Food safety concerns in China spiked once again after a recent expose by Shanghai Television Station revealed the Chinese arm of US-based food supplier was selling substandard meat mixed with processed products to fast-food chains, such as McDonald's and KFC.
Globaltimes.cn looks back on recent major food safety scandals involving foreign companies.
Company backgroundShanghai Husi Food Co., Ltd, A subsidiary of US meat processor OSI Group, Founded in 1996 Registered capital: 50.47 million yuanTwo production lines: one for chicken and the other for beef and pork.
What happened?Shanghai Television Station report: Hidden camera footage showed workers processing meat that had been dropped on the floor, despite factory rules that forbid the practice, according to the STV report.
Buckets labeled "substandard" were filled with meat that was later mixed with fresh cuts to process meat products that were shipped off to the plants' customers.
Husi also suppliesPapa John's, Pizza Hut, Subway, Burger King, 7-11, Dico's
Prior knowledge?A Husi employee surnamed Zhang, who had been with the company for 10 years, said he told managers about what was going on at the factory floor, but was told to "mind his business."
How was it exposed?Shanghai Television Station (STV) sent an undercover reporter into the plant. The reporter, who posed as a factory worker, discovered an alarming number of food safety violations.
STV got ahold of an e-mail that disclosed that the company extended the expiration date on more than 1 ton of steak by an entire year.
Q: Will you eat at McDonald's or KFC after a media exposé revealed that one of their suppliers was selling them expired and substandard meat?
32.88% (122) -The company should be severely punished.
6.2% (23) -The fast-food giants also bear so me responsibility because they did not conduct strict inspections.
42.32% (157) - This kind of misconduct happens time and time again because of the government's negligent supervision.
18.6% (69) - Chinese people's bodies have grown accustomed to unhealthy food.
CommentsTime for a new attitude from foreign brandsEven Chinese regulatory authorities were bystanders
It was undercover reporters who unveiled the misdeeds
since media supervision by its nature can be only scattershot
The core safeguard of food safety is systematic supervision and companies' internal management
Famous international brands have not adopted a dedicated attitude toward Chinese consumers
Perhaps they believed the Chinese market is a rough place
and that service that is "just good enough" can work in China
China's reliance on interpersonal relationships makes the country a hotbed for corruption
Quality oversight authorities are weak and the media's role is not consistent
The public blindly worships foreign brands
All these have influenced foreign enterprises' behavior in China
We don't have to demonize all foreign fast food brands rashly. This is not fair to them. We should treat them impartially, offering them no exemption from regulations. Processor's misdeeds show need for harsher penaltiesThe STV story not only reveals a company's corrupt business practices
but illustrates the incredible challenge that restaurants
have in ensuring the quality of their food supplies
Considering the regulators' own failure at rooting out Husi's sanitation and safety violations
perhaps it just isn't possible to ensure that every food supplier to the city is meeting its health and safety requirements
the punishment must be severe to serve as a deterrent. Web editor: pangqi@globaltimes.com.cn

McDonald's restaurants in Hong Kong have taken chicken nuggets and chicken filet burgers off the menu after a mainland Chinese supplier was accused of selling expired meat
The fast food chain said late Thursday that it "suspended relevant food ingredients" at Hong Kong outlets in light of the scandal surrounding Shanghai Husi Food Co
Chinese authorities detained five Husi employees after a TV station reported last weekend that the company repackaged and sold meat past its use-by date
Investigators have seized hundreds of tons of material but haven't yet confirmed finding expired meat
McDonald's in Hong Kong said it stopped using nuggets and thigh patties from a Husi factory in Hebei province
not the Shanghai factory at the center of the initial allegations against the company
the company said it also imported chicken and pork from the Shanghai factory on three occasions over the past year
Neither the fast food chain nor Husi could be reached for comment
McDonald's is also halting the sale in Hong Kong of salad
lemon tea and corn because they used ingredients from another Husi factory in southern Guangzhou province
The government of the semi-autonomous Chinese territory said that imports of Husi products would be suspended as the investigation on the mainland continued and local food safety inspectors carried out their own tests
restaurants in mainland China had already withdrawn products made with Husi products

