Markbygden Ett became the crown jewel of Europe’s largest onshore wind development when it went online late last decade
Despite a long-term contract assumed to be safe
it became an expensive lesson in the dangers of making deals based on the predictability of energy prices — or the weather itself

Article contentIn the years since the 179 turbines started spinning
operator Markbygden Ett AB has racked up hundreds of millions of euros in losses and suffered a heavy reputational blow
That traces back to a critical misstep: signing a 19-year contract known as a power purchase agreement that included unrealistic expectations about how much electricity the farm would produce around the clock
Markbygden Ett had to make up the difference by buying electricity on the spot market
where hourly prices are dynamically determined by availability

Russia’s invasion of Ukraine compounded the problem. That caused power prices to soar, triggering the project’s spiral into financial distress.
The situation that Markbygden Ett found itself in isn’t unique. The operators of at least two other big Swedish wind parks have ended up in similar positions as a result of disastrous power purchase agreements, and solar parks in Chile have been forced to cancel contracts amid energy market upheaval. Other cases in Germany and the Nordic countries haven’t been made public yet, analysts say. As a result, the terms of these multi-year deals are getting more flexible.
Power purchase agreements are supposed to be a win-win. Major industrial consumers like Norwegian aluminum producer Norsk Hydro ASA, which signed the deal with Markbygden Ett, are guaranteed years’ worth of steady power, and wind farm owners in turn can leverage those contracts to secure bank funding and, in theory, avoid the turbulence of the electricity spot market. In the case of Markbygden Ett, analysts and industry sources say that banks required an ambitious PPA to offer funding.
The problem with these arrangements was that, even when the wind didn’t blow, the parks were still contractually obliged to provide energy.
Markbygden at first looked like a safe bet. Plans for the project came into view decades ago when Hans Bergstrom, now a professor emeritus in meteorology at Uppsala University, was hired by a wind developer to find suitable locations. When he discovered the area where Markbygden would later be built, he found that wind speeds on the plateau were up to 40% higher than in the surrounding river valleys.
“It was a surprisingly large area,” he recalled. “If you wanted to build in northern Sweden, without going into the mountain range itself, it was a pretty unique place.”
The project suffered from years of delay due to red tape. In 2017, Macquarie Group Ltd.’s GIG arm and GE Energy Financial Services closed on the Markbygden Ett project for €800 million. It would be the flagship project in the Markbygden complex of wind farms. It was expected to eventually generate the equivalent of 8% of Sweden’s annual power consumption. In 2018, China’s CGN took control of the wind park as part of an expansion into Europe.
“We were all very excited about it when it was agreed. It was groundbreaking, pioneering stuff,” recalled Giles Dickson, CEO of industry group WindEurope. The deal doubled the volume of power contracted under new corporate PPAs in Europe that year, according to a GIG statement at the time.
Markbygden Ett started delivering the contracted power in 2021. But only a year later, Russia invaded Ukraine, sending electricity prices to record levels. That would normally be good for a generator, but since Markbygden Ett wasn’t able to deliver on a constant basis the 1.65 terawatt-hours it had optimistically promised to supply every year, it turned into a disaster. To meet its obligation, it had to buy electricity on the spot market, according to the firm’s 2022 annual accounting.
As electricity prices skyrocketed, the replacement power that Markbygden Ett needed to buy became more of a financial burden. Losses ballooned from €24 million in 2021 to €175 million in 2023, according to annual accounts. A restructuring plan was approved late last year, and the PPA was voluntarily canceled.
Hydro is due €248 million, according to a court document. And as of the end of 2023, liabilities to credit institutions totaled €381.5 million. Ultimate ownership of Markbygden Ett was transferred to a Dutch foundation as part of the restructuring.
Other firms that signed similar deals have also suffered. The Aldermyrberget wind park, about an hour’s drive south from Markbygden, fell into financial distress after a PPA with mining company Boliden AB forced it to buy extra electricity on the open market. Even further south, the Overturingen wind park has been under restructuring since August. It too racked up huge losses after a PPA with Hydro forced it to start buying replacement power.
Cloud Snurran AB, which owns Overturingen, wrote in a 2023 report that the park was generating as much as 15% less electricity than had been expected. And at the height of the energy crisis in late 2022, Aldermyrberget struggled with low wind and ice on turbine blades, its owner said in an annual report. Citing “extraordinary weather conditions,” EB EEE LHI Vindkraftpark Aldermyrberget AB described its deal as “extremely unfavorable.”
Representatives for the owners of Overturingen and Aldermyrberget declined to comment for this article.
The operating company behind Markbygden Ett is planning to eventually sell the wind farm, said David Hargrave, a UK-based restructuring specialist who joined last September as chairman and director. He will look at entering a new deal “maybe of a PPA nature” or similar, he said in an interview. “In an ideal world you’ve got more certainty on your revenues than just being reliant on the day-to-day merchant prices,” Hargrave said.
PPAs will nevertheless remain important. In September, the European Commission’s Draghi report highlighted their role in boosting European competitiveness by offering price certainty to large industrial players.
Having seen wind parks struggle, said Alexander Esser, head of Nordics at Aurora Energy Research, operators are embracing “more flexible offtake agreements with more protection against volume and price risks.”
Customers are also changing their approach. While Hydro secured three new long-term PPAs in the fourth quarter, according to its last annual report, it also acknowledged in an email comment that the era of long and large PPAs is “probably over.” The company now plans to “work actively in the market and build a broad portfolio of smaller contracts.”
Matilda Afzelius, chief executive officer for the Nordic region at Renewable Energy Systems Holdings Ltd., said the industry needs to get smarter when it comes to financing massive green projects. “We’re dealing with a natural resource here that’s always changing,” she said. “Of course things can happen and go wrong.”
Even after Markbygden Ett’s failure, however, the geographic area hasn’t lost its allure. Norway’s state-owned utility Statkraft AS snapped up a new wind project there as part of a portfolio in 2023. In December, it signed a memorandum of understanding with iron ore giant LKAB to sell power from the planned park. If it goes ahead, it could be ready by 2029.
The location is excellent, said Jakob Norstrom, CEO of Statkraft in Sweden. But when signing a PPA, he struck a note of caution: “It’s important to find the right balance so you don’t promise too much.”

