access; and (ii) after receipt of any subscription renewal shall automatically renew for subsequent annual periods upon the expiration of the then current Term subject to Subscriber’s right to terminate pursuant to Subsection 4(b)(i) in the event Subscriber pays the Fees or “Accepts” the Standard Terms and Conditions after the Billing Start Date then the Standard Terms and Conditions will be deemed effective from the Billing Start Date and in the event Subscriber receives the EI Services before the Fees are paid or the Standard Terms and Conditions are “Accepted,” then the Standard Terms and Conditions shall be deemed effective from the EI Services Start Date The EI Services licensed hereunder may be terminated or suspended as follows: (i) by Subscriber within thirty (30) days after receiving a subscription renewal or notice of revision(s) to these terms and conditions In addition to Energy Intelligence’s right to terminate under Subsection 4(b)(ii) above if Subscriber commits a material breach of the Standard Terms and Conditions (including but not limited to late payment of Fees and breach of license terms) provided Energy Intelligence gives Subscriber notice of the details of such breach Energy Intelligence may suspend access to any or all EI Service(s) with immediate effect If any EI Services are terminated hereunder by Subscriber under Subsection 4(b)(ii) or (iii) then Energy Intelligence will pay Subscriber a prorated refund of Fees representing the amount of such unused EI Services If any EI Services are terminated hereunder other than by Subscriber under Subsection 4(b)(ii) or (iii) then Subscriber will promptly pay Energy Intelligence any unpaid Fees for the balance of the then-current initial subscription period or renewal period All licenses granted hereunder shall automatically terminate upon any termination or expiration of the license hereunder to the EI Services For the purpose of verifying compliance with the Standard Terms and Conditions Energy Intelligence (and Energy Intelligence’s authorized representatives) shall have the right during normal business hours upon reasonable advance notice and without material disruption to Subscriber’s business to audit and inspect from time to time Subscriber’s records (including back-up storage tapes) relevant to the EI Services and to verify the use made of and the number of address on the subscription order form and/or subscription invoice or as designated by the receiving party for such purposes in writing Such notices will be deemed delivered and received on the date two business days after they were posted or on the date actually received if sent by facsimile or electronic mail Energy Intelligence may revise the Standard Terms and Conditions of use of the EI Services from time to time Subscriber shall be provided with notice of and asked to “Accept” any such revision(s) by Energy Intelligence when such revisions take effect Should Subscriber be unwilling or unable to agree to or comply with any term and condition so revised Subscriber may contact Energy Intelligence Customer Service to cancel its subscription and request a pro-rated refund Continued use of the EI Services upon receiving notification of such revision(s) shall constitute your agreement to be bound by those revision(s) Access to the EI Services shall not be transferable or Be sure to subscribe to our YouTube channel to watch high-quality surf videos The federal government announced Thursday that it will invest almost 33 billion pesos (US $1.6 billion) to modernize and expand six ports four on Mexico’s Pacific coast and two on the Gulf of Mexico The ports set to benefit from the investment are: At her morning press conference on Thursday President Claudia Sheinbaum described the investment as “very significant.” She noted that the outlay is in addition to investment in the ports in Salina Cruz, Oaxaca, and Coatzacoalcos, Veracruz. Those two ports — the former on the Pacific side of the Isthmus of Tehuantepec, the latter on the Gulf of Mexico side — are being modernized and expanded as part of the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT) project The Mexican Navy’s general director of port promotion and administration Marco Antonio Martínez Plancarte provided the details about the investment in the six “strategic” ports of Ensenada Lázaro Cárdenas and Acapulco on Mexico’s Pacific coast and Veracruz and Progreso on the Gulf coast The Pacific ports are Mexico’s gateway to Asia while the Gulf of Mexico ports provide access to Europe and the Gulf and East coasts of the United States A total of 5.74 billion pesos (US $283.7 million) is set to be invested in the port in Ensenada located about 100 kilometers south of Tijuana on the Pacific side of the Baja California peninsula Martínez noted that the Ensenada port is made up of two different precincts — one called Ensenada and the other called El Sauzal the port will be deepened and a maritime traffic control center will be built The increased depth will allow the port to accommodate larger ships the wharves and breakwater will be expanded and fishing boat docks will be relocated Martínez said that the projects will commence in 2025 and conclude in 2028 the Ensenada port precinct will only receive cruise ships while the El Sauzal precinct will receive container ships as well as fishing vessels in a separate section Martínez said that the government will invest 13.59 billion pesos (US $671.2 million) in projects in the Nuevo Manzanillo and Manzanillo San Pedrito precincts of the Manzanillo port He noted that the Manzanillo port is Mexico’s largest and the third biggest in Latin America Among the proposed projects for the Nuevo Manzanillo port precinct are the construction of two fuel terminals four container terminals and a “specialized dock” for large fishing vessels A customs precinct with the capacity to attend to 10 million shipping containers annually will also be established The private sector is slated to invest close to 50 billion pesos in the Nuevo Manzanillo