2014 1:31 AM EDTHealth officials have temporarily closed a Shanghai-based meat supplier after it was learned that the firm
which supplies products to major American fast-food restaurants throughout China
may have been selling expired chicken and beef
with over 6,200 Chinese stores collectively — asked their restaurants on Sunday to abstain from selling meat provided by Shanghai Husi Food Co
reported that the meat company’s employees were repackaging meat and extending its shelf life by a year
Yum!’s sales have rebounded in recent months after a fit of bad publicity early last year, when a state television agency alleged that KFC — the largest restaurant chain in China — was selling chicken containing excessive amounts of antibiotics
insisted on the safety of its food and said it was working to improve its supply chain

The parent company of a scandal-hit Chinese food supplier said it is withdrawing all products made by the subsidiary
is at the center of a major food safety scandal
which has spread from China to Hong Kong and Japan
over allegations it mixed fresh and expired meat
In a statement posted on its Web site on Saturday
OSI Group said it would “withdraw from the marketplace” all products made by Shanghai Husi
and that it was conducting an internal investigation into current and former senior management
It vowed to take “swift and decisive action” including legal measures against those responsible for the scandal and said a new management team would be brought to China
Regulators in Shanghai said on Saturday that Husi had forged production dates on smoked beef patties and then sold them after they expired
OSI Group said it would fully cooperate with Chinese regulators
Chinese police have detained five people as part of the investigation
KFC’s parent Yum Brands Inc and Starbucks Corp
was triggered by a local television report last week showing staff at Shanghai Husi using long-expired meat
The report also alleged the firm forged production dates
I entrust to your love the frailty of the one I meet on my way,” Bishop Ignatie told the clergy of Vaslui Deanery at a conference on June 6
the Bishop also spoke about the importance of home care programs for the elderly held in the Diocese of Husi
The meeting was organized in the context of the Solemn Year of the pastoral care of the elderly in the Romanian Patriarchate
Bishop Ignatie offered Christ as a model to follow in situations of fragility and weakness in human life
He did not tend to defend Himself in the face of the hatred and malice of those who mocked Him
He remained steadfast in his apparent state of fragility in the face of the torrent of malice
“A very beautiful prayer is recommended to those who experience their own state of weakness
we ask God that all that is frail or that we feel as a weakness be included in His love.”
Whenever we have moments of fragility and weakness
who gives us extraordinary strength and energy
We have Christ as our model,” His Grace noted

