Police have confirmed a fire in Spinnaker Reserve in Whitby
Firefighters were called to the blaze about 2pm on Wednesday afternoon
It came only a day after a restricted fire season was announced by FENZ for the Porirua and Kāpiti Coast areas - from January 28 until further notice - due to extremely dry conditions
A restricted fire season meant anyone who wanted to light an outdoor fire must go to checkitsalright.nz and apply for a fire permit authorised by Fire and Emergency
who was told to stay out of his home while firefighters put out the blaze
told RNZ it was like "a tinderbox back there"
Incident controller Steve Hudson told RNZ at the scene the fire - which backed onto some properties on Mercury Way - grew to nearly 500 square metres
with firefighters working on steep terrain
It was under control by 3.30pm and firefighters had left the scene by evening
Nobody was injured but some homes were evacuated as a precaution
Police said on Wednesday they would like to hear from anyone with information relating to the bush fire

A blaze north of Wellington has been contained but fire crews remain on site
as a resident says it came "pretty close" to his house

A new music festival is coming to the GTA town of Whitby, ON. Town Brewery has established the Whitby Music Fest in an effort to bring a live music scene to the town. The event will run from June 26 to 29
and even a barber shop around Whitby's downtown area being repurposed into music venues over the course of the weekend
Town Brewery describes the event as "loosely based on Toronto's legendary NXNE festival," looking to foster "more of a 'local community' vibe."
The festival is free for attendees, except for the main stage event for which tickets can be found on Town Brewery's website.

Waitangirua and Te Ara Kāpehu link roads water and electricity upgrades
Wellington Water and Kāinga Ora have teamed up to carry out critical infrastructure service upgrades along link roads
These upgrades will increase resilience and supply for local residents and will benefit Porirua as a whole
but will cause traffic disruption during the work
If you have any questions, please contact us on [email protected]
Stage one of the link road project is complete and the road has reopened with a new higher speed limit of 60km/h as part of Porirua City’s speed management plan
Crews will return in about two months’ time to liven the water connection
This livening up work will happen at the Warspite Avenue end of the Waitangirua Link Road entrance
It will involve a temporary speed limit drop to 30km/h
with both lanes open and traffic management in place for up to two weeks
Work has also begun on stage two: Te Ara Kāpehu Link Road (one-way lane closure)
Stage two also involves laying new water pipes and power cabling along Te Ara Kāpehu Link Road
The water pipes being laid will eventually connect to the new
larger water reservoir that will be built by Te Rā Nui at the end of Stemhead Lane
The reservoir work is planned to start later this year
Please note: Timing is subject to weather conditions and could change
The Waitangirua and Te Ara Kāpehu (Whitby) Link Roads Project started on 4 November 2024
and will take about seven months to complete both stages
Stage 1 – Waitangirua Link Road – full closure from 4 November 2024
The first stage of the construction work is complete
with the full closure of Waitangirua Link Road (from Warspite Avenue to the T-junction with Te Ara Kāpehu for around five months
along with cabling for electricity network upgrades
Council also took the opportunity to remove wilding pine trees
clear vegetation and install signage for the increased speed limit on the Waitangirua Link Road
which was raised to 60km/h as part of the Speed Management Plan for Porirua
Work to lay drinking water pipes and electricity ducts along Waitangirua Link Road is complete
While some unexpected ground conditions and wet weather slowed things down in patches
the JFC contract team made good progress and the road has reopened
If you have any questions please contact us on [email protected]
Stage 2 – Te Ara Kāpehu (formerly the Whitby) Link Road – partial closure
The second stage of work is taking place along Te Ara Kāpehu Link Road (between the Silverbrooke development and the T-junction with Waitangirua Link Road) also to lay water pipes and power cabling
The new power cables will allow future capacity increases
anticipating housing growth as this area continues to expand
An additional 2.4 km of drinking water pipes will connect to the new
larger reservoir being built at the end of Stemhead Lane
The reservoir will cater for future demand on Porirua’s drinking water network and improve network resilience by adding a second connection to upper Whitby and providing capacity in case of an emergency
These upgrades also reduce and ultimately remove current reliance on pump stations
The new reservoir is planned for construction in the first half of 2025 and will be delivered by Te Rā Nui
It will increase the amount of water available from 4.5 million litres to 13.5 million litres
For the work to be completed as quickly and efficiently as possible
the decision was made to fully close the road from 4 November 2024
so work crews had unimpeded access to the site
If we were to keep the road partially open the work would take considerably longer and cost considerably more
At the time of building the Transmission Gully link roads
water and electricity infrastructure wasn’t installed because no one knew either the scale and/or timing of residential development and the new reservoir had not been planned
The eastern parts of Porirua have been growing quickly and the new reservoir is being built in 2025
We are working together with all parties using a ‘dig once’ approach to try and minimise disruption as much as possible
road and lane closures will be disruptive for regular users of the link roads
and individuals and businesses living and operating in the area
The level of disruption depends on where people are going
where they’re leaving from and what else is happening at the time
Our traffic modelling shows there may be some hotspots but they are likely to be minimal and only at peak times
we are working together using a ‘dig once’ approach to get water and electricity upgrades done at the same time
Teaming up to do this infrastructure work means we only need to close the road once
which would have been more inconvenient to road users
We encourage motorists to plan their journeys using alternative routes and allow extra time
this is likely to be done in two stages and will mostly be chipseal
Stage one will be resurfacing the one lane where the road has been dug up to accommodate the new pipes and cables
Current areas of the road that are failing will be repaired
Stage two will happen a year later once this new surface has bedded in
Then the Council will come back and resurface both lanes of the road
Stage two will result in minimal disruption – likely just a few days of traffic management measures in place
Warspite Avenue/Niagara Street intersectionFrom Monday 13 January 2025 we will be laying electricity ducting and water pipes in the Warspite Avenue/Niagara Street intersection
This is a part of the Waitangirua Link Road works and will take about two months to complete
From Monday 13 January 2025 we will be installing two manholes on the grass verge adjacent to the existing pump station on Navigation Drive
This is a part of Te Ara Kāpehu Link Road (formerly known as the Whitby Link Road) works and will take about one month to complete

