local communities in northern Puerto Rico are celebrating the creation of a new marine protected area (MPA) – Jardines Submarinos de Vega Baja y Manatí
The newly-established MPA encompasses 202.7 km² (77 square miles) of coastal coral reefs
and seagrass beds home to more than 14 endangered species
The area also hosts vibrant small-scale fisheries and a local ecotourism industry
and communities hope that new efforts to formally co-manage Jardines as an MPA will allow its waters to remain a source of food and income for local families for generations

WCS has joined forces with the Caribbean Biological Corridor (CBC) - an intergovernmental platform that brings together the countries of the Greater Antilles - to advance and scale up marine conservation in the region
WCS supported local partners in Puerto Rico that worked with VIDAS to strengthen the Jardines MPA proposal and bring it across the finish line

It’s comprised of several critically important ecosystems
and is home to more than a dozen threatened species
including the greater Caribbean manatee (Trichechus manatus manatus) and several species of sea turtles
“Juvenile sea turtles foraging in the shallow coral reef and seagrass habitats will receive added protection with zoning designed to reduce potential conflicts with recreational vessels,” Wildlife Conservation Society scientists told Mongabay in an email
“This will also afford protection to various species of corals that grow there,” they added
The new MPA is also a site for local small-scale fishing and several ecotourism projects
The coalition organized to establish the MPA so it can continue to be used by locals and at the same time protect the resources they rely on for sustenance and revenue

is undertaking initiatives to reduce water and energy use at its operating sites.
FMC's Manati site in Puerto Rico consumes a lot of energy – about 31,000 megawatt-hours (MWh) annually – and relies heavily on grid electricity
Frequent hurricanes in the area leave the facility vulnerable to power outages
the Manati site sought to implement sustainability initiatives that reduce the site’s reliance on electricity from the grid and allow it to benefit from extreme rain events
the FMC Manati team initiated a multi-stage cooling tower optimization project that included installing a variable frequency drive (VFD) to optimize fan speeds and a rainwater harvesting system that has the capacity to collect up to 22,000 gallons of rainwater monthly
As a result of the VFD and using rainwater as a water source for the cooling tower
FMC found that the site improved energy efficiency by 75 percent
reduced well water consumption by 25 percent
The reduced energy demand and use of stormwater runoff improved the site’s resiliency during climate-related events like hurricanes
The project also reduced blowdown—a process that involves removing some water from a cooling tower and replacing it with fresh water—due to lower mineral content of rainwater
and volume to the on-site wastewater treatment plant
The Manati site plans to implement additional rainwater harvesting projects and install a second VFD
The success of the project has inspired replication of rainwater harvesting at other FMC sites around the world
According to FMC, the cooling tower optimization project contributes to the company’s broader sustainability strategy by continuing to drive progress toward its 2035 Environmental Commitments
The project also contributes to the UN Sustainable Development Goals (UN SDGs): 6

PRIO confirmed that it had received the payment regarding the conclusion of the sale of its 10% interest in the field to Gas Bridge Storage

The interest in the Manati field was acquired in 2017 for R$140 million

Puerto Rico-based Doctors' Center Hospital was one of the top five small hospitals in the 2017 Best Hospital IT Departments
we weren't sure whether they'd have much time to talk to us with the ongoing crisis in the wake of Hurricane Maria still gripping the island
Chief Information Officer Pedro Rios-Mercado was able to find some time to speak with us over a spotty phone line
despite the fact that the hospital was "still fighting with our electricity" five full weeks after the storm had made landfall on Sept
Doctors' Center Hospital has four locations across the island
"Every hospital in Puerto Rico was hit," Rios-Mercado said
Manati had been able to run its Meditech EHR with help from a generator
but the other hospitals had been forced to return to paper records for weeks since the hurricane
Merely maintaining daily operations had been a challenge
The generator meant it took more than an hour and a half to get the Meditech system up and running
And "every other day we have generator maintenance when they shut the generator down to change the oil
The Doctors' Center IT staff had barely left the hospital since September 19
One gratifying fact to emerge from the crisis is that doctors actually like EHRs better than some may have previously assumed
the physicians prefer to wait until the system goes up," he said
Given EHRs widespread reputation for being kludgy
Rios-Mercado said it’s ironic that just as the hospital needed free-flowing data the most
and physicians are left clamoring for their EHRs and complaining about having to use paper
but right now we are at 270 patients," he said
We need the system to run efficiently more than ever and need access to information more quickly than before
"We have just a quarter of our bandwidth," he added
the 10-person IT staff at Doctors' Center Hospital has been doing terrific work
"They are 100 percent engaged with their work,” he said

