International Criminal Court (ICC) on Thursday said that former Philippine President Rodrigo Duterte is held at a detention center in Scheveningen
Duterte's former executive secretary Salvador Medialdea earlier claimed that he and Duterte’s camp have no information about the whereabouts of the former president
ICC spokesman Fadi El Abdallah told reporters that Duterte was detained on Thursday following “all medical checks,” which he said is a standard procedure for all suspects under custody
who and travelled with Duterte to The Hague
had claimed that the whereabouts of the former president was not known
Duterte was put on a chartered flight to The Hague on Tuesday to face trial after he was arrested at Manila International Airport upon his arrival from Hong Kong
could become the first Asian former head of state to go on trial at the ICC
said it found “reasonable grounds to believe that Duterte "is individually responsible as an indirect co-perpetrator for the crime against humanity of murder," allegedly committed in the Philippines between November 2011 and March 2019
Duterte's "war on drugs" is said to have killed thousands of small-time drug dealers
who can blame it when “us” meant a record 24.5 million visitors last year
with nearly 10 million spending at least one night there
almost the equivalent to the population of Australia
is a lot to ask of a city that is about the size of Liverpool
which is why the Dutch capital launched an unusual advertising campaign in 2023 — “Stay away,” it begged
Known in the Netherlands for its laid-back beach lifestyle
rather than being home to the International Criminal Court
the country’s third city hosted 1.4 million overnight guests last year
And now they have somewhere new to stay: an independent luxury hotel called De Plesman
Conveniently located in Scheveningen district
De Plesman occupies the art deco former headquarters of KLM — the hotel is named after Albert Plesman
the aviation visionary and first director of the national flag carrier
It is the passion project of a local property developer and
its owner has clearly thrown more money at it than is strictly prudent; the publicity people are tight-lipped about refurbishment costs
The hotel’s restaurant Suus is housed in the building’s original staff canteenStyling was handled by Nicemakers
the sought-after Amsterdam studio behind landmark openings in the city including Hotel de L’Europe and the Hoxton
tells me that his aim with De Plesman was to respect the building’s “monumental unique character” while creating “something where we’d like to stay”
That character is evident in the steps on the staircase
which curve on the underside like plane wings
and the spiral ceilings in the foyers that reference engine turbines
“You couldn’t build something like this now,” Roll says
What this means in practice is a hotel that is sleek yet quietly playful
Behind a businesslike slab of art deco red brick
a reception-lounge-bar space that spans the building has chequerboard wooden floors
geometric-patterned fabrics that evoke those of airlines in the Fifties
bespoke rugs and specially commissioned art photography featuring local scenes
The mood is mid-century with its shoes kicked off — a nod to the easy-going glamour of the golden age of flying
because the 102 guest rooms maintain the aesthetic: parquet floors
kitchenettes in the suites styled after vintage Dutch designs
Providing colour against off-white walls are fabrics in shades of dusky pinks
plus ceiling cornices painted in — what else
One of De Plesman’s 102 sleek yet characterful guest roomsPlesman’s former office is the top-end suite
and it’s a beauty if you have at least £437 to spare for a night
the bar has a beautiful green marble worktop and there’s a silver headboard and pink silk for the bed
• The Netherlands’ untapped north coast makes a dream escape for foodies
though — high ceilings and large windows lend space to even the smallest room; such are the benefits of an art deco building
with glass walls like a stylised airport control tower
with starters such as Basque beach crab with shrimps and fennel and mains including whole roast poussin with a jug of jus for the roast veggies (mains from £15)

That the former credits of the hotel manager

Hart Beach in ScheveningenWORCFLOWIf surfers featured in your mental image of the Hague
The city has been the cradle of Dutch surfing since 1971
when an importer of O’Neill wetsuits brought over a few Californian boards

the municipality of The Hague strongly condemned the violence
The city’s college of mayor and aldermen called the riots “horrific and utterly disrespectful,” stating that the beautiful summer day on the beach had been ruined for both locals and visitors
“The end of a lovely beach day was marred by groups of young people engaging in riots,” said Deputy Mayor Mariëlle Vavier in a statement
“The police acted swiftly to disperse the crowds and ensure the safety of bystanders
It is appalling that these youths turned their aggression toward the very police officers who were there to protect public safety.”
The Hague has pledged to increase police presence at the beach over the weekend
and security personnel will be stationed along the coast to maintain order
The riots erupted when a group of several hundred youths clashed in the area around the Kurhaus and the beach
following what authorities say were online threats
The situation escalated when police intervened
one police officer and a police horse sustained minor injuries
The municipal authorities also advised individuals involved in the riots to come forward voluntarily
“Come to the police before you are identified,” the college of mayor and aldermen urged
as they noted that significant footage of the event had been recorded
The investigation is being closely monitored by Mayor Jan van Zanen

The body of a teenage girl has been pulled from the North Sea after a Summer holiday swim with friends turned to tragedy
got into trouble in the tide alongside three friends at the popular surfing spot of Scheveningen near The Hague at 8.30pm on Sunday
Dutch coastguards saved the others but the girl wasn’t found until a body was pulled from harbour head at around 7pm on Tuesday after a desperate search involving cranes
Local police for The Hague said in a post on X: “Last night we found a deceased person at ZuidelijkHavenhoofd in Scheveningen . It concerns the 19-year-old British woman who went missing at sea on Sunday.”
Witnesses reported hearing the mother’s screams as she disappeared in the waves near the holiday resort. Two other boys were spotted with blood pouring from their legs after they had gone into to try and save her.
It’s believed the two sustained injuries after being hit against a rocky pier separating the Ijduin and Scheveningen Beaches.
A local person said the boys would have had no chance to save the teenager. “The boys barely survived,” he said.
Another said more signs warning of the dangers of the raging North Sea should be put up along the coast line.
He said: “To my surprise, I found the only sign this afternoon at the place where a young lady drowned on Sunday evening. Right near the Southern harbor head.
“The warning sign shows two hands coming out of the sea, in fact, this doesn’t need any text in any language, but it is there, in four languages.
“I think these signs should come back along our beaches. Each drowning is one too many.
“We didn’t all grow up here on Scheveningen where we were taught from a young age no further than your knees in the water and the dangers of our North Sea.”
The Foreign Office has been approached for comment.

