government.”By The Star Staff Three municipalities have officially been added to the state of emergency declared by Gov Jenniffer González Colón due to the torrential rains that have relentlessly battered numerous regions of Puerto Rico since April 19 as announced by Public Safety Secretary Arturo Garffer Garffer confirmed that González Colón had approved the urgent request to include the towns of Ciales Cidra and Utuado in the emergency declaration The decision follows a thorough field assessment and a comprehensive review of documentation provided by the municipal governments which highlighted significant damage that demands immediate attention During a tour of highway PR-615 in the Pozas de Ciales neighborhood Garffer observed firsthand the extensive destruction caused by the relentless rains from a stationary trough that had been pounding the area for the previous eight days He also visited several other municipalities severely impacted by the recent rainfall now included in the governor’s emergency declaration After diminishing overnight Saturday into Sunday the rain intensified again on Sunday afternoon raising flood and landslide risk in the most affected regions The National Weather Service (NWS) issued a flash flood warning through Sunday night More frequent showers and thunderstorms were forecast for this afternoon As rainfall continued through Saturday afternoon the danger on the island’s interior roads escalated The NWS strongly urged the public to exercise heightened caution while driving With the most recent action as of press time Sunday the scope of the state of emergency was extended to include additional municipalities beyond Thursday’s original executive order as part of interagency coordination efforts he assessed the most severely affected areas in Ciales accompanied by their respective mayors: Jesús Resto (Ciales) Orlando Ortiz (Naranjito) and Karina Nieves (Aguas Buenas) During those visits the officials addressed the reported damage and the urgent requirements of each community the central government will have access to the Emergency Reserve to deal with flooding caused by heavy rains following the approval of a request by the Financial Oversight and Management Board for Puerto Rico The request was made by Office of Management and Budget Executive Director Orlando Rivera on behalf of the governor The approval fulfills the emergency declaration issued in Thursday’s Executive Order 2025-022 The oversight board also approved the disbursement of $100,000 from the Emergency Reserve to the municipalities of Aguas Buenas The Emergency Reserve is designed to expedite response activities and provide funding to affected state agencies and local government entities when an emergency surpasses the capacity of current budgetary resources and when federal disaster assistance is unavailable or not yet accessible such as natural disasters or other unforeseen situations agreed upon by the oversight board that are beyond human control “We note that Puerto Rico is currently experiencing an extraordinary rainfall event which is causing severe flooding in certain areas This situation requires the activation of resources to respond to emergencies and assist with recovery and cleanup efforts,” states a letter dated May 2 and signed by the board’s executive director the Oversight Board authorizes access to the Emergency Reserve for expenses related to the emergency response for a period of fifteen (15) days from the date of this letter.” Vega Alta Mayor María Vega Pagán requested on Sunday that the government include her municipality in its state of emergency declaration due to the severe impact of the persistent heavy rains and ongoing flooding that have caused an estimated $7 million in damages After declaring a state of emergency in Vega Alta Vega Pagán sought emergency financial support from the governor “This has been an odyssey -- a daily challenge that keeps growing and shows no signs of stopping,” the mayor said We need La Fortaleza to intervene because the municipality cannot afford the repairs,” the mayor stated Vega Pagán received a visit from Natural and Environmental Resources Secretary Waldemar Quiles Peréz who came to personally assess the situation The mayor said the relentless rains have caused serious urban flooding in numerous parts of the northern coastal municipality The mayor has taken a hands-on approach to coordinate the response to the crisis which has impacted virtually the entire population “Although the drainage systems were nearly cleared due to a recent flood mitigation campaign by the municipal Public Works Department the intensity of the downpours exceeded their capacity,” Vega Pagán said The beach areas have been particularly hard hit as storm surges are hindering effective drainage of runoff into the sea along with her team and municipal support staff “Emergency Management personnel and the Municipal Police have been working tirelessly since last night to respond to various situations,” the mayor stressed “The most concerning issue is the collapse of the Quebrada retaining wall and the road in that area which will require at least $3 million to repair.” flooding has been a frequent problem for years largely due to increased water flow from a stream that runs through