Norway's Halden Kjernekraft AS has entered into a letter of intent with the owner of a plot of land in Halden identified as a possible location for the construction of a nuclear power plant based on small modular reactors
Halden Kjernekraft - 20% owned by Halden municipality with Norsk Kjernekraft and Østfold Energi owning 40% each - was set up in November 2023 to investigate the construction of a nuclear power plant using small modular reactors (SMRs)
The initiative to investigate the deployment of SMRs at Halden
which has more than 60 years of experience of hosting the Institute for Energy Technology's nuclear fuel and materials testing reactor
It was declared permanently shut down by the institute in June 2018
The power plant proposed for Halden may consist of up to four SMRs with a total installed capacity of 1200 MWe and an annual production of 10 TWh

paired with his beloved homemade Caesar salad into which he lovingly added garlic
Brian's unwavering kindness extended beyond his immediate family to a wide circle of friends and acquaintances
He had a special bond with his dear friend
and appreciated the diligent care he received from James
The community of Huntsville will surely miss his warm presence and infectious spirit

The Halden Reactor Project has been in operation at the Institute for Energy Technology (IFE) in Norway since 1958 and is the oldest NEA joint project
It brings together a large international technical network in the area of nuclear safety ranging from fuel safety and operational margins in commercial reactors
including fuel and cladding performance and behaviour both at normal operation and transient conditions
with emphasis on extended fuel utilisation
ageing and degradation of BWR and PWR reactor core materials under the combined effects of water chemistry and nuclear environment and plant control/monitoring and human factors
The project programme of work is updated every three years and the current mandate is from January 2024 to December 2026 (extension to complete the programme of work)
Since January 2021, the project has been split into two separate projects: one addressing the nuclear fuels and material thematic area, and one addressing the human, technology and organisation (HTO) area
The Halden fuel and materials project is currently supported by around 80 research
regulation and industry organisations in 17 countries
investigations in the fuel and material area were built around in-pile experiments at the Halden boiling water reactor and complementary out of pile investigations
Numerous valuable experiments have been performed in the frame of the Halden Reactor Project and have led to an improved understanding of the behaviour of nuclear fuels and materials in various conditions for the entire nuclear community
Halden tests data have also been extensively used in the validation of fuel performance codes and LOCA transient analysis codes with a number of completed international benchmarks under IAEA and NEA auspices:
In June 2018, technical and financial challenges led to the decision by the board of directors of IFE to permanently close the Halden Reactor. The reactor was regarded in many countries as a strategic asset for testing fuel and components for commercial reactors. To sustain and develop such in-reactor testing capacities, the NEA has implemented the FIDES II (Second Framework for Irradiation Experiments) framework
A revised nuclear fuels and materials work programme was developed for the 2018-2020 period which was continued for the 2021-2023 period
The work programme focuses on post‑irradiation examinations (PIE) and LOCA experiments in hot-cells
This programme aims at completing experimental investigations in the above areas
Some investigations are still pending in 2025 due to delays in transports of material to Studsvik
It is expected that the programme of work will be completed at the end of 2026.
Another important aspect of this work programme was the compilation and preservation of the Halden fuel and material legacy data
as well as the development of an experimental database
This substantial effort for the project data preservation was completed by IFE at the end of 2023 and the legacy database was released to the project members and the NEA in 2024
The NEA is now offering the possibility of access
to the Halden legacy data base for NEA members
The 2024-2026 programme aims at closing the Halden fuel and material project with the completion of PIE and LOCA testing at Studsvik and the development of synthesis reports in the following topical areas:
Some activities are also planned to complete the legacy data base with adding latest reports and reports produced in the HTO area until 2021. A new version of the legacy data base will be released at the end of 2026 at the closure of the project. DSA stipulated several conditions in its recommendation for a licence
“We now consider that everything is clear from our side that NND can take over the concession for the nuclear plant in Halden and ensure safe operation of the plant,” said DSA Director Per Strand
NND was established as an agency under the Ministry of Trade, Industry & Fisheries in 2018 and is responsible for decommissioning research reactors and other related nuclear infrastructure, as well as the safe handling, storage and disposal of radioactive waste. In December 2022, NND applied for a licence to own and operate two Norwegian nuclear facilities in Halden and Kjeller
as well the waste landfill for low- and intermediate-level radioactive material in Himdalen

