The report confirmed that WSS and Enver ignored warning signs and failed to monitor the girl’s safety
Authorities had previous knowledge of abuse within the foster home. In 2021, Enver placed three Syrian brothers with the same foster parents. Reports surfaced of severe mistreatment, including starvation and confinement in a dog cage. The police urged youth protection agency Nidos to press charges, but no legal action was taken. Six months later, despite these reports, "Rob" approved the placement of the 10-year-old girl and her sister in the same home.
The girl made multiple attempts to seek help. In December 2024, she confided in a supermarket employee that she was being abused. The police were alerted and documented visible injuries but determined there was insufficient evidence to intervene. Around the same time, she told school staff that she was being forced to stand outside naked in winter as punishment. Instead of reporting this, the school consulted her foster mother and sent her back home.
In a separate incident, the girl pleaded with strangers at a shopping mall to help her. Again, she was returned to her foster family without further investigation.
The Public Prosecution Service has charged the foster parents with attempted manslaughter, severe assault, unlawful deprivation of liberty, and causing grievous bodily harm. The case is scheduled for a full hearing on November 6 and 7, with an additional court date set for November 11. A preparatory hearing is scheduled for May 7.
Meanwhile, WSS and Enver have been placed under intensified oversight to ensure that proposed improvements are implemented. WSS had already been under scrutiny since 2020, but despite previous interventions, the agency failed to prevent further tragedies. "We have improved internal processes and doubled the number of behavioral scientists," said Pim Croiset van Uchelen of WSS. "But it wasn’t enough. We must do more."
The girl’s biological mother and the families of the other abused children remain outraged. "It is unbearable to know that if the reports of abuse had been taken seriously in 2021, my daughter might have been spared this nightmare," the mother’s advocate said.

The explosion occurred at approximately 3:15 a.m., heavily damaging the building and forcing the evacuation of 18 homes. Two residents were treated at the scene by paramedics but did not require hospitalization. Emergency services evacuated residents to a nearby care center, where victim support was provided. Some residents were allowed to return later that morning, though others remain displaced due to structural damage and ongoing investigations.
The blast blew the stairwell doors off their frames, shattered windows, and scattered debris throughout the building. “I woke up to an enormous bang and thought the ceiling was coming down,” said a neighbor of René F.'s son to AD. "This is unsettling. Fortunately, I can stay with my parents nearby."
Another resident expressed frustration over the ease with which the suspects accessed the building. "The stairwell is freely accessible. We need to discuss installing a lock with the homeowners' association," they said.
Police forensic teams are conducting a thorough investigation, collecting evidence, speaking with witnesses, and reviewing security camera footage. Witnesses reported seeing two teenagers, aged about 15 or 16, fleeing the scene on a fat bike after the explosion.
"Anyone with information or camera footage is urged to contact us," police said in a statement. Tips can also be submitted anonymously.
Last weekend, another attack reportedly targeted René F.'s former residence, which has since been sold. Witnesses said suspects attempted to break a reinforced kitchen window but fled when interrupted. Despite being unoccupied, the property has continued to attract criminal attention.
Vlaardingen Mayor Bert Wijbenga visited the scene and condemned the attack. “It’s outrageous that this has happened. Residents, including small children, were deeply shaken,” he said. Victim support services are being provided to affected residents.
Police have not confirmed whether arrests have been made. Residents with information about the incident are encouraged to come forward.

