A planned new deepwater container port in northwest Poland has received final environmental approval after a legal challenge by an NGO from neighbouring Germany was rejected
Construction of the port – located in the city of Świnoujście within a protected nature reserve near the border with Germany – is now expected to be completed in 2028 or 2029
providing “a huge boost for the economy”

But the project, initiated under the former Law and Justice (PiS) government, has raised concern in both Germany and within Świnoujście itself

but also a strengthening of the country’s broadly understood security.”
The legal challenges relate to an environmental impact assessment (EIA) regarding the project published by the Polish General Directorate for Environmental Protection (GDOŚ) in 2023
It contained compensatory measures to protect affected ecosystems in Poland and anticipated no significant environmental impact on the German side of the border
But a group of German MEPs criticised Poland for not providing relevant documents and for declaring the EIA complete before the appeal period had ended
Their independent assessment of the port project found that it “would significantly affect flora and fauna on both sides of the German-Polish border”

now environmental permission has been finalised
the project is awaiting a construction permit
The terminal in Świnoujście is to be built and later operated by a consortium of Qterminals from Qatar and Deme Concessions from Belgium. The onshore part of the investment is to cost around 1.2 billion zloty (€284 million) while the approach channel is estimated at ten billion zloty and a pier at 2.5 billion zloty
The new terminal is expected to allow 400-metre-long ships access to the port and will have a target handling capacity of two million TEU (twenty-foot equivalent unit – the size of a standard shipping container) per year
For comparison, all of Poland’s existing ports handled 3.27 million TEU of containers in 2024, up 9.3% from 2023. The port of Gdańsk, the fifth-busiest in Europe

Poland’s gas transmission system operator Gaz-System has expanded the regasification capacity at a liquefied natural gas (LNG) terminal in Świnoujście
This makes it possible for the European country to step up its energy security game by taking the diversification of its gas supplies to the next level
this expansion of the President Lech Kaczyński LNG terminal enabled the regasification capacity in Świnoujście to reach 8.3 billion cubic meters (bcm) per year as of January 1
by increasing the number of submerged combustion vaporizer (SCV) regasifiers
building a second quay and a third tank for process storage of LNG
the expansion of the terminal implements one of the key goals of Poland’s energy policy
which refers to the diversification of sources and directions of natural gas supply

The regasification capacity now amounts to 8.3 billion cubic meters

emphasized: “The expansion of the LNG terminal in Świnoujście is the result of the long-term strategy of the Polish state

Gaz-System explained that the two-stage facility expansion program entailed increasing the operating parameters of the existing regasification installation in the first stage
including installing two more SCV regasifiers and a measurement line
enabling the terminal to provide regasification services with a capacity of 6.2 billion cubic meters from January 2022
The second stage saw the construction of a third tank and a second quay for unloading
along with a transmission viaduct connecting the quay installations with the new tank to improve the terminal’s flexibility and increase operational capabilities like receiving larger volumes of LNG gas supplies and bunkering

is an important element of the real diversification of gas supply sources to Poland

The Szczecin and Świnoujście Seaports Authority was the investor in the construction of the hydrotechnical part of the quay

The expansion of the Polish LNG terminal project is on the European list of projects of common interest
and the investment related to the expansion is co-financed from the European Regional Development Fund under the Operational Programme Infrastructure and Environment 2014-2020
This FLNG unit will be permanently moored to the jetty, with commissioning scheduled to start in late 2027 or early 2028.

