officer at U.S Embassy Warsaw when officials above my pay grade decided to close our consulate general and associated United States Information Service (USIS) branch post in Poznan The United States had won the Cold War and deserved a peace dividend We could do without a presence in western Poland would be sufficient representation outside the Polish capital the decision seemed penny-wise and pound-foolish given Poland’s role as a pivotal frontline NATO state in the struggle to protect Eastern Europe from Moscow’s push to restore its empire The United States now has 10,000 troops stationed in the country but we have diplomatic posts only in Warsaw and Krakow we have been closing provincial posts in favor of operating from heavily fortified embassy chanceries No doubt this new American way of diplomacy is safer and less costly But it also risks leaving us out of touch with daily life in places like Poland Nor does it help advance our foreign policy goals that the agency charged with leading the effort to understand and influence foreign publics has disappeared into the Department of State The country founded out of a decent respect for the opinions of humankind apparently decided eloquence about the pride Poles took in representing both America and their fatherland in going to work every day in an office where values like integrity “the more so since it was present in our in more than one pair of eyes The consul general handed the flag to the mayor who said it would have a place of honor in the city museum where an exhibit of grainy black and white photos portray the bloody Poznan riots of 1956 when Poles filled the city’s streets and hundreds died demanding “bread and work.” but the official American presence in the city will not totally fade away A “consular agency” will be established in the person of Ms as well as the State and Commerce departments housed in a new home in the central library of Adam Mickiewicz University in the wake of those 1956 riots that were one of the first signs of resistance to the unwanted communist system imposed on Poland and elsewhere in Eastern Europe the USIS staff did what USIS posts do everywhere though with the added complication of authorities who regarded Americans as a hostile element to be watched closely like the martial law years of the early 1980s Polish citizens could deal with the Americans only at their own peril—and they chose to do so many gathered with lit candles outside the consulate gates to show their solidarity Some of the Poles who participated in today’s ceremony found it ironic that the Americans are leaving now that democracy and capitalism are taking root in Poland They’ve learned about America’s budget woes and realize that large budgets are made up of small bits (closing this USIS post saves about $200,000 per year) But many clearly felt saddened and diminished by the decision One of Poland’s first post-communist prime ministers was Hanna Suchocka who had been chosen by claims that America was a decadent When the first NATO exercise ever on the soil of the former Warsaw Pact was held a few miles outside Poznan in 1994 the 600 or so journalists who parachuted in for the occasion managed largely because USIS Poznan staffers were around to help them and military press officers find everything from telephones to the parade ground The behind-the-scenes work that made “operation cooperative bridge” a public affairs success was typical of the low-key effectiveness of USIS Poznan which began as an outpost of the Cold War but went beyond conflict to form friendships and independence that eventually prevailed in Poland Whatever the future of American relations with western Poland those who served with USIS in Poznan—among them Thomas Carmichael—know their work In that city, LGBT activists and organisations have successfully established an open and accepting space in the EU’s most homophobic country We can learn some important lessons from this queer-friendly city Poznań's LGBTQ+ community is highly visible NGOs and social venues all prominently represent gay life Local authorities are receptive to the needs of the community; for example by including them in the new education strategy for 2030 But the work of NGOs and activists would be futile if it wasn’t for Poznanians’ cultural receptivity and openness Locals say their mindset is influenced by geographical and mental closeness to Germany My research analysed interviews with queer-identifying individuals featured in Mike Urbaniak’s A Different City: Queer Stories from Poznan (Inny Poznań: Rozmowy z Osobami LGBT+) Interviewees revealed Poznań's strong cultural receptivity The queer-friendly Poznań of today is the result of the city's rapid accommodation of its LGBT community Interviewees spoke about the multiple ways their experiences of queer life in Poznań differs from that of queer friends in other Polish cities Responses tended to focus on three areas that contribute most to the city's queer-friendly feel: venues Soon after the democratic transition of 1989, a gay scene began to emerge in Poznań, with the opening of several queer bars and clubs. However, many LGBT-identifying Poznanians link the real blossoming of queer spaces with the founding of Grupa Stonewall (Stonewall Group) an NGO which advocates for gay rights and supports queer individuals As an interviewee who has lived in the city for about ten years enthused: 'No other city [in Poland] has such well-developed and high-quality LGBT+ infrastructure' said: 'I came out of the closet and became a part of the LGBT+ community so LGBT people cannot take their safety for granted Poznań's vibrant gay scene allows queer people to feel safe to express themselves freely As one interviewee told Urbaniak: 'Nothing bad has ever happened to me here because I am gay which in our country seems like a great achievement Local activism gives Poznań's LGBT community genuine visibility and allows them to express their identities free from discrimination emphasised how they enjoyed fully 'out' lives and they reported few instances of homophobic behaviour from others Us being together is completely normal for our colleagues' Most LGBT people in Poznań live fully 'out' lives LGBT people in Poznań can also access an array of support services and offers psychological help and legal advice on gender affirmation Multiple other organisations offer various forms of support. Fundacja Tęczowe Rodziny (Rainbow Families Foundation) Through cooperation with local authorities the foundation gave queer families access to the Big Family Poznań Card discount scheme Poznań has earned a national reputation for queer inclusion including one for queer individuals facing homelessness In further evidence of Poznań's difference from other Polish cities, LGBT people have also been included in the 2030 education strategy planning. Western orientation 'The closeness of Germany has always been radiating culturally and socially to Poznań' This has resulted in ‘mental Germanness’ and suggests that the locals perceive themselves as different from other Poles Poznanians respect others’ privacy: they regard non-heteronormative sexuality as a personal matter and believe that queer presence in public space enriches diversity While the effect of LGBT activism in Poznań is evident, scholars predict ‘downstream effects’ of higher visibility in other places Research found that even in less culturally receptive communities change