The medical condition of a girl from Vlaardingen who was severely wounded due to an assault by her foster parents is unchanged. “Sadly, she will be in intensive care for the rest of her life,” said the prosecutor on Wednesday in the court in Rotterdam
“She is receiving the care she needs every day
Her mother and younger sister have weekly contact with the girl
That is very important for the mother and of real value,” said the prosecutor
Foster father Johnny van den B. and foster mother Daisy W., both 38 years old, were arrested after their 10-year-old foster child was taken in at the hospital with severe injuries. Her injuries included brain damage and broken bones, and this led to her being comatose for some time
The two suspects were not present in court
The foster mother has been taken to the Pieter Baan Centre
which is a forensic psychiatric observation clinic
The foster father will also be sent there soon
Both suspects will be admitted to the center for six weeks
The Public Prosecution Service (OM) has not yet responded to the conclusions stated in the reports by the Health and Youthcare Inspectorate and the Inspectorate of Justice and Security
and the authorities involved did not cooperate well
The OM only has the factual version of the report and has requested the full report from the inspections
“The OM understands that the information that has come out as a result of the investigation will bring up certain questions
also with regards to tracking and prosecution
The OM will carefully inspect the report after they receive it
Only after this can something be said about possible prosecution,” said the prosecutor
There was also criticism for the lack of performance of the William Schrikker Foundation in its role as guardian of the girl and Enver
the foster care organization that placed the girl with the foster parents
Two people from Enver and two people from the foundation will be heard as witnesses by the investigating judge
Both suspects have been charged with assaulting three other foster children. Their case will be dealt with in detail on November 6 and November 7, with a possible extra day on November 11. The next preparatory hearing is on May 7.
The girl, who made several efforts to get help
and that meant her personal situation became worse as time went on

The OM suspects the foster parents of trying to kill the girl by pushing her down the stairs. According to the OM, they also locked her in a cage with electric wires attached to it, tied up her arms and legs, and taped her mouth shut.
The two boys’ mother is angry and sad. She has not yet been questioned by the various Inspectorates investigating the safety of care in the Vlaardingen foster family, her spokesperson for the organization Namens de Familie, which represents the families of victims.
According to the boys’ biological mother’s spokesperson, she was initially advised against reporting the abuse to the police. “She had previously shared their experiences, but in her view, too little was done. She feels the experiences were hushed. Her request to report the incident to the police was rejected. If only she had done so at the time.” The boys were placed with another foster mother, where they arrived “black and blue,” the spokesperson said.
The OM expanded the charges against the suspects, Daisy W. and Johnny van den B., both 37, on Monday. They were not present in court. The next preliminary hearing is on February 12.

The child had been living with these foster parents since 21 March 2022. In December, during a court case about the girl’s mother’s parental authority, William Schrikker Youth Protection raised concerns about the foster parents’ suitability and asked to move her to another family
partly based on the advice from the Child Protection Council describing the foster parents as "loving and caring," it was decided to keep the girl in their care
The Healthcare and Youth Inspectorate, the Justice and Security Inspectorate, and the Education Inspectorate are currently investigating what went wrong with the aid provided to the girl
The details revealed in the hearing came as a double shock to the girl's biological mother, her lawyer told RTL Nieuws
the mother reported the possible abuse to Child Protection multiple times
but the service always believed the foster parents' statements that the girl had injured herself
The two suspects are awaiting psychiatric evaluation by the Pieter Baan Center
they'll only start their six-week evaluation in February
The report will only be available in May or June next year
The next hearing in this case is scheduled for November 25

A lawsuit about guardianship of the girl previously showed that William Schrikker Youth Protection had doubts about the foster parents’ suitability and wanted to transfer the girl to another family, but partly due to advice from the Child Protection Council, it was decided to keep the girl in their care.
Her sister was removed from John and Daisy’s home at the end of 2023 and placed back with their biological mother.

