The Avonhead Shopping Centre on the corner of Withells Rd and Merrin St in Avonhead was sold by its original owner's family to Jack Lourie from commercial development firm Jaxx
The mall was built 55 years ago by the late Maurice Carter
His family sold the centre for an undisclosed price
The mall has been redeveloped twice in the past
The Carter family also attempted to sell it in 2018
The recent sale was managed off-market by Colliers investment sales broker Courtney Doig and managing director Hamish Doig
"Jack specialises in commercial refurbishments and wants to upgrade the centre to meet the demands of a modern shopping experience," Doig told chrislynchmedia.com
"It has stood the test of time very well but will benefit from further enhancements
Jack is excited to work with tenants and reinvigorate the centre."
Carter family spokesperson Philip Carter told Stuff they decided to sell the mall after Lourie approached them about it
"It’s a wonderful property with excellent longstanding tenants
but the time is right for us to move on and open the opportunity for another owner to add further value,” Carter said
Maurice Carter opened the mall in Avonhead in the late 1960s
He built hundreds of houses in the area and served as Christchurch deputy mayor for several years
He also founded Carter Group which is now headed up by his son Philip
A police standoff with an armed person who was holed up in a Christchurch address for eight hours today has been resolved
A police spokesperson earlier confirmed they were responding to the incident on Beatrice Pl
and “encouraging a person to come outside of the premises”
“The person is reported to have a firearm and police negotiators are in dialogue with them,” police said
police said the incident has been resolved
Superintendent Lane Todd said no injuries are reported
“Inquiries are ongoing and there will continue to be a police presence
Police earlier said they were called to the address following reports that indicated concern for a person’s welfare
“Locals are advised to avoid the area while police resolve the situation safely and cordons are in place at the scene,” police said
Beatrice Pl was blocked off as they responded to the ongoing incident
Some nearby residents were also evacuated as a precaution
“Police would like to thank the residents of Beatrice Pl and the surrounding area for their patience while we worked to resolve this matter safely,” Todd said
A nearby resident said they were evacuated from their home shortly after 7pm
“We’d been hearing the negotiator over the speaker for a few hours on and off
then had a knock on the door and it was an Armed Offenders Squad member in full gear who said we had to evacuate
“We were given two minutes to grab some clothes and a phone and that sort of thing and were walked to the end of the street to be picked up [by family].”
said they know the family living at the residence
“They’re very nice people so it’s very stressing that this situation has occurred.”
The resident said they didn’t see much throughout the afternoon as they had their curtains pulled
but police had set up the speaker for the negotiator outside their mailbox
“When we were evacuated there would have been at least five AOS members in our driveway and we probably walked past another half-a-dozen police on our way out of the cordon
“It is pretty traumatic because we are a street that is pretty quiet usually and not a lot of exciting stuff or certainly anything of this nature usually happens.”
Todd acknowledged the work of police staff in attendance
“including the Police Negotiation Team who worked for over eight hours to achieve this negotiated resolution safely for all parties”
Earlier, a large police presence responded to reports of a shooter in west Auckland’s Hobsonville this afternoon.
“Police have been notified of a person discharging shots at an industrial building on Hobsonville Rd and are responding to the scene,” NZ police said in a statement about 5pm.
Police later confirmed that a 29-year-old man has been charged with discharging a firearm in/near a place/dwelling.
He is due to appear in Waitākere City District Court on December 15.

modern home on Westall Lane is the most expensive property to sell in Avonhead
Photo / SuppliedAn impressive home in Christchurch's Avonhead has left the suburb’s previous record for dust
three-bathroom home on Westall Lane was snapped up by out-of-towners wanting to secure it as their family home
There were 11 registered bidders at the auction last week
but only four got a chance to bid as the price rose in increments of $100,000 then $50,000
Bayleys listing agent Adam Heazlewood said it was a “huge” result and exceeded everyone’s expectations
The biggest sale price for Avonhead last year was $1.5m for a home on Maidstone Road – while the biggest sale price for the area overall was $1.95m
“And this sold for $2.2m so a quarter of a million dollars more,” Heazlewood said
“Even through the boom of the market there wasn’t even anything that touched near this price.”

The sale price is also significantly higher than Avonhead's average property value
which the latest OneRoof house price figures have at $787,000
which sits on a 1500sqm section and has an RV of $1.38m
was unique for the area and 72 groups visited the open homes
including families from around Christchurch
Heazlewood said the same property in one of Christchurch’s more high-end suburbs such as Fendalton would be worth $3.5m
but for the area of Avonhead it’s a phenomenal sale – a lot of people have been talking about it over the last week.”
