High riverine nutrient loads caused poor water quality
low water transparency and an unsatisfactory ecological status in the Szczecin (Oder) Lagoon
a trans-boundary water at the southern shore of the Baltic Sea
Total annual riverine N (P) loads into the lagoon raised at the 20th century from approximately 14,000 t TN (1,000 t TP) to 115,000 t TN (10,500 t TP) in the 1980ties and declined to about 56,750 t TN (2,800 t TP) after 2010
water transparency (Secchi depth) and chlorophyll-a showed a positive response to the reduced nutrient loads in the Polish eastern lagoon
This was not the case in the German western lagoon
where summer Secchi depth is 0.6 m and mean chlorophyll-a concentration is four times above the threshold for the Good Ecological Status
Measures to improve the water quality focused until now purely on nutrient load reductions
but the nutrient load targets and Maximal Allowable Inputs are contradicting between EU Water Framework Directive and EU Marine Strategy Framework Directive
According to the HELCOM Baltic Sea Action Plan
the thresholds of the annual riverine nutrient inputs to the lagoon would be about 48,850 t N (1,570 t P)
Actions in the river basins that would allow meeting these targets are hardly achievable
Even if the load targets would be fully implemented
they are not sufficient to transfer the lagoon into a non-eutrophic state
The implementation of EU Water Framework Directive is further hampered
as consistent water quality thresholds for the two parts of Szczecin Lagoon are missing
An approach to harmonize them is presented
which incorporates the spatial differences
By implementing consistent water quality targets
Szczecin Lagoon could serve as blueprint for other trans-boundary waters
nutrient load reductions in the past decades had no effect on the water quality
frequent sediment resuspension and the missing submerged vegetation inhibit the load reduction effects on the water quality
Internal measures in the western lagoon are necessary
which aim at removing nutrients and increasing water transparency to overcome the hysteresis effect and to initiate a recovery of macrophytes
Cultivation of zebra mussels seems the most promising approach

It has a horizontal resolution of 1 nautical mile in the western Baltic Sea and the vertical water column is sub-divided into layers with a thickness of 2 m
In order to adjust the simulated water exchange between Szczecin Lagoon and the Pomeranian Bight on this coarse grid to realistic levels
the depth of Swina had to be reduced to 5 m
by combining the coefficient of correlation R and a cost function C
which is the mean model bias normalized by the standard deviation of the observations
the model results at the end of 21st century (averaged for 2080–2100) were used

The flow-normalization resulted thereby in a smaller annual load for Oder in 15 of 27 years for TN (17 of 27 for TP) and for the German rivers in 20 of 37 years for TN (19 of 37 for TN)
Applying the flow-normalization led to lower nutrient loads from Oder for the reference period and recent years, while the German flow-normalized loads are higher in both period. But the method worked well to reduce the impact of floods on the loads (Figure 3)
strong rainfalls resulted in an extremely high outflow (up to 1,400 m3/s in June) and extraordinary high loads (91,000 t TN/a and 4,100 t TP/a)
while this peaks are not visible in the flow-normalized loads
in 2014 Oder runoff was extremely low (400 m3/s)
resulting in an increase of flow-normalized TN loads compared to previous years
the flow-normalized TP loads had a recent peak in 2013
In summer 2011 very strong rainfalls occurred
resulting in extremely high runoff combined with high TP concentrations due to the erosion in agricultural areas
monthly flow-normalized TP load was 13.7 t in August 2011
which is one order of magnitude above the long-term August average (1.5 t)
This would mean an additional reduction need of 7.3% compared to BSAP and would be a substantial tightening (35%) compared to the present Polish WFD target

would result in target values of 2.87 m (Large Lagoon) and 1.97 m (Small Lagoon)
This target thresholds would be approximately three times the present state

But their too low concentration has a strong impact on the DIP concentrations
the increase of DIP concentrations in late summer after the depletion in spring and early summer starts approximately 1 month earlier in the observations then in the model simulation

