The current leader in the World Cross Country Tour standings
Kwizera held off the challenge of defending champion Thierry Ndikumwenayo to win the men’s title
while Niyomukunzi solo ran her way to victory to claim the women’s crown in the Portuguese coastal city
at an event that doubled as the European Champion Clubs Cup Cross Country.
Racing for Spanish club Playas de Castellon
Kwizera matched the fast early pace set by Kenya’s Charles Rotich
Rotich was followed in single file by his compatriot Gideon Kipkertich Rono and Kwizera
with last year’s runner-up Oscar Chelimo of Uganda and Spain’s Ndikumwenayo a couple of seconds back
A four-strong group completed the first of the five laps together
with Ndikumwenayo starting slightly more conservatively and running with Turkiye’s Sezgin Atac four seconds behind the leaders.
Rotich and Kwizera continued to take charge at the front and Ndikumwenayo gradually moved up the field
The leaders passed half way and Ndikumwenayo moved into third place
on the hunt for a second consecutive title
Kwizera passed Rotich as they approached the start of the penultimate lap and during that loop he created a gap of 11 seconds ahead of Rotich and Ndikumwenayo
Kwizera – the winner in Amorebieta-Etxano
Soria and Alcobendas this season – continued to move away and had more than enough time to celebrate as he approached the finish line to regain a title he won in 2022
finishing 15 seconds ahead of his Playas de Castellon teammate Ndikumwenayo
who held on for the runner-up spot by a single second ahead of 19-year-old Rotich

Niyomukunzi secured an even more dominant victory in the women’s 9280m race
the 25-year-old claimed her second Gold race win of this World Cross Country Tour season and her fifth podium place
having also won in Amorebieta-Etxano in October and then finished third in Atapuerca
second in Soria and third in Elgoibar at the start of January
Her success never looked in doubt in Albufeira
Running for Italian team Cus Pro Patria Milano
she started to break away from the lead pack towards the end of the first of five laps
and she had a three-second advantage ahead of a chase group led by Portugal’s Mariana Machado by the end of that lap
Niyomukunzi continued to push the pace and the field began to string out
By the end of the second lap she had a 28-second lead ahead of chase group of six and she was 44 seconds ahead as she started her penultimate loop
With one lap to go her advantage was 47 seconds
with Turkiye’s Bahar Yildirim breaking away from the rest of the chase pack
crossing the finish line in 31:44 to win by 38 seconds
but there was a battle for the runner-up spot
Machado was working hard but Yildirim had the stronger finish and secured second place in 32:22
Maria Forero and Carolina Robles of Spain respectively secured fourth and fifth place finishes

However, if you’re heading to Albufeira, the sun-soaked city in Portugal’s glorious Algarve region
there are some new rules in place that you need to know about.

Aimed at foreign tourists who seem to assume that they can do or wear whatever they like about the municipality
12 local police officers will be tasked with the job of enforcing the many new rules which could see tourists paying heavily for any breach
The matter which will be open for public consultation for 30 days from February 12 is more than likely to be approved and the first regulation concerns what it termed ‘partial nudity’ with the intention of stopping the wearing of bikinis
swimming trunks and underwear on public roads
terraces and establishments (except beaches and hotels) which can be viewed from the streets
hotel restaurants or bars don’t cover themselves properly then the proposed fine will be between €300 and €1,500
This however is only the tip of the iceberg as other restrictions, none of which appear to be anything more than sensible, will include the consumption of alcohol on the street
nudity or the exhibition of sexual organs as well as sleeping
urinating or defecating in the street which should see fines ranging from €500 to €1,800
The big money spinner however is being directed at sexual acts taking place in public places with the fines ranging from €1,000 to €4,000 although to date there is no comment on what is considered to be so outrageous as to land those taking part with the €4,000 fine
Other restrictions which have not been named are being considered but once revealed could see fines ranging from €500 to €2,500 and it is intended that there should be a restriction on unreasonable noise in residential areas as well as a fine for abandoning shopping trolleys in the streets

a race that attracted many female European competitors to Albufeira on February 5 was highlighted on the Council Facebook page
although some of the clothes that the competitors were wearing would surely fall under the ban of skimpy costumes

European beach towns have passed multiple so-called “bikini bans” fining people who wear swimwear outside designated beach areas
Split recently followed the popular walled city of Dubrovnik in introducing a new €150 fine for tourists wandering around in swimwear
Other places with similar rules include Barcelona

