A 14km pipeline will be built in Himmerfjärdsverket
has been awarded a contract valued at Skr132m ($12m) by Sweden’s Trosa municipality to build a significant water infrastructure project
The contract involves constructing a transfer pipeline between Vagnhärad and Hölö
with work commencing in early 2025 and completion anticipated by mid-2026

Transboundary Rivers of South Asia (TROSA) Phase-2: Rivers
and Resilience (T2:3R) is a four-year (2023–2026) regional program led by Oxfam Novib
This program aims to foster stronger cooperation in managing shared water resources and building resilience among riparian communities, particularly in the face of escalating climate change impacts. The work comprises the transboundary Ganga-Brahmaputra-Meghna (GBM) River Basins across Nepal, Bhutan, India, and Bangladesh.
Building upon the successes of TROSA Phase 1, this second phase, T2:3R, expands the scope by engaging ten partners who operate at regional, national, and local scales within the GBM basin. The program’s strategic focus is to enable riparian communities to make informed decisions, practice sustainable livelihoods, and foster cooperation at all levels of water governance.
SEI’s contributions to T2:3R will focus on co-producing data and insights on resource conditions, delivering practical tools, and building pathways to enhance community resilience. A significant emphasis will be placed on developing tools that mainstream gender equality and social inclusion in managing shared resources. These efforts aim to amplify the roles of women, indigenous people, and youth, ensuring they are included in decision-making processes and water governance dialogues.
Overall goal: Improved cooperation in governing shared water resources, strengthening resilience to climate change of riparian communities in thetransboundary Ganges-Brahmaputra-Meghna river basins

“I never really realized how many charges I actually had for serious drug offenses,” Darity said

“There are times when I can explain my way through it and there were times where it was like zero tolerance for a felon.”

Dore pointed to the expunction clinic as both a hands-on learning opportunity for students and a chance for them to see how their work can impact a client’s life
“The TROSA expunction clinic provides the perfect example of experiential learning through meaningful pro bono work because it requires our law students to use a wide range of legal skills
including statutory analysis and application
“But what makes this clinic special is knowing how hard these residents have worked to overcome significant substance use disorders
All the clinic’s clients have completed at least 15 months in the program
and I witnessed a few emotional moments when a student was able to inform a client about significant expunction relief
Allowing our students to play a small part in the residents’ recovery is an extremely meaningful experience.”
Darity says he’s looking forward to making a new start with a new foundation
adding some words of encouragement for the students: “Believe in yourself.”

When Kevin McDonald woke up the morning after his first round of electroshock therapy
He used to drink it every morning – strong with some cream
he found himself staring at unfamiliar names and faces
And when he drove into the complex of TROSA
the Durham organization he founded 26 years ago
he couldn’t remember the security guard’s name
who served as the President and CEO of TROSA since its inception
decided he had a choice to make: hold on to the organization
or allow someone more capable to take over
In the decades since McDonald started TROSA (the Triangle Residential Options for Substance Abusers) with $18,000
an abandoned school building and a four-burner stove
the organization has helped hundreds of people recover from substance abuse and become a cornerstone of the Durham community
TROSA moving vans help Durhamites schlep their stuff to new homes
TROSA yard crews keep lawns trim and TROSA cleaning crews prepare Cameron Indoor Stadium before almost every Duke basketball game
But after 26 years running the organization
McDonald knew he needed to hand over the reins
he stepped aside to a role as “founder” as Keith Artin
the organization’s longtime chief operating officer
“I just knew in my heart of hearts that you have to let go,” McDonald said
he appeared on my screen wearing a white button-down shirt that matched his large white beard
Since the onset of the coronavirus pandemic
“I’m drinking Coca-Cola instead of Diet Coke,” he chuckled
Because his dad was an officer in the Air Force
and developed feelings of shyness and social anxiety
His mother was also physically and emotionally abusive
where his father served as commander at an air base
His anxiety and lack of confidence continued to fester
frequenting local bars as a young teenager
alcohol had become a major problem in his life
his drinking problem became so severe that his dad delivered an ultimatum
“My way or the highway,” his father told him
in the hope of making it into the Air Force Academy
He started carting drugs from Northern California to Los Angeles
but wore a short-haired wig during his military training so he’d look clean-cut
McDonald didn’t make the Academy and then started snorting heroin
Soon he was robbing pharmacies to get drugs
he received a sentence of 20 years in prison
(A defense lawyer found a way to reduce that to three months.)
32-year-old McDonald headed to Delancey Street
a substance recovery program that would become the model for TROSA
McDonald began to learn how to care for other people
and—even more difficult—to accept other people’s care for himself
That started happening too,” he said during an interview with Frank Stasio on “The State of Things.”
During his 12 years of working at Delancey
North Carolina to help set up a substance recovery facility
he met many of the people who would later invite him to set up a similar program in Durham
McDonald decided to start one when he moved to Durham
He told his wife Sue about his plans during their wedding dance
earning large donations from the Chamber of Commerce and support from the community
including volunteer work from a Duke fraternity
the program helped hundreds of residents recover from substance abuse problems

