The 16-year-old was assaulted by several people at Riverside Road, Ōrewa
at 11.10pm and was transported to hospital in a “serious condition”
Police said they were provided with a vehicle description that the alleged offenders left in.
“However, when police located that vehicle a short time later, the occupants did not match the description of those reported to be involved in the assault,” a police spokesperson said.
The victim’s mother, who did not want to be named, is currently stuck in Dubai, waiting for a flight to come home to her son.
She told the Herald that she believes it was a “completely random attack”.
“They attacked my son from behind, he was blind-sighted [sic]. My baby ... he wouldn’t hurt a fly.”
She said the victim has a broken eye socket and head trauma, among other injuries.
Police said inquiries remain ongoing to identify and locate those responsible for the assault.

Born on the North Shore, Mark spent his early years living on Whenuapai Air Force Base where his father was a Flight Lieutenant. He later attended Rosmini College in Auckland and worked in the farming sector after leaving school.
In 1989, Mark joined the New Zealand Police, and was a member of the Dog Section and Armed Offender’s Squad. During his time in the Dog Section, Mark and his dog Czar were stabbed during an armed encounter in Rotorua. Czar made a full recovery, but Mark never regained the full use of his right arm.
Mark entered New Zealand’s Parliament in 2011 when he was elected as the Member of Parliament for the Rodney electorate. In 2016, he was appointed as the Minister of Statistics, Minister for Land Information, and Associate Minister of Justice. In 2017, he was promoted to Cabinet and appointed as the Minister of Defence.
Mark enjoys spending time with his family in their hometown of Orewa.

and relocate some facilities at Ōrewa Reserve
Each of the plan’s four options helps protect the reserve from rising sea levels and climate change
Hibiscus and Bays Local Board chairperson Alexis Poppelbaum says that all the concept options include dune restoration and will improve access to the beach

A new 1250-home urban village development called Delmore is set to rise near Orewa if it wins approval from a fast-track consenting expert panel
A huge tract of pastoral land north of Auckland - more than half the size of Hobsonville Pt - appears set to be fast-tracked into the city’s next major urban village
That helped it be among the first three projects to secure permission to have their planning approvals heard by an expert panel under the Government’s new fast-track consenting regime
A $100m Port of Auckland wharf extension in the city centre and a new housing and retirement development in Nelson are the other projects green-lit for panel hearings
The Delmore project is part of the larger Myland Partners development group that is building housing estates in Auckland’s south
The project is also linked to controversial businessman, Andrew Fawcet, who was in charge of companies that collapsed in 2014 and 2018 owing $11m
Delmore claims its 109ha development will help local families by selling homes at an average of $850,000 - or $400,000 less than what it says is the typical price along the Hibiscus Coast
within a price bracket that is affordable for average income earners and first home buyers,” it said in its fast-track application
The development represents a milestone for the Government’s contentious Fast-track Approvals Bill that passed in Parliament last December
The bill is designed to enable regionally or nationally significant projects to gain streamlined planning approval
the new law also drew criticism from environmental groups
which believed it ran roughshod over protections
Government ministers earlier selected 149 projects eligible for the scheme
As one of the first three projects to make it through to the expert panel stage
Delmore’s fast-track application said it expects to deliver 1250 homes in five stages over five years
That will include three-and-five bedroom standalone and townhouse dwellings
The development will be master-planned with parks and a network of pedestrian walkways
Delmore said it will retain 50ha of natural land
wetlands and native trees that residents can stroll through
north-south road with bike and pedestrian paths will also be built as part of the project
The development will stretch along Upper Ōrewa Rd
It will be close to shops and services in Ōrewa and potential jobs in the Silverdale industrial park
Other housing projects are also springing up in nearby areas
The Milldale residential project is rising to Delmore’s south
while the Ara Hills development is planned to its north
the same development group building Delmore
is also building the 450-plus Strathmill housing project
The Strathmill project gained fast-track approval under the previous scheme set up by the last government to help boost economic activity in response to the Covid pandemic
neighbours criticised that project in early 2023 when they learned its plans had doubled in size from 201 homes to 450-plus
They said in 2023 the project was too big for the nearby area
worrying it would overload the roads with traffic and put too much demand on water infrastructure
Fawcet is listed as a director of the company behind the Strathmill project and co-director of the Delmore development
He is also a former director of the larger group behind the projects
The Herald reported in 2023 that the deputy registrar of companies in May 2017 banned Fawcet from running any business for three years
The deputy registrar’s report said Fawcet had
been in charge of 25 companies that would later collapse owing $11m to creditors
Fawcet’s mismanagement had played a role in some of the companies’ collapse
The deputy registrar also criticised Fawcet in his capacity as a director of a company that continued to make payments on a $280,000 Aston Martin just months before failing to pay its tax bill
the deputy registrar’s report also noted Fawcet had since taken steps to learn from his mistakes
Fawcet previously told the Herald in 2023 his companies failed because of the Global Financial Crisis
He said at the time he was motivated to deliver quality housing to Aucklanders
“What is important news is the significant benefits of the Strathmill development in Ōrewa rather than something historic that happened over 10 years ago as an unfortunate consequence of the GFC,” he said
Speaking about the Delmore project this week
he told the fast-track his team was “excited about the positive support received from the ministers”
The fast-track legislation played an “important role in helping developers get things done”
with Delmore helping to meet market demand and boosting the wider economy
“The effects of this project will ripple through various sectors creating jobs
facilitating community growth and positively impacting the lives of many,” Fawcet said

