Transelectrica continues its strategic investments for the modernization of the energy infrastructure
with the objective of ensuring the safety of the National Electric Power System (NEPS) and the resilience of the Power Transmission Grid (PTG)
The company inaugurated the completion of the refurbishment process of the 220/110/20 kV Baru Mare substation
an important project for the safe and stable operation of the region’s power grid

The modernized 220/110/20 kV Baru Mare substation is an investment of more than RON 73 million that allows a more reliable connection of electricity produced from hydroelectric power plants in the Hunedoara area
while contributing to the connection of new consumers
which will support the economic development of the region
“The modernization of the 220/110/20 kV Baru Mare substation materializes the completion of an investment effort of Transelectrica in recent years necessary for the stability and operational reliability of an important area of the system
In Hunedoara County there is a significant number of transformer substations that have been completely upgraded
the last one being the Baru Mare substation
and the success of these investments is due to the professional excellence of dozens of specialists involved in the implementation of the upgrading projects

According to the President of ‘Solidaritatea Hunedoara’ Trade Union
the reasons of protesters’ discontent are related to the lack of coal stocks and of the perspective for CEH
which is why they requested the presence of Hunedoara County Prefect and of General Manager Samuel Dioane
“Entitlements are three months past due and total about RON 2,000 for each employee
We have no coal stocks and claim that they should be covered from the state reserve,” the union leader said
The union also supports the division of CEH into two separate entities
of which one Mintia Thermal Power Plant and the second consisting of Paroseni Thermal Power Plant and the viable coal mines in Jiu Valley: Lupeni
Mintia Thermal Power Plant was shut down because it ran out of coal
The activity of restarting the facilities was resumed after the coal stock had been supplemented
About 700 employees work at Mintia thermal power plant
The protest ended following management promises that the Meal tickets

nor will it make redundant the existing staff

Energy and Business Environment (MEEMA) should initiate an emergency regulation for granting a financial aid to CEH Hunedoara
strictly directed to paying the amounts owed to the private companies registered in the list of creditors
which have concluded contracts through the public procurement system SICAP
amounts that will be exclusively used to pay obligations to the state and the salary rights to employees
Given how the guidelines of the restructuring plan is outlined
which involves a division of CEH Hunedoara
this urgent support would make the restructuring plan be carried out without legal action
according to a draft Emergency Ordinance initiated by the Ministry of Economy
This measure had already been approved by the previous Government for the period April 2018 – June 30
this is a measure necessary so that the safety of operation of the national energy system (NES) is not affected
electricity production sources are distributed unevenly between the south and the north of the country
in the northern half of the country there are installed capacities that cover only 20% of the electricity production of the national system
in case of non-functioning of groups belonging to CEH
there is a need to ensure an increase in power transfer from the south of the country to the central area and
to the north and west of the national energy system
with the related losses and overload of power transmission lines
through the operation of power plants belonging to CEH
electricity consumption in the north-west of the country is ensured mainly from energy production in that area
in contrast to the situation where these power plants are not operational
the transfer of power from other areas of the national energy system is necessary
Also, the Romanian state has the obligation to implement a decision of the European Commission to recover the illegal state aid granted to Complexul Energetic Hunedoara
so far actions being taken to inventory the assets owned by CEH
for which the market value will be determined
“Unfortunately, the valuation process is slowed down in the context of the COVID-19 crisis
Following the completion of the valuation process and determining the final list of creditors that will also include the state aid declared illegal

