but the fourth time must have been the charm
Carrion hit a solo home run in the fourth inning and doubled in the ninth before scoring on Jehiel Hernandez’s walk-off single to right field in Guaynabo’s 2-1 victory to win the championship in the 72nd edition of the Pony League World Series
“It was an unbelievable experience to hit the home run,” said Carrion through teammate Derek Vazquez
who served as the team’s second baseman and interpreter
“I was 0-for-7 in the tournament coming into this game
and scoring the winning run was really special

but in the fourth inning he said he was getting tired
so we didn’t want to risk it,” said Tijuana manager Jose Estrada through an interpreter

Xavier Beltran and Moyses Salido each had a double for Tijuana
and is considered to be one of the greatest right fielders in baseball history
Vazquez’s birthday also falls on the 21st

The presentation is the fifth child abuse prevention summit organized by U.S
Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) in Puerto Rico as part of ICE’s iGuardian initiative
HSI special agents in San Juan organized the Internet safety outreach for kids 12 to 16 years old to provide them with the necessary tools to make smart decisions when navigating in the Internet
HSI San Juan made the massive event possible by soliciting the support from Guaynabo Mayor Angel Perez-Otero and his team
as well as the Secretary of Puerto Rico’s Department of Education
Project iGuardian is focused on keeping children and teens safe from online predators through education and awareness
The project is an outreach effort to share information about the dangers of the online environment
Since inception of the program at the national level
HSI San Juan has reached more than 28,000 kids through iGuardian summits in Puerto Rico
These were held in San Juan in 2013 and 2017
The 2017 edition of the iGuardian summit had to be cancelled due to the path of hurricanes Irma and Maria through Puerto Rico and the devastation they caused
The event was slated for September 2017 in Caguas
HSI works closely with its law enforcement partners in Puerto Rico to coordinate and conduct Project iGuardian presentations around the year
The initiative builds on the outreach already being conducted by the Puerto Rico Crimes Against Children Task Force in which local
state and federal law enforcement agencies work together with local and state government agencies to effectively pool their resources to jointly investigate all crimes against children in Puerto Rico
law enforcement officers are encouraged to share evidence
and investigative and forensic tools to ensure the most successful prosecutions possible

Williams was the second pick in the 2011 NBA Draft by the Minnesota Timberwolves.
He was picked over players such as Kemba Waker, Klay Thompson and Kawhi Leonard.
During his second season with Minnesota, Williams averaged 12.0 points and 5.5 rebounds per contest while shooting 43.0% from the field and 33.2% from the three-point range in 78 games (56 starts).
In addition to the Timberwolves and Lakers, he has also spent time with the Sacramento Kings, Miami Heat, New York Knicks and Cleveland Cavaliers over seven NBA season.
At 33, Williams likely still has several more years of pro basketball left.

Guaynabo Baseball Little League lost a hard-fought 2-0 game against Vega Baja earlier in the region tournament but was able to flip the script on championship Sunday
finishing with a 5-1 record to earn the title and punch their ticket to represent Puerto Rico at the 75th Anniversary of the Little League Baseball World Series

PUERTO RICO — Like much of Puerto Rico
the island’s only federal detention center — the Metropolitan Detention Center (MDC) in Guaynabo — lost running water and electricity when Hurricane Maria devastated the island last September
But it was the prison’s response to the disaster and its treatment of prisoners that one inmate and his lawyer are claiming was both unconscionable and a “grave violation of basic human rights.”
A motion filed in March in Puerto Rico’s federal district court includes two first-person accounts from Milton Pinilla
describing the events in one unit of the prison following the storm: a week of horrific conditions
all punctuated by a night of violence and humiliation at the hands of prison guards
along with the approximately 120 other inmates in unit 2C
was kept locked in his cell for nearly seven days following the storm
During that time he was given limited drinking water
was unable to flush the toilet in his cell
“Living conditions in my cell were not fit for human habitation” wrote Pinilla

“The smell and stench was so intoxicating that I no longer had the urge to eat.”