stonemasons had built two 30 metre sections of the new seawall

Hibiscus and Bays Local Board chair Alexis Poppelbaum says that Ōrewa Beach faces several challenging erosion issues with the highest risk of progressive erosion along the narrow esplanade reserve at the beach’s northern end
“Our community and visitors need access to this end of beach and this project will improve all-tide access for our community and visitors so they can continue to enjoy the beach
“The board is pleased to see progress on this project - it is not lost on us that this has been many years in the making including a lengthy and costly Environment Court process,” says Poppelbaum
Pedestrians can access the beach at Kohu Street and Kinloch Reserve
The Kinloch car park is open but may close for short periods during construction
Beach visitors should take care because of the heavy machinery and vehicles and keep out of fenced areas
As construction progresses towards Marine View
at times the contractors will use the boat ramp to access the beach
Some of the foreshore areas and beach will need to close for short periods
Contractors will notify residents ahead of time to keep disruption to a minimum
The watermain pipe that runs along the esplanade reserve and was damaged during Cyclone Gabrielle is also being replaced
The contractors will notify residents of this work ahead of time
Work that will be completed between March to June includes:
pedestrian ramp and stairs between Kohu Street and Kinloch Reserve
the walkway between Kohu Street and Kinloch Reserve
starting on the seawall between Kinloch and Remembrance reserves

A 110kmh speed limit has been proposed for State Highway 1
Consultation on raising the speed limits from 100kph for the Northern Gateway Toll Road and Pūhoi to Warkworth Road of National Significance will last four weeks
beginning on 3 September and closing on 1 October
The Transport Agency will then consider all feedback received during the consultation process and review it alongside technical and safety assessments
The government is currently finalising a new Speed Limit Rule that will enable 110kmh speed limits on Roads of National Significance that are built to a high safety standard
Transport Minister Simeon Brown said the two sections of State Highway 1 were both built to a high safety standard and have delivered strong safety benefits for those travelling between Auckland and Northland

and the Pūhoi to Warkworth motorway opened in 2023 under National's Roads of National Significance programme
no one has died in a crash on these roads," Brown said

Hibiscus and Bays Local Board approved the solution to increase the building’s functionality by reconfiguring the existing footprint and adding a mezzanine floor to create additional space
that will be replaced with a new mono pitch roof
The library will close for about 15 months during the extensive upgrade
and a temporary mini library will be set up nearby at the Ōrewa Community Centre
Hibiscus and Bays Local Board Deputy Chair Gary Brown says the multi-million-dollar upgrade is essential and will be well worth the wait
with plans in place to reduce the impact the closure will have
“We know that the library is a popular hub for our community and that closing it will be inconvenient to all
“The upgraded library is going to be amazing and has significant improvements for everyone
The downstairs area won’t be cramped and cluttered anymore
It will have better sightlines and be more open

Motorists could soon be driving north of Auckland at speeds up to 110km/h between Ōrewa and Warkworth
The Government has proposed raising speed limits along the 25km stretch of modern motorway
Transport Minister Simeon Brown told a press conference in Warkworth today the increased limit would help “unlock economic growth and productivity by moving people and freight quickly and safely between regions”
“We know how critical these connections are for motorists and freight operators
and we’re committed to ensuring that state highways enable people to get to where they want to go
quickly and safely,” he said in speech notes
The faster speed limits would stretch along the Northern Gateway Toll Road opened in 2009
and the Pūhoi to Warkworth motorway opened in 2023
The only exception would be the tunnel at Johnstons Hill where the speed limit would remain at 80km/h
Brown said the two sections of SH1 had been built to high safety standards and no one had died in a crash along them since they opened
Members of the public will be able to give feedback on the proposed new speed limits during a four-week consultation period from September 3 to October 1
The National Party campaigned for the 2023 election on the promise it would raise speed limits on what it calls roads of national significance
“Delivering 110km/h speed limits on roads of national significance where it’s safe to do so is another part of our Government’s Accelerate NZ plan to grow the economy
reduce travel times and increase productivity on our transport network,” Brown said today
National had also railed against what it called the previous Labour Government’s blanket speed limit reductions and promised to crack down on excessive use of road cones and temporary traffic management
The Pūhoi to Warkworth section of motorway opened in June 2023 at an estimated cost of $877.5 million after suffering a series of delays blamed on restrictions during the Covid pandemic
designed and constructed by the Northern Express Group
The group is contracted to maintain the road for the next 24 years
In a June press release one year after its opening
the NZ Transport Agency said the “motorway has changed the way people move around the north Auckland network”
The agency said close to 20,000 vehicles travelled to and from Auckland and the country’s north every day with motorists saving up to 20 minutes on a return journey through the new Pūhoi to Warkworth section
Labour transport spokesman Tangi Utikere told the Herald that when a road is built to a high safety standard “speed limits can be increased safely”
That included sections of the Waikato Expressway where limits were increased in 2022
But he said: “I am concerned however about National’s cuts to road safety jobs at NZTA which means fewer people focused on reducing deaths on our roads
and National’s plans to increase speed limits even where it’s not safe
We have to ensure any changes are backed by evidence on safety.”

