However, in July 1997 the Odra overflowed, resulting in disastrous floods in the Czech Republic, Poland and Germany. Southern Poland was among the worst-hit areas, with the floods responsible for the loss of 54 lives and over a billion dollars’ worth of damage.

Our primary role as consulting engineer was to support the investor in executing the works and activities related to the reservoir’s construction.

we also helped facilitate the process of providing renumeration for subcontractors

The types of impacts we considered ranged from dust
noise and changes in ground and water conditions
to transport disruptions caused by the works.
All these factors necessitated thorough planning and effective collaboration between teams
we participated in regular meetings with both the client and contractor to review the progress of the works – and address any issues directly.
Our team also played a pivotal role in navigating challenges during construction
As well as delivering the works during the coronavirus pandemic
there were two major surges of the Odra River in 2017 and 2020
we assisted in both the preparation for potentially difficult conditions and during them to ensure that the work was completed safely and on time.

This enabled the contractor to stay mobilised during the construction process
A key outcome of this was reducing construction lead times
which resulted in the project being completed successfully nearly six months ahead of schedule.

Night skies over the weekend erupted with vivid colors and awed people all around the globe as the solar wind from a severe geomagnetic storm produced by our sun entered Earth’s upper atmosphere and created auroral displays. The sun's activity was closely monitored and the storm's effects reported multiple times over the weekend by the National Oceanic and Atmospheric Administration’s Space Weather Prediction Center
NOAA predicted such a storm and has been preparing scientists for the event
The spectacular aurora sparked questions about possible connections to recent experiments by the High-frequency Active Auroral Research Program

The campaign supported research proposals from the University of Alaska Fairbanks to study mechanisms for the detection of orbiting space debris

The Raciborz region received an important cultural centre after the renovation of the historical castle of famous Polish Piast dynasty which now hosts historical reenactments
By creating a brand product of cultural tourism this project significantly enhances the attractiveness of the Racibórz Region which translates into increased competitiveness of the local economy and investment attractiveness
Therefore it corresponds with the idea of sustainable urban development and strengthening regional growth centres which are the priorities for ERDF
The project included the complete renovation of the Piast Castle dwelling which dates back to the 12th century when Polish prince Boleslaw Krzywousty got the territory back from the Moravians.
locals talked about the need to reconstruct and restore the castle
but due high costs the city could afford to renew just a part of the castle chapel
Only after acquiring EU funding in June 2008 did the full renovation work start
The project included total renovation of the gatehouse building and residential building
The gatehouse building was turned into a centre for the castle's events
There is also a tourist information centre
The residential building is now a space for exhibitions and includes an art studio and conference room
There is also a cosy restaurant with a summer garden.
Even the attic in the residential building has an important function: it has become a “business incubator” for new entrepreneurs who can work there without having to pay for certain utility bills
The castle’s courtyard has been totally renovated too and is now a place for outdoor performances and concerts
The new malt house is still under construction
All buildings are adapted for the needs of the disabled.
Every year the castle is visited by more than 70 000 tourists
Ten people have been employed full time as the result of the project.
Total investment for the project “The creation of cultural heritage of Moravian Gate on the Piast Castle in Raciborz” is EUR 5 737 207, of which the EU’s European Regional Development Fund is contributing EUR 4 680 763 from the Operational Programme “Silesia” for the 2007 to 2013 programming period.

and the irregularly elevated leitmotif were intentionally designed to evoke the "richness" of blood
The physical geometry of the building also aims to illustrate a larger concept about the facility: the clash between biology and technology
Any rounded parts of the building are meant to represent biology
and the straight sections represent technology.
"The intentional vivid color scheme of the elevation
making the building visually suprising to the public
calls attention to the idea of the blood donation," the architects said in a press release
"Application of the glazed panels is inspired by the local Silesian building tradition

Three different shades of red were used to create irregularity on the exterior of all four levels of the facility

who is an American-Croatian who was born and raised in the U.S.
but now attends college and plays club ball in Zagreb
Hercigonja-Moulton was a high school sophomore in 2009 when her Croatian-born mother (from Čakovec
where she still has relatives) helped to arrange a tryout for her with the Croatian U-17 national team
“It was a two-week camp with trainings twice per day,” Hercigonja-Moulton
who mostly plays center back but can also play in the midfield
“It was actually preseason training for the team and they had brought in other new players besides me
I felt welcomed even though I did not speak Croatian well yet
Everyone was very warm as is the Croatian way
and I was happy that they asked me to play in the European qualifiers that year
They told me that I had a good head both physically and mentally
meaning I was good at heading the ball but also that I was a smart player.”
A spot with the U-17s eventually led to a position with the full national side for Hercigonja-Moulton
who was born in Los Angeles but raised mostly in North Carolina before attending high school in Miami
She could have qualified to play for the U.S.

