Another plastic recycling plant is facing closure: Late last week
packaging manufacturer Cedo announced that its subsidiary Cedo Recycling in Geleen in the Netherlands would be closed down gradually starting later this year
The company justified the decision with "ongoing market challenges
rising operational costs and increasing regulatory pressures"
which had adversely impacted the site's long-term viability
Discussions with employee representatives are to take place in the coming weeks
and the trade unions that may be affected had also been informed and invited for consultation
"A final decision will therefore be made at a later stage
Cedo is committed to a responsible transition and supporting its employees throughout the process," the company said in a press release

Cedo stresses that despite these challenges, it remains dedicated to sustainability and would "continue its efforts to recycle in other locations in Europe in any case". The company acquired the Vietnamese plastics recycler Vinatic and the Lithuanian polyethylene recycler Plasta Group last year
Cedo Recycling has the capacity to process over 80,000 tonnes of flexible packaging waste into regranulate every year at the site in Geleen
which has been in operation for over 40 years
The input material is sourced primarily from household collections in the Netherlands as well as from two regions in neighbouring countries
The recycled plastic is then used to produce bin liners at Cedo group sites in Poland and the UK
Cedo becomes only the latest in the series of European plastics recycling businesses to enter insolvency or to shutter some or even all of their operations
the former owner of Dutch LDPE recycler Daly Plastics reported on LinkedIn that four out of five of the company's LDPE recycling lines at the site had been shut down and 35 employees laid off
Daly Plastics was taken over by the Repeats group in 2022

Borealis, a provider of innovative solutions in the fields of polyolefins, base chemicals and fertilizers, announced today that it has acquired DEXPlastomers in Geleen, The Netherlands, from DSM Nederland and ExxonMobil Benelux Holdings.
Until today, DEXPlastomers was a 50/50 joint venture ultimately owned by Royal DSM and ExxonMobil Chemical Company. The site is located in the Chemelot industrial park, 50 kilometres away from the nearest Borealis site in Beringen, Belgium.
Borealis has started the integration of the new site and its activities, a process in which safety and business continuity are key, to ensure continued punctual supply to customers.

Saudi Arabian Basic Industries Corp. (SABIC) subsidiary SABIC Limburg BV has undertaken a 3-month turnaround of its petrochemical operations at the Chemelot industrial park in Geleen, the Netherlands, after which one of the operator’s two naphtha crackers will remain permanently shuttered.
Initiated on Apr. 12-13 and scheduled to run until mid-July, the major sitewide maintenance event—executed every 6 years—will include the decommissioning and permanent closure of Geleen’s Olefins 3 naphtha cracker, as well as works at five other unidentified units at the complex, SABIC Limburg said.
The operator confirmed its Olefins 4 at Geleen will continue to operate normally throughout the turnaround and remain operable thereafter.
Works to be carried out during this year’s multi-million turnaround—including closure of the Olefins 3 cracker—come as part of SABIC’s strategic reorientation of the Geleen site based on the operator’s careful evaluation of market conditions, the company said.
In addition to enabling SABIC to prepare the Geleen operations for future success in a competitive market, the unspecified projects align with the company’s strategies of optimizing its product portfolio, improving overall site efficiency, and investing in sustainable, core assets to achieve carbon neutrality of its operations by 2050, SABIC Limburg said.
"These changes mark an important step in SABIC's commitment to a more sustainable future and adaptation to changing market conditions. [Our Geleen site] remains committed to efficiency improvements and initiatives that support our [carbon] neutrality and circularity goals,” said John Bruijnooge, general manager for SABIC Limburg at Geleen.
Neither SABIC Limburg nor its parent company confirmed specific production capacities of units at the Geleen site, but data from the Gulf Petrochemicals and Chemicals Association (GPCA)—which represents downstream hydrocarbon operators based in the Arabian Gulf—estimates ethylene capacities of the Olefins 3 and 4 crackers at 550,000 tpy and 675,000 tpy, respectively.
Alongside its two naphtha crackers, SABIC Limburg’s Geleen operations also include downstream plants for production of high-density polyethylene, low-density polyethylene, polypropylene, benzene, butadiene, and ethyl tertiary butyl ether, according to the SABIC subsidiary’s website.
The company said an essential part of its strategy for Geleen is ongoing development of SABIC Plastic Energy Advanced Recycling BV (SPEAR), a joint venture of SABIC and Plastic Energy Ltd. formed in January 2021 to operate a new advanced recycling unit at the site designed to further the circular economy via upscaling production of certified circular polymers derived from used plastic.
Scheduled for startup by yearend 2024, SPEAR’s advanced recycling unit at Geleen will be equipped to process 20,000 tonnes/year (tpy) of plastic waste into circular polymers originating from sustainable materials that have been recycled, repurposed, and manufactured in a way that conserves the planet’s natural resources, while also acting as a drop-in solution.
SPEAR’s plant will be outfitted with Plastic Energy’s advanced recycling technology to convert low-quality, mixed, and used plastic—otherwise destined for incineration or landfill—into a liquid called TACOIL that SABIC will subsequently use in its production process as an alternative to traditional fossil materials to create new, circular polymers, Plastic Energy said in October 2021.

