She spent her childhood in Brooklyn before moving in suburban Old Bridge
After high school Arline married the love of her life Jim Loures
NJ where they raised their 5 children together
Later spending their golden years in Timber Pines
Arline continued her education and earned her Master’s Degree in Elementary Education from Georgian Court University
She taught Special Education at McDivitt Elementary School where she excelled and enriched the lives of her many students throughout her career
Arline’s passion for her students was well known throughout the community
In the 1990’s she was honored as Teacher of the Year by the State of NJ Governors Teacher Recognition program
Arline was a devoted and faithful wife to Jim
Their deep love was apparent to everyone they knew and could best be described as a classic love affair
Arline left an indelible mark on the lives of all those she touched
She found true joy in helping those she loved or those fortunate enough to have crossed her path
She always looked for an opportunity to improve someone’s life
inviting and loving home for family and friends
She made it well known that her front door was always open
Her faith and her family were central to her life
She was a long-time and beloved congregant at Most Holy Redeemer Roman Catholic Church and St
Francis Cabrini Roman Catholic Church in Spring Hill
She is survived by her children Kathleen Loures and her companion Kenneth Norcross of Spring Lake Heights
James and his wife Christine of Avon by the Sea
Arline is also predeceased by her second husband
Donald McCartin and survived by his loving family

There is a new controversy in the management of the works for the construction of the Violet Line of the Lisbon Metro
After the government authorized the necessary funds for the construction of the Violet Line surface metro a year ago

UNAids said Loures would not seek renewal of his contract

The construction of the Violet Line will cost at least 450 million euros and will be co-financed by the Recovery and Resilience Plan (PRR) and funds from the State Budget
The Violet Line will include a total of 17 stations and about 11.5 km in length
Santo António dos Cavaleiros and Frielasover a length of 6.4 km
Eight stations will be built in the municipality of Odivelas
serving the following areas parishes of Póvoa de Santo Adrião and Olival de Basto
Ramada and Caneçasfor a total length of 5.1 km
The stations Beatriz Ângelo Hospital e Loures Valley will be the end of the Violet Line
which was originally to have two more stations
The stations on the Violet Line will be of different types: 12 above ground
The Violet Line will be integrated with the Yellow Line at its terminus in Odivelas
The two stations will not be interconnected
The Violet Line's Odivelas station will be one of two to be built in a trench:

The existing cycle path is to be maintained

The route of the Violet Line has not only been revised in the Infantado area
there have been five changes since the public consultation and Environmental Impact Assessment (EIA) phase

Bidders have 120 days to submit their bids

The Violet Line is a project to expand the intermodal coverage of the current Yellow Line of the Lisbon Metro and is the result of a protocol signed in July 2021 between the transport company and the city councils of Loures and Odivelas
The total investment in the Violet Line will be 527.3 million euros
with 390 million euros coming from the PRR
and 137.3 million euros from the State Budget
The Violet Line is expected to be a reality in the second half of 2026

The line continues in plain sight with the Bela Vista Towerswhere about 150 parking spaces are planned; it enters a tunnel with the stations Radial Gardenin a predominantly residential and high density area in the north of the Odivelas county
and Ramada SchoolsIt will serve an area that is also densely populated and where there are two schools and a health center

The future Violet Line of the Lisbon Metro will have 11 trains running in the morning and afternoon rush hours in school term
which will mean waiting times of 7 minutes and an estimate of 2270 passengers carried per hour
The trains will take about 38 minutes to run the entire route
but will connect to the Yellow Line about halfway through
The maximum speed of circulation will be 50 km/h in urban areas and 70 km/h outside cities or in tunnels
The proposed vehicles are 18 to 40 meters long

