A person is in custody and lockdowns lifted at two Hamilton schools after a reported firearms sighting at pick-up time this afternoon
Hillcrest High School and Silverdale Normal School were locked down while police attended an incident near the intersection of Silverdale Rd and Masters Ave
Police said they were called just before 3pm with some staff armed “as a precaution”
According to the Hillcrest High School Facebook page
the school was put into lockdown around 3.13pm
We will let you know when it is safe to release students,” the post said
said she had been at the scene since about 3pm
There were about four and that happened quite quickly
She said she watched as the Armed Offenders Squad and police with dogs also arrived at the scene
She said she saw two young people taken into custody by police
A post on a Hamilton community page with videos in the comments showed one person surrendering to police on the ground
Police cordons were lifted and students released about 5.20pm
Police said two imitation firearms have been recovered from an address

Hillcrest High School in Hamilton refused to take a secondary student
despite Ministry of Education instructions telling school authorities to accept the teen
A Hamilton 16-year-old has given up on ever finishing his secondary education after being locked out of his local high school for a year and a half
The teen was excluded from Hamilton’s Hillcrest High School as a 14-year-old in March last year after getting into a fight on school grounds and also being involved in an earlier incident
The family then paid to privately tutor the teen through 2023 before the Ministry of Education agreed to review his case
the ministry issued a December legal order – known officially as a directive – telling Hillcrest High to re-enrol the teen
The school refused to comply with the order
The family says that a year and a half without school – including seven months waiting for the school to follow the directive – was too much for their son
The ministry and family eventually agreed to withdraw the directive last week
the ministry had helped the teen enrol in a polytechnic course
The past year and a half had been “absolute hell” for the family
with the teen becoming withdrawn and low as his friends dropped off and he lost contact with his age group
his whole mental health went quite bad,” she said
Hillcrest High School principal Christine Williams said her school acted for the good of its school community
“Our Board of Trustees acted in the best interests of the staff and students at our kura,” she said
the ministry agreed to revoke the directive.”
The teen’s mum said she’s speaking out because she wants the ministry to look more closely at the actions of the Hillcrest High board and its former principal
The Herald this month revealed three New Zealand high schools had been refusing to enrol students that the Ministry of Education had legally told them they had to accept
the ministry sent 261 legal orders in the past year to unwilling schools
telling them they must enrol students excluded or expelled from elsewhere
Official Information Act (OIA) data showed
And while schools in 251 cases had accepted the ministry’s orders, three unnamed schools – two in Auckland and one in Waikato – had refused to comply.
The teen’s mum said she believed Hillcrest High was the Waikato school mentioned in the OIA.
She believed the school had been wrong to draw the process out so long and refuse to follow the ministry’s legal order.
For weeks on end, the school had ignored and refused to communicate with the family, even when they used a lawyer, she claimed.
This was despite her volunteering at the school and two of the teen’s brothers having also studied at Hillcrest High.
She also questioned why the Ministry of Education didn’t enforce its legal directive and make the school accept their son.
Still, she said she was grateful to the ministry for its efforts.
Its team recently worked with the head of a polytechnic course to get her son enrolled in the course on short notice.
The polytechnic team knew her son’s story and took him in, saying would they watch over him and that they think their course is “the place for him”, she said.
“And that is just so nice to hear at the end of it all because it’s been so bad.”
She now also believes the hospitality course is “probably the best thing” for her son.
“This will bring him up to have a bit more confidence.”
The Ministry of Education didn’t answer a Herald question asking why it didn’t enforce its directive to Hillcrest High.
It didn’t believe it was appropriate to go into detail about the teen’s personal information.
Jocelyn Mikaere, deputy secretary of the ministry’s Te Tai Whenua Central operation, said the ministry only approves directives “in exceptional circumstances where we are unable to reach an agreement with a school to re-enrol a student”.
“We know that excluding a student is not a decision that schools take lightly - often the exclusion is the result of complex and challenging behaviours,” she said.
After a directive is issued, the ministry tries to continue working with whānau and schools to manage the student’s transition back into education, sometimes by helping get additional support systems in place at the school, she said.
However, actually forcing the school to comply with the directive “would be the very last option” and only used “when every other option has been exhausted”, Mikaere said.
“In this case, the student has identified a new pathway to progress his education and training with the support of his family, and we wish him every success,” she said.
Vaughan Couillault, president of the Secondary Principals’ Association of NZ, said schools typically work closely with the Ministry of Education to get students back into learning.
And the instances when they pushed back against the ministry were “really infrequent”.
