The Municipality of Divača in Slovenia’s southwest has until the end of the year to negotiate a preferential price for electricity from a photovoltaic plant due to be built in its territory. The local authority is leaning on the proposed law on siting renewable energy facilities, currently in parliamentary procedure
which would enable a share in output of at least 10%
Austria-based Enery is planning to use an empty lot within the Gabrk highway junction to install a 7.5 MW facility
The municipal council approved its inclusion in the local detailed spatial plan

which was established by the Government of the Republic of Slovenia in March 2016
The company received a concession contract for the construction and management of the project in May 2019
The Divača–Koper section is a high-capacity link between the Port of Koper and the wider European railway network and forms part of the Trans-European transport network
Construction work on the new railway track commenced in March 2019
The existing line on the Divača-Koper section is a 44.6km-long single-track electrified railway line that is the only one between the Port of Koper and the hinterland
the line receives 70% of freight from Koper to Divača and 30% in the opposite direction
Both transport and throughput capacities of the existing line are being affected due to maintenance and modernisation works

The second track of the Divača-Koper railway line will have a 27.1km-long single track line between Divača on the Kras Plateau to the coastal city of Koper
The new track will run through eight tunnels
It will feature two viaducts at Gabrovica and Vinjan with lengths of 452m and 647m respectively
The track will cross the Glinščica valley through two bridges in a closed box structure with lengths of 70m and 100m
A 45m-long gallery with retaining wall will be built between the two bridges
The track will allow for a maximum operating speed of 160km/h
The second track of the Divaca-Koper railway line will be installed with European Railway Traffic Management System (ERTMS) / European Train Control System (ETCS) level 2 to provide signalling and control for trains
The track will also be equipped with Global System for Mobile Communications-Railway (GSM-R), video surveillance and security
and powering devices to ensure safe operation
The decree for the second track of the Divača-Koper railway line was adopted by the Government of the Republic of Slovenia in 2005 and amended in 2014
The financing programme was approved in January 2019
Access roads for the route of the second track of the Divača-Koper railway line started to be constructed in March 2019
Construction is currently underway on two roads, which will provide access to the northern portal’s first tunnel in the Lokev area, and another two roads that will allow access to the fourth tunnel portals in the Tinjan hill
Access roads will be handed over to local communities upon completion in the first half of 2020
The total estimated investment of the track-doubling of the Divača–Koper railway line is €1.19bn ($1.33bn)
which includes €1.15bn ($1.28bn) that will be spent for the construction of the track and up to €32m ($35.7m) for interest
The remaining will be towards 2TDK’s operational expenses
A large portion of the investment will be provided by the Government of Slovenia in the form of capital contribution
which includes €122m ($136m) from the tolls collected on freight vehicles and €200m ($223m) from the state budget
An additional €200m ($223m) will be provided either from the state budget or in co-operation with another country
The European Investment Bank (EIB) committed to providing €250m ($279m)
while international financial institutions and SID banka will provide a loan of €250m ($279m)
A loan of €167m ($186.4m) will be provided by commercial banks and up to €6m will come from increased user fees on core network corridors in Slovenia
The Innovation and Networks Executive Agency (INEA) will provide Connecting Europe Facility (CEF) Transport funding of €109m ($121.5m) for the project
2TDK awarded an €11.9m ($13.2m) contract to Kolektor CPG and Euroasfalt BIH in January 2019 for the construction of 20km of access roads for the second track project

Line between Divača and Koper will feature over 20km of tunnels and bridges
The CPG consortium has started excavation work on two tunnels as part of a major project to construct a second railway line between Divača and Koper in Slovenia
comprising Slovenian construction company Kolektor CPG and the Turkish firms Yapi Merkezi and Ozaltin
will construct a 1,154m-long tunnel above the Osapska valley and a 3,808m-long tunnel in Dekani
the 27km line between Divača and the coastal city of Koper
with a total length of more than 20km – some 75% of the line’s length
are required due to both the rugged terrain along the route and to environmental considerations
The line is being developed under the auspices of 2TDK
a company established by the Slovenian government in 2016
It will become part of a network offering a better connection between the capital Ljubljana and the coast
and also part of the wider Trans-European Transport Network (TEN-T) corridor
Total investment in the project is estimated to be approximately €1.2 billion
with the European Investment Bank providing €250 million and the European Union €153 million
It is reported that up to €417 million will be provided by loans from international financial institutions and commercial banks
The government of Slovenia will provide approximately €522 million for the project

A new spatial plan includes AAE’s Dolenja Vas project
which is set to become the first wind park in Slovenia

There are only two turbines installed in the whole country
One is located in Griško polje in Slovenia’s southwest
The location is in the vicinity of the village of Dolenja Vas in the Divača municipality
AAE Naturstrom (Alpen-Adria Energie) from Kötschach-Mauthen in Austrian Carinthia
is planning to build the first large wind power plant in the same area
The Dolenja Vas project achieved progress as the Government of Slovenia has just approved the spatial plan
The facility is set to consist of 11 machines with up to 6 MW each
The windmills can be 100 to 150 meters high
with blades between 115 and 180 meters in diameter
The wind park project in Divača was once rejected at a local referendum
14 turbines with 4.2 MW apiece were envisaged
AAE is developing the Dolenja Vas project through its subsidiaries AAE Gamit and AAE Ventur
Many people in Divača have opposed the project and it was even rejected at a referendum in the neighboring village of Senožeče
The municipality was also against the construction of the wind park
Savaprojekt’s subsidiary E-Grus intends to build a wind farm of up to 90 MW in the same region
The government also approved the project for upgrading the 110 kV transmission line between Divača and the seaside town of Koper
One of the reasons is to boost the electricity supply for the Port of Koper and enable its development