project which will transform Mexico’s largest port into a major international logistics hub new docks for container ships and fishing vessels will be built and a new storage area for empty shipping containers will be established The projects in Manzanillo are set to begin in 2025 and conclude in 2029 A total of 6.14 billion pesos (US $303.4 million) has been set aside to modernize the port in Lázaro Cárdenas A range of infrastructure projects will aim to more than double the number of 20-foot-long shipping containers the port can handle on an annual basis The port’s current capacity is 4 million containers annually but projects including the expansion of docks and the construction of new access roads is slated to increase capacity to 8.2 million containers per year The port in Acapulco, battered by Hurricane Otis in October 2023 is set to receive a 386-million-peso (US $19 million) makeover Martínez said that “major maintenance” work will be carried out on the port’s “multiple purpose dock” as well as in the Jardín del Puerto (Port Garden) and a section of the port where new eateries and an entertainment precinct are slated to be installed Martínez said that 1.8 billion pesos (US $88.9 million) will be allocated to the construction of a new breakwater at the port in Veracruz The new eastern breakwater will allow the establishment of new terminals in the port and thus attract new investment The Veracruz port provides quick access to the United States’ Gulf coast, a factor that helped attract investment from U.S. brewery Constellation Brands Martínez said that a total of 7.22 billion pesos (US $356.7 million) will be invested in the port in Progreso located just north of Mérida and due south of New Orleans The federal government will contribute 5.2 billion pesos the state government will provide 1.5 billion pesos and the private sector will chip in with 525 million pesos Martínez said that the money will go to the construction of “an 80-hectare platform” that will be able to accommodate a shipyard as well as a range of terminals including ones for liquefied gas and petroleum The Maya Train railroad is expected to be extended to Progreso which would allow freight trains to take goods to the port for onward shipment by sea The modernized ports in the six aforesaid locations as well as Salina Cruz and Coatzacoalcos will complement the 10 new industrial corridors the Sheinbaum administration intends to develop As it seeks to capitalize on Mexico’s nearshoring opportunity and increase domestic production capacity in order to reduce reliance on imports from China the federal government is planning to establish specialized industrial corridors or “well-being hubs,” spanning all 32 federal entities Each corridor will focus on attracting investment from companies in specific sectors of the economy For example, the priority sectors for the Bajío corridor are automotive, data centers, aeronautical and tourism, while the trans-isthmus corridor — part of the CIIT — will focus on renewable energy The upgraded ports on Mexico’s Pacific and Gulf coasts could facilitate the export of products manufactured in the different industrial corridors which includes private sector representatives will focus on the development of the government’s “well-being hubs.” the president met with members of the Mexican Business Council (CMN) which is affiliated with the government’s he’s around Carlos Cabrero nabbed the two best waves–both impossibly deep tubes that he navigated perfectly on his backhand before sneaking out the doggy-door Carlos rushed back to his home of Puerto Rico to chase a hurricane swell and had a serious wipeout He’s in good spirits and grateful it wasn’t worse and we are all wishing him a quick recovery is a great backhand tuberider and was on some of the best set waves I watched Gabriela Bryan destroy a wave with one of the best two-turn combos I’ve ever witnessed in person I wasn’t about to miss her getting tubed the following days The sandbars But AMLO’s national development plan describes the TIC and the Mayan Train as “curtains” that can help stem the tide of migrants heading north In this vision, railway tracks and associated infrastructure would serve as a strategic choke point in the path of migrants. The government has also stated its belief that job creation in the region will encourage would-be migrants to stay put. There are already 3,000 Mexican Marines deployed along the 200-mile stretch in addition to police and National Guardsmen The Isthmus of Tehuantepec has tantalized powerful men for centuries After defeating the Aztec Empire in what is now Mexico City the conquistador Hernán Cortés recommended to King Carlos V that the skinniest part of Mexico serve to connect the Atlantic and Pacific newly independent Mexico sought to promote a trade corridor across the Isthmus as a means of encouraging white settlement in the majority Indigenous area After surveying the crossing at the turn of the 20th century Dictator Porfirio Díaz built a train line that moved a million tons of cargo a year but his dream of building up the isthmus collapsed with the Mexican Revolution of the 1910s the idea of connecting the two coasts has been floated at least eight times Jaime Torres Fragoso at the Isthmus University But only under López Obrador has everything aligned — geopolitics the climate and the election of his protegé — to break the impasse and turn the old dreams into a reality At an International Development Bank Forum in November Mexico’s Foreign Minister Alicia Bárcena said Amazon has already announced a commitment to invest in the industrial parks to be built in the Isthmus It is the expropriation of communal lands for industrial parks that’s become the most contentious part of the government’s plans in the Isthmus. Last May, the federal government purchased 331 hectares of communal land for the industrial park in San Blas Atempa. While claiming to have sought Free Prior and Informed Consent community members vehemently deny they were properly