These are in addition to the many effects and editing tools already available in the app
and the capacity to download your clips from the app without an IG watermark
All of these tools are available for free, at least for now, with Instagram seeking to make these new tools available to the widest possible audience. But it has also suggested that it may need to charge for future additions
especially advanced AI-based options that require significant compute
you can download and use these features straight away
and Instagram says that it’ll be looking to roll out updates like this weekly
as it seeks to build the best video editing tool

the White House wants agencies to reduce their budgets and the workforces of the organizations that typically lead those efforts
Two of the agencies charged with stopping and rooting out waste fraud and abuse
the Government Accountability Office and the U.S
made their cases to Congress for more funding to better address these long-standing challenges
GAO is asking for $933.9 million from Congress and to be allowed another $72.2 million in offsetting receipts
which are basically fees the agency collects for things like bid protests or rental fees or training
This is about a 15% increase over their current budget

GAO received almost $812 million in 2025 and 2024
The flat budget caused GAO several challenges as their responsibilities grew
He said during a Senate Appropriations Financial Services and General Government Subcommittee hearing that the flat budget has impeded their work
The Defense authorization bill last year had 95 specific requests for GAO studies
and the FAA reauthorization had about another 30 requirements
So most major pieces of legislation have requirements for GAO in those areas,” Dodaro said
“Because of the continuing resolution for this year
we will have about 126 less people at the end of the year than we’ve had at the beginning
The request that I put forward next year is for an increase
but even that won’t take us back to fully replace those 126 people
As the auditor of the federal government’s financial statements
I know too well that federal government is on an unsustainable long term fiscal path
and there needs to be efficiencies and effectiveness
and I’m trying to be respectful of that need and our request going forward
recognizing that GAO has tremendous value that brings the government to help solve that problem as well.”
Dodaro also told the subcommittee that GAO’s budget has not grown as the federal government has grown over the years
the federal government spending has increased 116%; GAO’s has decreased 1.4%
Meanwhile GAO’s workforce now is around 3,700
Dodaro told lawmakers that more money for GAO will mean more savings governmentwide
He said in 2024, GAO’s work yielded over $67.5 billion in financial benefits with the average return on investment for the past six years being $123 for every dollar invested in GAO

Dodaro said while more funding for people is important
the money also would go toward technology to help keep up with the explosion of data and reports his organization is being asked to undertake
particularly around the use of artificial intelligence
We’ve tripled the number of people we’ve had at Congress’ urging in the science technology area
so we’ve got experts in AI now and large numbers,” he said
I’d be happy to provide our plans to the committee
as well as for the record are the reports that we’ve issued in these areas.”
Dodaro said GAO has issued more than 50 reports on AI
AI tools are letting GAO do real-time auditing especially as it looks at data quality issues across agencies
he said the data underlying the tools has to be in good shape and that is rarely the case among most agencies
He said if agencies don’t have good data going into these AI systems
they will have to worry about unintended consequences that might occur
Dodaro said that’ll be a big focus of GAO’s efforts and whether agency investments in AI are actually paying off in producing reliable outcomes to help carry out program objectives
While Dodaro was making his case for more funding
subcommittee Democrats asked about their interactions with DOGE
Democrats continue to express concerns about the impact it’s having on agencies
Dodaro said GAO is quite busy in overseeing DOGE’s and the White House’s efforts
particularly around potential violations of the Impoundment Control Act
“We have right now 39 different investigations underway
We’re trying to get the information from the agencies about what their legal position is for not expending the money
I’m looking forward to what I understand to be a submission by the administration of a rescission package
which will be following the Impoundment Control Act
“We’re monitoring all the litigation surrounding these areas that we’re investigating
Only three agencies so far have given us the information that we need
[The Office of Management and Budget] has not been responsive
A number of other agencies are due to get us information this week or next week
so I would imagine starting next month after we look to see what is in the rescission package.”

