she was united in marriage to Alvin “Bud” Hoogeveen
they were blessed with seven children.
she began working in the cafeteria at Hills Beaver Creek High School
Many will remember her for her beautiful smile and her chocolate chip cookies
She was Head Food Services Director when she retired
she worked a few more years in housekeeping at the Tuff Home in Hills
Dad and Mom moved from the family home to Bethany Meadows Assisted Living in Brandon
They resided there until Dad passed away on June 17
She decorated at each change of season and for every holiday as she had done in the family home for years and years.
Our mother will forever be remembered for her fun sense of humor
She truly looked forward to “girls day out” which included pedicures
She was living her best life when she was surrounded by her grandchildren and great-grandchildren
She would never pass up any game offered to her by any of them
As you grow older you realize your best friend is your mom
She will never leave you and is the one doing life with you forever
Grateful for these blessings are her children
She was preceded in death by her parents; husband
Thomas and Jeffrey Hoogeveen; and parents-in-law.

Tess participated in the 4K race held at the College of Wooster Invitational where she crossed the finish line with a time of 16:23.10 and placed 8th out of 51 total runners
She also competed in the Ohio Athletic Conference Championships where she placed 48th out of 140 total runners

Jayson Hoogeveen died September 3 after being hit by a car while waiting for his school bus in the Kings Court community in Traverse City
Jayson's mother, Kimberly Gilbert filed a lawsuit Thursday against Traverse City Area Public Schools (TCAPS)
Gilbert and her attorney Joseph Ceglarek spoke to the media Friday about the lawsuit
"Two times a day during the school year
This was not a question of whether something might happen
Gilbert said the loss isn't only hers
Ceglarek said the lack of structure and signage around the bus stop made it unsafe
or directing children to go to one location two times a day at all ages from K through twelve
and you're not providing a safe environment for those children to collect and for those kids to be picked up and dropped of safely; despite multiple complaints over the course of several years
that's why we're here," explained Ceglarek
The lawsuit filed on behalf of Gilbert names TCAPS administrators
and two businesses including the owners of Kings Court as defendants
Gilbert and Ceglarek said the goal is to set a precedent in Michigan and make bus stops safer
I want prevention from this happening again
and relief to everybody involved," said Gilbert
We could be the example throughout the state for other communities who need to have this same kind of protection for our children

The Hoogeveen Chess Tournament starts on Saturday
October 15 (opening ceremony) and ends on Saturday
The tournament consists of the Hoogeveen Matches
the Hoogeveen Open and two amateur tournaments
All tournaments will take place in the attractive town hall of the Dutch city of Hoogeveen
well-known commentators will analyse the games with the audience
The games can also be followed live on Playchess and on the official website
Hoogeveen Matches: Hou Yifan vs Nigel Short
Hoogeveen Open: Nine rounds will be played
with space for approximately 84 players who must have a minimal rating of 2000
The Hoogeveen Open is an international tournament
and consequently (grand-) master norms can be achieved
There is a total prize fund of €7,500 with a 1st prize of €3,000
Amateur toernaments: Group I (= afternoon group): for players with a rating up to 2100
Group II (= morning group): also for players with a rating up to 2100
Each group can contain a maximum of 84 players
1st prize for both groups is €250 each
30 minutes extra time + an increment of 30 seconds per move starting from move one

For starters, everyone played with brand new, wireless DGT boards
which will be music to the ears of arbiters all over the world who struggle to set up dozens of boards
the open tournament changed its format somewhat—a bit similar to the now defunct Millionare Chess tournament
in an attempt to make the final rounds more interesting
That playoff starts tomorrow; the other players simply play rounds eight and nine
it's worth mentioning that three siblings of Jorden van Foreest are playing in Hoogeveen as well
In one of the amateur groups his 10-year-old brother Nanne plays
and in the open tournament there's his 16-year-old brother Lucas (an IM) and his 10-year-old sister Machteld (Nanne's twin sister)
The latter is currently rated 1829 but has so far defeated several 2000+ players and is winning tons of Elo points