Even as the program grew into a big success
McDonald kept his eye on the day when he would have to move on
“It’s what’s important for the organization
and I really believe in that,” he said during his 2015 interview on “The State of Things.”
McDonald began experiencing more severe bouts of depression
He had more trouble finishing tasks and getting out of bed
People who knew him well could tell that he was a little colder
who eventually recommended that he undergo electroshock therapy
He ended up going through 19 rounds of the therapy before deciding to stop
He says the treatment left major gaps in his memory
He once had a knack for remembering names and faces

He used to be able to give speeches from memory
McDonald was also diagnosed with Parkinson’s

McDonald realized that some things in life can’t be overcome – only endured

“Nobody realized but me where it was,” he said
I’m out.’ And it was the right thing to do.”
McDonald’s voice cracks when he talks about the support he got from his staff
particularly after he announced he was stepping down
“I just was so emotionally blown away by people caring so much
I’ve cared a lot of about people in my life
and I’ve given everything I got for a lot of years
but I don’t expect people caring about me.”

“I don’t need to be a general,” he said

Kevin McDonald was searching for a sense of belonging
Air Force, which meant his family moved a lot during McDonald’s childhood
McDonald felt severe anxiety in his constantly changing social situation.
His life in the home came with another set of challenges

McDonald turned to alcohol to cope with his social anxiety and the violence in his home
By the time he graduated from high school in Los Angeles
McDonald says his drinking was out of control
so much so that his father kicked him out
"My dad said 'My way or the highway,’ and so I took the highway," McDonald said
He started abusing drugs in addition to alcohol: marijuana
it was a whole different world,” he said. “I had to adapt to it and survive...it was all about survival.”
Survival for McDonald meant robbing pharmacies to support his heroin habit
he made bail. But he didn’t the second time, and the judge sentenced him to probation and rehabilitation
McDonald says it was the best thing that ever happened to him
McDonald completed a rehabilitation program at Delancey Street Foundation in San Francisco. Inspired by the transformation he saw in himself and others at Delancey, McDonald founded the Triangle Residential Options for Substance Abusers program, known as TROSA
The nonprofit helps more than 500 residents end their substance abuse and build new lives
health care and rehabilitation for substance abusers at no cost
TROSA residents can work for TROSA’s moving company

Young-adult couple Anya Rosien and Daniel Trosa share a passion for ministering to their peers
during one of their very first conversations
Anya Rosien and Daniel Trosa found that they had a common ministerial interest
I want to start a young-adult thing.’ And I was like

Rosien and Trosa, both 24, soon began dating. They remain a couple today while continuing efforts at expanding young-adult ministry in their respective Diocese of Rochester parishes — Rosien, at St. Leo in Hilton; and Trosa, at All Saints in Corning
Rosien and Trosa said they’re passionate about helping other young adults stay strong in their faith as they navigate secular influences

“It is good to have these groups that can really help support what we should be looking at in the world and what we shouldn’t be.”

