Tuzla adopted a declaration strongly opposing the lithium mining plans

More subsidies thrown at Wizz Air just so they can reduce services a year later
Now the government is paying them to come back
Let’s focus on the positives for once
Tuzla Canton government is desperate to revive air traffic
I suppose no one will answer to the public call
Relying on one carrier is what got them into trouble in the first place
easyjet and Transavia also have bases in some of those airports
Berlin and Gothenburg while Easyjet has one in Berlin and Transavia in Eindhoven
if easyJet and Transavia won't come to Sarajevo that has way more to offer
How many flights can they realistically sustain with that
But if it’s just a few seasonal flights
I hope they learned from the Lumiwings disaster
and no serious airline will base aircraft here unless they’re guaranteed steady traffic
but the government needs a proper strategy
So many Bosnians in Sweden will appreciate these flights
What was in the past was just lack of LCC flights in Banja Luka and Sarajevo and also Belgrade
They have almost no flights without subsidises

So Wizz is expanding from Tuzla again but this time they will be paid for it
Subsidies only make sense if they lead to long-term success
If these airlines leave the moment the money stops
They should focus on bringing reliable airlines
not just the ones that will take the subsidies and leave
so now they’re getting paid to come back
They should negotiate a deal with a network carrier for real connections
+1Tuzla should stop chasing low-cost airlines and invest in long-term sustainable routes with serious carriers
Why not use that money to develop cargo flights
I still don’t understand why they thought Lumiwings would work
Let’s hope they’ve learned from it
Because the airport has no professional management

A couple of days ago several new routes were listed on the Wizz Air website from Banja Luka but they quickly removed it afterwards

If Wizz Air open a base in Banja Luka that would be a big shot in head for Tuzla

the Russian Federation first attempted its occupation and illegal annexation of independent Ukraine’s territory
and revealed its aggressive designs vis-a-vis the Crimean peninsula to Ukrainians and the entire world
That act of hybrid Russian aggression against Ukraine focused on the small
but strategically-important island of Tuzla
located in the middle of the Kerch Strait between the Black and Azov Seas
The island was formed in 1925 after a severe storm eroded the narrow spit of land that extended into the strait from the Taman Peninsula on its eastern side
Soviet authorities ruled that the island of Tuzla belonged to the Crimean oblast
which became part of the Ukrainian SSR in1954
became an integral part of Ukraine’s sovereign territory
Russia began constructing a causeway to Tuzla to connect the island to the Russian shore
The entire arsenal of Russian state propaganda was launched against Ukraine and its government on the international arena
claiming that Tuzla is not legally an island
and that it is supposedly “Russian” territory that “has never been part of Crimea
and therefore did not form part of Ukraine in 1991.”

TUZLA, 28 August 2023 – Following the recent tragic cases, the Head of the OSCE Mission to Bosnia and Herzegovina, Ambassador Brian Aggeler, conducted a series of meetings in Tuzla, aimed at discussing the alarming situation related to the ongoing challenge of gender-based violence.
Ambassador Aggeler commenced the visit with a meeting with Tuzla Canton Prime Minister, Irfan Halilagić. He commended the co-operative efforts of Tuzla Canton institutions with the OSCE Mission to BiH and its Field Office in Tuzla, underscoring the importance of these partnerships in achieving tangible results.
Addressing the recent tragic killings in Gradačac and Živinice and highlighting the gravity of the matter, Ambassador Aggeler emphasized: "The importance of an effective institutional response to cases of gender-based violence cannot be overstated. There is an urgent need to improve the work of institutions for prevention, protection, and processing of such cases, with a firm commitment to a victim-centered approach."
Ambassador Aggeler also met with Tuzla Canton Minister of Interior Hajrudin Mehanović and Tuzla Canton Head of Police Director’s Office Denis Fejzić, reiterating that there must be zero tolerance to gender-based violence and that more focus must be placed on strengthening the capacities of relevant institutions in offering support, protection, and well-being to victims of domestic and gender-based violence.
At the meeting with Tuzla Canton Assembly Speaker Žarko Vujović and Deputy Speaker Boris Krešić, Ambassador stressed that effective prevention demands joint efforts of all institutions within and beyond the Canton, emphasizing that while the executive power has its role, the significance of the legislator's role should not be underestimated.
Ambassador Aggeler used this opportunity to meet with representatives of NGO Vive žene, and express his deep appreciation of the organization's impactful activities, particularly its support for survivors of war trauma, sexual violence, and domestic violence. He sought insights on local level enhancements to living conditions and victim support within local communities, placing emphasis on domestic violence survivors.
The discussions underscored the collective commitment to combat gender-based violence, fostering a comprehensive approach that integrates institutional cooperation, legislative support, and community engagement.

