Schiphol Airport has once again exceeded the noise limits but will escape punishment
The Human Environment and Transport Inspectorate (ILT) has said that they are unable to enforce any punishment due to a change made by the minister
The regulator has warned that nearby residents are insufficiently protected due to this
Schiphol broke the noise limits on three occasions between November 2023 and the end of October 2024
The noise levels were between seven and almost 22 percent higher than the limit
The fact that this does not lead to measures is because the ILT has been mandated for years to enforce noise pollution in an "anticipatory" manner in accordance with new noise standards
In accordance with that new enforcement system
planes should be on the lanes that cause the least noise nuisance for the surrounding area
This is why the regulator is not permitted to take any measures against Schiphol if the noise standard is exceeded at a specific measuring point in the vicinity of the airport as a result of this new approach
The ILT warned in their annual report about the supervision of Schiphol that this “current system offers no individual (legal) protection and local protection for nearby residents regarding noise nuisance and sleep disruption.”
A significant issue is that the new approach to enforcement against noise pollution has not yet been enshrined in law
Schiphol responded by pointing out that the total number of noise nuisance incidents as a result of air traffic decreased last year
The airport said that it is “in everyone’s interest” that the rights of the nearby residents are better protected in a new Airport Traffic Decision
The ILT concluded that Schiphol also broke the noise limits at one measuring point during the last “operating year” at Uithoorn
The regulator also warned on that occasion that it was impossible to enforce punishments on this and that residents of Uithoorn and Aalsmeer were not protected enough
the ILT also addresses the use of auxiliary engines on stationary aircraft
provides electricity to a parked aircraft and emits harmful exhaust fumes
the APUs must therefore be used as little as possible
but the ILT discovered that there was six occasions that the auxiliary engine was used without permission
Provincial government objects to municipal gov's decision to allow a data center
An inter-governmental dispute over data centers has broken out again in the Netherlands
The province of Noord-Holland (North Holland) this week announced it had lodged an objection against an environmental permit recently granted for a data center project in De Kwakel
the municipality of Uithoorn granted an environmental permit for the renovation and expansion of an existing industrial building in De Kwakel into a data center
said it lodged an objection because the data center 'is in conflict with provincial policy and regulations for data centers and greenhouse horticulture.'
is the competent authority around environmental legislation
Noord Holland’s data center strategy
stipulates that new data centers or expansions of existing facilities can only take place in business parks in Amsterdam
“A data center within a greenhouse horticulture concentration area is undesirable because this activity has no spatially relevant relationship with greenhouse horticulture,” the province of North Holland said
“By only allowing new data centers in these 3 municipalities
targeted investments can be made in strengthening the energy infrastructure so that electricity is also available for housing or schools
In February Uithoorn granted permission for the ‘renovation and expansion of the existing building at Mijnsherenweg 8 for a data center’
More details about the size of the development
The existing property is a distribution facility
reportedly used by fruit and vegetable wholesaler Levarht
the property spans around 24,750 sqm (266,400 sq ft) on a five-hectare plot
This isn’t the first time there have been local inter-government disputes over data center permits in the area
Last year the province of Noord-Holland overruled the municipality of Hollands Kroon over a permit for a Microsoft data center
The North Holland provincial government then hired the state attorney to clarify whether this was the case, who decided the provincial government
This led to Microsoft losing its permit mid-project, with the company only recently regaining a full permit for the development

according to the NCATwo Dutch members of an international organised crime group have been given long prison sentences after an investigation by the British National Crime Agency into Britain’s biggest ever detected drugs smuggling operation
The offenders are thought to have smuggled up to £7 billion worth of heroin, cocaine and cannabis to Britain between 2016 and 2018 alone, the agency said
54-year-old Johannes Vesters and 53-year-old Barbara Rijnbout
were given 20 and 18 years in jail respectively
A 35-year-old man from Amsterdam was given a two-year sentence
six months suspended while the 24-year-old son of Rijnbout was given a two-year suspended sentence
A warehouse in Uithoorn was among a network of places used to store the drugs
Most of the gang members are British nationals
was sentenced to 32 years in jail following the 23-month trial
the gang concealed its drugs in consignments of strong-smelling foodstuffs such as onions
The crime group bought so many onions – between 40 tonnes and 50 tonnes a week
that it couldn’t get rid of them and often sent them back to the continent to act as another cover load,” police said
Dutch police became involved in 2016 when an innocent Dutch truck driver became suspicious of a consignment and called the police
From then on gang members were kept under surveillance and phone calls tapped
The international cooperation between the two police forces led to the seizure of 450 kilos of cocaine and heroin and two tonnes of cannabis across three seizures at the ports of Killingholme and Immingham

Dutch realtor association NVM determined that internationals