and was terrified to use the toilet for fear of it overflowing
He saw another inmate who had passed out being carried from the prison on a stretcher
At night the cell became so dark that he could not see his hand in front of his face
the inmates were briefly released from their cells
though with phone lines down on the island
They were also handed a memo assuring them that they would be given bottled water and have their toilets flushed after every meal
But this turned out to be a lie: their toilets were not flushed for the remainder of their time at MDC Guaynabo
Pinilla’s requests for cleaning supplies or anything to cover the toilet in his cell were also ignored or denied
Guards appeared unconcerned with the well-being of the inmates
Officers even refused to go near his cell due to the stench
he became aware that the “negligence and abusive treatment was beginning to agitate the inmates.”
But these events eventually proved less egregious than the abuse that followed
was established in 1993 with the primary purpose of housing detainees awaiting trial in federal court

Milton Pinilla has not been convicted of a crime
While an audit of the prison from 2016 lists the designed capacity of the prison at 849 inmates, the current population listed on the prison’s website is more than one and half times that
According to Pinilla’s lawyer Frank Inserni
in order to accommodate so many prisoners the facility often places three inmates in cells designed for two
with one inmate sleeping on the floor near the toilet
In his informative motion
Inserni argues that the experience of inmates after Hurricane Maria is part of a larger pattern of poor prison conditions
and can be traced to a change in sentencing policies that now allow for “Costco type” indictments of large groups
Previous policies limited indictments to just 10 defendants
“The Court can take notice that the majority of the large drug trafficking indictments (50
121 defendants) during the past six to eight years have included a myriad of defendants that are addicts
and peripheral individuals dragged into the addiction and drug selling economy that are better served through drug treatment programs rather than prisons,” wrote Inserni
Having large numbers of people locked up who are not a threat to public safety can exacerbate problems during an emergency
such as limited resources and logistical challenges

This is not the first time that prisoners have been left in dire circumstances after a hurricane — and it likely won’t be the last. As The Marshall Project reported last September

water began to flow into the cells on the first floor of the unit
With no idea where the water was coming from or whether it would stop
Some started to kick on the doors of their cell
and in one cell a small glass window shattered
“brutally punching and beating on both the inmates that occupied said cell.”
“Later I would see the bruised face of the inmate who was housed in the cell where the flooding came from,” Pinilla wrote
inmates in other cells gathered the flood water in buckets to use to flush their toilets
The toilet water containing human waste mixed with the flood waters and began to spread into neighboring cells
officers burst into their cells and demanded that the prisoners lie face down on the ground
“Because every [cell] floor was covered in feces and urine infested water most inmates were hesitant,” wrote Pinilla
Those who refused or stalled were either pepper-sprayed or shot at close range with rubber bullets
Pinilla saw an inmate bleeding through his shirt
and later was shown the scars from those shots
Once Pinilla and his cellmate were forced face-down in the dirty water
guards zip-tied their hands behind their backs
a man in his sixties who was sick and blind out of one eye
was “shown no mercy.” Another inmate’s zip-tie was pulled so tight that his hands began to turn blue
When one of the guards noticed and attempted to remove it
the scissors would not fit between the inmate’s wrist and the zip-tie
and the guard was forced to cut into the skin on his wrist
while officers found rags to stop the bleeding
Other inmate requests for medical attention were ignored or denied
The prisoners were then sat on the ground next to one another in the middle of the unit puddled with the filthy water
Guards had their weapons pointed at the inmates
and the warden gave what Pinilla described as a “rude and degrading” speech
in which he called them parasites and said their families had died in the storm
Many of the inmates had been pulled out of their cells in just their boxers
Female guards were present during the incident
“I began to choke and was forced to close my eyes and look away to catch my breath.”
inmates were taken to the mop facility room and sprayed in the face with a water hose
ostensibly to relieve the pain of the pepper spray
“The water was sprayed directly into my face and caused my glasses to fall off,” Pinilla recalled in his written statement
Pinilla was placed back in his cell soaking wet with his hands still zip-tied
The ties weren’t released until hours later
“That night I had no dry clothes to sleep in and slept naked underneath my bed sheet,” he wrote
The next morning Pinilla was woken, told to put on his wet clothes, and he, along with the rest of the inmates in unit 2C, were transferred to a federal prison in Yazoo City, Mississippi
they were eventually given bottled water and a sandwich
They had not been fed in more than 24 hours
The motion claims that Pinilla’s account fully coincides with other written narratives of other MDC Guaynabo inmates. A report by San Juan-based Inter News Service
relying on anonymous interviews with inmates
The report claims that inmates have compiled a list of the 42 prisoners who were injured in the incident
and another list of approximately 30 guards who were responsible
The Federal Bureau of Prisons (BOP) told ThinkProgress that it does not comment on specific inmates’ complaints
and it would not say whether an internal investigation of the allegations has been initiated
BOP also said it “maintains standardized emergency plans for response to emergency situations and crises” and “closely monitors and evaluates each unique emergency situation and assesses how to best ensure the safety of staff
BOP did not provide specific details on the plan that was in place at MDC Guaynabo in anticipation of Maria, or whether prison staff adhered to that plan. Shortly after the hurricane struck, BOP posted a statement regarding MDC Guaynabo on their website
claiming that the staff and the inmates at the institution were safe
the situation is stable,” they wrote
Pinilla’s complaint goes beyond the prison’s lack of preparation or the troubling conditions
It also describes in agonizing detail how the crisis was aggravated by those in control and used as an excuse for cruelty and violence
“The officers applied excessive force for the sole and impermissible purpose of inflicting unjustified harm both mentally and physically on the detainees,” he wrote

