Did you know there’s a place in Mexico where donkeys have been celebrated with an unusual festival for almost sixty years
This week, residents of Otumba
located north of Mexico City in México state
celebrated the 59th annual National Donkey Fair (Feria Nacional del Burro)
an event where donkeys are dressed up in elaborate costumes and participate in races
the donkeys compete for the best costume award
14 costumed donkeys participated in different activities starting on April 27
Their outfits were as elaborate and varied as pirate donkey
thousands of attendees gathered at the burródromo to crown the winners
The award-winning animal wore a hat and a costume that included a cart with a figure of Jesus Christ
lollipop branches and a “cell” in which the donkey locked up at least three witches
Second place was awarded to alebrije donkey and third place to carnival donkey
The event held other activities such as Polo On A Donkey
Otumba hopes that his annual festival will raise awareness about donkeys, Juan Carlos Chávez, the fair organizer, told the Associated Press in a 2016 interview

Friday at 12:00 noon was the much anticipated ribbon-cutting celebration and grand opening for the new playground at Sturgeon Bay’s Otumba Park
Hundreds of children and adults stayed outside of the fenced-in playground area while a few speeches were made
Destination Sturgeon Bay’s Cameryn Ehlers-Kwaterski was the MC as she welcomed everyone to the celebration and introduced Mayor David Ward
Mayor Ward expressed much thanks to those who made the park possible……
Then Ehlers-Kwaterski introduced Sturgeon Bay’s Ashley Schanock who spearheaded the effort to build this new playground for all ages and abilities……………
Ashley Schanock then thanked numerous naming rights donors for sponsoring various sections of the park along with other major donors who sponsored specific pieces of equipment in the playground
Then she offered some special thanks for her husband before the big countdown
Schanock yielded the “big scissors” and cut the ribbon
That’s when the huge crowd of children were allowed to flood into the new playground………….
DJ Mike Raye supplied the fun party music while many smiling children began excitedly enjoying the city’s colorful new playground
There were big lines for the food and snacks in the pavilion and to have photos taken with “Princess Ariel and Bluey”
It was perfect summer weather as the celebration continued into the afternoon
Your beach plans may have to change after a popular Sturgeon Bay spot is closed due to elevated bacteria levels
Recent test results posted by the Wisconsin Department of Resources show that elevated bacteria levels are to blame for the closure of Otumba Park Beach until further notice
Sister Bay Beach and Fish Creek Beach also have elevated bacteria counts
but they are low enough to be placed at just the advisory status
Specific numbers from each of the three beaches were not available on the Wisconsin DNR website. Advisory signs are posted whenever the water quality criterion of 235 colony-forming units (CFU) of E
coli/100 ml of water is exceeded. Beaches are closed when E
Beaches at Frank Murphy County Park near Egg Harbor and Newport State Park in Ellison Bay were closed earlier this month
but have since reopened with no advisories.