We are currently conducting pressure tests on the new pipes in Waitangirua Link Road
we are on track to reopen the link road next week
Once the road reopens crews will return in about two months’ time to liven the water connection
Following the reopening of Waitangirua Link Road
Stage two: Te Ara Kāpehu Link Road (one-way lane closure starts next week)
We plan to start work on laying new water pipes and power cabling for Te Ara Kāpehu Link Road next week
See the map below for an overview of the work
We are now aiming to reopen Waitangirua Link Road after Easter
which will mark completion of the first stage of this project to improve the water and electricity networks for the eastern suburbs
The delay to reopening is due to some issues with ageing water shut-off valves along Warspite Avenue
We have successfully resolved those issues with the valves
allowing us to connect the new water pipes from the Waitangirua Link Road into the existing watermain
which involves closing one lane of Te Ara Kāpehu Link Road (formerly known as the Whitby Link Road) for two months
Stage two: Te Ara Kāpehu Link Road (one-way lane closure starts week of Tuesday 22 April)Beginning the week of Tuesday 22 April
work starts on laying new water pipes and power cabling for Te Ara Kāpehu Link Road:
The work at Navigation Drive to install two manholes in the grass verge
The traffic management used on site has resulted in very little disruption to traffic flows and access for residents and pedestrians has been maintained at all times
(which is part of this second stage of work) should be completed by Friday 11 April
We have had a few issues with the connection of the new pipes into the existing ones resulting in some water shutdowns not happening as planned
There will be further notifications of water shutdowns when we connect these pipes
Thank you for your patience as we work through this
If you have any questions, please contact us on [email protected]
The first stage of this project to improve the water and electricity networks for the eastern suburbs is nearing completion
We are expecting to reopen Waitangirua Link Road the week of Monday 7 April
subject to weather and finishing the final aspects
Stage two: Te Ara Kāpehu Link Road (one-way lane closure begins the week of 7 April)
Communication about the lane closure is planned to be rolled out in the lead-up to this stage two work beginning
If you have any questions, please contact us on [email protected]
our contractors have been working across an intersection relating to the Waitangirua Link Road services upgrade work – the Warspite Avenue/Niagara Street intersection
Work will start in late January on another site – the Navigation Drive/Schooner Drive intersection
Work started on 14 January to lay the electricity ducting across the intersection and into Niagara Street
We will also be laying the large watermain across the intersection to the connection point for the existing Warspite Ave watermain
This work involves carrying out pressure testing
and receiving sign-off from Wellington Water and then completing the connection itself
Temporary reinstatements of the asphalt will be done as work progresses
and our crews will come back at the end to permanently reinstate the road surface
We expect work at this intersection to take about two months
This work involves the installation of two manholes on the grass verge adjacent to the existing pump station and also starts in late January
We have run public notices about this work in the 17 December edition of Kapi-Mana News and in selected January issues
Letterbox drops have been completed for affected local residents and businesses and people on our email list have been updated periodically
Work continues to progress well on the Waitangirua Link Road with trenching
duct and water pipe laying progressing well
along with the basecourse reinstatement work
our contractors will be working across two intersections relating to the Waitangirua Link Road services upgrade work – the Warspite Avenue/Waitangirua Link Road intersection and the Navigation Drive/Schooner Drive intersection
work will start to lay the electricity ducting across the intersection and into Niagara St
This work involves the installation of two manholes on the grass verge adjacent to the existing pump station and also starts on 13 January
We will be running public notices about this work in the 17 December and 14 January editions of Kapi-Mana News

