Ukraine-based Constanta Airlines has added a Boeing 737-300 freighter to its fleet to enter into the medium-range cargo transportation market and increase its operational efficiency
which specialises in supporting international and governmental humanitarian
peacekeeping and disaster relief operations
said the 737-300F bolsters the efficiency and capacity of services for traditional customers such as the UN and the World Food Program (WFP)
as well as EU states and USA government agencies and international organizations
while also enabling charter cargo transportation for new clients
"Constanta Airlines is qualified for (a) wide spectrum of aviation services and thus will use the new 737-300F aircraft for regular and specialized cargo operations such as Oil and Gas and dangerous goods transportation
Currently the aircraft is based in the East Europe but can operate Worldwide except the sanctioned jurisdictions," the airline told Air Cargo News (ACN)
Constanta Airlines noted the economic benefits of the 737-300F's cargo capacity and fuel efficiency
said: "The acquisition of the Boeing 737-300F freighter is not just an expansion of our aircraft fleet
it's a strategic step that opens new horizons for “Constanta” and our clients in the field of medium-range cargo transportation."

News Foster + Partners sets out vision masterplan for Constanța 18th February 2025
Extensive landscaping across the site draws inspiration from the local ecological context, with hundreds of mature trees providing environmental benefits and enhancing wellbeing for the city’s residents. Existing structures, such as silos, are repurposed as theatres and pavilions for community gatherings and events. New green pathways and cycle lanes around the edges of the site enhance mobility and reconnect once disparate parts of the city.

The financing contract for the extension of berths 10 and 12 in the Midia Zone of Constanta Port has been signed
The project “Extending the quays 10 and 12 in the Midia area
including reinforcements behind the quays” is part of a complex and staged project to modernize the infrastructure of the Midia area and align it to European standards
the project includes extension of the berth 10 with a quay made of blocks
The extension of the berth 12 involves construction of a quay made of prefabricated concrete blocks
as well as dredging works to ensure the depth of 8 meters
both along the quay and in the surrounding areas
Works will also be carried out to connect and ensure the supply of water and electricity to the ships
The development of the infrastructure in the Midia Zone of the Port of Constanta will make the area more functional and attractive for petroleum products and liquid goods
as well as for related services and oil equipment maintenance suppliers
The European Union co-financing rate is 50%
with the remaining €4.8 million being covered by the budget of the Romanian Ministry of Transport and Infrastructure (50%)

Romania has begun work on upgrading an airbase to become a major hub for NATO operations
changing the balance of power in the Black Sea theatre that could be pivotal in any future conflicts in the region and beyond
While the plans pre-date Russia’s full-scale invasion of Ukraine in 2022
the expansion of the base – located just 400km from Sevastopol
the main port in Russian-occupied Crimea – will enhance NATO’s operational capability if its forces ever become engaged in that conflict
and could deter Russia from further escalation
The base is ideally located to respond to a range of threats that NATO might face
“Romania is the only country [bordering the Black Sea] that is both a NATO and EU member well-aligned on foreign policy and security with both organisations,” she says
“Bulgaria has struggled to fully break free from Russian influence
despite being the most influential NATO player on the Black Sea
plays a complicated game that raises reservations in both the EU and NATO."
MKAB could also be used as a base of operations for other conflicts in the broader region
we are the closest to existing and potential theatres of operations,” Popescu-Zamfir says
“We have just enough time to react if an attack is launched from Crimea
we are close enough to be the first point of departure for flights without needing to refuel in air or on land

“Ukraine's aspirations for NATO membership are bolstered by Romania's increasing role in Black Sea security,” says Sebastian Bruns
a researcher at the Institute for Security Policy at Kiel University in Germany
who see the expansion of NATO bases as a direct threat to their own security
have recently stepped up their threats of retribution as the project goes ahead
The larger a NATO base and the “closer it is to Russia's borders, the more likely it is to be among the first targets for retaliatory strikes,” Russian Senator Andrey Klimov said in March
“There won't be any benefit for Romania from this
and there will be more threats; this is a fact.”
This is not the first time Romania has faced Russian threats over security enhancements. In 2016, when Romania installed a US missile defence system at the Deveselu military base, also located on the Black Sea, Russian President Vladimir Putin warned that the positioning of US missiles in neighbouring countries like Romania would lead to retaliatory measures from Russia
He emphasised that Russia would respond to any perceived threats to its security and indicated that military countermeasures could be taken against NATO installations in the region. Since then, Russia has not directly escalated military tensions with Romania, but it has continued to strengthen the offensive potential of its Western flank
Regardless, Romania has been working to strengthen its military capabilities: it has allocated a record-breaking €19 billion to its defence budget in 2024
at least 20 percent of which is focused on acquiring modern equipment
exceeding NATO's spending target of 2 percent of GDP
“Romania is not defined by the strength and health of its finances and economy
or by rigorously following democratic principles and the rule of law
but it is recognised as a security player,” says Popescu-Zamfir
“It is seen as a country that understands regional security and has been very constructive in both the EU and NATO.”
Bruns suggested it may take the next generation of leaders for Romania to be fully accepted as military peers and political heavyweights within NATO and the EU
He further highlighted that NATO as an organisation is also in a process of changing its priorities