and has reached out to other area parishes where he’s found substantial interest in the possibility of a young-adult ministry
to meet so many young Catholic adults,” Trosa said
noting that he hopes to help create a young-adult network encompassing a number of parishes: “I know there’s tons of young Catholic adults who are looking for this type of ministry.”
Rosien and Trosa share similar views on what a young-adult ministry should offer
is the opportunity to form close spiritual and social connections that young adults might not easily find elsewhere
They also agree that ministry to young adults should reach out to people at all levels of church involvement
“We definitely want to include everybody,” Trosa said
“People come from my group that are really strong in their faith
to knowing barely anything in their faith and just learning
and so they keep on coming,” Rosien said about St
Rosien and Trosa acknowledged that their interest in young-adult ministry has provided a bonding element for them as a couple
“We’re fortunate in that sense,” Trosa said
“The thing that is most similar between us is our love for the Lord first.”
“We focus our relationship on God first,” Rosien agreed

Dell’Oro: Data center physical infrastructure market rose 15% in Q2 2023
The center physical infrastructure (DCPI) rose 15 percent year-over-year in the second quarter. While the growth was the slowest the industry segment has seen for the first time in six quarters, Dell’Oro Group, said the deceleration in revenue growth was expected, mainly due to normalizing supply chain constraints and price realization beginning to wane.
Further, the research firm pointed out that vendor backlogs have defied expectations and continued to grow in the second quarter, prompting another quarter of upward revisions from DCPI vendors and to its 2023 DCPI forecast.
Dell’Oro raised the worldwide DCPI revenue growth forecast for 2023 to over 13 percent. “This upward revision was due to multiple DCPI vendors raising full-year guidance as supply chain constraints ease and vendor backlogs continue to grow,” said Lucas Beran, research director at Dell’Oro Group.