Among those agencies that have given GAO information are the departments of State and Transportation
all of which would be funded by the Postal Service and not tax revenues
received only $271 million each of the last two years
Tammy Hull, the inspector general of the U.S. Postal Service, told House Appropriations Committee members on April 30 that this increase would allow them to expand their investigative efforts to root out additional fraud
“Our relatively flat budget has resulted in a loss of employees over time
We make the most of our limited resources by using sophisticated analytics to effectively allocate our budget and personnel,” Hull said
we are beginning to leverage AI to organize millions of customer complaints
allowing us to quickly find where there may be delivery problems
Data insights also allow us to determine where our quick response team should visit
where criminals are recruiting postal employees on social media sites
and where healthcare providers may be fraudulently charging the Postal Service
While data analytics and AI have allowed us to be more strategic and efficient
they have also highlighted how much more we could do
We’ve identified more than 100,000 potentially actionable leads that we do not have the resources to address
A decline in funding will only make that worse for fiscal 2026.”
Hull added that the OIG has about 10% fewer employees because of the flat budget
the OIG’s office has about 150 fewer employees
While the OIG can make better use of technology
It does not arrest people or put people in jail
and it doesn’t do audit work so that they can report and make recommendations to the Postal Service
“We identify about $13 for every dollar that is spent on our budget
There’s a significant impact in that,” she said
“I think we as an OIG are a little bit different than other IGs in that we have slightly more than half of our staff are in the investigative side because the Postal Service has such a large employee population that move things of value across the network
There’s lots of opportunity for mischief
not just in identification of potential efficiencies
but there’s also significant implications on our ability to stop crime
stop the shipment of narcotics as well as the theft of checks and credit cards in the mail.”
Hull added the OIG is using some sophisticated data analytics tools already to
run congressional requests through the platforms to see if they can identify whether they see other activity that may be related to a carrier or plant or facility or employee
They also are using the AI tools to manage their hotline complaints
of which they got a record number last year: more than 400,000

DC District Court Chief Judge James Boasberg is hearing arguments about whether then-Facebook illegally monopolized the market for “personal social networking services” through its acquisitions of Instagram and WhatsApp
The FTC first brought the case in late 2020
While it was initially thrown out by the judge
he let an amended version move forward after the government beefed up details about why it thinks Meta is a monopoly
This phase of the trial will help the judge determine if Meta is liable for breaking antitrust law
he’ll later rule on how those harms should be remedied
The FTC is pushing for Instagram and WhatsApp should be spun off
This is the third US trial seeking to break up Big Tech in recent years, following the Justice Department’s two separate cases against Google over its search and ad tech businesses

A 2014 chat log between Systrom and Deng seems to undercut Deng’s testimony that he doesn’t recall Meta scaling back growth resources for Instagram
Deng says he doesn’t have enough context to confirm what he and Systrom were discussing
but described the chat as a “knee-jerk reaction” to an email they mentioned at the time
“Am I reading correctly we now have less growth support
“This isn’t great for us,” Deng wrote at the time
Deng, who moved to Instagram in 2013 until 2015 after working on Facebook Messenger, is challenging Instagram co-founder Kevin Systrom’s testimony that the app could have reached the same success without Meta and that the company deprived it of resources
Deng says Meta helped Instagram with speeding up high quality hiring
and sharing infrastructure and growth team staff
Deng left Instagram several years before Systrom departed the company
who led product for Facebook’s messenger product in the early 2010s

he called messaging rivals “the biggest threat to our product that I’ve ever seen in my 5 years here at Facebook; it’s bigger than G+

“These guys actually have a credible strategy: start with the most intimate social graph (i.e
and build from there.” Deng testifies he was referring to the three mobile apps that had started adding such features
and not the one Facebook ultimately acquired: WhatsApp

TikTok “was not necessarily serving that need to connect to people that you already know.” This is the need that the FTC says Facebook and Instagram uniquely fill
alongside the smaller apps Snapchat and MeWe
Hegeman concedes that even with TikTok becoming a more significant competitor in the past two years
Facebook’s user base and the time users spend on it have continued to grow
Hegeman says that the (not publicly disclosed) number of users who opted out of off-app tracking through Apple’s App Tracking Transparency policy mostly reflects Apple’s scare tactics in framing the question to users
rather than whether users actually prefer not to share their data with Meta
He adds that Apple frames the ask very differently when asking users about similar opt-ins for its own products
“I think it’s a clear example of them trying to leverage their position controlling the iOS operating system to advantage their position in the market,” he says
Meta realized that focusing on surfacing friends and family content wasn’t helping it as much as it had hoped
Competitors like TikTok were taking over a lot of time users would spend online
and Hegeman says Meta found it to be a better strategy to broaden the focus of the Facebook app to include investments in video and other kinds of content
Meta found that by reducing the relative amount of ads some groups saw by 80 percent
it only saw about a 3 percent increase of a usage metric
This shows ads aren’t a major cost for consumers
because if a company like Apple lowered the price of its iPhone by 80 percent
it would likely see much more than a 3 percent increase in sales
Meta began offering an ad-free version of its products there for 6 Euros a month
Hegeman says — just about 0.007 percent of users opted to pay for the service
Meta found when it tested a new system to customize how many ads it shows based on how much a user likes or dislikes them
The time they spent on the platforms and engaged on it didn’t change much
“This change had a minimal impact on people’s experience and was not very noticeable,” Hegeman says
That’s presumably because when users are given an option to give Facebook and Instagram less data
at least a significant chunk of them take it
since the judge sealed the courtroom to discuss internal metrics like how many people opted into the tracking
That’s theme of the FTC’s questioning of Meta’s CRO
The FTC’s Stephen Pearson is asking about what Meta says it collects in its privacy policy
and points out that if Instagram were independent
Meta uses this data to fuel personalized advertising
Pearson is also beginning to touch on ad load — or the relative amount of ads to organic posts users see in their feed — which the FTC has tried to show Meta can increase with relatively little risk of losing users