The downturn in petrochemicals continues to hit Europe hard
as two of the continent’s largest petrochemical makers—ExxonMobil and Sabic—disclosed their intention to shutter ethylene plants
Europe has borne the brunt of the downturn because of the region’s high cost of production
Especially high energy prices in the wake of Russia’s invasion of Ukraine have exacerbated Europe’s competitiveness problems
ExxonMobil says it plans to close its ethylene cracker and derivatives units at its Gravenchon site in Port-Jérôme-sur-Seine
The closure includes an ethylene steam cracker with 400,000 metric tons of annual capacity as well as downstream polyethylene and polypropylene plants
The complex has lost more than $530 million since 2018
“Despite efforts to reduce costs and improve the site’s economics
it is not competitive,” the company says in a statement

Bales of collected waste are dropped off at the Geleen plant, after processing at a large-scale collection and sorting centre. One of the largest in the Benelux area is located in Rotterdam
Those bales are then fed into large sorting machines
which filter out everything that is not polyethylene film
using infra-red scanners to monitor which materials are rigid
High-power fans blow the material onto separate conveyor belts
Anything that is not PE but which is still recyclable is bundled up and sent on to plants that actually process the material
the mostly PE stream is shredded into tiny pieces or flakes
as heavier and lighter flakes are separated
The flakes are then washed with environmentally friendly detergent in order to remove contamination and pollutants
the Geleen plant removes so much sand from the waste that it is able to supplement its revenue by selling it on to construction companies
the flakes can then be melted down and made into the pellets that are needed for the manufacturing process
one of the few unusable by-products is created: ink
the ink used in wrappers and labels is removed and disposed of accordingly
the pellets or ‘nurdles’ are made by compressing the melted plastic pieces
given a final quality check and then transported to the manufacturing plant that needs them

A Dutch court imposed a 10 million euro fine on Saudi chemical company Sabic for safety violations at the Chemelot facility in Limburg
which claimed one victim and left another badly burned in December 2016
Another incident in May 2019 left another employee with burn wounds
The penalty levied on Sabic is significantly lower than the 25 million euros the Public Prosecution Service (OM) had demanded in closing arguments
OCI Nitrogen and AnQore also faced fines of €360,000 each in separate verdicts issued simultaneously regarding dangerous incidents
The two other companies also operate at the Chemelot industrial complex in the Limburg city of Geleen
The District Court of Oost-Brabant issued its ruling on Tuesday
concluding that Sabic failed to adequately prevent "major accidents" at its facility
The court's decision highlighted that an employee died from burn wounds from one such accident
and two separate incidents where workers were left injured due to the company's alleged negligence
The court emphasized the responsibilities of chemical companies like Sabic
a minor incident can lead to severe repercussions." It underscored the duty of such firms to recognize risks and implement preventive measures
Sabic already announced plans to appeal the decision
maintaining its position that it is not guilty of severe negligence
"The court's verdict is disappointing and Sabic does not agree with this ruling in many respects," the company wrote in a statement
It argued that a fine based on revenue was also inappropriate for a case of this nature
The court used the Saudi parent company's annual turnover to determine the fine
and did not factor in the revenue only from the Limburg office
The court noted the years-long proceedings as another factor when calculating its judgment
The allegations which lead to the fines against the two additional companies include gas emissions and ruptures in steam pipes
The court agreed that these could have led to worker fatalities without prompt evacuations
Neither AnQore nor OCI Nitrogen immediately said whether they planned to appeal against the verdict
the court absolved the limited company that operates the Chemelot site on paper
The court defined the company's role as administrative rather than as a workplace inspector
Borealis Plastomers was exonerated on accusations of wrongdoing
but was cleared due to the fact that it immediately reported an accident to the site authorities
These incidents have raised concerns regarding risk management and supervision at the Chemelot industrial park
a vast area of approximately six square kilometers that houses around 150 businesses with intricate chemical processes and sensitive operations
The province of Limburg wants to investigate the impact of the Chemelot industrial estate on the health of local residents and employees
The Cabinet recently announced that it would investigate the impact of the chemical company Chemours in Dordrecht
the Provincial Council in Limburg asked the municipal council to request the Cabinet to also investigate the impact of Chemelot in Geleen
The motion was tabled by the PvdA during a debate on the 2024 budget and was supported by a majority of the political groups
the Provincial Executive Committee already stated that it supported the need for a study and was happy to cooperate with the government
The Chemelot site is located "between three municipalities"
wrote the PvdA and the companies in the industrial park emit substances "that can have a negative impact on the health of both residents and employees in the industrial park"
A "significant proportion" of residents who took part in a perception survey are "concerned about the impact of incidents involving hazardous substances on their health"
Chemelot and four companies on the construction site are currently on trial for several serious incidents in recent years
the Public Prosecution Service has already demanded 25 million euros from the company Sabic for unsafe work processes
Not only did this cause environmental damage
Millions in fines were also demanded against other companies on the construction site
Almost 40 motions were voted on during the budget meeting
the Provincial Council wants secondary school students to be able to be taught about the innovations being developed on the Limburg campus (Brightlands)
It also wants to examine whether the emergency shelter and wildlife aid need more subsidies
and the groups want the council to "map the current state of the entire Limburg healthcare landscape"
"awareness campaigns" are to be launched to make Limburgers "aware of the value and diversity" of the Limburgish language
The budget was approved after more than 10 hours of meetings
The Public Prosecution Service (OM) demanded a 25 million euro fine against Sabic Limburg for unsafe work practices between 2015 and 2019 at the Chemelot industrial park in Geleen
resulting in environmental harm and the serious injury of three employees
also involves the supervisory body Chemelot Site Permit (CSP) and accuses both entities of not following internal safety protocols
The Public Prosecution Service detailed several serious safety incidents at Sabic Limburg: a tank roof collapse in July 2015
leading to employee exposure to explosive naphtha fumes without protection and environmental odor nuisance; a dangerous isobutane leak in 2016
reported too late to authorities; in December 2016
due to direct contact with flames during furnace maintenance; and in 2019
an employee sustained severe burns from hot oil
causing substantial soil contamination due to a spill of 150 to 200 tons of oil
“These are very serious facts in which safety
health and the environment have actually been seriously violated
And all this over a period of 4 years during which no improvement appears to have occurred
The OM portrayed an organization lacking in critical oversight
with disordered processes and installations
and an inability to learn from past incidents
The OM said that the company is accused of deliberate negligence by not conducting crucial risk analyses
and failing to implement necessary measures in handling hazardous processes
Considering the severity and repercussions of the safety violations and the financial capacity of the chemical company
the officer has demanded a fine of 25 million euros
including those against other companies on the Chemelot site

