have teamed up to develop a small-scale liquefied natural gas (LNG) terminal in Mexico’s Salina Cruz on the Pacific side of the Panama Canal
The two players are set to construct and operate an LNG bunkering and transshipment terminal in Salina Cruz
Mexico as part of the Salina Cruz LNG joint venture (JV)
Given its location on the Pacific side of the Panama Canal
the project is believed to be ideally positioned to supply North and Central American bunker and fuel markets
The facility is expected to produce 600,000 gallons of LNG daily
or approximately 0.34 million metric tonnes per annum (mtpa)
with operations scheduled to start in mid-to-late 2027
The front-end engineering and design development is planned for this quarter
followed by a 12-18 month development and permitting timeline
and a final investment decision (FID) in the second half of 2025
the GFI team is dedicated to helping bring infrastructure development to Salina Cruz and brings a critically necessary understanding and appreciation for the local community and government,” said Jonathan Cook

The partners are designing the project to include modular
land-based liquefaction equipment and an optimized storage solution entailing a floating storage unit (FSU) with an estimated capacity ranging from 50,000 to 140,000 m3
which will be moored inside the newly expanded breakwater in the Port of Salina Cruz
The domestic gas supply from the Veracruz Gulf region is meant to provide access to new markets along the Pacific Coast
This includes LNG marine fuel deliveries at the Pacific entry of the Panama Canal and into Southern California’s Long Beach and Los Angeles ports
and trucked volumes in the local region of southwestern Mexico
“The infrastructure planned in Salina Cruz will not only provide LNG to growing markets seeking cleaner fuel
but will also bring millions in direct community investment to the region,” noted GFI owner Genaro Gomez
“We are pleased to be adding the LNG and marine expertise of Pilot to the development team
we look forward to bringing this facility to Salina Cruz.”
Pilot LNG is also developing the Galveston LNG bunker port (GLBP) in the Galveston Bay/Greater Houston port complex with Seapath. The permit applications for the proposed project
which includes natural gas liquids and refrigerant storage
and associated marine and loading facilities
were submitted for state and federal approval in April
Another LNG terminal – Energía Costa Azul LNG – is being developed in Mexico’s Baja California
and start of commercial operations a year later
Phase 1 entails building a single-train LNG facility with the capability to export approximately 3.25 mtpa of LNG
while Phase 2 will see its expansion by adding around 12 mtpa of LNG export capacity with two trains and one LNG storage tank

a National Electoral Institute ruling and her ever-soaring popularity were among the issues she spoke about
Sheinbaum acknowledged that a maiden shipment of vehicles — 900 Hyundai cars from South Korea — was transported across the Isthmus of Tehuantepec by train over the weekend
She said that “some products” had already been transported across the isthmus between Salina Cruz, Oaxaca, and Coatzacoalcos, Veracruz, but it was the first time that vehicles were taken across the 308-kilometer-long modernized railroad between the two ports
The modernized railroad is the centerpiece of the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT) infrastructure project

it will have a lot more activity,” she said
Former Navy Minister José Rafael Ojeda Durán asserted in 2023 that Mexico would become a “world shipping power” thanks to the construction of the trade corridor between the Pacific Ocean and the Gulf of Mexico across the Isthmus of Tehuantepec
Sheinbaum told reporters that her government has not yet been formally notified of the decision by the National Electoral Institute (INE) to prohibit federal
public institutions and individual officials from promoting Mexico’s first ever judicial elections
“We haven’t been notified yet,” she said
adding that such a rule only takes effect after notification of those affected
The judicial elections will be held on June 1 thanks to a controversial judicial reform approved by Congress last September

Sheinbaum said that her government has simply been reminding people that the elections are coming up

She made it clear that she doesn’t agree with the INE’s ruling
and on both Sunday — when the ban took effect — and Monday when she didn’t comply with it
“We’re not going to promote voting for one person or another
but simply participation [in the elections],” Sheinbaum emphasized
She told reporters that the federal government will challenge the INE’s decision at the Federal Electoral Tribunal “because we believe it’s important that the executive power and the legislative power
without directing [citizens to vote for] one person or another
… participate in the dissemination of this transformational event that will take place in Mexico on June 1.”
Sheinbaum and other federal officials say that the election of judges is necessary to rid the judiciary of corruption and other ills such as nepotism
Critics of the judicial elections argue that the election of judges will erode the independence of Mexico’s judiciary because it will come to be stacked with judges sympathetic to the ruling Morena party’s agenda
thus removing a vital check on executive power
A reporter noted that a poll conducted for the El País newspaper and W Radio detected an approval rating of 82% for Sheinbaum in March
The president — as she invariably does when flattering poll results are mentioned at her mañanera — thanked the people of Mexico for their support
She added that her government will “never betray the people.”
Sheinbaum said that the high levels of support she enjoys reflect a “very different” reality in Mexico to that perceived or promoted by “the famous commentariat of intellectuals from the past linked to the regime of the past — that before 2018.”