abusive and sexist language flowed like slapshots into an empty net
according to emails and written statements by anonymous parents and hockey players at Olentangy Liberty High School amid the recent resignation of the team's head coach and two of his assistants
Kevin Alexander, whose Feb. 28 resignation as head coach was announced by Olentangy Schools on Monday
told The Dispatch that much of it was embellished and that reputations and a championship program have been unfairly ruined
"Three great coaches lost in trying to raise good young men
and 20 great kids lost because they're not playing in their (state tournament) this weekend," he said
"I won't apologize for being a demanding coach."
The emails and written statements from Olentangy Schools followed a public records request from The Dispatch
They describe the varsity coaching staff forging an "extremely toxic environment" with belittling and abusive language
including repeated use of the F word and derogatory references to women
Alexander said the comments are exaggerations if not outright lies
"I think you're seeing the worst of it piled on after 10 years of an impeccable record by me ..
hundreds of amazing moments with these kids," he said
"He broke many rules and condoned this reckless behavior," an email to school officials states of Alexander
Hoogeveen conceded that he had used profane language while coaching
McClelland is alleged to have told a player two years ago
"Looking at your (expletive) face makes my skin crawl," a comment verified by other players
The names of parents and hockey players were redacted in the emails and 13written statements from players
The Dispatch was not able to verify their authenticity
In an apparent Q&A with Liberty hockey players
they were asked to describe the culture of the hockey program
Every win we have had felt like a loss with every player," a player responded
describing coaches picking on certain players
Another player said that teammates advocated for others
at times admonishing coaches for their language
One described abuse reaching a breaking point
stating "coaches at this point have crossed the line with social
Alexander said he was told by two attorneys that once he and his coaches had been suspended that "we were already toast," and there was no chance of keeping their jobs
He said he also didn't want to be more of a distraction to his players
The coaches were placed on paid administrative leave Feb. 20 as the school district investigated allegations
After previously declining to detail the allegations
the district said Monday in announcing the resignations that it had received "reports that the former coaches used inappropriate language with student athletes and behaved in a manner inconsistent with their duty to serve as role models."
Alexander said rough language is routine in all sports
hockey and other team sports where tempers can flare
He said much of the criticism is related to lack of playing time and that even many of the players' parents use profane language in a non-threatening way during senior nights
"You can't imagine the number of F-bombs dropped by the parents," he said
The school district investigation and resignations are a sign of changing times
"In the old days you just had to win," he said
Alexander said he'll continue leading his title insurance company and remain active in hockey "in the old man's league," he joked

John and Jennifer Hoogeveen and their children are about to make a one-way trip to Puerto Rico
The Hamilton family plans to live there for at least a year as part of a Christian mission
"We're leaving with the maximum luggage capacity," said John Hoogeveen

was born to Arie and Bep Hoogeveen on November 02
After living in the Netherlands as a child he immigrated to the United States in his late teens with his family in 1957
Edward started out working on dairies in Southern California as a dairyman milking cows
He also started becoming an avid bodybuilder and had a great appreciation for nice cars
This is when he owned his prized pontiac low-riding show car
This is also the time he met the first love of his life
While living in Southern California they had two sons
John Rene tragically passed away shortly after birth
In 1971 Edward and his family moved north to Manteca
Edward then started working at Nestle Coffee Company Plant in 1972 in Ripon
He worked there from 1972-1994 when it closed
During this time they welcomed two more children Jonathan Brian (1977) and Christina Ann (1981) to the family
Edward and Harmke worked hard together raising their family up in a strong Christian faith household
Edward met the second love of his life Cobie Jesse and they were married in 2003
Edward loved people and would always offer to give a hug
or invite people over for lunch after church
He sang hymns with all of his heart for all to hear
His faith was strong and he was very involved in his church at Calvary
His legacy of faith will live on through his family to which he was the example
He will be dearly missed by his nine grandchildren and six great- grandchildren