chair of the Dutch New Year’s Dive Association
described last year’s event as a "very pleasant experience" and expects another large turnout despite the location shift
The Scheveningen New Year’s Dive began in 1965 when Jan van Scheijndel
a former swimmer from the Swimming Club Residentie
organized the first plunge with just seven participants
it has grown into a massive celebration with about 10,000 participants annually at Scheveningen alone
"From Monnickendam to Monte Gordo and Hengelo to Hong Kong, there are plenty of places to take a plunge,” stated the organization. A detailed map of all dive locations is available on the Unox website
Scheveningen is easily accessible by public transport
Event organizers recommend using public transport or cycling due to expected large crowds

The traditional New Year's dive into the North Sea at Scheveningen Beach has been cancelled, organizers announced on Monday afternoon. The decision was made due to the predicted powerful winds "in combination with a strong current and high waves." Every year, about 10,000 people participate in the dive in the sea to ring in the New Year
It was yet another event that was cancelled or rescheduled due to the prediction that wind gusts of up to 100 kilometers per hour will hit the coast on Tuesday and Wednesday
with gusts of up to 75 kilometers per hour likely in more inland areas
who chairs dive organizer Stichting Nieuwjaarsduiken Nederland
"But we are following the advice of the municipality of The Hague and the Rescue Brigade," said Schuttert
The strong wind can produce waves of about three meters high
"Please do not make the decision to go into the sea on New Year's Day," said Mike van den Hoogenband from the volunteer lifeguard service in The Hague
Mayor Jan van Zanen of The Hague also asked people not to go to the city's Scheveningen Beach on Tuesday or Wednesday
saying it is "really too risky." Van Zanen hopes that the dive can go ahead on New Year's Day the following year
New Year's dives are also organized annually in other places in the country
Several organizers announced earlier in the day that the dives will not take place on Wednesday due to the expected bad weather
Terschelling and Wijk aan Zee have been scrapped
The Dutch custom of taking a dip on January 1st dates back to 1960, when a group of friends plunged into the sea near Zandvoort. The sea temperature is typically around 6 to 7 degrees Celsius on New Year's Day and has been slightly warmer the last few days, ranging from a high of 8.1 degrees at a few moments over the weekend, down to a low of 7.6 degrees at sunrise on Monday.

Supporters who have gathered outside the prison chanted "We love Duterte" and "Bring him back" as the convoy entered the facility

Willems told GMA News he was “surprised” to hear the news that Duterte was “let go from the airport” and that “there was no support from the [Marcos] government.”
“I have sympathy for the man,” Willems said of Duterte
whom he met on a courtesy visit in the mid-1990s
“He was a tough guy but a disciplined man
The economy was quite well when he was president.”
When asked about the significance of Duterte’s arrest for Dutch society
Willems said the “average Dutch doesn’t know what’s going on” but “they will adjust” considering The Hague is a very international city
and that several high-profile individuals are already detained at the penitentiary
“I am interested in how this case will develop,” Willems told GMA News
Duterte was arrested on Tuesday on a warrant issued by the ICC in connection with the killings in his administration's war on drugs

“Lubos ang aking pasasalamat sa mga kababayan nating nagtatrabaho sa Dubai International Airport at sa Al Maktoum International Airport na tumulong sa akin at kay PRRD,” she added

say they will decide on Tuesday itself if the shows will go on
In total 19 towns and cities have brought in bans for consumer fireworks this year
The weather has also led to the cancellation of several New Year swims
Some 10,000 people usually take part in the chilly dip but the organisers, sausage and soup maker Unox, say they have been forced to cancel because of the bad weather on New Year’s day which will cause rough seas

The other three were rescued from the water
Another person is missing in the Markermeer after a boat capsized between Hoorn and Edam
The emergency services responded to the Zuidelijk Havenhoofd with helicopters and boats after the report of the swimmers in trouble. They called off the search for the last missing swimmer when it got too dark to see, said the local security office, Haaglanden Veilig
An eyewitness saw rescue workers pull two “boys” out of the water. “They both had legs covered in blood. There was also a mother there who was panicking and screaming,” the witness told Omroep West
the boys tried to save the missing swimmer but couldn’t get close
The rescued swimmers were taken to the hospital