At any time during the Term and at no cost to Subscriber
Energy Intelligence may change at its election the delivery method of the EI Services from e-mail delivery to web access or vice versa by giving Subscriber and each Authorized User seven (7) days’ prior written notice thereof
Subscriber shall permit only Authorized Users to access and use the EI Services
Each Authorized User is authorized to access and use the EI Services on an individual
and/or other method designated by the Standard Terms and Conditions
No generic user name or e-mail address that would not allow the identity of each Authorized User to be ascertained in Energy Intelligence’s sole discretion may be used without the prior written consent of Energy Intelligence
Subscriber is responsible for any communications lines
services or other technology necessary for the Authorized Users to receive and access the EI Services
Any third-party content within the EI Services is subject to the continuing consent of the third-party owner/licensor and may be altered or discontinued at any time
Energy Intelligence may discontinue and/or merge any or all of the EI Services provided hereunder and replace any discontinued content with alternative or merged content
In the event that Energy Intelligence does not replace discontinued content with alternative or merged content as determined in the sole discretion of Energy Intelligence
Subscriber will be entitled to request a prorated refund of prepaid Fees representing any period of the Term that such discontinued EI Services are no longer available
When the EI Services are accessed and/or provided electronically
Authorized Users may download the licensed EI Services only for their respective individual referential use
Authorized Users may occasionally distribute a copy of a story from the EI Services to a few individuals
provided the copyright and other proprietary rights notices are included and that Subscriber and/or Authorized User does not edit
alter or abridge the content from the EI Services
no such distribution is permitted if in Energy Intelligence’s sole judgment it could serve as a substitute for a subscription to publications and/or the content of the publications within the EI Services
Except as otherwise noted in this Section 1(c)
no content from the EI Services may be downloaded
reproduced or in any other way used or disseminated in any form
to any person not specifically identified herein as an Authorized User
without the explicit written consent of Energy Intelligence in each instance
Without limiting the generality of the foregoing
no content from the EI Services may be (i) used in any Subscriber and/or Authorized User intranet
(ii) used in conjunction with any systems or applications that enable data mining
trend analysis or program or algorithmic trading or that display
index or store any content from the EI Services separately from the EI Services as published by Energy Intelligence; or (iii) stored in any shared electronic archive or database
and may not be used to compile historical (i.e.
involving data from more than one EI Service) compilation or analysis
Subscriber and Authorized User(s) agree and acknowledge that the EI Services and all parts thereof are the intellectual property of Energy Intelligence or its licensors
publications and databases included in the content of the EI Services are protected by copyright or other applicable laws
Any unauthorized reproduction or other use of content from the EI Services not specifically authorized under Section 1(c) herein will constitute willful infringement of Energy Intelligence’s copyright and/or other proprietary and intellectual property rights
As determined in Energy Intelligence’s sole discretion
the damages for infringement of Energy Intelligence’s copyright and/or other proprietary and intellectual property rights will either be the maximum amount allowed as statutory damages under the Copyright Act
or calculated by multiplying the price Energy Intelligence charges a non-subscriber to purchase an article appearing in an Energy Intelligence publication (the “Pay-per-Article Price”) by the total number of articles reproduced without authorization
multiplied again by the number of unauthorized reproductions made
if an entire Energy Intelligence publication is deemed to be reproduced without authorization
each article in the reproduced publication will be counted for purposes of the Pay-per-Article calculation
The Pay-per-Article Price constitutes the fee that would have been required to make such otherwise unauthorized use authorized
and is therefore a reasonable estimate of Energy Intelligence’s actual damages for such unauthorized use
The current Pay-per-Article prices charged by Energy Intelligence are $9.00 for articles appearing in daily publications and $24.00 for articles appearing in weekly publications
devices and any other indicia of identification used by Energy Intelligence appearing in any of the EI Services are the sole property of Energy Intelligence and may not be used in any way without the prior written consent of Energy Intelligence in each instance
Energy Intelligence expressly reserves all legal
contractual or other rights and remedies it may have in connection with such infringement
The term “Standard Terms and Conditions” means the terms and conditions herein and in the associated subscription order form or subscription invoice
which constitutes the entire understanding between Energy Intelligence and the Subscriber with respect to the subject matter hereof
subscription renewal and/or associated invoice under the “Bill to” and/or “Ship to” notation
with the required information and are bound by the terms of the Standard Terms and Conditions
or any individuals granted complimentary access to EI Services by Energy Intelligence
An Authorized User can only be a living individual and never a company
organization or other entity; “Billing Start Date” means the date identified on the subscription order form or subscription invoice as the date from which the Fees shall be calculated (provided that the Fees will be calculated beginning with the EI Services Start Date if such date precedes the Billing Start Date); the “EI Service(s)” means the Energy Intelligence publications
