In an era in which reality is so often defined by how well something can be quantified
especially as they relate to military strength or economic conditions: We can measure the number and range of Iran’s missiles
or the widening wealth gap in the United States
But data (especially economic data) is imperfect
that Iran has a certain number of missiles says nothing about the quality of the missiles
“Political science” emerged as an academic discipline in the 19th century out of a desire to treat politics like a science – to define its truths in terms of empirical data
not ancient Greek philosophical principles
But exclusive reliance on data is no better than exclusive reliance on theory
political science has become not just data-driven but data-obsessed
The limitations of this approach can be observed clearly in a debate raging over the importance of U.S
made three major foreign policy moves this month: It pulled out of the Iran nuclear deal
it has been inconsistent on trade disputes with China
a planned summit with Kim Jong Un next month
it is becoming a common refrain to hear that U.S
credibility has been damaged as a result of these moves
and that this has the effect of eroding U.S
power and creating more geopolitical instability
Determining whether this is true is more difficult than it may seem
We could survey a large sample of people in a foreign country and ask whether it is commonly believed that the U.S
but the results would be imprecise – and mostly irrelevant
is trustworthy after the foreign policy decisions of this month
And Americans themselves are unreliable judges of U.S
credibility abroad because of the political history of the term in America
The credibility question was ubiquitous in the 1960s not because of the United States’ relationship with foreign governments but because a “credibility gap” opened up between the Lyndon B
Johnson government and the American electorate
The Johnson government relied on key statistics (like “body count”) to claim that the U.S
was winning the Vietnam War even as the situation was getting no better
Richard Nixon’s Watergate scandal widened the trust gap still further
when Americans refer to the credibility of the U.S
they are often projecting their own lack of confidence in their government onto others
Yet despite the shapelessness of the term credibility
and despite the political landmines surrounding discussions of it
it is not a discussion that can be avoided
became involved in the Vietnam War precisely because it feared the implications for its containment policy against the Soviet Union if it allowed Vietnam to fall into communist hands
What was at stake was not so much Vietnam but the value of a U.S
Russia was not interested in conquering Georgia so much as it was interested in demonstrating that a U.S
and therefore that countries in the Caucasus would do well to make their peace with a resurgent Moscow
The stated goal of the Joint Comprehensive Plan of Action (as it is officially known) was to prevent Iran from acquiring nuclear weapons
and Iran each conceived of the JCPOA in very different terms
wanted a willing partner in the fight against the Islamic State
Iran aggressively pushed into the region and began testing missiles
Iran wanted to rejoin the global economy and secure legitimacy for its foreign policy moves in the region
The deal was concluded by two weak administrations
it wasn’t even given the status of a treaty
credibility than to remain in a political arrangement that empowers a U.S
credibility has been damaged while Iran is trying to buy the Iraqi election and is building bases on the Israeli border
But it is a farce that could be damaging to U.S
toned down its criticism of U.S.-South Korea military exercises
and appeared to dismantle a nuclear test site
was not violating the terms of its deal with the U.S.
Washington could at least point to violations of the spirit of the agreement
North Korea also successfully demonstrated to U.S
resolve in halting North Korea’s nuclear program is mainly rhetorical
What this all really comes down to is that the United States is at the center of the world order
and when the United States acts in ways that other countries don’t like (or that political factions within the U.S
it often manifests as the weakening of U.S
is declining (compared to China and Japan)
and where the United States’ inconsistent approach to the North Korea issue is producing unease
not a tactically useful level of unpredictability
credibility is simply a scapegoat for a policy disagreement or divergent strategic interests
broke this or that agreement as it is a much broader lack of strategic clarity dating back to 1991 about how and to what end the U.S
the conversation about credibility is a veneer that hides the true nature of international politics
the best indicator of how a country is going to behave is not what its leaders have said or agreed to
Nazi Germany and the Soviet Union signed a non-aggression pact
I can think of no two political regimes whose credibility in keeping the terms of such a pact could have been lower – and yet they signed the pact
even though both were planning on eventually breaking it
keeps its word when all other countries don’t
and it can be trusted to act in its interests at all times
is often unclear about what those interests are
an unfortunate byproduct of thinking about politics as an algebra problem