informed granting the Zapotec community a writ of protection that stopped the project from going forward But the ruling did nothing to protect the residents of Puente Madera from the state crackdown that followed In February, local activist David Hernández Salazar — who was criminalized along with 17 other members of his community — was sentenced to 46 and a half years in prison for opposing the free trade area in San Blas Atempa The arson and intentional injury charges against Hernández Salazar were brought by the Municipality of San Blas Atempa and the National Agrarian Registry and concerned events at which he was not present are facing criminal charges as a consequence of their opposition to the project On July 4 of last year, the body of a member of the Mixtequilla Civil Resistance named Noel López Gallegos was found in a vacant lot in Santa María Mixtequilla. like a world apart from the peaceful Oaxacan surf experience A friendly guide picked you up in a suburban at the cute thatched roof airport in Huatulco and kept you fed and hydrated the whole time Because nothing is simple or easy in 2020 anywhere in the world That’s especially true deep in Mainland Mexico during a once-in-a-century pandemic Flying down there in August with zero intel for the conditions on the ground seemed risky at best But a two-month lockdown in California followed by a five-week mid-summer flat spell were desperate times that called for desperate measures So I booked a flight with four aspiring teenage pro surfers –Taro Watanabe and Ian Gottron – who wanted me to film them riding better waves than they could get at home Direct flights from Tijuana to Huatulco were only $120 round trip To get there these days you can get dropped off at the CBX on the U.S side and simply stroll across a bridge into the Tijuana airport When we rolled our board bags on carts to the other side we found a terminal packed with other surfers Everyone on board dutifully wore masks until the attendants came by with drinks and snacks and then all bets were off The worst-case scenario came into my mind: catch COVID on this jet get all of our group sick and then realize that no one has a chance of getting a flight back home for weeks A majority of the beaches in the area were closed to foreigners because they’re located near villages of mostly indigenous people The centuries-long history of the white man bringing disease and death isn’t something they’ve forgotten we’d need to hire a boat and we were forbidden from setting foot onshore So early the next morning we chartered a fishing panga from the Huatulco harbor and motored an hour down the coast to Barra de la Cruz   A Barra local paddled up to our boat right away and wanted cash for us to be able to surf there which seemed reasonable until another guy and then another showed up and also wanted money lives at a subsistence level and these local surfers having been cut off from the world since March We ventured south to Salina Cruz the next day by car The kids were lured by reports of thumping beach breaks that are offshore in the predominant north winds We tried to check a spot thirty minutes east of town but ran into a series of makeshift roadblocks with sticks and stones scattered on the highway Apparently the citizens of two rival hamlets had gone to war overnight with machetes over land rights and twenty people were dead We drove out early in the morning to Punta Conejo the spiritual home of surfing in Salina Cruz but we were happy to be at a spot that felt safe the municipal police arrived and told us that this beach was now closed These cops gave the bad news in a friendly way They didn’t have guns and they didn’t rush us to leave They seemed to enjoy their assignment for the day So we left Conejo and did something we shouldn’t have done Chemel spoke to the owner of a small restaurant who said we were free to surf there onshore waves at Chivo on a rising swell over the next four hours without incident a group of men appeared way down the beach Looking at them through the telephoto lens we saw they were federal soldiers toting AK-47s and were coming for us They likely knew we had been at Conejo in the morning and had defied the police’s order to stay off the beaches Unlike the friendly unarmed municipal cops we’d met earlier these federales weren’t here for a day at the beach They told Chemel to drive back to the small restaurant we were at earlier where their comandante was waiting to have a word with him He’s the kind of tough guy you want on your side anywhere Now his hands were shaking and his voice had a slight tremble as we quietly talked on the drive back to the restaurant I had a car full of teenagers who knew something was wrong He put $150 worth of bills in one hand and put another stack of notes in the center console of his SUV We were greeted by another squad of armed men and their comandante The guy had greyish stubble on his face and a cold and dead quality to his eyes He looked straight out of central casting for a murderous boss on a Barra The port was closed in the morning because a Category 4 hurricane was due to move past the coastline during the day the skies were clear and we figured the storm had already moved out to sea We drove out to Barra in the panga and it was empty Everything was just as we’d hoped until a few bands of fluffy clouds rolled in over the mountains Sunny skies quickly turned dark with rain I watched as Ian Gottron did a perfect off the lip with a giant flash of lightning behind him It looked like an airbrushed psychedelic painting on a 1970s van White bolts shot down directly above our heads The thunder was so loud it shook the beach like an earthquake having come here straight from the airport He paddled out into the maelstrom and traded waves with Max and Ian The rope line to the anchor had of tax incentives designed to attract companies to the Isthmus of Tehuantepec trade corridor between Salina Cruz Companies will only have to pay 50% of regular income tax during their subsequent three