archives and/or databases listed on the subscription order form
or other associated order form or agreement
or such as granted for complimentary access
specifications or other content provided by Energy Intelligence under the Standard Terms and Conditions; “EI Services Start Date” means the date from which Subscriber first receives the applicable EI Services; “Energy Intelligence” means Energy Intelligence Group
and Energy Intelligence Group (UK) Limited; “Fees” means the annual fees referenced in the subscription order form
Global License or Named User License or other associated order form and/or subscription invoice
as payable pursuant to Section 3 herein; “Subscriber” means the entity or entities and/or individual(s) identified as such on the subscription order form
or as agreed to by Energy Intelligence for complimentary access
that control and are responsible for the Authorized Users; and “Term” means the subscription period specified in the subscription order form
or other associated order form and/or subscription invoice
or the stated period as agreed by Energy Intelligence for complimentary access
Except in the case of complimentary access as granted by Energy Intelligence
in exchange for the licenses granted herein
Subscriber shall pay Energy Intelligence the Fees for the first annual period on the Billing Start Date
Unless otherwise expressly defined on the subscription order form and/or subscription invoice
Global License or Named User License executed by and between Energy Intelligence and Subscriber
the Fees for any subsequent annual period shall be due on the anniversary of the Billing Start Date
The Fees are non-refundable with the exception of the limited circumstances detailed herein
If Subscriber fails to pay the Fees as provided in Section 3 herein
Energy Intelligence shall be entitled to interest from the day on which the Fees are due at the rate of 1.5 per cent per month
Subscriber will pay Energy Intelligence or the relevant taxing authority
including withholding tax excluding income taxes imposed on Energy Intelligence’s income
the amounts due will be paid by Subscriber to Energy Intelligence in full without any right of set-off or deduction and the amount received by Energy Intelligence shall not be less than the aggregate Fees
The terms and conditions herein must be agreed to and accepted by any and all Authorized Users as a condition to receiving
except as may otherwise be provided by Energy Intelligence
The Standard Terms and Conditions shall become effective when Subscriber and/or any Authorized User(s) pays the Fees
or otherwise obtains access to EI Services
or unless access to the EI Services is terminated earlier in accordance with Subsection 4(b)
and shall (i) continue from the Billing Start Date for one year
or such other period as may be specified in the subscription order form and /or subscription invoice
Global License or Named User License or other order form
or the stated conditions of complimentary access; and (ii) after receipt of any subscription renewal shall automatically renew for subsequent annual periods upon the expiration of the then current Term
subject to Subscriber’s right to terminate pursuant to Subsection 4(b)(i)
in the event Subscriber pays the Fees or “Accepts” the Standard Terms and Conditions after the Billing Start Date
then the Standard Terms and Conditions will be deemed effective from the Billing Start Date
and in the event Subscriber receives the EI Services before the Fees are paid or the Standard Terms and Conditions are “Accepted,” then the Standard Terms and Conditions shall be deemed effective from the EI Services Start Date
The EI Services licensed hereunder may be terminated or suspended as follows: (i) by Subscriber within thirty (30) days after receiving a subscription renewal or notice of revision(s) to these terms and conditions
In addition to Energy Intelligence’s right to terminate under Subsection 4(b)(ii) above
if Subscriber commits a material breach of the Standard Terms and Conditions (including but not limited to late payment of Fees and breach of license terms)
provided Energy Intelligence gives Subscriber notice of the details of such breach
Energy Intelligence may suspend access to any or all EI Service(s) with immediate effect
If any EI Services are terminated hereunder by Subscriber under Subsection 4(b)(ii) or (iii)
then Energy Intelligence will pay Subscriber a prorated refund of Fees representing the amount of such unused EI Services
If any EI Services are terminated hereunder other than by Subscriber under Subsection 4(b)(ii) or (iii)
then Subscriber will promptly pay Energy Intelligence any unpaid Fees for the balance of the then-current initial subscription period or renewal period
All licenses granted hereunder shall automatically terminate upon any termination or expiration of the license hereunder to the EI Services
For the purpose of verifying compliance with the Standard Terms and Conditions
Energy Intelligence (and Energy Intelligence’s authorized representatives) shall have the right
during normal business hours upon reasonable advance notice and without material disruption to Subscriber’s business
to audit and inspect from time to time Subscriber’s records (including back-up storage tapes) relevant to the EI Services and to verify the use made of and the number of Authorized Users given access to the EI Services
THE EI SERVICES ARE PROVIDED ON AN “AS IS,” “AS AVAILABLE” BASIS AND ENERGY INTELLIGENCE DOES NOT MAKE AND HEREBY SPECIFICALLY DISCLAIMS ANY REPRESENTATIONS
OR NON-INFRINGEMENT OF INTELLECTUAL PROPERTY RIGHTS
ENERGY INTELLIGENCE MAKES NO REPRESENTATION THAT THE EI SERVICES WILL BE ERROR FREE OR THAT IT WILL OPERATE WITHOUT INTERRUPTION
NO PART OF THE EI SERVICES CONSTITUTES ANY FORM OF ADVICE (INVESTMENT
OR ENDORSEMENT OR SHOULD BE RELIED UPON BY ANY PERSON FOR ANY REASON
IN CONNECTION WITH ANY INVESTMENT DECISION
THE EI SERVICES MAY CONTAIN LINKS TO WEBSITES OPERATED BY THIRD PARTIES (“THIRD PARTY SITES”)