the area Although the Federal Emergency Management Agency previously allocated funds for mitigation of past damages the lack of a hydrologist to conduct the necessary study has delayed the work Mayor Delvis Pagán Clavijo had requested previously that the central government declare a state of emergency to urgently address the damage reported in communities which is used by the majority of Cidra residents especially on state highways,” the mayor said This requires urgent action and collaboration between the municipality and the state government.” Pagán Clavijo sent an official letter to the governor requesting the declaration and received a call from the governor to learn more details about the impact on the municipality the mayor signed an executive order Sunday declaring a state of emergency in the municipality to expedite resources and operational responses were activated early in the day to conduct cleanup work remove debris and provide direct assistance to the most affected communities “We have deployed our operational team to address the landslides “We’re not going to wait; we’re on the streets but we need state support to expand our response.” The request for help from the central government was answered hours later with Cidra’s inclusion in the extended state of emergency the mayor asked citizens to avoid leaving their homes unless strictly necessary “The priority is to protect life,” he said Please enable JS and public agency’s Agritourism Program whose goal is to reevaluate the role of agriculture in Puerto Rico and promote it within a framework of sustainability With the entry of these eight companies to the bank of agritourism companies certified by the PRTC the program has increased to reach a total of 32 certified projects which helps to strengthen the tourism industry and contribute to the economic development of Puerto Rico The agritourism niche represents an additional source of income for existing agricultural activity on the island The PRTC created an advisory committee made up of members of state and federal agencies as well as academic institutions to develop the Agritourism Guides The program includes two categories: basic and ecological The guides establish general requirements for all types of projects and their criteria are based on the type of agricultural activity or business and eco-lodges The eight certified companies are Hacienda Chocolat in Fajardo, Hacienda Verde Tahiti in Cabo Rojo, Finca Gaia in Dorado, Martinez Dairy in Vega Baja, Te Invito a un Tour de Café in Orocovis, Hatillo Dairy and Fábrica de Quesos y Yogures De la Crema in Hatillo, El Paraíso Agrícola de Aguas Buenas, and Puerto Rico Paradise Farm in San Germán. All of these SMEs are featured on www.voyturisteando.com a platform by the PRTC that encourages domestic tourism and exposes locals to “hidden gems.” THE WEEKLY JOURNAL spoke with two of these establishments to discuss their offer and goals now that they are recognized by the Tourism Company Managed by Omar Rivera and Heydi Sepúlveda El Paraíso Agrícola de Aguas Buenas (El Paraíso) - located in the municipality of Aguas Buenas - has been a family-led farm for roughly 14 years Rivera himself was born and raised on the farm which is specialized in growing primarily guavas and pineapple due to the onslaught caused by Hurricane Maria in Sept forcing Rivera to start anew from the ground up Out of that time of need rose the idea to incorporate the tourism element to reap greater revenues a process that began in 2018 with Rivera working a “regular” job during the day and laboring the field at night to be able to finance the project which is a common complaint regarding the ease of doing business in Puerto Rico Rivera said that the reason it took him years to achieve the certification was that he was working on the farm by himself initially “I was doing the work of four to five people on my own,” he explained a lively rooster crowing in the background as he spoke which includes a tour of the farm’s main areas he will add two additional tours within “two or three months,” he said whose intent “is to provide more thorough insight on how to grow” the fruit for which a camping area is under development THE WEEKLY JOURNAL asked Rivera to elaborate on the opportunities represented by his business certification within the Agritourism Program “One of the things in which it will help me is to develop the educational area - receive more people I understand that it is a good promotion and a good catapult so that people know [our farm] better and get to know a little more about Aguas Buenas since Aguas Buenas has a lot to offer,” he affirmed Finca Gaia is the first agritourism company from Dorado to be certified by the PRTC said that the land has been in his family for decades “but we began to grow on it some seven or eight years ago.” Their main crops I have been trying to organize mostly educational tours on how we grow our crops,” he said visitors are shown and taught the farm’s spaces and practices and they may work on the land themselves akin to some wine tours in Italy or France Another is more concerned with conservation and educates guests on preserving endemic flora and fauna thanks to this new exposure so that he may hire and train guides to offer tours every day