Two men who are accused of placing credit card skimmers at several Sam’s Club locations also targeted the store at Trinity Point Shopping Center
South Strabane Township police charged Raul-Mihai Cojocaru
Wednesday with felonies for using a device to obtain encoded information and possession of a device that can read encoded information
Police were made aware of the skimmer on May 20 after employees discovered it on a self-checkout register
Surveillance footage showed two men placing the device on May 16
Credit card skimmers steal information from the magnetic strip on a credit or debit card
The devices used at Sam’s Club were able to transmit stolen data via Bluetooth
Cojocaru and Colceag were arrested by the Frazer Township police on May 20 for placing a credit card skimmer at Sam’s Club in the Allegheny County community the same day as the incident in South Strabane
security footage showed Cojocaru and Colceag at both stores
as well as them driving the same Chevrolet Equinox
The Equinox was a rental car used by Cojocaru and Colceag to travel throughout Southwestern Pennsylvania
The same car was seen at the Sam’s Club in Monroeville on May 18
Monroeville Police filed felony charges of dealing in the proceeds of illegal activity
access device fraud and unlawful use of a computer against both men on May 27
They had also been alerted to the existence of a skimmer on May 20
Court records state that Cojocaru and Colceag were caught by security cameras entering the store and leaving without making a purchase
The pair also faces an access device fraud charge in Ohio Township
and they are being investigated for the same crime in Butler County
Cojocaru and Colceag are being held in the Allegheny County Jail on $25,000 bond
court records indicate the charges were waived for court
They are scheduled to appear before District Judge Michael Manfredi in South Strabane Township for a preliminary arraignment at 12:45 p.m
Credit card skimmers are typically placed overtop the original card reader
Gas pumps and ATMs tend to be most commonly targeted
The Pennsylvania Department of Banking and Securities warns that gas pumps further away from the store with little surveillance are most likely to be targeted
Get Cappers Farmer Delivered Directly To Your Inbox
there are signs that a skimmer could be in use
The department of banking and securities recommends inspecting the card reader
and making sure it looks the same as the surrounding terminals
They also say to “wiggle” the card reader to see if it is loose
The FBI recommends using cards with chip data
as they are less vulnerable to having data stolen
Using alternative payment methods such as Apple Pay also limits potential exposure to skimmers

Two Romanian nationals accused last month of planting skimming devices at Sam’s Club stores in Allegheny and Butler counties were charged this week with targeting a store in Washington County
South Strabane police filed criminal charges against Colceag Constantin
after a skimmer was found on a self-checkout register at the Sam’s Club in Trinity Point Shopping Plaza
The pair were arrested in connection with a similar incident last month in Frazer
According to township Detective Kenneth Torboli
the skimmer was discovered by store personnel May 20 after going undetected for nearly four days
Torboli said in court documents that store video surveillance from May 16 showed the men installing the device at the register
Frazer police arrested the men May 20 for installing a skimming device in a self-checkout lane at the Sam’s Club at Pittsburgh Mills
They have been held in the Allegheny County Jail in Pittsburgh since their arrest after failing to post $25,000 bond each
Constantin and Cojucaru waived their rights to a preliminary hearing Monday before Cheswick District Judge David Sosovicka in the Frazer case and will stand trial in Common Pleas Court
online dockets indicate the pair were charged by Monroeville police with installing a skimming device at a gas pump at the Sam’s Club on William Penn Highway
and Ohio Township police charged them with installing a skimming device at the Sam’s Club on Mt
Police in Butler Township told the Tribune-Review last month they believe the pair also installed a skimmer
at the Sam’s Club in Moraine Pointe Plaza
Police reported the men were captured on store video installing the device before their arrest in Frazer
online dockets indicate no criminal charges have been filed in that case
Police say skimmers are fashioned to look like a store’s regular credit card reader
They are placed on top of the existing card reader to capture and store credit or debit card information so it can be retrieved later by thieves and used to make illegal purchases
Police have been warning customers who frequented any of the targeted locations to check their bank and credit card accounts for irregular activity
Tom Wolf signed legislation making possession of a card skimmer a felony

Two men from Romania were accused by Frazer police of stealing credit card information by installing a skimming device in a self-checkout lane at the Sam’s Club store at Pittsburgh Mills
They may be responsible for doing the same thing at Sam’s Club stores in Monroeville
were charged with felony counts of access device fraud and criminal conspiracy
They are being detained in the Allegheny County Jail in lieu of $25,000 cash bond each and face a preliminary hearing June 6 before District Judge David Sosovicka
Police said the skimmer was discovered Thursday
May 19 when an employee tried to pay for an item and the number “1” button on the keypad didn’t work
Store security video from May 16 shows Cojucaru using a cart filled with paper towels and toilet paper to block the view of employees while Constantin installed the device on top of the regular card reader
Skimmers are fashioned to look like a store’s regular credit card reader
They are placed over top of the existing card reader to capture and store the information so it can be retrieved later by thieves
the men returned to the store two times to retrieve information using a Bluetooth connection
“Our hope is that they weren’t able to take the information that was collected on the skimmers and put it out on the internet before we arrested them,” Kuhns said
“My advice to anyone who utilized a self-checkout lane at the Sam’s Club between May 15 and the time these suspects were taken into custody is to keep a close eye on their credit card statements for any indication of fraud.”
The chief said people should continue to check their statements carefully because there often is a gap from the time card information is stolen and when it is sold
Kuhns said investigators were able to get the license plate number of the SUV the two men were driving from security video
They traced the vehicle to a rental company in Kearny
After a description of the vehicle was issued to area police departments
Constantin and Cojucaru were taken into custody along Route 8 on Friday by officers from the Northern Regional Police Department
A black and yellow jacket one of the men was seen wearing in security video from the store was found in the car along with items bought on the date they are accused of placing the skimmer in the store
Police executed a search warrant Saturday at the Ross Township motel at which the men were staying and confiscated several laptops
Police said Constantin and Cojucaru had driver’s licenses
Their identities as Romanian nationals was confirmed by the passports found in their motel room
When questioned by investigators about the the devices
I can’t deny it,” according to the complaint
Kuhns said the two men flew from Vancouver
to Seattle and then took a flight to New York City before making their way to New Jersey to rent the vehicle and drive to Western Pennsylvania
“We are still tracing where they were
but it’s pretty safe to assume that they placed skimming devices at other stores along the way,” he said
West Mifflin and Butler Township are investigating whether card skimmers discovered at other Sam’s Club stores over the past several days were placed there by Constantin and Cojucaru
He said some Walmart stores use the same model credit card readers as the ones found in Sam’s Club stores
“The skimmers have to look the same as the ones they are being placed over or they will be easily noticed,” Kuhns said
“And they always put them in the self-checkout lines to reduce the chances of them being discovered.”
Monroeville police Chief Doug Cole confirmed his department recovered one card skimming device from a gas pump of the Sam’s Club along William Penn Highway
“Right now we don’t have any charges pending
It’s still under investigation,” Cole said
“We are aware of the skimmers that they caught out in Frazer Township
A Butler Township officer said his department is investigating an incident at a Sam’s Club at Moraine Pointe Plaza but would not not give out other details
West Mifflin police did not respond to a message seeking comment
