Southeast Europe is arguably the cradle of a specific cultural theory of peripherality To better understand both the status of the cultures in this region and the relevance of their theoretical production we advance the concept of “subperiphery,” which is yet to receive its application in cultural and literary history this term refers to a cultural and economic periphery that has largely failed to export or contribute the “raw material” for theoretical advances to what are usually seen as the core Western producers of theory building on Immanuel Wallerstein’s world-systems theory and informed by Galin Tihanov’s conceptualization of what he calls regimes of relevance we understand the “subperiphery” as characterized by a hybrid regime of relevance that diverges from those defining the literary cultures of East-Central Europe during the same period Unlike the unambiguous transitions observed in East-Central Europe the subperiphery remained in a hybrid “aestethnic” state a term we employ to explore the distinct coexistence of modern and traditional ways of theorizing in Southeast Europe that makes its literary and cultural criticism different from what one can observe in East-Central Europe the subperiphery is characterized by the “mutual ignorance” of “minor” cultures indicating that the cultures in this region have not extensively shared ideas with each other the subperiphery represents an initial stage of cultural marginality in which distinct cultures have not yet been fully integrated into the world literary system Our hypothesis is that this was the case of most critical cultures from the geopolitical region traditionally labeled as the “Balkans” (i.e. etc.) from the middle of the 19th century until the middle of the 20th century These countries become actual peripheries only much later when the import of critical theories and concepts from the West is paralleled by export towards the West as proven by names such as Tzvetan Todorov we believe that the “cultural theory” produced in the Southeast European subperiphery is highly (and even more) relevant today especially in reshaping discussions on the heterogeneity of world literature in President Klaus Iohannis and his wife The Iohannis family definitively lost a house and another property in Sibiu which can now be registered in the Romanian state’s assets and the money collected not recover another property that belonged to the president, a commercial space in Sibiu, located at 29 Nicolae Bălcescu Street, which was rented to Raiffeisen Bank (as reported by Rise Project) bringing the Iohannis family 260,000 euros in rent between 1999 and 2016 the last legal obstacle for the Tax Authority (Fiscul) to recover the money from Iohannis is removed The Romanian state can now proceed with recovering the money that Klaus Iohannis would have received as rent from both properties, totaling around 320,000 euros, according to Antena3 The Romanian state was declared the legal heir of the property in 2008 Rodica Baștea (Ioan Baștea's wife and a friend of the Iohannis family) sought the annulment of this heir certificate She lost the lawsuit opened in 2016 both at the I’ll let Tiffany share why we stayed where we did and then I’ll share my take on the hotel ranging from large conference-style properties to guesthouses with just a couple of rooms Most of the larger hotels seem to be on the perimeter of town (an ibis while if you want to be near the historic core you’re realistically looking at a local/independent property There is a serviceable-seeming though questionably-decorated Hilton on the outskirts of town but ultimately ruled out based on the location: And reader Alex recommended the Castelnor Hotel but is also in the mountains far above Sibiu and we decided that was too far out of the way given our timeline but I wouldn’t recommend staying here The hotel was trying too hard with the decor and styling to the point where it didn’t feel unique or charming the service and functionality felt a low-end chain hotel but without the infrastructure or support of a global chain Below I’ll talk about the location and our arrival experience the Art Hotel has a great location for exploring Sibiu The catch is that the hotel doesn’t have its own parking At first that seemed like it would be a huge pain since we drove all the way through town to the hotel without finding an empty spot Then somehow we found an empty spot right after checking in We only had to pay for parking in the evening and then again in the morning it means you also have to return to your car by 8AM to buy a parking pass This was the biggest of the boutique hotels we stayed at this trip The hotel’s entryway and courtyard were super adorable Meanwhile the lobby felt a bit more… generic because I thought the lobby area was charming overall in terms of the “bones” of the building I felt like the furniture and mood lighting took away from that a bit The front desk staff member also worked at the bar and we never actually saw any other guest sitting there Both the check-in and check-out process were ridiculously drawn out At the other properties we stayed at check-out took as long as it did for them to swipe my credit card while here we had to stand for about 10 minutes while the guy just typed and clicked away Tiffany and I were both assigned rooms on the third floor which could be accessed either by elevator or stairs and overall I liked the design (like the lighting The room had an exercise bike and exposed closet on one side of the bed Then along that same wall was a stool and a bench On the opposite side of the room were two chairs and a coffee table as well as the coffee setup and a mini-fridge with two complimentary bottles of water The main window had views that were mostly obstructed by the building next door Meanwhile there was an incredible view out of one of the windows behind the bed The bathroom was separated from the bedroom by a glass shield Wifi in the room was free and reasonably fast The temperature situation unfortunately greatly limited my sleep Rates at the Art Hotel include breakfast at Pablo Restaurant (located behind reception) and it’s served from 7AM until 10AM on weekdays because up until this point we assumed we basically had the hotel to ourselves While the restaurant also had some outdoor seating it was too cold in the morning to sit there We checked out of the Art Hotel at around 9:30AM as we had a shockingly delightful group brunch ahead of us Art Hotel has a great location in Sibiu and spacious rooms Unfortunately the hot temperatures at night meant I didn’t sleep well and that’s kind of an important part of a hotel stay I thought the decor was pretty nice overall though I also felt like it was a bit cookie cutter and lacked charm for a local hotel As you’ll see in reviews of some of the places we stayed at afterwards this place did feel a bit “generic.” Assuming temperature in the room isn’t an issue I feel pretty indifferent about this place though I’d be curious to try something different if I returned to Sibiu but when you see a couple of the places we stayed at afterwards the charm of this place simply can’t compare The rooms are so ornate and ridiculously decorated that it was kinda fun and felt like a time capsule and spa were the true highlights of that hotel peaceful location outside the city but close to the (really cool) zoo and ASTRA open air museum Why is it that some people complain about Church Bells but not about the Call to Prayer As I mentioned earlier in your
