An Auckland school has stopped its children going on beach trips after alarm at bits of building material with asbestos in it washing up Almost 200 schools were sent a warning sign by the Education Ministry earlier this week we have taken the step to discontinue any trips that involve direct contact with our local beaches until such time that we know it is safe to return to those spaces," said principal Dr Paul Crowhurst Thousands of small pieces of asbestos-containing fibre cement board have been littering the sand around Tāmaki Estuary on various beaches very concerned residents," said the chair of Tāmaki Estuary Protection Society "We've been aware of this material washing onto the beach for some years but hadn't realised that it wasn't being investigated." The council says it cleaned up Glendowie and Karaka beaches recently and that the risk was "negligible" is considered extremely low to beach-users but we are taking a precautionary approach," said its general manager of licensing and compliance The material was "non-friable" - not causing dust that could become airborne which is when asbestos gets dangerous and can kill if inhaled "We are continuing to inform the Medical Officer of Health and receive advice .. was monitoring other beaches to see if the problem was widespread and is advising people not to touch the material which are mostly pieces smaller than the palm of a hand It recently removed the material from beaches in Glendowie and Karaka Some locals feel the council is not taking it seriously enough "The council has made no attempt to contact any local schools ECE [early childhood education] groups or community groups that use these areas," said one local about the situation prior to the notices that went out this week The ministry said it notified 197 schools as a "duty of care" "We are aware that local schools and Early Childhood Centres use these areas including for beach clean-ups," it emailed them on Tuesday It told RNZ that its assessment of the level of risk was based on Auckland Council's confirmation that asbestos was present in debris form which could be easily picked up or handled "Considering the curious nature of children it therefore warranted informing nearby schools and Early Childhood Centres." The council had alerted the ministry earlier this week Locals say they first alerted the council in 2021 but then in steady manner since early February this year Old fibre-cement board is a common source of asbestos. It is called Class B and is less likely to release dangerous fibres into the air than other types - unless, as WorkSafe advice states "it is disturbed or has started to deteriorate" It is not clear where the asbestos-containing material is coming from and the council said it was still trying to find out; locals speculate it may be from old or demolished houses as far upstream as Mt Wellington or possibly being exposed as wakes hit the shore from more and more boating "We are very keen to see Auckland Council find the source clean up the contamination and keep the public well informed," Chambers said The estuary society has called a public meeting for 29 May with a talk by an asbestos expert The council told a local that public health authorities agreed the beach bits were "mostly wet and in relatively small quantities .. any exposure to asbestos airborne fibres would be negligible and well below the asbestos guidelines" But Chambers said if the material washed up above the high-tide mark it would dry out and she would be very cautious going near it This did not auger well for the society's regular beach clean-ups while the beaches had been part of its curriculum for over 70 years The council's own routine advice on its website says households and businesses must arrange for tests if they think they have any asbestos-containing material and dispose of any using a certified removal company "All forms of asbestos are harmful to humans" "I'd like to see a proper investigation carried out by experts and something published [so] that we're all aware "I hope that there will be a concerted effort to deal with this issue and to get our beaches back clean again "We want to be able to go to the beach and feel safe and just enjoy the the shoreline." More than $1m alone was spent demolishing 62 state homes at a second site in Auckland's Onehunga, with the intention of apartment-style public housing being built. Many people were in a similar situation to Ostring's family. One said her child was "very distressed" at the prospect of going to a different high school from their friends; others said the current zone "just doesn't make sense" and was "manifestly unjust". "I want my kids to walk to school not have to bus or be driven. I want them to learn with the kids they grew up with and I want to continue to build connections with my local community," another said. The petition hadn't received a single piece of negative feedback, Ostring said. She was "absolutely thrilled" on hearing the news that the Ministry had proposed an overlapping zone. "That allows my children the community that we've always wanted - the option of going on to the same schools as their friends from primary and intermediate. "This is brilliant for us - we can start thinking about moving back to our own place. It's huge." A second amendment on the eastern boundary of Selwyn's zone includes a patch which overlaps with Tāmaki College's zone. That area currently has almost no housing on it but is slated for development, Selwyn's principal Sheryll Ofner said. The two changes give parents choice without taking away from anyone, Ofner said. "It's a proximity thing. It's much much closer to where they live." Long-term, Selwyn wants to move to having mostly local students, she said. "I really believe state schools are there to serve their local areas - that's why they were built in the first place - so we're trying to make ours the school of choice for our local community. But we still have a number of out-of-zone students." The redrawn zone is part of a wider three-year push to create or amend zones at 135 Auckland schools, to help with overcrowding as the city's population increases. Around 47 schools had new or redrawn zones in the past year, and a second tranche of around 50 schools are set to hear this month what their zones will look like. The Ministry of Education says it is likely to have the names and new proposed zones for those schools by the end of the week. A third tranche of 20-25 schools where roll pressure is less urgent