The investment is part of a broader upgrade of the section Ljubljana-Divača
the main section of the railway Ljubljana-Sežana-State Border
as part of the “Southern Railway” Vienna-Trieste
The railway has remained practically the same since its construction
the only upgrade being the electrification in 1962
The section is the main connection of the Primorska region to central Slovenia and is part of two TEN-T corridors: Mediterranean and Baltic-Adriatic
The investment aims to eliminate bottlenecks
traffic safety and maximise the capacity of the tracks
The first two parts of the upgrade - the sections Ljubljana-Brezovica and Brezovica-Borovnica will be co-financed by the Recovery and Resilience Facility
with a currently planned contribution of EUR 99 million
Works on the Ljubljana-Brezovica section started in September 2021 and were finalised in November 2022
Works on the Brezovica-Borovnica section started in October 2022 and were inaugurated by the Director-General of the Recovery and Resilience Task Force
and the Minister of Infrastructure Mr Bojan Kumer
The works are expected to be completed in 2025
resulting in 16.3 km of upgraded railway infrastructure that meets the following requirements: enhancing rail fluidity by removing bottlenecks
upgrading lines and stations in accordance with the technical specifications for interoperability
ensuring a load capacity of category D4 (22.5 t/axle and 8 t/m)
and increasing train speeds to meet the new design standards
It seemed that the bilberries improved the pilots' night vision and made them more successful in dogfights
But - “Fake News!” because there is no documented evidence that the pilots actually ate bilberry jam
Some accounts suggest that the rumour was spread by the military to distract the Germans from the fact that the British were testing radar equipment on their planes
it were carrots that was the cause of the pilots success
While the dietary habits of the World War II pilots are debatable
the supposed benefits of bilberries for the eyes did arouse researchers’ interest
That’s because these berries have a folkloric history for treating ailments that range from circulatory problems to diarrhea and ulcers
And there is some rationale for possible benefits since bilberries are rich in anthocyanins
the pigments responsible for the blue colour and have antioxidant properties
which work by neutralizing free radicals that generate as a byproduct of normal metabolism and are suspected to play a role in various diseases as well as in aging
Bilberries grow in Europe but are close relatives of the North American blueberry and the two have similar anthocyanin content
Some cultivars of blueberries have a greater antioxidant effect than bilberries but this has no practical significance
For both berries the highest concentration of anthocyanins is in the skin
one at the Naval Aerospace Research Laboratory in Florida and the other at Tel Aviv University decided to see if there was any real science behind the anecdotal reports of the British pilots’ boosting their visual acuity with bilberry jam
In both cases young men were given either a placebo
or extracts that contained up to 40 mg anthocyanins
an amount that could be reasonably consumed from berries in the diet
Various tests to measure night visual acuity were administered
and in both cases the conclusion was that no improvement in night vision was seen
Blueberry and bilberry extracts are also promoted as dietary supplements to help reduce the risk of macular degeneration
the irreversible condition that occurs when the macula
The retina is the tissue at the back of the eye that detects light
When retinal cells are exposed to hydrogen peroxide
they suffer less damage when bathed in a blueberry anthocyanin extract
is light years from concluding that dietary anthocyanin supplements can help with macular degeneration
No clinical trials have looked at the effects of anthocyanin supplements on macular degeration so that right now there is no basis for recommending berry extracts for any eye problem
But there is consensus that incorporating berries into the diet is a good thing to do

Village guards operated from the summer of 1942 until the capitulation of Italy in September 1943
They were widespread mostly in the surrounding areas of Ljubljana and in Inner Carniola and were formed out of the growing tensions existing between the supporters of the Liberation Front and its opponents
the partisans were losing some of the support among the rural population
who began to notice instances of the partisans’ revolutionary violence and experienced first-hand the Italian retaliations for the partisan actions
They were also strongly influenced by the anti-Communist attitude of the Slovenian People’s Party (SPP)
Village guards usually consisted of the inhabitants of a single place and their mission was to protect their village and its immediate surroundings
Italian authorities were initially distrustful of the village guards