It is being developed by Euro Sun Mining through its wholly owned subsidiary Samax Romania
The property comprises two open-pit deposits
The mining licence for the Rovina Valley project was granted in November 2018
following which a preliminary economic assessment (PEA) was released in February 2019
A definitive feasibility study (DFS) for the project was published in April 2021
The Romanian open-pit mining project is estimated to require a capital investment of approximately $399m
The Rovina Valley project will have a production capacity of more than 1.3 million ounces (Moz) of gold and 400 million pounds (Mlb) of copper over its mine life of 16.8 years
It is estimated to produce 106,000oz of gold and 19Mlb of copper during the first ten years of operation
The Rovina Valley Project lies in Hunedoara
a part of Romania’s Development Region of Transylvania
The mining property is located approximately 25km north of the city of Deva
The gold-copper property lies within the Golden Quadrilateral Mining District near the northern end of the Sacarimb-Brad volcanic belt
It is underlain by a series of subvolcanic intermediate intrusive rocks of Neogene era
The project is based on the exploitation of the Rovina
which are associated with subvolcanic intrusives of similar composition and alteration
All three porphyries are characterised by dioritic
calc-alkaline stock associated and ample magnetite alteration
The copper-gold mineralisation at Rovina Valley is hosted in multiple composite plagioclase-hornblende porphyritic subvolcanic intrusives
It is exposed as outcrops in the Baroc valley drainage over approximately 300m
The mineralised porphyries are cylindrical and vertical
Mineralisation extends up to 600m below the surface
The main Rovina porphyry intrudes a brecciated porphyritic unit that is locally mineralised
The proven and probable mineral reserves at the Rovina Valley Project were estimated at 133.4 million tonnes (Mt) grading 0.42g/t of gold and 0.16% of copper as of April 2021
The Rovina Valley project will initially focus on the open-pit deposits
It will be mined using conventional open-pit methods of drill and blast
The mine plan includes drilling and blasting of most of the ore and waste materials as there is a nominal amount of free dig
Mining operations will utilise 200t hydraulic backhoe excavators to load the free-dig and blasted ore
which will be hauled by 90t haul trucks to the plant feed run of mine (ROM) pad
which has the best incremental value per tonne followed by the Rovina pit
The Colnic deposit is also expected to deliver higher mill feed grades in the early life of the mine
The two deposits will then be mined for the remainder of the project life
The mining fleet will be able to accommodate the peak production requirement of 27.4 million tonnes per annum (Mtpa)
A per-stripping period of approximately six to seven months will be required to expose sufficient ore to sustain the ore feed for the processing plant
The Rovina Valley processing plant design features a froth flotation process to recover copper and gold concentrates
The processing plant has a planned throughput of 7.2Mtpa with ore feed from both the Colnic and Rovina pits
It will treat ore from the Colnic pit during the first seven years and Rovina during the remaining nine years of the mine life
The process plant infrastructure will include a gyratory primary crushing circuit
a semi-autogenous grinding (SAG) mill operating in conjunction with a ball mill
and a pebble crushing semi-autogenous ball mill crusher (SABC) circuit
It will also integrate a conventional froth flotation stage that will serve as a mineral separation technique for the beneficiation of the sulphide copper ore
The ROM ore will be crushed in a single-stage crushing circuit with a gyratory crusher
The crushed ore will then be milled in a primary SAG mill and a secondary ball mill
A cone crusher will be used to crush pebbles from the SAG mill discharge screen and recycle it back to the mill feed conveyor
The mill discharge will be pumped to a cyclone cluster and the cyclone underflow will be transferred by gravity to the secondary ball mill
The rougher scalper concentrate will be transferred to the concentrate thickener
while the rougher-scavenger concentrate will report to the regrind mill to recover gold and copper
The reground concentrate is then transferred to a multi-stage cleaner flotation circuit and the final concentrate is thickened
The Rovina Valley Project is accessible from Sibiu via a four-lane highway to Deva and then a 40km-long paved two-lane highway leading to Brad
A 7km-long stretch of secondary paved roads then heads eastward to the village of Bucuresci within the Rovina property
The mine will receive power from the Romanian power grid through an agreement between Mintia-Deva Power Station
The estimated grid connection capacity for the project is 100 megavolt amperes (MVA)
which will be supplied via an underground transmission line to the switchyard at the processing plant
The process and raw water storage tanks at the project site will be fed from recovered inner-plant tailings filtration and thickener water return systems and the contact water catchment dam
The dam is fed by stormwater from the surrounding hills and the waste facility underdrainage
including feed from the respective pit dewatering facilities
The DFS for the Rovina Valley project was prepared by South Africa-based project management and engineering firm New Senet

A conference on "Sustainable Economic Opportunities in the Jiu Conurbation" was held on 13-15 December 2023
The conference concluded the technical assistance provided to Jiu Conurbation region through the Just Transition Platform Groundwork programme
which supports regions t to implement the Just Transition Fund (JTF)
The JTF allocated EUR 19.2 billion of EU budget for the 2021-27 period
Romania is the third largest beneficiary of the JTF
with an allocation of some EUR 2.14 billion
Six counties in Romania are eligible for JTF financing
of which the Jiu Conurbation comprise three of these – Hunedoara
The Jiu Conurbation’s economy is historically reliant on coal mining and coal power plants
and the decarbonisation process has already started
Mining operations in Gorj and Hunedoara are programmed to cease by 2031
and the closure of all coal power plants in the region is also anticipated
ahead of Romania’s 2032 coal phase-out date
Estimated job losses range from 1% of the employed population in Dolj to 5.5% in Hunedoara
The JTF will provide significant resources – worth over 10% of the region’s GDP – to help cope with these challenges and support the transition
With such large challenges and significant resources to address them
the region can benefit from support implementing the JTF
increased cooperation between different stakeholders to design and implement relevant projects that support economic and social rejuvenation of the region is required
This includes collaboration among and between the private sector
NGOs and others to implement projects that support the economic and social development of the region; cooperation between businesses and training establishments to ensure workers can upgrade or adapt their skills to up-and-coming industries; and cooperation between local authorities and the private sector in identifying investments in infrastructure and simplifying procedures for business investment
JTP Groundwork has helped to reduce constraints and spur the transition by identifying needs and helping to establish connections – and teams – that can design and implement private and public projects well into the future
To facilitate connections among stakeholders
an extensive series of focus groups and workshops within the Jiu Conurbation was held
These brought together over 250 representatives from the private sector
The closing conference held in Petrosani: (i) provided an opportunity for participants to learn about the region’s economic opportunities
and why the transition is important for the region; (ii) shared stories about successful projects within the Jiu Conurbation and elsewhere in Europe; and (iii) built on previous events to provide opportunities for stakeholders from different backgrounds to build meaningful connections and discuss potential projects that can foster environmentally conscious economic development and employment creation in the region
“The Jiu Conurbation has an opportunity to boost economic growth and employment and we do not need to do it alone
The European Union is providing us with significant resources to help us
we need to mobilise and work together to develop projects that improve our society and economic performance,” stated Adina Vințan of the Valea Jiului Society
a local NGO supporting the economic and social transition
“New entrepreneurs and existing firms have a real opportunity to invest in new and sustainable business activities in the Jui Conurbation
The JTF helps to reduce costs and risks and

