A day after U.P. chief minister Yogi Adityanath praised rich tradition of Holi in Braj, the focus was on Rangeeli Gali of Barsana in Mathura district on Saturday when lathi-clad women from the town came down on men from nearby Nandgaon village on the occasion of famed Lathmar Holi.
The fervour reached its zenith on Friday when the CM attended Laddoo-maar Holi. Momentum was set and it was festivity all around in Barsana town on Saturday for Lathmar Holi.
“Forty-day festivities of Holi begin on ‘Basant Panchami’. Temples and houses witness ‘Holi gayan’ (singing Holi songs) and initially it is Holi with ‘gulal’ (colour powder), which transforms into celebrations with coloured water after ‘Rangbharni Ekadashi’,” says Padma Shri Mohan Swaroop Bhatia, a Braj literature expert.
At Barsana, Holi revellers from Nandgaon sang and danced on Holi songs as women dressed as Gopi wielded ‘lathi’ amidst chants of ‘Radha Rani Ki Jai’ during the day. The day began with men from Nandgaon reaching ‘Priya Kund’ in Barsana and were welcomed by residents of Barsana.
Sounds of baton falling on ‘dhal’ (shield) filled locations of Phool Gali, Sudama Bagh, Radha Bagh Marg besides Rangeeli Gali. Meanwhile, elaborate security arrangements were made for the occasion as lakhs of devotees turned up for these two days. Besides police, PAC personnel were also deployed. CCTV cameras and drones were also used in Barsana. There were separate entry and exit and holding areas were created to control the crowd.
Venerated as incarnations of Hindu deities, India’s sacred cows are also being touted as agents of energy transition by a government determined to promote biogas production to cut its dependence on coal.
It is an understatement to say that Nakul Kumar Sardana is proud of his new plant in Barsana, in India’s northern Uttar Pradesh state.
Primarily because it occupies “one of the holiest sites in the world,” said the vice-president of a biomass joint venture between India’s Adani Group and France’s TotalEnergies SE.
A four-hour drive south of the smog-filled capital, New Delhi, among fields bristling with brickyard smokestacks, the small town of Barsana welcomes pilgrims who come to honor the Hindu goddess Radha.
Sardana is also proud because his methanization plant that opened in March is the “most technologically advanced and the largest biogas facility” in India.
It was built in Barsana to be as close as possible to its raw fuel — cattle dung and harvest stubble.
“This region is home to a million cows,” Sardana said. “Their dung has been used as fuel for centuries in cooking.”
Cows have been blamed for contributing to global warming because they produce methane — a powerful greenhouse gas — in their manure or when they belch.
In this case, the region is finding a creative use for the waste produced by the cattle, which are used for their milk. Eating them is taboo for many Hindus.
Stalks left behind after the rice harvest — which would otherwise be burned — join the slurry.
“Farmers are traditionally burning them, creating smog and pollution,” Sardana said. “In using natural waste, we are not only producing compressed biogas, but also high-quality organic fertilizer.”
Long lines of tractors dump dung and straw in the factory’s tanks, from which 10 tonnes of gas and 92 tonnes of fertilizer are produced each day.
In its endless quest for power to fuel its economic growth, the world’s most populous nation — and third-largest fossil fuel polluter — has pushed biogas to achieve a much-promised transition to carbon neutrality by 2070.
In 2018, the government set itself an ambitious goal of building 5,000 biogas plants in six years.
Despite generous subsidies and the introduction of a buyback guarantee, the project attracted little initial interest — until the government forced the hand of producers. From April next year, at least 1 percent of liquid gas fueling vehicles and used for domestic use must be biogas — rising to 5 percent by 2028.
That prompted a response from key players, starting with billionaires Mukesh Ambani and Gautam Adani — both close to Indian Prime Minister Narendra Modi — eyeing lucrative public contracts.
Ambani promised his Reliance Industries Ltd would build 55 biogas plants by the end of 2025 to convert “food producers to energy producers” and generate 30,000 jobs.
His rival Adani plans to invest about US$200 million in the sector in the next three to five years.
“The government is pushing to convert waste for the wealth of the country,” said Suresh Manglani, CEO of Adani Total Gas Ltd.
The International Energy Agency said that China and India are leading global growth in bioenergy, seen as one solution to mitigate global heating.
Even though biofuel remains more expensive than conventional gas, Indian production is expected to grow by 88 percent by 2030, it the agency said.
Biogas is considered a clean energy because the waste used to produce it is completely natural, said Suneel Pandey, director of circular economy and waste management at The Energy and Resources Institute, a New Delhi-based research institute.
It is “a sustainable solution to make wealth from waste,” he said.
However, the contribution of biogas to India’s transition away from heavily polluting coal — currently fueling nearly 70 percent of electricity — would be relatively small.
India plans to more than double the share of gas in its energy mix — from 6 to 15 percent by 2030, but the bulk of that would be liquefied natural gas (LNG), with Adani and TotalEnergies opening an LNG port on India’s eastern coast at Dhamra.
Burning gas to produce electricity also releases damaging emissions, although less than coal and oil.
Total said its backing of biogas is more about environmental responsibility than commercial opportunity.
“Biogas goes way beyond figures and business plans,” TotalEnergies chairman and managing director for India Sangkaran Ratnam said.
“It has also a tremendously positive knock-on effect on the rural communities in terms of jobs, in terms of care for the environment, and alternative forms of income,” he said.
Tejpreet Chopra, head of renewable energy company Bharat Light and Power Pvt Ltd, said the biogas market is “small in the big picture of things” but the “potential is huge.”