The tenders for flue gas desulfurization at Block 6 of the Tuzla Thermal Power Plant is not the first tender of the Bosnian-Chinese consortium with Elektroprivreda BiH
According to data from the Public Procurement Portal
the procurement of boiler revitalization services for Block 6 at the Tuzla Thermal Power Plant Branch began in 2019
with three procurement procedures conducted
the process concluded with the contract being awarded to a consortium led by ITC ZENICA D.O.O.
with members including DONGFANG ELECTRIC INTERNATIONAL CORPORATION and DONGFANG BOILER GROUP CO.
the most transparent procurement procedure was conducted in this case – open procedure
The most favorable offer was only BAM 65.07 lower than the estimated value of BAM 25.440.000
while the second-ranked offer was nearly BAM 5 million above the estimated value
there were no appeals filed during the procedure

signed the contract with the Bosnian-Chinese consortium

Chinese companies operating in Bosnia and Herzegovina often come “accompanied” by a smaller Chinese company or indirectly establish a new smaller company and cooperate with it or contract with an existing company from BiH
While none of these practices are problematic in themselves

states that their current operations in BiH indicate non-compliance with domestic regulations

He argues that the secrecy surrounding the operations of Chinese companies
including fundamental aspects like contracts
suggesting that such opacity can only persist with the tacit consent of local authorities
“The support and mutual understanding between authorities and Chinese partners are central to the issue at hand – Chinese companies also operate in the European Union
but that system forces them to adhere to local standards and rules
The BiH system allows them minimal responsibility and transparency
which is extremely dangerous as it opens avenues for fraud
All three features have been observed in the histories of certain Chinese companies”
It is worth mentioning that last year in January the portal Tačno.net published information that the consortium ITC Zenica
and Dongfang Boiler was awarded the tender for the reconstruction of Block 6 of the Tuzla Thermal Power Plant
involving the overhaul of EP BiH’s most powerful unit
The initial issues surfaced with the definition of the bank guarantee and clearly highlights EP BiH management’s lack of urgency in realizing this project
According to EP BiH’s official documentation over 100 out of the total 390 days allotted for project completion were consumed solely by the process of harmonizing the bank guarantee
Given that the Bosnian-Chinese consortium delayed the implementation deadlines for this project by four months
it has had financial repercussions on the balance sheets of Elektroprivreda BiH
After the information was released about the accumulated business loss of BAM 331 million in 2023 the new management of this state-owned company
led by EP BiH General Director Sanel Buljubašić
has attributed this result to the delay in the reconstruction of the boiler of Block 6 at the Tuzla Thermal Power Plant
The involvement of the Chinese state-owned company Dongfang Electric International Corporation (DEC) in Bosnia and Herzegovina began with their participation in the construction of the private thermal power plant Stanari
The decisions of the Government of the RS stipulate that the minimum concession fee for the extended period of the concession is determined at BAM 0.0033 per kilowatt-hour of electricity produced at the official billing point of electricity delivery

they rarely encounter counterparts worldwide that match their market strength
the other side of this story is the absolute lack of transparency
evident in labeling business contracts as “secret”
this unfortunately aligns with the preferences of our authorities and
the management of public companies they oversee
it’s not surprising that they secure lucrative contracts in Bosnia and Herzegovina

The success of Chinese companies in Republika Srpska is directly linked to the close relations between Aleksandar Vučić and Milorad Dodik’s authorities
irrespective of the long-term consequences for citizens
is a shared political strategy across both sides of the Drina River
“Chinese business activities in Bosnia and Herzegovina have recently taken on a new dimension – diverting funds intended for BiH citizens through EU funds
With the RS government facing increasing sanctions and growing Euroscepticism
there is a rising momentum towards selecting Chinese partners”

