A reveler takes part in a carnival parade in Loures current and former staff call for inquiry into bullying and sexual assault at UNAids alleging that she was harassed and sexually assaulted while working for the organisation Malayah Harper, now general secretary of the World YWCA, one of the world’s oldest women’s rights organisations, said the agency UNAids must urgently review how sexual harassment allegations are handled Her call for an inquiry is supported by testimonies from six current or former UNAids employees described a culture where senior male staff offer career progression in exchange for sexual relationships “It’s a boys’ club environment,” said one employee “They just see it as almost part of their due.” Harper, who worked for UNAids for more than 10 years, alleges she was sexually harassed for years and sexually assaulted in 2013 by Luiz Loures, the agency’s deputy executive director She did not report the incidents at the time because she believed no action would be taken against a different member of staff which related to bullying and intimidation The investigation report was not shared with her no counselling was offered and the alleged perpetrator was moved on through a promotion I was the lead in the organisation on gender – and I had been bullied quite seriously The irony of it did not escape me,” said Harper was that this was happening at the UN: “The UN is the custodian and standard setter for the human rights of women and girls.” She also said that UNAids’ policies for tackling sexual harassment were “based on reporting on weakly enforced punitive measures – not on prevention or providing support to employees” Harper said she had decided to speak publicly because she believed that UNAids is failing many female members of staff and the people the UN serves “A manager has a responsibility to ensure staff are in a safe place of work The environment becomes corrosive and pernicious,” she said UNAids said it has zero tolerance for sexual harassment and abuse and that it had clear procedures to address complaints Two women told the Observer they had warned the agency’s executive director, Michel Sidibé said: “I had an exit interview with Michel when I left and the first words out of my mouth were ‘your deputy director is a sexual predator and everybody knows it I’m telling you because you really have to do something about it.’” UNAids said Sidibé always took complaints seriously and always acted in line with required procedures who is also an assistant secretary-general of the UN would not seek to renew his contract when it expires at the end of March Loures has recently been investigated over separate claims that he assaulted a current staff member in a lift while on work travel found the allegations to be unsubstantiated The agency said Loures’s decision to stand down was not related to sexual misconduct claims Harper said the departure of high-profile officials did not exonerate the UN of responsibility and that it had allowed a culture of sexual harassment to fester for years She says she was repeatedly invited to drinks by Loures who once told her she was “a very naughty girl” because she had declined an offer in South Africa to meet him one night in his hotel room “We left the conference and shared a lift together and he attempted to kiss me On exiting the lift he tried to get me into his hotel room and ripped a button off my shirt.” also alleged she had been assaulted by Loures stuck his tongue in my mouth and touched me all over “I can’t say he was extremely aggressive but he was constantly all over me putting his hands on me He tried several times and then he let me go.” A further two women alleged that Loures had pursued or sexually harassed them “When I would talk to him he had this way of backing me up against the wall and putting his arm so you’re literally trapped really insisting that we needed to go out for dinner,” said one woman Some women said they believed work had been taken away from them because they did not comply or engage in sexual relationships They did not report what had happened because they did not trust the complaints system or because they had also experienced sexual harassment at the hands of the senior personnel to whom they turned for support UNAids said staff were regularly informed of the channels available to raise a complaint and were offered protection when they did so In recent years it has taken extra steps to prevent harassment at the workplace adding that it encourages current or former staff who have a complaint to report it UNAids has been criticised for its handling of a recent investigation into Loures. An internal investigation report said Sidibé had attempted to settle the assault allegation informally, despite the matter being under official investigation by the World Health Organisation’s investigations team, Internal Oversight Services. UNAids later told the Observer that Sidibé had no role in the decision-making process of the case and that the investigation could not have been stopped through an informal resolution. “Any formal complaint received by UNAids is always acted upon in accordance with due process,” it added. This month, the Labour MP Gareth Thomas wrote a letter to Penny Mordaunt urging that the UK, as chair of the UNAids governing body, should immediately establish an external investigation into abuses of power, harassment, assault and bullying. “This is not just one individual, it’s more than that,” said one of the women who says she was harassed by Loures. “It’s about how you establish a system that creates perks for the chosen ones, which is a group of senior men.” Loures did not respond to a request for comment. UNAids added in a statement that, other than the investigation recently concluded that found the allegations to be unsubstantiated, it had received one other complaint of sexual harassment in 2009. Those allegations were also found to be unsubstantiated and both parties accepted the decision, it said. “Informal channels of reporting and resolution require that the person making such an informal complaint expressly authorises that the matter be formally addressed,” the statement said. “Individuals who are not satisfied with the outcome of a formal resolution process may appeal to the administrative tribunal of the International Labour Organization. They also have recourse to local national jurisdiction.” This is the archive of The Observer up until 21/04/2025. The Observer is now owned and operated by Tortoise Media. During a two-day visit on 25 and 26 September to Belarus, UNAIDS Deputy Executive Director Luiz Loures and the Ambassador for Sexual and Reproductive Health and Rights & HIV/AIDS of the Netherlands, Lambert Grijns, met with civil society organizations and communities of people who inject drugs, women living with HIV, men who have sex with men and sex workers to hear their perspectives on the current needs and challenges of the AIDS response in the country. Mr Loures and Mr Grijns also met with the Minister of Health of Belarus, Valery Malashko, and the First Deputy Minister of Health, Dmitry Pinevich, to