He’s spent a little over two of those years incarcerated — not counting time in county jail awaiting trial or the times he broke parole and fell off the grid
I’ve seen my younger brother Zach in person a handful of times in the past eight years
My brother committed each of these crimes to support his addiction to drugs and alcohol
His entire adult life has been governed by addiction
I remember his soccer teammates tracking me down between classes to alert me that he was panicking
and Zach was sure he would test positive — at the time I assumed just for pot
I recall hearing about the night he spent in a motel after breaking out of a 30-day in-patient rehab
there was my mom’s sudden decision to bring him along to my college orientation — punishment for getting arrested again
I was with my parents when we heard he’d been arrested again
My parents had kicked him out of the house for good the previous Christmas
We’d resigned ourselves: if he was going to get help
two deputies from the county sheriff’s office stopped by the house where we grew up in Belmont
My brother was scheduled to be released in March
and they needed to know if he would be able to live with my parents during parole
Recent media coverage has highlighted the challenges faced by the newly paroled
who must secure the basic necessities of life as quickly as possible — shelter
and an income to pay for all of it — with minimal support
That’s to say nothing of the complications of PTSD
It is a challenge few people are prepared to undertake on their own; a challenge for which my brother was likely unprepared
Shortly after he was released from prison for the first time
a trip to the grocery store triggered a panic attack
When my mother told me he had applied to a rehab program in Durham
although I wasn’t sure it would last
But this one wasn’t like the 30-day programs he’d been in before
This one lasts two years and includes vocational training
since Zach wouldn’t be able to contact us initially
Eventually there would be letters and phone calls
The program was called TROSA — Triangle Residential Options for Substance Abusers — and none of us had ever heard of it
So five months after his release I wake up at 5 in the morning and creep out of my parents’ home on the North Carolina coast to drive four hours to Durham to find out what TROSA is
Much of what we associate with substance abuse treatment in the United States began in the early 1930s
alcoholism was treated as a public health issue rather than a moral failing
advocated approaching alcoholism as a treatable disease and by the 1950s
incorporating principles of holistic treatment into residential facilities that introduced the now-ubiquitous 28-day treatment model
both approaches were adapted to address narcotics addiction
more than 14,000 drug treatment facilities operate in the United States
Fewer than half of all treatment facilities provide services such as comprehensive mental health assessments
At first glance these services might seem tangential to addiction treatment
but they may be the key to maintaining long-term sobriety for people who have a mental illness in addition to addiction or — more to the point
in the case of my brother — who have been incarcerated
Durham seems to have avoided the soulless strip-mall aesthetic that dominates other small cities; in the quiet residential area where TROSA is located
massive trees create a green canopy over quaint houses
I mentally make note of street names so I can check real estate listings for domestic fantasy purposes later
TROSA’s campus stretches over 13 acres and occupies a vacant elementary school and a former dairy
I pull up to the security booth and greet a polite
and provides detailed directions to the administrative office
I know without asking that he is a resident of the program — the nature of TROSA means that nearly everyone I will speak to today is a resident of the program
and though I don’t know where on campus he lives
But I can picture him working in this security booth
putting his natural charm and friendliness to good use
TROSA is a therapeutic community — that’s National Institute on Drug Abuse lingo for drug-free residential settings that emphasize the role of the community to help addicts change
Synanon is now more commonly remembered for its evolution into a cult
but the principles established during its time as a rehabilitation community inspired hundreds of other TCs
confrontational and aggressive group treatment methods were commonly used; at Synanon and its direct descendants
residents played "the game" — group sessions marked by vicious
often profane confrontation and ridicule designed to expose and weaken barriers to personal honesty — sometimes for hours or days at a time
Modern TCs have evolved away from these methods
Today’s programs combine clinical groups
and community meetings under a rigid structure designed to establish positive behavior and attitudes
They’re different from traditional rehabs in a lot of ways
not least of which is the length of their programs: 18 to 24 months
And while traditional rehab facilities commonly cost between $15,000 to $38,000 a month
many TCs — including TROSA — provide services at no charge to the patient
TROSA residents who work on the In-Kind donation team
which solicits donated goods to meet residents' everyday needs
a petite young woman is stationed behind one of those giant
round monolithic desks granted to every receptionist
Beth is a freckled blonde who I correctly assume is from a nice
She has been a TROSA resident for seven months
a sexual abuse survivor who turned to alcohol and prescription painkillers in college
is imposing beyond his height but maintains a folksy and reassuring demeanor