Progress on site and work over the holiday period
Work continues to progress well on the Waitangirua Link Road with over 700 metres of trenching
Our team will be working through the Christmas shut down period
If you have any questions, please contact us on [email protected]
Waitangirua Link Road closed from Monday for up to 5 months
Just a reminder that the Waitangirua Link Road will be closed from this coming Monday
This will enable improved drinking water supply and electricity network services for the eastern Porirua suburbs and Whitby
Wellington Electricity and Kāinga Ora are working together to upgrade these essential services
with John Fillmore Contracting (JFC) undertaking the work
We have been trying to make sure as many people as possible know about this work through Kapi Mana News
our Council website and through our Antenno app
There are also roadside VMS (variable message sign) boards up in key locations to let people know about the work and Google maps will no longer show the route for the duration of the work
Please feel free to forward this email on to anyone else who needs to know
There will be a full closure of Waitangirua Link Road – from Warspite Ave to the T-junction with Te Ara Kāpehu (formerly the Whitby Link Road)
The work is expected to take up to five months to complete
The road will be fully closed so work crews have full access to the site
Keeping the road partially open during the work would take longer and cost more
Once the cabling and pipework is completed
People who normally use the road will need to plan their trip in advance and allow extra time to reach their destination
Once the Waitangirua Link Road work is complete and is back open
there will be a partial (one-lane) closure of part of Te Ara Kāpehu Link Road
larger reservoir to be built at the end of Stemhead Lane

Fire and Emergency says a vegetation fire in a Whitby reserve in the Wellington suburb of Porirua has been contained
and crews remain on site to monitor the area and dampen down hotspots
A spokesperson said some houses were evacuated as a precaution
The police shift commander at the scene said residents were allowed to return to their homes just ahead of 4pm
They said some fire crews remained onsite to monitor the area and dampen down hotspots
Investigators will work to determine the cause of the blaze but he was unable to say whether there were any suspicious elements at this stage
Incident controller Steve Hudson said crews had been working on tricky terrain
moving uphill into the reserve ahead of the fire to put it out from above
The fire was now under control and contained
and FENZ was starting to wind down resources
He said the blaze started at the rear of some properties
and until known otherwise every fire was treated as suspicious
"We've just entered a restricted fire season
so people need to be aware that you should have a permit if you need any fires outside."
Fourteen crews worked to fight the fire in the Spinnaker Reserve in Whitby from about 2pm and it was contained by about 3.30pm

Whitby resident Ethan Oliver said he arrived home about 2pm
when he noticed people in the street watching a "big puff of smoke up over the hills"
He said the fire brigade had been called but was not yet on the scene
and when he went out the back he saw a big plume of smoke and fire curling up the bases of some trees in the reserve
"It wasn't like a big fire bank or anything
hopefully the boys get here and sort it out
He said luckily the wind was pushing the fire back up the hill
"It's been real hot the past couple of days
so it would have been a tinderbox back there."
The restricted fire season was declared for Porirua and Kāpiti Coast on Tuesday

Fisheries and Oceans Canada is working to improve the health of the Small Craft Harbour in Whitby
by dredging to remove old sediment that picked up historical contaminants over time
Fisheries and Oceans Canada (DFO) recently developed a Remedial Action Plan (RAP) to guide the cleanup (remediation) of Whitby Harbour
The project was awarded to Kehoe Marine Construction Ltd
The RAP aims to reduce potential risks to the health of people
that are associated with long term exposure to the chemicals found in Whitby Harbour
This will be achieved by removing contaminated sediment from the harbour
which will reduce harbour-wide dioxin and furan levels

sail a dodgy ship on a voyage to honour an explorer
But the sitcom setup fails to deliver much comedy or sense of quest
high-seas adventure and small-town amateurism
In 1991, a crew set off from Whitby to the Arctic island of Jan Mayen in an unseaworthy vessel. The purpose of their 3,000-mile voyage was to honour William Scoresby, a local navigator and inventor of the barrel crow’s nest (he also inspired the name of Lee Scoresby in Philip Pullman’s His Dark Materials
Scoresby had made similar journeys to the Arctic in the 18th century and his modern-day acolytes