“Dodikis primary motive is securing loans to prevent the RS from bankruptcy
RS has engaged Chinese contractors in nearly every section of the ongoing highway construction

DEC also engaged in a project in Banovići that was never realized
and they secured a project for constructing a solar power plant in Bileća

which does not constitute a significant portfolio
it should be noted that every Chinese company participating in tenders or receiving direct contracts without competition represents a state-owned entity
He further added that over the last decade
and to a lesser extent in the Federation of Bosnia and Herzegovina
have displayed a particular sensitivity towards Chinese company offers
This often leads to increased competition difficulty for other companies
which created the Map of Chinese Investments in the Balkans
Chinese companies have undertaken nine projects in BiH to date
each met with resistance and protests from citizens
the Center for the Environment from Banja Luka filed a lawsuit with the District Court in Trebinje against Elektroprivreda RS
The lawsuit concerned the secrecy of the contract for the construction of the “Dabar” Hydropower Plant with Chinese partners and the concealment of the loan agreement
local residents protested against the construction of three mini-hydropower plants on the Bistrica River
contracted to the Chinese National Aero-Technology Corporation for International Engineering (AVIC-ENG)
Elektroprivreda RS allocated 102 million Euro for this project
The project consists of three small hydroelectric power plants with a total installed capacity of 39 megawatts and an annual production of 152 gigawatt hours of electricity
The construction contract with the Chinese corporation AVIC was signed in 2019 by the former Prime Minister of RS
Although the official start of construction on the Bistrica River was announced at the end of 2021
Problems also surfaced during the construction of the Banja Luka – Prijedor highway
originally planned to pass through Kozarac and Hrnići
which would have required demolishing a total of 97 houses
prompting the Government of RS to purchase and subsequently sell the land to the Chinese company Shandong International (SDHS CSI BiH)

Every June and July, the Srebrenica genocide is commemorated in Tuzla
where many survivors came after the fall of Srebrenica in July 1995
This year the annual commemoration featured demonstrations demanding justice and emphasizing the importance of remembrance
a recitation of the names of the genocide victims
and various other cultural activities and events
The message of the commemoration is clear: “We don’t hate

She emphasized that they don’t harbor hatred toward anyone
they also deny the existence of our loved ones
The students of the Philosophy Faculty of the University of Tuzla also commemorate the genocide. For the third year in a row, the Student Council is organizing a public reading of the names of the genocide victims in Tuzla’s Sloboda Square
we want to encourage deeper reflection on everything that happened and thus by the reading
to give a voice to each of the victims and make them visible in that way,” said Amina Hodžić
President of the Assembly of the Student Council of the Philosophy Faculty at the University of Tuzla
This is all done with the aim of cultivating a culture of memory
the biggest challenge is that on the other side
there is a different memory culture in which war criminals are celebrated
“It is devastating that young people cultivate and nurture this culture
Things like this and this action must serve as an inspiration to us and show what is right and what is true and just
because the world depends on us,” concluded Hodžić
The culture of memory surrounding the Srebrenica genocide is nurtured through a variety of activities, especially in the cultural sphere. One such activity is Days of Remembrance of the Srebrenica Genocide, an event which the Bosnian Cultural Center of Tuzla Canton (BKC TK) is organizing for the second consecutive year

“The program consists of three book promotions and an exhibition of the judicial verdicts
there is a symbolic march called ‘Peaceful March for Srebrenica 8,372,’ where the citizens of Tuzla take a symbolic 8,372 step march from the BKC TK to the Square of Srebrenica Genocide Victims,” explained Nedim Ćudić
an expert associate for public relations of the public institution BKC TK
All of these events seek to cultivate a culture of memory and encourage forgiveness as well as continual remembrance
but only hope that the remains of the missing will be found and buried
in order to give the surviving relatives of victims a place to pray and remember their loved ones