Florian Steiner had never set foot in Sweden when he decided to leave Germany for Sweden
There was nothing wrong with life in the Bavarian town of Neumarkt
worked at a small firm and enjoyed it very much
when the firm started to receive fewer assignments
thoughts of trying something different began to grow
– I've never been a typical corporate guy and felt curious about exploring other forms of work
but there are so many more possibilities than just agency jobs that allow you to combine your interest in architecture," Florian explains and continues:
was studying the concert organist program at the School of Music in Piteå and had started working in Piteå
Even though I had never thought about settling in Sweden
The family in Germany expressed some surprise but followed the move from the south to the north with interest in 2008
Florian embarked on his determined linguistic journey to master the Swedish language
no matter how short or long the stay would be
There were certainly many strange mispronunciations
I've talked about 'tomtar' instead of 'tomter' and said 'eder' instead of 'er,' but the feeling I got from conducting job interviews in Swedish is hard to describe
Florian started a position as a physical planner with Piteå Municipality as his employer
he was appointed as the city architect for the municipality
A position that comes with a wide network within areas such as business
– It's a truly fantastic life in a city that allows for both work and family life
which further strengthens the sense of community and belonging
one needs a certain amount of luck in a new country and a new city
but the most important thing is probably the willingness to engage with society

The quality of life in Piteå can't be found just anywhere
Visiting family or friends down south is simple
Cecilia Lindström from Gothenburg is a true gourmet
started the restaurant Järnspisen when she was just 23
– We had been considering starting our own business somewhere in Sweden and were choosing between Uppsala and Piteå
the owners of the former restaurant Bryggargatan in Piteå contacted us and asked if we were interested in starting up here
barely a year into her relationship with Daniel
Cecilia found herself running their new fine-dining restaurant in Piteå and thoroughly enjoying it
Studies in restaurant management at Umeå University and practical experience in both Sweden and Norway gave her a solid foundation
Those years made Cecilia one of Piteå's most well-known entrepreneurs
they closely followed the city's and the market's fluctuations over the years
The couple developed and elevated fine dining to a new level during their years in the restaurant industry
When they started a family and wanted a different pace of life
they dared to sell their business and try something new
Something that turned out to be another success
the couple runs the attractive and exclusive store Järnspisens Matbod in the city centre
The store has opened a completely different type of customer interaction and collegial work than the restaurant industry did
The couple also has more room to work on innovation and establish new industry contacts
Cecilia advises others to seek support from local actors to enter the business networks
which can be done with the support of the municipality's business department
is a fantastic tool for developing both oneself and one's business
– I have always wanted to have a say in my industry and my city
Organizing with both like-minded and differently-minded people creates fantastic opportunities for participation in matters such as flows
Cecilia is currently active in Företagarna Piteå and also works as a trade developer for the retailers in Piteå and project manager for Piteå Giftcard
Her commitment to the city's business development shines brightly and contributes to visits from potential newcomers who dream of establishing themselves in Piteå
but we all care deeply about a vibrant and sustainable Piteå.– As an entrepreneur
Daniel and I have probably settled into working towards five-year goals
I want to keep up with the economic fluctuations of society
Awareness of the world is of utmost importance for Järnspisens Matbod
which is our optimal business and has grown much larger than I thought
– Running fine dining as a 23-year-old was cool and valuable for the future
Daniel and I continue to invest in what we believe is perfect for the region and the time we operate in
and I both believe and hope that future ideas will land just as well

