UFC Welterweight Randy Brown very much looked the part in his return against fellow veteran Nicolas Dalby
The welterweights met on the main card of UFC Kansas City, a few fights before the highly-anticipated main event between Ian Machado Garry and Carlos Prates

Her days were always better after a call from her 2nd favorite daughter
They would all gather in the break room and call “mom” to cheer her up if she was having a bad day or just to check on her
Mom looked forward to those daily calls and loved those girls
Kathie was greeted at the pearly gates by her parents
and a few friends that got there before she did
Jennifer (Linn) and Jackie; one amazing grandson
Billy and Betty Dalby; two awesome brothers
Joseph Romola and David Romola; the sweetest sister-in-law
Juanita McMains; and a lovely step-daughter
There are numerous other family members and friends who will also miss her dry sense of humor
snarky comments and Eeyore style of conversation but we all loved that about her and we will think of her every time we see a pretty
Dalby’s family and friends will begin at 5:00 p.m.
with her memorial service to follow at 6:00 p.m.
Her cremation arrangements will be handled through Broussard’s Crematorium
The family would like to extend a special thanks to her Gentiva Hospice nurses
They became like family to us in her last months
Mrs Dalby was one of a kind and I feel so privileged to have known and cared for her
I enjoyed our visits and I already miss her dearly

Texas (KCBD) - Garza County leaders have invested millions of dollars into the Giles W
The 251,000-square-foot facility is currently vacant
As previously reported, the last operator ended its contract with Garza County in September 2024.
That left nearly 200 employees without a job
and the county lacked a steady revenue stream
County leaders tell us they are taking steps to change that
Dalby Correctional Facility has faced challenges
Garza County Commissioner Giles Dalby said the facility is named after his father who helped the county tackle the first obstacle before the building opened
“The facility was actually built for the State of Texas to house TDCJ inmates,” Dalby said
Dalby said a storm swept through Garza County and caused more than a million dollars worth of damage to the facility
Dalby said his father used his contacts to help secure a new contract with the Federal Bureau of Prisons
the commissioner’s court voted to name this facility after my father,” Dalby said
“He was such a fly under the radar guy that he tried to talk them out of it
Management and Training Corporation (MTC) housed an overflow of inmates from Tarrant and Harris counties
In December 2023, the Texas Commission on Jail Standards issued a notice of non-compliance to the operator.

Tarrant County commissioners then voted to terminate their contract with MTC
who notified Garza County it would no longer operate the facility effective September 30
“When you have to tell 190 some odd that at the end of this 30-day period you don’t have a job
that weighed really heavy on me,” Dalby said
Garza County Judge Lee Norman said the county’s budget took a big hit
“We were bringing in over a million dollars a year to the county general fund
the million dollars helped lower the tax rate,” Norman said
Norman said the facility was also the greatest employer for the county
and many of those former employees are anxious for the facility to reopen

Garza County Information Technology Specialist Bill Short is one of a handful of people the county kept on in the interim
Short said he has worked at the prison for 25 years
“We were more like a family-run organization,” Short said
As the search for a new operator continues
Short is working with a small team to make technology upgrades
It was getting so depleted that we were buying parts off of Ebay just to keep things running,” Short said
Short said the upgrades include 254 new cameras with facial recognition software and a central control center that can remotely access pods across the property

The technology comes with a hefty price tag

Dalby said it’s an investment that sets the facility apart and makes it more marketable

We are told they are going to try to stick with the original pay schedule to pay off the new debt of three and a half million dollars
The county is currently accepting bids and has a committee in place to review the proposals

Nicolas Dalby compared Randy Brown to UFC champion Jon Jones – but not in a good way

that their position and employment with MTC would end effective Sept
We contacted MTC to find out if it planned to cease operations of the Garza County facility
Dalby Correctional Facility in partnership with Garza County since April 2007
We also partnered with Garza County to operate another facility from late 1997 to 2003
Dalby Correctional Facility has served various government agencies
MTC signed new contracts with these counties to house some of their inmates to help avoid overcrowding in their jails
Tarrant County officials recently notified MTC they no longer needed to utilize the Dalby facility
MTC has been working with Harris County and other potential agencies to create new partnerships that would justify the need for the facility’s capacity
they have not currently materialized into final agreements that will ensure the long-term viability of the facility
MTC has therefore notified Harris County of its current intention to terminate the contract effective September 30
MTC is currently in discussions with potential partners and will continue to work diligently to negotiate the agreements needed to keep the facility operational; however
the operation of the facility will end on September 30
MTC has notified staff of the current situation and the potential termination of its operations at the facility
MTC will do everything within its power over the next month to find ways to maintain the operation
and MTC recognizes how difficult this situation is for them and will do everything it can to support them in the coming days and weeks
Garza County Judge Lee Norman said the facility employs about 170 people
and he keeping those workers employed is a top priority
Norman said he is searching for another operator to lease the facility by the end of the month
Dalby Correctional Facility issued notice of non-compliance
Tarrant County began talks to end its contract with MTC after it accused the company of violating its contract
the Texas Commission on Jail Standards issued a notice of non-compliance to MTC following an inspection of the Dalby center
TCJS discovered six deficiencies related to training and drills
the inmate discipline plan and physical exercise
MTC should have provided immediate notice to Tarrant County when its facility fell out of compliance
Tarrant County Administrator Chandler Merritt stated “the County did not receive immediate notification from MTC following the findings of TCJS
and Commissioners learned of the non-compliance from members of the public and media.”