A logical question is why the mine is doing business with a company it has been litigating against for the past few years
The contract for which the Salt Mine sued Mining and Drilling was signed in early 2021
six people were detained on suspicion of tender rigging
The persons arrested then were Atif and Dženan Mujkić as responsible individuals at “Mining and Drilling”
followed by the former directors of the Mine
the then president of the Supervisory Board of the Mine
the Municipal Court in Gračanica confirmed the indictment against nine individuals for obtaining benefits and rigging a deal worth 5.5 million marks in the “Tuzla Salt Mine” case
Along with those responsible at Mine and the company Mining and Drilling
members of the commission that conducted the tender were also accused
with Enver Bijedić identified as the organizer of this group
“There is reasonable suspicion that in the period from September 2019 to February 2021 the accused were aware of and agreed to be part of a group organized by Bijedić (as an influential figure and president of a political party that had significant influence over the Mine’s management through its cadre)
aimed to obtain benefits for Mining and Drilling and the Mujkić family by ensuring that the company received a privileged position and preferential treatment as a bidder in the tender for the contract to execute works on the exploration and exploitation wells at the Tetima rock salt deposit of the Tuzla Salt Mine”
named in the indictment as the organizer of this group
claims that the entire process against him was politically staged to undermine his party
and took pictures….and imagine how many people were working on that without any results
the director of the Secretariat of the HJPC
Bijedić states that there is nothing controversial in his communication with Suljagić
who was highly ranked in the HJPC at that time
sent me a message asking me if I can do anything to have a local company win the contract
I want to emphasize that when the 30% preference was in effect
domestic companies could be 30% more expensive for the same jobs
and that preference was not applied in this case because the other company was cheaper
He asked what I could do to help the company from Gračanica secure a job
saying that I have nothing to do with that and it was read in the court
When asked who that friend from the HJPC is and why he would contact him regarding a company from Gračanica
Bijedić identifies him as Admir Suljagić and notes that the then-director of that company
acquaintances—maybe even from the same place
They decide; no one ask for my opinion there
CORRUPTION OR INFLUENCE OF PERSONAL CONNECTIONS
Communication with Suljagić was also confirmed by Dženan Mujkić
Mujkić stated he sees nothing controversial in their relationship
emphasizing their long-standing friendship
- Everything is completely benign; not a single person tried
let alone started any action that would be associated with rigging or corruption
We were simply interested in whether Mine plans to operate during the corona period—a pure search for information
media outlets published correspondence purportedly between Admir Suljagić and Dženan Mujkić
one of those arrested in the “Mine” operation
indicating that favors were granted to individuals serving prison sentences in Orašje
the Prosecutor’s Office of Bosnia and Herzegovina opened a case against Suljagić
following information sent by the president of that judicial institution
This information highlighted media reports claiming that Suljagić favored convicts and influenced the appointment of judges
Mujkić asserts that everything in the indictment is a “construction and farce”
- There were 46 hearings with more than 35 prosecution witnesses
We didn’t even attempt to defend ourselves because there’s nothing to defend against when it’s clear that the entire indictment is fabricated
as no evidence was presented to the court incriminating any of the nine defendants
Mujkić states that after the indictment was raised
which has since been taken over by his business colleague
Both Bijedić and Mujkić agree that “Mining and Drilling” will not have any problem in doing business with Salt Mine because there will not be any competition in the market
so that company secured the job again last year
They have now significantly raised the price for that well
and they had no choice but to accept it—they have no competitors
No one from abroad is willing to come forward
as who would risk being arrested again for something trivial?