but their overall influence is still small
fewer than 2 percent of homes sold through NVM agents are purchased by internationals
up from 0.8 percent during the coronavirus pandemic
the share of international buyers in the housing market reached 1.8 percent
showing significant growth in recent years
NVM agents categorize transactions as first-time buyers
but data inconsistencies mean only complete registrations are analyzed
The report identifies the top municipalities where internationals buy homes: Amstelveen
Regions like Veldhoven and Eindhoven attract many internationals due to major employers such as ASML and Philips
Internationals are often purchasing homes priced above 400,000 euros
Nearly three-quarters of their purchases are in this range
internationals account for about 25 percent of transactions in premium areas
While this indicates their growing presence
it doesn't fully represent the broader rental market in the Netherlands
NVM agents also note that many rental properties are leased to internationals
often in the 2,000 to 3,000 euros per month price range
The rising costs in the rental market have led many internationals to consider buying homes instead

OCAP's CO2 network is being extended to the Dutch De Kwakel-Kudelstaart greenhouse area
a spectacular drilling took place under the Westeinderplassen: a directional drilling of no less than 1,500 linear meters
Huge cranes held up the pipeline as it was pulled meter by meter into the borehole
This pipeline is part of OCAP's CO2 network linking the industry in the port of Rotterdam with the greenhouse horticultural areas in Westland
The new pipeline will pass from Weteringweg in Leimuiderbrug under the Westeinderplassen to the horticulturists in the Aalsmeer region
EssentialCO2 is essential for greenhouse horticulture companies to grow their crops
they are forced to use their gas-fired boilers to grow crops
this is no longer necessary: the CO2 is captured at industrial locations and transported to the greenhouse horticulture via this new pipeline network
This greatly reduces the use of natural gas
Making it sustainableThe construction of this new pipeline is made possible by a substantial subsidy from the province of North Holland
a member of the Provincial Executive for Agriculture and Economy in North Holland province
thinks this is a good development for the growers in De Kwakel-Kudelstaart and the greenhouse horticulture sector in general
we are going to fulfill an important precondition for making greenhouse horticulture in this region even more sustainable
will be put to good use again in growing flowers
It is very important to provide space for this sustainability
which is why we support it from the province."
OCAP has been capturing CO2 from Shell and Alco Energy
in the Rotterdam port area and delivering this pure CO2 via pipeline to various horticultural areas
This CO2 would otherwise be emitted into the atmosphere
and by putting it to use for the plants in the greenhouses
it provides profits for the horticulture sector
horticulture can now dispose of 600,000 tonnes of CO2 that greenhouse growers would otherwise have to produce by burning some 330 million m3 of natural gas
Good for plants and peopleBromelia grower Bjorn Bunnik has his company in De Kwakel
Bunnik Bromeliads covers some 10 hectares where Vriesea
they are working hard to significantly minimize the footprint of their production
"CO2 is a waste product from industry but a nutrient for plants
By transporting CO2 from industry through the OCAP pipeline to our nursery
our plants can convert the CO2 into oxygen
We thus create a conversion from a waste product into oxygen
AccessibilityThe municipality of Uithoorn is also happy with the expansion
According to alderman Jan Hazen (business climate and economic affairs)
this will bring environmental benefits in several areas
"Greenhouse horticulture is an important part of our local economy
The OCAP pipeline contributes to a higher efficiency of cultivation and
The environmental gain is not only in the reduction of fossil fuels but also in the fact that there is no need for tanker trucks carrying CO2 from Rotterdam to our area to deliver
The work is expected to be completed before the summer
Then the first greenhouses in the area can be connected to this pipeline
and greenhouse farmers will start reusing CO2
This will make them less dependent on natural gas and enable them to further realize their sustainability ambitions

Despite regularly violating noise regulations since 2015, Amsterdam's Schiphol Airport continues to avoid penalties for causing excessive noise pollution
The Dutch Transport and Environment Inspectorate (ILT) has repeatedly allowed the airport to bypass legal limits
sparking concern among experts about the growing leniency
initially introduced in 2013 by the Rutte II government
were intended to reduce the noise impact on surrounding residents by steering aircraft away from populated areas
these rules have not been legally formalized
the ILT has been instructed to overlook certain noise excesses if Schiphol adheres to flight routes designed to minimize disruption to communities
But Schiphol has repeatedly ignored the guidelines
with frequent use of noisy flight paths near residential areas
the ILT imposed penalties for these violations
the airport once again exceeded noise limits by 20 percent in the Uithoorn area
located under the flight path of the Aalsmeerbaan runway
the ILT reversed course after a prolonged back-and-forth with Schiphol over interpretation of the rules
Internal communications obtained by environmental organization Mobilisation for the Environment (MOB) revealed that ILT officials debated the enforcement of penalties but ultimately decided to let the violations slide
we won't be able to do anything at all," one ILT official wrote in an email to the Ministry of Infrastructure and Waterways in April 2024
tomorrow we'll have a request for enforcement from the residents (rightly so)."