of the week these are offered from Tuesdays to Thursdays and Saturdays from 9 a.m and in keeping with the public policy of Gov we remain firm in our purpose of developing and promoting a green economy we are very pleased to welcome these eight Puerto Rican companies that provide greater diversification to our Agritourism Certification Program this allows us to become a facilitating agent to provide them with the best tools that can optimize their capabilities,” said Carlos Mercado Santiago The continued certification of agribusinesses is backed by global trends and forecasts surrounding this industry especially when 82 percent of people reported that they want to travel sustainably 72 percent said that said tourism activities should support local communities and economies preserve the cultural heritage of travel destinations and protect their respective wildlife and ecosystems a report by Fortune Business Insights indicates that the global agritourism market size was valued at $69.24 billion in 2019 and is projected to reach $117.37 billion by 2027 with a Compound Annual Growth Rate (CAGR) of 7.42 percent during the forecast period “High revenue generation associated with tourism and recreational activities is significantly driving the market Farm-owners are getting increasingly inclined towards developing their properties into agriculture tourism destinations to achieve higher revenues,” the report said Mercado Santiago informed that the incorporation of these small and midsize enterprises (SMEs) into this program five new municipalities now have certified agritourism projects “These broaden and maximize the diversity of Puerto Rico’s offer as a tourist destination and enable new sources of jobs and businesses that result in greater progress and economic development for the island,” the official added the companies also received from the PRTC an economic incentive in the amount of $3,000 each in accordance with the provisions of Resolution 21-016 is to expand the agritourism offers in Puerto Rico and the existing tourist offer under the agency’s Agritourism Program this economic boost is intended to encourage the expansion of agritourism offerings and help foster job creation The resolution establishes that the permitted uses for the use of funds are varied among which the following stand out: uniforms for employees and related to the tourist offer; training for tours such as a certification for environmental interpreters; equipment directly related to the tours such as microphones for interpreters baskets for collecting fruits and materials for interactive workshops Other permitted uses also include marketing efforts; improvements to facilities of endorsed experiences; educational material about the experience; among others that are evaluated and approved by the PRTC this event to deliver the certification and the economic incentive offered members of the Agritourism Certification Program of the PRTC’s business training focused on digital marketing branding and how to optimize the use of the tools and platforms provided by the Tourism Company Chief Sales and Marketing officer of the PRTC supervisor of the entity’s Sustainable Tourism Program These workshops have the purpose of offering up-to-date digital tools and optimizing the content that they can use for the better development of their companies Several of the newly-integrated businesses fall under the “agrifood tourism” segment which - according to the market assessment by Fortune Business Insight - is one of the most profitable within this economic sector “Agrifood tourism is getting rapid recognition across several communities and is expanding at a significant pace Agrifood tourism has a great potential to augment the earnings and profitability of agritourism farm owners along with promoting their regional or local cuisines visitors are allowed to tour across rural areas and farms and taste specialty food produced or prepared by the locals of the place Agrifood tourism promotes agritourism farms to display their history culture and landscape through local cuisines artisans and farmers to improve their skills and develop their brand and products among the local visitors as well as tourists coming from overseas,” the report stated The proposed investigation focuses on the Pre-Hispanic archaeological site Aguas Buenas recently documented by Dr which is proving to be unique for the archaeology of Nicaragua in a number of ways Partially completed differential-GPS mapping has revealed that this site consists of more than 500 stone and earthen mounds This outnumbers by far all other Pre-Hispanic archaeological sites known in present-day Nicaragua the mounds are spatially arranged forming at least 8 comparable and spatially related arcs on the landscape the largest one measuring some 400 meters in radius The full extent of the site is at this time still not fully determined preliminary results from excavation confirms human occupation at Aguas Buenas during separate time periods (at least AD 300-500 and AD 800-1200) offering rare insights into the potential Pre-Hispanic re-use of an 'older' cultural locale Given its unique spatial arrangement and unprecedented size it is hypothesized that AB held socio-political importance at or beyond the regional