After three years of commuting nine hours by air between Miami and Zagreb for national team commitments, she made the choice to continue her education in Croatia at the University of Zagreb, where she studies mass communications and public relations and is due to graduate this year. Hercigonja-Moulton explained her rather unique decision to combine a top national women’s league and college abroad rather than at home.
“While the huge benefits of my European journey are obvious, like playing first class football with the women’s national team and connecting with my Croatian roots, I learn about myself and the subtle differences or benefits a little each day; and these are the insights that I suspect will shape my adult life in the most meaningful ways,” she said.
Hercigonja-Moulton surely would have had a free ride to a top university in the United States but showed her commitment to Croatia by taking courses in a second language and paying for her first year’s tuition herself.
“Being half-Croatian, I had prior knowledge to the Croatian language, so I didn’t totally struggle my first year when I paid a foreign student tuition [at the University of Zagreb],” she said. “I satisfied all the criteria that first year and became a resident, so the second and and third year tuition was free.”
Unlike in the United States, universities in Europe do not have extensive intercollegiate athletics programs, so Hercigonja-Moulton has played three years of club ball with Dinamo Maksimir in Zagreb in the 1. HNLŽ or Prva hrvatska nogometna liga za žene (First Croatian Football League for Women), which she initially joined because “they were a very strong side at the time with four to five women’s national team members and coached by then women’s national team coach, Dean Klafurić.”
Dinamo Maksimir finished fourth in the eight-team 1. HNLŽ during the recently completed 2013-14 season, with 24 points on 8 wins and 8 losses in 16 games. Osijek won the title with an undefeated record of 16 wins, 0 ties and 0 losses for 48 points, scoring 135 goals while allowing only 4. This was Osijek’s eighth consecutive league title.
Hercigonja-Moulton is not done in Europe, however, because along with her national team duties, she has already trialed with a Frauen-Bundesliga side which she hopes to join for the 2014-2015 season, which begins this fall, once her studies are completed.

It is important to remember that we are dealing with powerful forces of nature and disasters of this kind tend to be unpredictable
.It would be pointless to draw comparisons between the current floods and those of previous decades
What happens is that a big cloud appears on the Polish-Czech border and both countries get about the same amount of rain
You could say that the disaster is triggered in the same way and in the same place during the summer period
which can be used to flatten the flood wave on the Oder and prevent a catastrophic event in the form of the combined impact of the flood waves of the Nysa Kłodzka and the Oder
The capacity of the Wroclaw water system has also been upgraded
the system is able to channel 3100 m3/s of water through Wrocław
which is very important for the city itself
The third key element is better communication between Poland and the Czech Republic

The scenarios drafted by hydrologists as recently as yesterday have turned out to be underestimated
Below we explain what has changed: The water in the Oder River
comes from the Kłodzko Valley and the Oder's drainage basin
These two components determine how much water will appear in our largest river
Kłodzko Valley: Rainfall in the Polish and Czech mountains and foothills
as well as damage to the dam in Stronie Śląskie and uncontrolled flows in other areas
have forced the Polish Waters Authority to significantly increase water discharge from the four reservoirs into which the Nysa Kłodzka River flows
the flow is not the previously estimated 400 m³/s but 1,000 m³/s
as rain is expected to continue in the mountains tomorrow
Main Oder Current: The flow is being limited by the Racibórz reservoir
which is currently filled to about one-third of its capacity
750 m³/s is being discharged from Racibórz
and if the rain stops tomorrow – as forecasts predict – Racibórz should not increase its discharge
These two sources mean that a significant amount of water is flowing toward Wrocław
Hydrologists from the Institute of Meteorology and Water Management (IMGW) estimate that at its peak
That is a lot of water: more than in 2010 (when it was 2,100 m³/s) but less than in 1997 (when it was 3,700 m³/s)
the Wrocław Water Junction has been modernized and is now capable of handling up to 3,100 m³/s
I believe it is best that we are ready for every scenario
In the scenario drafted for these circumstances (the water flow of 3,100 m³/s)
there are a total of 256 different tasks and actions assigned to various services: - on the night from Sunday to Monday
- We are raising the embankment at Kozanów and Opatowice and starting to install flood barriers as additional protection along the city canal from the Psie Pole weir to the Trzebnicki Bridge
- We are closing Ślęzoujście Street to lower the sluice gate on the Ługowina River
This will prevent backflow from the Oder into the Ługowina
while at the same time allowing excess water from the Ługowina to be pumped over the road into the main Oder channel
Water will spill out into the polders both within and outside Wrocław
We must ensure that the water stays between the embankments
The entire operation will be coordinated by the Crisis Management Centre
and the scenario also presumes support from the Army
you have received RCB (Government Security Centre) emergency text alerts on your mobile phones instructing not to use tap water for drinking in flooded areas
We are preparing for water levels equal to or higher than those in 2010
This means we will need to raise the Oder embankments in some areas
All tasks will be coordinated by the Crisis Management Centre and the State Fire Service with the assistance of the Volunteer Fire Brigade
Some of you may need bags and sand to secure your own garages
or the buildings may be located in lower areas
we have prepared bags and sand at the ZDiUM (Roads and City Maintenance Administration) premises on Długa Street
and on Tuesday and Wednesday from 8:00 AM to 7:00 PM
you will be able to collect bags and fill them with sand
There are 60 tons of sand available on site
Everyone will be able to take as many sandbags as they need
This is a necessary condition to ensure that the sandbags are used by those who will actually use them for flood protection