Bunker supplier Avenir LNG has conducted its first loading and unloading of LNG from the Swinoujscie LNG import terminal in Poland
The 7,500 cbm LNG bunker and transport vessel Avenir Aspiration recently assisted with the commissioning of the newly built small-scale LNG jetty
The company conducted several functionality tests
including the loading and unloading of LNG from the terminal
‘We are pleased to support the development of small-scale reloading services at Swinoujscie LNG Terminal,’ Avenir LNG said in a LinkedIn post today (20 December)
The operation was organised in collaboration with the Polish energy company ORLEN S.A

Poland plans to develop a deepwater container terminal within a protected nature reserve in Świnoujście on the Baltic coast
Proponents point to potential economic gains but critics
have raised concerns over the environmental impact and whether local infrastructure can handle the cargo

Soon the division of Świnoujście, a port and resort town near the German border, may deepen as Poland’s new ruling coalition continues with the former government’s plans to construct a deepwater container terminal
The terminal, located beside the LNG facility
will be situated within a nature reserve under the protection of the European Union’s Natura 2000 network

Activists and some politicians in both Poland and Germany have opposed the project for years
predicting harmful environmental effects and a negative impact on local economies that are reliant on tourism
Although the European Commission approved the plans in January
citing imperative reasons of overriding public interest
research by Notes from Poland suggests that this decision should be viewed with scepticism
The deepwater terminal is to be built in an area currently home to common eiders and gulls
Approximately 45 hectares of forest and dunes will need to be cleared for port
harbour entrance and turning basin will span around 350 hectares
To allow 400-metre-long ships access to the port
13 million cubic metres of seabed will be dredged and disposed of roughly 20 kilometres from the terminal
posing a threat to several unique ecosystems protected under Natura 2000
EU law and bilateral agreements with Germany required the Polish authorities to conduct an Environmental Impact Assessment (EIA)

After presenting port plans in 2015, the former Law and Justice (PiS) government took five years to begin the EIA process, following inquiries from Polish MPs
notes that the Polish authorities did not uphold the aforementioned agreements
They provided necessary German translations of documents only when asked and declared the EIA complete before the appeal period had ended
According to the EIA published in October 2023 by the Regional Directorate for Environmental Protection (RDOŚ) in Szczecin
Poland will take compensatory measures that can adequately protect the affected ecosystems
These measures include using quiet technologies and relocating the affected Natura 2000 areas to another location
The EIA also anticipates no significant impacts on Natura 2000 areas in Germany
Activists and politicians from both Poland and Germany challenge these claims
“It’s unlikely that such a large-scale intervention wouldn’t impact nearby areas
Nature knows no boundaries and operates as an interconnected system,” says MEP Helmut Scholz from Germany’s The Left
Scholz, in collaboration with his European Parliament colleague Neumann, commissioned an independent assessment of the port project which found that the expansion “would significantly affect flora and fauna on both sides of the German-Polish border.”

Sauerwein emphasises that Poland’s current EIA only addresses the terminal’s immediate site
ignoring the impact of increased land and maritime traffic
“This oversight neglects amplification effects,” he says
“The EIA fails to assess the full impact scenario from Świnoujście to [German island] Rügen.”
The Polish authorities also announced a new sea access route in early 2023
for which they commissioned a feasibility study on 8 May
It is intended to replace the existing route
which runs partly through German waters and is too shallow for the ships the port in Świnoujście is intended to serve
Sauerwein suspects political motives behind this decision: “By changing the route
they prevent Germany from saying no.”
the Seaports Authority of Szczecin and Świnoujście (ZMPSiŚ) – the body responsible for managing the development of the port – has allocated 500 hectares of land for the project
This decision was introduced through a special bill in the Polish parliament
without consulting the citizens of Świnoujście or the local government
and despite the environmental implications

the ZMPSiŚ gave assurances that the land area of the terminal will not exceed 45 hectares
“It is mainly an area for the construction of access infrastructure (road and rail) to the terminal and is not equivalent to the felling area

Numbers available on the project’s website and shared by politicians point to a target handling capacity of two million TEU (twenty-foot equivalent unit – the size of a standard shipping container) per year

Yet no studies have been conducted to analyse demand for the port’s services
an expert in maritime economy who advises both the local and national government
the ZMPSiŚ claimed that they “have for many years conducted their own analyses of the potential of…the Baltic container shipping market in terms of locating a deepwater container terminal in Świnoujście”
the ZMPSiŚ did not provide us with any materials to evidence this claim
the Polish infrastructure ministry – who also declare to have conducted market assessments – refused to share any documents
a container shipping industry expert and head of the Port of Hamburg’s office in Poland
suggested to business website Money.pl that “so far none of the large shipowners or global terminal operators have been interested in this project”
Zahorski estimates that the potential capacity should be closer to 400,000 TEU
“But if we take over 200,000 [TEU] it will already be a big success.”

