Read an update to this story here: There’s a serial killer on the loose in Costa Rica and no one seems to care
Costa Rica police arrested a suspected serial killer early Wednesday morning in Hatillo
Seven women have been found dead in the area south of the capital since April
with the most recent victim discovered on Aug
subdirector of the Judicial Investigation Police (OIJ)
told The Tico Times that each of the seven victims was homeless and had not been in contact with family
forcing investigators to find most of their leads through other homeless people in the neighborhood
Police said the suspect was captured at 1:24 a.m
Wednesday in a squatter’s shack in Hatillo’s Bajo de María Reina after two people reported him to authorities
Three of the seven victims have yet to be identified
The daily La Nación reported that police had also confiscated a vehicle supposedly used by the suspect
The case has brought back grisly memories for some Ticos of the country’s first documented serial killer
nicknamed “El Psicópata” (The Psychopath)
suspected of killing at least 19 people between 1986 and 1996 in the eastern part of San José
No suspect was ever charged in that case and the killings went unsolved

Puerto Rico (CNS) — Way up in the highlands of north central Puerto Rico
in an area severely damaged by Hurricane Maria
lies an untold story of an imminent economic catastrophe: the potential decimation of the island’s milk industry
a Catholic dairy farmer in the Naranjito sector of Hatillo
Two of his three dairy farms were wiped out by Hurricane Maria
walked over the gate at the top of the hill behind my house
frozen in disbelief about what I was seeing,” Toledo told Catholic News Service Oct
22 while standing a few feet from a huge pile of twisted metal that was one of his milk production facilities
The son of an extraordinary minister of holy Communion and a lector
he had to move most of his 700 cows about five miles away
About 20 cows that could not be moved remained at his property
“If I take into account the lost and damaged cows
I’d say we have lost just over $1 million,” said Toledo
Considering that his farms were not the only ones destroyed
one of Toledo’s main concerns is the massive unemployment resulting in the area’s agricultural industry
His farms have provided employment for area workers for at least 50 years
The local cattlemen’s association has had meetings with government officials about recovery programs available
“but we have to rebuild ourself and if aid is approved
they reimburse part of it,” said Toledo
the only agricultural industry protected is milk production and the product has never been scarce,” added Toledo
“but I anticipate that for two or three years
Puerto Rico’s milk production is at 45 percent of normal output and the next few years “will be very difficult for the industry.”
According to the trade magazine Progressive Dairyman
Puerto Rico’s dairy industry yields more than $200 million annually
representing about one-quarter of Puerto Rico’s total local agricultural production
Hatillo leads the island’s dairy production
most of which suffered severe hurricane damage
“The government recently announced that the milk industry is back up to 70 percent
we might end up completely losing the Puerto Rican milk industry.”

Listen NowSaveShareGlorimar Rivera outside her home in Hatillo
Puerto Rico.Joanne Griffith/MarketplaceOn Puerto Rico’s north coast is a town called Hatillo
It’s the middle of the day and cars drive slowly through the neighborhoods
along roads with electricity poles leaning at a 45 degree angle
holding power lines that drape into U-shapes in front of people’s homes
Glorimar Rivera is sitting on her front porch with her grandmother under some shade
The second floor of her house is in the middle of renovations that started before Hurricane Maria – open with unpainted bricks and no glass in the windows yet
Rivera rode out Hurricane Maria in her home with her 4-year-old son
the wind was infernal,” Rivera recalled about Hurricane Maria
We came outside because we thought it was over
said she has been in Puerto Rico all of her life
She experienced Hurricane Hugo in 1989 and Hurricane Georges in 1998
It’s an experience that I don’t ever want to live through again,” she said
Rivera’s home got its water back around four weeks ago
“There’s no power so we have to keep buying ice to keep things cold
reminders of Hurricane Maria are everywhere almost three months after the storm
Rivera works at a 24-hour Walmart in Hatillo
The store suffered its own losses after Maria – ruined meats
damaged stock – and was closed for about a month
Rivera says there’s not enough work for everyone
She’s only worked a handful of three or four hour shifts since
But even with few signs of things returning to normal any time soon
Rivera would rather rebuild her life on the island
I’m going to stay here with my family.” said Rivera
“The warmth of my family doesn’t compare with leaving and venturing out.”

A truck was detained this Saturday while transporting in its interior dozens of Haitian nationals in the municipal district of Hatillo Palma in the province of Monte Cristi
The truck was carrying more than forty Haitian nationals in the back of the truck
This situation reinforces the tension that exists regarding the trafficking and smuggling of migrants in the border areas of the country
and the recently organized network called Operation Border
dismantled by the Specialized Prosecutor’s Office Against the Illicit Smuggling of Migrants and Trafficking in Persons (PETT) in conjunction with the Prosecutor’s Office of Monte Cristi
There are 11 detainees in the case whose request for coercive measures was scheduled to be heard this past Friday
Local February 26
The hearing was postponed because the lawyers of two of the accused requested additional time to study the file and prepare their means of defense since the document had not been notified to them
which has been ongoing for approximately one year and five months
among them five military personnel and ten civilians

man who has been living in Costa Rica since 2009 has filed for asylum in the country because he says he fears for his life should he be sent back to the United States
which is currently under appeal through the Immigration Administration Court
began when he was detained at his apartment in downtown San José on April 6 and put into an immigration detention center in Hatillo
April 29 resolution from Immigration denying a refugee visa for Perry
the man’s request was based on his assertion that he suffered harassment from authorities in his home state of Indiana
including from a state police master trooper
Perry wrote in a letter from the detention center: “At the prison (sic) I made it clear I wanted to apply for refugee/asylum in Costa Rica due to the fact I have been on the run for my life from police corruption in the United States for over seven years.”
Perry told The Tico Times he was involved in a small-town conflict with police
who he said harassed him over a girl he was dating at the time
The initial ruling from the Immigration Administration denying Perry’s request stated that “it’s not possible to determine a causal link between this situation and any of the stated grounds.”
said it would be difficult for Perry to obtain asylum in Costa Rica based on any of the above categories
Perry was in Costa Rica illegally when he applied
In a phone call Monday from the immigration detention center in Hatillo
Perry said he should qualify for asylum based on political grounds
“This is political what is happening to me,” he said
“The thing between the judges and police back home is all political.”
Solano said if Perry loses his appeal through the Immigration Administration Court
the director of the Hatillo immigration detention center
said an anonymous complaint led to Perry’s detention in April
Court documents appear to indicate that authorities were suspicious of the timing of Perry’s asylum request
“It calls to our attention that the applicant made this request for asylum once he was apprehended for being found in the country illegally,” the initial Immigration Administration ruling read
Perry said he has been suffering from depression and suicidal thoughts during his stay in the detention center
but claimed that repeated requests for a psychiatric evaluation and for attention for other medical emergencies have gone unanswered
Detention center director Mora said officials have responded to all of Perry’s medical needs
citizen has lodged a “high number” of medical complaints and that all checkups and tests carried out have indicated that Perry is healthy
The detention center usually does not hold people for more than 30 days
who will spend his 42nd day in the center on Wednesday
remains detained because of the asylum appeal
Embassy said she could not comment on Perry’s specific case due to the U.S
along with the Hatillo Municipal Police and the Puerto Rico Police