The troposphere is the lowest layer of the Earth’s atmosphere
where essential physical processes that affect the weather occur
Monitoring its state in real-time is not only of great research and cognitive importance
Knowledge of the dynamics of the troposphere improves the quality of forecasting models
and the continuously obtained data is a very valuable material
The Institute of Meteorology and Water Management has just launched the first radar profiling anemometer in Poland
which will be a permanent element of the system for monitoring and forecasting meteorological phenomena
wind profile testing up to 5000 m above ground level
the test phase of scanning the atmosphere above 3000 m is underway
The Wind Profiler is a fully automatic remote-sensing instrument that allows tracking changes in the lowest layer of the Earth’s atmosphere on an ongoing basis
There are currently 34 such devices in operation in the European Union and NATO countries
Installed last year at the hydrological and meteorological station in Racibórz
the Wind Profiler LAP3000 is the first radar anemometer in Poland
control measurements in winter conditions were launched in January this year to obtain information on the effectiveness of the device
The Wind Profiler functions similarly to weather radar
except that its purpose is to measure the state of the atmosphere vertically
The device sends a beam of electromagnetic pulses
which is scattered and partially reflected by air particles with different turbulent properties
The signal returning to the antenna contains information on
The device achieves the best technical and operational conditions in the frequency range of 1290 MHz
which is commonly used by meteorological services in European countries (WMO Region VI)
It is also the range in which the Wind Profiler will operate in the measurement network of IMGW-PIB
This will enable the obtained data to be directly used in the international system of meteorological forecasts and warnings
Measurement effectiveness tests carried out in February 2023 consisted of determining
the percentage share of measurements qualified by the device manufacturer as validated
giving 98 percent of correctly collected data
For the horizontal component of wind velocity and direction
the best results were more or less obtained for a layer from 150 m to about 2100 m above ground level
the effectiveness of the return signal reception decreased
these data are still useful for the meteorological evaluation of individual events
the study of high concentrations of particulate matters
As for the measurement of vertical wind velocity
excellent results were obtained for the entire sounding range – from 500 m to 3000 m above ground level
The Wind Profiler LAP3000 is also adapted to measure the precipitation rate
the measurement efficiency of this parameter was not very high and rarely (only up to about 900 m above ground level) exceeded 25 percent
Whereby these analyses were carried out when precipitation was simultaneously recorded by standard ground devices at the meteorological station in Racibórz
additional calibration of the instrument in identifying this parameter is likely necessary
Although the radar profiling anemometer is mainly used in operational work and for studying individual meteorological events
the measurement data collected with it can be successfully used in statistical and climatological analyses
The most common form is the study of the characteristics of wind velocity and direction distribution at different altitudes
The measured data obtained from the tests show how much the variability of both parameters is at different altitudes
This information is of considerable importance
but it can also help in pollution analyses and forecasts
Air quality against data from Wind Profiler
an increased concentration of particulate matter was recorded in the upper Oder River area
Measured data from the station in Racibórz and obtained from the radar profiling anemometer showed that the main cause of the increase in pollution on these days was the extended high-pressure system and the specificity of distribution of wind velocity and direction at individual altitudes of the troposphere
the surface layer of the atmosphere was dominated by a light breeze below 1 m/s
and the horizontal components of wind velocity up to a height of 250 m were a maximum of 4 m/s
when the highest PM10 concentrations were recorded
the wind velocity in the layer up to 1000 m did not exceed 5 m/s
the vertical components of wind speed up to a height of 1 km were close to 0 m/s or negative (up to –0.1 m/s)
The prevailing wind was from the northern and eastern sectors
except a section of the atmospheric layer at an altitude of about 750 m
where the wind was blowing from the southwestern sector
Similar tests will be repeated at the end of the year
to confirm the existence of an impact of stagnation conditions on the horizontal and vertical transport of pollutants
The measurement results can then be implemented in the modeling of weather and aero-sanitary processes