discuss the HIV epidemic in the region and exchange best practices on the AIDS response in western and eastern Europe, particularly around prevention policy and programme implementation. Potential collaboration between the Netherlands and Belarus was also discussed. During the meeting, Mr Loures acknowledged the efforts of Belarus in scaling up its AIDS response using domestic resources. The country is on track to achieving the 90–90–90 targets by 2020 and is committed to expanding HIV prevention programmes, including programmes for key populations. Mr Grijns noted the achievements of Belarus in harm reduction, reducing the cost of antiretroviral treatment and eliminating mother-to-child transmission of HIV. He also commended the close collaboration with civil society and that domestic funds would be provided to nongovernmental organizations, ensuring continuity of community outreach and service delivery. “From a health perspective and as European partners, we need to see what we can do together, focusing on key populations and young people.” Lambert Grijns Ambassador for Sexual and Reproductive Health and Rights & HIV/AIDS of the Netherlands “It is very important to recognize and facilitate best practices in Belarus and for them to be spread to the rest of the region.” Luiz Loures Deputy Executive Director, UNAIDS “We have gone a long way to achieving success, but to reach the goals of reducing new HIV infections, reducing AIDS-related deaths and eliminating HIV-related stigma and discrimination by 2020 will take more organizational and resource mobilization efforts. It is our joint task to achieve those targets.” Valery Malashko Minister of Health of Belarus Notifications can be managed in browser preferences. Read our Privacy notice AIDS agency acknowledged in an internal email last week that the behavior of a former top official toward women was “unacceptable” and was permitted by a culture which allowed misconduct It was the latest development of a sexual harassment scandal that led the agency’s previous leader to bow out early and resulted in the firing of two staffers The missive appeared to be a thinly veiled reference to Dr. Luiz Loures, a former U.N. assistant secretary-general at UNAIDS who allegedly forcibly kissed a staffer, Martina Brostrom, before trying to drag her out of a Bangkok hotel elevator An earlier inquiry found insufficient evidence to substantiate Brostrom’s claims but a second report from an independent panel concluded that there was a culture of impunity and “defective leadership” at the Geneva-based U.N following an AP story that revealed she herself was being investigated for financial and sexual misconduct before she leveled the sexual harassment charges against her superior The internal email appears to be the first time UNAIDS has acknowledged wrongdoing by a senior staffer although it did not identify Loures by name UNAIDS spokeswoman Sophie Barton-Knott said matters concerning investigations and disciplinary hearings are confidential The misconduct accusations rocked UNAIDS’ leadership prompted Sweden to announce it would suspend funding until a new leader was in place and was a major distraction for an agency at the center of multibillion-dollar taxpayer-funded efforts to end the AIDS epidemic by 2030 UNAIDS’ Executive Director Winnie Byanyima told staff in a message last week she hoped the announcement of the results of the investigation “could be a moment of closure,” while apologizing that the news could “open up past trauma” for some staffers Byanyima said the investigation, originally handled by the World Health Organization which oversees some UNAIDS issues concluded that the unnamed senior staffer “failed to observe the standards of conduct required of an international civil servant.” His unacceptable treatment of women was “seemingly tolerated by senior management at UNAIDS at the time perpetuating an organizational culture which appeared to enable such conduct,” Byanyima said in the message obtained by the AP “I want to assure you that I have taken appropriate action in this case in line with UNAIDS’ firm commitment to zero-tolerance for any form of abusive conduct,” Byanyima wrote cumbersome internal justice processes” at UNAIDS and was seeking better solutions Brostrom first went public in 2018 with claims that Loures sexually assaulted her during a work trip and two other women described similar encounters with Loures Loures later stepped down from his position while previous UNAIDS chief Michel Sidibe left his post six months early Loures had no immediate comment to Byanyima's email review later found there was not enough evidence to prove Brostrom’s claims but the panel appointed to look into UNAIDS’ working culture concluded there was a “vacuum of accountability” at the agency and some staffers described it as a “predators’ prey ground.” said she had no comment on the latest UNAIDS email Brostrom is currently appealing her dismissal from UNAIDS has struggled to handle increasing numbers of sexual harassment claims amid concerns there is little accountability at its specialized health agencies In May, the AP published an investigation showing senior WHO leadership was told in 2019 of damaging sexual misconduct claims involving WHO doctors during its response to an Ebola outbreak in Congo. WHO director-general Tedros Adhanom Ghebreyesus previously said any staffer found to be connected to sexual harassment would be immediately terminated. One of the WHO officials informed of abuse claims in writing, as reported by the AP, was subsequently promoted and directed the agency's efforts to stop Ebola in Guinea earlier this year. WHO appointed a panel last October to urgently investigate claims of sexual abuse during the Ebola epidemic in Congo. It has yet to release any findings and has resorted to asking media for more details of the alleged misconduct. AFP is also familiar with a letter sent to UNAIDS by Brostom's lawyers that raises broader questions about the new probe the letter questions what jurisdiction an internal U.N officials were not immediately available to provide clarity on that question The letter also warns that a toothless U.N investigation of Loures could impact Brostrom's ability to pursue the case outside the United Nations system UNAIDS said the investigation was reopened following advice from U.N Secretary General Antonio Guterres "in light of additional allegations reported against Dr Loures." The other woman who has publicly accused Loures of sexual assault told AFP she was "surprised" to learn of the new probe "through the media." "I have not been contacted by UNAIDS since coming forward," added Harper who is now the general secretary of the World Young Women's Christian Association The crisis triggered by the Loures case has put pressure on UNAIDS chief Michel Sidibe who has been accused of sheltering powerful men accused of wrongdoing said the "new investigation will be riven by the same insurmountable conflict of interest that marred the first investigation." Code Blue has called for all sexual abuse investigations within the U.N The surface metro