The company’s works council has given the green light to the reorganisation, which will involve 80 compulsory redundancies, Nu.nl said. The company has a current workforce of 3,900.
The Dutch jobs will go at the company’s plant in Sittard-Geleen and at the biotech centre in Delft.

2015 A massive fire at a chemical plant in Maastricht sent plumes of dense black smoke over a large area and locals were warned to stay indoors with doors and windows closed on Monday afternoon
The fire broke out at a storage facility on the Chemelot industrial estate near Geleen
prompting smoke warnings in a string of nearby towns and villages
Schools were also closed and pupils told to stay indoors until fire officials gave the all clear
Train services were also disrupted because of the smoke
The fire was brought under control by late afternoon
At the fire’s height, the emergency services issued a Grip 4 alarm, which is the highest phase available. According to the Chemelot website
the warehouse was used to store plastics rather than chemicals
The website states the fire started during repair work on the roof of the storage facility
Workers were using open flames to put new bitumen on the roof which led to the fire
There have been a string of incidents at the site this year
On November 5 there was a fire in an ammonia plant
a leak at a factory polluted the Maas river with pyrazoles
an organic compound which is released in the making of medicines and pesticides
In July a Sabic chemicals factory was shut down for a period after a mysterious powder leaked into the atmosphere
locals had to deal with an unpleasant smell because of problems with a storage tank containing the fuel naptha

Heavy rains caused flooded streets and basements in parts of Zuid-Limburg on Tuesday evening
The KNMI had a code yellow warning in effect for the province

Several schools also sustained water damage

with some showers in the northern provinces and a strong northwesterly wind along the coast

One in eight Roosendaal residents said they experienced many problems with drug use or drug trade in their neighborhood last year - the biggest proportion of all larger municipalities in the Netherlands

The number of registered drug related crimes decreased from 410 in 2013 to 145 in 2016
Problems in Sittard-Geleen doubled in this same period
The proportion of residents that noticed drug use or trade in their areas increased from 26 percent in 2013 to 35 percent last year
Municipalities in Zuid-Limburg and West-Brabant have been struggling with drug related problems for years
Due to their location close to the border with Belgium
the municipalities regularly deal with foreigners coming to the Netherlands for drugs
In 2009 Roosendaal and Bergen op Zoom closed all their coffeeshops in an effort to deter drug tourism
It's not clear whether this had the desired effect
Critics say the decision only drove the drug trade underground

according to newspaper AD's annual crime monitor Misdaadmeter
Neighboring municipality Diemen is catching up to the Dutch capital
moving from the 26th most unsafe municipality in 2017 to the 8th last year
Limburg counts four municipalities in the top 10 least safe
but the number of robberies increased by 23 percent