referring to a buildup in Eastern Europe following Russia’s full-scale invasion of Ukraine
While a direct military confrontation between Russia and a NATO member country remains an extreme scenario

Russia’s actions could range from “support for all anti-West
to weaponising social tensions and political polarisation in Romania,” says Ionela Maria Ciolan

Russia’s interference efforts could intensify in the run-up to this year’s elections
The presidential election will mark a transition of power
as President Klaus Iohannis has reached his term limit
uncertainty remains high as candidates have yet to be announced
But experts say they’re unlikely to succeed because NATO and security isn’t a wedge issue: Romanians across the spectrum broadly agree on the current approach
“When it comes to foreign policy and security options
there's a cross-cutting consensus that Romania has only one viable path: to align as closely as possible with the EU and NATO,” says Popescu-Zamfir
have consistently signalled their understanding that Romania needs to contribute to regional security to prevent immediate repercussions for the country.”
Bruns believes that MKAB’s expansion will put Romania’s next president on a good diplomatic footing
bolstering its commitment to NATO under the next government
“The base will always give the next Romanian president grounds for discussions with the American president and NATO's Secretary General in Brussels
it will not go away – at least for the foreseeable future.”

The Black Sea container terminals of Bulgaria
Romania and Ukraine handled 979,000 TEU in the first nine months of 2024
including empty containers and transshipment
This is an increase of 14 percent compared to the same period last year
and the jump reflects the revival of containerized trade to and from Ukrainian ports
(This review considers laden container trade by sea only
since waterborne container traffic in Ukraine is about 25 percent of the total.)
Laden container turnover increased in all these countries
and the highest growth was achieved by Ukraine (79 percent)
53 percent of full containers handled were imported
with 47 percent of the volume being exported
It is estimated that the share of laden containers was 77 percent and empty containers made up 22 percent.
Import volumes to the aforementioned countries increased by 19 percent compared to 2023
The highest import volume increase was shown by Ukraine – 116 percent
In Romania there was an increase of 23 percent
while in Bulgaria there was a decrease of about three percent
Exports from these countries increased by nearly 10 percent
mainly because of Ukrainian and Bulgarian export volume growth of 64 percent and 14 percent (respectively)
There was a slight increase in laden export volume in Romania.
the percentage of laden volume handled by each country in the first nine months of 2024 was distributed as follows: Romania – 70 percent
It is worth noting that significant volume growth in Ukraine was driven by the restoration of direct container feeder connections
a local forwarding company deployed a few vessels transshipping containers from Constanta to Chornomorsk port
MSC and Maersk deployed their own vessels from Tekirdag and Port Said
MSC and CMA CGM were leading carriers in the Black Sea region
and their total share of the market was more than 60 percent in recent years
As for the other countries of the Black Sea
laden container turnover in Novorossiysk increased by seven percent to 570,000 TEU
About 40 percent of this volume was transported by MSC and Turkish carriers in the Black Sea
while the other 60 percent were transported by local carriers in Russia
Georgia's total volume in 9m 2023 reached 518,000 TEU
while our estimation is about 15 percent lower for 9m 2024
when the total volume is expected to reach about 440,000 TEU
The forecast of container turnover growth in the Black Sea region for 2024-2025 shows that growth will amount to 5-7 percent and will exceed 3 million TEU in 2025
The major driver of that growth will be further restoration and expansion of direct container connection to Ukrainian ports