The coast guard launched a large search for the missing person but had to call it off without success when it became too dark to see
The police will continue the search on Monday
A child who was rescued from the sea off the coast of Scheveningen on Monday afternoon has died
The victim was a 13-year-old boy from The Hague
The boy got into trouble in the seawater on Monday afternoon. The emergency services were alerted to his disappearance around 5:00 p.m. and responded en masse, searching for him with boats and a Coast Guard helicopter, Omroep West reports
Rescue workers found the boy and brought him back to the beach
Paramedics spent a long time resuscitating him before rushing him to a nearby hospital
the resuscitation drew so many onlookers that the emergency workers felt forced to put up screens
The organisers of the festival invite production teams from around the world to light up the sky and compete in the art of fireworks
variety and aesthetics amongst other factors
the teams are judged by an independent jury
the teams may only use up to 2.000 fireworks
of which 80 percent must be of domestic origin
and the display cannot last longer than 13 minutes
the event now annually attracts more than 300.000 spectators and features teams from as far away as South Korea and Japan
the event is an absolute exhilarating experience; not only for the fireworks
but also for the myriad of entertainment to be found on the pier of Scheveningen
The pier in Scheveningen may be rebuilt again around ten years after the last redevelopment
A project developer released the plans for the building work on Tuesday
The complex would have more hotel rooms in it under the new plans
The Ferris wheel is likely to stay on the pier
There should be a small park at the entrance to the boulevard and a park on the blow-out deck
The structure also needs to be more sustainable and energy efficient
The plan also involves the pier having a conference center under the Ferris wheel
The project developer wants to build an “extensive spa and wellness area.”
If the plans are approved then the construction will start in 2026
The three ‘islands’ above sea would be reopened in 2028
the redevelopment would cost several dozens of millions of euros
The company says coverage has been arranged for this
Alderman Robert van Asten (Urban Development) does not want to get ahead of things but responded: “The pier is an icon for Scheveningen and The Hague with international recognition
We want to keep that for the city and make it accessible to everybody
It was a wooden construction directly behind the Kurhaus
The German occupiers demolished it in 1943
The 300-meter-long Pier has been a well-known attraction for decades
The Van der Valk group took over the structure in 1991 for a symbolic fee of 1 guilder
and Van der Valk declared the Pier bankrupt a year later
Construction company Kondor Wessels bought the pier in 2014
The structure was renovated and redecorated with a hotel and a Ferris wheel; a part of the pier was demolished
the Hague warned in 2022 that large parts of the pier would have to be renovated in the short term
or there would be a threat of another closure
The police are looking for a man who committed a remarkable theft at the Kurhaus hotel in Scheveningen. In broad daylight, the man put a rare statue weighing over 50 kilograms into his suitcase and walked out without anyone noticing, The Hague police said on the investigation program Team West
Surveillance camera footage shows the man walking into the luxurious hotel with his suitcase at around 7:25 p.m
where the valuable statue stood on a pedestal
and walked out of the hotel as if nothing had happened
The involved statue is called Paardenkracht (Horse Power) by the Belgian sculptor Jan Desmarets
there are only eight of these statues worldwide
a Desmarets statue worth 6,000 euros was stolen from the hotel
This is supported by the fact that Paardenkracht was not the most expensive work on display during the theft
“It’s just unbelievable what happened,” Doret Huibers of the art gallery in the hotel told Team West
She manages the collection of Gallery Bell’arte
which has been located in the Kurhaus since 2015
climate change is also causing sea levels to rise
This is also a concern for the municipality
which fears that if the sea level continues to rise
The municipality of The Hague has been aware of this problem for some time
alderman Robert Barker (PvdD) warned that the rise in sea level has been a source of concern for the political epicenter of the Netherlands for some time
The municipality would have to adapt to this situation sooner or later and find solutions
"We know that the dikes we have now won't protect us forever," Barker told NU.nl." So it's important not to be surprised and to be prepared."
It is not yet certain when exactly Scheveningen and the rest of The Hague will disappear from the map due to rising sea levels
the national meteorological institute KNMI assumes that the sea level will rise by 40 to 80 centimeters by the end of this century
If nothing has been done to combat climate change by then and the earth continues to get warmer
sea levels could rise by several meters by the next century
A recent study has concluded that the Netherlands could remain habitable even if the sea level rises by several meters
precautionary measures would have to be taken now
The Hague sees itself as a pioneer in this respect
as the municipality is using the study to determine how the layout of the city should change to remain livable in the future
Even though this part of The Hague is mainly protected from the sea by dunes
around 3 kilometers of the coastal area is not
the water is held back by a 'hard' sea dike
this dyke will soon no longer be safe enough to keep the water out
The municipality is therefore investigating whether building more and higher dunes is a suitable protective shield for The Hague
The popular city by the sea would then disappear behind the dunes
and the current coastline would no longer exist
The municipality of The Hague wants to develop possible solutions in the next year
Alderman Barker said he will discuss the options with city residents soon
"We have already seen that the quays in Scheveningen have been flooded more and more often during storms in recent years," the alderman told NU.nl
it shows that a long-term vision is needed to prevent these problems from getting worse
"We have to do something to ensure that we do not become a city in the sea."
Rijkswaterstaat recently successfully completed another beach replenishment project – the Scheveningen beachfill campaign
a total of 700,000 m3 of sand was dredged and spread over the beach
between the harbor head and the beach north of the Pier
will provide better protection from future storms and sea level rise to Scheveningen
More than a quarter of the Netherlands is below sea level and vulnerable to flooding
Millions of Dutch people live and work in these areas
Working on protection against high water and storm surges is therefore an ongoing necessity in the Netherlands
Rijkswaterstaat maintains the Dutch coast by spraying sand on and just off the coast
the Netherlands remains well protected against the sea
"By holding the bonfires on Monday evening, the builders and spectators can still enjoy this Hague tradition safely, albeit a day earlier," said The Hague Mayor Jan van Zanen. Builders in Scheveningen had already anticipated the change on Sunday, predicting that the 10-meter-high woodpile would be set ablaze on December 30.
Last year, high winds similarly prompted an early start to The Hague’s bonfires.
In the city center, a light and laser show near the Hofvijver pond will proceed as planned on New Year’s Eve. The display is unaffected by the wind, but fireworks have been banned near the Binnenhof government complex due to fire risk.
Meanwhile, Rotterdam's major fireworks display at the Erasmus Bridge is still scheduled to take place. Organizers of the National Fireworks event said they currently expect the high winds will not disrupt the show. North Holland and the Wadden Sea region are under a yellow weather warning during the New Year’s period, with gusts up to 90 kilometers per hour expected. However, South Holland has no weather warnings at this time.
Mark Rouwenhorst, representing the event’s organizers, said the show can proceed with winds of up to 9 meters per second (about force 5-6 on the Beaufort scale). “Current forecasts are at 8 meters per second. It’s right on the edge, but we’re in the clear for now,” Rouwenhorst said. He expressed confidence the show will go on and noted further consultations are planned for Tuesday afternoon. The annual event attracts approximately 70,000 visitors.
In Amsterdam’s Floradorp neighborhood, the municipal government has ordered the annual bonfire to be lit on Monday night at 11 p.m., citing strong winds expected on New Year’s Eve. The city has yet to announce how the yellow weather warning will impact other events, such as the light and fireworks show at Museumplein.
The municipality of Waadhoeke in Friesland has canceled all six planned bonfires due to safety concerns. The events were scheduled to take place in Oosterbierum, Sint Annaparochie, Sint Jacobiparochie, Tzum, Tzummarum, and Engelum. Local officials said strong winds and the risk of airborne embers posed too great a danger to nearby areas. Unlike other regions, Waadhoeke chose not to move its bonfires to an earlier date.
“For residents, the bonfires are secondary to gathering together. That gathering will still go on. Nobody has asked for the fires to be moved up,” a Waadhoeke spokesperson said.
Two years ago, severe weather forced the cancellation of a bonfire in Floradorp on New Year’s Eve itself, but the fire was lit despite the ban. This year, officials are urging strict compliance with the decision to light fires early. The municipality said it expects organizers to follow the revised schedule.
The Belangenvereniging Schevenings Havengebied (BSH), the interest group for the Scheveningen harbor area, has expressed strong opposition to the expansion of the zero-emission zone in The Hague. The city council approved the measure, though it was slightly softened by a proposal from the CDA party, which had previously resisted the plan.
Starting January 1 next year, the coastal area of The Hague will be restricted to electric or hydrogen-powered delivery vans and trucks, excluding the Scheveningen harbor.
"We are not only disappointed with the outcome, but also with the role of the CDA, which reversed its position at the last moment and aligned with the coalition," said BSH chairman Gerrit de Ruiter. He noted that businesses in Duindorp and beach pavilions had raised widespread concerns, which were ignored in the decision-making process.
The group argues that the harbor will be severely impacted, as a less stringent environmental zone will be imposed, with only one access route left open to polluting vehicles. "This is unworkable, illogical, and harmful to businesses, beach establishments, and logistics companies dependent on transport," De Ruiter said.

