symbolising the strength of a community that unites around a shared goal: to consolidate Vendas Novas as the Capital of Bifana"
the public will be able to witness and taste this attempt to create the "world's largest bifana" for free

"The Government has decided to approve the development of the new Lisbon airport for the full replacement of Humberto Delgado Airport at the Alcochete shooting range and to designate it as Luís de Camões Airport," announced Prime Minister Luís Montenegro in a statement to the country following an extraordinary meeting of Portugal's Council of Ministers.
It was on the 11th of March that the ITC published the final report of the strategic environmental assessment of the new airport, maintaining the recommendation of a single solution in Alcochete, the most advantageous, or Vendas Novas, also pointing out that Humberto Delgado + Santarém could be a transitional solution.
For the Prime Minister, the option for a single airport is the "most appropriate solution for the country's strategic interests." "Alcochete, in particular, ensures physical expansion margin, accommodation of demand up to practically three times the current one, and safeguards the maintenance and possible growth of TAP's hub in Portugal," defended Luís Montenegro.
The construction of the new airport in the capital – as well as the associated investment – will be the responsibility of the concessionaire ANA. The Government will not burden the State Budget "with a single euro" for the development of the airport in Alcochete, said Miguel Pinto Luz, Minister of Infrastructure and Housing. The estimated construction cost by the ITC was around 6.1 billion euros, but the Government admits that the investment is expected to be higher.

In turn, the mayor of Benavente, Carlos Coutinho, assured that the municipality "is prepared and available" to host the new airport in the Lisbon region and "serve the country's interests." "For the Benavente region, it is certainly good news because it will ensure development and improve the living conditions of our population [...] and we are prepared to receive such a facility," said the mayor of Benavente in statements to Lusa.
In turn, ANA Airports says it is ready to immediately work on the Government's decision to proceed with an airport in Alcochete and to increase Portela's capacity until the new infrastructure is operational. Thus, ANA guaranteed that it "will follow up on the development process of this decision, according to the Concession Agreement."
Also, Pedro Nuno Santos, the General Secretary of the PS (Socialist Party), welcomed the Government's decision, considering that "Alcochete was the best location." And he notes "the unequivocal support of the PS" for being able to move forward with the solution in Alcochete. "The support of the PS was important to ensure this stability over time so that we do not go back," said Pedro Nuno Santos, recalling that Portugal has been "waiting for over 50 years to decide on the airport's location."
Getty imagesWhat does the future hold for Lisbon's Humberto Delgado Airport?For now, Humberto Delgado Airport is set to undergo interventions to increase its capacity. The Government has outlined a plan for works at Portela Airport, "which includes investments postponed for the qualification of already provided services and adds investments to allow greater operational capacity in movements per hour," as stated in a note published on the official Government website.
However, once the new Alcochete airport starts operating in 2034, this infrastructure is expected to be dismantled. In this regard, the Minister of Infrastructure and Housing promised to assess with local authorities, associations, and even residents ways to reuse the land currently occupied by Humberto Delgado Airport in Lisbon.
"These grounds, without a doubt, need to be decontaminated: there was an airport infrastructure that worked there for almost a century, but it is possible, we will find, together with the local authorities of the region, with the central State, with various associations, with residents of the surrounding area, a way to reuse that space," he assured.
Miguel Pinto Luz also argued that, "in close dialogue with the Lisbon City Council, the Portuguese State, the various ministries, a new centrality" could be developed in the Portela lands where Humberto Delgado Airport is currently located.