SHANGHAI/LANGFANG China (Reuters) - Shanghai police said on Wednesday they detained five people in an investigation into a Chinese-based supplier of foreign fast-food brands including KFC and McDonald's Corp over allegations the firm supplied out-of-date meat
The five detained include the head of the company - Shanghai Husi Food Co Ltd
a unit of U.S.-based OSI Group LLC - and the firm's quality manager
and coffee chain Starbucks Corp are among global brands to have pulled products from their outlets after it emerged that Shanghai Husi supplied expired meat to clients in China
in the latest in a series of food safety scandals in the country
the official Xinhua news agency cited the Shanghai food and drug watchdog as saying that food safety violations at Shanghai Husi were company-led rather than the acts of individuals
"We discovered that some of the company's illegal behavior was not the behavior of individuals
but rather an organized arrangement by the company," Xinhua reported Gu Zhenhua
deputy head of the Shanghai Municipal Food and Drug Administration
Illinois-based OSI has said it was "appalled" and was investigating the matter after a Chinese TV report on Sunday showed staff at its Shanghai Husi facility using expired meat and picking up meat from the floor to add to the mix
An official at OSI in China reached by telephone on Wednesday declined to comment further.
worked as a night cleaner at the Husi plant
a modern warehouse compound in aShanghai suburb
but doesn't plan to return when it re-opens because of lower-than-expected pay and a medical claim
He told Reuters on Wednesday that he saw workers pick up raw meat from the floor and put it back into processing containers
"I've seen them pick meat pieces off the floor
though I can't say I know anything about expired meat because I'm not involved in that part of the factory," he said at a local job agency where he works during the day
He showed Reuters his Husi payslip as verification of his employment there
"The leader didn't say anything when you throw it back
When the raw meat falls out of a container from inside
you just pick it up and put it back," he recalled
adding he also saw some workers not wear gloves while handling raw meat
maybe it slows you down if you want to pick up the chicken pieces because they’re slippery
But again I don't work in that part of the factory
But I've seen them doing that (not wearing gloves)," he said
said by telephone that he worked on the production line breaking up chicken into pieces
and even if they do it was fine to pick it up and put it back," he said
"There was an attitude of 'it doesn't really matter'."
The former workers' comments contrasted with what one worker at another of OSI's food processing plants in Langfang in the northern Chinese province of Hebei told Reuters
He said that regulations there were very strict
and spot checks were often held unannounced
"The inspections are done by everyone: our own company
the government and also clients like McDonald's
Our rules are very strict and food safety standards are very high," said the worker
as he took a break at a nearby supermarket
vegetables and flour products according to its website
was still open for business despite ongoing government inspections
Xinhua also cited the Shanghai food watchdog's deputy head Gu as saying thatShanghai Husi's controls systems and records for suspected products violated Chinese regulations
staff at the Shanghai Husi facility said they kept two record books related to foodproducts
one of which was doctored to be shown to anyone who came to audit the facility
which claimed to show an inspection of the facility by McDonald's, Shanghai Husi staff were aware a day in advance of the visit and made sure that only compliant products were being processed on the day
the Shanghai food watchdog said it had sealed more than 1,000 tonnes of suspected meat products from OSI in China
and a further 100 tonnes of products from a range of its customers
a spokesman for Seven & I Holdings Co Ltd said a licensee in Shanghai had been selling two hamburger products using meat supplied by Shanghai Husi
Both products were removed from outlets on Monday
A spokeswoman for FamilyMart Co Ltd said the Japanese convenience store chain had begun a supply deal with Shanghai Husi this month
selling a "Garlic Nugget" product at its around 10,000 stores in Japan
"Popcorn Chicken" began test-sales mainly in Tokyo this week
Sales of both products were halted on Tuesday
The company said there were no reports of any customers falling sick from the products
"I am deeply sorry for causing this trouble and worry to all those involved," FamilyMart President Isamu Nakayama told reporters in Tokyo
"We do not think there is any problem with our operating structure but the very fact that this happened means that I think that additional checks should be put into place to help reassure consumers."
On Tuesday, McDonald's Holdings Co (Japan) Ltd said the company had sourced about a fifth of its Chicken McNuggets from Shanghai Husi and had halted sales of the product on Monday