Schiphol challenged the proposed sanctions
arguing that they should be allowed to continue operating under the relaxed noise rules
the ILT decided not to take further action
leaving Uithoorn residents with ongoing noise disturbances without consequence for the airport
Professor of Administrative Law at the University of Groningen
"The ILT should only tolerate violations if Schiphol is following the flight policy
This is the government searching for loopholes to avoid enforcement," he said to the newspaper
emphasizing that the continuous relaxation of rules was unlawful
Residents affected by the noise in nearby areas have voiced frustration with the situation
"It’s becoming increasingly difficult to trust the government," Bröring noted
saying it had no choice but to continue tolerating the violations due to the lack of adequate legal protections for those impacted by Schiphol’s noise
The inspectorate has long called on the government to address the issue
as residents are currently insufficiently protected
has been exacerbated by delays in formalizing the flight policy and noise regulations in law
The Ministry of Infrastructure and Waterways has been working on a legal framework since 2013
but it has faced setbacks due to Schiphol’s prolonged absence of a valid environmental permit
has been contested by environmental groups and remains in a fragile legal state
Minister Mark Harbers of Infrastructure and Waterways instructed the ILT to continue tolerating the violations "until further notice." Legal experts have raised concerns that such an indefinite extension violates legal principles
as tolerance is only meant to be temporary until a clear legal solution is in place
Earlier this year, the District Court of The Hague ruled that residents near Schiphol are not adequately protected from noise pollution. The court found that the government has consistently prioritized the interests of Schiphol over the rights of local residents. The ruling mandated the government to enforce existing noise regulations within 12 months.
Environmental groups are challenging the government’s decision, asserting that the ruling should be enforced. They argue that as long as the government’s appeal is pending, it is unlikely they will be able to force compliance with the court’s ruling.

2024 Photo: Benjamin van Waart/FlickrThe number of complaints about excessive noise by planes at Schiphol airport increased by 7% in the last year
according to the organisation set up to liaise with local residents
The increase was in line with the heaver traffic at Schiphol in 2023
the first year since 2019 not to be affected by pandemic restrictions
The total number of take-offs and landings was up by 8%
The biggest rise in complaints was in Uithoorn and surrounding villages
The runway came back into service in 2023 after a spell of maintenance and took some flights from the Kaagbaan
The runway has also been busier at peak times because air traffic to the far east has had to be rerouted since the closure of Russian air space
BAS (Bewoners Aanspreekpunt Schiphol), which compiled the figures for its annual report, was set up in 2007 by the air traffic control authorities and Schiphol airport as a contact point for local residents
evening flights and large passenger airliners are the biggest source of complaints
Altogether BAS received 187,065 complaints about noise
BAS also noted that complaints about specific flights increased by 17% last year
but general complaints about noise over a longer period of time were 2% lower than in 2022
The figures exclude frequent users of the service
defined as anyone who racks up more than 500 complaints a year
85 people were classed as serial complainers
“There is an established group of people who are on the phone to us a lot,” BAS manager Vanessa de Boer told NH Nieuws
“It’s not a call centre network
we regard them with a great deal of empathy.”
Several thousand people living near Schiphol Airport can apply to receive compensation for the nuisance they experienced when an inspectorate failed to intervene after air traffic caused too much noise at their home
said the Ministry of Infrastructure and Water Management on Thursday
It concerns residents of the municipalities of Uithoorn
Aalsmeer and Amstelveen who lived from November 2017 to October 2019 in the vicinity of an enforcement point where the noise standard was exceeded
and will then have from May 1 to July 31 to submit an application
the inspectorate for human environment and transportation
never stepped in when the noise standards around the airport exceeded standards
They looked the other way largely in anticipation of new rules that were expected to come into force
The regulator previously warned that this "anticipatory enforcement" could sometimes be legally vulnerable and has since stopped doing so
nine local residents submitted a request for compensation in 2020 due to their reduced quality of life as a result of this tolerance policy
An independent committee tasked to evaluate this at the request of the ministry sided with the residents over the issue
An investigation was then launched to determine how many other households dealt with similar circumstances
It turned out to be about 4,600 street addresses in total
The amount of the compensation has already been calculated for all those addresses
based on the degree the noise standard was exceeded
The guideline expresses the necessity to create a broad, overall consideration of all interests regarding the developments in the vicinity of the airport. The report has been presented to the Director General Accessibility (Bereikbaarheid) of the Ministry of Infrastructure and Environment and to the President of the Association of Dutch Municipalities (VNG).