STURGEON BAY - Ashley Schanock said she just wanted to have a nicer place for her two young daughters to play
"I'm just a mom with a vision for my girls to have a safe playground," Schanock said
"A great space to play in that was safe and appropriate for all ages."
That vision is becoming reality Friday when Otumba Park in Sturgeon Bay holds a ribbon-cutting and grand opening celebration at noon Friday for its new playground
which will have three play areas with equipment appropriate for specific age groups
all accessible to those with mobility issues
The park is operated by the city of Sturgeon Bay
but the new playground is the culmination of just more than a year of work by Schanock
worked with the city to get it approved and designed the playground as well
Schanock lived in the Chicago area before moving to Door County with her husband eight years ago
She said she wanted to bring her daughters
to a playground that not only was safe but also suitable for children of a range of age groups and abilities
noting Chicago has a number of spaces that fit those ideals
much unsuitable or inaccessible for youths of all abilities
A new accessible playground opened last fall on Nicolet Beach in Peninsula State Park
but Schanock said it doesn't feature recommended play areas for age groups
which means toddlers and pre-teens end up engaging in physical activities in the same space
to have a playground where kids of all ages can come together," Schanock said
Accessibility also was a concern for Schanock
not just for the children who would play on the equipment but also for their parents
family or friends who might have accessibility issues and not be able to join them on the playground
Two years ago the city installed a rubberized mat that allows people who use in wheelchairs or walking aids to cross the beach and get to the shore of the park
but Schanock noted the park's terrain could be difficult for people with accessibility issues to navigate
"I think it's critical it's accessible for all to be able to have fun and build lasting memories with their families," Schanock said
She talked to city officials about her idea and
Schanock took the lead on fundraising for the effort
generating more than $500,000 in about six months from donations and grants to cover the entire cost of the playground
She also consulted with several playground equipment manufacturers and worked with Minnesota Wisconsin Playground to design the playground
with her daughters offering input on rides and colors
The result is a playground with three play areas recommended for (but not limited to) ages 6 to 24 months
The equipment in each area is tailored to the abilities of those groups
with tactile gadgets and crawling tunnels for the youngest and twirling rides for the oldest
the "ground" of each area is a rubberized mat to make access better and cushion tumbles
"(The playground is) where families can easily interact
and where the community members and tourists of varied abilities can make lasting memories together," Schanock said in a news release
"It’s the first of its kind in Door County
A ribbon-cutting and grand opening celebration will be held from noon to 3 p.m
Cartoon characters Princess Ariel (Disney's "The Little Mermaid") and Bluey the Australian cattle dog will be on hand to meet the children
A balloon artist will make balloon creations and deejay Mike Raye will provide music
snacks and ice cream are being donated by local vendors Tadych’s Marketplace

STURGEON BAY (WLUK) -- Community members are celebrating the grand opening of what organizers say is Sturgeon Bay's first ADA-compliant playground
The Playground Project has been underway for a bit over a year
working to transform Otumba Park & Beach into an accessible playground for younger children and kids of all abilities
Organizer Ashley Schanock said shewas able to raise over $500,000 for the new park
remaining motivated by her two young daughters and other community children
"I felt that this was sort of my passion to bring it to the community and to my children," she explained
The fence surrounding the playground will be removed on Monday
STURGEON BAY - Otumba Park is on track to get an enlarged and enhanced beach that includes a kayak/canoe launch and access for people with disabilities to the waterfront under a plan unanimously approved by the City Council in its March 2 meeting
schedule or final cost have yet to be set by the council
but it approved recommendations from the Parks & Recreation Committee and Board to make changes to improve the park at West Juniper Street and North Joliet Avenue on the west side of the city
The planned changes are based around extending the beach back from the shore — basically doubling it in size from 30 feet to the water's edge to 60 feet
Sturgeon Bay Administrator Josh VanLieshout said that's become especially important in recent years because rising water levels in Lake Michigan
"We don't really have a lot of room to make (the beach) longer (it's about 120 feet)
but we have room to make it deeper," VanLieshout said
the brick walkway that currently runs behind it will be rerouted and paved with concrete
as the plan calls for them to be used for a new "seating wall," a roughly thigh-high wall that wraps around the beach where people can sit and gaze without going into the sand
it's a really nice feature," VanLieshout said
Another feature will make the waterfront accessible to some people with disabilities for the first time in any park in Door County
It's a 5-foot-wide mat that would run out across the sand from the walkway to the water
like a rubberized boardwalk that can be used by those in wheelchairs or with walking aids
VanLieshout said Alderman Spencer Gustafson is working to procure another such mat for Sunset Park
Several accessible picnic tables also are part of the plan
Also part of the plan is a new kayak and canoe launch east of the beach
"It'll be an easy place for residents and visitors to come down and hand-launch their kayaks or canoes," VanLieshout said

now owned by the city and surrounded by the park on three sides
to be razed and the property used for parking spaces
VanLieshout said he expects the city to issue a request very soon for bids for contractors to perform the work
The cost won't be known until a contractor is selected
but the city earmarked $200,000 in its capital budget for beach improvements at the park
VanLieshout said he hopes the work is completed by the July 4 holiday weekend
"This is kind of a big project for us," VanLieshout said
VanLieshout noted the beach work is another step in a list of improvements the city has had in mind for several years not just at Otumba
which saw its shelter building refaced and renovated last year
He said the Parks & Rec Board formed a subcommittee about a year and a half ago that came up with recommendations for beach improvements
"The city has committed to a lot of investment on the waterfront," VanLieshout said
"I think the takeaway is that the city's investment in its recreational infrastructure is a way of supporting the residents of Sturgeon Bay and its visitors

