(FOX26) — 40-year-old Ignacio Juarez was arrested after multiple armed robberies at Visalia's King’s Gift Shop
they responded to the report of an armed robbery at King's Gift Shop
The robbery occurred at the intersection of South Walnut Ave
After the officers arrived and started their investigation
they discovered a man had entered the store with a gun and had stolen approximately $1,500 in cash
The Violent Crimes Unit soon took over the case and discovered that the suspect had previously robbed the same store two additional times before
The first robbery occurred on March 14th; he stole about $2,900
This totaled the thefts to approximately $6,000 in cash
officers identified the suspect as 40-year-old Ignacio Juarez of Visalia
Juarez was arrested on March 25th and booked into the Tulare County Adult Pre-Trial Facility for armed robbery with help from patrol officers and the H.O.P.E

“You can’t call yourself Mexican if you don’t eat rosca de reyes,” jokes Rafa Rivera
head baker and owner of Forte Bread and Coffee in Mexico City
he stops grating orange peel long enough to muse about the king’s cake he is making
he already has several businesses under his belt
and is about to open a second Forte location in Colonia Juarez

Rafa opened the flagship Forte in the Roma Norte neighborhood
with beans from Pólvora Coffee Roasters – where his brother Julián is the lead roaster
Julián won first prize in the Mexican Brewers Cup Championship with his Pólvora beans.) We’ve taken advantage of the empty kitchen at the new Forte
asking Rafa to let us sit in on his yearly tradition of making rosca de reyes ahead of Día de Reyes (Epiphany) on Jan 6
Rafa’s recipe is a traditional one at its core
though he has made quite a few modifications
the act of putting the rosca de reyes in the middle of the table
cutting it and sharing it with everyone – that’s the most important part
But we do try to be creative in our techniques
and we adapt every recipe to work with sourdough starters,” he says
A self-described “fermentation freak,” Rafa’s obsession with baking really comes from his love of fermenting in any and all its forms
he is using a rosca recipe for brioche dough (for its higher fat content) and the “old dough” method
meaning he incorporates a few portions of pre-fermented dough from an earlier batch into his mix of flour
he tells us Forte has adopted this traditional method to reduce waste and add a punch of flavor in their pastry making
“This helps make any kind of bread or pastry tastier,” he explains – if yeast has already had time to grow
its characteristic taste really comes through in the dough
The small group we have assembled watches Rafa place the new mixture in the refrigerator
where it will cold ferment for 10-15 hours so the yeast can slowly percolate
decorating and finally baking – the exhaustive process might be why most people don’t make rosca at home
Even Rafa admits that it’s not his favorite bread to make
when you are shaping the bread you have to do them one by one
It’s a lot of attention to detail and you have to be picky about the toppings,” he says
So I keep making roscas every year,” he explains
“One of my favorite things about rosca is that it’s one piece of bread that you won’t ever eat by yourself
The rosca de reyes tradition was brought to Mexico by the Spaniards over 500 years ago
The cake’s roots are thought to have originated with the Romans and their end-of-the-year Saturnalia celebration dedicated to the god of agriculture
Sweet bread made with honey and dried fruits was passed out to the commoners of the empire
and whoever found the fava bean that was baked within their piece was named “king for the day.” Co-opted by the Christian church
the tradition resurfaced several centuries later
but this time to accompany the celebration of the three kings – the magi – arriving at the birth of Christ
with certain items having gone in and out of fashion over the years
whether it be beans or coins or the minuscule plastic babies Americans may know from Mardi Gras
Rosca de reyes also plays a part in Rafa’s favorite holiday – Candelaria (Candlemas), which falls a few weeks after Epiphany. If on Jan. 6 your bite of king cake is home to a tiny baby Jesus doll, you are responsible for bringing tamales to the Feb
celebrating Mary’s presentation of Jesus at the temple in Jerusalem 40 days after he was born
One of my favorite things about Rosca is that it’s always about sharing
Rafa himself has a bowl full of plastic baby Jesus dolls that he bought at the market
After the bread has been proofed for the first time
folding it over and over to form a ring – but first
he presses three little plastic dolls into the dough
to symbolize Mary and Joseph hiding the baby Jesus from King Herod
the flavor of the rosca is more important than having a good-looking baby Jesus,” Rafa tells us when the discussion turns to the fancy porcelain babies of old that are sometimes placed inside the rosca de reyes at other bakeries
His attitude carries over to the cake’s toppings
Grocery store roscas are so shiny they often look shellacked
and the traditional strips of quince paste and crusted sugar run the entire length of the bread instead of portioned into small sections
Rafa likes to make his roscas a little more rustic
he adds toppings of fig at each cardinal direction and little squares of red (strawberry) and green (apple) fruit paste alongside each other so
“you can have a perfect bite every time.” He also switches out the sugar topping for traditional almond paste
giving his rosca a richer flavor while still creating the same sweet crust
He tops this with a few sliced almonds and a dusting of powdered sugar
Rafa tells us that in Spain the traditional rosca usually has candied orange or lemon peel and is then sprinkled with sugar
I’m not seeking perfection in everything,” he tells us
as he puts the rosca he’s been working on into the oven
It has been almost 24 hours since we started this adventure
and the rosca is looking pretty perfect to those of us huddled around him
our mouths watering and stomachs grumbling in anticipation