Parents of students studying at Ōrewa College have been warned that their children could be rostered to study from home as the school grapples with a staff shortage
College principal Wiri Warriner said in an email dated Friday September 6 that the shortage of relievers in schools nationwide had reached a critical point
Warriner said this has forced the school to roster year groups home for online learning
with the first year likely to be its Year 11 students
“The shortage of relievers in schools nationwide has reached a critical point,” Warriner said
our pool of available relievers is nearing exhaustion.”
staff absences had risen steadily “to the extent that it is becoming very difficult to sustainably staff the college”
we may be forced to follow the example of some neighbouring schools and roster year groups home for online learning,” the email said
Warriner said the college would endeavour to give parents as much warning as possible and asked that they kept an eye out for emails in the morning as well as alerts sent via the school’s app

New Zealand Post-Primary Teachers’ Association Te Wehengarua (PPTA) president Chris Abercrombie said Ōrewa College is not alone in its plan to roster students home
“Increasing numbers of secondary schools around the motu are being forced to do this because of a shortage of teachers,” Abercrombie said
He said the decisions are made for health and safety reasons for students and staff
“The shortage of relief teachers is the canary in the mine
signalling there is an underlying and worsening shortage of permanent teachers in our system
Increasing numbers of relievers are being employed in permanent positions,” Abercrombie said
“Successive governments have been told about this emerging crisis for many years but have failed to take the necessary steps to resolve the issue.”
He said New Zealand needed its own supply of trained and qualified teachers and there was no point in trying to stem the shortage with overseas teachers
“The heartbreaking fact of the matter is that here
there are thousands of former teachers who would return to the classroom tomorrow if the salary and conditions were right – they love teaching and just want to be paid well and have a work/life balance,” Abercrombie said
“We can understand parents’ frustration and unhappiness about their children being rostered home.”
Abercrombie said the best thing parents could do was to contact their local MP and Minister of Education Erica Stanford to “let them know that this situation is unacceptable and demand the Government take steps to fix this teacher shortage once and for all”
the Government announced its plan to tackle truancy by fining parents if their children failed to turn up at school – an irony since staff shortages were seeing schools rostering students to be away from school
The Ministry of Education said it was aware that schools across Auckland were experiencing staffing pressures
“These pressures include seasonal illness affecting relievers as well as permanent staff,” said Jolanda Meijer
“Schools have adopted a number of strategies to address this
as a last resort they may adopt the same strategy as Ōrewa College.”
Meijer said schools determined how they utilised their staffing allowance and decided when they used relievers
“The ministry does not hold a national database of schools using these measures due to staff shortages
we know some schools across the country are facing staffing issues and being unable to fill roles at short notice with relief teachers,” she said
“Winter illness impact[s] teachers in the same way they do the general population
and we are aware more sick days are being recorded at present.”
Meijer said the number of teachers in New Zealand had been steadily increasing over the past several years
but some regions and subjects face challenges in finding the right teachers
“There has been an increase of 1102 relief teachers in the system over the last three years
We acknowledge there are regional and local variations in reliever availability and some schools may find it difficult to find the staff they need
Last year there was a total of 5916 relief teachers working for primary and intermediate schools and 3632 in secondary
Meijer said the ministry had launched several initiatives to attract more people into the teaching profession and retain teachers
scholarships and a voluntary bonding scheme where teachers could receive up to $17,500 if they stayed at an eligible school for up to five years
The email from Ōrewa College followed reports that Christchurch’s Hagley College would also trial allowing its students to study from home
The study-from-home trial for the Christchurch school would involve 20 NCEA Level 2 students who were struggling with attendance due to extracurricular activities or sickness and mental health concerns
The programme would see the students doing three days of in-person learning at school
and science and two days of learning through video calls
earlier told The Press: “We have tried different initiatives to get students to attend our traditional five-day
but we questioned if there was a model of learning that better met the needs of a specific group of students.”
Auckland Grammar headmaster Tim O’Connor said that while he backed each school in making their own choices
his view was that students needed to show up to class
O’Connor said turning up at the right place at the right time
being professional and learning how to socialise with peers were life lessons everyone needed to learn