"The family points out that there is no criminal record that could lead to the conclusion that one or more family members are themselves involved in criminal acts

We remain alert and are closely monitoring the situation,” the Rotterdam police said
adding that they’re taking “appropriate measures” where necessary
Various schools in the Netherlands have faced mass shooting threats this week. Several Amsterdam schools were threatened on Tuesday, and Nijmegen and Wijchen schools received similar threats on Thursday
The girl was admitted to a hospital during the early hours of May 21
She had severe physical injuries and was unconscious

The police are investigating what happened
and that includes looking at how reports about the girl were handled
“Which reports have been made and who has been contacted is being mapped out
That investigation also requires great care and takes time
considering the seriousness of the case and the privacy of those involved,” a police spokesperson told AD
the authorities regularly don’t take the parents of children who have been placed out of their homes seriously
“Sometimes they are portrayed as a ‘fighting parent,’ or a parent who wants to make a foster family look bad

A 3-year-old girl got seriously injured in a fall from a window on Franselaan in Rotterdam-West on Thursday evening. She was rushed to the hospital in worrying condition. It is the fifth time in just over three weeks that a child has been hurt in a fall from a building in the Rotterdam region, according to Rijnmond.
The cause of the girl’s fall is still unknown. The police are investigating.
Last week, a 1-year-old toddler got seriously hurt after falling out of a window of a home on Mathenesserdijk, also in Rotterdam-West.
On Saturday, a 6-year-old girl fell from a balcony in Rotterdam-Feijenoord and sustained serious injuries.
At the end of July, two such incidents occurred on the same day. A 5-year-old fell from a window in Vlaardingen, and a 4-year-old fell from a window in Rotterdam-Feijenoord. Both got hurt.
The corner property was completely gutted in the blaze and three people who were in the house at the time have been hospitalised after inhaling smoke
The location is next to a garage lock-up belonging to Vlaardingen plumber Ron van Uffelen
whose property has been attacked more than a dozen times since last April
Locals told the AD that the home was lived in by Van Uffelen’s sister in law
The explosion which led to the fire took place at around 1.45 am
Police have made six arrests in their investigation into the attacks on Van Uffelen’s property but they still continue
a 27-year-old man appeared in court in connection with the blasts
A minor has also been charged with the explosions
The plumber and his family have also been ordered to leave their home several times
The plumber’s wife told the AD in an interview this week that their lives have been turned upside down by the attacks.
“You can’t lead your life in a normal way,” she said. “And that goes for our family, our relatives, our friends and acquaintances. It is worse for the children. We just can’t explain why this is happening.”

The latest blast took place around 6 am outside a company building on the Koninginnestraat
The property is largely boarded up and has had extra security since Thursday
The problems started in April but have intensified this month and the town council has since ordered four of the plumber’s buildings to be shuttered
“We have scaled up our operation considerably and have a large investigation ongoing,” a police spokesman said
“The neighbourhood has had enough and so has the council
we will show it and ultimately we need to get to those ordering the violence.”
One person was arrested in connection with the attacks earlier this week
A lucky cat somehow managed to survive 52 days locked in an abandoned house in the Dutch town of Vlaardingen
eating paper and struggling to find water sources
the new owners of a house in Vlaardingen were shocked to see a thin
visibly malnourished cat race past them as they opened the front door of their property
so this was the first time they set foot in it
Animal Shelter Vlaardingen was contacted and they managed to catch the feline and started an investigation
It turns out that the former owner had disappeared on July 1st and the cat had been struggling to survive by itself ever since
It’s unclear if the cat’s former owner abandoned the animal
or if he planned to come back for it and something bad happened to him at some point
but Animal Shelter Vlaardingen didn’t find any traces of food left behind for the cat
it had been consumed way before the rescue operation
But what really surprised rescuers was the fact that the cat had no easy access to water
but somehow managed to find a reliable source
It’s not clear where the male feline
but some speculate that there must have been a leaky tap somewhere in the house
Finn was taken to an emergency clinic where he had his blood tested and he was then put on IV
which suggests that he tried feeding on paper
but other than the fact that he looked malnourished
The experience seems to have been quite traumatizing for Finn
as he is now extremely shy and even fearful of people
veterinarians expect the cat to make a full recovery and regain its trust in humans
Staff at Animal Shelter Vlaardingen said that Fin will be put up for adoption
A crowdfunding action has brought in the necessary money to pay for Finn’s medical costs
and support has been pouring in for the brave cat for weeks
“We hope Finn improves. You always have to be careful with that after such a long time, but he seems to be healthy,” Dik Nagtegaal of the Animal Protection Society, said
he weighed 2.6 kilos last week and already 3 kilos today
He gets food several times a day to strengthen.”
Independent tank storage company Vopak has opened 16 new tanks at its Vlaardingen terminal in the port of Rotterdam to help meet the rising demand for energy from renewable sources in Europe
The new tanks have a combined capacity of 64,000 cubic metres and are designed to store waste-based feedstocks for the production of biodiesel and sustainable aviation fuel
Vopak Vlaardingen has a long-term commercial agreement with Shell to store the feedstocks for Shell’s new biorefinery in Rotterdam which will be one of Europe’s largest sustainable aviation fuel (SAF) production facilities
producing SAF and renewable diesel from waste materials such as used cooking oil
Vopak’s Vlaardingen terminal is strategically located in the Port of Rotterdam and is well-connected for logistics via vessels
the company started repurposing part of the terminal for waste-based feedstocks that supports the energy transition and has invested approximately €90 million in new infrastructure to further diversifies the Vlaardingen portfolio with state-of-the-art assets
This project is said to be in line with Vopak’s strategic goal to accelerate towards new energy by developing infrastructure solutions that support customers and society in decarbonisation
Vopak will accelerate its portfolio investments towards new energies and sustainable feedstocks by allocating €1 billion in growth capital to these activities by 2030
This is half of Vopak’s growth capital allocation till 2030