A tiger cub named Thor was seized by Juárez authorities after police saw him riding in the passenger seat of a car over the weekend
A police patrol pulled over a black Nissan Maxima after spotting the 5-month-old cub in the passenger seat of a car driven by the tiger's owner on Zaragoza Boulevard in the Parajes de Oriente area of eastern Juárez
was arrested on environmental charges because the exotic animal was not properly secured and the owner allegedly did not have permits for the big cat.
The owner also was warned that he could not display the animal in public without the proper safety precautions
The owner's full name was not disclosed by police because of rules in Mexico regarding the identification of crime suspects
Thor was taken to the South District police station
where a municipal animal rescue group placed it in a small cage to transport it to a shelter.
Exotic cats seized in Mexico are often handed to animal welfare authorities
who determine what will be done with the animal
The tiger cub in the car case was the second incident involving a tiger in public in Juárez in a week
Videos shared over the weekend on social media showed a small tiger scampering along a sidewalk in the Mariano Escobedo neighborhood

A 23-year-old man serving 15 years in prison for a 2017 gang killing in Burien was charged Monday with two counts of second-degree murder
accused of gunning down a young woman and a girl in March 2018 at a Burien apartment complex over gang graffiti
The shooting deaths of Eveona Cortez
were part of a long-running gang war between Francisco Montero’s gang
and several other South King County street gangs
But the killings of Cortez and Juarez remained a raw wound for the Burien community because “they were just kids” when they died
who became Burien’s police chief soon after the shootings
Following the September 2018 death of a woman who was killed by a stray bullet
a collaboration between police and the Burien community led to several arrests and creation of gang intervention and prevention programs that “still live today,” Boe said
he said hostilities between the gangs has largely cooled since then
Juarez — who allegedly spray-painted graffiti directed at Montero after learning he had moved in with his girlfriend at the Alturas @ Burien apartment complex — was Montero’s primary target
“It has been a heavy burden to my family to lose Elizabeth but a sense of relief that those responsible will be held accountable,” according to a statement from the Juarez family provided by the prosecutor’s office on Monday
“Today is about justice for Elizabeth and Eveona
We lost two beautiful young women to (an) act of violence that affected our families and extended families and the young lives that witnessed this unfortunate tragedy.”