will get zones or amendments by 2023. Riddell Rd in Glendowie was already a problem for dangerous driving and crashes over the past year, those who live there say. Now a group of street racers dubbed the street the "Riddell race-track" on social media - sharing their lap times and alerting each other about speed cameras on a private online group. The group shows users posting photos of speed camera vans on the road, pitching signs warning motorists of cameras and comparing top speeds on the road's layout. "Safety car is out on the Riddell Rd track, may pay to hold off your time trial run for a hour or so," one post on the group reads. The actions of street racing on the stretch of road has hit breaking point in the past week, where two instances of early morning burnouts awoke residents and, on Monday morning left locals scared for their safety. Mary Garvie, a resident on the street, said she was woken up on Thursday morning last week to the sound of a car doing burnouts outside her house. Only four mornings later, she awoke once more at 5am to find the same thing - this time with multiple cars involved. "I saw flashing lights and thought it was a helicopter or something but it was two cars doing burnouts." Garvie said the road was covered in a liquid she believed was petrol, one car had lost its tyre - which was sitting in the middle of the road. Another car watched on, which she understood was a get-away car. One car ended up stuck on its bumper, while the remaining cars and occupants disappeared. Police arrived shortly after and told residents the car left behind had been stolen. "It's becoming a nightmare, I don't know what's going on but it's gone to hell in a handcart," said Garvie. "People were standing outside in their nightwear wondering what's going on - we need some action." Another resident, Carmel Hudner said the experience left her terrified the spinning cars would end up crashing into her house - which was nearest to the incident. "We'd heard a dreadful scraping sound and it sounded like a huge truck was doing something. It was terrifying, we thought it was all going to come through our window," she said. "It makes you feel sick really. You feel scared to go out as they might attack you so you just hide inside to stay safe." Police said no arrests had been made in relation to either incident. Garvie is taking matters into her own hands, pet ion ing local government officials and local MP Simon O'Connor for speed-reducing measures outside the Churchill Club, where most of the speeding and burnouts have occurred. A mail-drop by Garvie in the area last year revealed to her a number of residents were also feeling concerned about the speeds of motorists on Riddell Rd. She said at one stage, a police officer told her of a motorcyclist which had reached speeds of up to 130km/h on the stretch of road during a police pursuit. This claim could not be verified by police media. O'Connor said measures should really have been put in place by this stage - the issue has been raised with Auckland Transport for years. "We get lots of complaints of speeding past the school, past retirement villages ... council should be well aware of it, I've written to them numerous times and police are aware of it also," said O'Connor. "I think it's indicative of the wider problem we have with Auckland Transport and its priorities." Glendowie College principal Richard Dykes said the school-aged population was also projected to grow significantly in his zone mainly from neighbouring areas around Glen Innes "We took significantly less out-of-zone last year only people who had a [family] affiliation with the school." Ministry of Education data shows that 26 per cent of the students at primary and secondary state schools that have enrolment schemes in the six local board areas on the Auckland isthmus currently come from outside the schools' zones - a number that has increased from 10,830 in 2012 to 12,350 last year But the flow into the isthmus schools from west and south is expected to shrink as infill housing develops. Statistics NZ projects the isthmus's population aged 5 to 19 to grow by 18,630 over the 30 years from 2013 to 2043 Drumm said the Education Ministry was well aware of the projections and he was frustrated that it had not funded enough classrooms or new schools to accommodate the extra students It has approved a new science block at Mt Albert Grammar but is funding only 12 classrooms in it initially with plans to add four more when needed He said he could not believe that the Government had chosen to build housing on the Unitec site without planning for a new school there "You have a fantastic tertiary facility there which would have been synergy with a school on the site There was a huge opportunity to look at potentially a trades-type or technical school," he said But the ministry's deputy secretary Katrina Casey told the Herald last year: "Our planning does not indicate the need for a new secondary school in the Auckland isthmus Rather we expect schools to reduce their out-of-zone enrolments first; then we will add capacity as required." Secondary Principals Association president Mike Williams said the ministry had allowed schools like Mt Albert Grammar and Avondale College to grow to around 3000 students each by attracting many from outside their zones "The ministry has been complicit in supplying property [buildings] to schools that have grown to that size," he said "What was always intended was that schools would have a zone and would meet the needs of the local students "That is starting to come to fruition as the schools are filling up and they haven't got sufficient extra property so they have to limit it." He said contact tracing would start on Monday and he and the deputy principals would be at school from Monday to morning to work on this process. No other staff would be at work. Thanks for your ongoing patience and support. This is serious and we're in it together." Emergency services are at the scene of a crash in Auckland's Glendowie where a car has smashed into a house. A witness at the scene of the crash on Peacock St said a car with a teenage driver and passenger appears to have mowed through a hedge, flown down a bank and hit a side of the house. It's understood a car hit a young's girl bedroom and a woman came out of the house screaming at the driver and passenger. The witness said the driver and the passenger were being tended to by paramedics. Police, firefighters and ambulance staff are all at the scene.