The Norwegian government has issued Norwegian Nuclear Decommissioning with a licence to own and operate the nuclear fuel and materials testing reactor at Halden
the reactor has been owned and operated by the Institute of Energy Technology
Established as an agency under the Ministry of Trade
Norwegian Nuclear Decommissioning (NND) is responsible for decommissioning the research reactors and other related nuclear infrastructure
NND submitted an application in December 2022 for a licence to own and operate the two Norwegian nuclear facilities in Halden and Kjeller
as well as the operation of the waste landfill for low- and intermediate-level radioactive material in Himdalen
Norway's two research reactors - the nuclear fuel and materials testing reactor at Halden and the JEEP-II neutron scattering facility at Kjeller - were declared permanently shut down by IFE in June 2018 and April 2019
The transfer of the licence for Halden from IFE to NND was approved earlier this month by the Norwegian Radiation and Nuclear Safety Authority
The government has now granted the licence
which is valid from 1 April for an unlimited period
"but with the possibility of revocation"
"The licence includes the right to own
possess and place nuclear material," the government noted
"The licence also includes the right to trade nuclear material
but only to the extent necessary to return irradiated fuel to the client or owner in accordance with return agreements previously entered into by IFE or that will be entered into by NND in the future
The licence does not include the right to export nuclear material out of the country ..
NND may apply for a permit for this."
The Halden reactor - which started up in 1959 - ran at a maximum power of 25 MWt and contained numerous test positions
The project was a joint undertaking of national organisations in 19 countries sponsoring a jointly financed programme under the auspices of the OECD Nuclear Energy Agency
The programme was financed by the participating countries and was renewed every three years
Norway covered about 30% of the programme cost
IFE announced it would not apply to extend the reactor's operating licence
which was offline due to a safety valve failure
"This is a historic day," said NND Director Pål Mikkelsen
"Today we celebrate that we have reached an important milestone
and we have many exciting tasks ahead of us
"Both NND and IFE will independently ensure the safety of their respective facilities
we will continue our close and good cooperation
but also to facilitate a successful transfer of nuclear facilities in Lillestrøm and in Aurskog-Høland when the time comes."
NND said that since 2018 it has been "working on planning
licensing applications and preparing its own organisation to take over responsibility for Norway's historic nuclear facilities
Today's decision is the first part of the state taking over responsibility for all facilities associated with Norway's historic nuclear research programme"
The Norwegian Radiation and Nuclear Safety Authority has given its approval for Norwegian Nuclear Decommissioning to assume responsibility for the nuclear fuel and materials testing reactor at Halden
It is now up to the government to grant an operating licence
DSA submitted a recommendation on NND's licence application for the Halden nuclear power plant
DSA recommended that the licence should be transferred no earlier than 1 March this year
and pointed out several conditions that must be in place before the licence transfer
DSA announced that these conditions would be assessed in connection with NND's application for operating approval.
DSA has now said that NND has followed up on its recommendations
"Based on a comprehensive assessment of the facility's technical condition
safety measures and emergency response plan
as well as the facility's management and personnel
DSA grants NND approval to operate the nuclear facility in Halden from the time NND receives a licence for the facility," it said
"In assessing NND's application for operating approval for the nuclear plant in Halden
we have emphasised that the additional conditions we described in the recommendation must be met," said DSA Director Per Strand
which is why we have given our approval for operation."
He added: "We now consider that everything is clear on our part for NND to take over the concession for the nuclear plant in Halden and ensure the safe operation of the plant."