The judge who acquitted Chelsea Whitby of manslaughter in relation to the 2020 death of her toddler did not make mistakes in limiting the testimony of experts
And if the limitation of the admissible testimony by two doctors was an error
it didn’t affect the outcome of the case anyway

Autopsy results showed the cause of death to be a subdural hemorrhage caused by significant blunt force trauma to the head
Whitby was originally charged with second-degree murder in the death
caused that trauma was a question at issue in the proceedings
which included testimony from a number of medical experts
That appeal was based on the premise that the judge who presided over Whitby’s trial improperly limited the scope of testimony by two doctors

the doctors were not allowed to testify about some aspects of the case
including certain opinion evidence about what caused Emerson’s injuries
Whitby’s lawyers submit that the admission of “unqualified or unreliable expert testimony — particularly in cases involving the death of children — can be dangerous and have devastating consequences.”
“They did not have the requisite expertise to offer their opinions on these nuanced and technical issues.”
there was “no lack” of expert testimony admitted from other medical professionals
this is not a case where limiting the experts evidence left the Court with a sanitized view of the case,” Whitby’s factum reads
suggesting the court heard from “true experts on the subject matter” who were properly qualified
Even if the judge did make a mistake in limiting the testimony of the two doctors
the Crown hasn’t proven it would have had any effect on the outcome of the case
Her lawyers argue that her statement to police
was the “defining feature” in the decision of the judge
The factum is asking judges of the province’s highest court to dismiss the Crown’s appeal
at which time lawyers are expected to make oral arguments
It is unclear when the court will render a decision on the appeal

ST HELENS coach Paul Wellens felt his side made too many errors as they went down away at Wigan Warriors
“All the pressure we sustained in the first 40 minutes was self-inflicted,” said Wellens
it was basic errors at the play-the-ball and not getting that side of it right
“The conditions changed quite quickly but you have got to be good enough to adapt to that
six and that is just way too much in a game of this magnitude against the quality of opposition we were coming up against
“All their points came from us giving up field position through cheap errors
There is a lot to like about our performance
but we can’t keep having the same conversations around how we are not winning big games through our own lack of concentration at times.”
Wellens decided to leave Jonny Lomax out for this game and went with teenager George Whitby
“I don’t think anyone comes away from this game today thinking George Whitby is the reason Saints lost the game,” added Wellens
“I thought the way the kid handled the occasion was first class
“He kicked the ball effectively and I think he’ll benefit so much from being involved in a game like this
There will be a lot of lessons he can learn
“I cannot fault George in terms of the way he approached the game
I thought he was excellent for such a young man playing in that environment.”
Wellens revealed that Harry Robertson is set for a spell on the sidelines after he missed the game with a quad injury
while Joe Batchelor is a major injury doubt after leaving the action with a hamstring problem
Whitby in Yorkshire is chock-full of goths

goths have flocked to a tiny town on the North Yorkshire coast to spend a weekend wandering the historic streets in their most outlandish gothic garbs
The Whitby Goth Weekend is a chance for goths from far and wide to congregate in this atmospheric harbour town
dominated by the dramatic silhouette of a ruined gothic abbey and famed for its connection to Dracula (Brom Stoker famously stayed here and it became an inspiration and location for his genre-defying novel)
Whitby-born photographer George Hutton has grown up seeing the festival evolve
“It began 30 years ago when a small group of goths decided to meet up in Whitby
the Elsinore Pub was the only pub that openly accepted and hosted them,” he recalls
the whole town welcomes goths from every walk of life
this is the heart of the festival: creating a place where a group of friends could meet and
come together and celebrate their individuality.”
Hutton has always felt fascinated by this influx of counterculture into an otherwise quaint
Whitby is a traditional seaside town; it is very picturesque
and nothing out of the ordinary really happens
and some even travel internationally to come to this quiet and small town.”
drawn to document the festival goers at the Goth Weekend’s 30th anniversary
my relationship with the festival has changed
I’ve become more fascinated by the individuals and have become more curious by them and their relationship with Whitby
I now go along twice a year as it’s such an interesting unique event.”
From mermaids in handcarts to plague doctors
and skeletal figures all set against the slate-grey of brooding northern skies
ice cream parlours and fish and chip shops
Hutton captures the chaos and surrealness of this special weekend
Abiding memories from this year’s event include watching droves of visitors ascend the 199 steps to St Mary’s church for sunset
“It was really beautiful to see such an array of people all standing around an old graveyard at the top of a cliff
taking in the golden evening light,” he tells Dazed
with the October-November Goth Weekend more often than not being covered in a blanket of thick cloud and fog
which does sort of add a fitting atmosphere.”
Of all the images he took over this year’s festival
there were a few pictures in particular which
most embody the spirit of Whitby Goth Weekend
and then the person dressed as an inflatable plant-like character wheeling a very small suitcase through the streets of Whitby
both these images show the uniqueness of the weekend and how there are no rules to how you should be dressed.”
the goth community is stereotypically presented as introverted
what becomes apparent at the festival is a real sense of community,” Hutton concludes
“It has become a place for people to freely express themselves within a safe environment which