Unit within the Scheveningen complex is the official ICC detention centre
Former Philippine President Rodrigo Duterte, the ertswhile most popular Philippine leader
is currently detained at the United Nations Detention Unit (UNDU) within the Scheveningen prison complex near The Hague
This facility is the official ICC detention centre
Duterte, 79, was extradited to the Hague on March 11 following his arrest in the Manila.
He was handed over upon the issuance of a warrant of arrest by the International Criminal Court (ICC) over the reported thousands of victims of his "war on drugs" campaign.
The UNDU is designed to prioritise the dignity and well-being of its detainees.
Each inmate is housed in a spacious cell measuring about 10 sqm, equipped with en-suite facilities, including a shower and lavatory.
The cells also feature a radio and access to cable television, ensuring detainees can stay informed and entertained, as per the UK’s Times.
Beyond the individual cells, the facility offers communal areas where detainees can interact during the day.
These spaces include a library stocked with various reading materials and a gymnasium to promote physical health.
Additionally, there are provisions for family visits, including private rooms designated for conjugal visits, underscoring the institution's commitment to maintaining family bonds.
Detainees at the UNDU experience a degree of autonomy uncommon in many correctional facilities.
Cells are unlocked for most of the day, allowing inmates to move freely within their designated areas. Communal hallways are equipped with coffee makers and cooking facilities, enabling detainees to prepare meals that cater to their cultural and dietary preferences.
This flexibility not only fosters a sense of normalcy but also encourages personal responsibility.
Recognising the challenges of confinement, the facility provides various activities to mitigate boredom and promote mental well-being, as per Reuters.
Detainees have access to educational courses, recreational activities, and spiritual services, ensuring a holistic approach to their rehabilitation and daily life.
Tim McFadden, former director of the UNDU, described boredom as the most significant challenge for detainees. “Time is the greatest enemy,” McFadden said, emphasising that meaningful activities are crucial to maintaining mental well-being.
While the UNDU emphasizes humane treatment, it maintains stringent security protocols to ensure the safety of both detainees and staff.
Transport routes to and from the International Criminal Court (ICC) are varied daily to prevent potential security threats, reflecting the facility's proactive approach to security.
As of recent reports, Duterte is among a limited number of detainees at the UNDU. The facility currently houses five other prisoners, including former Kosovar president Hashim Thaci and four African militia leaders.
However, these individuals are expected to be transferred to other prisons soon, potentially leaving Duterte being the lone occupant of the “Hague Hilton”.
The UN Detention Unit at Scheveningen prison offers a detention environment that balances security with humane living conditions.