Norwegian nuclear research organisation Halden Kjernekraft has selected a site in Halden
for the construction of a nuclear power plant using small modular reactors (SMRs)
Halden Kjernekraft was established in 2023, by Halden municipality, Østfold Energi and Norsk Kjernekraft to assess the feasibility of a nuclear power plant in Halden
The company signed a letter of intent with landowner Store Bjørnstad for the plant site
It has selected a site covering up to 600 acres
Halden Kjernekraft said it will further investigate these parameters in the next phase of the project
and other studies will be conducted to evaluate its relevance
Halden Kjernekraft general manager Håvard Kristiansen said: “Nuclear power is still a long way off
but the time is ripe to investigate more concretely than has been done so far
“We are planning a transparent process with the authorities and the local population
and we are now inviting an open public meeting
“Now we will work closely with the local population to tell them about what the ongoing investigations include
and what a nuclear power plant could possibly entail
We will investigate the area thoroughly to see if we can go ahead.”
Halden Kjernekraft said it has considered several alternative options before finalising the current choice to further investigate the location
the company considered key factors such as stable ground conditions with large
Halden Kjernekraft informed the residents and landowners in the immediate vicinity about the measure and the further process related to the proposed nuclear power plant
The site is thinly populated and is located right next to the county road
which can be used for power plant operations
without the need to build a new access road
the site is already facing a significant natural encroachment in the form of a wide power corridor
Kristiansen added: “Such a facility will be an encroachment on nature
but we will work to minimise encroachment and take mitigating measures
who points out that the project is in a very early phase.”

US-based Amentum and Norwegian engineering and architecture company Multiconsult Norge have been selected by Halden Kjernekraft to evaluate deployment of a small modular reactor (SMR) in Norway
The two companies will assess potential suppliers of equipment and services within Norway and from abroad
Halden Kjernekraft was set up by Norsk Kjernekraft (40%)
Østfold Energi (40%) and the municipality of Halden (20%) to investigate the construction of a NPP using SMR technology

Norway to support the increased demand globally for electrification and the energy transition
The expansion project will support key projects including Nexans’ frame agreement with TenneT signed last year
The construction for the expansion of the plant began in November 2021 and incorporates some of the most advanced cable production technology which will be able to deliver subsea cables up to 525kV for High Voltage Direct Current (HVDC) and 420kV for High Voltage Alternating Current (HVAC)
The 34,000 square meter expansion more than doubles the capacity of the plant for HVDC extruded cables
It also features a 152.89 meter tall second extrusion tower which will allow the plant to insulate four cables simultaneously in addition to the two existing lines and qualifies as Norway’s tallest building and first skyscraper
The tower will be focused on the production of HVDC cables for offshore wind farms
but can serve both HVDC and HVAC applications
100 more people have been hired and trained to support the increase in production from the facility and local indirect jobs will also be created to support the supply chain in Europe and globally
This brings the total employment of the plant up to around 1,000 employees on site

The NEA Halden HTO Project is a continuation of Man-Technology-Organisation (MTO) research carried out for more than 40 years as part of the OECD Halden Reactor Project (HRP)
The first period of the Halden HTO Project was 2021-2023
The 2024-2026 Halden HTO goal is advancing in the Human-Technology Organisation (HTO) field by working on aspects of human performance
reliability and organisation in various stages of the plant life

72 reports were issued and HTO staff members presented 57 papers at international conferences
and 23 journal articles and book chapters were printed in the same period
Data collections were done in various ways in different topics of the programme
A main data source though is licensed crews working in the simulator laboratory HAMMLAB
There was one crew in 2022 and seven crews in 2023 participating in studies
data at training simulators at nuclear power plants with three crews were collected
A report summarising the accomplishments of the Halden HTO research programme during 2021-2023 and addressing the most important achievements of the programme was approved by the CSNI in June 2024.

