Amara Chepuri was seen as the leading contender

giving Amara an edge to represent the region at the May national event
outlasting all others to win on the championship word sashay
But a question about her eligibility arose during the spell-off
announced that runner-up Vlada Kozhevnikova
a sixth grader from Pinellas Academy of Math and Science
The Chepuris have been fighting the decision ever since
Going to the national spelling bee is a big deal
it’s drawn attention in celebrated documentaries and attracted large television audiences
Spellers spend hours every day training for the event
practicing everything from word origins to lightning round strategies
and sponsor Scripps is going all out with activities and celebrations
“She could have won,” said Ananth Chepuri, her father. “She’s one of the best spellers in Florida.”
To see her sidelined seemed an injustice to them. Especially the way things went down.
So they’ve consulted lawyers and made appeals to Amara’s charter school, State College of Florida Collegiate, which held her local bee. They’ve sent requests for reconsideration to the Rays Foundation and Scripps. They’ve sought intervention from the Florida Department of Education, and they’re contemplating seeking court-ordered mediation.
“My daughter has not had the due process rights she deserved,” Chepuri said, his tone more insistent than angry. “It seems like all these organizations, they don’t care about the students. They don’t want to hear the truth.”
Scripps officials see it quite differently. They said they’ve reviewed all the materials and arguments they’ve received related to the situation, and continue to arrive at the same place.
“We’ve been consistent in our communication with them,” said Corrie Loeffler, executive director of the Scripps National Spelling Bee. “Our decision stands.”
At the center of the dispute stands a single word: exhausted. Not its spelling, but its meaning.
Before the school-level contest, Amara asked her teacher, Billie Jo Williams, for clarification on the rules and the list of words spellers received to study.

The teacher responded that the school would not have a tiebreaker. But the school had an additional 150 words that competitors have not studied “if we exhaust the list,” Williams wrote in an email, which Amara’s family shared with the Tampa Bay Times.
Amara and her family took that message to mean that the school would use the entire published list before going to the next set.
But during the bee, the judges skipped some words after it became clear that the two final spellers had memorized the list. Loeffler said that’s common practice for a spelling bee.
Once off list, Amara misspelled pallbearer, while the other remaining student got equality correct to win.
The Chepuris argued that the school ignored its assurance to Amara that the primary list would be exhausted. They challenged the outcome, which to them meant the final result remained in flux.
While waiting for a hearing from the school, they also looked for other ways to keep Amara in the competition. That move compounded their situation.
Here’s where another word came into dispute: disqualified.
Spellers participating in the regional spelling bee get a copy of the rules. Under eligibility, it states that once a speller has been “disqualified at any level” of the regional bee program, he or she “may not seek advancement ... through another regional partner and/or enrollment in another school.”
The Chepuris contend that Amara never was officially disqualified from her school spelling bee because she appealed the result and did not get a hearing as the deadline to enter the regional approached. By that logic, they reasoned Amara should be able to participate in another qualifying event — something Scripps strongly disputes.
Not wanting to miss her chance, Amara turned to a homeschool cooperative, seeking to be its representative. She took the qualifying test as the speller for Infinity Academy, which assists her with some additional classes, and scored high enough to be one of the 36 on the regional stage.
“She never pretended to represent the other school,” Chepuri said. “We’ve done everything legitimately.”
A spokesperson for The State College of Florida countered that the school responded to the Chepuris’ appeal in writing on Jan. 29, nearly two weeks before the Feb. 8 regional. The answer was clear.
“My hope is that you are aware and understand that all decisions were made as a team, were based on the rulebook and the conversations with Scripps before and following the school Bee, and all under a simple premise of providing a fair environment and equal opportunity for participation for all students,” wrote Kelly Monod, associate vice president of collegiate schools.
While the school understood the family’s disappointment, State College spokesperson Jamie Smith said, Amara was not the winner and would not represent the school. In other words, she was disqualified.
“The student didn’t spell the word correctly,” Smith said in an interview. “That was the end of the process.”
But not as far as the Chepuris were concerned.
Sitting in the stands waiting, he downplayed the idea of his daughter becoming the area’s third consecutive national winner.
“She does it for fun. It’s not like it’s a serious thing,” he said. “She just loves to spell. She loves to compete as well. Win or lose, she’s just happy to be here.”
As he watched the field dwindle, he inched closer to the stage, as if willing a win to happen. When Amara clinched the championship word, he didn’t have time to cheer. Scripps representative Tammy Riddle headed his way, alerting him all was not well.
Williams, the State College of Florida Collegiate teacher, had sent an email midway through the bee saying Amara shouldn’t have been there. It would take four days to sort things out.
While the adults discussed her eligibility, Amara talked about how much she enjoys spelling and words. She acknowledged the need to know more tricks, such as better understanding the source of different prefixes and suffixes, to do well at nationals.
She didn’t express much expectation of going all the way.
“I play tennis,” Amara said, showing the tennis charm on her necklace. “I don’t have that time to do words more than three hours a day.”