During the Second World War the German occupants of the Netherlands made ample use of the Scheveningen prison near The Hague
One former death cell in this infamous prison (Doodencel 601) has been preserved in its original condition
showing wartime inscriptions on the cell walls
a small section of the wall has been given an additional plaster layer
we report on the visualization of this enigmatic text
which so far had escaped the reach of historians
Our visualization methodology was threefold
we determined the cell-wall stratigraphy and its composition based on a sample cross-section
mimicking the layering of the original cell wall
we tested a combination of raking light photography and infrared thermography on the model wall
Applying this methodology on the original wall revealed the inscriptions
including the author’s name Daniël de Blocq van Scheltinga
as well as a calendar and an important date of his post-war trial in the fall of 1945
Our visualizations flawlessly dovetail with archival findings
they offer an intimate view of an early post-war inmate of the Scheveningen prison
whose message was covered up once the cell was transformed into a war monument in 1946
The dimensions of the cell are approximately 3.7 m × 1.9 m
The post-war plastered section of the northern wall is indicated by the ellipse
on the eastern part of the cell the bricks are painted in yellow (dashed) and in the western part of the cell a layer of mortar has been applied on the bricks
The X marks the location of the post-war plaster covering inscriptions in the wall
b Close-up of the 45 cm × 60 cm post-war plastered section of the northern wall
All cells formerly used by the Nazis remained in use until 2009 when the prison was given a Dutch national heritage status
In 2019 the former Nazi prison block was opened as the Nationaal Monument Oranjehotel; the prison
In cell 601 no post-war inscriptions are recognised in the cell walls as they can be seen now
All other cells have been redecorated in the decades after the war
nothing has been documented on the inscriptions of post-war prisoners
This leaves the plastered part of the wall of cell 601 as the only possibility to acquire information on post-war inscriptions of suspects of collaboration with the Nazi’s
It is therefore of historical interest to reveal the contents and identify the author and date
Traces of letters and numbers are visible in the plaster’s surface topography
indicating that inscriptions have been covered
Visual inspection indicates that the surface traces on the plaster coincide with the actual underlying inscriptions
This implies that no highly sophisticated techniques
aiming for a high resolution or depth analysis
The present historic study focuses on the analysis of the surface and near-surface information
A non-destructive imaging campaign was designed
aiming to visualize this enigmatic text and shed light on the post-war history of Doodencel 601
The present paper reports on a historic text that was revealed by application of non-destructive raking light photography and infrared thermography
The resulting information of the inscriptions is presented and discussed
It should be noted that the historic character and spatial limitations of Death Cell 601 excluded the execution of the research in fully optimised conditions
Because of the delicate state of the cell and its heritage status
the conservator-in-charge strictly limited the access of people and equipment as well as research time for data acquisition
the present study does not aim at pushing the analytical limits of non-destructive imaging
but rather on revealing the historic inscriptions
While some of the approaches described above would have been promising to apply to the current case study
the limitations described above -as well as the unavailability of more advanced techniques- prevented us from doing so
some inscribed characters were already visible to the naked eye and we anticipated that a small accentuation of the topography would result in legible images
That is why we chose to use raking light photography instead
It is further chosen to move the halogen lamp manually during recording to vary the angle of incidence of the infrared radiation
The varying angle of incidence also enhances the contrast between defected and uniform areas as the radiation is reflected in different directions
depending on the topography of the surface
The detection is done with a FLIR SC7000 camera at a recording rate of ten frames per second for a maximum time of 100 s
Due to the circumstances of acquisition for the thermography data
we could not record the configuration of the heat source over time
This obstructed direct modelling of the geometry of the underlying surface
the variation of intensity observed in the thermography data provides some clues to the depth of the scratches in the surface
albeit suboptimally due to missing information
these depth clues improve readability and are thus worth investigating
Image processing was used to distil a readable
single image of the surface from the video of thermography data
The data exhibits two informative properties: (1) defected and uniform areas respond differently to the varying angle
providing information about the topography of the surface; and (2) direct correspondences between pixels in each frame
each timestep exposes only a subset of the entire surface with sufficient visibility and the images are noisy
In order to test the selected Non-Destructive Testing techniques
before applying them to the plastered wall section in cell 601
a lab-scale physical model wall with inscriptions was made
several core samples from neighbouring cells in the Scheveningen prison were extracted in order to determine the stratigraphy of the cell walls and the composition of their materials
It was not possible to extract a core sample from cell 601 because of its monumental status; it is therefore assumed that the wall material of cell 601 is similar to that in its neighbouring cells
a Picture of an epoxy-impregnated and polished core sample extracted from cell 600
c Schematic representations of cross-sections of the post-war plastered wall section in cell 601 and the physical model wall
The section between the dotted red line to the thicker red line approximately denotes the layer containing inscriptions
b Sections 4 and 8 of the physical model wall before plastering
c Raking-light photograph of the physical model in which the red rectangles labelled 4 and 8 represent the two sections shown in a and b
The green rectangle labeled T corresponds to the thermograph displayed in d
The inscriptions in the red rectangle are more clearly visualized in raking-light photography
the inscriptions in the green rectangle are more clearly visualized in thermography
The stratigraphy of the physical model wall and the expected stratigraphy of the plastered wall section in cell 601 are very similar
The main difference is the thickness of the mortar layer
which is 2 cm for the physical model wall and approximately 1 cm for the cell wall
with approximately 10 cm of brick behind the mortar
It can however be assumed that the thermal penetration depth in the present application is less than 1 cm
both walls can be considered infinitely thick
The mortar used in the physical model wall is similar in composition to the mortar in cell 600 of the Oranjehotel
The composition of the post-war plaster in cell 601 could not be analysed and it was therefore not possible to mimic this plaster in the model wall
This section describes the obtained results of the raking light photography and infrared thermography applied to the physical model wall. A selection of the obtained results is displayed in Fig. 3
These lines can be seen more clearly in the thermograph than in the raking light photograph
The visibility of defects in the raking light and thermography methods depends on the extent in which the plaster is drawn into the inscriptions and the angle of incidence of the radiation
The contrast created in the thermograph is however also dependent on the differences in the rate at which the surface is heating up
This rate is related to the stratigraphy of the substrate
the thickness of the plaster and the depth of the inscription
Since the visibility of defects in thermography also depends on the stratigraphy of the material
the results that can be obtained with this method have the potential to be better than the results that can be obtained by raking light photography
since the visibility of the results is dependent on several factors and the stratigraphy and topography of the physical model wall are not uniform
creating contrast depending on different features of the wall
Visual inspection of this section makes clear that the plaster has dried into the inscriptions
leaving traces of the inscriptions visible in the plaster’s surface topography
The traces are however not sufficiently deep and consistent to identify words or other meaning on visual inspection
Raking light and thermographic observations of the 45 cm × 60 cm post-war plastered wall section of cell 601
a Shows the raking light photograph of the full section
b–d show details observed by raking light photography (the brownish figures) and infrared thermography (the greyish figures)
The raking light and thermography observations on a part of region 2 (the middle red rectangle in Fig. 4a) are shown in detail in Fig. 4c
Analysis of the day numbers and days of the week indicates that the calendar covers the period May 10–November 16
A complete transcript of the texts that the authors, to the best of their ability, have distinguished in the analysed wall section is given in Fig. 6. Note that the vertical letter sequence Z–M–D–W–D–V–Z indicates the weekdays in Dutch, starting with Sunday.
Composition of photographs made of the post-war plastered wall section in Doodencel 601
Inscriptions that are revealed by both raking light photography and infrared thermography are shown in red; inscriptions that are detected by infrared thermography only are shown in blue
The combination of raking light photography and infrared thermography using a variable illumination angle has shown to be effective in revealing inscriptions in a historically interesting section of the walls of Doodencel 601 of the Oranjehotel
Whereas neither of the two techniques delivers full revelation of the inscriptions
the combination greatly enhances the legibility of the inscriptions
There is great historical interest in revealing wartime and post-war inscriptions that are present in the other cells of the Oranjehotel [2]
The raking light technique has the limitation that it is only effective if traces of inscriptions are present in the surface of the investigated wall
This is not the case for the walls of all other cells of the Oranjehotel
for future investigations on other cell walls
as well as more detailed studies of cell 601
can be optimised by using a more accurate procedure for heating and recording within the limitations posed by the monumental status of cell 601
De Blocq van Scheltinga’s legal proceedings were part of the first wave of post-war trials held in the Netherlands, which included the most important Dutch National Socialist leaders Anton Mussert, Max Blokzijl and Robert van Genechten. In Fig. 7b
De Blocq van Scheltinga is shown in the company of these men on an undated photograph
taken inside the walls of the Scheveningen prison
The three other men were sentenced to death; Mussert and Blokzijl were executed
Van Genechten committed suicide in the prison
testify of the anxiety of Dutchmen subjected to the depraved Nazi judicial system
enabling and justifying brutalities during the occupation
Raking light photography and infrared thermography were applied in a combined approach for non-destructive investigations of a specific section of the walls of Doodencel 601 of the Dutch wartime prison Oranjehotel
The combination of these methods enabled the analysis of the inscriptions below a post-war plaster layer
the calendar is of the period May–November 1945 and the words are indicating the prosecutor’s claim for the death penalty in September 1945
These observations show that NSB leader Daniël de Blocq van Scheltinga was imprisoned in cell 601 of the Scheveningen prison during his trial for the Bijzonder Gerechtshof
before being transported to Leeuwarden for long-term imprisonment
These inscriptions are the first revealed inscriptions made by Nazi collaborators on post-war trial