The rulebook on procurement of the Salt Mine states that if the Mine is involved in a court dispute related to the implementation of a procurement contract with any potential bidders
those bidders will be barred from participating in future procurement procedures conducted by the Mine
auditors found that the contract from 2023 was not fully executed
While services for two of the three wells were completed according to the contract
the records of the handover of the completed work were made in March and May of this year
no documentation was provided to the auditors to confirm whether the work had been performed
we conclude that the procurement of services for drilling and equipping the directional exploration and exploitation wells B-42 and B-49
as well as the vertical exploration and exploitation well B-90 on the Tetima rock salt deposit
was not conducted in accordance with the Rulebook on procurement”
The Joint Stock Company “Tuzla Salt Mine” is majority-owned
the Mine does not apply the Public Procurement Law (PPL) when purchasing goods and services
Instead of using the PPL the Mine conducts procurement under the Rulebook adopted by the Mine’s management
said that they have not received the Report on the Financial Audit of the Salt Mine for consideration
and that they are still not officially familiar with its content
The report was published in September of this year on the official website of the Office for the Audit of the Institutions in the FBiH
- The Government of Tuzla Canton is currently informed only through segmented media reports
which limits its ability to comment in detail
Once the official document is received and thoroughly reviewed
the Government will take an official position on it during a session
it is known that the Tuzla Salt Mine provided several explanations and suggestions to the FBiH Audit Office regarding the issues raised
these explanations were not accepted by the Audit Office
they stated that the Tuzla Salt Mine is a joint-stock company operating under market conditions
with the Government of Tuzla Canton being just one of the capital owners
They emphasized that the Mine and its person responsible bear accountability for their actions and decisions
and noted that the Mine should provide explanations for the questions raised
After the publication of the Financial Audit Report
Žurnal reached out to the Tuzla Salt Mine to discuss its business cooperation with Mining and Drilling as well as the Audit Report
only responding to the questions we sent to the Government of Tuzla Canton 15 days after the initial inquiry
we also received an invitation to visit the Mine
the Mine said that “the statements from the media inquiry are incorrect and not based on relevant documentation.”
“These statements were drawn from the Report of the FBiH Audit Office for the year 2023
which was contested due to inaccurate data”
Regarding the information from the audit report
the Mine asserts that they did not violate their own rulebook in awarding the contract to the company “Mining and Drilling”
They explain that the procurement procedure was conducted according to the old rulebook
rather than the new ones referenced in the FBiH Audit Office Report
“The tender for the aforementioned procurement was published on August 5 and 6
We would like to remind you that the new Rulebook on Procurement came into effect on August 29
Article 38 of the new Rulebook stipulates that all procurement procedures initiated before the entry into force of this Rulebook will be completed according to the provisions of the Rulebook dated December 17
the Mine neglected to mention that although the Office accepted their complaint
it did not alter the information in the Report
“We would like to emphasize that the procurement procedure was initiated in the same month the new Rulebook was adopted
it was necessary to react promptly to protect the Company
especially considering that the contract with the selected supplier was concluded on November 30
this procurement was one of the reasons why the Tuzla Salt Mine received a qualified opinion on the compliance audit from the FBiH auditors
Regarding the previous contract that “Mining and Drilling” had with the Salt Mine
which has been under criminal proceedings for three and a half years
the Mine asserts that the contract was executed and that the lawsuit arose from a delay in the execution of the works
a first-instance verdict was issued on May 13
which is why the case has not yet been legally concluded
the defendant’s obligation toward the plaintiff has not yet arisen”
It is interesting to note that despite the delays in the execution of the works
the Salt Mine issued a certificate of successful contract implementation to the company Mining and Drilling
The company “Mining and Drilling” did not respond to Žurnal’s inquiry
although they indicated in a telephone conversation that they would provide feedback on our request for an interview
Tuzla Salt Mine and “Mining and Drilling” are continuing their multi-million cooperation
The contract was awarded by Roaming Networks Banja Luka on behalf of Bosnia and Herzegovina Air Navigation Service Agency (BHANSA)

“Barceloneta is kind of a halfway house in terms of sustainable placemaking success,” says Malcolm Allan, president of the place branding strategist Bloom Consulting. “It got people into an urban space that had not been used properly and transformed it. But any project like that needs a good place management strategy. Otherwise there is the risk of having a spillover effect that could negatively impact residents and workers.”

The Court of BiH annulled the ruling of the State Aid Council of BiH that the state aid in the form of a guarantee from Elektroprivreda BiH (EPBiH) for a loan for the construction of unit 7 at the Tuzla thermal power plant is not in accordance with the Law on the State Aid System
The Energy Community Secretariat previously initiated a dispute
alleging that the project had received illegal state aid
which the State Aid Council then confirmed
It means that the ruling that the state aid package is illegal is now void
The case was returned to the aforementioned regulatory body for reconsideration
The Federal Ministry of Finance was told to take measures to recover the disputed state aid
The lawsuit was brought by the Federal Ministry of Finance
It was obligated to take measures to recover the allegedly unlawfully granted aid

the company is developing a string of projects to secure the energy future including Tuzla 7 of 450 MW and the Kakanj 8 coal-fired unit
Tuzla 7 would replace obsolete capacities and produce electricity and heat for Tuzla and the surrounding area