linking Odivelas and Loures (which will be the future Violet Line of the Lisbon Metro) will be one kilometer shorter and have two fewer stations than planned Public transport will be on the doorstep of Urbanização do Infantado; residents feared a loss of parking and space for cars The future Violet Line of the Lisbon Metro, a surface line that will serve the municipalities of Odivelas and Loures, will not enter the urban center of Infantado, after some residents showed it, through an online petitionIn addition there was concern about the reduction in parking spaces and traffic lanes that the metro route would cause The route that had been presented is therefore being shortened by about a kilometer and the number of planned stations will also be reduced from 19 to 17 that the Violet Line - which would form a "U" in the municipality of Loures linking the Beatriz Ângelo Hospital to Infantado passing through the Odivelas metro station - will not be able to continue you're on the doorstep of a densely populated areaknown as Urbanização do Infantado the last station will be Loures Valleylocated near the shopping center LoureShoppingThis means that the metro will not enter the urban core itself where it would follow Avenida das Descobertas and have two stations: the Infantado and that of Quinta de São Roqueon the northern periphery of urbanization It was the newspaper Público which reported these changes The municipality led by Ricardo Leão also noted that the The Material and Workshop Park (PMO) essential infrastructure for any metro line will have to be relocated. This was not only due to the shortening of the line according to the environmental impact study this location would require the felling of several trees and would make it impossible to run a wine tourism business from a nearby farm The PMO will then move to the other end of the line next to the Planalto da Caldeira and Hospital Beatriz Ângelo stations Metro de Lisboa has been evaluating the technical issues and the impact on natural resources for the new location of the PMO and has come to the conclusion that it should be located on the Caldeira Plateau." This location had raised environmental concerns "As the location of the Planalto da Caldeira station is hampered by the work being carried out on the VGP Park Loures Metro de Lisboa was presented with a proposal to relocate the station to the parking floor of the Continente Shopping Center adjacent to it."said the Câmara de Loures to Público where the biggest change to the original project is underwayThe proposed route with the elimination of two stations and a kilometer of network Some residents of Urbanização do Infantado launched an online petition to show their opposition to the proposed route They wrote that "This urbanization is characterized by a high population density and is still expanding there is currently a clear lack of parking spaces and heavy traffic congestion at peak times“ "The current project involves significant reduction in parking spaces (its passage through the road divider implies the elimination of adjacent parking lots) and reduction of traffic lanes with traffic bottlenecks in only one lane - where now there are two"you can read in the text The petitioners were also concerned about the interruption of road traffic at traffic circles for the metro and about a "foreseeable increase in local circulation" due to the demand that the metro line would bring to the area "It is also important to mention the excessive proximity of the metro route to residential buildingsand a school with the well-known drawbacks in terms of safety this project also involves destruction of the iconic broom palm trees of this urbanizationas well as several green areas In April, to the newspaper ExpressoThe Loures municipality had shown solidarity with the petition and with the objections it had heard at sessions it promoted to present the project "We held a public meeting and found that the population didn't want the metro to pass through the Infantado urbanization We then carried out a survey with around three thousand responses and 70% of that population didn't want it"said Ricardo Leão "We were surprised that the previous executive didn't listen to the population beforehand It's up to us to meet the wishes of the vast majority of the population"he added to Expresso only took office as mayor of Loures at the end of September/beginning of October 2021 the protocol for the development of the Violet Line having been signed two months earlier by the municipality led by Bernardino Soares The route of the Violet Line in Infantado had already been contested by the Loures Parish Council which suggested an alternative route because it believed that the proposed "crosses the interior of the urbanization with a reduction in road circulation and parking spaces which are already scarce for the existing demand"reducing the quality of life of the inhabitants A petition contrary to the one above began circulating in April It argues that "metro lines should reach residential areas like ours and not just serve as transport to the shopping center" adding that "Urbanização do Infantado has always been in the plan at the request of its own residents who wanted better transport alternatives for their daily lives" Only 23 petitioners believe that the Violet Line "is the only way to combat the problems of congestion parking and road safety in the Urbanization of Infantado" The project, second presented in January this yearIn addition to the Quinta de São Roque station it was planned to create a a new car parking lot with 82 spacesIn addition a section of the bicycle lane on Avenida das Descobertas which is currently being developed into a parking area would be eliminated to allow for the insertion of more spaces (the spaces that currently exist in parallel would become a spine and bicycle traffic would be carried out together with pedestrians on the already narrow sidewalk) O construction of the Violet Line is scheduled to begin in the first quarter of 2024 and end in the second half of 2026in order to benefit from the Recovery and Resilience Plan (PRR). The planned investment was 250 million euros, but it has already risen to 390 million The procedure for the public tendering of the contract and the rolling stock which should be divided into three lotswas supposed to have been launched in the first half of this year (which ended in June); Duarte Cordeiro's Ministry of the Environment and Climate Action told Público that the project is "nearing completion" and that "the final details regarding project solutions budget estimates and funding are being worked out"The public tender - which will be for design and construction - should be launched in September. The government and Metro de Lisboa have increasingly tight deadlines for the completion of the Violet Line is quicker to build than an underground heavy rail line but the creation of the Circular Line has experienced significant delays The Violet Line will have to be completed by December 2026 at the risk of losing the PRR funding In this race against the clock and with the adjustments