On the Wallachian plains, between the Carpathian Mountains and the banks of the Dâmbovit¸ a River, Bucharest was once a grand neo-classical city. Much damaged in WWII, it now combines a mismatch of architectural eras, from President Ceausescu’s 1970s, communist-era housing blocks to medieval churches.

This is the central question that will be addressed by the Austrian expert invited by the Austrian Cultural Forum and the CMA 2023
he will discuss with the participants the examples and success factors for sustainable Capital of Culture program projects
“As flagship projects for cities and municipalities
major cultural projects can have a wide range of effects that go far beyond the actual core of the project
The example of former European Capitals of Culture will be used in order to illustrate the fields of impact that can result from them beyond the actual core of the program
In addition to the actual content and cultural policy goals of the project
they have medium-term impact opportunities in a wide variety of areas
the development of new fields of competence and competence clusters
all the way to increasing the quality of the location for new business settlements or as incubators for private follow-up investments
a large number of "secondary goals" can be co-promoted and successfully promoted around cultural lead projects
They thus trigger not only purely qualitative (intangible) effects
When observing and analyzing such large-scale cultural projects with regard to their potential impact on a city
a number of success factors crystallize that lay the foundation for later overall success as early as the project development phase
Based on ex-post studies of previous Capitals of Culture
the presentation will examine which factors in the project and program development of Capitals of Culture can have a lasting impact on the cultural structure of cities 10 and 20 years after the cultural year as such”