in Benavente) is on the eastern side of the Tagus River
They both could cost close to 10 billion euros
estimates the CTI (9.9 and 9.7 billion euros respectively)
So why has the most expensive come out top overall
Alcochete comes out of the comparison exercise top overall thanks to its rating on a number of factors other than cost. As a dual-hub with Lisbon, Alcochete comes second in the race to get an operational runway (seven years). As a single hub, Alcochete comes first, with a timeframe of eight years – sharing that number one spot with Santarém
Santarém however is restricted by the military areas that lies to its west
where NATO military exercises are held,” explained Professor Rosário Macário
“The approach and take-off areas will enter the Monte Real block zone
It is not viable from a safety point of view
it is a big risk to have planes in the airspace at completely different speeds.”
Another plus for Alocochete is that it “is public land”
and therefore “does not require expropriations”
The Alcochete option also hit the number one spot for the points it scored on human health and environmental viability factors
and could be one of the fastest to see a new runway completed (six years)
However CTI points out that any capacity added would be short term

developments in engineered plant-based materials and digital design and fabrication workflows are creating opportunities to develop radically new forms of construction
The question therefore arises as to what might be achieved by researching and developing new forms of construction using environmental sustainability first principles as the starting point
The aim of this research was to develop a radically simple new form of plant-based construction
composed of engineered timber and pure expanded cork
made of waste from Mediterranean cork oak forestry
Using these materials locks in atmospheric carbon for the life of the building component and also helps to secure the biodiverse landscapes from which the cork is harvested
Research questions included five key considerations
how might a new form of construction developed from environmental sustainability first principles manifest itself
how much material and constructional complexity can be stripped out of a form of construction while still meeting building codes? Can solid expanded cork be used to form a weathertight structural building envelope
Can cork blocks be used in a viable dry-jointed form of construction with easy assembly
and simple disassembly at the building’s end of life
what might be the whole life performance of such a simple form of solid cork construction
The key aim was to research and develop a radically simple solid cork and timber construction kit
The design hypothesis for the system considered the relationship between material
components and resultant architectural forms
Technical performance was developed using cycles of ‘hypothesis
rethink’ to address matters including structure
and in 2018 the system was sufficiently developed and de-risked to proceed with the first pilot project
Key outcomes of the research include the development of the Cork Construction Kit and the creation of Cork House
Simple assembly and disassembly have been demonstrated
extensive lab testing data gives a fuller technical characterisation of expanded cork in construction
The house has exceptionally low whole life carbon
estimated at 618kgCO2e/m2 by an assessment to BS EN 15978 undertaken by Sturgis Carbon Profiling
Embodied carbon at practical completion is estimated as negative
The research has a simple overarching narrative that is easily understood and may be enjoyed by anybody
giving it relatively broad interest and relevance
Cork House has received several design awards including the 2019 Stephen Lawrence Prize
and reached the 2019 RIBA Stirling Prizeshortlist
which helped bring aspects of the research to an international audience
Post occupancy evaluation of the house has begun
and the authors plan further research and development of the Cork Construction Kit
potentially to making the system commercially available
We are also undertaking broader research of simple

April 25: A Revolution ornamented with carnations started with music
The carnation revolution that took place on April 25 1974 impressed the world because violence was avoided. The Portuguese revolution influenced other revolutions in countries, such as Spain, Venezuela or Brazil, and had the power to end the dictatorship and give Portugal reasons to think about a future in which it could fly. Today the Portuguese live in freedom thanks to the courage of a group of brave soldiers and captains.