So it's Rios-Mercado's goal to get back up and running soon
pursuing the initiatives it would be focusing on if not for the storm
"Our next big project was patient engagement," said Rios-Mercado
"That will be my biggest item on the shopping list for the HIMSS convention in Las Vegas."
When we suggested that hopefully by then he'll also be able to squeeze in a well-deserved vacation before or after HIMSS18
But in the meantime remains a lot more work to do
"Two Category 5 hurricanes in a row – that was our biggest nightmare," Rios-Mercado said
and our vendors are still working with us because they know how strong we are with our culture and how compromised we are with our patients
Rios-Mercado added that Hurricane Maria has been an amazing learning curve for Doctors' Center Hospital and its IT shop
"I don't see anything more hard to fight than the kind of catastrophe we just have experienced

After the repairs were carried out on the export pipeline’s subsea valve
the Brazilian oil and gas giant Petrobras has resumed gas production from the Manati field
Petrobras, as the operator of the Manati field – located in the Camamu Basin, in the state of Bahia – reported last week that the production of gas from this field was stopped on Friday
10 December 2021 due to the improper closure of a valve in the field’s partly submerged export gas pipeline
Petrobras claimed the pipeline’s operation was safely interrupted and teams were mobilized for the repair
whose subsidiary Enauta Energia holds a 45 per cent working interest in the field
after the completion of the repair of the valve in the submerged export gas pipeline
after the repair of the pipeline between the compression station and the gas treatment station was completed
which holds a 35 per cent stake in the field
while its partners are Enauta Energia with a 45 per cent interest
GeoPark LTDA and Petro Rio Coral Exploração Petrolífera LTDA
It is worth reminding that after Petrobras’ announcement from May 2020, regarding the firm’s intention to sell its entire 35 per cent stake in the Manati field, both PetroRio and Enauta announced agreements to sell their entire interest in the field to Gas Bridge a few months later
also approved an agreement in November 2020 to sell its 10 per cent non-operated working interest in the field to Gas Bridge for about $27 million
The closing of the transactions was expected in the fourth quarter of 2021
Manati wells are connected by subsea lines to the PMNT-1 platform and gas flows from there through a 36 km pipeline to the Compression Plant (SCOMP)
where it is compressed and travels another 89 km to the Processing Plant (EVF)
The field was discovered in 2000 and production started in 2007