alleging that she was harassed and sexually assaulted while working for the organisation
Malayah Harper, now general secretary of the World YWCA, one of the world’s oldest women’s rights organisations, said the agency UNAids must urgently review how sexual harassment allegations are handled
Her call for an inquiry is supported by testimonies from six current or former UNAids employees
described a culture where senior male staff offer career progression in exchange for sexual relationships
“It’s a boys’ club environment,” said one employee
“They just see it as almost part of their due.”
Harper, who worked for UNAids for more than 10 years, alleges she was sexually harassed for years and sexually assaulted in 2013 by Luiz Loures, the agency’s deputy executive director
She did not report the incidents at the time because she believed no action would be taken
against a different member of staff which related to bullying and intimidation
The investigation report was not shared with her
no counselling was offered and the alleged perpetrator was moved on through a promotion
I was the lead in the organisation on gender – and I had been bullied quite seriously
The irony of it did not escape me,” said Harper
was that this was happening at the UN: “The UN is the custodian and standard setter for the human rights of women and girls.” She also said that UNAids’ policies for tackling sexual harassment were “based on reporting
on weakly enforced punitive measures – not on prevention or providing support to employees”
Harper said she had decided to speak publicly because she believed that UNAids is failing many female members of staff and the people the UN serves
“A manager has a responsibility to ensure staff are in a safe place of work
The environment becomes corrosive and pernicious,” she said
UNAids said it has zero tolerance for sexual harassment and abuse
and that it had clear procedures to address complaints
Two women told the Observer they had warned the agency’s executive director, Michel Sidibé
said: “I had an exit interview with Michel when I left and the first words out of my mouth were
‘your deputy director is a sexual predator and everybody knows it
I’m telling you because you really have to do something about it.’”
UNAids said Sidibé always took complaints seriously and always acted in line with required procedures
who is also an assistant secretary-general of the UN
would not seek to renew his contract when it expires at the end of March
Loures has recently been investigated over separate claims that he assaulted a current staff member in a lift while on work travel

“We left the conference and shared a lift together and he attempted to kiss me
On exiting the lift he tried to get me into his hotel room and ripped a button off my shirt.”

A further two women alleged that Loures had pursued or sexually harassed them
“When I would talk to him he had this way of backing me up against the wall and putting his arm so you’re literally trapped
really insisting that we needed to go out for dinner,” said one woman
Some women said they believed work had been taken away from them
because they did not comply or engage in sexual relationships
They did not report what had happened because they did not trust the complaints system
or because they had also experienced sexual harassment at the hands of the senior personnel to whom they turned for support
UNAids said staff were regularly informed of the channels available to raise a complaint
and were offered protection when they did so
In recent years it has taken extra steps to prevent harassment at the workplace
adding that it encourages current or former staff who have a complaint to report it
UNAids has been criticised for its handling of a recent investigation into Loures. An internal investigation report said Sidibé had attempted to settle the assault allegation informally, despite the matter being under official investigation by the World Health Organisation’s investigations team, Internal Oversight Services.
UNAids later told the Observer that Sidibé had no role in the decision-making process of the case and that the investigation could not have been stopped through an informal resolution. “Any formal complaint received by UNAids is always acted upon in accordance with due process,” it added.
This month, the Labour MP Gareth Thomas wrote a letter to Penny Mordaunt urging that the UK, as chair of the UNAids governing body, should immediately establish an external investigation into abuses of power, harassment, assault and bullying.
“This is not just one individual, it’s more than that,” said one of the women who says she was harassed by Loures. “It’s about how you establish a system that creates perks for the chosen ones, which is a group of senior men.”
Loures did not respond to a request for comment.
UNAids added in a statement that, other than the investigation recently concluded that found the allegations to be unsubstantiated, it had received one other complaint of sexual harassment in 2009. Those allegations were also found to be unsubstantiated and both parties accepted the decision, it said.
“Informal channels of reporting and resolution require that the person making such an informal complaint expressly authorises that the matter be formally addressed,” the statement said.
“Individuals who are not satisfied with the outcome of a formal resolution process may appeal to the administrative tribunal of the International Labour Organization. They also have recourse to local national jurisdiction.”