Nine days after a jury found Rocky Mountain Power’s parent company liable for potentially billions of dollars in damages in Oregon’s 2020 wildfires
Rocky Mountain filed paperwork with the Utah Public Service Commission to account for “liability due to wildfires in Oregon.”
On June 21, Rocky Mountain filed a request with the Utah Public Service Commission to create “a deferred accounting order authorizing the company to record a regulatory asset associated with the incremental costs associated with third-party liability due to wildfires in Oregon.”
but Rocky Mountain Power CEO Gary Hoogeveen acknowledged in an interview this week that the company could still be seeking to recover some Oregon costs from Utah ratepayers
“That’s not something we’ve decided,” he said
but the company has opened a dialogue with Utah’s legislative leadership and will be meeting with Gov
unprecedented risks from wildfires across the West have forced utilities to consider measures they never had before
“It’s bigger than one company or one state
Deferred accounts are the mechanism for allowing utilities to recover costs from unforeseen events
The accounts track expenses that are not included in the utilities’ basic rates but still may be considered a cost that can be passed on to ratepayers
If the $11 billion estimate is realized, it will rival the $13.5 billion settlement Pacific Gas and Electric agreed to in 2019 after it was held liable for four major fires in California between 2015 and 2018
More than three-quarters of Utah’s population is served by PacifiCorp through Rocky Mountain, and Utah has 44% of Pacificorp’s customer base, the largest of any state. If those Utahns are expected to absorb that percentage of an $11 billion loss, it would be nearly $5 billion. By comparison, PacifiCorp’s total annual revenue in 2022 was $5.7 billion
Hoogeveen called the $11 billion figure “wild speculation
PacifiCorp is appealing both the jury verdict and the class-action status
“PacifiCorp will vigorously pursue appeals and are confident that we will prevail,” the company says on its web page about the litigation
Pacificorp is an investor-owned utility, and it’s not clear how much ratepayers — meaning customers in Utah and other states – would be responsible for paying toward a settlement, or whether the shareholders – most of them stockholders in Warren Buffett’s Berkshire Hathaway – would absorb the loss
Hoogeveen re-emphasized that no decision has been made about applying to have Utah ratepayers to help cover Oregon costs
but he also said future potential liabilities could be larger than any one company can handle
“This is bigger than Berkshire,” he said in reference to western wildfires
PG&E had to file for Chapter 11 bankruptcy protection because of its fire claims
Hoogeveen also noted that Utahns for years have gained advantages from being part of a six-state system with diverse energy sources
That includes clean Oregon hydropower powering Utah at times
“Our six states have benefited from the diversity of the system
The Utah Public Service Commission sets rates for public utilities in the state
and the commission decides what costs investor-owned utilities can pass along to Utah customers
That is because the utilities are private companies that are granted monopolies to operate
Similar regulatory agencies operate in the six states Pacificorp serves
Hoogeveen said the company made similar requests for deferred accounts in the other states
After Rocky Mountain filed its June request for a wildfire deferred account
three entities challenged it as premature since the full extent of wildfire costs are still unknown
Those entities are the state Division of Public Utilities
a state agency that represents consumers in rate cases
an organization of large industrial electricity customers
Rocky Mountain on August 21 withdrew the request
but it can refile when the costs are better known
But the next day (August 22), Rocky Mountain filed a separate request to create a deferred account for costs from increased insurance premiums
“Wildfire liability risk is impacting the commercial insurance markets with an increase in the premiums for available insurance coverage,” the company said in its application
“PacifiCorp estimates that the commercial insurance costs are approximately $125 million (total company) for the policy period beginning August 15
Current rates reflect approximately $10 million (total company) in insurance costs
which would result in a deferral for Utah’s allocated share of approximately $115 million (total company) for the difference between the new costs and the amount in rates.”
Hoogeveen acknowledged that the new rate was set after the June verdict
He also said the company’s total coverage has decreased by 60 percent
a decision made by insurers who were no longer willing to offer as much coverage as they used to
The Utah entities that challenged the wildfire account have not yet responded to the application about insurance costs
Hoogeveen said at this point the company is not seeking any direct funding from Utah or any other government
“We believe there is a regulatory solution.”
The Utah code that regulates utilities only mentions deferred accounts without detailing when they can be used, but there is case law. Specifically, the 1986 case Utah Department of Business Regulation vs. Public Service Commission of Utah established that deferred accounts can be used for an unforeseeable event that “results in an extraordinary increase or decrease in expenses or revenue.”
Were the Oregon fire damages unforeseeable if the company was found to be negligent? That could be debated and perhaps litigated.
Correction: The Oregon jury awarded the 17 survivors $90 million. An earlier version gave an incorrect total for the June verdict.