He said he could not speak about the Waikato incident but schools in general had a responsibility to their existing students and staff to keep them safe and protect their learning environment.
“The rights of everyone is important but that works both ways,” he said.
“So the excluded student has a right to education, but the students that are already enrolled in the school have a right to be safe so that they can continue with their educations.”
He said schools that pushed back against the ministry typically did so because they hadn’t had all their questions and concerns answered.
It could be that they don’t believe the behaviour in the excluded student has changed or because they have not received the financial or teaching assistance they believe they need to accommodate the student, Couillault said.
“In my experience, when there’s pushback, there’s always a piece of information that’s missing, something that hasn’t been done,” he said.
Schools did not take the process lightly, he said.
Meanwhile, the Waikato teen’s mum feels Hillcrest High School’s attitude has let her son down.
“It’s horrendous for a young teenager to have been left without education,” she said.
She’s now looking forward to her son gaining confidence and skills at his new course, she said.

The remains unearthed by construction work at a Hamilton residential property are human and pre-European, a police forensic examination has revealed
Detective Senior Sergeant Scott Neilson said forensic examination of the human remains had determined they are “pre-European”
“Police will not be investigating the matter further and the remains will be exhumed in consultation with local iwi.”
The remains were discovered on Tuesday when an excavator began work to install a pool at a property in the Hillcrest suburb
Police were called to the address and a scene guard was in place at the site overnight
police have been conducting an investigation at the property with an increased police presence in the area
Neilson said the owners of the property continued to assist police as they examined the scene
one resident who has lived in the area for 20 years said he had seen the digger on the property but wasn’t aware of any police involvement until asked by the media
“It’s been a good neighbourhood,” the man said
“We’ve had good relationships with people here.”
said her child had come home from school yesterday to see three or four police cars parked in the street
Ngāti Wairere historian Wiremu Puke said the area of Hillcrest was once densely covered in native trees such as Totara
“There was a walking track that extended along Hillcrest road.”
there were no signs of fortifications on the hill
One part of the ridge was called Te Puutikitiki
where the feathers were adorned because the huia and other types of native birds used to be caught on that ridge.”
was one of the ancestral names for Hillcrest
“Ngāti Parekirangi were the hapū that had mana whenua over that land prior to 1864,” Puke said
“So the descendants of Ngāti Parekirangi should be involved with the remains.”
Puke said he wanted to thank the contractor who had the foresight to contact police about the remains
“It would have been good to have an archeologist called in immediately,” Puke said
“There might have been other artefacts buried nearby
Often with pre-European burials the body was buried in a foetal position facing the east.”
Puke said it would be important to ensure all of the bone fragments were collected and DNA identification might be possible from the enamel of the teeth or bone of the jaw
“Dating a skeleton isn’t exactly easy but it can be done and that’s usually done at Auckland University.”
Wiremu Puke has served as a visiting lecturer to Auckland University of Technology

The 6-foot-10 senior outside hitter, who last year transformed the Lightning from a middling program into something of a powerhouse, delivered 18 kills and served up five aces as the No. 10 seed swept visiting Riverside Hillcrest, 25-18, 25-20, 25-16, in Wednesday evening’s Division 4 opener.
Cryst is a devastating presence, all over the court, but if Sage Hill (15-11) is to conquer four more foes — starting with a second-round trek to Pasadena Poly (15-3) on Saturday at 4 p.m. — it’s because it’s no longer all about him. First-year head coach Jordan Hoppe’s 6-2 spread offense, far beyond last year’s set-it-for-Cryst approach, requires contributions from everyone.
It took a rugged regular-season campaign, with playoff aspirations teetering until the finish, to get things right, and now the Lightning is humming: four wins in a row, starting with a five-set comeback win two weeks ago over Portola, a pivotal result in its at-large playoff berth.
“I feel like we’re playing our best volleyball,” said the Long Beach State-bound Cryst, last year’s Division 5 Player of the Year. “All year, it just kind of felt so off. Last year, we had this confidence, this chip on our shoulder. We didn’t really have that [this year] until I’d say the Portola win.
“[That] was just a moment for us where you had to find it. You know, you either do it or you don’t.”
Sports
The Lightning defeat the fourth-seeded Titans 19-25, 25-22, 22-25, 25-18, 15-13 on Saturday in the CIF Southern Section Division 5 boys’ volleyball final at Cerritos College.
Hoppe, an AVP Beach pro who played at Orange Coast College and Concordia University in Irvine and was a Lightning assistant coach five years ago, has brought to the program superior tactical and organizational sophistication, emphasizing team over superstar.