6:30 p.m.: Power was restored for most affected people by about 5:30 p.m.
The duration of the outage was approximately 90 minutes
The cause of the disruption has not been determined
A power outage affecting the city center and other parts of The Hague left tens of thousands of people without electricity at the end of Tuesday afternoon
There were many problems on the city’s public transport network as a result
creating a difficult rush hour situation for many even though trains were largely running on time
"Please only call the emergency services for real emergencies," local authorities wrote on citizen alert system Burgernet just before 4:30 p.m
A total of 45,200 households and businesses were without power
people reported problems in the coastal areas of Duindorp and Scheveningen
Stedin said it was hoping to have the issue resolved between 6:45 p.m
“Our technicians are on their way to determine the cause and resolve the outage as quickly as possible,” the company said on social media
First responders were answering multiple calls of people trapped in elevators
Several national government buildings were evacuated because of the electricity outage
Among them are the Ministry of Social Affairs and Employment
But with the trouble extending through the end of the afternoon
the expectation is that commuters trying to get home will continue to have difficulty doing so
Public transport system HTM reported cancellations
delays and detours on each of the city’s tram routes
Power gone," one tram operator in The Hague told Omroep West
"Then the job is to come to a halt as safely as possible by letting the tram roll as far as possible and then letting the passengers out
And now we have to wait until we have power again
HTM said it was unlikely for normal service to be restored before 5:30 p.m.

A body found in the sea off the coast of The Hague on Tuesday evening is that of a 19-year-old British woman who was reported missing over the weekend
She disappeared while swimming on Sunday evening in the North Sea near the Zuidelijk Havenhoofd
a pier forming part of the harbor separating Scheveningen and Kijkduin Beaches
The British woman's body was found near the same pier where she went missing on Sunday
She was one of four swimmers who found themselves in trouble at about 8:30 p.m
All four were identified as being from the United Kingdom
and police said they were all about the same age
Three people were saved, but the woman was unable to be reached by the others in her group or rescuers who arrived at the scene. A witness told Omroep West that two of the swimmers were men who had tried in vain to rescue the woman
They were both injured when they were removed from the water
There was also a mother there who was panicking and screaming," the witness stated
The two had almost no chance to even get near the woman to attempt a rescue
and in helicopters and airplanes above remained at the location for several hours until their mission was suspended due to darkness
when they indicated it was unlikely the victim was still alive
they were more focused on recovering the her body

The Sicilian has been known for decades as the most reliable way for Black to obtain an unbalanced but good position
Among the most popular Sicilians at the top level the two that certainly stand out are the Najdorf and the Paulsen
the Paulsen provides a safer and more positionally based way of fighting against 1.e4
Black is able to obtain adequate counterplay in all variations without going for a do-or-die type of attack
This DVD will combine the power of the pure Paulsen Sicilian with eventual transpositions to the Scheveningen when it is convenient for the black player
Polgar and countless other grandmasters are defending the Paulsen
The theory presented in this DVD is cutting edge; most of the games analyzed were played at the highest level of chess: the 2013 Tromso World Cup