The Australian house spider is making the Netherlands its new home. The EIS Knowledge Center for Insects reported on Saturday that more and more Australian house spiders are being spotted in the country. According to biologist Jinze Noordijk from the Knowledge Center, there have only been a few sightings so far.
As its name suggests, the Australian house spider originates from Australia. The exotic spider has also established itself in North America, New Zealand, South Africa, and several other South American countries. The Australian house spider was first spotted in Europe in 2010. Since then, the spider has settled in several places in the United Kingdom and has also been spotted in Germany.
In the Netherlands, the spider has been spotted in Zevenhoven in October 2021, a garden center in Almere in 2022, and an industrial area in Uithoorn, according to Nature Today. This summer, a specimen was also spotted at a plant trading company in Ede.
The EIS Knowledge Center assumes that the spider species will continue to spread and become established in the Netherlands soon. To keep up with these advances, the Knowledge Center is asking the public to keep an eye out for exotic spiders and to pass on any observations.
The Australian house spider is recognizable by the characteristic drawing on the upper side of its body. It is a few centimeters long and is often found in bushes or behind tree bark in urban areas and around buildings.
2025 Photo: Alf van Beem/ Wikimedia CommonsSchiphol airport was able to breach limits on noise pollution in 2023 because the maximum levels have never been enshrined in law
The transport inspectorate ILT found that Schiphol had exceeded the limits over Uithoorn, which lies directly to the south-east of the airport, by 20% in 2023, but decided not to impose a sanction
despite penalising a similar breach in 2021
Under guidelines drawn up by the government in 2015
the ILT was ordered not to enforce the limits as long as Schiphol compensated by diverting flights to runways that were further away from populated areas
The so-called “tolerance policy” was introduced to give Schiphol more flexibility until new legally binding limits were specified in a new Aviation Act
provided the overall level of noise pollution did not increase
But nearly 10 years and three cabinets later
the legislation has still not been finalised
partly because the airport is still waiting to receive an environmental permit
Aviation experts say the failure to enforce the rules has allowed Schiphol to dodge its responsibilities to restrict noise pollution and disturbances over residential areas
say its hands have been tied by directives from successive ministers to continue with the laissez-faire approach until the law is changed
caretaker transport minister Mark Harbers instructed the inspectorate to maintain the tolerance approach “until further notice”
Herman Bröring, professor of administrative law at the Rijksuniversiteit Groningen, told NRC: “The starting point is that the ILT is only allowed to tolerate [the infringements] if Schiphol abides by the flights policy
“That hasn’t happened and the ILT should intervene
What is happening now is that they are looking for workarounds to avoid enforcing the rules
The government ends up drifting further away.”
Last March the district court in The Hague ordered the ILT to enforce the current rules within 12 months
in a case brought by more than 3,000 local residents
The court said that the government was breaching local people’s human rights under European law by failing to protect them from the noise of low-flying aircraft
The government has appealed against the judgment and asked the court to extend the deadline of 12 months
which would set new legally binding noise pollution limits
has also been held up by legal challenges to the environmental permit which the government issued in 2023
The permit requires Schiphol to take measures to reduce its nitrogen compound emissions in order to comply with European limits and is one of the major factors determining how many flights can take off and land at the airport each year
The ILT said in 2022 that the number of flights should be capped at between 420,000 and 460,000 a year
But last year 470,000 flight movements were recorded at Schiphol and infrastructure minister Barry Madlener has raised the maximum for 2025 by another 8,000
people with lower incomes will have the opportunity to get a free public transport ticket for the greater Amsterdam area
These tickets grant one and a half hours of travel on buses
and metros throughout Vervoerregio Amsterdam
Anyone earning up to 130 percent of the minimum income level is eligible for the scheme. Approximately 95,000 families across 14 Noord-Holland municipalities qualify for the initiative, according to Melanie van der Horst
Each household can request up to eight tickets annually through a dedicated website
“Enough for a family to reach all destinations within the transportation region and return home,” wrote Vervoerregio Amsterdam
as public transport prices are experiencing a significant increase
The public transport tariffs of regional carriers will rise sharply this year
The higher prices are partly caused by higher energy costs and inflation
Van der Horst expressed her hope that this program will "ease some of the financial burdens for the most severely affected group."