“Manatees are found where the water is deep

a fisher from the municipality of Barrancabermeja
an initiative bringing together people with different backgrounds in the Magdalena Medio region of Colombia to achieve a common goal: saving this enormous and fascinating aquatic mammal from extinction
Some strategic partnerships for dealing with emergencies had already been established in Santander back in 2010
but the network was formally created in September 2023 and expanded to several municipalities in Antioquia
nongovernmental organizations and local communities are all involved in the network
Part of their mission involves rescuing manatees
the group has set up a 24-hour emergency response contact number (+57 322-983-8738) where anyone can report a manatee in distress
several environmental organizations were in involved in responding to 40 emergencies where Antillean manatees (Trichechus manatus manatus) had become stranded or stuck
The Antillean manatee is classified as endangered by the IUCN’s Red List
Stranded manatee emergencies have occurred principally in the department of Santander (52.5%)
located between the municipalities of Puerto Wilches and Sabana de Torres
as well as in the municipalities of Barrancabermeja
The department of Antioquia comes in second place (17.5%)
concentrated in the municipality of Simití
especially in the municipalities of Aguachica and San Martín
Among the most concerning data is that 12.5% of the 40 incidents reported were classified as mass strandings in which two or more manatees were found trapped
within the El Totumo (Antioquia) Cenotage Complex
The second-highest was reported in 2010 in Ciénaga de Paredes (Santander)
A total of 31 manatees died in a 13-year period
The manatee is the largest aquatic mammal in the marshes and rivers of the Magdalena Medio
and its presence benefits both the water quality and flora and fauna
it balances out the plant populations it consumes
and its feces contain many nutrients for fish
a scientist from the organization Cabildo Verde who has extensive experience of working with manatees in the region
Even the way manatees swim is important for the integrity of the waters they inhabit
and their flattened tails help keep the channels they swim through passable
This helps our wetlands maintain their structure below the water level,” Arévalo says
Biologists are greatly concerned about the dwindling numbers of manatees and the loss of the benefits they bring to the ecosystem
the main threat to manatees was indiscriminate hunting for their meat
communities’ attitudes toward manatees have changed
and now other problems pose more of a risk
for the purposes of introducing livestock or crops
climate variabilities such as El Niño have led to a drastic decrease in water levels in these huge bodies of water
increasing the manatees’ risk of becoming unexpectedly beached
Incidents can also occur when (mainly young) manatees get trapped in trammel nets — gear typically used in bottom fishing that is usually placed by the shore overnight
“These nets also keep them away from their feeding areas because they are usually located along the shoreline
generating a kind of wall between the manatees and the plants they eat
The trammel nets also cross the channels through which they pass
with their habitat becoming smaller and smaller,” says Arévalo
Incidents of manatees becoming stranded or trapped are becoming more and more frequent
experts stress that any organization or person who comes across a manatee in danger should call their hotline or send a WhatsApp message to report it

“We are talking about saving individuals with a view to protecting entire populations
that facilitates rescue planning and communication

When someone reports a stranded or trapped manatee

so they can provide as much information as possible about the situation

the on-site care and the possible transfer of the manatee
“Any individual animal we can rescue is a gain for the whole species,” Saavedra says
Regional environmental agencies and local communities have made available emergency kits to help provide initial assistance to injured and stranded manatees until professional care arrives
This collaboration between biologists and communities was one of the most important factors that led to the creation of the RVM
stuck or even dead animal is very important because we can acquire more knowledge about manatees that will help us protect them
The communities have really developed a great sense of ownership of the manatee,” Arévalo says
This is demonstrated in the training that has been going on for several months within communities in rural areas

when communities found a manatee entangled in a net
many would try to cut it out to help free it
But now they have learned it is better to wait for expert help
as it is sometimes necessary to give the manatee medical attention before releasing it completely; it may be injured or have physical damage that is not evident to the naked eye
but we have also found several stranded and have been able to pull them out because we have been taught how to do it
and we have a toolkit,” says Eduardo Portilla
a member of the Barrancabermeja Fishermen’s Association
Portilla is part of the Magdalena Medio RVM and is one of more than 50 community monitors guided by the WCS and the environmental organization Cabildo Verde
is the monitoring of areas where manatee strandings have previously occurred
so the animals involved in new incidents have a better chance of survival
This happens because manatees have to travel through several streams until they reach the Magdalena River
connectivity is often lost because the streams are dry
Monitoring is carried out during fishing activity
The fishers complete a form where they record whether they were able to directly observe the manatees
but they have also been trained to recognize indirect traces that indicate the animals’ presence
feeding areas and the shadows made by diving manatees
“We began monitoring in December last year with 57 people from eight communities
We put together a spreadsheet of information: where the fishing was done
what time it ended and whether the water was high
The form is filled out even if no manatees were seen
Not seeing one does not mean that manatees were not in the area,” says Leonor Valenzuela
coordinator of analysis and synthesis at WCS Colombia
an organization that supports the monitoring work and the RVM
some 1,924 hours of monitoring were reported in 22 bodies of water — swamps
rivers and streams — and although it was originally thought that manatees had not swum through the Magdalena River
their presence has been confirmed on two occasions
they are in the river; it is just more difficult to observe them in the river than elsewhere
but they are moving through it,” Valenzuela says
Valenzuela goes on to say that monitoring has confirmed the presence of manatees in 16 of the 22 bodies of water where fishing activity has taken place
“We have 80 records of manatees — 18 direct records and 62 indirect records — meaning they saw their feces
feeding areas or something else that allowed us to identify that the manatee was
The sites with the highest number of records were Caño Peruetano
Valenzuela says one of the things that has surprised biologists the most is the communities’ interest in the monitoring
“The villagers know that they really are part of the process
and that their work is not limited to just passing data to us
and that has meant a lot to them,” says Valenzuela
adding that the fishers have told them they don’t want to stop the monitoring
the community now wants to do a deeper analysis
not only to determine where the manatees are
but to understand how the species’ population patterns change in relation to whether the water is high or low
This will provide the communities with insight into how the manatee behaves in the Magdalena Medio marsh complex

