The connection rate to the waste water system in large agglomerations (with more than 10 000 population equivalent) will increase from 91.81 % before the project to 98.29 % after the project is completed in 2026. In smaller agglomerations (2000-10 000 p.e.), the connection rate should increase from 66.05 % to 96.95%.  A total of 170 392 inhabitants are expected to benefit from the waste water network upgrades. Among the deficiencies in the area’s water supply networks are low connection rates to centralised systems, high water losses, insufficient flow and inadequate quality of water from local sources, and insufficient storage capacity. Water supply upgrades under the project cover 13 supply systems and include creation of 57 water sources extraction points, rehabilitation of four sources and discontinued use of sources that do not meet relevant standards. Also, 103 km of main pipe, 135 km of distribution pipe and 4 km of discharge pipe are to be laid. A total of 17 km of main pipe and 89 km of distribution pipe are to be rehabilitated. Eighteen chlorination stations, 44 pumping stations, 15 storage tanks and water treatment plants at Voetin and Grebănu will be installed. Two pumping stations, nine storage tanks and the Mânzăleşti, Valea Râmnicului and Chiojdu water treatment plants will be renovated. Deficiencies in waste water networks include low levels of coverage in rural areas, failure to collect and treat waste water in some larger settlements, discharge of untreated domestic waste water in natural water sources without treatment, worn out and damaged pipes, high repair costs and high infiltration levels. A suitable facility for treatment and recovery of dehydrated sludge is lacking, as is efficient sludge management. Investments to remedy these issues cover the laying of 16 km of sewage collectors and 430 km of sewerage network pipe. A further 5 km of network pipe will be upgraded and new sewerage networks will be established in rural areas with over 2 000 p.e. A total of 168 waste water pumping stations and 81 km of discharge pipe will be put in place. Three pumping stations will be renovated. Waste water treatment plants will be built at Puiești and Colțu Pietrii. Those at Beceni and Cislău will be extended. A retention tank will be added to the Râmnicu Sărat plant and an installation for drying dehydrated sludge will be set up at the Buzău plant. Additional elements of the project are the integration of existing and new equipment into the supervisory control and data acquisition system for the water supply and waste water networks. A total of 71 permanent jobs are expected to be created. By ensuring continuous provision of safe drinking water, the upgrades will lower health risks. They will reduce losses from water supply systems, thus conserving resources.