any breach by the Subscriber or an Authorized User
and (ii) any claim or action which may be brought by any third party against the Energy Intelligence Parties arising out of any violation and/or breach by Subscriber or an Authorized User under the Standard Terms and Conditions
All notices or communications between Energy Intelligence and Subscriber shall be in writing and delivered by mail
facsimile or electronic mail either to the receiving party’s contact address on the subscription order form and/or subscription invoice
or as designated by the receiving party for such purposes in writing

Continued use of the EI Services upon receiving notification of such revision(s) shall constitute your agreement to be bound by those revision(s)
Access to the EI Services shall not be transferable
or sublicenseable by Subscriber in whole or in part
without the prior written permission of Energy Intelligence in each instance
Any assignment made without the written consent of Energy Intelligence shall be void and of no effect
order of any court or pursuant to any plan of merger
consolidation or liquidation shall be deemed an assignment for which prior written consent is required
No third party is a beneficiary of the licenses to the EI Services
The Standard Terms and Conditions will be binding upon and inure to the benefit of the parties and their respective successors
The following obligations of the parties herein will survive termination or expiration of the EI Services for any reason: Sections 1(c)
and any payment obligations of Subscriber that accrue prior to such termination or expiration
Any failure of either party at any time to require full performance by the other party of any provision hereof will not constitute a waiver or otherwise adversely affect the right to require full performance at any time thereafter
If Subscriber is in ongoing violation of any provision of the Standard Terms and Conditions
in addition to any other rights available under the Standard Terms and Conditions
to apply for immediate injunctive relief without any requirement to post a bond or other security and Subscriber acknowledges and agrees that compensatory damages are not an adequate remedy in such circumstances and covenants not to claim otherwise in response to such an action
The rights and remedies under the Standard Terms and Conditions are intended to be cumulative and non-exclusive of any legal
Any failure or delay by either Energy Intelligence or Subscriber in the performance of its obligations pursuant to the Standard Terms and Conditions (other than in respect of payment of Fees) will not be deemed a default or breach of the Standard Terms and Conditions or a ground for termination to the extent such failure or delay is due to computer or Internet or telecommunications breakdowns
or any similar cause beyond the reasonable control of that party
If any term or condition herein (in whole or in part) is found to be illegal or unenforceable
this will not affect the validity and enforceability of the remainder of the Standard Terms and Conditions
and each provision shall be valid and enforced to the fullest extent permitted by law
as well as any and all tort claims arising from the Standard Terms and Conditions or arising from any of the proposals
communications or understandings regarding the Standard Terms and Conditions
will be governed by and construed in accordance with the laws the United States of America
Jurisdiction and venue for any litigation arising herefrom
will be appropriate in any federal or state court located in New York or other proper jurisdiction as determined under the Federal Rules of Civil Procedure

Energy company GFI LNG and energy infrastructure developer Pilot LNG announced a partnership to develop
construct and operate a small-scale liquefied natural gas (LNG) terminal in Salina Cruz
The partners said they plan to commence front-end engineering and design (FEED) development for the project this quarter
followed by a 12-18 month development and permitting timeline and anticipated final investment decision (FID) in the second half of 2025
Scheduled to become fully operational between mid-to-late 2027

Two workers died and another suffered burns in an explosion and fire Saturday at Pemex’s Salina Cruz oil refinery on the Oaxaca coast
The early-afternoon conflagration — which caused much concern among residents in the Oaxaca port city — occurred after heavy rainfall caused drains filled with oily waste to overflow onto walkways inside the complex
plant manager Arturo Recio Espinoza told reporters on Monday
Recio admitted that Mariana Sánchez Bailón
who was hospitalized with burns on various parts of his body
was identified as Julián Meléndez Martínez
According to the online news outlet Oaxaca Político
Sánchez was an administrative employee and Martínez was an engineer
Sánchez died while sitting in the back of a pickup truck parked in the complex and Martínez was located near the truck when the explosion happened
Sanchez’s body was desiccated by the intense heat of the explosion
Recio said the incident led to a “temporary halt” in operations at the facility’s main distillation and gasoline plants but that no other units were affected
has a crude oil processing capacity of 330,000 barrels per day
it was operating at approximately 70% of capacity
Recio also revealed that the plant’s cleanup-and-repair operation included a pumping procedure that sent sludge onto La Ventosa Beach
Refinery personnel were hurriedly cleaning up that spill
The Pemex plant manager also explained that “atypical” rains caused the refinery’s internal drainage and storm management system — which handles industrial waste such as oil and gasoline — to overflow
When the slurry rose to the surface and came into contact with a spark or flame
“We are in the initial stages of investigation and interviews to establish the root cause of where the fire started,” Recio said Monday
He also noted that the deceased worked for Eseasa and Pesado

ICA Fluor is under contract with Pemex to build a coking plant at the Salina Cruz refinery
the newspaper El Universal reported that fishermen and oil workers in the area blamed the fire — and the “constant spills that contaminate La Ventosa Bay” — on the refinery’s obsolete sewage and wastewater treatment systems
These sources told El Universal said that the systems haven’t been operating for at least 10 years
which causes oil and gasoline waste to go untreated
the industrial waste goes straight into a drainage system that discharges into La Ventosa Bay

“We are tired,” said fishermen and oyster extractors as quoted by El Universal
“We are going to make decisions in the next few days to show the oil company that it cannot contaminate with impunity.”
Though usually called the Salina Cruz refinery, the Pemex plant is officially named the Antonio Dovalí Jaime refinery in tribute to a late civil engineer from Zacatecas
This was not the first Pemex oil refinery in 2024 to experience an explosion: in February, state Civil Protection officials in Hidalgo, reported an explosion at Pemex’s Tula refinery — the nation’s most productive — that they said occurred inside its hydrodesulfurization plant

The federal government announced Thursday that it will invest almost 33 billion pesos (US $1.6 billion) to modernize and expand six ports
four on Mexico’s Pacific coast and two on the Gulf of Mexico
The ports set to benefit from the investment are:

President Claudia Sheinbaum described the investment as “very significant.”
She noted that the outlay is in addition to investment in the ports in Salina Cruz, Oaxaca, and Coatzacoalcos, Veracruz. Those two ports — the former on the Pacific side of the Isthmus of Tehuantepec, the latter on the Gulf of Mexico side — are being modernized and expanded as part of the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT) project
The Mexican Navy’s general director of port promotion and administration Marco Antonio Martínez Plancarte provided the details about the investment in the six “strategic” ports of Ensenada
Lázaro Cárdenas and Acapulco on Mexico’s Pacific coast and Veracruz and Progreso on the Gulf coast
The Pacific ports are Mexico’s gateway to Asia while the Gulf of Mexico ports provide access to Europe and the Gulf and East coasts of the United States
A total of 5.74 billion pesos (US $283.7 million) is set to be invested in the port in Ensenada
located about 100 kilometers south of Tijuana on the Pacific side of the Baja California peninsula
Martínez noted that the Ensenada port is made up of two different precincts — one called Ensenada and the other called El Sauzal
the port will be deepened and a maritime traffic control center will be built
The increased depth will allow the port to accommodate larger ships
the wharves and breakwater will be expanded and fishing boat docks will be relocated
Martínez said that the projects will commence in 2025 and conclude in 2028
the Ensenada port precinct will only receive cruise ships while the El Sauzal precinct will receive container ships as well as fishing vessels in a separate section
Martínez said that the government will invest 13.59 billion pesos (US $671.2 million) in projects in the Nuevo Manzanillo and Manzanillo San Pedrito precincts of the Manzanillo port
He noted that the Manzanillo port is Mexico’s largest and the third biggest in Latin America
Among the proposed projects for the Nuevo Manzanillo port precinct are the construction of two fuel terminals
four container terminals and a “specialized dock” for large fishing vessels
A customs precinct with the capacity to attend to 10 million shipping containers annually will also be established
The private sector is slated to invest close to 50 billion pesos in the Nuevo Manzanillo project
which will transform Mexico’s largest port into a major international logistics hub
new docks for container ships and fishing vessels will be built and a new storage area for empty shipping containers will be established
The projects in Manzanillo are set to begin in 2025 and conclude in 2029
A total of 6.14 billion pesos (US $303.4 million) has been set aside to modernize the port in Lázaro Cárdenas
A range of infrastructure projects will aim to more than double the number of 20-foot-long shipping containers the port can handle on an annual basis
The port’s current capacity is 4 million containers annually but projects including the expansion of docks and the construction of new access roads is slated to increase capacity to 8.2 million containers per year

is set to receive a 386-million-peso (US $19 million) makeover
Martínez said that “major maintenance” work will be carried out on the port’s “multiple purpose dock” as well as in the Jardín del Puerto (Port Garden) and a section of the port where new eateries and an entertainment precinct are slated to be installed
Martínez said that 1.8 billion pesos (US $88.9 million) will be allocated to the construction of a new breakwater at the port in Veracruz
The new eastern breakwater will allow the establishment of new terminals in the port and thus attract new investment
The Veracruz port provides quick access to the United States’ Gulf coast, a factor that helped attract investment from U.S. brewery Constellation Brands
Martínez said that a total of 7.22 billion pesos (US $356.7 million) will be invested in the port in Progreso
located just north of Mérida and due south of New Orleans
The federal government will contribute 5.2 billion pesos
the state government will provide 1.5 billion pesos and the private sector will chip in with 525 million pesos
Martínez said that the money will go to the construction of “an 80-hectare platform” that will be able to accommodate a shipyard as well as a range of terminals including ones for liquefied gas and petroleum
The Maya Train railroad is expected to be extended to Progreso
which would allow freight trains to take goods to the port for onward shipment by sea
The modernized ports in the six aforesaid locations as well as Salina Cruz and Coatzacoalcos will complement the 10 new industrial corridors the Sheinbaum administration intends to develop
As it seeks to capitalize on Mexico’s nearshoring opportunity and increase domestic production capacity in order to reduce reliance on imports from China
the federal government is planning to establish specialized industrial corridors
or “well-being hubs,” spanning all 32 federal entities
Each corridor will focus on attracting investment from companies in specific sectors of the economy
For example, the priority sectors for the Bajío corridor are automotive, data centers, aeronautical and tourism, while the trans-isthmus corridor — part of the CIIT — will focus on renewable energy
The upgraded ports on Mexico’s Pacific and Gulf coasts could facilitate the export of products manufactured in the different industrial corridors

It made for some extremely compelling lineup shots and some dramatic doggy-door attempts from surfers that successfully rode the wave from the top of the point until the shorebreak
I met Alberto De Lima Castro while staying at Luna Coral Soul Surf and believe he might be the most well-traveled surfer on the planet
He’s also an extremely good surfer who oozes style
The last time I was down in Salina Cruz in 2016
I met Alejandro Moreda for the first time and linked up with him for some insane shots
Seven years later and we’re both doing the same thing again
I always know I’m in the right spot when he’s around
Carlos Cabrero nabbed the two best waves–both impossibly deep tubes that he navigated perfectly on his backhand before sneaking out the doggy-door
Carlos rushed back to his home of Puerto Rico to chase a hurricane swell and had a serious wipeout
He’s in good spirits and grateful it wasn’t worse and we are all wishing him a quick recovery

Mexico’s state-owned Federal Electricity Commission (CFE) is looking at the possibility of entering into a partnership with state oil company Pemex to develop a green hydrogen project
head of the CFE’s priority projects division
told Bloomberg Línea that the state-owned electricity company sees Pemex as a “commercial partner” with which it could create various green hydrogen “synergies,” given that the state oil company is Mexico’s largest user of hydrogen
“It could be a synergy where CFE produces hydrogen [for Pemex] or just the renewable energy for its processes,” she said
“… The most important thing is that [the green hydrogen] is used where it is produced,” Cureño said
Green hydrogen is hydrogen produced through the electrolysis of water with renewable energy
Cureño told Bloomberg Línea that the best place to develop a green hydrogen project would be Pemex’s refinery in Salina Cruz
a port city on the Pacific coast of Oaxaca
outlined a long-term business opportunity to produce green hydrogen for both domestic use and export
The plan cited the opportunity to form a green hydrogen joint venture with the CFE