While the simulation covering the pre-industrial period was used to derive the water quality thresholds, the transient simulation of the 21st century was run to test the Baltic-wide implementation of MAI from HELCOM BSAP. In both parts of Szczecin Lagoon, none of the GES thresholds is met by the scenario simulation (Figure 7)
the simulated Chl-a and TN concentrations are strongly above the thresholds
the simulated Chl-a concentrations are quite the same for both parts of Szczecin Lagoon
dissipating the spatial differences for the present state seen in the observations and the model
To estimate the water exchange of Small Lagoon during summer month, in the GETM-setup particles were released daily. For two-monthly periods, the residence times were calculated then (Figure 9)
resulting in a quite consistent spatial pattern
For nearly the whole Small Lagoon the particle age was equal to 60 days
so that the water exchange is very limited

Small Lagoon is always characterized by residence times near to the maximal value (the particle were only followed for 60 days)
Szczecin Lagoon is strongly utilized by human activities and a crucial supplier of ecosystem services (Inácio et al., 2018; Schernewski et al., 2018)
up to reaching the “Good Ecological State” (GES)
the inconsistent driving external policies and the opposite reaction to the changed pressures
Szczecin Lagoon can serve as case study for the ongoing re-eutrophication process in many other coastal waters
further load reductions are the most important measure to improve the water quality enduringly in the eastern part of Szczecin Lagoon
To improve water quality in Small Lagoon in a suitable manner
it is therefore not only important to further reduce the external nutrient supply
but to tackle the resuspension and the hysteresis effect
Submerged vegetation is missing to stabilize the sediments
to reduce the resuspension of particles and to bind excess nutrients (especially P)
if the underwater light conditions get good enough due to the clearance effect of the mussels
After the initial recovery of the submerged vegetation
the mussel farm could be dismantled and moved to a new spot to prevent a disturbance of the newly grown vegetation
not the nutrient load to Szczecin Lagoon is crucial
but the nutrient export from it to the open Baltic
strengthening the nutrient removal within Szczecin Lagoon
by establishing mussel farms also in the eastern part
could therefore be a support to reach the targets of the BSAP
these approaches have in common that they are tailor-made and include the specific characteristics of the water bodies and catchment areas
• Due to excess of nutrient loads over the past century
Szczecin Lagoon is strongly eutrophied and not in the desired “Good Ecological State,” as claimed by Water Framework Directive (WFD)
• TN (TP) loads are nowadays 30% (70%) lower than at the peak around 1990
but the decreasing trend is only significant for TN and TP in Oder
Further reductions are necessary to fulfill load targets from the German WFD implementation strategy and the HELCOM Baltic Sea Action Plan
• In the Polish eastern part of Szczecin Lagoon
the reduced loads led to a substantial improvement of water quality in the last decades
Ongoing load reductions are needed to further improve the water quality there
• Water quality in the German western part remained unaffected from the reduced loads due to the long water residence times
the frequent resuspension of sediment and the decline of submerged vegetation
A re-eutrophication of Small Lagoon and reaching the GES purely by reducing the nutrient loads is not possible
• To improve the water quality in Small Lagoon
which directly elevate water transparency to improve the growing conditions of submerged macrophytes
• Consistent and harmonized water quality thresholds are derived for both parts
Szczecin Lagoon could get a blueprint for other transboundary waters

The Polish city of Szczecin is ordering more electric buses from Solaris
which will bring the city's electric bus fleet up to a total of 30 vehicles
The exact order comprises four 12-metre Urbino 12 Electric buses and ten Urbino 18 Electric articulated buses
Szczecin will have a total of 30 Solaris electric buses in its operational fleet
with the 16 electric buses from Solaris already running
both the Solaris Urbino 12 electric and 18 electric models will be equipped with a central electric motor and Solaris High Energy batteries
which feature high energy density and capacity
Both will be charged using pantograph as well as plug-in charging stations
Both vehicle models also come equipped with “full-vehicle air conditioning
and an integrated driver alcohol detection system for driver and passenger safety.” The vehicles are also connected via Solaris’ fleet management system ‘eSConnect’
The city of Sczcecin started electrifying its bus fleet with Solaris electric buses in 2020
when eight articulated buses were purchased
A follow-up order was then placed in April 2021