O Governo decidiu acolher a recomendação da Comissão Técnica Independente e avançar com um novo aeroporto no Campo de Tiro de Alcochete
a obra ficaria concluída até 2031 e o investimento seria superior a 6,1 mil milhões de euros
mas o próprio Governo admite que estas estimativas
são "optimistas" e aponta para prazos e custos superiores a estes
A decisão agora anunciada – 52 anos depois do primeiro estudo para o novo aeroporto de Lisboa, que também avaliou a hipótese de Alcochete – já era antecipada e reflecte aquela que era defendida pela CTI como a melhor opção. No relatório final apresentado em Março
esta comissão apresentava possíveis soluções para a expansão da capacidade aeroportuária de Lisboa
mas defendia Alcochete e Vendas Novas como as "mais favoráveis em termos globais"
tendo em conta os vários critérios em análise
que vão dos factores económicos e financeiros aos ambientais
a implementação de uma solução de transição
com a manutenção do Aeroporto Humberto Delgado
até ao funcionamento de um único aeroporto em Alcochete
quando estiverem prontas as duas pistas nesta localização (número mínimo considerado viável pela CTI)
E será precisamente essa a opção agora escolhida
"O Governo assume o aeroporto único como a solução mais adequada"
na conferência de imprensa em que foi anunciada a decisão de construir o novo aeroporto em Alcochete
fundamentada e é estratégica para o futuro de Portugal"
São apresentadas quatro justificações para a escolha de Alcochete
em detrimento de Vendas Novas: Alcochete localiza-se inteiramente em terrenos públicos
enquanto a opção por Vendas Novas implicaria expropriações; Alcochete já teve uma declaração de impacte ambiental favorável
ainda que esta já esteja caducada; tem maior proximidade ao centro de Lisboa do que Vendas Novas; e está mais próximo das principais vias rodoviárias e ferroviárias
permitindo descentralizar o tráfego do centro de Lisboa
A justificar a opção por Alcochete está
a possibilidade que esta localização oferece de uma expansão para lá das duas pistas previstas inicialmente
como aquele que está a ser antecipado
de crescimento exponencial da procura nos próximos anos
a procura aérea para Lisboa seja já cerca do triplo daquilo que é hoje
a região poderá movimentar mais de 100 milhões de passageiros por ano
há alguns próximos passos "imediatos": o primeiro será o pedido de preparação de candidatura ao novo aeroporto de Lisboa
que o Governo apresentará à ANA – Aeroportos de Portugal
a empresa que detém a concessão dos aeroportos nacionais
Segue-se a elaboração de um relatório inicial
que incluirá um relatório das consultas
relatório sobre local seleccionado e estudo de impacte ambiental
relatório técnico e relatório financeiro
Só terminado esse processo é que poderão arrancar as obras
razão pela qual o Governo tem perspectivas diferentes das que constam do relatório final da CTI
optando pela solução de um aeroporto único em Alcochete
a primeira pista fique concluída em 2030
com um custo de 3231 milhões de euros
enquanto a segunda pista ficaria concluída em 2031
com um custo de 2874 milhões de euros
O custo total estimado pela CTI para a construção de duas pistas ronda
Já o Governo tem perspectivas diferentes
Como explicou o ministro das Infra-estruturas e da Habitação
em conferência de imprensa nesta terça-feira
"estes valores podem não ser realistas"
uma vez que foram calculados com base em pressupostos e custos de 2009
actualizados à inflação
a ANA apontou para que a construção do novo aeroporto implicasse um investimento de oito a nove mil milhões de euros
"Acreditamos que o valor real poderá estar entre estes dois montantes
razão pela qual vamos fazer os estudos"
Sobre os prazos de construção
o ministro destaca que o Governo prevê que a obra só estará pronta dentro de dez a quinze anos
"Podemos estar a falar de 46 meses só para a apresentação da candidatura
são precisos estudos de impacte ambiental
É impossível construir um projecto desta magnitude de forma mais rápida
acreditamos que não é possível concluir esta obra em sete anos
Acresce, ainda, o facto de que este valor apenas tem em conta as obras em Alcochete e não o investimento que também terá de ser feito no Aeroporto Humberto Delgado
para aumentar a sua capacidade até à abertura do novo aeroporto
o Humberto Delgado registou uma média de 38 movimentos por hora
num total de 33,6 milhões de passageiros durante o conjunto do ano
O objectivo do Governo é avançar para uma expansão que permita 45 movimentos por hora (com dois movimentos extra por hora
provenientes do tráfego de Cascais)
num total de 40 a 45 milhões de passageiros por ano
Para além da expansão do Humberto Delgado, o Governo compromete-se, ainda, a antecipar a conclusão da ligação ferroviária de alta velocidade entre Lisboa e Madrid
incluindo a construção de uma terceira travessia do Tejo
de forma a desviar uma parte da procura aérea de Lisboa para outras vias