made to the original route the Metro could nevertheless save some money either in the event of an increase in the cost of the work or in the event of a delay and loss of funding In other words: since the project as presented cost 390 million this cost could be maintained by building one less kilometer and two fewer stations The Social Democrats believe that the Purple Line should include "a connection to the municipality of Vila Franca de Xira thereby improving the mobility conditions of our municipality"not least because "the terminal station that is planned for the Violet Line is approximately six kilometers from Quintanilho a very important economic hub for the two municipalities" "It should also be noted that this same extension if it were carried out to Cabo de Vialonga would only imply extending the original Violet Line project by nine kilometers making it possible to serve the whole of this urban agglomeration is the only parish in our municipality that does not have direct access to rail transport."said the coalition New Generation proposing that the Vila Franca de Xira City Council make "the necessary efforts with the competent authorities" for the integration of Vialonga into the project route with one abstention from independent MP Diana Neves Podes escrever-nos para [email protected] Lisbon and Loures will build a large inter-municipal green park after World Youth Day (WYD) Loures City Council has already presented its part which will be implemented between the municipality and the government The development of the western coastal front was very different from that of the coastal area between Lisbon and Vila Franca de Xira If in the first one a close relationship with the sea developed in the second one there was a historical disconnection between the urbanized areas and the waterfront rail and other infrastructures associated with an industrial area were installed in the latter If Expo'98 allowed the whole western part of Lisbon to be opened to people this urban regeneration did not extend to the rest of the coast has created a set of pedestrian and cycle paths on its waterfront environmentalists and the Loures municipality The void left by the removal of the containers has been adapted for WYD; it will host some of the thousands of pilgrims expected at the final events of the Day which took place from the stage set up on the Lisbon side The land will be empty again - this time of the event's specific infrastructure - and will be transformed into a riverside green park which will have an inter-municipal character. there has been the idea of establishing a common leisure area but shared between the municipalities of Lisbon and Loures with the new cycle bridge over the Trancão River as a link With Lisbon still in some uncertainty about what to do with the land after the event (remember that the initial idea was to extend Parque Tejo but the decision to keep the stage and reserve that area for large events may change plans) Loures is sure of what it wants and will move forward with a riverside green park which will be linked not only to the Loures riverside path but also to Lisbon by the new wooden bridge to be completed and open to the public by the end of next year Budgeted at six million euros (3.5 million from the Government and 2.5 from the Loures City Council) the future green park will occupy an area about 35 hectaresThe site located between the IC2 and the Northern Railway Line a result of the territory's industrial past cafeteria and catering facilities and sanitary infrastructures. The entire park area will be irrigated with "recycled water" of the Beirolas Wastewater Treatment Plant thus saving an essential and increasingly scarce asset It is intended that the park should have areas of shadeguaranteed by the trees mentioned above, but also uncovered areas, giving it some versatility. Ricardo Leão, Mayor of Loures, said at the presentation of the project that he wanted this new park to be a place for people to enjoy. hosting major events such as music festivals, as reported in the newspaper Público the park will have at least one multipurpose square of about 17,000 square meters and also an amphitheater set into a natural hillside in addition to the grassy areas already mentioned The following are foreseen two overpasses under the railway lineThe park will be linked to the urban fabric of Sacavém/Bobadela and also to the railway station A cycle-pedestrian link to the walkways of the Loures Riverside Path is also planned (the inauguration initially scheduled for mid-August is now planned for the first week of September) These bridges and links will not be part of the initial contract The green riverside park in Loures will integrate with the park to be built by Lisbon in the area where World Youth Day will now be held to be called Papa Francisco Parkas announced on Monday but the municipality of the capital has been showing interest in reusing the World Youth Day land also for major events reconciling it with a leisure area and enjoyment of the population The project on the Lisbon side should be developed by SRU the first timings announced opening date for the park is the end of 2024 Podes escrever-nos para [email protected] The announcement on Monday, September 20, 2021, by Metropolitano de Lisboa, of the signing of the financing contracts included a breakdown of the investments: the “Expansion of the Lisbon Metro Network - Red Line to Alcântara” will receive financing of 304 million euros while the “Metro Light Surface Odivelas-Loures” foresees a financing of 250 million euros. These represent “amounts corresponding, in both projects, to the total cost of the investment”. The two contracts account for an investment of 554 million euros from the PRR and "have a deadline for completion on December 31, 2025 ", indicated Metropolitano de Lisboa, in a statement, adding that the objective is to "continue to improve urban mobility from the perspective of sustainable development and decarbonization, with the associated environmental benefits”. The extension of the red line from São Sebastião to Alcântara will have “a length of four kilometers and four new stations: Amoreiras, Campo de Ourique, Infante Santo and Alcântara. This will create the last link in the future Sustainable Intermodal Line connecting to the municipality of Oeiras (Western LIOS)”, said the company. By IngolfBLN - Metro de Lisboa - Estação São Sebastião Uploaded by jcornelius, CC BY-SA 2.0According to Metropolitano de Lisboa, the Odivelas-Loures Surface Light Metro will provide “a total of 18 stations and 12 kilometers of network”, on a line that will extend “into the 'C' corridor, which will connect Hospital Beatriz Ângelo to Infantado, with transfers to Lisbon at the underground station in Odivelas”. In April, the Minister of Environment and Climate Action said 554 million euros of the PRR would be invested in extending the red line of the Metropolitano de Lisboa and expanding it to Loures. João Pedro Matos Fernandes was speaking at the consignment signing session for lot 1 of the Lisbon Underground Expansion Plan for the connection