Just a few months ago it seemed as if Eddie May and Cindi Halden were soaring
often helping people with limited means furnish their home
the couple and business partners made a pitch on CBC’s “Dragons’ Den.” Though unable to disclose much about the result of the pitch until (or if) it airs
Halden said it went well for them on the reality show
which has entrepreneurs present business ideas and products to a panel of Canadian business moguls in hopes of securing cash and assistance
They had hopes of expansion in the form of adding a couple of smaller retail outlets to serve more of southern Ontario
Halden said they also had dreams of opening a warehouse in the Kawartha Lakes region
Halden started experiencing pain in her pelvic region while weightlifting
“I realized something was wrong,” she said
Doctors found a tumour outside the pelvic wall
Halden spent three weeks in Juravinski Hospital in Hamilton undergoing radiation treatment
the world has kind of flipped upside down for us,” she said
Halden’s now in her second round of chemotherapy and is responding well to it — in part
because of her relatively young age (she’s 41) and overall general good health
“I feel a lot better than I did a couple months ago,” she said
Halden said the hardest part was having to explain to their children
“And then they had to go back to school and they had missed their whole summer,” she said
May has done his best to maintain both the home front and the business
though it hasn’t been easy and business has definitely suffered as they are unable to afford to pay for help
but you’ve got to stay positive and keep moving forward,” he said
While Halden said she’s feeling better now
But one thing that has been clarified is after being a couple for nearly 20 years
It’s something they’ve always put on the back burner
directing their limited resources to their business
“We always wanted to get married but never had the money to do it,” Halden said
Halden said the urgency was driven by a desire to hold the occasion when she’s able to
“I don’t know what the future holds,” she said
“I want to do it before I look and feel too sick to do it.”
Fortunately, the couple has had some help along with way. In August her cousin Nancy Librock-MacLean started a GoFundMe campaign to help with everyday costs, including for transportation back and forth to hospital. The campaign can be found at gofundme.com/f/support-for-cindi-and-ed-during-these-difficult-times.
She’s now switched gears and is setting up an online stag and doe through her Facebook page (facebook.com/nancy.librock) where’s she’s collecting donations to help cover the cost of the wedding
Librock-MacLean explained while they’re not blood relatives (Halden is her ex-husband’s cousin)
“She’s more like a daughter to me,” she said
adding in the past Halden and May supplied a fridge replacement when her suddenly stopped working
Halden volunteered with North Pelham Youth Association
the group has donated the use of its hall for the reception
which Halden attended as a child with her grandparents
has offered the use of the church for the wedding ceremony
“It’s where I used to practise walking down the aisle,” she said
“I called two weeks ago and it was available
Halden said she’s thankful for all the assistance she and May have received and is thrilled about what her wedding team has been able to pull off in such a short time

Halden Kjernekraft - 20% owned by Halden municipality with Norsk Kjernekraft and Østfold Energi owning 40% each - will initially carry out investigations and surveys "as a decision-making basis for any next step", the partners said.
The initiative to investigate the deployment of SMRs at Halden came from the municipality itself, which has more than 60 years of experience of hosting the Institute for Energy Technology's (IFE's) nuclear fuel and materials testing reactor. It was declared permanently shut down by IFE in June 2018.
The decision to found Halden Kjernekraft was made by the Halden municipal council on 9 November.
The partners noted there is currently a power deficit in the Oslo, Akershus and Østfold region of 16 TWh. In addition, Norwegian grid operator Statnett has warned that there is no available capacity for new, larger consumption without new production and increased network capacity into eastern Norway. This is not expected until 2035 under current plans and has major consequences for Østfold.
"The time is ripe to investigate whether small modular reactors can be part of the solution to the power shortage in Østfold," said Roar Vevelstad, municipal director in Halden municipality. "We must explore all possibilities and not be afraid of knowledge."
"The municipality has long experience as a host for nuclear reactors and has solid expertise to make good decisions," added Norsk Kjernekraft CEO Jonny Hesthammer. "The citizens are well used to nuclear reactor operations, and see that it contributes to creating long-term jobs. It forms a very good starting point for a collaboration, where we thoroughly investigate whether nuclear power can contribute to solving the municipality's future power needs."
Norsk Kjernekraft aims to build, own and operate SMR power plants in Norway in collaboration with power-intensive industry. It says it will prepare licence applications in accordance with national regulations and international standards. It will follow the International Atomic Energy Agency's approach for milestones, and focus on what creates value in the early phase. Financing will take place in collaboration with capital-strong industry and solid financial players.
The company entered into an agreement of intent earlier this year on the investigation of nuclear power with several municipalities.
Last week, Norsk Kjernekraft submitted a proposal to Norway's Ministry of Oil and Energy for an assessment into the construction of a power plant based on multiple SMRs in the municipalities of Aure and Heim.