During a two-day visit on 25 and 26 September to Belarus, UNAIDS Deputy Executive Director Luiz Loures and the Ambassador for Sexual and Reproductive Health and Rights & HIV/AIDS of the Netherlands, Lambert Grijns, met with civil society organizations and communities of people who inject drugs, women living with HIV, men who have sex with men and sex workers to hear their perspectives on the current needs and challenges of the AIDS response in the country.
Mr Loures and Mr Grijns also met with the Minister of Health of Belarus, Valery Malashko, and the First Deputy Minister of Health, Dmitry Pinevich, to discuss the HIV epidemic in the region and exchange best practices on the AIDS response in western and eastern Europe, particularly around prevention policy and programme implementation. Potential collaboration between the Netherlands and Belarus was also discussed.
During the meeting, Mr Loures acknowledged the efforts of Belarus in scaling up its AIDS response using domestic resources. The country is on track to achieving the 90–90–90 targets by 2020 and is committed to expanding HIV prevention programmes, including programmes for key populations.
Mr Grijns noted the achievements of Belarus in harm reduction, reducing the cost of antiretroviral treatment and eliminating mother-to-child transmission of HIV. He also commended the close collaboration with civil society and that domestic funds would be provided to nongovernmental organizations, ensuring continuity of community outreach and service delivery.
“From a health perspective and as European partners, we need to see what we can do together, focusing on key populations and young people.”

AIDS agency acknowledged in an internal email last week that the behavior of a former top official toward women was “unacceptable” and was permitted by a culture which allowed misconduct
It was the latest development of a sexual harassment scandal that led the agency’s previous leader to bow out early and resulted in the firing of two staffers
The missive appeared to be a thinly veiled reference to Dr. Luiz Loures, a former U.N. assistant secretary-general at UNAIDS who allegedly forcibly kissed a staffer, Martina Brostrom, before trying to drag her out of a Bangkok hotel elevator
An earlier inquiry found insufficient evidence to substantiate Brostrom’s claims
but a second report from an independent panel concluded that there was a culture of impunity and “defective leadership” at the Geneva-based U.N
following an AP story that revealed she herself was being investigated for financial and sexual misconduct before she leveled the sexual harassment charges against her superior
The internal email appears to be the first time UNAIDS has acknowledged wrongdoing by a senior staffer
although it did not identify Loures by name
UNAIDS spokeswoman Sophie Barton-Knott said matters concerning investigations and disciplinary hearings are confidential
The misconduct accusations rocked UNAIDS’ leadership
prompted Sweden to announce it would suspend funding until a new leader was in place
and was a major distraction for an agency at the center of multibillion-dollar
taxpayer-funded efforts to end the AIDS epidemic by 2030
UNAIDS’ Executive Director Winnie Byanyima
told staff in a message last week she hoped the announcement of the results of the investigation “could be a moment of closure,” while apologizing that the news could “open up past trauma” for some staffers
Byanyima said the investigation, originally handled by the World Health Organization which oversees some UNAIDS issues
concluded that the unnamed senior staffer “failed to observe the standards of conduct required of an international civil servant.”
His unacceptable treatment of women was “seemingly tolerated by senior management at UNAIDS at the time
perpetuating an organizational culture which appeared to enable such conduct,” Byanyima said in the message obtained by the AP
“I want to assure you that I have taken appropriate action in this case
in line with UNAIDS’ firm commitment to zero-tolerance for any form of abusive conduct,” Byanyima wrote

In May, the AP published an investigation showing senior WHO leadership was told in 2019 of damaging sexual misconduct claims involving WHO doctors during its response to an Ebola outbreak in Congo. WHO director-general Tedros Adhanom Ghebreyesus previously said any staffer found to be connected to sexual harassment would be immediately terminated.
One of the WHO officials informed of abuse claims in writing, as reported by the AP, was subsequently promoted and directed the agency's efforts to stop Ebola in Guinea earlier this year.
WHO appointed a panel last October to urgently investigate claims of sexual abuse during the Ebola epidemic in Congo. It has yet to release any findings and has resorted to asking media for more details of the alleged misconduct.