Well-presented properties in Avonhead such as this family home on Westall Lane are in demand
This four-bedroom home at 24 Felstead Place
Heazlewood said there seems to be increasing demand for good homes in Avonhead as a property at 24 Felstead Place in Avonhead
which is in a much lower price range than the Westall Lane home
“I can’t put my finger on what the major change is – that was a good house and drew people into the market
but even Felstead Place has had better numbers than we are used to seeing at the moment
There’s definitely general buyer demand but no one specifically saying why.”
Harcourts salesperson Zani Polson said the homes that seem to be in demand in Avonhead were those that were well-presented and move-in ready
two-bathroom home on Algie Place in Avonhead at auction last week for $975,000 with 48 groups viewing it
"It is a nice family-friendly area that has always held its values well.”
It was also zoned for good primary schools and the majority of Avonhead was zoned for Burnside High as well
The close proximity to the airport also helped
“A lot of families move in and they just stay there because they can and a lot of the houses are quite substantial so you get some good longevity out of the homes.”
Meanwhile, the auction sale record for Christchurch is held by a five-bedroom 1930s house on a huge 4961sqm riverside section on Glandovey Road in Fendalton that sold at a Bayleys auction for $6.825m four years ago, followed closely by a property on Helmores Lane which sold under the hammer for $6.8m in October last year

The 91-year-old is angry and upset after visiting her husband’s resting place at Avonhead Memorial Cemetery to find it overgrown with grass and weeds
The cemetery is also where the remains of unidentified victims from the CTV building collapse are buried
It used to be called Avonhead Park Cemetery until
“My daughter and I visited on Saturday,” said Coster
“It was the 12th anniversary of Aubrey’s death
“We were shocked and disappointed to see the state of the place
with grass and weeds above our ankles,” she said
“I have complained before as I visit quite frequently
Coster’s daughter Christine Coster was with her on Saturday and said she was shocked and angry to see the state of the place
“My father was ill through the time of the earthquakes
“I told mum if the council does nothing I’ll carry a lawnmower in and mow around Dad’s grave myself
just like other families have done,” she said
Christchurch City Council confirmed it has received six complaints about the state of the cemetery over the past year
The city council said the last time the cemetery was mowed was Friday
Community parks manager Al Hardy said it was scheduled to be mowed again on Monday but because of heavy rain it was rescheduled to avoid damaging the ground
Increased rainfall followed by hot temperatures over recent weeks has contributed to an autumn “flush” of growth that is unavoidable
“At this time of year the cemetery is on a 10 day rotation for mowing and
that rotation has been followed,” said Hardy

One of the most prominent families in Christchurch property circles is selling the popular Avonhead Shopping Centre
It is the first time the centre — originally built by the late Maurice Carter more than 50 years ago — has been offered for sale
The complex has been redeveloped twice during the Carter family's tenure; the last time was 23 years ago when the current centre was built
Maurice Carter made his mark on the northwest residential market during the 1970s
developing up to 500 sections between Memorial Ave and the Avonhead Shopping Centre
developing 500 sections in the Hyde Park subdivision
On the corner of Withells Rd and Merrin St
the centre is anchored by Countdown and has a further 18 tenants including a bakery
travel agent and the Merrin Street Brewery Bar
Countdown has a redevelopment clause in its lease that provides for minimum terms that would take its tenure through until 2038
managing director of Colliers International
is marketing the property with daughter and investment sales broker Courtney Doig
The deadline sale closes at 4pm on Thursday December 13
Hamish Doig says Avonhead Shopping Centre has stood the test of time
"Avonhead is a proven performer as a neighbourhood convenience centre
It has a real community feel about it and caters well to the surrounding higher socio-economic demographic
and shopping centres like this continue to be strongly supported
And there's every opportunity for a new owner to make further enhancements
requiring less than $200,000 to bring it to 100 per cent of New Build Standard," he says
The 3876sq m centre sits on a land area of 10,763sq m that includes 165 on-site carparks
Rare plot of land is home to ancient kauri trees
Rotary leaders are putting pressure on a club in Christchurch after discovering it does not allow women to join
The Avonhead Rotary Club is understood to be the only club out of the 267 nationwide that excludes women
said he was disappointed by the club's decision
Mr Trevaskis said the international service organisation started taking female members in 1989
and the New Zealand branch has one of the highest rates of female membership globally
"This to me is extremely disappointing as Rotary for me has always been inclusive and not exclusive
"I can assure people that the Rotary leadership will be working with the rotary club of Avonhead in the future and offering them guidance
as we would with all Rotary clubs presenting challenges to ongoing community success," Mr Trevaskis said
But Mr Trevaskis also said every club was autonomous and was entitled to make its own decisions - like the unfortunate one of the Avonhead Rotary Club
Rotary regional public image co-ordinator Liz Courtney said the club did not have a rule in its constitution that excluded women membership
"It's just a mood that they feel among their ageing population
That's the policy that they've come up with
Ms Courtney said it would support the club changing its mood and feeling about having female members
The Human Rights Commission said private clubs could regulate their activities as they chose
"just because something is legal doesn't make it right"
"We encourage all those involved to keep talking with people in their club community," the spokeswomen said
Rotary's district governor for the lower South Island
said it would be unfortunate if Avonhead's policy distracted from the important work the organisation was doing
women made up 70 percent of the membership