Svenska Cellulosa Aktiebolaget (or SCA) is carrying out a series of expansions at its Munksund paper mill located in Piteå
Svenska Cellulosa Aktiebolaget (or SCA) is carrying out a series of expansions at its Munksund paper mill located in Piteå
The paper mill was originally built in the 1860s and currently produces 365,000t of kraftliner annually
Expansion plans include upgrading the paper machine and soda-recovery boiler
A new bio-fuelled lime kiln will also be added to the mill
SCA is investing a total of SEK1.3m in the expansion
Upgrade of the paper machine and soda-recovery boiler is expected to be completed by 2013
The mill produces three types of kraftliner differentiated by their weight range as SCA White-Top Kraftliner
These products are used in the manufacturing of industrial packaging
printing applications and corrugated packaging
They are produced using sustainably sourced raw materials including softwood and hardwood
White Top Kraftliner forms a third of the mill’s production and is showing strong market growth
It has a white surface and provides good printing qualities essential for fast moving consumer goods
The Munksund mill is equipped with a linerboard paper machine (PM 1) with a grammage range of 125-440g/m2
The paper machine was rebuilt in 1996 and operates at a maximum speed of 750m/min
A StreamLine Onesider wrapping line for-White-Top Kraftliner is also part of the mill
the wrapping line requires 30% less space compared to other wrapping lines
It has a unique one-sided design enabling all the equipment and consumables to be arranged on one side
The design provides the flexibility to the operator and to place the line near the winder or a wall
a new pressure disc white (PDW) liquor filter was installed by Metso at the mill
The PDW filter replaced a white liquor sedimentation vessel built in 1966
It enabled the mill to produce more of and a higher quality of white liquor
A new winder was added to the paper machine in 2011 at a cost of SEK255m
The winder is fully automatic and requires less maintenance
It helped in increasing the efficiency of the paper machine and improved the reel quality
The mill’s paper machine is being upgraded to increase production of value-added products
The expansion will increase the kraftliner production capacity of the mill from 110,000t to 165,000t and also increase the overall capacity of the mill to 415,000t
Metso is responsible for upgrading the paper machine
The majority of the SEK540m investment of about SEK400m will be made into the paper machine
The remaining amount will be spent on replacing the pressure valve of the soda recovery boiler
The upgrade will increase heat recovery and improve output rates
The existing lime kiln was originally built in 1966 and is a component of the chemical recovery unit of the mill
It is powered by fossil fuels and became a major bottleneck for future development of the mill
SCA has already tested the technology used in the lime kiln at its Östrand pulp mill in Timrå
The SEK490m investment into the new lime kiln will also include an electro-precipitator
related equipment and additional equipment to handle wood pellets
The lime kiln will enable the mill to increase production and produce higher quality products
The Munksund mill is equipped with a wastewater treatment plant installed in 2009
The plant was installed as part of a sustainability initiative
It uses a technology called the Multibio process to reduce the amount of organic matter in the wastewater by 30%
The new lime kiln will add to SCA’s sustainability initiatives
It will use wood pellets and reduce the mill’s carbon emissions by nearly 75%
which has an annual production capacity of 870,000t and employs 750 people (23,000 worldwide)
Amcor Packaging (Amcor) is constructing a new paper mill at their botany site located 11km away from the Central Business District of Sydney in New South Wales