A spokesperson for the safety region reported that there was no fire, only smoke. According to Vlaardingen24, the cause of the major power outage is a short circuit and a fire in an electricity station in the Fazantlaan in Vlaardingen.
The safety region has already made a quick inventory of how many "vulnerable properties" there are in the area in Vlaardingen, this includes for example nursing homes. "It doesn't seem that bad," the spokesperson said.
In addition, people have been freed from elevators, and traffic lights in the area are not working. So far, no major problems are known in the safety region. Zip codes 3135 DA (Ambacht) to 3138 HD (Broekpolder) are affected.

Locals have been told to boil drinking water for three minutes to make it safe, but there has been a run on bottled water at supermarkets, broadcaster RTL Nieuws reported.
‘We are bringing in massive deliveries because our clients have the right to clean water,’ supermarket manager Nico van der Elst told RTL.
In total, 70,000 people have been affected by the scare. Evides said the contamination, which involves very low levels of the bacteria, may have been caused by work on the water network, but did not give further details. The problem is expected to last three days.
While most strains of E.coli, which is found in the intestines of people and animals, are harmless, some can cause diarrhea, urinary tract infections, respiratory problems and other illnesses.
Restaurants and cafes are also working hard to make sure they can still serve their customers. ‘We can’t use our normal coffee maker,’ Daan, from café De Hofnar said. ‘So our customers can’t have cappuccinos. We’re improvising but there are worse problems in the world.’

Sinds april vorig jaar zijn er nu twaalf aanslagen met zwaar vuurwerk geweest op panden van de loodgieter uit Vlaardingen, bij zijn bedrijfspand, op bedrijfsauto's en bij de woning van de man en zijn gezin. Zijn echtgenote maakte dinsdag op de rechtszitting gebruik van haar spreekrecht: "Mijn zoon van zeven zegt dat ik veel minder lach dan vroeger. Ons bestaan en dat van veel mensen om ons heen is veranderd in voor en na de gebeurtenis." Bij het gezin overheerst de vraag: waarom?
De burgemeester heeft laten weten de situatie weer met de politie en het Openbaar Ministerie te gaan bespreken.

nobody will raise the alarm if things aren’t as they should be.’ Professor Bruning also feels that society should monitor children better: ‘Children are very vulnerable and don't want to speak up because there’s nowhere else for them to go
We need to take this problem much more seriously and put better measures in place.’