The surrounding production concession is in the Camamu basin in Bahia State
Manati is 10 km (6.2 mi) from the coast of the city of Cairú
It came onstream in 2009 and last year produced on average 105 b/d of condensate and 1,269 MMcm/d of gas through the PMNT-1 fixed platform
which is connected to six producing gas wells

It was obvious that the practice of utilizing bleach and muriatic acid was impacting the future stability of marble and cast monuments
Many people not understanding that simpler methods of cleaning can lead to the longevity of materials on a site
while seemingly effective with immediate effects
ultimately can lead to material failure in the nearer term
It should be noted that harsh acid should not be used on these historic monuments and anyone who can share this knowledge should do so
cleaning again came to the be seen as a priority but related to the impact of use of modern vinyl or plastic paints
Removal of these paint products which actively form water barriers
as well as cleaning the mold formed from organic content of the paints was self-evidently a priority to develop better practices for the municipality
Simple methods of gentle removal of failing paint where shown which allowed the monuments surface to be prepared for the application of lime wash
We were able to introduce the local population to a local supplier of lime wash paint which is now available for purchase on the island
It should be noted that modern paints are not acceptable as a natural whitewash alternative on historic materials as they will cause more damage after their application
It is imperative that anyone who can should promote the use of natural lime washes over these destructive modern vinyl paints
one of the major topics of conversation related to the failure of masonry monuments due to movement created by earthquake actions
While the workshop could not address some of these major structural issues NCPTT was able to present several techniques to stabilize and improve the integrity of these large structural masonry monuments
This included the simple act of finding pieces of broken marble plaques and placing them in more stable positions
Some of these plaques had become broken jigsaw puzzles and placing the pieces back together
became an act to honor the memory of those departed

This material is newly available on the island and can now be used to recover from and replace the use of hard modern cements which has become endemic since the introduction of modern cements in the early part of the 20th century

The long-term effects of these workshops can only be understood as these conservation techniques are propagated to a wider audience
NCPTT was tasked by the RSF to document for future dissemination parts of the workshop

We hope the major take aways from the program are the utilization of gentler methods of preservation such as using:

try to imagine what materials where originally used to produce the monuments and actively try to replicate those materials in your preservation work
While many of these simpler methods and applications require knowledge and skill to Implement
also potentially adding time and initial costs
the long-term impact of using these materials and methods is quantifiable by the longevity of materials preserved and maintained in the right ways
It is hoped in sharing this knowledge NCPTT helps support the preservations who are challenged with stabilizing their own historic sites round the country

A key element that may have been overlooked by U.S
observers as Hurricane Maria devastated Puerto Rico in the fall of 2017 was how the island's emergency services would continue serving during and after the storm
Nearly 1,700 Puerto Rico firefighters worked around the clock
and they also got plenty of help from US-based emergency personnel who volunteered their time to head to the island and aid with recovery efforts
The Chicago Fire Department was one of many that answered the call
sending 22 personnel with ties to the island in October 2017
but the Windy City took that outreach a step further on Tuesday by donating a fire engine and ambulance to the city of Manati on Puerto Rico's northern coast that will serve both the city itself and surrounding areas