"To have public perception changed or sullied in some way by this particular issue is very very disappointing," she said
Mr Hughes said she hoped the club would change its point of view "reasonably soon"
The Hastings Area Rotary Club also only has male members - but its president
said it was not its policy to exclude women from joining
The Avonhead Rotary Club declined to be interviewed by RNZ
said it had no comment to make at this stage
The club scheduled to hold the 2020 Tokyo Olympics golf events voted to admit women as full members yesterday
The Scottish golf club Muirfield will not stage another Open Championship after maintaining its ban on women members in a vote described as indefensible and embarrassing
One of the last bastions of all-male sporting privilege is set to fall after the Royal and Ancient Golf Club recommended members should vote in favour of women being allowed..
A widespread power outage in Christchurch on Tuesday morning was caused by a cable fault
More than 1500 properties were cut off in the city's western suburbs for about two hours from 6.28am
It came as the temperature dropped below freezing
At 7.30am the temperature in Christchurch was -1C
An Orion spokesperson said the outage was due to a cable fault
Electricity was later restored to all 1576 properties
Retirement village operator Summerset posted a strong lift in profit as it delivered new units
Key numbers for the 12 months ended December compared with a year ago:
Its bottom line profit was the second best in the company's history
driven by strong revaluation gains of $441.6 million
Summerset chief executive Scott Scoullar said 2023 was a "very good year" for the company
We have continued to deliver value for our residents and shareholders during a year which has been one of the most challenging we've seen as a company," he said
recruitment shortages and a falling residential property market made business difficult throughout the year
and yet we withstood those challenges and continued to grow."
Summerset said it also achieved a record year of construction and met its build target
Total sales of occupation rights rose 10 percent from the year earlier
Scoullar said the company was optimistic for the year ahead and was focused on growth
"We expect to deliver 675-725 homes in 2024
including Stage 1 of our St Johns village in Auckland
delivering four of the seven buildings comprising the main building
care centre and sixty percent of the village's homes."
said Summerset's underlying earnings were strong and were largely in-line with its estimate
driven by strong re-valuation gains," he said
"Summerset also guided to strong deliveries of new units in FY24
indicating confidence in forward demand for its products and continued support from its banks and the market," Ibbotson said
Retirement village operator Summerset's first half profit was flat after reduced property value gains
but higher margins drove an increase in its underlying earnings
Large retirement village operator Metlifecare has reported a first half loss as it invested for growth
while gains on the value of its portfolio fell 78 percent
Auckland Council's property arm is in negotiations with a potential buyer for a scheme overseeing 150 flats designated for retiree residents
Both NZX-listed companies are reporting lower full-year earnings
blaming construction delays and weaker demand respectively
His parents Charles and Margaret told the New Zealand Herald the pain of their youngest son’s death will remain with them for years to come
We’re coming to terms with the fact we won’t have Isaac but it doesn’t make it any better," Charles Levings said
The 25-year-old’s body was found by police in the harbour on Friday
Isaac Levings grew up in Avonhead in Christchurch as a content child who developed a mischievous sense of humour as he got older and kept everyone on their toes
Margaret had worked part-time at Russley School and Charles had worked at Avonhead School after spending 34 years as a principal at various schools
But Charles said it was a surprise to both of them when Isaac decided in his final year of high school that he wanted to be a teacher
He went on to study at Canterbury University and got his first job at Elmwood Normal School
where he has worked for the last five years and was adored by his pupils
and could try different strategies to work with the children
including a new basketball with "you were the most wonderful teacher
piled up outside Isaac’s classroom door following his death
Isaac was particularly keen on basketball and has been described by one parent as an incredible sportsman who often went along to watch his pupils’ games at the weekend
it’s so heartening to think that he was so much valued and so much loved because he had the same love for the kids"
The tributes were removed on Tuesday afternoon and given to Isaac’s family so the children could start fresh on Wednesday morning
Charles said some of the pupils were traumatised by the loss of their teacher and will be receiving professional support
Isaac’s whānau have collectively shared the painful grief of losing him but Margaret said she has found strength in family and her faith
She said the Wellington police were amazing and she was grateful Isaac’s body was discovered soon after he was reported missing
Isaac was staying with friends in Wellington when he disappeared
He was last seen at Queens Wharf after attending the concert by band The 1975 at TSB Arena on Wednesday night last week
He became separated from his friends after the concert
The alarm was raised when he didn’t return to where he was staying
A friend contacted Isaac’s older brother James the next day and James then got in touch with his parents
"That was so much out of character for Isaac
Isaac’s really well organised," Charles said
James then flew to Wellington with a cousin to talk to police
Police put out a public appeal for any information about Isaac’s whereabouts and started searching the harbour on Friday
Charles said Isaac became lost after the concert and it was an accidental drowning
the body of 30-year-old Sandy Calkin was also found in the water near Queens Wharf
He was last seen by friends on Courtenay Place about 1am
and CCTV footage showed him walking north on Queens Wharf near Shed 6 a short time later
Calkin’s father Roger has advocated for balustrades to be installed along the most dangerous parts of the wharf area
"If it was a swimming pool or a construction site
you would have health and safety people coming around throwing fines at you because it is potentially quite dangerous."