He previously led product management for the Facebook feed
What users say they want and what they show they want through their actions can be two different things
Cobb illustrates this point with the example of chronological feeds
While users repeatedly report this as a feature they’d like
Cobb says every time the company has tested it
satisfaction with the app declines and users’ engagement changes
But that dip soon recovered, Cobb testifies. He’s referencing the sweeping content moderation and fact-checking policy changes CEO Mark Zuckerberg announced in January just ahead of President Donald Trump’s inauguration
Dips in how users feel about Meta’s brand are often correlated to media coverage — not necessarily actual changes to the product
Meta research executive Curtiss Cobb testifies on cross-examination
The FTC had tried to frame the fact that users don’t leave the apps in droves after reporting feeling worse about Meta’s brand shows they’re locked in due to Meta’s alleged monopoly
by showing that just because users feel worse about the brand after a specific media event doesn’t mean that its products are getting any worse — and that might be reason enough to stay
A June 2019 document says that the data privacy scandal “is the most likely significant event that would have had a negative impact on both revenue and engagement.” But even so
“we failed to detect significant and consistent effects of sentiment (or adverse events) on these metrics.” Cobb quibbled with how the FTC’s attorney restated the finding back to him
and Boasberg noticeably leaned back in his chair and rolled his eyes after a repeated back-and-forth
Meta found that a majority of Facebook users came to the platform for this reason
A document from the time describes “Facebook’s core value proposition” as “robustly anchored on ‘keeping up with friends and family,’” which is exactly the trait the FTC says is unique to personal social networking services
Cobb makes a point of saying that this was true at the time
DC courthouse discussing the US law that — at least on paper — effectively banned the app
it’s serving as a witness for the government
On Wednesday, TikTok’s head of operations and trust and safety Adam Presser testified in the Federal Trade Commission’s antitrust trial against Meta, in the same courthouse where a panel of judges ruled that the government could expel TikTok from the country
Presser’s role in the Meta trial was to explain the ways in which TikTok competes (or doesn’t) with Meta’s services in a market the FTC has defined as personal social networking — a category the FTC says contains only Meta’s services
His team surveys Facebook and Instagram users about how they feel about whether the company cares about its users
the team found that “in the US this year Facebook has slid to the 21st place and falls behind all other tech companies we measured” in the metric it calls “Relative Cares About Users” or RCAU
Drawing on filings in TikTok’s litigation against a US ban
Meta points out that TikTok has said it could take years to perform the maintenance needed to keep a US-only app running if it were separated from ByteDance
TikTok also said that reconfiguring its content moderation systems for a US-only app would reach unsustainable costs
despite serving a platform of 170 million US users
Meta is drawing a comparison to how it believes it was uniquely positioned to help Instagram with its infrastructure and content moderation because of its own scale and success

Print Investigators are asking for the public’s help in finding additional victims who may have been in contact with a 30-year-old man accused of sexually abusing children he met through Instagram
Detectives learned that Hernandez was supplying nitrous oxide, marijuana and alcohol to underage girls in exchange for sexual acts, according to police. Hernandez is believed to have recorded the sexual assaults on his phone and managed to lure his victims over Instagram with the promise of providing them drugs and alcohol for sex, investigators said.
According to police, Hernandez’s Instagram handles include “noznbars,” “n2ohead,” “nawzhead818,” “nozzhead_818,” and “nozzhead818_” and they believe there could be more victims.
On March 25, he was charged with multiple felonies, including three counts of unlawful sex with a minor under 16, two counts of arranging to meet with a minor for lewd purposes and one count each of child endangerment, oral copulation of a minor under 16, lewd lascivious acts with a minor 14 or 15 years old, and possession of child sexual abuse material, according to police.
He is being held without bail and scheduled to appear in court on May 21. He has pleaded not guilty to all the charges, according to court records.