In order for unloaded containers to be transported across Europe
a network of efficient railways and roads is necessary

but highlights that the current state of infrastructure might hinder its competitiveness

the speed of trains carrying cargo from German seaports oscillates between 60 and 80 km/h
That’s about 34 trains a day,” Zahorski calculates
Meanwhile the S3 highway remains under construction
The government considers it “a key transportation corridor that opens Polish ports to central and southern Europe”
But Joanna Agatowska – a former member of the Świnoujście city council and the mayor of the city since April – voices her scepticism

“One lane of the S3 highway will be constantly occupied [by freight carriers]
so we are left with only one lane for private vehicles,” she says
explaining that tourism in Świnoujście is already decreasing due to road traffic
no buffer parking space has been added along the S3
increasing the likelihood of traffic and road congestion
and not enough space was left to expand the parallel railway
Zahorski points out that even Germany – a country more experienced in containerisation than Poland – struggled with its own deepwater terminal project
The JadeWeser port opened in 2012 in Wilhelmshaven was designed for 2.8 million TEU
but currently handles only around 500,000 TEU
Further doubts about the project arise owing to the reputation of its management body
Agatowska feels that the city and its residents have been cheated by both the ZMPSiŚ and the former mayor
whose tenure overlapped with the 20 years he spent on the company’s supervisory board until 2020/2021
Agatowska learned about the ZMPSiŚ’s plans to build a deepwater terminal after hearing a rumour from a colleague
She asked Żmurkiewicz about it at a city council session in late 2015
Żmurkiewicz and the ZMPSiŚ had already made an exploratory visit to the port of Algeciras in southern Spain “with the aim of learning about…an operating model that the Baltic port wants to transfer to its facilities,” reported local broadcaster Radio Bahia Gibraltar at the time
the mayor started to share more information
the ZMPSiŚ had hired the consulting company Ernst & Young to conduct an initial economic analysis of the project

Żmurkiewicz promised to conduct a local referendum about the terminal
Agatowska kept pushing for it and was eventually dismissed from her position as chairwoman of the city council
The ZMPSiŚ continued its activities despite the aforementioned discrepancies
Politicians from the former PiS government made assurances about the necessity of the idea and its bright future
But the project did not immediately attract investors
The April 2021 tender for its completion saw only one applicant – the UK-based Baltic Gateway Limited
who later turned out to have connections with the ZMPSiŚ board
yet may have created the illusion of interest in the project
When a subsequent tender was opened, two companies – QTerminals from Qatar and the Belgian-based DEME – were selected to build the terminal and provide measures worth at least €5 million that benefit the local community
But this amount will not even be enough to cover the road renovation
the cost of which is estimated at €5.5 million
“Both companies are able to withdraw [from the agreement] at the snap of a finger,” adds Zahorski

LNG import in Świnoujście has been a cornerstone of the strategy to diversify gas imports to Poland from the start
The share of deliveries by sea has been systematically growing
from about 8% of gas deliveries from abroad in 2016 to 46% in 2023
The largest number of LNG deliveries to Świnoujście came from Qatar – 143
followed by the United States with 134 deliveries
Nigeria and Trinidad and Tobago with three each
The remaining four are scheduled for delivery by the end of 2025

TGE Gas is building the LNG tank in consortium with Polish construction company PORR under a $481.7 million contract
To remind, Polskie LNG, a GAZ-SYSTEM company, was granted a permit to add the 180,000 cubic meter storage tank at the Polish import facility in 2021
TGE’s scope of work includes basic and detailed design of the LNG storage tank