Incoming Pemex CEO Víctor Rodríguez Padilla said late last month that the state oil company would play a “fundamental role” in developing renewable energy sources
declaring that it “won’t limit itself to making oil and gas condensate as it has always done.”
But any effort to produce green hydrogen “faces multiple challenges,” Bloomberg Línea reported
The first is the lack of specific regulations in Mexico
The Energy Ministry issued green hydrogen guidelines earlier this year
but Cureño said that a regulatory framework is still needed to govern the production
domestic commercialization and exportation of the gas
The CFE official also said that the costs associated with green hydrogen production are currently “very high.”
She said that the state-owned electricity company is collaborating with academics in Mexico to develop Mexican technology for the production of green hydrogen to avoid reliance on expensive imported equipment

GFI LNG and Pilot LNG have formed a partnership to develop
and operate a small-scale LNG terminal in Salina Cruz on Mexico’s Pacific Coast
the facility is anticipated to produce 600,000 gallons of LNG per day
The partners anticipate operations to commence in mid-to-late 2027.
The project will deploy a floating storage unit (FSU) with an estimated capacity ranging from 50,000 to 140,000 cu m to be moored inside the newly expanded breakwater in the Port of Salina Cruz.
Salina Cruz will use domestic Mexican gas supply from the Veracruz gulf region with the aim of selling LNG marine fuel deliveries at the Pacific entry of the Panama Canal and into Southern California

López Obrador hinted at plans to realize the isthmus’s potential value as a trade corridor as president-elect, and included them in his National Development Plan, the guiding document of his presidential term, in July of 2019. The following year
graters and loaders rolled out to break ground on a spate of projects: new port facilities at Salina Cruz in Oaxaca and Coatzacoalcos in Veracruz; wider highways across the isthmus; 10 tax-free industrial parks; fiber optic cables; and expanded pipelines servicing new gas plants and terminals on the Pacific coast
One revamped rail line has already been inaugurated
An expansion of existing rail links to Central America is ongoing
before going on to list all of the tax incentives for companies looking to set up in the area
The isthmus has been trumpeted by the Mexican government as key to unlocking economic growth and encouraging foreign investment in the country’s south
while at the same time creating a new barrier against northward migration from Central and South America
Support for the megaproject is a political winner in Mexico. López Obrador’s approval rating hovered in the mid-60s for most of his last two years in office
And though the TIC was not completed during his term
Sheinbaum’s election means construction will continue for at least another six years
politicians and businesspeople in the Isthmus region have thrown their support behind the project
the story is not as simple as the golden tale of prosperity being spun from México’s highest office
Resistance to the project — which in recent years has taken the form of blockades
protests and legal actions — is rarely reported by the media and seldom discussed in Mexico City
Although the federal government claims to have consulted with local communities before construction began
the process was widely considered rushed and flawed
“The López Obrador government promoted a consultation just like the ones carried out by the corrupt neoliberals
where the [process] didn’t make it down to the people who actually live in the territories,” said Carlos Sánchez
a community radio station in the city of Juchitán
They just collected their ‘yesses’ and left in a matter of hours.”
Locals say the protests are meant to draw attention to the fact they were never given the details needed to make informed decisions about the future of their territory

The idea that the Trans-Isthmus corridor could serve as a border to contain migration toward the United States might sound far-fetched. But AMLO’s national development plan describes the TIC and the Mayan Train as “curtains” that can help stem the tide of migrants heading north
In this vision, railway tracks and associated infrastructure would serve as a strategic choke point in the path of migrants. The government has also stated its belief that job creation in the region will encourage would-be migrants to stay put. There are already 3,000 Mexican Marines deployed along the 200-mile stretch

newly independent Mexico sought to promote a trade corridor across the Isthmus as a means of encouraging white settlement in the majority Indigenous area
After surveying the crossing at the turn of the 20th century
Dictator Porfirio Díaz built a train line that moved a million tons of cargo a year
but his dream of building up the isthmus collapsed with the Mexican Revolution of the 1910s
the idea of connecting the two coasts has been floated at least eight times

But only under López Obrador has everything aligned — geopolitics
the climate and the election of his protegé — to break the impasse and turn the old dreams into a reality
At an International Development Bank Forum in November
Mexico’s Foreign Minister Alicia Bárcena said Amazon has already announced a commitment to invest in the industrial parks to be built in the Isthmus
It is the expropriation of communal lands for industrial parks that’s become the most contentious part of the government’s plans in the Isthmus. Last May, the federal government purchased 331 hectares of communal land for the industrial park in San Blas Atempa. While claiming to have sought Free Prior and Informed Consent
community members vehemently deny they were properly informed
granting the Zapotec community a writ of protection that stopped the project from going forward
But the ruling did nothing to protect the residents of Puente Madera from the state crackdown that followed
In February, local activist David Hernández Salazar — who was criminalized along with 17 other members of his community — was sentenced to 46 and a half years in prison for opposing the free trade area in San Blas Atempa
The arson and intentional injury charges against Hernández Salazar were brought by the Municipality of San Blas Atempa and the National Agrarian Registry and concerned events at which he was not present
are facing criminal charges as a consequence of their opposition to the project
On July 4 of last year, the body of a member of the Mixtequilla Civil Resistance named Noel López Gallegos was found in a vacant lot in Santa María Mixtequilla. According to a report from CEMDA
he was targeted for his work opposing the expropriation of over 500 hectares of communal land
and seeking accountability for land payments
Nine of López Gallegos’ MCR colleagues were arrested in January when the Zapotec town was flooded with Marines
was jailed until being released last week after a federal judge threw out the charges against him
Frustrated with tallying attacks against defenders
co-coordinator with the Veracruz-based group Diverse Territories for Life
last summer toured the isthmus with a delegation representing 23 civil society organizations