Margaret said Isaac’s death would bring renewed focus to the issue
"When you’ve got large gatherings of people
then you need some people to make sure everybody gets off the dangerous area."
Wellington City Council has confirmed it’s investigating enhanced edge definition and further fencing to deter people from accessing the wharf edge
Isaac’s body was flown from Wellington back to Christchurch on Tuesday
"We’re delighted to have Isaac back with us in Christchurch
It’s going to help with our grief process," Charles said
Here's how day 9 of the lockdown looked through the lens in Christchurch
and we comply with best safety practice during these trying times
Abell Rentals founding director Allan Scott said he had to move his about 200-strong vehicle fleet from the inner-city premises it was occupying to his 4ha residential property in Avonhead
as the 30-year-old vehicle rental company began to feel the pinch of the Covid-19 pandemic
"It just got tougher and tougher so we moved out and suspended our lease on a temporary basis
which is something our business heavily relies on,” he said
the city council issued Scott with a directive
ordering him to remove all vehicles from his property by October 27
The city council said it had received two complaints about the vehicles and that storing them at the residence was in breach of the District Plan
Scott said this has left him with no choice but to sell his vehicle fleet and “run his business into the ground”
Scott called on the city council to rescind the directive
or provide some free accommodation for his vehicle fleet
There are currently 150 vehicles at the residence
Council head of regulatory compliance Tracey Weston said it began looking into the issue after receiving two complaints about the storage of vehicles at Scott’s residence
“Our regulatory compliance unit commenced an investigation
which has confirmed that under the District Plan rules the commercial storing of vehicles at this site is not allowed as it is a rural-urban fringe zone,” she said
“We wrote to Allan Scott advising that he had two options in order to comply with the District Plan; either apply for a resource consent for the activity to continue at his property or to move the cars to an alternate site where it is allowed
we would give people 28 days to pursue either of these options
we have given Mr Scott 60 days to comply.”
Scott said he had no choice but to sell the cars as he was not in a financial position to store them somewhere else and thought the process of applying for resource consent would prove to be “futile and extremely expensive”
He will now be selling them off in what he is calling the “CCC (Christchurch City Council) Forced Car Sale.”
“I don’t have the money and I don’t have the energy to survive this,” Scott said
but there is no way I could survive the city council.”
was 18 at the time she murdered the mother-of-one Ms Nathan
who was found guilty of murder after a jury trial
also both received life sentences with a non-parole period of 10 years for their part in the killing of Jack McAllister near Stadium Southland in Invercargill on June 7
Dickey was aged 16 at the time of the murder and Brown was aged 19
While neither Dickey nor Brown stabbed Mr McAllister
they were a party to the murder taking place
The matter is being heard in the Court of Appeal at Wellington by Justices France
Counsel say the sentences were manifestly unjust and disproportionately severe when taking into account their age at the time of offending and the scientific proof regarding brain development of young people
The three appellants are seeking to have their life sentences quashed and finite sentences imposed which will also mean they will be not subject to recall for the rest of their lives if they were to offend again in the future
Yesterday Brown’s lawyer Lisa Preston said while the New Zealand court had recognised features of adolescent development with regards to offending
there was now far greater research done on brain function between adults and young people including cognitive decision making
"As in Mr Brown’s case a deeply absolutely wrong response on every level by the group and by the members of the group to what they perceived as an outrageous situation and which they responded to in a way that is absolutely mirroring the sort of factors that accompany these deficits in the brain as the science shows."