[ LUIS SANTANA | Times ]After the ruling, the Chepuris had an in-person discussion with school officials about the initial bee, hoping Amara might be named a co-champion. They left that meeting without a change.
Chepuri argued that the teacher hadn’t presented all the facts about exhausting the word list. If she had, he said, school leaders would have reached a different decision and Scripps wouldn’t have blessed the school’s action.
Since then, seeking a resolution for his daughter has become almost a part-time job for the biomedical professional. He estimated he spends about two hours a day on spelling bee matters.
“This has been a learning process for sure,” he said via text message. “I have dealt with business negotiations and legal contracts, but nothing like this in education.”
Much of the effort has yielded only disappointment.
Soon after being denied again by the school, Chepuri sent a letter to the Rays Foundation, copied to Scripps, asking that they at least recognize Amara as the regional winner, since she did win the actual competition. Two days later, Scripps senior counsel Sadie Craig responded asking the family to “cease and desist further correspondence to the Bee, Bee employees and affiliates, and Bee regional partners.”
Nothing would change the outcome, as Amara remained ineligible, Craig wrote.
Undeterred, Chepuri responded detailing all the problems he saw in the process, writing he wanted “a fair and amicable resolution that restores confidence in the competition’s integrity.”
Soon after, he asked the Florida Department of Education to intervene. Spokesperson Sydney Booker said the department “has no authority in this matter.”
Frustrated at every turn, Chepuri said he could not believe that the adults affiliated with the bee could treat a 12-year-old this way. He said he would request mediation through circuit court, while again asking her school’s trustees to consider nullifying her disqualification.
At this point, he said, the issue isn’t even so much about his daughter going to nationals. She’s disillusioned with the bee, he said, “as any kid would be” after seeing the way her eligibility has been handled.
His goal now is to make sure Amara does not feel like a victim, using her experience to improve the system for future spellers.
Scripps should want the best spellers to compete at the national challenge, he argued, and not allow inconsistent local bee rules to affect children as they have Amara.
“It’s not right,” he said. “They’ve acted like she’s a criminal from the start. ... She doesn’t deserve something like this. We’re trying our best as parents. It’s all we can do.”
Amara said she’s glad that her parents backed her unconditionally. The bee officials, she said, made her feel unworthy, having “decided to find fault with me” without listening to the details.
“Who knows? I could have been the third person to win for Florida” in a row, she said.
She said it’s unlikely she’ll vie for the bee again. But with some friends still in the mix for this year’s title, “I’ll watch it. Maybe.”
Loeffler, the bee chief executive, called the situation “heartbreaking,” noting Amara clearly worked hard and her parents understandably want to advocate for their child.
At the end of the day, though, the spelling bee is about more than just spelling, she said. It’s also about sportsmanship, resiliency and the knowledge that preparation and luck play equal roles in the competition as in life.
“You might face a word you didn’t know, and it doesn’t end up your day,” Loeffler said. “If we were just looking for the best speller in America, we would just give one spelling test.”

The recruiting process for me had its ups and downs
I really just tried to focus on the schools that showed interest in me and sorted out from there what I was looking for in my college experience
I wanted to go where I knew I was really wanted so I put my energy into building relationships with those coaches who continued to show interest in me
How do you feel your strengths on the field will help Eastern Illinois
My strengths on the field are my vision and speed
I love taking on defenders 1v1 and getting past them to score and I think being able to create chances in the final 3rd for my teammates to do the same will help EIU

My favorite subjects in school are math and accounting
My plan is to major in Business with a focus on Accounting and/or Finance
What has your experience been like playing for SC Wave in the Girls Academy
I just finished my second season playing with the SC Wave 07 GA team
It is comprised of some really incredible athletes and I am just so grateful I’ve had the opportunity to train and play with some of the best in the country
They really challenged me to become a better player and really helped me to elevate my game over the last two seasons
I am really going to miss our seniors next year

I learned to be intentional and build genuine connections with the people I come in contact with and that those connections can carry you through life