Nawaf Salameh Family Office, controlled by Romanian businessman of Syrian origin Nawaf Salameh, announced it took over the Octogon Gas & Logistics liquefied petroleum gas (LPG) terminal in Constanta port, developed by local entrepreneur Corneliu Idu, according to Economica
the terminal is a gateway for LPG imports through the Port of Constanta
The investor says the acquisition aligns with Nawaf Salameh Family Office's expansion into green energy
Salameh's companies received technical approval for the connection of a wind farm and a photovoltaic park
The terminal taken over by Salameh’s holding has a strategic importance for Romania and the investor implied that the takeover had prior approval from the government
"We are honoured by the approval of the government of Romania and the recognition that the acquisition of Octogon Gas & Logistics strengthens the country's energy security,” it said.
The Octogon Gas & Logistics Terminal was developed in 2010 with a €15mn investment
The terminal covers an area of 2.39 hectares and has a storage capacity of 4,000 cubic metres of liquified gas
Octogon Gas & Logistics SRL had a turnover of €2.6mn and losses of €0.45mn
as the value of its debts (€13mn) was higher than the book value of its assets

Ukraine-based Constanta Airlines has strengthened its operations by adding a Boeing 737-300 freighter to its fleet
marking a significant entry into the medium-range cargo transportation market
This strategic move is aimed at enhancing the airline’s efficiency and operational capacity to better serve its diverse clientele
including international humanitarian and governmental organizations
Constanta Airlines’ new freighter is set to bolster its long-standing partnerships with organizations such as the UN
The aircraft will also support charter cargo transportation for new clients
the airline highlighted the 737-300F’s role in specialized cargo operations
including the transportation of oil and gas materials and dangerous goods
the freighter is capable of operating globally
The addition of the Boeing 737-300F is expected to improve the airline’s operational efficiency
offering increased cargo capacity and better fuel economy compared to existing aircraft in its fleet
emphasized the strategic importance of this acquisition

The Romanian-German-Estonian consortium working on the Port Community System (PCS) at the Port of Constanta has delivered a detailed specification for implementation
The consortium, led by Romanian IT firm Critical Technologies SRL, alongside German port consultancy HPC Hamburg Port Consulting (HPC) and Estonian maritime companies EN Shipping OÜ and Saaresalu OÜ, won a public tender to conduct a comprehensive feasibility study in October of last year
This initiative is part of the Port of Constanta’s larger ambition to become a premier gateway in the Black Sea region through significant investments in both physical and digital infrastructure
The PCS is designed to improve communication and coordination within the port
The system aims to streamline operations and enhance efficiency across the port community
The consortium’s scope included port process analysis
Executive Director of the Port Administration
stated: “Building on the comprehensive feasibility study
we are now ready to develop the Port Community System
“This innovative platform will revolutionise information exchange within the port
offering a secure and intelligent communication channel for all stakeholders
[…] The PCS will drive unparalleled efficiency and cooperation
significantly improving performance and service quality.”

Constanta has strived to connect the academic debate on the regulation of dark patterns in EU consumer protection law with discussions on technology regulation in law and technology scholarship to provide a comprehensive overview of the opportunities for – and the problems that may arise in the process of – regulating dark patterns
Her work shows how technology-neutral policies that do not engage with specific technological phenomena or the way they are developed may contribute to the low rates of compliance with EU consumer protection instruments in digital markets
The thesis also draws on web measurement literature to explore the technical feasibility of computationally detecting unlawful dark patterns in order to better enforcement in digital markets
it shows how technology neutrality may also stand in the way of developing computational methods for digital enforcement purposes
The thesis thus presents a host of arguments challenging policy and academic preferences for technology-neutral regulation and proposes more technology-specific legal solutions for the regulation of dark patterns in EU consumer law
Its findings and recommendations are relevant for academics
Constanta presented a short yet detailed overview of her thesis
starting by predicting the public’s Christmas holiday shopping behaviours and the increased susceptibility to falling victim to dark patterns during this shopping-driven period

Romania’s Power Grid Company Transelectrica is starting the investment for the construction of the 400 kV Constanta Nord-Medgidia Sud double circuit (d.c.) overhead power line (OHL) with one equipped circuit (1 e.c.), a strategic project to strengthen the Power Transmission Grid and increase the security of supply to consumers and producers in Dobrogea.
The investment benefits from a grant from the Modernization Fund in the amount of RON 111,873,780.08, being the first Romanian project approved under this European funding mechanism.
According to the feasibility study, the construction of the new 400 kV overhead power line will allow the takeover and transmission of an additional capacity of at least 273 MW of electricity produced from renewable sources in Dobrogea, a region with a surplus in terms of energy production. Thus, the investment will ensure the efficient outflow of energy generated from renewable sources, contributing to the balancing and stability of the National Power System.