If it came down to a choice between saving Hitler or Gandhi from a sinking ship
assistant professor of philosophy Stan Husi would let Gandhi in the lifeboat every time
is one of the reasons why humanity does not have equal moral worth
but at its core is the notion that each person on Earth has equal intrinsic value and should therefore be given an equal voice and equal regard in society
Moral equality is a quality that theoretically stands apart from all of our other attributes – like integrity
He challenges the idea in a paper published in the Journal of Ethics entitled
“Why We (almost certainly) are Not Moral Equals.”
“I say in the paper that we all have witnessed horrible discrimination and racism
all of these things that went wrong in the past
We all agree that these are horrible things
And so we assert that everyone is morally equal
The Dalai Lama and Stalin are moral equals
Husi identifies four obstacles to the notion of moral equality
one could make the argument that everyone who is taller than 1 inch would have moral equality
all humans are taller than 1 inch and supposedly have equal moral worth
2: Whatever quality determines equal moral worth “has to equalize
Everybody has to have it in the same amount,” Husi said
“Many philosophers think that 1 and 2 are sufficient for moral equality
I’m saying that seems to be curiously mistaken.”
3: Even if we were able to identify whatever quality about humanity makes us moral equals
we would have to prove that there isn’t another similar quality that is also morally significant and present in unequal amounts
suppose rationality was the quality the determined peoples’ equal moral standing
but this feature may be present in people in different amounts
If rationality is so important to moral equality
why wouldn’t our intelligence also impact our moral worth
4: Husi’s final argument is the “threshold” premise – the idea that people are moral equals if they possess an amount above a certain threshold of whatever virtue determines equality
is that you must prove that there isn’t another
“Suppose it’s rationality in excess of some amount ‘x’ that matters,” Husi said
“Now you must make the further claim that rationality in excess of ‘y’ makes no difference.”
Husi can’t see how philosophers can reconcile any of those four issues
Though Husi thinks humans are not moral equals
he’s quick to stress that this is not a justification to discriminate against people or hold on to prejudices
“White supremacists say white people are superior,” Husi pointed out as an example
“Both the egalitarians and I say that’s nonsense
My egalitarian friends say it’s because we’re moral equals
and I say it’s because race has nothing to do whatever might matter (for determining moral equality)
… It would violate the first condition that I posited in the paper.”
Which is not to say that we shouldn’t discriminate in select instances
Picking Gandhi over Hitler to share his lifeboat is discrimination
picking between the two should be an impossible choice
Husi was inspired to write his paper after reading a paper by his mentor
that argued for the existence of moral equality
The two had lively debates about the subject
“I have a lot of mistrust in slogans and assertions that sound nice,” Husi said
“I’m just asking some deep philosophical questions about things that some people believe are true and trying to see whether they can be justified.”

“The guards of the stone at the tomb entrance are all those who turn faith into ideology
spectacle and political image capital,” His Grace Bishop Ignatie of Husi stressed in this year’s Easter pastoral letter entitled “The Resurrection of the Lord and the false guards.”
The Bishop of Husi points to the contradictory elements in the immediate vicinity of the Resurrection of the Lord since the only ones who remembered the promise of the Saviour that He would rise on the third day were “precisely the priests and scribes.” In contrast
neither the apostles nor the Myrrh-bearing women remembered this promise
The state in which the Holy Apostles found themselves was a reaction to the reality they had just experienced
and “the living memory of the atrocities of those who poured out all their wrath on the sinless One
none of them was aware or even dared “to imagine that Love can never be destroyed by the cunning of hatred
That Life can never be killed by the hatred of death.”
the Resurrection of Christ is like “the lightning that cuts through the density of darkness and transforms it instantly into light
Or with an event that surprises us and leaves us speechless with wonder and joy.”
Making an analogy with the soldiers at the Saviour’s tomb
are all those who try to limit the Lord’s sacrifice and Resurrection
“Guards of the stone at the tomb entrance are all those who believe that Christ
‘comes down from the Cross to take vengeance on those who do not love Him,” the Bishop noted
“The guards of the stone at the tomb entrance are those who understand Orthodoxy as a pretext for war and hatred against one of the same race or faith
whereas this faith is always on the side of love and peace.”
“The guards of the stone at the tomb entrance are all those who deliberately and ostentatiously kill joy
love and light in people’s hearts through envy
hatred and slander,” the Bishop of Husi added
“The guards of the stone at the tomb entrance are all those who believe that the life of a people does not need roots and tradition
but that it can thrive through relativism and the permissive boycott of moral and national values.”
“The guards of the stone at the entrance of the tomb are all those who
according to the so lucid and true analysis of a Christian intellectual of Romania
refute by their lives the two paschal exhortations: ‘Do not be afraid’ (Matthew 28:5) and ‘Rejoice’ (Matthew 28:9)
We are afraid to talk about patience and hope.”

