest is a fantastical snake-shaped structure that includes ten separate apartments spread over 16,500 square feet. Designed by renowned Mexican architect Javier Senosiain
the residence is an exploration of ‘organic architecture’ that takes its design inspiration from nature and aims for minimal impact to the environment
which is filled with caves and vast tracts of oak trees
proved challenging but inspirational for Senosiain
who looked at the natural shape of a cave mouth and saw an animal aspect. With this in mind
the architect built a magnificent 165 x 20 foot serpent's head
the gaping maw of which is shaped from the site’s biggest cave. Despite the obvious addition of a massive snake house
the foliage and natural surroundings remain almost untouched by the complex
The only alterations made were considered necessary for safety and construction allowing Senosiain to stay true to his organic architecture ethic
The twisting walkways of Quetzalcoatl’s Nest provide some pretty spectacular views of the ravines and canyons so long as you don't mind standing in the jaws of an Aztec snake god
this location can be accessed through overnight rental stays
There are events planned for the public throughout 2019
as the park plans to become fully accessible to the public in the coming years.

where I could walk into farmland in matter of minutes didn’t do it—the neighborhood was so different from any I'd ever spent time in before that I couldn’t easily slip into unquestioned comfort
standing on a hill on the western edge of the city
with scrub grass and oak trees overlooking the canyons and ridges of the city of the wealthiest parts of the city
I recently got an ad-hoc tour of the sprawl on the rich, leafy western edge of the city. These expansive single family homes, gleaming condo towers, and leafy slopes are a far cry from the hot dry expanses of mass-produced homes in Cuautitlán, but both are comparable distances from the Zocalo
and both make up the surrounding Estado de México
Despite being more or less alone on a quiet road in a remote corner of the city
made me feel a bit guilty and self-conscious; the trappings of wealth
and modern homes had lulled me into a sense of security
and other luxury homes in Bosques de las Lomas
I still don’t really know how safe I should feel in any part of the city
But I can say that a day in the hills districts of the city felt calming and familiar
I passed a long day taking photos and video
but it was one spent lazily driving through green
going to shopping malls (there are easily a half-dozen in the area)
after so many weeks spent in the urban fabric of the city
or even in the farmland in the northern suburbs
Estado de Mexico Photograph by Michael Waldrep
After recording the view on the undeveloped hill at dusk
we pulled over to the side of side that I could grab this photograph of concrete homes in the hills to the north of the elite
a vivid example of the third paradigm of sprawl in Mexico City; after the elite
US-reminiscent suburbia of places like the many "hills" and "woods" of the West
especially for audiences in places like the US
But as I hope to demonstrate in my work here in Mexico
the families that inhabit these homes are living through the same processes that drive millions to the edge of the city: rich

Mexico City’s Distrito Federal is the nation's largest urban administrative unit
Of the 22 million residents of the metro area
If you were to ask most Mexicans what the country’s “second city,” the runner-up in terms of population
While Guadalajara is in fact the second largest metro area in Mexico
the country's second largest municipality is Ecatepec—a growing
multi-faceted district of greater Mexico City
More than 1.6 million people live in Ecatepec; in adjacent Tecámac
is home to some 800,000 residents (including the previously-mentioned Ciudad Satélite)
There's no particular message in to tying together these images as a set
they're all taken in the Estado de México
in Mexico City's rapidly growing hinterland
in these different municipalities around DF
there is a huge amount of diversity in architectural and neighborhood form
until you pass to the next neighborhood to find it with rough dirt roads
shadowed by a tangle of DIY electrical wiring
with manicured plantings and modern amenities
Given that Ecatepec alone is more populous than all but the four largest cities in the U.S.
we should expect a palpable multiplicity of styles
Thanks to Brenda Bernaldez at the Biblioteca Benjamín Franklin

I’ve had the pleasure of getting to know a number of teachers around the metropolitan area
who was generous enough to take me to Neza last week
and this week I’m sharing some images from my time in some of the other large municipalities in the Estado de México
Big thanks to Rolando and Jaffid for taking me around