The company has four plants in Puerto Rico in total
which already manufactures and packages a number of biologic products through its fill and finish facilities
is now set to contribute to the production of the new BMS treatment for moderate to severe rheumatoid arthritis
Orencia (abatacept) (produced from Chinese hamster ovary cells) and also some investigational compounds
New York facility provides biologics scale-up and pilot capabilities
The company’s new biologics facility in Devens
is awaiting the approval of the US Food and Drug Administration (FDA)
BMS has contracted production out to Lonza; Lonza was given FDA permission to produce Orencia in May 2006
Additional capacity requirement for Orencia production meant the expansion of Manatí
BMS’s only biologics facility in Puerto Rico
This facility also produces Abilify IM and Coumadin OSD
The project to expand the plant began in 2007
Construction has since been completed and the facility was expecting licensure for commercial production in 2010
the FDA issued a warning letter to BMS following a plant inspection conducted in March
The warning letter pointed out significant good manufacturing practice (GMP) deviations at the facility
including failure to establish anti-contamination protocols
The FDA suggested BMS to contact a third-party consultant for assessment of its procedures
The issue was resolved in June 2011 when FDA
informed that BMS’ corrective actions at its Manatí facility have sufficiently addressed the concerns raised in 2010
Similar problems were observed during facility inspections conducted in 2005 and 2009
The Bristol-Myers Squibb expansion at Manatí added around 100,000ft² of new space to the plant and also renovated a further 30,000ft² of existing space for filling and finishing of biologics sterile products (pre-filled syringes
The construction work required an extra 700 workers and commissioning will see 200 additional consultants on-site
Manatí has been put forward as the centre for biologics finishing in Puerto Rico
with additional investment promised after the current expansion
In October 2007 BMS announced the closure of one of its plants in western Puerto Rico
made Pravachol for heart disease and Glucophage for diabetes
as well as Abilify to treat bipolar disorders and schizophrenia
The closure saw 400 jobs lost as it occurred in stages through to 2008
Abilify production was switched to another production plant in Puerto Rico
The other two drugs are having production scaled down due to lack of demand
probably because of the availability of generic versions
The general construction work for the expansion project was carried out by Mar-Land Industrial Contractors of Puerto Rico
and also construction work and interior first fitting
The construction management for the project was provided by Torcon of Guayanobo
Benjamín Soto & Associates (BSA) was involved in the commissioning of the new fill and finish facilities in the 30,000ft² renovation part of the project
Orencia is a compound used to treat rheumatoid arthritis when tumour necrosis factor α inhibitors do not work
The treatment is a fusion protein that is made up of an immunoglobulin fused to the extracellular domain of CTLA-4
which is a molecule capable of binding the B7 receptor
Orencia functions as a selective co-stimulation modulator as it inhibits the co-stimulation of T cells to mediate and control the inflammatory response targets; the drug targets CD28
preventing the interaction with CD80/86 on antigen-presenting cells
The drug is given in solid dosage form but not in combination with any other drug
Orencia was launched in the UK in June 2007 but the National Institute for Health and Clinical Excellence (NICE) rejected the drug in August 2007 as not being cost effective
a review overturned this verdict in August 2010

Oil and gas company Enauta will be keeping its interest in the Manati gas field offshore Brazil as the conditions for the previously announced sale of its interest in the field have not been met
Enauta revealed on Monday that the conditions precedent required for the completion of the sale of the company’s stake in the Manati field to Gas Bridge had not been fulfilled
The deal between Enauta and Gas Bridge was subject to a series of commercial and regulatory conditions that should have been fulfilled by 31 December 2021
Enauta opted not to extend the deadline for fulfillment of the conditions precedent and decided to keep it in its portfolio
Enauta said the asset was important in terms of cash generation
Gas Bridge proposed to enter into negotiations with Enauta for a possible partnership between the companies to implement a natural gas storage project for Manati if it succeeds in acquiring the stakes of other partners in the field
Enauta said it would begin assessing this opportunity due to its interest in maximizing the use and value creation of Manati

adding 100,000 square feet of manufacturing capacity to meet the demand for its surgical technologies from the Ethicon division

"We have been experiencing an increasing demand for the products we manufacture at the San Lorenzo plant and that plant is already at its limit in terms of space capacity
including options outside Puerto Rico and options within Puerto Rico
The result of all this analysis is that we are going to invest in our Johnson & Johnson plant in Manatí
The reasons why we decided to do this is because it allows us continuity and uninterrupted production of products in San Lorenzo and we can do it in a faster way," explained Rosana García
She further stressed that this expansion will not cause a closure at the San Lorenzo facility; both are producing the products
"Our employees at the San Lorenzo facility play a key role in manufacturing quality products that change patients' lives and contribute greatly to our growth