of Rato stations to Cais do Sodré, with the construction of two new stops in Estrela and Santos, an investment of around 210 million euros, with the project being completed in 2024. “When the idea of the Recovery and Resilience Plan came up, we knew well where to invest; it will be 554 million euros to build two lines [of the Lisbon underground]. The first is the extension of the red line through Amoreiras, Campo de Ourique, Infante Santo and Alcântara and then connecting to the train”, said Matos Fernandes at the time. At the time, Matos Fernandes also said that the investment would also be for the expansion of the surface light rail that will connect Odivelas to Infantado, serving Hospital Beatriz Ângelo (Loures) and Alto de Santo António dos Cavaleiros. Carnation Revolution: Portugal's Freedom Day On 25th April Portugal underwent a fundamental transformation known as the Carnation Revolution This pivotal event marked the end of the Estado Novo dictatorship and the start of Portugal's path to democracy The day is celebrated annually as Freedom Day to honour this peaceful transition and the newfound era of freedom and democracy five new lines will be launched and there will be changes to 62 lines in the municipalities of Loures and Vila Franca de Xira This is the biggest update to the Carris Metropolitana network in this territory since the start of the operation It's becoming a habit: at the beginning of each month, adjustments are made to the Carris Metropolitana network. Sometimes it's in one of the four areas of operation, sometimes in another. The aim is to improve the public service provided and fine-tune details, for example, reducing the number of lines (and therefore numbers) and introducing alternative variants the municipalities of Loures and Vila Franca de Xira will receive more than 60 adjustments to the existing offer Five new lines will be launched and 62 changed in what is the biggest upgrade to the Carris Metropolitana network in Loures and Vila Franca de Xira since the start of operations in January 2023 The changes include schedule reinforcements route adjustments and the introduction of new connections The changes have the "objective of optimizing the service providing more comprehensive coverage and more convenient schedules to meet the needs of passengers" there will be direct connections from Infantado to Bucelas on Sundays Villages such as Ribas de Cima and Ribas de Baixo will now have weekend services and so will the Cabeço de Montachique Maintenance Park which will terminate at the Beatriz Ângelo Hospital There will also be "inter-village" connections which go directly to the Campo Grande terminal in Lisbon As there are many changes in Loures, Carris Metropolitana has set up a page where you can see what's new by parish the Carris Metropolitana operation in this municipality recorded a number of more than 1.7 million passengers transported and a record 78,871 passengers carried on a school working day Regarding Vila Franca de Xira, you can see what's new here The Carris Metropolitana helpline is available to help all passengers learn more about the new optimized network and plan their journeys: 210 418 800 Podes escrever-nos para [email protected] Government believes that it will still be able to complete the work within the RRP deadline (end of 2026) The future Violet Line will cost 140 million more than originally planned "We have to recognize that there is a delay of about a half-year." The Violet Line project was considered of concern and "critical evaluation" by the National Commission for Monitoring the RRP - Recovery and Resilience Plan (commonly known as the European "bazooka") This surface light rail system will take the Lisbon Metro to Loures and extend the existing underground network in Odivelas The work was estimated to total approximately 250 million euros and this is the amount that the European Union will give Portugal to carry out the investment with the condition of finishing it within the deadline of the PRR - that is Duarte Cordeiro believes that the Government is "in a position to launch in the first half of 2023 the procedure for the contracting of the contract and the rolling stock" we will comply within the deadline that has been set But we believe that in the first semester of this year we will launch the construction work." The DIA is the Environmental Impact Statement which must be released by the Portuguese Environmental Agency (APA) in relation to the Environmental Impact Assessment (EIA) carried out Only with a favorable environmental impact statement - which says that the work can go ahead and stipulates any conditions for this so that the impact on the urban and environmental ecosystem is as small as possible - can this type of large contract go ahead: after the EIA the public tender or tenders necessary for the execution of the project are launched followed by the awarding of these tenders and the completion of the work and then its inauguration and availability to the public we are in a position to launch the procedure for contracting the construction and the rolling stock in the first half of 2023 And I would say that we will be able to finish by the second half of 2026 knowing that we are right on top of the RRP deadline" a problem: "The Line was initially established with a cost estimate of about 250 million euros it has a cost estimate of about 390 million euros This is due to two reasons that are easy to explain," said Duarte Cordeiro There is no difference between this project and others where we are also seeing an increase in material costs the initial project only foresaw a surface execution and this project that went to public discussion foresees a set of underground stations You can read more about the project here. "The government will want the tender to run for the entire project naturally seeking to safeguard funding that is not provided for in the RRP"said the Minister Duarte Cordeiro 250 million euros are expected from the European Union and António Costa's executive will have to find the other 140 million "There will be options [on the table] and it will be up to the government to analyze and decide which ones are best." According to the Minister of the Environment The alternative is to be able to resort to loans from the PRR There is also a third alternative if we so wish which is to resort to lines from the European Investment Bank which may also be available for this purpose" the Lisbon Metro has two expansion projects underway: all these projects "have had the need to re-evaluate their budgets We have had 30% changes in the budgets of the lines that we have in place right now What the Government is assuring us is that the projects will go forward and will have assured financing". In the expansion plan for the Lisbon Metro Podes escrever-nos para [email protected] The public tender for the construction of the Violet Line for the Lisbon Metro has been launched with the prediction that the light surface metro between Odivelas and Loures will be operational in 2026 and will cost 527 million euros In addition to the launch of the competition