Alderman Marja Ruigrok in Haarlemmermeer, where Schiphol Airport is located, is also pleased with the initiative. In a press release
can collaborate with our transport operators during these hard times for many people."
Tickets will be available from May 8 and can easily be ordered online via the website Gratis-OV.nl starting at 10 a.m.
Eligible residents will receive information on how to obtain the cards through various organizations
In November 2022, Amsterdam's city council also announced plans to offer free public transportation on Saturdays to all children up to 11 years old
Older people at state pension age and with limited finances are also eligible
This scheme will not extend to transportation services during overnight hours

The seal was first seen by a sluice near De Kwakel in Noord-Holland province
There officials decided to open the sluice gates so the animal could continue towards Uithoorn and the IJ and back to the sea
it was later spotted on the Amstel river near Amsterdam and then lost from view
A team of experts from animal rescue charity Eerste Hulp bij Zeezoogdieren is now trying to find the seal
we can estimate what condition it is in and if it is travelling in the right direction [to return to the sea],’ spokesman Sander van Dijk told broadcaster NOS

‘Depending on its condition, we may also catch it and return it to the sea ourselves,’ he said. The animal is thought to be a ringed seal, a species which lives mainly in the Arctic circle.
It is unclear how the seal made it into the inland waterway system. Most seals in the Netherlands live off the Wadden Islands but some do live on the north sea coast.
In 2015, a seal was spotted swimming in the Oudegracht canal in Utrecht.

Everything you need to know about the 22-year-old forward named in Hugo Broos’ side
Bafana Bafana coach Hugo Broos handed a maiden call-up to Dutch-born striker Simon van Duivenbooden in his provisional squad for the 2025 Africa Cup of Nations on Tuesday
The 22-year-old was among six new call-ups in the 38-man squad and will be hoping to impress to make the cut to the final 23 that will face Uganda and South Sudan on September 6 and 10 respectively
unlike the other new call-ups who play in the PSL
Van Duivenbooden is not a name that South African fans are familiar with given he was not born in the country and neither has he played there
who is the new striker that Broos hopes can lead the line for Bafana Bafana in future
Simon van Duivenbooden was born in Uithoorn
2002 to a South African father and many of his family members live in the country
That made him eligible to represent both South Africa and the Netherlands but having not turned out for the Dutch yet
he made the decision to turn out for Bafana Bafana before acquiring his South African passport in June 2024
That decision allowed Duivenbooden to feature for South Africa and Broos has wasted no time to hand him his first call-up
Simon van Duivenbooden honed skills at Legmeervogels and Alphense Boys before joining the Vitesse academy in 2017
playing for two years before he switched to PSV Eindhoven in 2019
scoring 45 goals while providing seven assists before the move to Eindhoven where his career blossomed further
Van Duivenbooden played alongside some of Europe’s brightest talents such as Noni Mudueke
who has been linked with a number of teams this transfer window
He returned to Vitesse in 2021 but made just two appearances in 2021-22
He would turn out for the club nine times in 2022-23
but was a bit-part player last season when he made only three appearances across all competitions
That was after a failed loan move to Belgian side Patro Eisden
The two clubs agreed a deal for Van Duivenbooden to join on loan in September 2023 but the player returned home eight days later due to ‘personal reasons.’
Van Duivenbooden was part of the Vitesse squad that suffered an unfortunate relegation from the Eredivisie last season after the club was docked 18 points over its relationship with former Chelsea owner Roman Abramovic
The Russian billionaire was said to be bankrolling Vitesse and when investigations began
the club was deemed to have breached a number of rules
Bafana Bafana coach Hugo Broos names the preliminary squad to face Uganda and South Sudan in two 2025 Africa Cup of Nations qualifiers in September 2024. pic.twitter.com/7brilXGsxY
Bafana Bafana fans could see Van Duivenbooden play in the South African top flight if PSL clubs make the move given he is entering in the final year of his contract at Vitesse
His deal at Vitesse ends in 2025 after which he will be a free agent and even though he has featured in their first two matches of the new season
clubs could snap him up for free and the end of the current term
Mamelodi Sundowns are known to cast their net wide and could be tempted by his availability especially if he gets a run of games in a Bafana Bafana shirt and impresses