aligning regional transitions with global efforts towards a greener future.
Through adequate implementation of the JTF
the transition offers significant opportunities
up to 100 000 new green jobs can be created – more than 3 for every 1 lost as a result of the transition
With its background in energy and a pool of well-trained workers
the Jiu Conurbation has the potential to reap considerable benefits from the transition to cleaner power and modern manufacturing sectors
Yet reaping these benefits will require good design of projects eligible for JTF financing
and improved quality of life for citizens in the region
will enter the closure process this year after several postponements
the European Commission approved state aid to finance the closure of the two mines in 2018
The closure plan has been updated and re-notified to the European Commission
and now the Ministry of Energy has prepared a new draft government decision to close them
The two mines belong to the Hunedoara Energy Complex
which has been in insolvency for several years
its Mintia thermal power plant has been sold to Mass Global Energy Rom
a major global energy producer with capacities of over 8,500 MW
State aid worth RON 27 million from the Ministry of Energy budget will be granted for this operation this year
This amount will cover costs of severance payments to employees who lose their jobs (RON 186 thousand); costs of vocational retraining (RON 60 thousand); costs of recultivation of areas (RON 26,996 thousand)
CE Hunedoara’s failure to comply with the conditions undertaken in order to obtain state aid to facilitate the closure of uncompetitive coal mines leads the Ministry of Energy to apply the necessary measures to recover it
State aid for 2023 is a support measure that is part of a wider plan of measures
aimed at closing the uncompetitive mines of the insolvent Complexul Energetic Hunedoara S.A
These support measures are granted up to and including 2024 and have been notified to and authorised by the European Commission
The closure of the two exploitations requires extensive safety work to avoid the risk of self-ignition
According to a study conducted by the Główny Instytut Górnictwa
which validated the assessment and risks previously identified by the Romanian experts
coal has to be mined for a period of about 4-6 years in the process of mine closure
which requires the extension of the closure period of Lonea and Lupeni mines
the work to secure the hard coal deposit will be carried out until 31 December 2024
followed by the final closure and land greening works in 2025-2026
given the similar nature of the coal beds at the Vulcan and Livezeni mines
measures similar to those established for the Lonea and Lupeni mines are required
The Vulcan and Livezeni mines are mining exploitations located in the same coal basin of the Jiu Valley and present the same risks of coal self-ignition
According to the results of the Polish study
the safe closure of the Livezeni and Vulcan mines can be achieved through the mining of hard coal by 2030
while the final closure and land greening works will be carried out by 31 December 2032
and since then mining activity has been almost uninterrupted here
the Government adopted the Emergency Ordinance on the decarbonisation of the energy sector
it may be decided to postpone the closure of some coal-fired power plants or restart some energy groups
the closure and safety period for coal mines
it could be decided – in the event of a crisis situation – to extend their closure until 2026

as the measure has been tried in the past when the Jiu Valley was declared a disadvantaged area and the investments made benefited from a preferential tax regime
this measure has proved insufficient to attract investors for several reasons
The area lacked a well-qualified workforce
poorly developed transport and social infrastructure etc
The Government is betting heavily on the development of tourism in the Jiu Valley
this sector will be insufficient to absorb the workforce
about 6,200 unemployed people were officially registered in the area
of which those with a high school education had the highest share

but in the 15th century that is exactly what one Hungarian leader is believed to have done
keeping Vlad in the chambers beneath his palace
Or at least that’s what new research using radar scans of the ground beneath Castelul Corvinilor suggest
The scan findings were presented on December 12th at the annual meeting of the American Geophysical Union
Castelul Corvinilor — also called Corvin Castle as well as Hunedoara Castle and Hunyadi Castle — began as an outpost built in what was then Transylvania
The structure’s oldest mill fortifications date to the 14th century
and a shift from outpost to palace was taking place in the 15th century
according to lead researcher Isabel Morris
a doctoral claimant with a Department of Civil and Environmental Engineering from Princeton University
Corvin Castle is now considered one of the seven wonders of Romania and one of the largest castles in Europe
was reportedly detained in Castle Corvin by a leading Hungarian noble
The powerful Hungarian had tangled with Vlad’s family
Vlad’s father and eldest brother were murdered after Hunyadi
During this time Hunyadi installed Vlad’s second cousin
It is thought probable that Vlad was held in the castle’s underground chambers
and there is even a legend that he went insane while captive

The name came from the old Romanian word for dragon

It is possible that Vlad’s first wife was the illegitimate daughter of the man who imprisoned him