A major supplier to many fast food restaurants including McDonald’s
KFC and Pizza Hut in China has been busted for selling year-old expired meat in unsanitary conditions
The stomach-churning finding at the American-owned Shanghai Husi Food Co. came after an investigative report on food safety by Shanghai’s Dragon TV.
Reporters who managed to enter the Husi workshop reported they saw clear evidence that stale beef and chicken were repackaged after processing
and that their acceptable shelf-life was prolonged for another year
Investigators sent by the Shanghai Food and Drug Administration arrived at the company’s facility in an industrial town late Sunday night
The reporter allegedly obtained proof showing that the violations are systemic
rather than just limited to a few employees
Husi Food has been cooking the books so the company could cook whatever it wanted whenever it wanted
the Shanghai Municipal Food and Drug Administration closed operations at Husi Food Company and seized meat products suspected of being past their expiration date
Authorities also ordered all meat products at McDonald’s and KFC outlets that were supplied by the firm to be taken off the shelf
McDonald’s Corp and KFC-owner Yum Brands released an apology to Chinese consumers and said they will stop using the meat supplier
the administration ordered that all meat products supplied by the company be taken off the shelves for safety concerns
Over a dozen fast food chain companies have been affected by using Husi’s contaminated meat product
the fast food giants impacted by the scandal have issued statements and promised immediate action
“We have stopped using all food material provided by the company and some of our restaurants nationwide may halt serving some products,” said McDonald’s.
“We have launched an investigation into the supplier and have a zero-tolerance policy for any supplier’s violations of laws and regulations,” said a statement by Yum Brands, which has ordered its KFC and Pizza Hut outlets to stop using Husi’s materials
Starbucks, the world’s largest coffee-shop chain, said it doesn’t work directly with Husi, though one of its suppliers did. The affected item, a chicken apple panini, was only available in China and is no longer for sale, the Seattle-based company said in a statement.
Although China is no stranger to food safety scandals, the current imbroglio is unique in that Shanghai Husi is a member of the US OSI Group, and is a solely foreign-funded company.
This article was compiled with information from Dragon TV, China Daily, Xinhua News Agency and Bloomberg.
Days after Romanian media reported about neglect at the Jewish cemetery of Husi in the country’s northeast, 73 of its headstones were smashed in a suspected hate crime.
The scope of the devastation this week in Husi, which used to have a large Jewish community, makes the vandalism there one of the worst reported in Europe this year.
The Fedrom umbrella group of Romanian Jews condemned the vandalism in a statement published Wednesday.
“Such events of a profoundly anti-Semitic nature cannot be accepted in the democratic world, and seriously affect democracy in Romania,” wrote Aurel Vainer, who heads Fedrom.
Police are investigating the vandalism there, which closely followed a report on the Ziar news website titled “Husi’s Jewish cemetery looks like it’s been bombed.” The report was about the severe neglect there that followed a fire that raged in the cemetery for two hours last month.
In neighboring Moldova, at least 80 headstones were smashed last week during restoration work on Chisinau’s old Jewish cemetery. The head of Moldova’s Inspection and Restoration of Monuments Agency, Ion Ştefanita, told Unimedia that the damage was caused by felled trees. Cutting them so they would have not smashed headstones would have endangered restoration workers, he said.
Separately, a rabbi’s headstone in the Czech city of Czestochowa was also vandalized last month. It was the second act of vandalism recorded there since December.