The topic of the Second World War and its aftermath is particularly relevant in the territories that were annexed to Poladn in 1945 by the decision of the Allies
Western Pomerania was one of the most ‘brown’ regions of the Third Reich
It was here that the headquarters of the Reichswehr's second military district was located and experimental centres were built where V-weapons were developed and a synthetic petrol factory was built to produce fuel from coal for the German army
aircraft squadrons and tanks set off for Poland from West Pomerania
the first Polish forced labourers were brought to Szczecin and by the end of the war
Poles constituted the largest proportion of the Third Reich's slave population
the city and the region experienced a ‘Migration Period’: Jews were deported from Szczecin to German death camps in eastern Poland and Baltic Germans were settled in their homes
German refugees from East Prussia found their way here
Around 200 thousand Germans left Szczecin in late February and early March 1945
when the German authorities agreed to evacuate and the population fled
Some of them returned in the following months
and then the majority were either displaced or left for the British occupation zone in Germany
They were replaced by Poles from the West from Oflags
concentration camps and by soldiers of the Polish Armed Forces in the West
Settlers from Central and South-Eastern Poland were brought in
the first transports from the East arrived
They were joined by the estern borderlanders
Representatives of national minorities also settled in Western Pomerania
believing that they would find their little homeland there
Although 80 years have passed since the end of the war
the topic of WWII and its aftermath is still alive: it is popular in science
in addition to themes that heroise combat and resistance
a different perspective is also present: one that exposes its traumatising potential and its long-term sociopsychological consequences
The Traumas of War exhibition follows this path
Several dozen works by contemporary artists accompany the material traces of war
Some of them were personally affected by the tragedy of the Second War
were born after the war and experienced its impact in the second and third generations
becoming involved in the work of post-war memory and observing the dynamics of war and violence from a different
The exhibition also includes works by artists for whom the Second World War is not a source of direct inspiration
but who nevertheless express emotions that invariably accompany the experience of war: hatred
loss of security and the omnipresence of death. The exhibition has been enriched with works that have no direct connection with the war
whose presence in the exhibition space reveals the impact of culture filters and historical experiences on the reception of images appearing within visual culture
The exhibition is part of a public discussion on post-war inherited trauma
recurring in successive generations despite the passing decades
It is also an opportunity to reflect on contemporary armed conflicts
especially the one taking place just across the border from Poland

a fragment of Japanese history can be shown through them
Netsuke are small objects that were born out of a practical need
Men carried various small items in small containers (inrō) or pouches collectively known as sagemono
which were hung on a string and attached to the waist with the use of netsuke
The small carved figurines thus acted as a pendant and counterbalanced the hanging sagemono
Netsuke appeared as early as in the 15th century
but the development of this applied art occurred during the Edo period (1603-1868)
where the shoguns of the Tokugawa family resided