but with time began to support such way of fighting the partisans
partly also because of the intervention of the local Slovenian priests and politicians
commander of the Italian army in the Province of Ljubljana
named village guards Milizia volontaria anticomunista (Anti-Communist Volunteer Militia)
and by the end of that year the founding of such militia units was authorized also by the authorities in Rome
Italians did not allow any autonomy to such village guards
Their stations were subordinated to the command of larger Italian units and any merging of local village guards was not allowed
and only exceptionally they received heavy weapons
Organization work was done mostly by the so-called village guards committee in Ljubljana
which included some of the leading personalities of the Slovenian People’s Party
The report of the village guard in Borovnica shows the kinds of operations the local guards were involved in
it discloses how they managed their finances and food supply and explains their relations with the local villagers and with the Italian occupying troops
and was signed by the commander of the Borovnica guard Ludvik Kolman (1905-1992) under a pseudonym Ludovico Borovšek
who before the war was employed at the Banovina Labour Inspection
but managed to pass his officer’s exam during his field training exercise
he was drafted and witnessed the collapse of the Yugoslav army in Varaždin
from where he ran away from the Germans and found refuge in Ljubljana
he joined the village guard in Borovnica and became its commander
He chose to remain in Borovnica station together with his team even after Italy capitulated
He managed to convince the Germans to let them keep their weapons and he pushed for the inclusion of the village guard in the Slovenian Home Guard
following his dispute with a German commander stationed in Borovnica
Kolman was arrested by the Germans and he spent a year in prison in Ljubljana
When he was released just before the end of the war
he moved to Šentjošt and then to Carinthia
He managed to avoid being returned to his homeland
he and his family arrived to the United States of America and settled down in Waukegan
he was unable to find suitable work in America
and was an active member of the Slovenian organization called Tabor
operating as its president for several years
He wrote a number of articles for the magazine Tabor as well as for some other American magazines
Kolman’s report also includes information about the killings of Janez Demšar and Anton (Tone) Zalar-Žan
two prominent communists from Borovnica involved in the national liberation movement in the area
had been a member of the Communist Party of Slovenia (CPS) since 1941
was a pre-war revolutionary (a member of the Communist Party of Slovenia since 1933) and a syndicalist
who on account of his work for the communist party had already been imprisoned and persecuted even before the war
he was arrested by the Italians and sent to prison in the Ljubljana Šempeter barracks
He joined the Borovnica partisan unit and was appointed the political commissar
After the failed march to Lower Carniola and in order to get away from the bitter cold winter
and Zalar built himself an earth cabin above Borovnica
When at the start of December 1941 the partisans again started to gather in the surrounding area of the village Kožljek
Zalar joined them and became the commissar of the newly formed Kožljek unit
he was appointed the secretary of the Borovnica district committee of the Communist Party of Slovenia
Zalar and another two members of the district committee
from where they carried out their political work across the surrounding areas of Borovnica
organized confidants of the Liberation Front
organized food supply for the partisans and kept contacts with the local partisan units
members of the village guard from Borovnica discovered the bunker; Zalar was killed by a bomb
This report of the village guard in Borovnica for the period between December 15
1943 was just one of the many such documents collected by the lawyer and politician of the Slovenian People’s Party Albin Šmajd
Since not a lot of anti-communist archival records have been preserved
documents of this kind are especially valuable

But as happy and full of excitement as this part of the year is
holidays are also a time when we remember dear people who are no longer with us
When we remember how it used to be and what has changed since then
It seems to me that New Years and Christmas
because of their connotations of family holidays
carry more weight and more suffering if a family member is no longer with us
The first year is the most difficult because for the first time we go through some events without a certain person
Then we automatically remember how it was last year and the feeling of emptiness is almost palpable
the Prime Minister pointed out that Slovenia
on the occasion of the 30th anniversary of its own statehood
