CEFA competitions give 4,000 young people the chance to play for a Club Community Organisation associated with a Professional Club, helping to inspire the next generation within football communities.
Around 250 guests gathered in Wembley\'s Centre Circle lounge, where divisional winners received their awards.
The teams were also treated to a Q&A session with former Southampton defender Francis Benali and ex-Leeds United boss Simon Grayson.
Congratulations to the following teams who picked up awards on the day.
The opening of the Cold Examination Facility in Agriculture (Cefa) in Angat, Bulacan slated this January has been stalled as bidding for its equipment was declared a failure, according to the Department of Agriculture (DA).
“The failure of bidding was declared last December. This covers X-ray machines, the laboratory and construction. So, part of the funds was reverted (to the Bureau of the Treasury),” Agriculture Secretary Francisco Tiu Laurel Jr. told reporters in a recent interview.
Laurel said, however, that the Cefa in Bulacan would start operations within the first half of this year.
“The Cefa in Angat will push through. There’s a delay because we have to rebid (the contract for the equipment). But definitely, we will try to finish everything, hopefully by the first half.”
Last year, the DA said funding for the Cefa project was originally pegged at P2.3 billion in 2023 but this was reduced to P1.2 billion in 2024 because of the International Container Terminal Services Inc.’s (ICTSI) offer to host most of the facilities at local ports which the listed company operates.
Meanwhile, Laurel also said a Cefa would also rise in Subic, Manila, and General Santos.
The agency noted that while the Cefas in Angat and General Santos City would only have DA-funded laboratories, comprehensive facilities are planned for major ports and fish ports.
These include the Manila International Container Terminal, Subic Bay International Corporation, Davao International Container Terminal, Manila South Harbor, New Cebu International Container Port, Batangas International Port, Navotas Fish Port, Iloilo International Container Port, and Misamis Oriental.
According to DA, transboundary animal diseases and persistent agricultural smuggling have “highlighted the need to operationalize ‘first border’ control measures.”
This would ensure food safety and prevent the entry of plant pests and economically significant terrestrial and aquatic animal diseases.
The Cefa, which will house “state-of-the-art testing laboratories,” aims to strengthen the country’s capability to conduct first border inspections, improve its examination of containerized agricultural commodities, and prevent smuggling.

the Department of Agriculture (DA) is eager for the approval of its budget request to build the country’s first Cold Examination Facility in Agriculture (CEFA)
The CEFA is a state-of-the-art examination facility of all imported animal
The construction of the said facility is essential to the Department’s goal to strengthen the country’s capability to conduct first border inspections and improve its examination of containerized agricultural commodities
It also seeks to prevent proliferation of agricultural smuggling
the DA signed a Memorandum of Understanding (MOU) with the Pacific Roadlink Logistics Inc
(PRLI) to construct CEFA on its Container Terminal Area in Angat
The MOU signing was witnessed by Senate Committee on Agriculture Chairperson Senator Cynthia A
Mark Enverga and other members of the House of Representatives
Department of Agrarian Reform (DAR) Secretary Conrado Estrella
and the local executive officials of Bulacan
The Department has allocated P2.3-billion in its 2023 budget for this project
and Davao in collaboration with other government agencies like the Philippine Ports Authority
the department has been searching for suitable locations to establish an Agricultural Inspection and Examination Area for imported agricultural products
The Bulacan site was considered by the Department after a series of consultation with private agriculture stakeholders such as the Samahang Industriya ng Agrikultura (SINAG)
and the National Federation of Hog Farmers
The PRLI donated a 10-hectare land of its Angat property for CEFA’s construction and operation
meeting the department’s specifications and guidelines set for facilities like staging
the department can use this land for 25 years
with 2,000 square meters designated for examination and laboratory purposes at no cost to the government
PRLI is also responsible for maintaining the facility
The Risk Assessment Categorization of all imported agri-fishery will be operated by the DA’s Food Safety and Regulatory Agencies (FSRA)
namely the Bureaus of Animal Industry (BAI)
and Fisheries and Aquatic Resources (BFAR)
and National Meat Inspection Service (NMIS)
The facility would initially function as a 24-hour Off-Dock Custom Facility to handle agricultural importations from the country’s two main ports: Port of Manila and Manila International Container Port
All imported agricultural products shall be forwarded to the CEFA to undergo thorough examination
especially those from countries with disease outbreaks
Products categorized as medium-risk will undergo a 30% sample collection and analysis
while low-risk products will undergo a 10% sample collection and analysis
as a member state of the World Trade Organization
in its commitment to the Sanitary and Phytosanitary Measures Agreement which allows to take measures to protect human