As conditions in Puerto Rico improved gradually and the inmates began returning to the island from Mississippi last January

If the guards suspect inmates are speaking out about the alleged incidents
they have the power to make their lives even more difficult
the staff attorney for Puerto Rico’s chapter of the American Civil Liberties Union
said the organization hopes to learn more about the incident but has limited time and resources
“Certainly it is something that needs to be dealt with immediately,” González said
“That these things are happening in the federal detention center is outrageous.”
He said that the incidents constituted violations of 8th amendment rights and “could certainly be qualified as torture.”

González also points to the fact that the Department of Justice under the Trump administration has “neglected civil rights and denied accountability” in a various governmental operations
He suspects that those attitudes may have made their way into the federal correctional institutions as well

While Inserni’s motion will allow the court to take Pinilla’s experience after Maria into account if and when he eventually faces trial
it will not lead to punishment for the guards
for any legal claim to be filed on behalf of the inmates against the prison
they would first need to show that they have “exhausted all administrative remedies” within the prison system
a process he describes as tedious and time-consuming
And the chances of any monetary remedy being awarded to the inmates for their pain following Maria

The Four Winds Assisted Living and Extended Care for Veterans is a $60 million project and the Proyecto Barrio Río is a $25 million affordable-living housing complex

The announcements were made during a Puerto Rico Chamber of Commerce (CoC) forum held in Guaynabo
The event is part of the CoC’s effort to promote business investment and other economic development initiatives around the island

as traditionally families care for their elderly relatives at home
generating about 3.6 million jobs across the nation
The project will have independent and assisted living and apartments for veterans
much less than other assisted living facilities in Puerto Rico
which can run as high as $5,000 a month in San Juan
The facility will be operated and managed by Miami Senior Living
which already handles 17 of these types of facilities in Florida and Georgia
Besides the tax incentives granted by the municipality

Mayor Ángel Pérez Otero discusses business opportunities
Guaynabo Mayor Ángel Pérez Otero outlined his administration’s budget
Pérez Otero assumed municipal leadership on August 2017 after his predecessor
resigned amid an ongoing investigation into allegations of sexual harassment
he inherited a deficit of roughly $6.4 million
plus a series of lawsuits and other financial plights
the previous administration’s municipal budget totaled nearly $130 million
he lowered that budget to $128.4 million for fiscal year 2018-2019—a figure that is expected to remain the same for the upcoming fiscal year
another reason his administration vouched to trim expenses is the recommendation by Puerto Rico’s Financial Oversight & Management Board (FOMB) to decrease the state government’s general fund budget (GFB) by
reducing contributions to municipalities by $44 million
The new municipal budget for FY 2019-2020 was presented before Guaynabo’s Municipal Legislature earlier this month and
The draft includes a series of measures to incentivize business and public-private partnerships (p3)
which the mayor deemed pivotal to overcome the deficit
“Our budget is focused on economic development
and that has been my vision ever since I took hold of City Hall,” the mayor declared
In addition to its deficit and FOMB’s pressure to reduce state and municipal budgets
also had to overcome the aftermath of Hurricane Maria
which made international headlines after devastating the island on 2017
Pérez Otero said that after Maria his administration took a series of initiatives that have led to favorable results
the municipality granted more than 200 permits to new small- and midsize companies of a variety of goods and services
these new businesses have a collective sales volume of more than $48 million
which Pérez Otero explained contributed roughly $1 million in construction taxes