It was her submission that the weight to be afforded to youth and the reasons under-pining it in regard to manifest injustice
was not sufficiently recognised at sentencing
who was involved with the luring of Mr McAllister to the stadium and then telling the group when it was an appropriate time to come
was found guilty of manslaughter and had received a sentence of home detention
"That shows quite starkly that I would suggest manifest injustice for one who will have a life sentence
with that ability for her to rehabilitate and move on with her life."
trauma and had been been placed in 57 foster homes as a child
"As the Royal Commission found he is an example of their findings that abuse has a profound impact on relationships survivors need to navigate in their everyday lives."
Dickey’s lawyer Fergus More said his client was highly remorseful for her actions
Her motivation was that she says she was sexually assaulted by Mr McAllister
yet knows if she had not disclosed that information to her friends
"She was driven to an outcome that ultimately ended in his death."
Epiha’s lawyer Hunter de Groot said his client had been diagnosed with PTSD and was a person who had been raised in an environment where threats needed to be taken seriously and where extreme violence was modelled as a solution to problems
He asked the rhetorical question of whether she would have reacted the same had she not had the PTSD diagnosis or been exposed to that environment growing up
but certainly you have to think that these factors in her background were very high risk for this completely maladaptive response in the situation she found herself in."

The New Zealand city of Christchurch on Thursday marked the 13th anniversary of the devastating 2011 earthquake that claimed 185 lives
with some bereaved families still seeking justice over structural deficiencies blamed for the collapse of a building where over a hundred died
115 were killed when the six-story Canterbury Television Building collapsed after the magnitude 6.3 temblor struck the South Island city
Among them were 28 Japanese and other foreigners who were studying English at a language school on the third floor of the building
A memorial service for bereaved families was held at Avonhead Memorial Cemetery on Thursday morning
followed by a public service at the Canterbury Earthquake National Memorial in which some 400 attendees observed a minute's silence at 12:51 p.m
Christchurch-born New Zealand Prime Minister Christopher Luxon participated in the public service and greeted bereaved families
including those who travelled from Japan for the occasion
expressing his sympathies for their losses
Kazuo and Seiko Horita from Japan's Toyama Prefecture
whose daughter Megumi died in the CTV building collapse aged 19
visited Christchurch for the first time in four years for the anniversary
frustration remains for some bereaved families as no one has been held responsible for the structural problems that allegedly caused the CTV building to collapse
on the advice of the government's legal advisers
said they would not bring charges against the engineers who designed the building
citing a lack of evidence to secure a conviction in court
told Kyodo News ahead of the anniversary that the campaign for justice and accountability "is still going on."
a hearing of the disciplinary committee of Engineering New Zealand
the country's professional body for engineers
took place in December last year over a complaint against the owner of the engineering firm that designed the building
In a statement read at the three-day hearing
a retired engineering professor who lost his wife Maysoon Abbas in the collapse
said the long wait for justice "has prevented closure and taken an additional toll on the families."

About 750 Katikati homes were left without power after strong winds tore lines on Henry Rd and Hyde St
Powerco network operations manager Phil Marsh said power supply to about 750 consumers in Katikati was interrupted about 12.20pm
also after a storm front went over the area
Power lines were torn down on Henry Rd and Hyde St
Mr Marsh said Powerco warned people to stay away from any power lines brought down by strong winds
"Power lines that have fallen to the ground may look safe but they're very often still live
pets and livestock well away from any downed lines and call Powerco." Mr Marsh said extra field staff had been called in to restore power and make lines safe
Mr Marsh said the outage occurred at approximately 12.30pm and supply to all affected consumers was restored by 1pm
Helicopter patrols of the line indicated the likely cause of the outage was trees falling on power lines
Many power cuts could be avoided if people had contacted suitably qualified tree trimmers to have their trees cut or trimmed before they caused a problem
People with mobile phones with a web browser can save Powerco's outage and faults page www.powerco.co.nz/Outages-and-Faults/ to their favourites for latest information about power cuts and expected restoration times

saying they wanted no part of a facility that was to house so many employees and the resulting traffic.
those workers are now clocking in just to the east at the Mississauga facility
where delivery vans will load up daily to bring potentially thousands of packages to Amazon.com customers in Mississauga
Amazon said in addition to not wanting to upset Oakville residents
it saw Mississauga as an overall better fit.
In addition to the new jobs in Mississauga
residents here will also get faster delivery service
After hearing earlier of the since-scrapped Oakville plans
residents there organized a campaign to fight the opening of the warehouse
and Saturday’s demonstration was their first protest.