Nichols’ current research targets central Mexico
a region known for its monumental architecture and material riches
but her interests lie with the people who created these edifices and artifacts
specifically their complex and extensive trading activities based on craft production
“One thing I have come to appreciate is that much of our understanding of economic history was often looking from the top down
a lot of market development is actually coming out of household economic strategies
at least in this part of the world,” says Nichols
“There has never been a state government that didn’t have a finance or taxation system
but in pre-Columbian Mexico there appears to have been a commercial dimension to the economy that was not state controlled,” says Nichols
“The issues and tensions we see today in our own economy
between the private sector and the federal government
were assuredly foreshadowed by what is apparent in the archaeological record of ancient Mexico
”Craft production in Mesoamerica was almost always household based
Some was done by specialists attached to state institutions
but much of it came out of household workshop production
We tended to think of household manufacturing as small in scale
but it is very clear those people developed specialties and engaged in techniques of mass production.“
Nichols contrasts this to the pattern in Mesopotamia
where large numbers of specialists functioned as a part of temple and palace institutions
alongside markets and independent workshops
She sees the highland Mexican system as largely structured around market exchange and independent
it had more than 125,000 inhabitants and its influence was felt throughout much of Mesoamerica until the 6th century
But scarcely seven miles to the north of Teotihuacán are the ruins of Otumba
a less impressive Aztec site that flourished in the centuries just before the Spanish conquest (1519-21)
Nichols was drawn to Otumba by the abundant remnants of craftwork strewn around the surface
”There is a whole neighborhood where they were making figurines and various kinds of ceramics,“ she says
”There was another where they intensively worked agave plant fibers
mass-producing the spindle whorls for them
The crafts are specialized and all based in household workshops—not factories.“
Nichols and University of Iowa colleague Thomas Charlton assembled materials collected on the surface at Otumba and from excavations of its workshops
They took their samples to the University of Missouri Research Reactor Center for analysis
the National Science Foundation-funded lab was able to plot the broad expanse of Otumba’s trading networks
The revelation of Otumba’s importance as a provincial center of craft production up-ended previous Aztec economic models that contended that most craft production was concentrated in the Aztec capital of Tenochtitlan
Material from another site near the capital
prompted reevaluation of other Mexican economic models
Excavations had been carried out by a team from the University of California at Los Angeles (UCLA) led by George Brainerd in 1954-55
The sudden death of Brainerd in 1956 effectively precluded analysis of the material recovered from the site
Even in the absence of the information locked away in UCLA’s coffers
scholars still considered Cerro Portezuelo potentially important to an understanding of Mexican prehistory
It offers an unparalleled record of occupation from the first century A.D
working with George Cowgill of Arizona State University
embarked on detailed analyses of the UCLA field notes and applying the latest technologies to the material collections
Their findings shed new light on the political and economic history of the grand city of Teotihuacán
”We discovered that most of our models of Teotihuacán’s regional economy are probably wrong
Although the city clearly exerted political influence in the region
Teotihuacán didn’t have as much control over the economy in its own hinterland as we would think,“ says Nichols
Cerro Portezuelo’s trade networks with areas to the west were possibly more important than those of Teotihuacán
probably compromising the metropolis’ power base
Interference by such provincial centers as Cerro Portezuelo with Teotihuacán’s trade and political relations likely contributed to the eventual collapse of the great city and its state system by 600 A.D
Reflecting on the history of her chosen area
Nichols opines that ”with a stone tool technology, Mexico and Central American were home to the development of multiple ancient civilizations whose interactions moved ideas
Central Mexico has been unusually urbanized and influential for 2,000 years."