1.e4 c5 are the moves which define the Sicilian Defence
but unlike with the double move of the black e-pawn the symmetry is immediately destroyed and Black is indicating that he is not simply aiming to achieve equality
Then things can continue in quite different directions
2.Nf3 followed by 3.d4 cxd4 4.Nxd4 leads to the Open Sicilian
Black has the option of laying down the direction in which the opening will go
But nowadays systems in which White does without an early d4 are also very popular

Those celebrating New Year's Eve and New Year's Day in the Netherlands can expect heavy gusts of wind, and the possibility of sustained storm-force winds along the coast could put a damper on festivities. Dutch national meteorological office KNMI has issued predicted gusts ranging up to 90 kilometers per hour
with weather website WeerOnline predicting a peak of up to 100 kilometers per hour at some points
The KNMI issued a weather warning for strong winds in Noord-Holland
the Wadden Islands and the region around the Wadden Sea
but cautioned that the rest of the country may also be impacted
The weather warning is in effect from 11 p.m
The southwesterly wind will likely build in strength over the course of Monday up to a maximum of about 49 km/h
and then rising up towards stronger gale-force winds of about 75 km/h by midday on Tuesday
The wind will build in strength by the end of the afternoon
There is a "substantial chance" that the wind will gust at over 75 km/h over inland regions of the Netherlands
potentially reaching 100 km/h at the coast
The first day of the New Year will remain very windy in large parts of the country with gusts ranging from 75-100 km/h even into the overnight hours leading to Thursday morning
The KNMI warned that the weather conditions could disrupt traffic and outdoor activities during the celebrations
adverse weather conditions on New Year's Eve has caused significant problems on highways
poor weather on December 31 has previously discouraged people from going outside
particularly with regard to the use of fireworks
The KNMI has advised residents and visitors in the affected areas to exercise caution
Those traveling or participating in outdoor festivities are encouraged to stay informed about the latest weather updates and plan accordingly to avoid potential disruptions
Visit The Hague Host City Website.
The city of The Hague is the administrative and royal capital of the Netherlands and its seat of government, as well as the capital of the province of South Holland. The city is also home to the International Court of Justice and International Criminal Court.
The only Dutch city located on the coast, The Hague is known as ‘the City by the Sea’ and is committed to becoming climate neutral by 2030 – 10 years ahead of the Netherlands national goal. Renewable energy is a key focus. The city’s roofline is topped with solar panels, while a short distance offshore there are a multitude of wind turbines.
The Seaport The Hague – Scheveningen seafront area is popular with both sailing enthusiasts and tourists alike and is home to a variety of restaurants and cafés. The Hague has hosted many great regattas and has a special place in its heart for competitive sailing.
The Ocean Race first came to The Hague with a ‘pitstop’ on the final leg of the 2014–15 edition. The city was then chosen as the finish port for the 2017–18 edition when over 300,000 people witnessed the race’s closest ever finish when the three top teams tied on equal points all finished the final leg from Gothenburg, Sweden within minutes of each other.
Now for the 2022–23 edition The Hague will welcome The Ocean Race fleet at the end of the race’s penultimate sixth leg from Aarhus, Denmark.
The Dutch have a unique passion for The Ocean Race that stretches back decades and legendary Dutch sailors like Conny van Rietschoten – still the only skipper to lead two winning teams – and eight-time competitor Bouwe Bekking – have become household names in their home country.
The Hague offers a wide range of art and culture, attractions, events, shopping, restaurants and nightlife. It is also home to the Residence Orchestra, the Mauritshuis Museum, Palace Noordeinde, the Binnenhof, Madurodam, the Omniversum, and the Municipal Museum. The city works closely with major event organisers to make their business operations sustainable throughout.
For The Ocean Race stopover the city plans to minimise the building of temporary structures as much as possible in order to save energy, materials and costs. Instead, the majority of the Race Village will be made up of existing locations in and around the harbour.

Beach at Scheveningen in Calm Weather (August 1882)
since it is the artist’s earliest oil landscape
painted at the fishing village of Scheveningen
and this is confirmed by grains of sand embedded in the paint
But Beach at Scheveningen in Calm Weather is also fascinating for a very different reason
since it was among at least 40 paintings which Vincent abandoned when he left the family home in the village of Nuenen
In November 1885 he set off for Antwerp and three months later he would move to Paris
in the house of Johannes Schafrat (early 1920s photograph)
Nasporingen: Omtrent Vincent van Gogh in Brabant
Vincent’s mother Anna and sister Wil also left Nuenen
The two women then had Vincent’s paintings put into a crate and stored by a Breda remover and carpenter

Vincent had not forgotten about the works and in June 1888 he wrote to Wil: "It might still be worth while salvaging anything any good from the junk of mine which
is still somewhere in an attic in Breda.” His request was apparently not followed up and the following year Anna and Wil moved again
In April 1890 Vincent once more wrote to his mother and sister: “Do you still happen to have any of my old studies and drawings
they can refresh my memory and provide information for new work… But it’s not important enough for you to spend a long time looking for them.” Three months later Vincent committed suicide
The Van Gogh family did nothing about the crate for well over a decade—and then a tangled tale emerged
they were told that he had stored the crate until the previous year
when he had sold the contents to a Breda junk dealer
Couvreur reported that he had bought at least 40 paintings for a total of one guilder (then equivalent to around US50¢)
the importance of the paintings was finally appreciated
when they were bought from these two men by the Rotterdam art dealer Christiaan Oldenzeel
Among the paintings in the crate was Beach at Scheveningen in Calm Weather
after spending most of the 20th century with a series of Dutch collectors
The seascape was then loaned to a venue that was hardly accustomed to displaying Van Goghs: the Minnesota Marine Art Museum in Winona
Presumably the picture was owned by a publicly spirited local collector
Beach at Scheveningen in Calm Weather is Van Gogh’s fourth earliest surviving oil painting (the other three are still lifes)
Vincent had written to Theo in August 1882 to say that he found working with oils “very appealing on account of it being a powerful means of expression”