on the public procurement platform the signing of the collaboration protocol between Metropolitano and the municipalities of Loures and Odivelas the new line will cost 527 million euros (including VAT) 390 of which will be through the Recovery and Resilience Plan (PRR) and 137.3 ME financed by the State Budget The Line will cover 11.5 kilometers and 17 stations (12 of them above ground between Hospital Beatriz Ângelo and Infantado with connection to the center of Lisbon from the current Odivelas station with nine stations over a length of 6.4 km eight stations will be built that will serve the parishes of Póvoa de Santo Adrião and Olival de Basto World Youth Day promises to give a boost to an area that has long been awaiting a thorough urban renewal Lisbon will host one of the largest Catholic events in the world - the World Youth Day (WYD)a meeting between thousands of young people from different parts of the globe and Pope Francis that could bring more than a million people to the Portuguese capital World Youth Day may have the same importance since it will serve as a pretext for the city of Lisbon to start regenerating an entire urban area near the mouth of the Trancão River with the Tagus and to finally connect with the neighboring municipality of Loures the two municipalities will have a large riverside park that can be visited on foot or by bicycleIt will be a starting point for a new dynamic that is expected to emerge in the area between Parque das Nações and Sacavém The plans are ambitious and eight years in the making to prepare the Journey's space and the future of the Trancão's surroundings the City Hall delimited in 2020 a rehabilitation area (ARU - Urban Rehabilitation Area) and defined the interventions to be carried out in an articulated manner (ORU - Urban Rehabilitation Operation) In the documents about this ARU and its ORU it is stated that the World Youth Day can "leverage or catalyze the regeneration of an entire area that still presents a set of environmental problems originated by the various sources of pollution of some pre-existing on the site but with repercussions still at the present time The area in question and the set of planned interventions relate mainly to the so-called Beirolas Landfilla landfill that Lisbon inherited from the times when the riverfront was a gray and polluted industrial area that the WYD will now take place and where people will be able to circulate on foot or by bicycle will allow us to finally complete the Tagus and Trancão Urban Park The Beirolas Landfill servedThe site was constructed between 1985 and 1990 to deposit solid waste from Lisbon's industrial area which was located where Parque das Nações is today and included oil companies Waste was deposited there for a longer period than initially planned resulting in overexploitation and consequent malfunction of the leachate and biogas drainage systems The decontamination of the area contaminated by the oil companies was done over the years with the extraction of the accumulated leachates and biogas the isolation of the deposited waste with the application of waterproofing membrane and the smoothing of the embankment slopes in order to guarantee its stability The ARU and ORU Tejo-Trancão address this gap and the JMJ are a small push to get some of the projects off the ground One of the main objectives is "the completion of the entire Parque Urbano do Tejo e do Trancão and the restructuring and consolidation of areas that are currently occupied temporarily or still empty It is intended to be a project that meets the long-term objectives that are in the Expo'98 Urbanization Plan and that is "in concert with the short-term staging of the World Youth Day event" The great objective is "ensure axes of ecological continuity along the intervention area with the territories north of the Trancão and the Parque das Nações Wanted: "the creation of a new green recreational and leisure area on the Embankment will allow the continuity of the 'Passeio do Parque' (a longitudinal pathway) that may continue the crossing of the Trancão through a bridge that will give access to the 'Passeio Ribeirinho' that the municipality of Loures is implementing allowing to continuously cross the entire Riverfront from Vila Franca to Lisbon". the Tagus-Trancon ARU and ORU provide for: The area of intervention near the Trancão and the respective projects are planned for eight years The total public investment planned is 25.5 million euros a figure that includes the rehabilitation of the Beirolas landfill the completion of the Trancão River Tagus Urban Park two bridges over the Trancão (one cyclopedestrian bridge and one road bridge) the modernization of the Sacavém Train Station (the responsibility of IP) and the section of the LIOS in the area of intervention World Youth Day (WYD) will give us at least three things: It is clear that an event of this magnitude will require another type of infrastructure but the three facilities listed should be the main "gifts" of WYD for Lisbon Its construction began in September 2021 and its conclusion is delayed - it was scheduled for this July but it is now estimated that the bridge will be ready in the last quarter It is a wooden infrastructure that will allow the connection between the cycling networks of the municipalities of Lisbon and Loures The bridge will allow the marginal route along the Tagus which currently runs between Algés and Parque das Nações to establish the connection between Cascais and Vila Franca de Xira The Trancão cyclopedestrian bridge project is co-financed by the Lisbon 2020 and results in a total investment of nearly 3 million euros with the maximum contribution of the European Regional Development Fund (ERDF) of 447.1 thousand euros This bridge will be an essential element in the access to the future Loures River Pathwhose construction began in July 2nd This is a six kilometer long pedestrian and cycling walkway that aims to bring the population closer to the Tagus River and at the same time connect Lisbon The wooden pathway will include several bird watching posts an LED lighting system powered autonomously by photovoltaic cells The construction of the Loures River Path is expected to take ten months as well as an overpass over the railway line and the IC2 The Loures Riverside Path will connect the municipality of Vila Franca de Xira which already has several riverside walkways within what is called the Tagus Estuary Riverside Linear Park The project is the result of a total investment of 4.7 million euros 2.5 million of which are supported by FEDER taking advantage of the electoral momentum the municipality of Loures had already completed a small part of the project with the opening of a section between the Santa Iria de Azóia station and the BP pontoon The contract involves the Beirolas landfill area and has a deadline of 10 months - in other words the work should be finished in February/March of next year we can see that there are several machines on the ground shaping the terrain to shape the future extension of the Park will be one of the main venues for World Youth Day which means