I also realized the importance of keeping an open mind
especially when meeting people who come from different backgrounds
An experience that really captures the honor of being a national officer was my FFA trip to Japan this past January
I got the unique opportunity to go to a grain storage site where they import and export grains
I could see the massive scope of the port where Japanese and American workers exchanged agricultural goods
An employee told us that they wanted us to understand how important American agriculture is to Japan
I remember wishing at that time that all Americans could hear that employee's message
It reminded me that relationships and partnerships are incredibly valuable
especially in agriculture and feeding the world
The work we do in the ag industry in the United States impacts so many people across the globe
I was reminded that day in Japan that this is important work and that we should never take it for granted
As I continue my studies at Oklahoma State University

Colorado Springs City Council narrowly voted to allow a proposed annexation of land southeast of the city
If it gets final approval at a future meeting
the development would cover nearly 3,200 acres with a projected build out of 9,500 residential units
The property is not currently contiguous to the city limits
which affects what's possible in terms of annexation
last year proposed a so-called flagpole annexation
This means that the annexation would follow the Bradley Road right-of-way east and then use dozens of smaller adjacent parcels to connect south to the main development area on land bordering Fountain
This serves as a way to connect the proposed annexation to current city limits
“This type of growth occurs with cities across the nation all the time
including Colorado Springs,” La Plata representative Cody Humphrey said during his presentation this week
“It's a shortsighted approach to growth to consider Amara as an island way out there
when past history of growth in Colorado Springs has examples like (Northgate
are a means by which future growth can be anticipated and planned for.”Additionally Humphrey presented maps illustrating how the city has grown to fill in undeveloped areas over the years
staff with Colorado Springs Utilities said the project could adversely affect rate payer costs
other infrastructure projects and the utility's debt credit rating

said they already have a large capital lift and they’ll be adding about $3 billion for other projects already in the capital plan

“And so what is really challenging about this annexation is that it's really the timing of this annexation and the cost associated with developing this area.”
Base rates on customer’s utility bills typically help fund planned capital improvements
but because of those projects Barbato said it's likely an extra fee called a rider would appear on rate payer bills to help pay for the cost of the Amara infrastructure
She estimated that the average residential customer throughout the city would pay an additional $8.29 per month for the first year on top of other potential base rate increases
Barbato said she expected that amount would decrease after that
and would fluctuate over an 11-year period
In terms of water, Barbato said there is currently enough supply to serve Amara and meet the requirements of the water service extension ordinance approved last year that affects annexations
But she also expressed concerns regarding future costs and availability of water
Former city councilor and retired Colorado Springs Utilities staffer Margaret Radford was among several dozen people on hand to comment

“If my staff at Utilities told me that my future bonding capacity was at risk
As someone who said she was deeply involved in making the Southern Delivery (water) System happen

City of Fountain Mayor Sharon Thompson also spoke during the hearing
A few years ago La Plata Communities was in talks with the City of Fountain about annexation
but the two couldn't reach an agreement due to water concerns.
but said the annexation and development of Amara requires better collaboration and communication between the two cities
noting that she’s been disappointed by the low level of interaction by Colorado Springs representatives so far.
“There needs to be regional cooperation to account for the public safety and infrastructure
roads and stormwater and the impact of the City of Fountain in the entire Fountain Valley,” she said.Utilities staffers have collaborated with them
but other departments have seldomly met with them to address concerns about stormwater management and existing or proposed roads in Fountain and the region that will be affected by the Amara development
She said she's concerned that the proposed annexation agreement with Colorado Springs may presume communications and future plans that haven’t occurred
“Through all the correspondence back and forth
it didn't really address any of our concerns and lacked any real solutions or substance,” she said
“We don't need to think out of the box on this development and how we're all going to work together on it
Let's invent a new way to work regionally on this and figure out how to get it done.”
Several council members asked questions and responded to her
“We are going to look at development plans as they come to us and before we approve them
I want your input too,” councilor Dave Donelson said
Many people spoke out against the project during a town hall meeting last fall with concerns about water
But the majority of those who spoke during the public comment period Tuesday were there to support the project
largely because it could help address the shortage of housing in the region.“For the last 30 years
the city has continued to grow further and further to the north
missing our soldiers and airmen to the south and southeast of our city,” said Donna Nelson of Fountain
Chief Development Officer for the Pikes Peak State College Foundation and military veteran
“I don't know how much longer our soldiers should have to wait to get some nice new affordable housing in a beautiful community like the ones that are developed up north.”Her comments aligned with others who said the need for attainably priced housing for service members working at military bases in the area is critical
Other supporters spoke about the need for housing for teachers and for more childcare services in the Pikes Peak region.The project master plan calls for different types of housing varying in cost and density
La Plata’s Humphrey said they plan to ensure that at least seven percent of the housing–or 665 homes– is affordable to people or earn 80 percent of the area median income.
In the initial phase home costs are projected to start in the high $300,000s and go up to $685,000
Former city councilors Bill Murray and Tom Strand also commented in favor of the project
echoing concerns about affordable housing for military personnel
“If you've got a better plan than Amara to take care of them on the south part of our city
It's tens of thousands of people coming in here and many of them in their 20s and 30s
so please take a look at that.”Murray encouraged council to consider additional ideas like building an expressway to the interstate that would help connect the project to the military bases
homeowner’s association fees to cover police and fire services
and including requirements for sustainable practices like solar energy and xeriscaping.“Reflecting on past missed and wasted opportunities reminds me of the ghost in (actor) Bill Murray’s ‘Scrooged’,” he said