Poland’s longest underwater tunnel was opened today in a ceremony attended by leading government figures
who proclaimed it as a great national success
have noted that it was entirely funded by the European Union and local authorities
The tunnel runs for almost 1.5 kilometres under the Świna
a channel in northwest Poland that connects the Szczecin Lagoon with the Baltic Sea
It creates a road link between the Polish city of Świnoujście – which is located on an island divided between Germany and Poland – and the Polish mainland
who has run the city for a total of 26 years during two periods in office
has made it his mission to ensure the tunnel is built
Świnoujście was the only city in Poland without a road link to the rest of the country and drivers could only cross the Świna by ferry
told broadcaster TVN that the new tunnel will indeed be transformative
“I have a job where I have to commute almost every day
I am very happy that I will not have to wait for the [ferry] crossing anymore,” said Mateusz Kapica
Local authorities also believe the link will be a boon for local tourism
One of the islands on which Świnoujście is located – called Uznam in Polish and Usedom in German – is known for its sandy beaches and has been a popular tourist destination since the 19th century

with the remainder coming from the city of Świnoujście

PiS politicians note that it was under a previous PiS-led government in 2007 that plans for the tunnel were first put in place
Joachim Brudziński – currently the head of the party’s election campaign and an MEP – has also strongly advocated for the project
But those plans stalled after PO came to power in 2007
with then Prime Minister Donald Tusk saying in 2010 that the costs were too high amid the fallout from the financial crisis
the idea of building the tunnel was resurrected while PO was still in power
but the majority of work – including tenders and construction – took place after PiS returned to office in late 2015

The Szczecin and Świnoujście Seaports Authority SA and a consortium consisting of DEME Concessions N.V
have signed a preliminary agreement for a 30-year lease of land located in the outer port in Świnoujście
building and operation of the Deep-water Container Terminal
“This is an investment that will provide a development impulse not only for Świnoujście and Western Pomerania
but for the entire national economy,” said Krzysztof Urbaś

The construction of a deep-water container terminal in Świnoujście is one of the elements included in the “Seaport Development Program until 2023”
The aim of the program is to strenghten the position of Polish ports in the Baltic Sea basin and establish key nodes of global supply chain for Central and Eastern Europe
the terminal will be capable of handling up to 2 million TEU per year
one with a length of 400 m and one of 200 m
the terminal will be built almost entirely on the pier located in the Pomeranian Bay and will be financed by an investor who was selected by means of a competitive tender procedure
The terminal is set to be equipped with low-emission equipment in accordance with the highest ecological ‘green terminal’ standards
the new terminal should start operations in early 2028
The European Commission has approved a €130 million investment from the European Regional Development Fund (ERDF) to expand the Liquefied Natural Gas (LNG) Terminal in Świnoujście
The project will increase the terminal’s capacity to convert LNG into its gaseous form
The ERDF financing was possible notably due to an important regional dimension of the project
LNG from the terminal will be transported through the newly constructed interconnectors to other countries including the Baltic States
Vice-President for Energy Union Maroš Šefčovič said:
I applaud Poland’s commitment to diversification policy that lies at the centre of our energy union strategy
It is yet another key step in strengthening security of supply of entire Central and South Eastern Europe
increasing competition on the regional gas market and providing industry as well as households with secure
The LNG terminal’s construction was supported by a €224 million ERDF grant in the previous EU budget period. The development of the terminal is part of ongoing efforts to achieve energy independence and the EU Climate Goals

