BRUSSELS — If there’s one experience both Ursula von der Leyen and Jozef Síkela have in common
In her first three years as European Commission president starting in 2019
von der Leyen steered the EU through a pandemic and Russia’s all-out invasion of Ukraine
within weeks at the helm of the EU’s rotating presidency in the second half of 2022
the former Czech industry minister had to forge a bloc-wide deal as energy prices soared to record levels
That experience has now propelled Síkela — a banker and relative newcomer to politics — onto von der Leyen’s team
where he will oversee international partnerships with the EU’s allies
His top task: to promote the €300 billion Global Gateway infrastructure development program
Europe’s answer to China’s Belt and Road strategy.
After Síkela missed out on the coveted trade and energy beats he’d been tipped to win
von der Leyen on Tuesday insisted his nomination was not a downgrade

Síkela did not have an easy start in Brussels
As Prague took over the six-month presidency of the Council of the EU in July 2022 — which put Síkela in charge of brokering talks on energy issues — gas prices surged above €300 per megawatt-hour
following supply cutoffs orchestrated by Russia
As the bloc’s 27 capitals bickered over how to respond, with a proposal to cap prices on gas imports snared in months of deadlock, Síkela pushed hard to find a consensus.
Organizing eight meetings of energy ministers — the most in EU history — Síkela became known for his signature catchphrase: “We will convene as many Energy Councils as necessary.” By December a deal had been ironed out and energy prices were gradually cooling

But overcoming the impact of the pandemic is one part but it is not enough
We need strategic investments that will ensure a lasting recovery
the Serbian people – and mostly Serbian youth – deserve a greener
And that is what we are working on together
They deserve plenty of opportunities to succeed
This is what our Economic and Investment Plan for the Western Balkans is all about
We have put EUR 9 billion on the table
But important is your part: You design the projects
you propose the mature projects and the quality projects
together we can leverage another EUR 20 billion more in investments
so the overall package for the region is of EUR 30 billion
the plan has already made available EUR 500 million
because the project is progressing so well
we are able to put another EUR 600 million on the table
This shows that the plan is a success – it is a joint success
let me give you some more examples for projects that create jobs and connect the region
we are working on gas interconnections or the Serbian leg of the Trans-Balkan Electricity Corridor
So all these projects pay into that subject
And when Serbia engages with European infrastructure projects
we guarantee that Serbian citizens get best value for their money
Because we build according to EU standards
so it is our common promise that we will respect the environment
the transparency and the sound financial management
we also need more integration within the region
it is vital that all six partners in the Western Balkans move forward quickly to develop the common regional market
That is key for the success of the Economic and Investment Plan and it is key for progress on the EU accession path
Let me stress that I am a strong advocate for bringing Serbia into the European Union
I welcome that Serbia places a strong focus on fundamental reforms
I commend you for the steps you have taken
And we support Serbia's ambition to open as soon as possible new accession clusters
We know that the decision is in the hands of the Member States
it is essential – and I know that you are working on it – to further deliver on your reform agenda
to progress on the rule of law and to normalise relations with Kosovo
We are all very concerned about the current crisis
But I am deeply convinced that it is possible to de-escalate and it is possible to find an amicable
we have the platform that is the EU-facilitated Dialogue to resolve the current crisis
Because while talking with each other and negotiating with each other
The region needs cooperation and the region needs reconciliation

The world's two largest economies have been locked in a standoff fueled by festering disagreements on issues including trade, technology and human rights. That — and a global coronavirus pandemic blocking most international travel — has diminished communication and cooperation between Washington and Beijing
The White House said in a statement that Biden and Xi "had a broad
strategic discussion in which they discussed areas where our interests converge
"They agreed to engage on both sets of issues openly and straightforwardly," the White House said
China's readout largely mirrored the United States'
hopeful tone than previous state rhetoric has done in the past year and ended with a pledge to keep up "in-depth communication between the leaders of China and the U.S."

Babcock continues its successful delivery of the Royal Navy Type 31 frigates
with the laying of the keel for HMS Active
the second of the five-ship Inspiration class programme
This marks the move into the programme’s multi-ship phase which sees two warships being built simultaneously
with work continuing only metres away on the first of the Inspiration class
along with Babcock employees and their families
saw the time-honoured shipbuilding ceremony for HMS Active
in advance of a family fun day and BBQ at the Fife facility
with a focus on the skilled employees behind the build
involved placing a specially commissioned coin under the keel which will be presented to the captain and crew when the ship is ready to sail. In keeping with tradition
to ‘do the honours’ and place the specially designed coin under the keel
Amongst Babcock’s guests on the day were members of the UK Royal Navy
the UK MOD’s procurement agency Defence Equipment and Support (DE&S)
and representatives from Poland’s MIECZNIK frigate consortium

more than 20,000 PV solar cells with a capacity of 590 W will be installed on another 18 ha of land
the entire plant will cover an area of 22 ha
equivalent to the size of 28 soccer fields
and will produce 15,750 MWh of electricity
which would be equivalent to the annual demand of almost 4,000 single-family homes

The energy generated will be used mainly to supply power to Volkswagen Poznań's production plant in Września
Construction of the new plant is scheduled to begin this year
commissioning is scheduled to take place by June 2024
The new plant will use bifacial solar cells that can draw power from both sides
This will allow 5-7% more energy to be generated per year than with conventional solar cells
The solar cells will use N-type technology to ensure lower module efficiency loss and higher efficiency