level over prolonged periods of time offering significant potential for improving our understanding of local indigenous cultural practices Specific research questions guiding this three-tiered research project are: During what time-period(s) were these mounds built How were the geometrically nearly perfect circles achieved Does each mound hold individual importance or do they serve an overarching purpose in the collective of the circle for example in relation to the surrounding landscape how should we understand the unique character of Aguas Buenas in the regional archaeological perspective The accepted scholarly perspective is that a key cultural and linguistic transition zone existed in Nicaragua joining the Mesoamerican and Isthmo-Colombian culture areas to the north and south Populations spread across a geographically diverse landscape and subsequently developed chiefdom-level societies as documented by the Spanish when they arrived during the 1520s the entire era of Pre-Hispanic human occupation is still only fragmentarily understood The discovery of Aguas Buenas and its unique characteristics point to a vibrant tradition of ceremonial public architecture centering on anthropomorphic stone sculptures and mound construction The proposed investigation now provides a first opportunity to provide absolute dates on large-scale ceremonial sites reveal previously unknown cultural practices of monumentality and help to begin understand how the diverse indigenous communities in Central Nicaragua engaged with their surrounding landscape through collective and long-term efforts Dr Alexander Geurds has previously been awarded a National Geographic Society/Waitt Grant (2008) and a National Geographic Society Committee for Research and Exploration Grant (2010) Resilience as Human–Environmental Engagement: Sustainability in Pre-Columbian Central America Emergency recording of Chontales style sculpture at the El Gavilán site Fixing history: Ancient cultural practices of stone sculpture in central Nicaragua The linguistic past of Mesoamerica and the Andes: a search for early migratory relations between North and South America The Routledge Handbook of Archaeology and Globalization NWO has awarded a VIDI grant to Alex Geurds for his research proposal entitled Networked practices of contact: Cultural identity at the Late Prehistoric settlement of Aguas Buenas Geurds will investigate material culture exchange along the frontier of the Mesoamerican and the more southerly Isthmo-Colombian cultural areas The project group will consist of two PhD students and the Principal Investigator The research goal is to study how people incorporated exotic objects into local spheres Prehistoric central Nicaragua was a critical forum for the movement of people and things along the American continental isthmus Historical research and archaeological surveying have shown this area to be an intense contact zone can only be revealed through chronologically controlled contextual data at sites with long occupational and use histories Projected for excavation therefore is the Aguas Buenas site documented during Geurds’ VENI research project also supported by the National Geographic Society have revealed this prehistoric regional center to be the single-most extensive and complex site as yet known in Nicaragua featuring a long occupational history and a unique architectural configuration of hundreds of stone and earthen mounds in combination with its location in the transitional central region of Nicaragua make it particularly well suited for this research into the social dynamics of local responses to globalizing networks of contact consisting of mound excavations and surface surveying will allow for involvement of Leiden archaeology student looking for field experience Geurds: ‘The research is increasingly international and this year also featured the participation of eight students from a Nicaraguan university.’  the provenance and appropriation of non-local materials will be studied Geurds: ‘The research program asks how things and people established connections and forced disconnections and how such processes resulted in contingent identities.’ The particular focus of this VIDI is to archaeologically investigate the continuous balancing between adopting and distancing to nearby or far away others through the shifting networks of object exchange The integrated results will enable the first balanced synthesis of cultural interaction across the poorly understood main frontier of the Mesoamerican and Isthmo-Colombian cultural areas Geurds: ‘This VIDI project deepens and broadens my previous research in central Nicaragua It’s exciting to know that this five-year research grant will enable a major push forward in Central American archaeology.’ More generally the proposed focus will add to the understandings of prehistoric cultural geography as marked by vectors of connections rather than divided by the rigid boundaries previously recognized in culture area studies Geurds: ‘I believe that in choosing this approach I also connect to ongoing debates in the social sciences that study the response of local communities to globalizing forces.’ Jefe del FBI suelta advertencia: “No espere a que sea demasiado tarde”“Si usted sabe que está haciendo las