King County sheriff’s deputies arrived at the apartment complex in the 1100 block of Southwest 139th Street and found Cortez and Juarez unresponsive on the ground
A can of black spray paint was tucked inside a large purse near where they had fallen
Both died soon after they arrived at Seattle’s Harborview Medical Center
Autopsies showed that Juarez had been shot in the back of the head and thigh and Cortez suffered four gunshot wounds to her abdomen
Witnesses described two shooters and said a third person was behind the wheel of a running car
which the gunmen ran to after shooting Cortez and Juarez
saw a red laser light on the wall behind the victims right before hearing gunfire
Nineteen 9 mm shell casings and seven casings from a .45-caliber handgun were collected from the scene — and Montero’s DNA was later found on the 9 mm casings
Detectives noticed there was a lot of gang graffiti in and around the apartment complex
including tags that read “ULK” — shorthand for United Lokotes Killer — and “Serio Killa” with the “UL” and “Serio,” Montero’s gang moniker
There were also tags that read “SSL lilox3” — a reference to Juarez’s gang
“Lil Oxe,” according to the charges
Cortez was associated with the Callejones Escondidos Surenos and went by “Esa Dowxer,” the charges say
Juarez had been tagging the complex in the month before her death but the charges say there is no indication that Cortez was involved
Detectives got a warrant and searched the room where Montero and his girlfriend were staying and found a revolver
loose ammunition in various calibers and writing confirming Montero’s gang affiliation
detectives were able to disprove Montero’s alibi that he and his girlfriend were in Federal Way at the time of the shootings
They obtained warrants to search their phones and social-media accounts
as well as accounts belonging to Montero’s UL associates

The investigation revealed that Nuestra Familia was responsible for large-scale trafficking of methamphetamine and other drugs
as well as firearms offenses and other violent crimes

Members of the Latin Kings street gang have a motto: “Once a King
But after almost eight years of litigation
four reputed members of the gang say they’ve proven to a Kane County judge that the motto doesn’t apply to them
the judge dismissed a 2010 lawsuit the city of Elgin filed against brothers Elias and Saul Juarez and brothers Ruben and Oscar Sanchez under the Illinois Street Gang Prevention Act
Judge David Akemann last year denied a request by Elgin for an injunction barring the brothers from congregating with Latin Kings members
But he also refused to order Elgin to pay their attorneys’ fees
“They say you can’t beat City Hall,” said attorney John Mauck
who represented the Juarez and Sanchez brothers
but as teenager he was a Latin Renegades member
He says he became a born-again Christian and persuaded his brother Elias to get out of the Latin Kings in 2008
Ruben and Oscar Sanchez say they ditched the gang in 2009

A five-day trial for the four men was held in January 2017
An Elgin police officer testified that the men were placed in the city’s gang database in July 2010 because they attended the funeral of a slain Latin Kings member
their names were purged from the Elgin gang database when police deemed they were no longer active in the Latin Kings
But the judge ruled the Juarez and Sanchez brothers weren’t even members of the gang in 2010 when the lawsuit was filed
“It is not enough that the defendants attended a funeral of a known Latin King,” the judge wrote
The men say they weren’t gang members at the time of the funeral
but were there simply to pay respects to the victim — a childhood friend
Dozens of suspected Latin Kings were sued by Elgin in 2010
but the four men were the only ones to have their cases dismissed
“In September of 2010 our office sued 81 members of the Elgin Latin Kings street gang seeking to stop them from continuing to harm the city of Elgin with their violent gang activity,” said Kane County State’s Attorney Joe McMahon
whose office represented Elgin in the cases
“Since the suit was filed we have been successful either in obtaining agreements with the individuals to end their relationships with the gang or through the court in ordering the individuals to end their gang activity
We were successful against 77 of the 81 individuals
As a result Elgin is a safer community today,” McMahon said in a statement
Mauck said he’s now considering an appeal to try to get Elgin to pay his clients’ “six-digit” legal tab

An appeals court upheld a man’s conviction in connection with a firebombing of a house in Mundelein — which killed a 12-year-old boy and injured his two family members in 2009
was charged in May 2009 with multiple counts of murder and multiple counts of aggravated arson
He entered into a plea deal in 2011 and pleaded guilty to one count of aggravated arson knowing people were present
in exchange for his other charges being dismissed
Court documents show the charges stemmed from an apparent hit that Flores ordered to two fellow Latin King gang members — Elver H
took a bottle with accelerant in it and a wick and lit it
They threw the bottle into a home in Mundelein where they thought Rafael Juarez
Rafael Juarez was not home at the time but his 12-year-old brother Jorge Juarez
Jorge Juarez died while the mother and sister were injured after jumping from the second floor to escape the fire
Prosecutors said Flores issued an SOS — “smash on site” — order during a gang meeting the day before the fatal arson fire
The order was general in nature and there was no specific order to burn the house
Flores was sentenced to 18 years in prison as part of his plea deal
which meant he voluntarily accepted accountability for the arson
Flores filed a postconviction petition seeking to withdraw his guilty plea and claimed his defense counsel was ineffective
Flores filed another postconviction petition and said he was not the one who ordered the SOS and was “not legally responsible for the crimes of those who did.”
The trial court denied that petition as well and Flores then appealed the decision to the Second District Appellate Court of Illinois
The appeals court recently issued a ruling and said the trial court properly denied Flores leave to file his latest petition
Flores is scheduled to be paroled from the Illinois Department of Corrections on August 12