The office of the Treasury Inspector General for Tax Administration has sought a wide swath of information from IRS employees
the office is seeking any requests for taxpayer data from the president
DOGE or the president’s Office of Management and Budget
The request, spelled out in a mid-April email obtained by ProPublica, comes as watchdogs and leading Democrats question whether DOGE has overstepped its bounds in seeking information about taxpayers
public employees or federal agencies that is typically highly restricted
The review appears to be in its early stages — one document describes staffers as “beginning preplanning” — but the email directs the IRS to turn over specific documents by Thursday
“All requests for taxpayer or other protected information from the President or Executive Office of the President
Include any information on how the requestor plans to use the information requested
and the legal basis for the IRS’s response,” the email says
The inquiry also asks for information about requests for access to IRS systems from any agency in the executive branch
including the Department of Homeland Security
the Social Security Administration and DOGE
The Treasury Inspector General for Tax Administration office, known as TIGTA, is led by acting Inspector General Heather M. Hill. When Trump fired 17 inspectors general across a range of federal agencies in January
those working for the Treasury Department were not among the ones axed

Previously, the administration has said

The April 15 request follows concerns expressed by some within the IRS that DOGE employees under Musk’s direction have improperly accessed taxpayer information or shared it with other government agencies

Earlier this month, a group of Democratic senators urged the Treasury inspector general to investigate whether the Trump administration was “violating strict taxpayer privacy laws” by giving DOGE personnel wide access inside the agency

the violation of which can trigger civil and criminal sanctions,” the lawmakers wrote in their request
In March, three senators said they were troubled by reports the IRS had entered into a sharing agreement to help the Department of Homeland Security “locate suspected undocumented immigrants.” Trump has promised deportations on a massive scale

Emails from the inspector general to IRS employees earlier this month asked them to provide copies of any written agreements to share taxpayer data with entities including the Department of Homeland Security

It also seeks a full list of non-IRS employees who are part of DOGE or its affiliates. This year, ProPublica has been profiling the figures working for DOGE

said the email suggests that the inspector general may be probing for violations of the Privacy Act
which requires agencies to safeguard citizens’ information and only share it across the government in specific cases
The kind of blanket data-sharing agreement the Trump administration is seeking with the IRS
is “exactly what the Privacy Act is designed to avoid.”
CNN and Wired have reported that DOGE is attempting to build a master database that combines information from the IRS
Social Security Administration and other agencies
The database would be used for immigration enforcement
This is not the first time Trump administration decisions at the IRS have prompted an inspector general inquiry
As ProPublica reported, a senior IRS lawyer warned the agency’s leaders in late February that its plan to terminate nearly 7,000 probationary employees based on poor performance was untrue and a “fraud.” The IRS proceeded with the firings
which have since been challenged in federal court
the IRS inspector general began scrutinizing the mass terminations
said a person familiar with the effort who wasn’t authorized to speak with reporters

Here’s a small tweak that could have a big impact on IG
According to an updated overview of “re-posts”
content that you re-share in the app may now appear within the feeds of your followers in the app
As you can see in this overview from the IG help guide (shared by social media advisor Sarah Roizman)
Instagram has added a new explainer which explains that:
your followers may see what you reposted in their feeds.”
Which could give you more options for IG engagement and interaction
As explained by Roizman:
you could only share someone else’s content to stories
when you tap the repost icon under a post or reel
you can add your own text and it’ll show up in your followers’ feeds like a regular post.”
Which is something that Instagram has been flirting with for some time
Back in 2022, Instagram tested the same ‘Repost’ option
which enabled users to amplify any post by re-sharing it to their followers in the app
and included a dedicated “Re-posts” tab on profiles
that means that a lot of the posts that you’re seeing in the app are already coming via recommendations
I don’t understand the justification for a feed algorithm on IG if they’re just going to flood your stream with outside recommendations anyway
Instagram originally implemented an algorithm because people had too many connections
which meant they were eligible to see more posts than they had time to check out in the app on any given day
So the algorithm was brought in to prioritize this display
and ensure that users see the most relevant updates first
it’s adding more and more content into this mix
that it can’t show you all of the latest posts from the profiles that you’ve chosen to follow
I realize that IG likely gets more engagement from showing people AI-recommended posts
Instagram should be able to give you a stream of just updates from the profiles that you’ve chosen to follow
which would put more emphasis on following as a means to control your experience
people seem more attuned to letting the algorithms show them what they want to see now
But the key point is that the original justification
that there was just too much content to show you each day
if you want to get more reach for certain posts in the app
re-sharing could now be a means to do that
There’s no info from IG as to how much amplification re-posts will get
but it does note that your followers “may” see what you’ve re-posted