To prevent the smuggling of imported agricultural commodities and the entry of transboundary agri-fishery pests and diseases
the Department of Agriculture (DA) is prioritizing the establishment of an integrated Cold Examination Facility in Agriculture (CEFA) with complementary testing laboratories
Agriculture Secretary William Dar signed a Memorandum of Agreement (MOA) with Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Wilma Eisma to establish the country’s first CEFA at the Subic Bay Freeport Zone (SBFZ)
Secretary Dar said that the facility will strengthen the country’s food safety regulatory system to protect consumer health
the CEFA located at a 2,000-square meter property of the SBMA
will be used to thoroughly inspect imported containerized agri-fishery commodities
It will also house examination areas and laboratories intended for the execution of the quarantine and inspection protocols of the Bureau of Animal Industry (BAI)
and the Bureau of Fisheries and Aquatic Resources (BFAR)
The CEFA will enable 100 percent in-depth inspection of containerized animal
and plant commodities identified through the Risk Assessment Categorization and complemented by the X-ray screening of the Bureau of Customs which will be subject to sampling and laboratory testing
SBMA Administrator Eisma welcomes the partnership with DA and strongly supports the establishment of the CEFA
because it will also enhance the industrial and commercial activity and the free flow of goods within the SBFZ
During the recently concluded DA Management Committee Meeting
Secretary Dar ordered that big-ticket infrastructure projects including the CEFA
and the Center for Transboundary Animal Diseases or (CenTrAD) be prioritized for completion

the provinces have agreed to tie one hand behind their backs just when they need all the help they can get
Quebec daycares can employ uncertified staff but must maintain a ratio of two certified staff to one uncertified employee. Responding to staffing shortages during the pandemic, the province temporarily changed the ratio to one certified staff member to two uncertified employees. The current ratio allowed is now one certified caregiver to one uncertified worker. Uncertified caregivers remain essential to the system.
All this flexibility allowed Quebec to add over 9,000 spaces in about a year. Will other provinces again follow its lead?
The federal government could instead have offered families a package of policies to address affordability that accommodated the variety of care parents use. Provinces should change course to force the federal government’s hand. And parents should demand no less.

A new early learning centre for children ages 18 months to five years old has opened in Burlington
Principal Mariana Pinglo is excited for parents
who will be able to see their children developing early learning skills to set them up for success in the future
Core Education and Fine Arts (CEFA) arrived in Ontario
with its first centre located at 4144 South Service Rd
CEFA is an early learning private school with a curriculum designed to educate and develop the whole child
she means the four key areas of brain development: language
and emotional control/emotional intelligence
The Burlington location is a spacious school that has a secure outdoor playground and an on-site professional kitchen with in-house chef to prepare homemade
and classes are slowly filling up; a fourth classroom is expected to be opening soon
“It’s getting more word of mouth as people start to see the benefits of an academic environment for the little guys,” she said
adding she even has a family who moved from British Columbia who had once tried to be enrolled out west
She said they were excited to find the program in their new home in Ontario
She said many families have been enrolling from areas 40 minutes or more away from the location because they’re so impressed
“I fell in love with this program; I went to a program like this,” added Pinglo
“It builds brain architecture and better academic success when they get older.”
CEFA provides the school with plenty of support
and holds regular PA days for staff members
The school is constantly changing and evolving to meet the world’s trends
they currently offer the children a coding program
“The program was developed by a coding company to create worlds for children to teach them the concept of STEM basics and coding.”

adding that “some child care (elsewhere) is play-based; we are a program that focuses on education
She said she is ecstatic in her role as principal and stands strongly behind the CEFA program that is impressing parents already
She said one family told her that their child can not just write a letter
but pronounce it in print and in other items: “Bee starts with a B
broccoli starts with a B,” she used as an example
She said CEFA has been educating children for 25 years
focusing on little details to make sure that every opportunity is a learning chance
CEFA touts itself as “BC’s leading private school for children ages one to five.”
“Studies show that years one to five are critical for building brain architecture,” said Natacha Beim