A woman who has accused a top UNAIDS official of sexual assault rejected on Monday the U.N.'s decision to reopen the case

Following fierce criticism of the earlier probe and the emergence of new allegations against Loures
UNAIDS sent Brostrom a letter on Friday announcing that the agency had decided to "suspend" the initial findings and re-open the case
"Given the past irregularities in the prior IOS investigation
Ms Brostrom states that she has no confidence that an internal U.N
will be able to produce an independent and objective result"
said a statement sent to AFP by her lawyers
UNAIDS has said the new investigation will be conducted by the oversight office based at U.N
with WHO director-general Tedros Adhanom Ghebreyesus serving "as the decision maker."
AFP is also familiar with a letter sent to UNAIDS by Brostom's lawyers that raises broader questions about the new probe
the letter questions what jurisdiction an internal U.N
officials were not immediately available to provide clarity on that question
The letter also warns that a toothless U.N
investigation of Loures could impact Brostrom's ability to pursue the case outside the United Nations system
UNAIDS said the investigation was reopened following advice from U.N
Secretary General Antonio Guterres "in light of additional allegations reported against Dr Loures."
The other woman who has publicly accused Loures of sexual assault
told AFP she was "surprised" to learn of the new probe "through the media."
"I have not been contacted by UNAIDS since coming forward," added Harper
who is now the general secretary of the World Young Women's Christian Association

This will create the last link in the future Sustainable Intermodal Line connecting to the municipality of Oeiras (Western LIOS)”, said the company.

In April, the Minister of Environment and Climate Action said 554 million euros of the PRR would be invested in extending the red line of the Metropolitano de Lisboa and expanding it to Loures.
João Pedro Matos Fernandes was speaking at the consignment signing session for lot 1 of the Lisbon Underground Expansion Plan for the connection of Rato stations to Cais do Sodré, with the construction of two new stops in Estrela and Santos, an investment of around 210 million euros, with the project being completed in 2024.
“When the idea of the Recovery and Resilience Plan came up, we knew well where to invest; it will be 554 million euros to build two lines [of the Lisbon underground]. The first is the extension of the red line through Amoreiras, Campo de Ourique, Infante Santo and Alcântara and then connecting to the train”, said Matos Fernandes at the time.
At the time, Matos Fernandes also said that the investment would also be for the expansion of the surface light rail that will connect Odivelas to Infantado, serving Hospital Beatriz Ângelo (Loures) and Alto de Santo António dos Cavaleiros.

"We have to recognize that there is a delay of about a half-year."

The public tender for the construction of the Violet Line for the Lisbon Metro has been launched
with the prediction that the light surface metro between Odivelas and Loures will be operational in 2026 and will cost 527 million euros

Lisbon will host one of the largest Catholic events in the world - the World Youth Day (WYD)a meeting between thousands of young people from different parts of the globe and Pope Francis that could bring more than a million people to the Portuguese capital
World Youth Day may have the same importance
since it will serve as a pretext for the city of Lisbon to start regenerating an entire urban area near the mouth of the Trancão River with the Tagus
and to finally connect with the neighboring municipality of Loures
the two municipalities will have a large riverside park
that can be visited on foot or by bicycleIt will be a starting point for a new dynamic that is expected to emerge in the area between Parque das Nações and Sacavém
The plans are ambitious and eight years in the making
to prepare the Journey's space and the future of the Trancão's surroundings
the City Hall delimited in 2020 a rehabilitation area (ARU - Urban Rehabilitation Area) and defined the interventions to be carried out in an articulated manner (ORU - Urban Rehabilitation Operation)

it is stated that the World Youth Day can "leverage or catalyze the regeneration of an entire area that still presents a set of environmental problems