The governorship candidate of Labour Party (LP) in Adamawa State
has dropped his ambition in favour of his counterpart in All Progressives Congress (APC)
said at a press briefing in Yola Sunday evening that following challenges he had been contending with in the course of seeking to be governor
he decided to put the ambition on hold and to fully support the governorship ambition of Binani
“I am confident that Binani will provide a people-centred leadership that will prioritise human capital and resource development that will prosper Adamawa State

but is a guru in sugar board related matters
who in his heads of argument is seeking to have the courts uphold his election into office picked on Otumba
said his evidence before the courts was questionable and lacked integrity
setting the stage for a nail-bitting Constitutional Court (ConCourt) hearing which opens tomorrow
“His [Otumba] analysis progresses from data of questionable integrity and sources
Some of the figures are of mysterious origins
He relates to sample-based extrapolations predicated on behavioural patterns that have no scientific precision
He makes inconclusive findings as regards the possible causes of the alleged variances and anomalies

and related to the election of directors of a sugar board … that last sentence regarding his 100% success rate shows that Dr Otumba is aware that the experience required is that of analysing elections
The Zanu PF party leader also urged the ConCourt to dismiss Chamisa’s application challenging his election into the presidential office
arguing that the necessary jurisdictional facts to trigger a section 93(3) of constitutional inquiry have not been established
the application must be dismissed with costs at the legal practitioner and client scale
This is not only because the application is fatally and incurably defective
but also because the application lodged is not sufficient to establish the jurisdictional circumstances required by section 93(3) of the Constitution

A challenge to this election of the President must be lodged within seven days after the date on which the results were declared
This means that the application must be filed and served within the prescribed seven days
The prescribed seven days are calendar days as opposed to court days,” Mnangagwa said
“… The application is invalid for the further reason that it was issued without a valid notice of motion
Rule 16(1) of the rules provides that an application to the Constitutional Court shall be in form CCZ1 … the notice of motion did not have the respondents’ addresses for service … the application is

Failing compliance with rule 9(5) the application is deemed abandoned in terms of rule 9(6).”
Mnangagwa further urged the court to dismiss Chamisa’s application on the basis that he had approached the court with “dirty hands” after allegedly “scandalising” the court by publicly declaring that “our courts are an appendage of the first respondent’s [Mnangagwa’s] party
and are involved in a conspiracy to undermine his perceived certain ascendency to the presidency of Zimbabwe”
The MDC Alliance youth leader recently petitioned the ConCourt seeking nullification of the presidential votes claiming that he garnered 2 674 032 votes against Mnangagwa
Chamisa made the claims in his founding affidavit and his move halted the inauguration of Mnangagwa
who was set to be ushered into the presidential office on August 12
Chamisa claims about 700 000 votes are unaccounted for and
He said there were a number of irregularities which included double-counting of votes and embarrassing mathematical errors which are significant to affect the outcome of the polls
Chamisa also argued that the election was not held in line with the constitutional requirements

But Mnangagwa said: “The extent to which the media had an influence over the manner in which the people voted has not been established

Sigomere Small Home for Children with Disability has received a multi-million-shilling facelift to enable it roll out quality services to the disabled children so that they are kept in school to study
The centre which hosts over 130 disabled learners also established the special learning unit at the adjacent Sigomere Primary School to ensure their education plight is addressed

Joseph rehabilitated with new and modern equipment to serve the children with disability

also known as Place of Hope has also been equipped with therapeutic equipment to enable it offer physiotherapy services to both the children at the institution and members of the community
“CRS has purchased and installed rehabilitation equipment at the disabled children home and provided assistive devices for the children including provision and improvement of play therapy equipment in their school,” said Mainga
He said that his organization has also entered a partnership that will see the Catholic nuns running the home carry out community outreach to train parents and caregivers of children living with disabilities on better care giving skills and income generating activities

Edgar Otumba who was the chief guest during the occasion said the county government was committed to improving the quality of people’s lives

the county government has set aside 30% of employment opportunities to the people living with disability

Sister Mary Monica Amollo Owuor lamented over the high cost of health care services for the children living with disability
Mary appealed to the government to consider providing all children livi ng with disability with free health care through the Universal health care coverage
“Most of these children are from poor backgrounds and their parents cannot afford the National Hospital Insurance Fund fees” said Sister Mary

saying it was the first of its kind to provide day care for such children in the region
K’onyango said the initiative was in line with the government’s care reform agenda that aims at doing away with the use of orphanages and charitable child institutions as a model of care for the young in the society
He said that an eight-year research finding has proved that use of orphanages and charitable children institutions was causing more harm to children