However, the investments required are vast. The Barsana plant cost US$25 million, while the price of biogas remains uncompetitive: US$14 per cubic meter, compared with US$6 for LNG.
Yet Sardana said he is more convinced than ever that biogas is key.
“We will learn the nuts and bolts of it and improve all processes,” he said. “We stop wasting energy, we create rural jobs, and we are contributing to a more sustainable environment.”

is a stakeholder and has a right under the Act
and the State Government cannot brush aside an objection by means of a general denial that it was not received within the time provided in the draft notification”
Allahabad High Court: In a writ petition filed challenging the inclusion of Gram Panchayat Barsana Dehat in the transitional area of Nagar Panchayat Barsana on the ground that their objection against such inclusion notification was not considered
a division bench of Anjani Kumar Mishra and Jayant Banerji*
held that every resident of the area in question is a stakeholder under the UP Municipalities Act and has the right to submit suggestions and objections
These must be given due consideration by the Governor
The Court emphasized that the State Government cannot dismiss an objection simply by claiming it was not received within the stipulated time
especially when the tracking report confirms its receipt within the deadline
The Court further clarified that although the Government acknowledged receipt of the petitioners’ objection within the prescribed time
incorrectly asserting that the objection was not timely and treating it similarly to other objections that had been duly considered
This notification provided that objections or suggestions
regarding the proposed notification should be sent in writing to Pramukh Sachiv
It was specified that only such objections and suggestions shall be taken into consideration as are received within seven days from the date of publication of that notification in the Gazette
Village Barsana Dehat consists of extremely poor and jobless people whose livelihoods depend on the State Government facilities and programs which they are able to access due to their residency of the village
Changing the status of the area that they reside in would significantly affect their access to these facilities
an objection was sent by the Pradhan of Gram Panchayat Barsana Dehat
Mathura to the Pramukh Sachiv by post which was delivered to the State the next day itself
the area of Barsana Dehat was included in the transitional area of Nagar Panchayat Barsana
Aggrieved by the fact that his objection was not considered
It also gives a democratic right to every person living in the area sought to be covered by the notification to submit any written objection or suggestion regarding the draft within the period stated therein
Section 3(3) highlights the mandatory compliance of Section 4 and Section 5 provides for several civil consequences for people living in the notified areas such as deprivation of benefits from Government programs and schemes for village areas
The Court noted that under such circumstances
such notification may drastically change the lives of persons concerned
so the opportunity to make objections and/or suggestions after the publication of draft notification and due consideration of the same by the Governor are vital and mandatory requirements of the statute
The Court stated that though there is no issue regarding the deprivation of property of the petitioners
it is a matter of consideration that collective benefits that accrue to the residents of the gram panchayat area before such notification are sought to be taken away in the name of perceived benefits of such area being included in the Nagar Panchayat
The Court held that “each resident of such an area is a stakeholder and has a right under the Act to make suggestions and objections which have to be considered by the Governor
and the State Government cannot brush aside an objection using a general denial that it was not received within the stipulated time when it was duly received as per the tracking report”.
Upon perusal of the petitioners’ objection
the Court noted that though certain issues are common
other objections raised by the petitioners are not mentioned in those considered and disposed of by the Government
The Court held that the objections of the petitioners were never considered and under such circumstances
the notification and impugned order cannot be sustained so far as they relate to Village Barsana Dehat

Adani Total Energies Biomass Limited (ATBL)
has commissioned the first phase of its Barsana BioGas plant in Shre Mataji Gaushala
ATBL is a wholly owned subsidiary of Adani Total Gas Limited (ATGL). Adani Total Gas Limited is a joint venture between Adani Group and Total Energies of France
will have a total capacity of 600 tonnes per day of feedstock after its completion
The project is expected to generate 42 tonnes per day of Compressed Biogas (CBG) and 217 tonnes per day of organic fertiliser
the plant will contribute to circular economy principles and agricultural sustainability
the Barsana plant will be India’s largest agri waste-based bio CNG plant
The cost for all three project phases for the plant would be more than ₹200 crore
The Barsana plant utilises state-of-the-art advanced anaerobic digestion technology
which converts organic materials into renewable biogas
This will significantly reduce greenhouse gas emissions and reliance on fossil fuels. It will also help the country meet its zero-emission target by 2070 and secure the nation's fuel security.
is an advanced version of biogas produced from nitrogen-rich agricultural waste
It is produced in the same way as biogas and has the same calorific value as Compressed Natural Gas (CNG)
the biogas is commercially refined to enhance its methane content to above 90 per cent
The Barsana plant uses advanced anaerobic digestion technology to convert organic materials like cow dung and other agricultural waste into biogas
organic matter with a high nitrogen content
is broken down by microorganisms in the absence of oxygen
The waste material is enclosed in a tight container so that it does not come into contact with oxygen(this type of digestion is called anaerobic digestion)
this biogas will be refined by removing the carbon dioxide and hydrogen sulphide to convert it into a gas having a methane content of around 95%.
and sent to CNG plants to be used as a fuel for vehicles
The solid waste produced during the process of anaerobic digestion is an excellent source of organic fertilizers
The Galvanizing Organic Bio-Agro Resources dhan (GOBARdhan) scheme was launched by the government of India in 2018
It is an inter -ministerial initiative of the government to transform biodegradable and organic waste
Old products are used as raw material for production of new products .The circular economy is based on the premise that everything is to be reused
and recycled back into a raw material as far as possible
Reuse and Recycle. Here Reducing means choosing those consumer goods which help in reducing the amount of waste generated
Reusing means the repeated use of items or parts of items which still have usable aspects
Here Recycling means the use of waste as resources