The developer on Tuesday noted inaccuracies in the piece
including an overstatement of the cost of the rider and an exaggeration of the projected population of the annexation.

Residents of the Peaceful Valley Ranch community near the proposed Amara project said they hadn’t been contacted by the developers and were concerned about a variety of issues
including their right to safely shoot firearms on their property in the unincorporated county adjacent to the project
Mayor Yemi Mobolade was not present at the meeting
but at a media briefing before the hearing

They narrowly approved the first item related to the project on a 5 to 4 vote
Helms cast yes votes on the other 47 items that are part of the annexation plan
A second reading of the ordinances related to the annexation is slated for Aug
so the developer will have to come before the board again in the future for new zoning as the project unfolds

CNN Departures: CNN This Morning Weekend co-anchor Amara Walker is leaving the network. Walker has been with the network since 2013, first as a CNN International anchor followed by a move to CNN in 2022 taking over from Christi Paul
she also anchors the weekday edition of CNN Newsroom on CNN International and CNN Max
“I’ve decided to seize on this moment of change in our industry and take a hiatus from TV news,” Walker said in a statement to Deadline
but I have other professional passions as well
The timing couldn’t be better to embark on the next chapter.”
A CNN spokesperson told TVNewser: “In Amara’s more than 10-year distinguished and award-winning career at CNN
she has helmed numerous breaking news stories from the anchor desk and reported from the field on major events across the U.S. She’s been a wonderful and deeply respected colleague at CNN
We know she will continue to find success in her new pursuits.”
The network has not revealed who will fill Walker’s various positions
Also saying goodbye to CNN is anchor Julia Chatterley
who anchored First Move on CNN International

adding that she would announce her next move soon

COLORADO SPRINGS — City Council members voted against annexing 3,200 acres of land into the city
This comes after initial approval on July 23rd
councilmembers denied the project by a 5-4 vote
The proposed 'Amara' development sat on 3,200 acres of land east of Fountain
It would have added around 9,500 additional housing units to the city
Councilmember Dave Donelson said he initially voted yes for more housing options
News5 Lindsey Jensen asked what changed his mind
"I always try to vote in alignment with what I believe the citizens of Colorado Springs want," said Donelson
He said it really came down to what he heard during public comment
"I was struck by the farmers and ranchers that came up from the lower Arkansas Valley and their presentation
just them speaking about their situation in the Valley
Donelson said the testimony at the meeting as well as people reaching out to him with traffic and emergency response times concerns after the first vote ultimately swayed his vote
they don't plan on moving forward with 'Amara.'
"I would be interested to see if this would have gone to the ballot
I think it would fail by a large margin," said Donelson
Mark Parker said he expressed concerns to Fountain City Council
Colorado Springs City Council and county commissioners
"It feels like they are listening to the people that are affected by this," said Parker
News5's Peter Choi spoke with farmers in Crowley County about what the annexation would have meant had it gone through
Some farmers in the lower Arkansas Valley wanted to know how the city would source water
Heimerich has been farming in the Arkansas Valley for more than 30 years
He says when the Amara Annexation was brought up
the farm has constantly been facing some form of drought
He says the Amara Annexation could potentially impact his daily irrigation
Heimerich and other farmers decided to express their concerns about the growth of Colorado Springs and where the water will come from
"It's not going to come from Pikes Peak and Fountain Creek or Monument Creek," Heimerich said
considering possible consequences is a must
"I think it threatens every irrigator's livelihood that wants to stay in the farming business," Heimerich said