while also working at a domestic violence refuge for Indigenous women and children
She works with people at all stages of life
Ms Halden said her other areas of interest were domestic violence victim-survivors and people with medical trauma

where we take things from outside to do or inspire our art."
Caitlin McAlister had regularly used talk-based therapy, but a move to art therapy has proven positive

"This approach helped me better connect with my body and what I was feeling
rather than being cerebral and conceptualising my emotions and trauma

and that is coming out through their expression
It then facilitates conversations about things they maybe wouldn't have been able to broach if they were just talking
"The number one thing it does is regulate someone's nervous system
"We seem to be able to move through results much quicker

White Plains Mayor Tom Roach said that years ago city leaders saw an issue developing with corporate parks along I-287 and in other parts of the country and that more flexibility was called for in deciding what could and could not be done at those properties
“That’s when the overlay came up

“When you see how bustling this 1133 is
how successful it is — a lot of that comes from putting money into your properties and having a quality product

Roach said he foresees people living at The Halden who will walk across the parking lot to their jobs in the 1133 office building

Norway has put nuclear fuels and materials testing in the United States and Europe in a scramble

The shutdown of a 60-year-old test reactor at Halden
has put nuclear fuels and materials testing in the United States and Europe in a scramble
Department of Energy to ask research leaders and regulators to brainstorm a path forward
The reactor had been shut down since March
Participants at the meeting — DOE, the U.S. Nuclear Regulatory Commission (NRC)
and representatives from American and European research agencies and test facilities — agreed that no single facility can replicate what Halden has done
But there was consensus that many of Halden’s capabilities exist or may be replicated elsewhere
and that the situation could create new collaborative opportunities
The effort to develop accident-tolerant fuels for commercial reactors could be particularly affected by any delay, said INL’s Steve Hayes, national technical director of DOE’s Advanced Fuels Campaign
“We need to assess what vendors have been planning in Halden that we have to find a new home for,” he said
Three DOE-sponsored vendor teams are developing accident-tolerant fuel concepts – Global Nuclear Fuel (a General Electric subsidiary)
Framatome (formerly Areva) and Westinghouse
The goal is to get test assemblies into U.S
While their activities in the United States are ahead of schedule
all three teams had experiments planned for Halden and must now find suitable new places to conduct them
“All these reactors can do something,” Hayes said
“What we’re really looking for are the gaps left by the Halden shutdown
This meeting is about vetting ideas and finding out what’s been overlooked.”
The urgency with respect to accident-tolerant fuels is that they are being designed for the present fleet of nuclear reactors in the United States
and any delay in development will lessen the economic argument for using new fuels in reactors that are already 40 to 50 years old
No single materials test reactor is capable of replacing Halden in all its functions

When he wanted to design distinctive fireplaces for both his home and hunting cabin
he attended months of continuing education classes in masonry so that he could build these beautiful structures himself
He constructed a massive stone bridge over a creek on property he once owned
He also studied plumbing and electrical work in evening adult education classes so that
he could apply his talents to his home in Lancaster and to his several cabins in central Pennsylvania
Halden maintained a meticulously manicured two-acre yard
canning and freezing the produce he and his wife Joanne grew at their Lancaster home
Halden would respond to praise for his many accomplishments by saying his successes resulted “more from good luck than good management.” Those who knew him for the spirited
committed friend he was realized this disclaimer did not at all ring true

Lightbridge Corporation has announced plans to conduct the initial testing and demonstration of its advanced metallic nuclear fuel in the USA
at sites it will announce before the early part of next year
The Halden project is a joint undertaking of national organisations in 19 countries sponsoring a jointly financed programme under the auspices of the OECD Nuclear Energy Agency (NEA)
The programme is financed by the participating countries and is renewed every three years
Norway covers about 30% of the programme cost
"In conjunction with the licence renewal process for the Halden Reactor
IFE has over the last year carried out a strategic review of reactor operations
including a financial and operational risk assessment
IFE's Board concluded that operation of the reactor beyond the current licence period is not viable
as this would imply business risks in excess of what IFE is capable of handling on its own," IFE said
IFE has lost more than EUR18 million on its nuclear operation and has this year relied on extraordinary funding from the Norwegian government
IFE said it is not able to manage the financial risk of operating the reactor