His difficult home life bloomed into an early dependence on alcohol
McDonald was facing a 20-year prison sentence for armed robbery when a state supreme court let him begin a lengthy stay at Delancey Street
and it’s a two-year program," he says
learning how to communicate a little better
eventually realizing I didn’t have to use my fists and I hated violence
McDonald eventually began working for Delancey Street
and after helping to establish a facility in Greensboro
He was working in a program for homeless parolees in South Central LA — "It was just about bed counts and getting paid by the government for each bed we kept full" — when a group from Durham came calling
They’d seen Delancey Street and wanted something similar for Durham
The group only had $18,000 to start the program
Durham county leased TROSA the Old North Durham Elementary School for $1 a year
in the form of multi-story modular homes on brick foundations laid by residents
An old dairy was converted to maintain a fleet of donated and second-hand vehicles
They’re in the midst of fundraising for their next expansion
a medical clinic intended to increase their capacity to care for residents on-site
That’s important since residents can’t leave the campus unsupervised
so every doctor’s appointment requires coordinating transportation and a staff or senior resident escort
it’s quickly apparent that TROSA’s staff and residents alike are expected to follow and enthusiastically display the community’s values and principles
This includes strict behavior expectations: everyone greets each other when they pass in the hallway
and everyone stands when someone enters a room
Work is a key component of every therapeutic community
and TROSA’s work assignments extend into the larger Durham community: the organization operates a thrift store and frame shop
all staffed by the program’s 500 residents
these operations bring in over $8 million — just over 60 percent of TROSA’s revenues
The work assignments are also a key component of TROSA’s treatment model
Each resident is assigned to a six-person team
This is intended to help patients learn interpersonal skills
Work assignments may also include vocational training or other education — TROSA helps residents earn their GEDs and some residents enroll in the nearby community college
My brother works for TROSA’s moving company
where he’s earning his commercial driver’s license
he complains of long hours and exhausting work
but I hope he is also learning to find value in the trust that’s being placed in him
I’ve quietly avoided leaving my wallet unattended around him; my parents began keeping their valuables under lock and key after he pawned hundreds of dollars’ worth of musical equipment
The fact that strangers are now trusting him to enter their homes and pack and move all of their belongings astonishes me
and I’m hopeful that he won’t betray that trust
Part of me is afraid that it’s misplaced
a charity that mails free books to prisoners
But the haphazard collection of spy thrillers and self-help books doesn’t match Zach’s preference for Updike
After completing their first year in the program
These homes are subdivided into four-person apartments with separate bedrooms
and a small kitchen — although residents are still expected to eat breakfast and dinner in the communal dining hall
residents are expected to adhere to strict housekeeping standards
either — TROSA staff readily admit new residents struggle with the rigid
The last time my brother had his own bedroom
so imagining him making his bed every morning seems beyond belief
During my tour I meet a young man named Arman
Arman is crisply dressed in a well-coordinated button-down
and tie — for a brief moment I think he may be one of the counselor trainees from nearby Duke University
He’s been at the program for a little over 17 months
after being suspended from college for stealing to support his heroin addiction
Things got worse from there until his family urged him to seek help at TROSA
"I didn’t want to be here," Arman says
and it was time for me to take control of my life and start helping myself." Three years younger than my brother — but I wonder if Zach has had this breakthrough
He certainly does not want to live the life of an addict
but is he ready to make the effort to help himself
He’s repeatedly described his struggles to me in a way that implied he was waiting for something or someone to save him
It’s as if he felt that as long as he didn’t want to be the way he was
things would change without him expending effort
he’s realizing at TROSA that he can help himself change
a licensed counselor and addiction specialist
is part of the original group that recruited Kevin McDonald 21 years ago
He’s also an assistant professor in psychiatry at Duke
where he arranged for a partnership between the school and TROSA
Nagy is part of the reason TROSA is distinct from other programs: instead of asking residents to white-knuckle through cravings
which reduces cravings for alcohol and interrupts heroin highs
Medication-assisted therapy is controversial in treatment program circles and not widely used in US rehab facilities
This reluctance is partially due to influential treatment philosophies of AA and NA
which take a broad stance against the use of any substances
and the attitude that such medication is a "crutch," says Shelley Streenrod
an associate professor at Salem State University in Massachusetts
(Streenrod is not affiliated with TROSA.) Additionally
naltrexone (and other pharmacological treatments) must be prescribed by a physician; not all treatment facilities have staff qualified to prescribe medication
And even if an addict speaks to a physician about treatment
the doctor may not discuss drugs like naltrexone