Work continues on the construction of the new Whitby Sports Complex
Construction on the much-anticipated Whitby Sports Complex is progressing nicely
Officials celebrated the pouring of the first of two planned ice pads earlier this month as work continues toward the facility’s planned opening later this year
“Much progress has been made on the project to date
with many key construction milestones having now been completed,” said Steve Walo
capital project manager of facilities for the town
The new facility will be on the west side of Baldwin Street South, south of the 407 intersection
and will include an aquatic centre with a 25-metre
a separate leisure pool and second-floor spectator area
a double gymnasium with a three-lane indoor walking track
a twin-pad arena with 85-foot by 190-foot ice pads and flexible spaces to support community programs
The site will also include a 13-acre outdoor park with pickleball
“Work on the complex will continue over the coming months
with a ramped-up focus on building out the 13-acre outdoor park space while the weather’s warm,” Walo continued
“We are working hard with our project partners to get work done as quickly as possible and look forward to welcoming the community to this state-of-the-art facility.”
An exact opening date has not yet been announced

Raja Hamid of Whitby won $50,000 playing Instant Super Strike.
The winning ticket was purchased at Lucky Lotto Centre on Warden Avenue in Scarborough.
A Whitby resident who has been playing lottery games for nearly 50 years scored his first big win recently.
Raja Hamid won a $50,000 top prize with Instant Super Strike from the Ontario Lottery and Gaming Corp. (OLG).
Hamid, a retiree, has been playing OLG lottery games for nearly 50 years and also enjoys Bingo and Crossword.
“After purchasing my ticket, I played it at the store and used their ticket checker to see if it was a winner,” Hamid recalled, while visiting the OLG Prize Centre in Toronto to claim his prize.
“When I saw the prize amount on the screen, I felt very fortunate,” Hamid said.
Hamid plans to save his winnings, at least for now.
More people cast a ballot in this federal election than four years ago, but it doesn’t appear any records will be broken.
As of 7 a.m. Tuesday, Elections Canada was reporting a voter turnout of 67.15 per cent.
They still have some special ballots to count which they will do after 9:30 a.m.
Special ballots are those mailed in or those who voted at an Elections Canada office prior to Election Day.
Many experts were predicting record turnout after an all-time high 7.3-million Canadians voted in advance polls on Easter weekend.
The highest voter turnout for a federal election was in 1958 when 79.4 per cent of eligible voters cast a ballot.
The last election in 2021 saw only 62.6 per cent vote.
Locally there are still some polls to report, but in Durham, the Oshawa riding is showing the lowest turnout at 63.38 per cent.
Whitby appears to have the highest turnout at 72.05 per cent.
This story will be updated when polls are finalized.

The judge who heard the trial of a Regina mother acquitted of manslaughter in the death of her toddler set the bar too high for expert testimony
Autopsy results showed the cause of death to be subdural hemorrhage caused by a significant blunt force trauma to the head
which saw testimony from a number of medical doctors
But a fulsome written argument on the matter was not filed until late last month
with the legal document containing the Crown’s arguments (known as a factum) dated February 28
states that the judge who presided over Whitby’s trial improperly limited the scope of the testimony of two doctors
including providing certain opinion evidence about what caused Emerson’s injuries
the trial judge erred at law by setting the threshold too high to qualify both experts,” the document states
suggesting their evidence was “material” to the issue of the timing and cause of death
the Crown indicated another ground of appeal
alleging the trial judge failed to hear admissible evidence
Whitby has not yet filed her own written argument and no date has yet been set for the court to hear the appeal