López Obrador marked the line’s opening at an event in Salina Cruz, Mexico News Daily reports
before making what was expected to be an 8-hour trip on the first train to Coatzacoalcos
While the route will feature passenger service
its primary objective is to provide a freight alternative to shipping through the Panama Canal
Freight service will begin at a later date
“All the Asian countries are very interested,” López Obador said Friday, according to a Reuters report
López Obrador said Mexico’s navy would manage and provide security for the corridor project

A trip to Salina Cruz has become surfing’s version of a milk run
I’ve been doing it every year since 2006 without a scratch
The violent Narco caricature of Mexico always felt like a world apart from the peaceful Oaxacan surf experience
A friendly guide picked you up in a suburban at the cute thatched roof airport in Huatulco
and kept you fed and hydrated the whole time
Because nothing is simple or easy in 2020 anywhere in the world
That’s especially true deep in Mainland Mexico during a once-in-a-century pandemic
Flying down there in August with zero intel for the conditions on the ground seemed risky at best
But a two-month lockdown in California followed by a five-week
mid-summer flat spell were desperate times that called for desperate measures
So I booked a flight with four aspiring teenage pro surfers –Taro Watanabe
and Ian Gottron – who wanted me to film them riding better waves than they could get at home
Direct flights from Tijuana to Huatulco were only $120 round trip
To get there these days you can get dropped off at the CBX on the U.S
side and simply stroll across a bridge into the Tijuana airport
When we rolled our board bags on carts to the other side
we found a terminal packed with other surfers
Everyone on board dutifully wore masks until the attendants came by with drinks and snacks and then all bets were off
The worst-case scenario came into my mind: catch COVID on this jet
get all of our group sick and then realize that no one has a chance of getting a flight back home for weeks
A majority of the beaches in the area were closed to foreigners because they’re located near villages of mostly indigenous people
The centuries-long history of the white man bringing disease and death isn’t something they’ve forgotten
we’d need to hire a boat and we were forbidden from setting foot onshore
So early the next morning we chartered a fishing panga from the Huatulco harbor and motored an hour down the coast to Barra de la Cruz
A Barra local paddled up to our boat right away and wanted cash for us to be able to surf there
which seemed reasonable until another guy and then another showed up and also wanted money
lives at a subsistence level and these local surfers
having been cut off from the world since March
We ventured south to Salina Cruz the next day by car
The kids were lured by reports of thumping beach breaks that are offshore in the predominant north winds
We tried to check a spot thirty minutes east of town but ran into a series of makeshift roadblocks with sticks and stones scattered on the highway
Apparently the citizens of two rival hamlets had gone to war overnight with machetes over land rights and twenty people were dead
We drove out early in the morning to Punta Conejo
the spiritual home of surfing in Salina Cruz
but we were happy to be at a spot that felt safe
the municipal police arrived and told us that this beach was now closed
These cops gave the bad news in a friendly way
They didn’t have guns and they didn’t rush us to leave
They seemed to enjoy their assignment for the day
So we left Conejo and did something we shouldn’t have done
Chemel spoke to the owner of a small restaurant who said we were free to surf there
onshore waves at Chivo on a rising swell over the next four hours without incident
a group of men appeared way down the beach
Looking at them through the telephoto lens
we saw they were federal soldiers toting AK-47s and were coming for us
They likely knew we had been at Conejo in the morning and had defied the police’s order to stay off the beaches
Unlike the friendly unarmed municipal cops we’d met earlier
these federales weren’t here for a day at the beach
They told Chemel to drive back to the small restaurant we were at earlier where their comandante was waiting to have a word with him
He’s the kind of tough guy you want on your side anywhere
Now his hands were shaking and his voice had a slight tremble as we quietly talked on the drive back to the restaurant
I had a car full of teenagers who knew something was wrong
He put $150 worth of bills in one hand and put another stack of notes in the center console of his SUV
We were greeted by another squad of armed men and their comandante
The guy had greyish stubble on his face and a cold and dead quality to his eyes
He looked straight out of central casting for a murderous boss on a cartel-themed show
he said to Chemel in a cocky way that felt like a threat
I didn’t think the $300 or whatever we’d scraped together would be enough for him
I took the kids into the restaurant while Chemel haggled with the commander
the kids and I just stared at each other across a plastic table in the sand and didn’t say much
Chemel told us he got us out it if without having to resort to the second stash of cash in the truck
We could even come back and surf there again the next day if we wanted
It would have been worse if this had happened in the U.S
Surfers in Malibu got fined $1,000 and locked up for the crime of riding waves during the L.A
Chemel said the comandante’s first offer was $1,500 and it took a while to talk him down
“Did you think you were going to jail?” I asked him
“I thought all of us were going to jail,” he said
“Does that guy work for the cartel?” I asked
We’d had enough drama in Salina Cruz so we drove back to Huatulco and booked a boat the next morning for Barra
The port was closed in the morning because a Category 4 hurricane was due to move past the coastline during the day
the skies were clear and we figured the storm had already moved out to sea
We drove out to Barra in the panga and it was empty
Everything was just as we’d hoped until a few bands of fluffy clouds rolled in over the mountains
Sunny skies quickly turned dark with rain
I watched as Ian Gottron did a perfect off the lip with a giant flash of lightning behind him
It looked like an airbrushed psychedelic painting on a 1970s van
White bolts shot down directly above our heads
The thunder was so loud it shook the beach like an earthquake
having come here straight from the airport
He paddled out into the maelstrom and traded waves with Max and Ian
The rope line to the anchor had gotten stuck in the propellor
Waves from the wind and rising swell were flooding the vessel
I had visions of us abandoning the boat and spending the night onshore
I padded to the panga through the surf as fast as I could with lightning flashing all around me
Somehow Chemel and Pedro got the engine fixed and steered us through the teeth of the storm
We drove two hours north and hunkered down for the rest of the trip in and around
a classic Mexican surf town and expat haven
life there felt as if it was approaching normal
The swells marched in like they always do across a deep water trench
They reared up and roared across the Playa Zicatela stretch – sun-kissed and smooth in the cool offshore winds each morning
Seeing the tubes roll in like clockwork felt like a kind of tonic
and economic despair that have been left everywhere in its wake