World Youth Day (WYD) will give us at least three things:
It is clear that an event of this magnitude will require another type of infrastructure
but the three facilities listed should be the main "gifts" of WYD for Lisbon

The study of the area and its immediate surroundings allowed us to discover a landscape characterized by the presence of natural ecosystems in a high pressure urban context
In the heart of the Lisbon Metropolitan Area (AML)
and just a few minutes from Loures and Lisbon
it is possible to find areas of high natural value
and to identify several types of habitats protected either by Portuguese legislation or by international agreements that occur in the Tagus Estuary area
in its proximity there are strong infrastructures
making it impossible for the population of the adjacent urban areas to approach the shore and thus isolating the entire Loures Riverfront
The Loures Riverfront Pathway project sought to combine the issue of mobility with the extraordinary opportunity to create a route that
besides being a recreational and leisure space
is a platform with valences in the fields of research
raising public awareness to the important role that estuarine ecosystems have in safeguarding biodiversity and in the balanced management of the oceans
The route will be entirely on a wooden walkway on a stilted foundation with 3.5 meters wide
in order to allow pedestrian and cycling circulation
Its constitution and construction process does not negatively affect the functioning and integrity of this ecosystem
inspired by the natural lines of this ecosystem
promotes the observation of habitats from different perspectives
Its variable elevation (between 1 and 3 meters) in relation to the existing topography allows the free circulation of water
safeguarding this structure against the occurrence of floods
while offering diversified experiences along its entire length
extremely important for the functioning of the salt marshes
there will be five observation and lodging pointsThese structures are slightly overhung from the main path
shaded with wooden slat and equipped with benches to provide the path with comfort levels adjusted to the length of the walkway and the microclimate of the site
The route will also have shadow tunnelsThe walkway is made of wooden slats
the walkway intersects an existing pontoon - the Pontão da Fima
This pontoon will be integrated into the route
the route from the Santa Iria halt station to the BP pontoon was implemented
which is another cross connection to the main route
the municipality is working on Tagus Estuary River Linear Parkwhich will connect with the Loures Riverfront Trail in the Póvoa de Santa Iria area
this Parque Linear Ribeirinho will have about 16.9 km of linear length and will be composed of different trails
the Comportas Trail and the Salgados Trail
Some of these trails include parts on wooden walkways
the Tagus Estuary Linear Park will extend from Praia dos Pescadores in the south to the future Passadiços dos Salgados in the north; in a second phase
the Linear Park will be extended to the Sobralinho area
the Parque Linear can already be visited in some sections
which include the Parque Ribeirinho dos Moinhos da Póvoa
the Parque Urbano da Póvoa de Santa Iria and the Praia dos Pescadores - you can see on the following map
In color are the stretches of the 1st phase that are still to be done and whose work was scheduled to start in 2022
The expansion project on the table involves an extension of about 4.9 km and an area of approximately 7.6 hectares
which includes three trails - the extension of the Tagus Trail with an extra 990 meters; the Comportas Trail with 3.32 km; and the Salgados Trail with 594 meters

The layout and overhang of these walkways are intended to minimize the direct and indirect impact on the natural system
as well as the risk of it being destroyed by the river current in the event of extreme phenomena
Given the size of this unique area with about 5.7 hectares
we recommend equipment that will allow visitors to choose more interactive spaces related to environmental educationThese are either for birdwatching only
The routes and the different living areas will be accompanied by signage for guidance
but also information to support the recognition and identification of habitats
the Tagus Estuary Linear Park enters its 2nd phase
through the following trails: Moinho Trail (382 meters); Estaleiro Trail (540 meters); and Tesos Trail (723 meters)
the Vila Franca de Xira City Hall explained that the area affected to this Linear Park is a strongly conditioned zone
both from the point of view of ecological resources and other constraints - for example
others fall under the jurisdiction of the Lisbon Port Authority