as well — many FDA-approved medications for substance use disorders are highly regulated
may be unfamiliar with these medications or may not be comfortable prescribing them," Fenster says
Some doctors are reluctant to prescribe medications to addicts
and some people with addictions are wary of taking these medications
And that’s despite research that shows that naltrexone and drugs like it can be helpful in treating substance abuse
TROSA symbolizes a "gradual shifting" from the more confrontational TC model of Synanon and earlier communities, to methods such as motivational interviewing, according to Paul. Motivational interviewing is a counseling approach that avoids direct confrontation
instead relying on empathetic collaboration to help addicts resolve their ambivalence toward addressing their substance use
Paul is careful not to undermine the core foundations of the therapeutic community
Training and work assignments are still paramount
and group sessions and counseling attendance are secondary to completing work assignments
this creates something of a "catch as catch can" environment
All of TROSA’s specific treatment methodologies have shown efficacy in research reviewed by national authorities
A handful of studies have found that therapeutic communities lessen the likelihood of relapse and reincarceration compared to control groups
But studies only take you so far; when it comes to any individual addict
it’s more important to consider what environment might suit their needs
TROSA’s internal numbers are flattering: they claim 95 percent of graduates are employed a year after completing the program
Everyone I’ve spoken to has reiterated that the program is "not for everyone" but the program has clearly met a need in North Carolina: 80 out of the state’s 100 counties are represented (along with out-of-state residents)
There’s a 50 percent increase in residents since 2012
and TROSA’s office fields 450 new inquiries a week
Offering services at no cost requires substantial funding and resources
which both Paul Nagy and Kevin McDonald emphasize are extremely difficult to secure — in 2014
only 12 percent of TROSA’s revenue came from government grants or other cash contributions
"[As a country] we spend more money on clean-up — anti-trafficking
et cetera — than we do on treatment," Paul explains
"It’s a public policy debacle." Although medical professionals understand that addiction is a disease
addiction is still extremely stigmatized by the general public
"We tend to think of people experiencing alcohol or other drug addiction as morally or psychologically flawed."
This stigma leads to underfunding and other iniquities
Steenrod adds that these funding issues go beyond government spending
as insurance companies resist covering long-term rehabilitation programs like therapeutic communities despite their efficacy
I never see my brother on my tour of TROSA
Before I head back to my parents’ home
I stop by a fast food restaurant to grab some food so I’ll have enough energy to make the drive
The restaurant is bustling with employees of the nearby medical facilities
families desperate to preoccupy their children with a ball pit
and a couple patrol cars’ worth of sheriff’s deputies
People whose lives may not be as governed by addiction as TROSA’s residents
but who may have shopped at the thrift store
or decorated a Christmas tree from TROSA’s lot in their home
they have given Zach an opportunity to heal
just as much as the staff and residents of TROSA
There are tiny threads of connection that stretch from them
"There are my two angels." My mom has caught me staring at the 5-foot-tall oil painting of my brother and me at two and four
that she commissioned online from China — a size just small enough not to qualify as outlandishly garish
"I’m glad you went to TROSA," she says
She wants to know her son is in a place that can help him
After his formal acceptance into TROSA but before his release from prison
he told my parents that other inmates criticized the program when they heard he was going
My parents counseled him not to take stock in the opinions of people still caught in the cycle of addiction and incarceration
my brother will finally overcome his addiction
painfully hardened my heart against false hope
tried to learn what to do or say that would do more help than harm
I’ve found that the best way to prevent another heartbreak is not to allow yourself to hope for anything
That was when my parents asked Zach to leave the house for good
my brother’s drinking had become constant and unavoidable
and when he made an obvious attempt to sneak whiskey up to his room
I made a grab for the bottle; he twisted my arm away hard enough to leave a bruise
apologizing even though I wasn’t angry
We haven’t communicated directly since
and I don’t know how to tell him he has nothing to be ashamed of
So I spend my time tiptoeing after his ghost; interrogating my parents for every detail of their conversations with him
trekking to Durham to find out if he’s in a good place