Mexico — The addicts pull up just after nightfall near a sedan parked along a busy street in this border city best known for murder
they fork over fistfuls of cash to Sonia Garcia
who reaches into the trunk of her car and hands over the trafficked goods
“The original — glazed — are the most popular,” Garcia explains
everybody has their own favorite doughnut.”
and her two sons are the undisputed kings of the Krispy Kreme black market
one son crosses the border to El Paso and drives to the Krispy Kreme shop there
where the bulk purchase price is about $5 a dozen
He returns to Mexico with around 40 boxes of doughnuts so habit-forming that comedian Chris Rock once suggested they might be laced with crack
Garcia and another son sell the doughnuts nightly from two locations for $8 a dozen
The “Krispy Kreme Familia,” as they are known on their Facebook page
They offer a doughnut hotline and will do special deliveries if the order is big enough
whose name calls to mind notorious Mexican drug cartels such as La Familia Michoacana
survives because of the obsession many Mexicans have developed with Krispy Kreme’s signature recipes
The company opened its first franchise in Mexico in 2004 and now boasts dozens of locations

She did say the modest profits the family has earned in the doughnut trade have helped put one son through engineering school
but she took over when he started taking classes at night
The Garcias are among thousands of Mexicans who enter the U.S
regularly thanks to special visitor and work visas issued to people who live in border communities

The cities are so tightly entwined in matters of commerce

It’s not that Mexico lacks options when it comes to fried
The country has several signature treats that are similar to doughnuts
including the fritter-like bunuelo and its sister pastry
thin piece of dough deep-fried and rolled in cinnamon and sugar
American-style donuts have a distinct flavor and consistency — not to mention cultural cachet — and Mexican-style imitations for some reason tend to be too hard or too dry
but these are just softer and better,” Garcia said as she manned the business on a recent chilly night
and had hung a big banner that read “Krispy Kreme Donas” — the Spanish word for doughnut
After a self-described overdose on Krispy Kremes in the months after she began selling them
Garcia now allows herself just one doughnut a week
including three employees of a gym across the street
Once they pulled up and ordered a dozen doughnuts
A few minutes later one of them emerged from the car and sheepishly asked for another dozen
as rush hour gridlock had slowed traffic to a standstill on a main Juarez street

Garcia let Gaytan pick the doughnuts she wanted in her box
Gaytan seemed stumped: “I really like them all.”
Gaytan said she was bringing the doughnuts home for her family

President Enrique Peña Nieto's government has made a string of high-profile arrests
MEXICO CITY — When President Enrique Peña Nieto took power at the end of 2012
counternarcotics agents quietly voiced concern that he wouldn't go after the major cartel kingpins
Mexican security forces have caught or killed the heads of most major cartels
The latest arrest came on Oct. 9, when federal police and soldiers stopped a car carrying none other than Vicente Carrillo Fuentes, known as "The Viceroy." He's blamed for heading the Juarez cartel during a brutal war with the Sinaloa cartel that claimed thousands of lives in Ciudad Juarez, across the border from El Paso, Texas
Despite the takedowns, Mexico continues to face major gang violence. Just last month, officials discovered a series of mass graves in the southern city of Iguala. So far DNA testing of the badly burned remains has failed to match up with 43 students who recently disappeared there
The killers behind those graves are alleged to belong to an offshoot of the Beltran Leyva cartel