Playing vital roles are outside hitter Ryan Manesh (six kills, three aces and a block against Hillcrest), Connor Gapp (27 assists, four kills, one ace, one block), who has transitioned from All-CIF opposite to chief setter in the 6-2 scheme, and fellow junior Dylan Han, an All-CIF hitter now at opposite.
“[Last year there was] too much reliance on some of our bigger guys, and we needed to find a way to spread the love, spread the ball,” Hoppe said. “We’ve been able to really grill that in practice and make sure guys were really working hard, getting the middles involved, getting everyone involved, giving everybody a chance to get going. We want those guys as involved as possible.”
It was evident in Wednesday’s victory, in which the Lightning shared the ball while using mid-game runs (11-4 in the first set, 8-2 in the second, 14-6 in the third) to pull away from Hillcrest (23-8), an Ivy League co-champion. The service game, led by back-to-back Cryst aces twice in the second set, often handcuffed the Trojans’ attack, and the net battle was won largely through Cryst’s work limiting standout sophomore outside hitter Evan Eugene (10 kills).
“We can’t get it in our heads that it’s going to be a breeze again because we were able to win a championship last year,” Manesh said. “Now we’re in a higher division. So we have to push even harder. ... I think we have it in us.”
Cryst said it’s “easy to be, like, ‘Oh, we won it last year, we’ll just do it again.’”
“It’s easy to be complacent,” he said. “But this is a whole new year, new offense, new guys. And I think that’s also inspiring for some guys, because they’re, like, ‘It’s my turn now to get this. I don’t just have to be behind Jackson hitting a bunch of high balls.’

MIDVALE — After a devastating crash in Midvale Saturday
officials announced Monday the 16-year-old driver who died was identified as a student at Hillcrest High School
the student was Elijah Exodus Bustamante Martinez
with 19-year-old Donny Gabriel Castro Hernandez in the passenger seat
known to his family as “Eli,” was described as someone who reached for the stars and encouraged others to do the same
Destiny Tovey said he had a way of connecting with people that inspired them
“He would look at somebody and he would already build kind of a connection with their spirit before he even talked with them
before he got to know them,” she said
“And then when he did talk with them
he would have those one-on-one conversations of like ‘Who do you want to be in the future?'”
“The one thing I always loved about my brother was no matter what race
whatever — he always wanted everybody to just find a beautiful afterlife.”
Hillcrest High School student Elijah Exodus Bustamante Martinez
was killed in a crash in Midvale on March 22
Tovey said Eli had just finished delivering a speech on Friday
at Brigham Young University about how to improve writing for teachers
and had many meaningful friends he made at both Hillcrest High School and Northridge High School in Layton
Eli had also just completed a school project — a video she helped him film
“We directed it together,” she said
“His goal was to get a Chevy Impala car to be inside of
but then he wanted an officer to assist him with the video.”
Tovey said she and her husband suggested they get a costume and have one of them act out the role of the officer
he had to have a real cop there,” she said
“So he did use the school cop at Hillcrest
Tovey said the video turned out “fantastic” and she hoped that the school would play it in honor of him
Eli was also on the youth city council for the mayor’s office in Midvale
Tovey said he founded a writing center there
He was also running to become the next student body president
“He wanted to be the president because he felt like he could actually influence others in a good way,” she said
“And I think he was absolutely right with that
In addition to helping others “get their potential in life,” Tovey said he had high ambitions of his own
“His goal was to graduate high school with a 4.0 GPA and then go on to the University of Utah and become a surgeon,” she said
“And then go to Harvard University after that.”
“He really loved his family and his friends
and his mother more than anything,” Tovey said
He was a member of the Church of Jesus Christ of Latter-day Saints and would attend every Sunday
but he would help others find their own connection to their own higher entity
“He wanted everyone in this life to praise each other to help each other,” Bustamante said
“Not only that but also while we’re here basically like to reach for the stars.”
Tovey said if he had last words for the world
“One thing that he would say is … ‘If you ever feel like you’re down
if you ever feel like you’re not doing well as a person
that you think about me and you think about your goals
and you push forward past your inadequacies,” she said
“Push past that and move forward because anything is possible.”
Eli’s family and friends launched a *GoFundMe to help in their time of need

The human remains found at a Hillcrest property in Hamilton will be exhumed
"A forensic examination of the human remains found at a Hilcrest property on Tuesday 18 June have determined they are pre-European," detective senior sergeant Scott Neilson said
They were discovered by contractors digging for a pool in the backyard
Police had ceased any further investigations and would work with local iwi on next steps
a member of Ngāti Wairere who whakapapa to the area
said extracting DNA samples from the jawbone would determine if the remains were Māori
"because the jawbones of our tīpuna are quite distinctive"
"Depending on the condition of the skeleton
if there is enough enamel on the jawbone to go through a DNA process of identification
there could be a living uri (descendant) still in the area."