MTC Vice President Dan Joslin responded to that letter and stated in part

leaving dozens of jailers out of work and officials scrambling to determine the future of the county-owned contract jail
This comes after one of Texas' largest counties opted to end its relationship with the operator, Utah-based Management and Training Corporation, when the Dalby Unit failed a state compliance inspection in December
More than 1,000 inmates from Tarrant and Harris counties have been moved out of the facility ahead of its closure
The "vast majority" of Dalby's 170 employees will be looking for new jobs this week
Garza County Judge Lee Norman told the Avalanche-Journal
and leaders in the community expect a significant impact to the local economy
From 2022: Garza County officials announce change to Dalby facility as feds pull out
which Garza County contracts with to run the facility
had to reconfigure the Dalby Unit to comply with Texas state jail standards
and the unit has been operating under the contract jail model since
MTC inked contracts with some of the state's largest counties
which each housed about 500 overflow inmates from their respective county jails at the Dalby facility
But late last year, the Dalby Unit failed a Texas Commission on Jail Standards annual inspection
and Tarrant County decided to pull the plug
"Tarrant County really didn't feel like they had been reported to and so they're calling it contractual issues," Norman said
The inspection found a lack of proper medical care
and other violations of state jail standards at the facility
which put us in noncompliance," Norman said
but technically they were all paperwork issues."
One violation mentioned in the TCJS report involved an inmate not being transferred to a different facility when the individual's medical needs could not be met at Dalby
Though the violations were later corrected, the failed inspection and what officials called a lack of transparency prompted Tarrant County commissioners to end their contract with MTC, KERA reported
Officials in both Tarrant and Harris counties were not notified by MTC about the failed inspection and did not know about the jail's noncompliance until they were contacted by reporters, according to stories from KERA and Houston Public Media
Tarrant County commissioners in February unanimously voted to end the contract with MTC
Tarrant County officials did not respond to the A-J's request for comment
After Tarrant County announced its departure from the Dalby Unit
MTC unsuccessfully tried to negotiate contracts with new tenants
leading the company to decide to end its relationship with Garza County
according to a statement the company provided to the A-J
"MTC has been working with Harris County and other potential agencies to create new partnerships that would justify the need for the facility’s capacity
they have not currently materialized into final agreements that will ensure the long-term viability of the facility," the statement reads
"MTC has therefore notified Harris County of its current intention to terminate the contract effective Sept
MTC's operation agreement with Garza County also ends Monday
MTC could not find another county," Norman explained
The inmates from Tarrant County were moved back to Tarrant County
while the Harris County Sheriff's Office said its inmates will be moved to a facility in Louisiana
"The closure of the (Dalby) Unit coincides with Harris County’s decision to reach a new outsourcing agreement at Natchitoches Parish Detention Center in Natchitoches
the closing of the Dalby Unit is not expected to have any significant impact on the Harris County Jail operation
the Natchitoches facility is located about 250 miles closer to Houston than the soon-to-be-closed facility in Post
which will make it more convenient for visitors and defense attorneys to visit inmates in person."
Impacts in West TexasWhile Tarrant and Harris counties will not likely feel much of an impact from the closure
the jail's shutdown is expected to have wide-ranging effects on Post and Garza County
But Norman said the county is working to ensure the closure and its economic consequences are short-lived
actively seeking a new partner to operate and reopen the Dalby Unit
the county will staff a skeleton crew to keep up with jail maintenance and improvements to make sure it is ready to house inmates again when that time comes
and we're going to keep freshening up the place
Norman said county officials are attempting to be proactive to find a solution
and we're reaching out to them to see if there's interest," he said
"We're working all the opportunities we can find to get those employees back to work

Tarrant County commissioners set the contract's end date for September 30 – the same day the prison is now expected to shut down
Management & Training Corporation is Dalby’s parent company
and uncertain contract renewal talks with Harris County
MTC spokesperson Emily Lawhead said in an emailed statement
“MTC has been working with Harris County and other potential agencies to create new partnerships that would justify the need for the facility’s capacity," Lawhead wrote
they have not currently materialized into final agreements that will ensure the long-term viability of the facility."
Harris County has already begun transferring people out of Dalby
Harris County Sheriff’s Office Chief of Staff Jason Spencer said in an emailed statement
a total of 265 inmates still remain at Dalby and we expect to be fully moved out by Sept
The Tarrant County Sheriff's Office would not share the number of people the county has brought back from Dalby or how many remain
"We do not discuss current operating movement of inmates for safety and security reasons
There is a plan in place to remove inmates by the end of the month," spokesperson Robbie Hoy wrote in an emailed statement
Tarrant County has "plenty of room" for the people coming back from Dalby
Garza County Judge Lee Norman told KERA Friday
“We are actively looking for a new operator
The need for county beds in the state is quite high,” he said
“We've got to have a company we can work with."
Dalby served as an overflow facility for Harris County, too. The ballooning jail population there has led to multiple outsourcing contracts with private prisons throughout the South, Houston Public Media reports
The Texas Commission on Jail Standards — the state regulatory agency for county jails — will monitor Tarrant and Harris counties as they move prisoners out of Dalby
Assistant Director Ricky Armstrong said Friday
"We'll keep an eye on both jails to make sure that their populations don't increase over their staffing levels or their capacity," he said
Harris County has signed a new outsourcing contract with Natchitoches Parish Detention Center in Natchitoches
the closing of the Dalby Unit is not expected to have any significant impact on the Harris County Jail operation,” he wrote

Here’s just a little bit of history that brings back a lot of memories (we made some of our best friends ever during our time in Dalby)