Hill now works with others going through the program

The lot near the streets at Southpoint Mall has the largest trees
but TROSA has several other locations in Durham as well as Chapel Hill and Morrisville
it serves an average of 400 men and women on its campus

“It might be that people are just not sure how to take that first step

but it really did work overall in my view,” said David Skeel
“Our objective when we started was… once and done…
very careful about how much debt there would be going forward.” Under the plan crafted by the Financial Oversight and Management Board
the maximum amount Puerto Rico can borrow in any year is $1.15 billion
a sum equaling about 8 percent of the Commonwealth’s own revenues excluding federal aid
He described the plan as “clearly sustainable for Puerto Rico going forward” and “clearly fair to the creditors,” particularly the general obligation bondholders
that while the debt limits were a temporary success
and the Commonwealth’s budgeting process still needs reform
“I do think there’s a need to legislate new Puerto Rico safeguards in terms of fiscal rules
We already have some of those… in our constitution
and they obviously did not work or at least they were relatively easy to work around,” he said
Natalie Jaresko emphasized that the debt restructuring was a necessary but not sufficient condition for Puerto Rico’s economic success
“Now you need political will on the part of the elected leadership to do what elected leaders need to do,” she said
Puerto Rico’s primary electricity supplier
has long been a source of frustration for Puerto Ricans
Its troubles predate the island’s financial crisis
and Hurricane Maria further damaged the utility’s aging infrastructure
Skeel said that the government of Puerto Rico and the oversight board have been working towards increasing system reliability by bringing in private operators
PREPA is also in negotiations for debt restructuring
Jaresko noted that critical FEMA funding has been slow to arrive and that many of its benefits are yet to be realized
legacy generation assets are being gradually decommissioned with a “cleaner
and more reliable generation on the side of renewables” phasing in
the oversight board will be terminated once Puerto Rico has access to credit at reasonable rates and has achieved four consecutive years of balanced budgets
John Ceffalio noted that the wording of this section is vague: “When you read it
it’s ‘adequate access to short-term and long-term credit markets at reasonable interest rates.’ What does ‘adequate’ mean
Jaresko and Skeel agreed with Ceffalio’s assessment but noted that the law is purposefully written to allow the oversight board flexibility in determining the criteria for its own termination
Both Skeel and Jaresko believe the 2022 fiscal year (which ended June 30
2022) could turn out to be the first year for which audited statements show Puerto Rico has balanced its budget
Puerto Rican bonds are not currently rated by any of the major credit rating agencies
making it difficult for the Commonwealth to borrow on public markets
For the bonds to gain wider traction on markets
Puerto Rico needs audited financial statements: “I don’t know if that’s enough to get the rating
but I think that would be a big step.” Jaresko and Skeel underscored this point
arguing that audited financial statements are needed to show definitively that the government’s budget is balanced
While enabling future borrowing is important
Marxuach cautioned against enabling the excessive debt that led to the crisis:
“[T]he language in the constitution says that whenever… expenses exceed available resources… then Puerto Rico… must increase taxes
The thing is that the phrase “available resources” has been interpreted by different lawyers and even by the Puerto Rico Secretary of Justice
that’s how we got into this mess… [in]… the first place… because the concept of available resources is much broader than available revenues
And they include the issuance of new debt for deficit financing in order to bridge the gap
that’s one of the things that we definitely need to fix in the constitution.”
Resolving other problems could also improve the island’s economic health
uncertainty may be reduced in the eyes of rating agencies

One of the lessons from the Puerto Rico restructuring is the novel use of a Contingent Value Instrument that links bondholder payouts to sales tax revenues

The panel also discussed whether Puerto Rico had established a precedent of pensioners taking smaller haircuts than bondholders in municipal bankruptcies
Jaresko argued that the Puerto Rican pension system was structured differently than pension systems in other prominent municipal bankruptcies
Puerto Rico pensions had been cut before PROMESA
she thought Puerto Rico’s situation was “somewhat unique.” Ceffalio
said that “there is a precedent that was set in Detroit and in some of the California bankruptcies” that “in negotiations… the pensioners I think have a better moral claim and better political claim… than does a mutual fund
who might be hesitant to get into a public fight with pensioners
I do think that’s largely a precedent and it’ll continue to go that way.”

TROSA is a five year regional water governance program that aims to reduce poverty among riverine communities in the transboundary river basins of the Ganges
More than 700 million South and South-East Asians depend on the Ganges
Meghna (GBM) and Salween river basins for food
Transboundary river systems and the ecosystem services they provide are increasingly under threat by unregulated infrastructure development
unplanned land use practices and climate change
with strong impact on riverine communities
Many of such communities are disadvantaged by lack of cooperation and lack of capacity to claim their rights over water and related natural resources
TROSA works with a diverse group of organizations to address these issues
Building communities’ capacity to participate in water governance
TROSA aims to bring in more youth voices and support their meaningful engagement in issues of river water governance
It organizes youth camps to build the capacity of the youth so that they can lead the movement in future
TROSA is funded by the government of Sweden
The program is implemented by the Oxfam country offices in Bangladesh
in close partnership with 15 local and national NGOs and 4 regional partners (ICIMOD
It works closely with other networks and programs working on regional water issues
TROSA works from local level to regional level
TROSA partner NEEDS in Nepal worked closely with local authorities and local sand mining contractors in the Bhimdatta municipality along the Mahakali river to develop environmentally sustainable and socially responsible River Sand Mining Guidelines
The proposed guidelines outline specific measures for environment friendly mining practices that respect communities’ control over mining
In the same year regional partner ICIMOD convened a high-level international consultative workshop to discuss and identify areas of regional cooperation through an integrated river basins-landscapes approach in the region
The workshop brought together more than 100 participants from over 20 countries and provided an opportunity for donors
researchers and policymakers to share their experiences with river-basin management