Puke said the area where the remains were found was key to its identification
"We know of the land's history and the name of the hill where that kōiwi (remains) was found
but we know that land falls within the domain of Ngāti Wairere
He said over time a lot of burial sites had been forgotten
it wasn't a guarantee my tīpuna were able to recover kōiwi as much as they could."
Puke said work should immediately come to a stop
an archaeologist [should be] there because we need to understand the context of how the skeleton was buried
"Most of the kōiwi I've seen are buried in a sitting
Puke said the kōiwi should be taken to a local marae for a proper burial
Police are continuing a scene examination at the Hamilton house but believe the remains are human
Construction workers found "what appeared to be human remains" at a Hillcrest property
Construction workers found the remains while on the job at a Hillcrest property on Tuesday afternoon
"Police were notified of what appeared to be human remains discovered at a Hillcrest
which had been unearthed by an excavator during construction work," senior sergeant Leo Belay said
The excavation work was taking place at the back of the property
"Investigation staff will work to determine if the remains are human and how old they are
Throughout the day police detectives and ESR (Institute of Environmental Science and Research) scientists have arrived en masse at the scene
Neighbour Masud Rahman said he had lived in the cul-de-sac for eight years and had never seen police in it before
Rahman said it was normally a quiet neighbourhood and his teenage daughter had been scared to walk to school this morning
He did not know the homeowners and it appeared they were not home
An overnight scene guard was called in and Hillcrest residents should expect an increased police presence in the area
More acreage near Northside neighborhoods may be on its way to becoming industrial
Should the Corpus Christi City Council approve the Planning Commission’s recommendation
about 7 acres of property in the Washington-Coles area will be rezoned to allow for light industry
It would accommodate the Port of Corpus Christi Authority’s plans to join the parcels with connecting properties owned by the agency to develop a roughly 40-acre laydown yard
would be adjacent to the Hillcrest neighborhood
Nearly 30 people made the journey to City Hall for a Planning Commission meeting on April 30 to speak against designating the property — currently zoned as neighborhood commercial and multifamily development — for heavy industry zoning
which had been the original request by port officials
had been identified for other kinds of redevelopment — and more industrial activity would hurt the nearby subdivision where people still live
The biggest issue is encroachment by heavy industry
as well as a property where city officials are seeking to construct a desalination plant
a representative of the Hillcrest Residents Association
I am locked in in this particular neighborhood,” he said
we’re being eaten up bit by bit by the city allowing zoning changes,” he said
The propertiesThe majority of the parcels were purchased by the port as part of a voluntary acquisition and relocation program offered to residents in the area
according to a city staff report on the requested rezoning
The program is part of an agreement that was required to resolve a civil rights complaint that alleged the Harbor Bridge’s construction would disproportionately impact residents of Northside neighborhoods where the new route would follow
It was a key piece in moving forward with construction of the now nearly-complete Harbor Bridge
Granting industrial rezoning of the 7 acres would allow the port “to consolidate the development site into a unified 40+-acre laydown yard,” a staff report shows
Officials are considering using the acreage for a laydown yard
“When we conveyed right of way for the Harbor Bridge project
we lost operational space within that footprint,” he said
“So what we’re trying to do with this project is just make up for what we lost — improve overall cargo efficiency in and out of the port.”
Potential storage on site could include wind blades and military cargo
A staff report attributes a statement to port officials that “the laydown yard will serve military operations
particularly for rolling stock movements.”
It’s an “activity that often attracts spectators,” according to the statement
“The proximity of public parks will provide an accessible vantage point for residents to observe military cargo operations.”
all that cargo goes to the Hooks parking lot,” Esquivel said
The neighborhoodMaps show that in some cases
the perimeter of the area where the laydown yard is proposed would be less than a quarter mile to residences and churches
The city is required to send out notifications to owners of property within 200 feet of the site
Most who came to voice their opposition to the rezoning did not report falling in that category but contended that impacts would extend beyond that measurement
“Put yourself in our place,” said resident Monna Lytle
“I know this is not about Hillcrest; it’s about the rezoning
city officials wrote that the rezoning was “well-suited for the intended uses permitted under the proposed zoning district.”
“The proposed amendment aligns with existing zoning regulations and neighboring land uses
ensuring compatibility with the character of surrounding areas,” it states
“The rezoning will not negatively impact adjacent properties
Staff has taken into consideration that this is an area in transition.”