Poland has been in talks since 2006 with a number of LNG producers to allow it to diversify its gas supply and reduce its reliance on Russian gas provided by Gazprom
Polish Government and institutional finance
Poland was caught up in a row between Russia and the Ukraine
which resulted in a reduction of gas supplies to Poland
The Polish government was anxious to avoid a repeat of that situation
and built an LNG terminal and investigated the possibility of a pipeline from Norway
The terminal was constructed at Swinoujscie near Szczecin in the western part of Poland’s Baltic coast (West Pomeranian region)
The advantages of this placement include the lower costs to receive big ships and freight compared with those in Gdansk
and there are large gas consumers (power station and chemical plant) in the immediate vicinity
A funding of approximately €950m was secured for Poland’s first LNG project in March 2010
Construction of the terminal was completed in October 2015
and it received its operating permit in April 2016
Poland’s annual demand for gas was around 16.4 billion cubic metres in 2009
Domestic production accounted for five billion cubic metres (30%) at that time
with the remainder provided by Russian imports
The new Nord Stream line from Russia to Germany (missing out Poland) is expected to have an effect on the amount of gas available for Poland from Russia
Gaz de France (GDF) previously expressed an interest in helping Poland to build and establish an LNG terminal
GDF agreed to supply 10.27 billion cubic metres of gas a year to Poland from 2022 to 2037 under an agreement signed in November 2009
the contract will be valid only after the required documents between the governments of Poland and Russia are signed
Canadian LNG engineering specialist SNC-Lavalin was chosen by the Polish natural gas distributor Polskie Gornictwo Naftowe i Gazownictwo (PGNiG) to perform the front-end engineering and design (FEED) for Poland’s first LNG import terminal in January 2008
The site chosen for the new facility was on the Baltic coast at Swinoujscie
The FEED contract is worth zlotyl26m (C$10.6m
SNC-Lavalin was chosen as the preferred contractor over five other bidders in the tender process that also included Suez-Tractebel of France
procurement and construction (EPC) contract for the project was awarded to a consortium of Saipem (SPM.MI) of Italy

The new terminal is expected to initially receive 5 billion cubic metres of liquefied gas a year as part of the Polish strategy to limit its dependence on imports from Russia

The LNG terminal is fully equipped with an unloading jetty with mooring system for unloading of large LNG tankers (with a boil-off and recondensing facility)

An 85km-long pipeline from Świnoujście to Szczecin was also built
connecting the LNG terminal with the Polish transmission system
The capacity will be enhanced in subsequent expansion phases of the project to 7.5 billion cubic metres
The cost of the project was estimated to be around €350m to €450m based on current prices of materials
however this increased by €500m to reach €950m
€200m was provided by European Bank for Reconstruction and Development
The remaining €750m was arranged by purchase of €75m of Polskie LNG bonds by each of ten other banks led by Bank Pekao and PKO Bank Polski

Thanks to the Poland-Lithuania gas pipeline launched in May this year
most of the cargo delivered to Klaipeda was shipped to the country after regasification
and the remaining part was sent to the market of the Baltic state
An EU-funded terminal for unloading and storage of liquefied natural gas (LNG)
and its subsequent conversion to natural gas and delivery to the national supply network
By contributing to diversification of gas supply
the terminal increases energy security in Poland and neighbouring countries irrespective of technical
and helps to satisfy a growing demand for gas
It must be remembered that this is a project on a European scale
Our intention is to provide access to infrastructure that is already built
as well as to new investments in the Polish transmission system
to our partners across Europe – mainly from the Central European countries
Equipment installed under the project includes berths for unloading LNG from carriers
two cryogenic storage tanks and a system for conversion of LNG to natural gas or ‘regasification’
The terminal is also fitted with gas transmission infrastructure and connections linking the shipping terminal with the unloading platforms and the storage tanks with the national gas network
the work included the purchase of measuring instruments
as well as construction of office buildings and infrastructure such as roads and fencing
The development is one of the first on-shore LNG terminals in central and eastern Europe
By facilitating the supply of natural gas to Poland from various sources worldwide
it helps to increase competition in Poland’s energy market
the unloading facilities can handle carriers with capacity of 120 000-216 000 m³ and have three unloading arms
The truck loading station is designed to handle 95 000 tonnes of LNG a year
The storage tanks each have a capacity of 160 000 m³
There is space in the storage plant for further development
Regasification facilities have a capacity of 570 000 normal cubic metres per hour (Nm³/h)
enough to supply 36 % of Poland’s current natural gas needs
This is set to increase to 856 000 Nm³/h by 2020
Natural gas-heated submerged combustion vaporisers turn the LNG back into natural gas
The project has had a positive impact on the skills of the 59 people hired to build the terminal and the 129 employed to operate it
Employees need specialist knowledge and competences and to this end
a training programme has been designed that included courses abroad
Contributions to the development of the West Pomeranian region
have come through higher tax revenue for regional authorities and the generation of additional purchasing power among local inhabitants
the terminal has increased the region’s potential to attract investment
particularly as regards the possible building of new gas pipelines
Investments linked to the construction of the terminal
It can be transported over long distances and thus contributes to development of Europe’s internal gas market
it brings environmental benefits in the form of reduced CO2 emissions
Total investment for the project “Construction of the liquefied natural gas regasification terminal in Świnoujście – unloading and regasification installation” is EUR 691 000 000
with the EU’s European Regional Development Fund contributing EUR 202 022 727 through the “Infrastructure and Environment” Operational Programme for the 2007-2013 programming period.