A measure that has been implemented is to expedite the process of obtaining municipal permits and patents
Permits & Endorsements Management Office (OGPe by its Spanish acronym) informed last May that there was a new regulation underway to create the Single Permit Inspector as a way to centralize all stages of the process
thus eliminating the need for municipal portals to request permits
Pérez Otero stated that the municipality has other projects to stimulate economic development
such as a series of collaborative agreements with various organizations to assist companies and entrepreneurs
One of these is a contract with the Puerto Rico Manufacturing Extension (PRiMEX)
a San Juan-based non-profit organization that is committed to increasing industrial competitiveness by “bridging the productivity gap for companies
and encouraging technology development,” their website reads
Guaynabo also has a partnership with the MBDA Business Center in Puerto Rico
provides technical assistance to companies so they can export their services strategically while achieving greater participation in local and international markets
the municipality has a partnership with the co-op La Sagrada Familia
which provides micro-financial services suited to its clients’ individual needs
“We have just finished training sessions with this cooperative

The FY 2019-2020 budget includes the creation of a municipal for-profit corporation
to be named Guaynabo Development Enterprise
Pérez Otero explained that this corporation would manage several municipal assets to establish P3s and to further develop several of Guaynabo’s facilities and properties
But one major challenge looming over the municipality is that commercial-level space occupancy stands at more than 90 percent
the mayor said that there are several available spaces of land and his office is currently in talks with investors
and several state and municipal agencies to create more facilities with commercial space
his administration is evaluating the possibility of constructing a hotel and casino
“We already did a feasibility study and the results were favorable so soon we will be looking for investors to develop a hotel within the municipality
as well as commercial and industrial areas
That is going to be an opportunity for new investors,” the official stated
Pérez Otero added that there are multiple housing projects under development
The mayor asserted that these features should help increase the number of residents in Guaynabo

About 1,200 federal prisoners from Puerto Rico are now housed at the federal correctional facility in Yazoo City
Court Clerk Arthur Johnston for the Southern District of Mississippi confirmed that Mississippi agreed to house the prisoners in the aftermath of the devastation in Puerto Rico from Hurricane Maria
Supreme Court Chief Justice John Roberts asked federal judges to be available to help if needed on any of the prisoners' cases
but the cases will remain in the jurisdiction of Puerto Rican judges
"Other jurisdictions helped when we had Hurricane Katrina," Johnston said
Puerto Rico is home to one federal prison with about 1,400 inmates
The territory also has capacity for about 12,000 state prisoners
Johnston said he was almost certain the federal prisoners were already in Mississippi
he said no federal judge in Mississippi has begun to handle any case yet
Phil Bryant's spokesman, said Wednesday that he couldn't confirm federal prisoners from Puerto Rico were in Mississippi or on their way here
“I would not be in favor of accepting anyone’s dangerous prisoners.”

creating difficulties in securing supplies and maintaining power
the Bureau felt it prudent to reduce the inmate population at MDC Guaynabo

"We have begun the process of reducing the population at MDC Guaynabo and continue to assess damage and conditions at the facility
Given the large number of inmates that need to be relocated
the movement will take several days to complete."
The Metropolitan Detention Center Guaynabo in 1993 became the first federal prison facility built outside the continental United States
Its primary mission is to house pretrial and holdover inmates as a service to the U.S
Marshals Service for the Districts of Puerto Rico and the U.S
according to Bureau of Prisons information