Sweden and the work is planned to complete by the end of 2021

Another part of the area will be dedicated to machinery upgrade and process development that includes research and development of raw material that can deliver products with even higher performance
Camfil will develop innovative materials and machinery for the next generation of sustainable high-performance air filters
The new area is built to increase the research capacity
especially within molecular contamination control
and energy-efficient and sustainable raw materials
Due to current global trends as energy saving
Camfil expects the intensity of research and development to increase significantly over the next few years
The increased efforts in R&D will provide ultra-modern energy-efficient and sustainable clean air filtration solutions
The laboratory has ISO 9001 international standard for a quality management system which proves Camfil's ability to consistently provide solutions that meet customer and regulatory requirements with an aim for continuous improvement
the research and development team is preparing to be ISO/IEC 17025 standard accredited with the new laboratory

The 140 GBaud IC-TROSA from Coherent is the first to enable 800G ZR/OpenZR+ transmission in datacentre interconnects and metro communications networks in the ultra-dense QSFP-DD and OSFP pluggable form factors

Our masters' programs are all well connected in both science and industry
During the course "Materials Chemistry for Environmental Applications" the masters students in Sustainable Chemistry went for a study visit to Camfil in Trosa
In October, master students in Sustainable Chemistry and some of our PhD students went to Trosa for a study visit to Camfil
Camfil manufactures systems for air purification and dust separation
and is a potentaial employer for students after graduation
During the visit students learned about the air quality control in Stockholm
and took part in a demonstration from SEM imaging of hydrocarbons and other particulates in the air. This was followed by a demo on how effectively air filters can remove such particulates
Students also leaned about various air filters and their application in all from gas turbines to semiconducting industry and air filters in hospitals
the materials that students prepare during the lab part of this course (activated carbons) is used highly in their filters for molecular adsorption
may return to Camifil with large amount of activated carbons to test the material in future
Infinera revamped its optical solutions portfolio with the debut of its new Ice7 coherent optical engine and made a move to get into the sub-systems business with a new Ice-X line of transmit-receive optical sub-assemblies (TROSAs)
digital signal processors (DSPs) and pluggable optical transceivers
Ice7 is the follow up to the Ice6 optical engine Infinera unveiled in 2019. Headline features include 5 nm process technology, support for 1.2 Tbps and a 148 gigaBaud rate, which mark a step up from the 800 Gbps and around 100 gigaBaud rate boasted by the Ice6
It is also capable of supporting 800G transmissions over a distance of up to 3,000 kilometers – which is nearly three times what the Ice6 offered
told Fierce the Ice7 will help operators reduce their cost per bit by up to 30% and power per bit by up to 60%
Cisco and Nokia both offer products capable of supporting 1.2 Tbps on a single wavelength, while Ciena just debuted a 1.6 Tbps solution

“It’s not going to continue to try to beat the problem to death with a Baud hammer,” he quipped
Infinera this week also announced it is looking to become a sub-systems vendor with the launch of its Ice-X suite of offerings
These include three options each for TROSAs
while the DSPs and pluggables support 100G
The 100G and 400G solutions are available today
with the 800G options due out in the first half of 2024
Shore said the move to commercialize its components follows Infinera’s decision to move to a building block approach internally

TROSA, Sweden, Sept. 15 (UPI) -- Former teen idol Luke Perry reportedly is filming a new Swedish-American romantic comedy called "Midsummer Party" in a small town outside of Stockholm.
The Local said he plays a U.S. actor in his latest project, which director Ian McCrudden began shooting last week in Trosa.
"There really are a bunch of tall, blonde women here, and I've had a nice time in the sauna," Perry observed in an interview with the Aftonbladet newspaper.
"It's beautiful here," he said, pointing to the view from his hotel room. "I guarantee you that I'm coming back to Trosa."
The 41-year-old actor also revealed to Aftonbladet he doesn't mind being remembered for his "90210" role.
"I'm going to be linked with him until I die, but that's actually just fine. I created Dylan McKay. He's mine," Perry said.