The company said in a statement it booked 8.3 billion cubic meters of regasification capacity at the LNG terminal from 2024 to 2040
The Polish gas firm also booked 6.2 billion cubic meters of regasification capacity in 2022–2023 as part of a tender organized by terminal operator Polskie LNG

Poland received a record number of shipments of liquefied natural gas (LNG) through its terminal in Świnoujście in May

State energy firm PGNiG yesterday announced that it had received its sixth LNG shipment in May at Świnoujście
The latest arrival was 73,000 tonnes of LNG from the United States
which corresponds to 100 million cubic metres (mcm) of natural gas after regasification
The firm noted that over the whole of May, the total volume of deliveries was 0.45 million tonnes of LNG, or 620 mcm after regasification. That is enough gas to cover use by all domestic customers for 2.5 months during the spring and summer, said PGNiG. Five of the shipments came from the US and one from Qatar
“The record monthly number of deliveries is the result of the intensification of LNG imports to strengthen Poland’s energy security,” said PGNiG

construct and operate a planned new deep-water container terminal in Świnoujście on the Baltic coast

The project aims to increase the capacity of the liquefied natural gas (LNG) terminal in the port of Świnoujście
to strengthen the country’s energy security and help bolster energy markets in the Baltic Sea region
Development of the terminal is part of an EU focus on key infrastructure projects that help Europe achieve its energy policy and climate goals
The project will enable the terminal to convert more LNG into gaseous form
and ensure LNG can be transferred into smaller tanks
It is divided into four tasks: increasing the terminal’s regasification capacity; extending the offshore system used to transfer LNG from vessels; extending the terminal’s railway infrastructure; and building a third LNG tank
The LNG terminal’s construction was supported by a EUR 224 million ERDF grant in the previous programming period
Increasing the terminal's regasification capacity involves upgrading the current system that converts LNG back to gaseous form
The improved submerged combustion vaporiser (SCV) regasification system will increase capacity to 7.5 billion normal cubic meters – or Nm3 – per year and allow for peak regasification capacity of 8.62 billion Nm3/year
This task includes the purchase and installation of two new high-pressure LNG pumps
Other components include installing new and/or extending existing pipeline installations
The second task will extend the offshore system used to transfer LNG to and from ships
such as loading and unloading arms that can handle a maximum of 12 000 m3/hour
the project will extend the terminal’s railway infrastructure used for loading LNG
as well as power and control systems.
a third LNG storage tank with a capacity of 180 000 m3 will be built
along with the necessary infrastructure such as pipelines
The project is one of six infrastructure investments by Polish gas supplier Gaz-System S.A
that are on the European Commission’s projects of common interest list published in November 2017

Extension of the terminal is a vital part of the North-South infrastructure corridor and the Baltic Energy Market Interconnection Plan for gas
It complements Poland’s energy policy and the EU’s Infrastructure and Environment Operational Programme 2014-2020