Albufeira is set to introduce Europe’s steepest fine yet: up to €1,500 ($1,569 USD) for anyone not properly covered up outside the beach
While the new public order rules proposed by the Algarve City Council and Mayor José Carlos Martins Rolo focus on everything from public drunkenness to sports equipment in public areas
the first two points focus on “remaining or moving around in” a state of full or partial nudity
as a person who partially exposes their body

The proposal, which is currently in the consultation phase and is set to be ready in time for the summer beach period, does not yet specify the distance from the beach at which one is officially considered to be in the city but is written in a way to limit beach attire exclusively to the water area
The fine could be up to €1,500 for those caught in the city in swimwear and €1,800 for anyone fully naked

Martins Rolo said that swimwear in the city “harm[s] public space and hygiene” as well as “cause[s] undesirable damage to the resident population and the image of the municipality as a tourist destination.”
The crackdown comes after, in the summer of 2024, a video of eight British men dancing naked in a bar on Albufeira’s party strip went viral and caused an outcry in the country. Portugal’s coast is particularly popular amid Brits seeking sun and a party scene while tourism from the U.S
has also seen a major uptick in the post-pandemic years
“It is urgent to establish measures that allow us to effectively deal with the adoption of abusive behavior
especially by those who seek the municipality of Albufeira as a tourist destination,” reads the proposal
Excessive tourism has become a contenious issue in numerous European countries; anti-tourist protests have
started periodically popping up in cities such as Barcelona
While the main reason for the protests came down to the housing crisis exacerbated by property owners who choose the more profitable option of charging day rates to tourists instead of monthly ones to local residents

Albufeira’s reputation as one of the UK’s favourite destinations would be under threat if new rules are seen to be too strict
“Parts of the new code of conduct ban things like urinating on the street or having sex in a public places and I fully endorse the toughest of rules for antisocial behaviour like that,” said Matt
whose Tyneside-based company has organised more than 50,000 parties over 25 years
“But to crack down on people wearing a bikini or men taking off their shirt in the heat
I think we can all agree that these rules feel petty and are likely to be unworkable
“We’ve seen other European destinations bring in tough rules to try and deter party tourism from Britain and they’ve never worked so far
But I think it will lead some Brits to just feel fed-up at being targeted for the bad behaviour of a vanishingly small minority
“Our customers are normal people and those booking stag and hen parties through professional companies aren’t the ones causing trouble
“Most of our clients are looking for a fun
“If people feel like they’re being unfairly targeted
they could simply just go somewhere else.”

The proposal is currently out for public consultation, but could be in place by the time summer’s tourist influx arrives.
Albufeira is far from the first European holiday destination to introduce laws like these. Beach towns in Spain, Croatia and France already police partial nudity off their shores, for example.

Albufeira’s mayor Jose Carlos Rolo said in an official government document: “It is urgent to establish measures that effectively address the adoption of abusive behaviours
particularly by those who seek the municipality of Albufeira as a tourist destination."
The document the council has put out to public consultation says under a section titled ‘Prohibitions’: “To remain or circulate in a state of partial nudity
including seafront car parks as well as hotel swimming pools
The fine for breaking the semi-nudity rules would be between €300 and €1,500
Albufeira has recently tried to distance itself from its party image and move upmarket and away from its dependence on tourists
the council presented a diversification strategy with the motto 'Albufeira is part of your life'
Following an incident of public nudity in the town last summer
Mr Rolo said sun and the beach would always be at the centre of the resort’s tourist product but added: “We want to focus also on diversifying the offer
in order to contribute to reducing seasonality but also to attract new tourist markets from other nationalities.”

A new sculpture entitled “Pensador de Albufeira”, by sculptor Carlos de Oliveira Correia has been inaugurated in the municipality of Albufeira
According to information provided by the Parish Council of Albufeira and Olhos de Água, this artistic installation is based on the original work “The Thinker”, by the French sculptor Auguste Rodin, and is installed in the southern part of Avenida Sá Carneiro.
The enjoyment of this work of art is free for the entire population, in an action by the Parish Council of Albufeira and Olhos de Água that "contributes to the harmonisation and enrichment of public space, and which joins the various artistic installations that the local authority has promoted in recent months throughout the city."
The inauguration of the sculpture installation was presided over by José Carlos Rolo, Mayor, accompanied by the President of the Parish Council of Albufeira and Olhos de Água, Isolete Correia, the author of the work and other people who wished to be present.

They have been forced to develop a code of conduct for the tourists as they realised the city would soon lose its family-friendly atmosphere if this continues

The “Albufeira – Safer Night 2025” campaign started in Albufeira on 1 April

Tourists to Albufeira could risk facing a fine for not covering up away from the beach
The coastal city in the Algarve has updated its code of conduct to prohibit people from being in a state of partial or complete nudity in public areas