had been remembering many of the larger and smaller events that led to Slovenia becoming an independent state and Slovenians obtaining a homeland which is internationally recognised and equal in the family of other nations that have their own statehood recognised
He said that the event marked by today’s ceremony was one of the most important events yet
He noted that the members of the Territorial Defence who carried out this action were awarded the Republic of Slovenia award by the President of the Republic of Slovenia and expressed his belief that this event would become increasingly well known
not least because it was an event that genuinely changed history
The Prime Minister went on to stress that during the war for Slovenia there were two main events
which had a significant impact on what was happening at that time
this was the shooting down of helicopters flying over Ljubljana
Slovenia was believed to be helpless in responding to aerial attacks and the Yugoslav People's Army thought they could do what they want with us because they had dominance in the air." According to the Prime Minister
it became clear that Slovenia also had effective anti-aircraft defence weapons." He pointed out that there were not many of these weapons
but that psychologically it was a major breakthrough
which not only psychologically but also materially changed the balance of forces
was the seizure of the Yugoslav People's Army storage facility in Podstrmec pri Borovnici
where more weapons were confiscated than those confiscated by the Partisan army in Slovenia in World War II
The Prime Minister mentioned that "it was not only logistical action
that were carried out without casualties." To carry out such an action without casualties
which is something that usually decides whether someone wins or loses the war
"Once it was clear that the storage facility had been seized and that the Yugoslav People's Army was not even aware of this and that it could be emptied and the confiscated weapons secured
we knew that there was no force that would break us
We also believed in our victory before; however
we were aware of the real balance of forces. The Yugoslav People's Army had huge heavy weapon capabilities
crates were found that were still stowed by Territorial Defence unit
The Prime Minister said: "It was the weapons that had been stolen from us a year before
and we were able to recruit members of these Territorial Defence units practically overnight
Since their equipment was sorted and stowed
know what that means in logistics and mobilisation."
The third bonus was that the seizure of the largest storage facility of military equipment
gave courage to other the Territorial Defence regional commands and subgroups
storage facilities fell one by one and in seven days the balance of power in the territory of Slovenia changed significantly
The Yugoslav People's Army had no more resources
money and resources mean nothing on their own
if you don't have the right strategy and if there is no will
The Prime Minister mentioned: "We had no equipment
the courage and we knew what we were fighting for. We fought at home and we had the right strategy." In the defence guidelines
there was a plan including activities to capture the Yugoslav People's Army storage facility in the event of an attack
Such plans had already been made under the manoeuvre structure for national protection
the 31st anniversary of which we will soon celebrate
He continued: "But I doubt that you were aware of these plans
this was about an initiative at the lowest tactical level
many of the other storage facilities were not seized according to the plans
I have to say that most of these actions were carried out better than planned." And this despite the fact
that these actions were carried out by the drafted members of the Territorial Defence units and not by professionals
He noted that "this was not a victory of weapons
Because of you and others equally brave during the war for Slovenia
Slovenia drove out the Yugoslav Army in record time with minimal
The Prime Minister said that today’s ceremony was a tribute to the courage of all those who had taken up arms and done something without which there would be no independent Slovenia
He mentioned that "we could adopt a thousand more resolutions
we could have another 12 plebiscites and vote in favour of an independent Slovenia
we would not be speaking Slovenian here today." The Prime Minister thanked both those who participated in this logistical action 30 years ago and those who came to celebrate the event
He said that over the past 30 years there had not been much celebration and remembrance of the key events of Slovenian independence
a lot of chaff is thrown up with the grain
when they start a new growth and a new life
remain a permanent foundation of what we call identity
what we call a homeland and what ultimately represents the meaning of life." The Prime Minister concluded his speech saying: "God bless Slovenia and God bless all who love Slovenia."