Vincent added in his letter: “[I] marched off to the beach this morning
and have just got back with a fairly large painted study of sand
and a few fishing-boats and men on the beach
There’s still dune sand in it.” This modest seascape would be a precursor of the powerful landscapes that he painted in Provence

Edwin Bos savored the idyllic scene: blue sea
brilliant sun and his two small children frolicking on Scheveningen Beach
the 4.5-kilometer stretch of Dutch coast is filled with aquatic wildlife and grassy dunes
all that beauty quickly faded amid one tiny discovery
dug into the sand and raised his hand to show his father a fresh find
beach visitors needed to change their ways if they thought stuffing used filters in the sand meant the nasty scraps were now harmless
he would find a way to help solve the problem
Two years later, Bos and fellow entrepreneur Martijn Lukaart have built a mobile, beach-cleaning machine that can spot cigarette butts, pluck them out and dispose of them in a safe bin. Bos and Lukaart are the co-founders of TechTics
a consultancy based in The Hague that works to resolve social issues with technology
Their prototype, called “BeachBot” (“BB” for short), uses artificial intelligence (AI) to learn how to better find the strewn filters, even if they’re partially buried in sand. BeachBot has completed one demo – at Scheveningen Beach during World Cleanup Day last September
He enjoys strolling the less-crowded stretches on rainy
breezy days when it feels like he has the sand to himself
“It really amazes me that all these things are just lying around
“The filters of cigarettes are full of microplastics,” he adds
How bad? When water touches discarded cigarette butts, the filters leach more than 30 chemicals that are “very toxic” to aquatic organisms and pose “a major … hazardous waste problem,” according to a February study by U.S
Some of those chemicals also are linked to cancers
Every year, 4.5 trillion cigarette butts end up in the environment. The fibrous fragments, which can take 14 years to disintegrate, have become “the most frequent form of personal item found on beaches,” according to a 2019 study by Brazilian scientists
Many visitors to Scheveningen Beach are unfortunately familiar with an array of scattered junk along the shore – plastic caps
candy wrappers and all those cottony cigarette filters
“I want my kids to be able to sit barefoot in the sand without any glass or cigarette butts lying around,” says Oscar de Grave
a financial education instructor who lives near Scheveningen Beach
That goal is embraced by scores of locals. To reach it, Bos and the TechTics team created the first AI-based detection algorithm that specifically sees cigarette butts. They worked with students from Delft University of Technology in the Netherlands to produce BeachBot
But teaching the bot how to find its prey requires a lot of people
the AI system) thousands of photos of cigarette butts
To help amass those photos, Bos and team turned to Microsoft Trove
an app that connects AI developers with photo takers through a transparent data marketplace
Trove establishes a direct photo exchange for fair market value
and TechTics directly pays contributors 25 cents per accepted image
TechTics is seeking to eventually collect 2,000 photos via Trove
“The system learns how to see pictures like a child recognizing an object for the first time,” says Christian Liensberger, lead principal program manager of Trove, a Microsoft Garage project
Trove is built on that idea that people should be paid for their data – like their posted photos – rather than just giving it away on social media or communication platforms
And there should be control and transparency within that process
allowing people to view how their data gets used
a lot of (Trove contributors) feel like they’re part of a team
that they’re actually helping,” Liensberger says
“It’s important for people to contribute to something lasting.”
Trove users can choose when to participate
Trove can collect all kinds of data and is currently helping support a wide array of AI projects
Trove’s mission also is deeply rooted in Microsoft’s commitment to Responsible AI
which seeks to ethically advance AI by putting people first
“This BeachBot is powered by the people,” Liensberger says
it needs all these people to give it consistent data input
the bot will run into new situations it doesn’t understand
Machines like this only work because of people.”
the quickest way to a cleaner shoreline is via teamwork between people and mobile bots
“That’s the most interesting part of our concept – we have a human-robot interaction where the public can help make the robots smarter,” Bos says
as people take and share thousands of photos of cigarette butts fouling the planet
they’re also raising awareness about the waste and perhaps convincing others to stop dropping their debris in the first place
may not be the final solution for this problem because the bigger problem with littering is still human behavior,” Bos says
“We have to make sure together we are keeping our beaches clean.”
it scooped up 10 cigarette butts in 30 minutes
Rolling atop the sand on four puffy-looking wheels
the machine uses two onboard cameras to look ahead (to avoid people and objects) and to look down
it lowers two gripper arms that push the sand together and grab the filter
which is pulled up and into an internal bin
people empty that bin into a trash container
The prototype is battery powered and can currently operate for about an hour
companion bots – “the two little helpers” – that focus only on detection
they can message BeachBot (or other beach-cleaning vehicles
The mapping bots also will rely on photos contributed via Trove
“We start with cigarette butts. That’s the world’s most littered item,” Bos says
we want the robots to detect a range of other litter.” He envisions the bots working autonomously
These are some of the fresh hopes Bos now takes to the beach
Bos takes his children through the Scheveningen dunes where they use the grippers to gather every shred of garbage they find
he sometimes pictures the people who left those bits behind
who apparently think someone else will clean up their mess
And he dreams of a team of sand-roaming robots that someday may teach those same folks to take better care of their planet