The federal government on Monday announced a range of tax incentives designed to attract companies to the Isthmus of Tehuantepec trade corridor between Salina Cruz
Companies will only have to pay 50% of regular income tax during their subsequent three years of operations
adding that the discount could reach 90% “if established employment goals are reached.”
The ministry also said there will be an opportunity for “accelerated depreciation of investments” during a company’s first six years in operation
and that business operations conducted in the isthmus region will be exempt from value-added tax (VAT)
the recovery of VAT paid on purchases made outside … [the isthmus region] will be allowed for four years … [and] companies will be able to access existing foreign trade benefits
such as the exemption of VAT on temporary imports of supplies
0% tax on the export of goods and services
and administrative facilities that reduce costs,” the SHCP said
The ministry said that the tax incentives are designed to “promote economic development in one of the most disadvantaged regions of the country – the southeast.”

and the expansion of the ports in those cities
The establishment of the trade corridor – touted by the government as an alternative to the Panama Canal – will allow Mexico to become a “wold shipping power,” Navy Minister José Rafael Ojeda Durán said last week
The navy is contributing to the project and will be given control of the trade corridor once it is completed
López Obrador said last Thursday that freight trains will begin running on the new trans-isthmus railroad in August and that passenger services will begin at a later date

The railroad is the centerpiece of the US $2.8 billion Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT), a government project that also includes the expansion of the ports in Salina Cruz and Coatzacoalcos, highway upgrades and the establishment of 10 industrial parks
Both passenger and freight trains will operate between Salina Cruz and Coatzacoalcos
The government is touting the corridor as an alternative to the Panama Canal given that it will connect the Pacific and Atlantic oceans across a relatively narrow strip of land
could be unloaded in Salina Cruz and put on a train for a journey of approximately 300 kilometers to Coatzacoalcos
It could then be reloaded onto another ship before continuing on to the Gulf or Atlantic coasts of the United States
Navy Minister José Rafael Ojeda Durán said in June that Mexico will become a “world shipping power” thanks to the construction of the trade corridor

“All these [infrastructure] projects are being built with money from the budget
We’re just the managers of the people’s money … and we have to leave all these projects in safe custody so we’ve decided that the Ministry of the Navy will take charge of the comprehensive isthmus project,” he said before boarding the train shortly after midday for what was expected to be an eight-hour trip to Coatzacoalcos
Trains providing passenger services across the Isthmus of Tehuantepec have three classes: tourist (turista)
executive (ejecutivo) and managerial (gerencial)
The price of tickets is calculated depending on the distance a passenger wants to travel
Completing the entire trip between Salina Cruz and Coatzacoalcos
costs 457 pesos (about US $27) in tourist class
608 pesos (about US $36) in executive class and 1,554 pesos (about US $91) in managerial
The level of comfort and the availability of amenities vary depending on the class
Travel time is expected to be shorter than the eight hours scheduled for Friday’s inaugural run
Tickets are available for purchase on the Interoceanic Railroad website and at the 10 stations
Tickets for services this year have already sold out
There are a total of 10 stations along the railroad
which runs just over 300 kilometers between Salina Cruz and Coatzacoalcos
According to information presented by the government on Friday

One of the pivotal energy projects is the Puerta al Sureste underwater 715-kilometer-long gas pipeline in the Gulf of Mexico

The project is being pushed by the Federal Electricity Commission (CFE) and by TC Energy (previously known as TransCanada)

MEXICO: President Andrés Manuel López Obrador inaugurated what is termed ‘Line Z’ of the Interoceanic Railway of the Isthmus of Tehuantepec on December 22
The 309 km route connects Coatzacoalcos on the Gulf of Mexico with Salina Cruz on the Pacific seaboard
It forms part of a wider three-line network totalling 1 087 km
which the national government hopes to renovate and commission in stages by mid-2024

announced several agreements to advance the joint development of energy infrastructure projects in Mexico
These include the rerouting of the Guaymas-El Oro pipeline in Sonora, the proposed Vista Pacífico LNG project in Topolobampo, Sinaloa, and the potential development of an LNG terminal in Salina Cruz
These new deals establish the framework for a joint venture between the companies to enable the restoration of service provided by the Guaymas-El Oro pipeline
These agreements also outline the path forward for the Vista Pacífico LNG terminal
including the definition of the project’s configuration to advance engineering and permitting efforts
the companies are expanding the memorandum of understanding (MOU) signed earlier this year to jointly explore the potential development of an LNG terminal in Salina Cruz