Both city and port officials have said they do not intend to invoke eminent domain in the neighborhoods
actions like the rezoning are “essentially a subterfuge (to) exercise that authority.”
“I think the problem is if you look at a hyper-technical distance from where the residences are to where this proposed change is — you’re going to create the circumstance where it’s basically a functional eminent domain
even if not a legal eminent domain,” he said
While the port had initially requested a rezoning for heavy industry
the Planning Commission ultimately voted to recommend rejection of the heavy industry rezoning and instead adopt a recommendation for a light industrial rezoning
The commission may make recommendations to the City Council
but the City Council has the final decision
A vote on the rezoning could come before the council in June
While not what port officials had preliminarily requested
rezoning the tracts as light industrial would allow what they have identified as the intended purpose
The primary distinction between a heavy industry and light industry zoning is manufacturing goods
Light industry zoning permits uses such as open storage
but not development of facilities such as hydrogen plants
Esquivel said the port does not plan on locating crude oil storage on the property
Planning Commissioner Michael Miller said that although he did not think it would be detrimental to have a screened laydown site at the property
the original request for heavy industrial zoning could allow for many other developments
Recommending a light industry rezoning in lieu of a heavy industry rezoning would be a compromise
Planning Commissioner Cynthia Salazar Garza voiced concerns about the potential for chemicals on the property
and commissioners and the port “need to do the best to our ability for the benefit of Corpus Christi
“We need to do everything in our power to be able to make sure that we balance it and take care of it,” she said
“because we do hold on to these economic strengths that (Corpus Christi) holds with these amenities.”

On this page: The Last of Us 2: Hillcrest Walkthrough - All Collectibles: Artefacts, Trading Cards, Journal Entries, Workbenches, Safes
turn around and fall off the ledge behind you
Smash the window of the truck to find the Trading Card inside
Head into the clothes shop to the right of your starting point, and use the hole in the wall to reach the basement level. The Workbench (See Also: The Last of Us 2: All Workbench Locations) is directly opposite the staircase
To the left of the Workbench is a small wooden table, and the Artefact (See Also: The Last of Us 2: All Artefacts Locations) is sitting on top
enter the backroom and find the Artefact sitting on top of a desk
When you see the truck speeding up the street
shortly after exiting the first area of Hillcrest
take an immediate left and drop into some muddy water
You'll be able to climb up to a shop named Caroline Paper Co
and you'll find the Artefact on the table in the middle of the room
Still inside the Caroline Paper Co building
search some boxes behind the counter for another Trading Card
Return to the main street and head inside a store called Used & Rare Books
Directly in between the Used & Rare Books and Ruston Coffee shops is a WLF poster that's been covered with some, shall we say, unsavoury graffiti. Interact with it to unlock a new Journal Entry (See Also: The Last of Us 2: All Journal Entries)

Just outside of this room, to the right, is a bicycle leaning against the corner of the wall. The Trading Card (See Also: The Last of Us 2: All Trading Cards Locations) is in its spokes
You'll find the Workbench directly opposite the crack in the wall that you climbed in through after completing the puzzle involving the garbage dumpster
Go in through the back of the Velvet Tattoo Store
and you'll find the Artefact on the desk towards the rear of the office-like area
and then cut through into the pub through the hole in the wall
and then head into the kitchen through the open door
Go back to the pet store and smash the glass window in the back of the room
To the right-hand side of this storage room is a large metal table
Go inside Goldstar Liquor and fall down to the cellar. Watch out for the Shamblers in this area. Once you've successfully eliminated them, climb up the broken stairs and head inside the nursery. You can't miss the Training Manual (See Also: The Last of Us 2: How to Find All Training Manuals and Learn All Player Upgrades) next to the Clicker corpse
Once you hop the fence into the garden with the veranda
look for a toy house to the left of the open door
Towards the rear of it is the Trading Card
the Artefact is on the coffee table next to the television remote and some magazines
behind where you just picked up Artefact #9
You'll find the Artefact above a drawer on a table
You'll unlock this Weapon (See Also: The Last of Us 2: All Weapon Locations and Upgrades) automatically as part of the story
after you're attacked by a Clicker inside the house where you found Artefact #9
Shortly after the garden area where you can do a spot of training with your new bow on the dummies
you'll climb over a wall and get into a big fight with some mercenaries
Head down the street and go in the last building on the right
Head up the stairs and into a bedroom with a bed
Crawl under the bed to find the Trading Card near to the wall