that it will be up to this company to make the execution project for the rehabilitation of the Landfill and execute it - The total cost of the work is around 7 million Euros SRU contracted, in May50.2 thousand euros, a geotechnical consultant to do a monitoring of the Landfill, in Junefor 19.8 thousand euros and direct adjustment called the LNEC to monitor the work from the engineering point of view there is an investment of almost 70 thousand euros in supervision Councilwoman Filipa Roseta informed us that when the municipal executive took office "the only thing that was [budgeted] at SRU" about World Youth Day were "nine million for the Trancão "We are moving forward with the Tancão construction project"but "the only thing that was in the original [budget] was the modeling" of the landsaid the PSD Councilwoman the SRU's Plan of Activities and Budget (PAO) for this year which was drawn up at the end of 2021 between transitions of city executives included a total of 9.1 million earmarked for Youth Dayof which 331.5 thousand will have been spent in 2021 These values would only serve to "rehabilitation of the infrastructure of the Beirolas Landfill for the recovery of safety conditions in the operation of the system" and for "modeling and infrastructure of the intervention area with a view to creating the conditions for holding the WYD 2023" SRU has already "you did the stage design and now you have to launch that work"Filipa Roseta announced at the meeting; "and you have to lay the whole infrastructure of the land The PAO review, approved this week that passed the Municipal Assemblyalmost doubled the budget set aside for WYD The SRU is now authorized to spend 7 million during 2022 - the work already underway - and there are almost 10 million planned in 2023 according to a CML communiqué sent on Friday to the newsrooms the municipality assumes a "total investment of up to 35 million euros in the demanding creation of conditions for the different events" of WYD a reinforcement of expenses for JMJ was approved by the Lisbon City Council which are now endowed with 21 million euros practically double what we found at the beginning of the mandate." That is the municipality will have an additional four million The Lisbon City Hall's statement came after the Expresso newspaper had advanced, also on Fridaythat the municipality led by Carlos Moedas had not yet signed the memorandum of understanding that it sent in April and that "distributes the work and the locations of the various initiatives The Expresso raised doubts about the CML's real commitment to the event which Moedas inherited from Medina (Lisbon was chosen for WYD in 2019) The Expresso said that without Lisbon's signature "part of WYD events may even leave the capital" and that "alternatives are already being considered reaffirmed the interest of the City of Lisbon in the event but left a clear message: "The preparation can't just be the City's alone and that's what I've tried to explain to the government I think we will come to an agreement quickly." He also mentioned "the deadlines are short; therefore we will have from September 1 to accelerate everything to the maximum" It should be noted that WYD is the result of collaboration between several entities: in addition to the municipalities of Lisbon and Loures there is the Local Organizing Committee (COL) coordinated by the former councilman of the Green Structure of Lisbon the CML referred that,"as in previous events - sports and others - of global scale and organized in Portugal We also believe that in the WYD the commitments made by the State are at least equal to the effort made by the Lisbon municipality A concrete clarification and assumption of responsibilities by all involved is essential to ensure the success of a demanding operation that will bring young people from all over the world to Portugal. José Sá Fernandes told Expresso that "everything will happen"although there is "some apprehension" because "CML lacks to say that it does everything it committed to" There are always solutions for everything" WYD will take place in various locations around the city The area around Trancão will be the main location and where the Vigil will be held on Thursday which had access to a draft of the memorandum the Edward VII Park may come to host the opening Mass with the Cardinal Patriarch A Bethlehem area will host the Vocations Fair The Youth Festival will take shows and cultural events to various parts of the city the 2011 World Youth Day brought together 1.2 million people the event held in the Polish city in 2016 welcomed two million pilgrims more than a million participants are expected Podes escrever-nos para [email protected] Please view the main text area of the page by skipping the main menu. The page may not be displayed properly if the JavaScript is deactivated on your browser which is under construction in Parque das Nações will finally allow us to cross the river Trancão and reach the municipality of Loures where there is already a trail park in the.. A World Youth Daywhich will be held next summer on the banks of the Tagus is serving as a catalyst for some of the works to get off the drawing board This is the case of the new Loures River Path which will bring the population closer to the extraordinary Tagus ecosystem and offer the possibility of walking or cycling between Lisbon and Vila Franca de Xira The construction of this trail started last July The Loures River Path will be developed along 6.1 km between the left bank of the Trancão River and the southern boundary of the municipality of Vila Franca de Xira a cyclopedestrian bridge over the Trancão Riverthat will ensure the passage from Parque das Nações was also designed to allow the connection between the cycling networks of the municipalities of Lisbon and Loures will be complemented by a walking and cycling path that will start at the traffic circle of the Praça Gago Coutinho and continue along Rua da Cotovia/Passeio do Trancão to the bridge A Tancão Cyclopedonal Bridge construction began in September 2021 and is expected to be completed in the last quarter of this year The project results from a total investment of 2,972,579.61 euros with a maximum European Regional Development Fund (ERDF) contribution of 447,091.25 euros Lisbon and Loures will finally be connected for soft modes allowing the marginal route along the Tagus River which currently runs from Algés to Parque das Nações to be extended to the municipality of Loures the Trancão Cyclopedestrian Bridge will be directly connected to the Loures Riverfront Path with an estimated completion time of 10 months The initial goal of this project is to ensure pedestrian and cycling continuity between the riverfronts of Vila Franca de Xira (to the north) and Lisbon (to the south) It is also intended to promote the connection to urban areas currently confined between road and rail infrastructures improving pedestrian mobility both to the riverside area and to adjacent municipalities The study of the area and its immediate surroundings allowed us to discover a landscape characterized by the presence