The Portuguese city of Covilhã has signed a twin city agreement with Longhua district in the Shenzhen municipality, in neighbouring Guangdong province.
The cooperation arrangement, inked on Wednesday, paves the way for strengthening not only business ties but also collaboration in areas such as culture and tourism.
“We are keen on having China as a privileged partner,” Covilhã Mayor Vítor Pereira told public service broadcaster TDM.
He added that Covilhã hopes to attract Chinese investment in health, trade, new technologies, textiles, agriculture, culture, and tourism.
Meanwhile, chambers of commerce from Covilhã and Macau signed a cooperation protocol last week to promote cross-investment. The agreement was reached between Macau’s International Lusophone Markets Business Association and the Covilhã, Belmonte and Penamacor Business Association.

Telco closing in on sale of flagship Portuguese facility
French telco Altice is reportedly close to selling its flagship data center in Portugal
Jornal Económico reports that the company is in the process of negotiating the sale of its Covilhã data center for €100 million ($107.8m)
Portuguese infrastructure investor Horizon Equity Partners is claimed as the most likely buyer
Originally constructed by Portugal Telecom, the 75,500 sqm (813,000 sq ft) Covilhã facility offers 12,000 sqm (129,000 sq ft) of colocation space across 24 data halls; capacity enough for more than 50,000 servers. Opened in 2013 and expanded in 2018
Reports that the telco was looking to sell off the facility first surfaced in December 2022
to give the illusion it is floating on the water and helps create a cooler microclimate
The moat is fed by a rainwater collection system
while the site includes an on-site photovoltaic solar power generation and a garden with more than 600 trees
Horizon’s previous investments include Portuguese tower company Omtel – which was carved out of Altice – and solar firm Diagonal Fortune
Reports surfaced in November 2022 that the French telco was also looking to offload up to 92 data centers in France
reportedly comprising a ‘handful’ of larger sites and ‘dozens’ of smaller facilities
A deal for its French portfolio could be worth up to could be valued at about €1 billion ($1.1 billion)
Portugal Telecom was acquired by Altice in 2014 from Oi for around €5.79 billion
Altice Portugal operates five data centers in the country totaling 17,000 sqm (183,000 sq ft)
while Altice’s French subsidiary SFR operates 26 totaling 93,000 sqm (1 million sq ft)
Altice Portugal also operates two cable landing stations in Sesimbra and Carcavelos

The most recent viewpoint in Miradouro do Alto dos Livros in the Serra da Estrela Natural Park will open on the 15 June, announced the Covilhã Chamber
is part of the network of four observation points in the municipality already intervened by the municipality
which includes the Miradouro da Varanda dos Carqueijais
the Miradouro dos Piornos and the Miradouro do Covão
“This project is developed from a geological formation made up of schist sheets
which creates the visual illusion of a set of overlapping books
from which the name Alto dos Livros emerged”
the municipality intended to return to nature the base platform of the geomonument
also contributing to the establishment of native species
in a place that is already a place of memories
especially for the people of Cortes do Meio
who passed there on their way to the Covilhã factories
so the intervention took into account the fragility of the geomonument and the associated symbolic burden”
three information panels were installed at the site: one relating to the geology of the site
and the third to the interpretation of the landscape
“This intervention is based on a largely naturalised project
which takes advantage of the landscape and the stunning views that the site provides over the Serra da Estrela and surrounding valleys”
a fashion show by the Covilhã clothing company Benoli
is planned for Miradouro do Alto dos Livros

The sanatorium sits at the top of the Serra da Estrela mountain range, at a height of 1.300 meters. It was built in 1944 to help speed up the recovery process of tuberculosis patients, who could benefit here from the healing properties of the sun and nature. When medical advances rendered this type of facility obsolete, the building fell gradually into disuse and ended up in ruins.
The project to convert this old hospital into a hotel and spa – promoted by Portugal’s Public Tourism Company – does not intend to create a new place but to enhance the existing elements in order to preserve the same atmosphere, taking visitors on a déjà vu experience when standing before a building determined to remain in this imposing natural landscape.
The comb-shaped layout ensures that every room has panoramic views of the mountains, covered with snow during the winter. A series of paths covers the main garden, designed according to an organic pattern in tune with the natural context. At the rear of the building the hillside is carved to make room for parking and service areas, minimizing their visual impact.

Portugal Telecom marks the end of a five-year strategic investment programme with the opening of iconic data centre
A mixture of Mecca's Kaaba and a top-secret NSA spying centre
cuboid data centre rises ominously at the foothills of the country's highest mountain range
and marks the end of a wide-ranging and expensive five-year investment programme in the company's telecoms and TV infrastructure
Read more: How a data centre protects your information
The data centre has the potential to become the largest in Europe and one of the biggest in the world
the company's CEO Zenial Bava cut the ribbon on the first of what could be four huge monolithic buildings which have the potential to store up to 50,000 servers or 30 petabytes of information
The company told IBTimes UK that in order to create the largest data centre in Europe
it will need to sell the space in the first building before committing to build the other buildings which are in its plans
The €90 million (£75m) investment will result in 1,400 jobs being created (400 directly and 1,000 indirectly) according to Bava and while security remains "the number one item on the agenda for everyone
including government" the CEO believes the company maintains the trust of its customers
Cloud storage is a very contentious issue at the moment following the revelation of widespread and systematic spying by intelligence agencies around the world on the information stored by people in the cloud
told IBTimes UK at the opening of the new facility that he was worried about the legislation which could be enacted as a result of the Edward Snowden leaks
"Local laws will close countries on themselves
We need to have international [business]" Pires said
One of the countries to be affected by Snowden's revelations is Brazil
a country where PT has a major presence with its Oi brand
The inauguration of the Covilha facility marks the end of five years of capital investment in PT's fixed line
mobile network and data storage operations
The opening of the data centre also marks a first for European operators
with Portugal Telecom now controlling the entire network from mobile phone to the facility where your photos
While some telecoms companies in South Korea and Singapore have a similar network in place
Portugal Telecom is leading the way in Europe
This is the result of a decision taken five years ago to invest over 20% of capital expenditure (where typically the spend is between 10-12%) on what PT called a "technological transformation cycle."
It means that PT is now Portugal's leading telecoms company with a pay-TV service
a 100Gbps fibre network and 4G coverage which reaches 90% of the country
PT chose the Covilha site from 25 other possible locations for three main reasons
First it is the only place in Portugal which gets snow in the winter and for nine months of the year is 'cold'
meaning the data centre will require a lot less energy to cool the servers
Covilha is also one of the least likely places in Portugal to experience an earthquake
and finally PT has established a link with the local university (University of Beira Interior) to supply skilled workers for the facility - including the setting up of a university course specifically related to cloud computing
At the inauguration Bava also spoke about the environmental credentials of the data centre
pointing out that it has a power usage effectiveness rating of just 1.2
meaning that for every one unit of power entering the data centre
it requires just 0.2 units to run the computer infrastructure within the centre
The average rating for other data centres according to PT is 1.88
PT has managed to bring its rating down by using a system called free-cooling
which means that PT hopes to have to use its chillers just six days out of the entire year
Portugal Telecom has just unveiled what could become Europe's largest data centre and one of the biggest in the world
The Covilha data centre is the result of 15 months construction but IBTimes UK has decided to take a closer look at some of the extraordinary figures surrounding the new development