About 400 people in Penghu County’s Husi Township (湖西) yesterday worked together to restore a stone-paved pathway at the famous scenic Kueibishan Recreation Area dubbed “Moses Parts the Sea” (摩西分海) by visitors.
The pathway connects the shore of Kueibishan (奎壁山) in Husi’s Beiliao (北寮) to an unpopulated island, Chihyu (赤嶼), about 300m away.
The Beiliao area has attracted increasing numbers of tourists over the past few years because of the Kueibishan Recreation Area, where visitors can walk on a pathway formed by basalt stones that only emerges when the tide ebbs.
Many say the experience reminds them of “the story of Moses leading the Israelites across the Red Sea, in which the sea parted to make way for them,” the Penghu National Scenic Area Administration said.
However, most stones making up the pathway had been dislocated by sea currents and visitors, altering the pathway’s shape, Husi Mayor Wu Cheng-chieh (吳政杰) said.
The Husi Township Government yesterday gathered about 400 residents to restore the pathway through a joint relay of pebbles and stones, with volunteers marking its contours with balloons.
Officials from Taiwan Power Co’s Jianshan Power Plant (尖山電廠), Penghu Defense Command and other government agencies also took part in the efforts, while Hung Kuo-hsiung (洪國雄), a researcher of the local ecology, showed visitors how to walk on the pathway without displacing stones.

Shanghai Husi Food Company hit by allegations that it reprocessed food and falsified expiry dates on meat

American fast food giant McDonald's and Yum! Brands, the owner of Pizza Hut and KFC, have stopped buying meat from a Shanghai-based supplier following allegations that it sold "rotten" chicken and beef.
McDonald's and Yum! have issued an apology to its Chinese customers and announced they will launch an investigation into allegations that supplier Shanghai Husi Food Company falsified expiry dates on meat products in the latest food scare to hit China.
Earlier today, the Shanghai Food and Drug Administration suspended Husi's operations and ordered its products to be recalled, China's Xinhua News Agency reported, after an undercover television report alleged that the supplier violated food safety regulations.
The report by Dragon TV showed footage of employees picking up meat from the floor and "rotten" beef being repackaged with a new expiry date, which was then sold to international clients including Yum!'s KFC and Pizza Hut chains and McDonald's.
Husi Food has been supplying McDonald's in China since 1992 and Yum since 2008, according to its website.
In a statement, McDonald's said it had suspended orders from Husi Food on its Weibo social media account. Meanwhile, Yum! warned that some of its restaurants could be hit by shortages.
The incident looks set to deal a fresh blow for both chains, which were hit by a food scare scandal in China in 2012, prompting a significant decline in sales for Yum! which had rebounded in recent months as food safety concerns appeared to have eased.
The company reported a 19 per cent increase in second-quarter profits last week, boosted by its improving business at KFC in China, before the undercover report was aired on Sunday.
"Yum had just started rebuilding credibility and had some decent sales news which just came out for the second quarter. I think this is going to really set them back," said Benjamin Cavender, a Shanghai-based analyst at China Market Research.

Bishop Ignatie of Huși spoke about the attitude of those who consider that they deserve everything they receive from others
becoming indifferent to the sacrifice or effort made for them
Reflecting on the healing of the ten lepers
Bishop Ignatie said that “in despair and hopelessness
he can humble himself to obtain what he wants most.”
and gratitude disappear,” the bishop noted
“because man is already in possession of what he wanted most.”
The Bishop of Huși remembered that we can find ourselves in the same situation as the nine lepers who didn’t return to thank the Saviour for their healing
“When we want to get something with a lot of ardor
precisely in the idea of receiving what the soul wants so much
when we see ourselves with our wishes fulfilled
“When we receive gifts and believe that they are due to us
we no longer need gratitude or humility,” Bishop Ignatie said on January 15
“We can check a man’s character by the way he relates to his benefactors
“The man who knows that he has benefited from someone’s love stays by the side of the one who helped him when he needed it the most
many of us fail this test of our character.”
as if they never brought light and hope into their lives
as if they didn’t even exist,” Bishop Ignatie lamented
The Bishop of Huși urged the faithful to “follow the example of the Samaritan
who knew how to turn to his Benefactor and thank Him
tell God that he did not deserve the gift of healing.”
“May the Lord protect us from entitlement and fill our hearts with gratitude and much thanksgiving,” Bishop Ignatie said