of natural ecosystems in a high pressure urban context In the heart of the Lisbon Metropolitan Area (AML) and just a few minutes from Loures and Lisbon it is possible to find areas of high natural value and to identify several types of habitats protected either by Portuguese legislation or by international agreements that occur in the Tagus Estuary area in its proximity there are strong infrastructures making it impossible for the population of the adjacent urban areas to approach the shore and thus isolating the entire Loures Riverfront The Loures Riverfront Pathway project sought to combine the issue of mobility with the extraordinary opportunity to create a route that besides being a recreational and leisure space is a platform with valences in the fields of research raising public awareness to the important role that estuarine ecosystems have in safeguarding biodiversity and in the balanced management of the oceans The route will be entirely on a wooden walkway on a stilted foundation with 3.5 meters wide in order to allow pedestrian and cycling circulation Its constitution and construction process does not negatively affect the functioning and integrity of this ecosystem inspired by the natural lines of this ecosystem promotes the observation of habitats from different perspectives Its variable elevation (between 1 and 3 meters) in relation to the existing topography allows the free circulation of water safeguarding this structure against the occurrence of floods while offering diversified experiences along its entire length extremely important for the functioning of the salt marshes there will be five observation and lodging pointsThese structures are slightly overhung from the main path shaded with wooden slat and equipped with benches to provide the path with comfort levels adjusted to the length of the walkway and the microclimate of the site The route will also have shadow tunnelsThe walkway is made of wooden slats the walkway intersects an existing pontoon - the Pontão da Fima This pontoon will be integrated into the route the route from the Santa Iria halt station to the BP pontoon was implemented which is another cross connection to the main route the municipality is working on Tagus Estuary River Linear Parkwhich will connect with the Loures Riverfront Trail in the Póvoa de Santa Iria area this Parque Linear Ribeirinho will have about 16.9 km of linear length and will be composed of different trails the Comportas Trail and the Salgados Trail Some of these trails include parts on wooden walkways the Tagus Estuary Linear Park will extend from Praia dos Pescadores in the south to the future Passadiços dos Salgados in the north; in a second phase the Linear Park will be extended to the Sobralinho area the Parque Linear can already be visited in some sections which include the Parque Ribeirinho dos Moinhos da Póvoa the Parque Urbano da Póvoa de Santa Iria and the Praia dos Pescadores - you can see on the following map In color are the stretches of the 1st phase that are still to be done and whose work was scheduled to start in 2022 The expansion project on the table involves an extension of about 4.9 km and an area of approximately 7.6 hectares which includes three trails - the extension of the Tagus Trail with an extra 990 meters; the Comportas Trail with 3.32 km; and the Salgados Trail with 594 meters This expansion also includes a unique zone The three trails will be developed mostly on structures in combro which present along their linear development different characteristics in their implementation were taken into account their types and small restorations and regularizations will be made in order to stabilize and strengthen these ancient structures without distorting their characteristics nor change the morphology of these corridor spaces In cases where altimetry is less favorable The Lock Trail that runs between the riverfront and the edge of the Alverca Military Airfield owes its designation to the fact that it is complemented by a system of six locks / tide gates which the project includes the repair of three of these structures which control the ingress and egress of water in the lower parts of the airfield in accordance with the regime of the tides minimizing the possibility of flooding in extreme situations of rising water levels of the Tagus River The unique area we mentioned before is the Passadiços dos Salgados - will be 1.12 linear km of walkways over the Salgados community areas (caniçal a wetland of great ecological and environmental importance The implementation of a network of paths on raised wooden platforms will allow for pedestrian circulation associated with the observation and contemplation of habitats and landscape controlling and minimizing human pressure on ecosystems and allowing for their functioning and recovery process The layout and overhang of these walkways are intended to minimize the direct and indirect impact on the natural system as well as the risk of it being destroyed by the river current in the event of extreme phenomena Given the size of this unique area with about 5.7 hectares we recommend equipment that will allow visitors to choose more interactive spaces related to environmental educationThese are either for birdwatching only The routes and the different living areas will be accompanied by signage for guidance but also information to support the recognition and identification of habitats the Tagus Estuary Linear Park enters its 2nd phase through the following trails: Moinho Trail (382 meters); Estaleiro Trail (540 meters); and Tesos Trail (723 meters) the Vila Franca de Xira City Hall explained that the area affected to this Linear Park is a strongly conditioned zone both from the point of view of ecological resources and other constraints - for example others fall under the jurisdiction of the Lisbon Port Authority in the various development phases of the project there was "the need and legal obligation to consult all intervening entities with jurisdiction in the territory concerned" This process led to the construction of the Linear Park having to be segmented The project for the execution of what remains of the 1st phase has been concluded since March 2021 and approved by most of the entities involved; the vila-franquense municipality expected that the construction work would start during this year 2022 For the Municipality of Vila Franca de Xira the "the expansion of the Tagus Estuary River Linear Park will become an important green corridor in the Lisbon Metropolitan Area"that will allow the requalification of pre-existing structures along the Tagus river estuary coastline and create "a unique landscape frame" The Linear Park will offer a bicycle path along the right bank of the river go through agricultural areas in production and abandoned ones pass by industrial plots in operation and deactivated ones The municipality of Vila Franca de Xira believes that "the size and the multiplicity of uses and experiences of this Park will have a strong attraction but also for those coming from the more distant urban areas" Podes escrever-nos para [email protected]