As many suspected, Vitor Belfort tested positive for elevated levels of testosterone in the random Nevada State Athletic Commission drug test he underwent while in Las Vegas for the World MMA Awards on February 7
I was considering filing for a therapeutic use exemption (TUE) for testosterone replacement therapy (TRT) from the NSAC," Belfort wrote via a statement on his Instagram account
"While I had not made formal application for a TUE
the NSAC nonetheless requested I take the test and I willingly complied
the widely known fact that I was then presently on TRT and had been for many years leading up to that test and that I had further taken the TRT dosage recommended by my doctors the day prior
test indicated that my testosterone level was above the therapeutic range
While levels slightly outside the normal therapeutic range are not uncommon for some undergoing a TRT regimen
and my doctors immediately modified my therapy to return me to within the therapeutic range (as you can see the 22nd February test results was normal)
I do want to acknowledge that the February 7
2014 test indicated my level was above the range
and the results of each test indicate my levels were either normal or below normal," Belfort continued
the results of all tests noted above and will provide the same to NSCA for their consideration as part of my licensing application
I further welcome any additional testing that the NSAC deems appropriate and necessary with respect to being granted the privilege of a license to fight here in the state of Nevada."
NSAC Executive Director Bob Bennett previously told MMAFighting.com that Belfort's application will undergo a "comprehensive review" at the NSAC's June 17 hearing
and that the commission will likely require Belfort to undergo supplementary drug testing before the commission reviews his license
UFC officials released the following statement regarding Belfort's admission on Friday
"The UFC organization supports Vitor Belfort's application for a license to compete in Nevada
and we respect the Nevada Athletic Commission and its licensing process
we look forward to a great fight between Vitor Belfort and Chael Sonnen at UFC 175 on July 5."
UFC 175 is expected to take place at Las Vegas' Mandalay Bay Events Center
Belfort's complete statement can be seen here. The released results of his random February 7 test can be seen below, while the released results of his subsequent self-imposed February 22, March 20, April 27 and May 15 tests can be seen here

Robert Horry’s controversial hip check against Steve Nash in the 2007 playoffs may have changed the course of NBA history
The suspensions handed out to Amar’e Stoudemire and Boris Diaw
who went onto the court during the altercation
the seven-time champion revealed his thoughts behind the body check that reverberated around the NBA

Explore the NBA Draft 2024 with our free NBA Mock Draft Simulator & be the GM of your favorite NBA team
Horry’s revelation was startling as his original version of the story
based on an interview with Quentin Richardson and Darius Miles
The former San Antonio Spurs forward previously said this via “The Knuckleheads:”
Bracing himself for a collision is simply different from the intent of laying down a form of punishment on Steve Nash for getting favorable calls
There was also the animosity Horry felt towards Nash for supposedly robbing Kobe Bryant of the 2005-06 MVP award that made the act malicious
The Phoenix Suns won Game 4 during that infamous altercation
but the NBA suspended Amar’e Stoudemire and Boris Diaw for Game 5 along with Horry
They also suffered defeat in Game 6 as the Tim Duncan-led Spurs took the series
Steve Nash and company gave San Antonio all the trouble they could handle in that series
They beat the Utah Jazz in five games before dispatching LeBron James and the Cleveland Cavaliers in a sweep
when the Suns blew a 2-0 lead against the Milwaukee Bucks
pundits believed that the 2007 team was the closest to a championship
Who knows how things could have turned out had Robert Horry not decided to bodycheck Steve Nash
Although the Suns were only the sixth seed in the West, no team was excited to face the trio of O’Neal, Amar’e Stoudemire and Steve Nash
When they got the Spurs as their first-round opponents
the entire city and its fan base were hoping for cold-blooded revenge
Robert Horry, who was at the tail end of his career, was still with the Spurs and played only a total of 33 minutes in the series. San Antonio, meanwhile, still had its Big 3 of Tim Duncan
That was more than enough to torment Steve Nash and the Suns and come away with victory once again