THE FIRST TIME I RECALL hearing about Stettin, or Szczecin as it is called in Polish, was in the famous speech Winston Churchill gave at Westminster College in Fulton
when he sounded an early alarm in the Cold War
“From Stettin in the Baltic to Trieste in the Adriatic
an ‘iron curtain’ has descended across the continent,” declared the former British prime minister
My mind’s-eye view of Stettin became even grimmer when I learned that much of the city had been reduced to ashes in World War II
when I discover how stunning parts of this riverport in northwest Poland are today
laid out by German architect James Hobrecht in the 1880s according to a French blueprint
is replete with beautiful fin-de-siècle apartment buildings
The new Philharmonic concert hall is a glowing marvel of modern architecture
tree-lined escarpment known as Wały Chrobrego (Chrobry Embankment)
home to a striking ensemble of historic structures overlooking the Oder River
amazingly escaped serious damage during the war
which obliterated 60 percent of the city’s buildings and 95 percent of its Old Town.
Few places evoke the city’s National Socialist past more than the observation platform on the embankment, where Adolf Hitler addressed the masses during a carefully choreographed visit on June 12
when Szczecin was still the German city of Stettin
I discover there are enough surviving roads and buildings from the era to reconstruct much of Hitler’s route through town
which can be experienced on an easy 90-minute walk
the Führer’s visit was reported in an extremely lively manner by the Pommersche Zeitung
then a propaganda organ of the German province of Pomerania’s Nazi Party
emphasizing the inhabitants’ joy at the arrival of their awaited “savior.” Photos from the day give an idea of the enormous crowds
with people waving at the dictator from apartment windows
an estimated 100,000 spectators swelled the streets of Stettin
I can make out the exact spot in the station where the Führer reviewed military formations against a backdrop of festively decorated ships on the Oder
Then Hitler and the Gauleiter—the Nazi local district leader—took their places in a government Mercedes
where the dictator would remain standing while giving ecstatic crowds the Nazi salute
I stop by the Szczecin Underground Routes museum
remains the biggest civic air-raid shelter in Poland
and I wonder how the masses must have felt during a wartime bombing raid after such unbridled optimism only a few years earlier
“The Germans converted underground corridors from the 18th century,” explains Agnieszka Fader
referring to fortifications built by King Frederick William I of Prussia
Original signage in German is still visible on the walls
The bunker had innovative features such as special washrooms for mothers with children
cork linings to muffle footfalls on the steps and floors
and red floors to mask any bloodstains in order to prevent panic spreading among the thousands in the shelter
Hitler’s entourage drove northwest through Grüne Schanze—today’s Dworcowa Street—passing the gorgeous redbrick Old City Hall from the 19th century along the way—then north through busy Paradeplatz (now Niepodległości) thoroughfare and up the grand avenue Kaiser-Wilhelm-Strasse (now Papieża Jana Pawła II) to arrive at the spinach-green Landeshaus
then seat of the Pomeranian provincial government and the present-day city hall
the Landeshaus was festooned with Nazi regalia back in 1938
an image I find particularly chilling when compared with today’s edifice
After another ritual review of military formations
the Führer addressed a Nazi Party congress and met with Stettin’s mayor
who presented him with an honorary citizenship of the city
the present city council says it cannot strip Hitler of this distinction because it was awarded by the previous (German) administration and current Polish laws do not provide them a means to address the issue—a controversial matter that
he left the Landeshaus at exactly 2:27 p.m
to visit the City Museum—today’s imposing National Museum—on Wały Chrobrego
The culmination of his visit came at 3 p.m.: an address by Hitler to the huge crowd followed by a grand parade of nearly 47,000 members of party organizations including the SS
The Nazi leader surveyed the proceedings from the embankment’s observation platform before descending to his open limousine at the foot of Hakenterrasse
I’m able to find the exact location of Hitler’s car as I gaze over the former steamboat dock
where a throng of onlookers fed the Führer’s insatiable cult of personality
The many Nazi officials Hitler saw that day likely included the governors of a synthetic fuel manufacturing plant in Police
The Hydrierwerke Pölitz (Hydrogenation Plant Police) converted powdered lignite coal into liquid fuels
the facility was built to boost the war effort
producing as much as 15 percent of Germany’s fuel needs at its peak
The plant also acted as a satellite camp for the Stutthof
whose prisoners made up the bulk of the plant’s workforce
were forced to work there from 1939 to 1945; around 13,000 died
the plant became the target of frequent Allied air raids
hastened by the Red Army’s removal of any useful materials
My personal highlight is the evil-looking synthetic gasoline factory
with vertical slits like gills in its roof cladding
I manage to navigate this vast site despite precious little signage
exercising care among the rickety concrete ruins being reclaimed by nature
before peeking into the plant’s small museum of history
When the waterfront parade in Stettin ended
the Führer took a half-hour motorboat cruise on the Oder in the company of the mayor and Franz Schwede-Coburg
to see the port area and the former Vulcan company shipyard
which was reopened at Hitler’s request in 1939
Hitler bid his beloved followers goodbye from the window of his private train carriage and sped back to Berlin
It would be the Führer’s final visit to Stettin before it was handed over to Polish authorities in July 1945 in a de facto recognition of Poland’s postwar border with Germany. Most of that frontier would be confirmed at the Allies’ Potsdam Conference later that summer
the Polish-Soviet Schwerin border treaty sealed the remaining bit of border near the Baltic Sea—allowing German Stettin to become Polish Szczecin
I find it fascinating to compare the city’s dual history and marvel at its remarkable ascent from the ashes of war. ✯