Träfraktkontoret in Gothenburg and its subsidiary
have established a railway shuttle between Piteå and the Port of Gothenburg
This means that companies in the northernmost region in Sweden has secured an efficient and environmentally friendly transportation solution to and from their markets around the world
"We are very pleased with the opportunity to create efficient logistics solutions for the business community in Norrbotten
The region's industry gains access to cost-effective
and environmentally sustainable solutions for their customers in both Europe and the rest of the world," says Kim Johansson
The new railway shuttle is operated by TFK Logistics
which has been servicing the route since December 10th
The wagons are loaded at both Shorelink in the Port of Piteå and Stenvalls Trä's rail-connected terminal at Lövholmen before the train departs for the Port of Gothenburg
"We quickly found a good collaboration with Träfraktkontoret
and we are now working together to contribute to ensuring that the railway shuttle also provides other companies in the region with good logistics solutions
It provides the region's businesses with a smoother logistics flow with secured deliveries
and collectively reduces our climate impact," says Roger Bergman
the containers are directly transported to the container terminal operated by APM Terminals
where they are lifted directly onto ships for further transport worldwide
companies loading their goods in Piteå can have their containers on board a direct ocean-going vessel leaving the Port of Gothenburg just 48 hours later
Tank containers are also transported on the shuttle
trailer wagons will also be introduced on the train
The trailer wagons will be handled at the Arken Intermodal Terminal operated by Gothenburg Roro Terminal
The shuttle is a sustainable logistics solution that results in significant climate savings
According to calculations by the Swedish Environmental Institute IVL
the shuttle leads to 80–90% less emissions of greenhouse gases compared to transporting the cargo on feeder vessels through the Baltic Sea
"The Norrbotten region is one of the most important hubs in Swedish industry
and it is incredibly important to have a fast
and environmentally friendly connection with good capacity to Scandinavia's largest port
It also strengthens the Port of Gothenburg’s role as the guarantor of Sweden's entire business community's access to the world," says Antti Laakso
Senior Business Development Manager at the Gothenburg Port Authority
Fact file: Port of GothenburgThe Port of Gothenburg is the largest port in Scandinavia
Around 30% of Swedish domestic and foreign trade passes through the Port of Gothenburg and over 50% of all container traffic
Direct services to key markets ensure highly efficient
and digitalisation in a concerted effort to maintain the ongoing development of climate-efficient freight transport and calls by vessels
With over 30 rail shuttles offering daily departures
companies throughout Sweden and Norway have a direct
climate-neutral service to the Port of Gothenburg
The Port of Gothenburg is the largest port in Scandinavia
Around 20% of Swedish foreign trade and over 50% of all container traffic is handled in the Port of Gothenburg

Tommy Lindström and Petra Eriksson have landed in Norrbotten again
now with 1.5-year-old daughter Signe as the natural focal point
Returnees are often described as a homogeneous group
they have different expectations for the new life in their hometown
chose to change her career with the move and now works at Swedbank
he began the Go Business incubator program at Piteå Science Park and looks forward to all the exciting opportunities it brings
The decision to return was born when Signe came into the world
Providing their daughter with close relationships with Tommy and Petras' families felt natural
the couple missed the direct proximity to nature
– The increased insecurity in Stockholm cannot be ignored
Having the opportunity to discuss new career possibilities and establish direct contact with potential employers has been and is of great importance to the couple
they quickly realised they would need support from their loved ones
Tommy's and Petra's primary advice is to dare to ask for help when needed
but it's a big difference leaving as a student compared to coming back as a business owner and a parent
They have noticed changes in Piteå since they last lived there
The town has developed with a distinct small-town feel and changes both in and outside the city centre
They view the development positively and believe in the future of the municipality
– Concrete advantages in Piteå include proximity to nature
Another thing we also appreciate here is that preschools and schools generally have a much better and more pleasant outdoor environment than many we've seen in the capital
The family still maintains a high pace but has slowed down a bit compared to their time in Stockholm
They spend more time with family and friends and want to shop locally to support local businesses
We have spent much more time in nature
and discovered new hiking trails that we had not visited before
We look forward to a real winter with a lot of winter activities such as downhill skiing
Simply things that are not as easily accessible in southern Sweden
Relationships with people in Piteå have deepened
but they also look forward to meeting new acquaintances
Seeing their little firecracker Signe's relationships with family and friends develop means everything
They dream of buying their own house and being an active part of the community by contributing to and influencing their local environment
We want to live and thrive here and allow our daughter to grow up here
We want to be part of the community and contribute to and influence our local environment
You could say that we already felt at home before the move
