Yilan Crater is a newly discovered impact structure in Northeast China
the impact process and its subsurface properties have not been properly investigated yet
Here we employed multiple seismic methods to gain insight on its subsurface structures
based on an ultra-dense observation with 220 seismic nodes
We observed a clear site amplification within the circular region of the crater generated by loose sediment and impact-fractured rocks
The resulting bowl-shaped structure beneath the Yilan crater was further revealed by the ambient noise tomography and Horizontal-to-Vertical Spectral Ratio analysis
Multiple solutions for the impact velocity and diameter were found by a parametric investigation
while the impact energy is around 1 E17 Joules
likely representing one of the most significant impact events in the last 80,000 years
These findings offer new insights into the Yilan impact event and its potential effects on the surrounding environment
highlighting the need for further multidisciplinary investigations
we mapped the seismic site response and investigated the subsurface structure using multiple methods
including amplification from earthquake recordings
and Horizontal to Vertical Spectral Ratio (HVSR) of ambient noise
based on the crater depth estimated from the seismic data
we leveraged numerical modeling to infer the main dynamic properties of the impact process
c show the amplification as a map of the band-limited power of the recorded signals
The colors indicate the amplitude ratio between the value at each station and the station where the minimum value is obtained
the value at each station represents the integral of the power spectrum summed over the 0.5–10 Hz frequency range for a local M3.1 earthquake (a)
and over the 0.5–2 Hz range for the teleseismic event 2023/04/24 20:00:57.265 Mw 7.1 (c)
d show the power spectrum as a function of the frequency and the location of the receivers along a selected profile YL07 (a)
a Ambient noise cross-correlation functions (CCFs) of the vertical-vertical component with a bandpass filter in the 0.5–10.0 Hz range
d Velocity distribution along profiles A–A’ and B–B’
taking into account all sources of uncertainty
the obtained sediment thickness from HVSR analysis aligns well with the result from the ambient noise tomography
therefore ensuring a sufficient level of robustness for subsequent discussion
a–c show the result for an impactor density of 3300 kg/m3 and impact angles of 30
d–f show the same scenarios for an impactor density of 8000 kg/m3
Black contours indicate the estimated final crater diameter
while white contours indicate the impact energy
In this study, significant ground motion amplification was observed at the central part of the crater, for both local and teleseismic earthquakes, and ambient noise (Figs. 2 and 3)
we observed a broader frequency band amplification (0.5–10 Hz) for local earthquakes
a narrower frequency band amplification (0.5–2 Hz) for teleseismic earthquakes
and a 0.5–1 Hz amplification for ambient noise (HVSR analysis)
We attributed these site amplifications to the impact bowl-shaped structure of the crater
infilled with sediments and fractured rocks
The differences in the frequency ranges of amplification likely originated from different excitation mechanisms in these seismic sources and also frequency component difference due to
such an amplification can be attributed primarily to the lithology of the site
and especially to the velocity contrast between the slow sediment infill of the crater and the rock layers underneath
a 3-D velocity structure beneath the Yilan crater
b A schematic diagram illustrating the Yilan impact event and its subsequent effects in the surrounding region
Mammal fossils dating back to 48,000 years were found in this region
Comparison of the diameter between Yilan and other craters in the last 80,000 years (Data from Chen55 and https://impact.uwo.ca/map/)
The error bars of crater ages are outlined
Further multidisciplinary investigations are needed to fully understand the detailed influence of the strong impact energy on the local environment
The 220-station dense seismic array provides a unique opportunity to study the impact structure of Yilan Crater
Based on the systematic analysis of the spectral amplitudes of local and teleseismic earthquakes
we identified a characteristic seismic amplification concentrated within the circular area of the crater
and directly connected to the litho-stratigraphic bowl-shaped structure of the crater and its sediment and fractured rock infill
by parametric investigating the combinations of impactor density
velocity as functions of the crater diameter and depth
we deduced that the residual kinetic energy of the impactor at the ground is of the order of 1 × E17 Joules
and equivalent to a magnitude M5.5 earthquake
This event is among the strongest impacts that occurred in the last 80,000 years and influenced the living conditions of the local environment
Our findings offer valuable insights into the impact process of Yilan Crater and provide essential guidance for future investigations into crater formation and related phenomena
First we partitioned all the stations in the study area into overlapping small subarrays
we transformed the CCFs to obtain the corresponding F-J spectra and extract the dispersion curve
The effectiveness of the F-J method greatly depends on how the subarrays are partitioned
The commonly used approach is to employ a subarray with a fixed size and shape
sequentially moving it along the latitude and longitude coordinates to cover the entire study area
This partitioning method is suitable when the velocity structure beneath the subarrays exhibits gradual changes
this approach ensured relatively homogeneous subsurface structures within the subarrays and significantly improved the quantity of useful F-J spectrum
we assembled the 1-D shear wave velocity models from all subarrays to construct a pseudo-3D velocity model for the entire study area
It is well known that in a simplified 1D model comprising a homogeneous slow-velocity layer resting over a hard bedrock (i.e.
the fundamental vibration frequency (f0) of the system could be derived from
The program (calculator) comprehensively assessed three principal aspects of impact process: (1) projectile dynamics during atmospheric passage
(2) thermal emissions from transient radiative phenomena (specifically the vapor plume
and (3) morphometric parameters of both the resultant crater structure and associated ejecta stratigraphy
The analysis further quantified energy dissipation mechanisms through atmospheric shockwave propagation for both terminal crater-forming impacts and upper-atmosphere airburst scenarios
the model formulation intentionally excluded ablation processes due to their negligible effect on sufficiently massive impactors capable of surviving atmospheric transit to generate craters
Progressive fragmentation mechanics were parameterized using the widely accepted pancake model framework
incorporating standard depth-to-diameter scaling relationships characteristic of simple crater morphology
Here we only present important ones to compute the crater diameter and impact energy at the ground:
where \({\rho }_{i}\) is the density of the impactor
\({\rho }_{t}\) is the density of the target (in kg/m3)
L0 and Li is the impactor diameter before and after atmospheric entry (in m)
V0 and Vi is the impact velocity before the atmosphere and at the surface
\({g}_{E}\) is the Earth’s surface gravity (in m/s2)
E0 is the initial kinetic energy of the impactor before atmospheric entry and E is the residual kinetic energy of the impactor when it strikes the ground
The program allows one to compute the crater depth (dfr)
based on five inputs: impactor diameter (L0)
impact velocity before atmospheric entry (V0)
and nature of the target (\({\rho }_{t}\)) (e.g.
We could set several possbilities for the impact density and angle
the only degrees of freedom left to determine are the pre-atmospheric-entry impactor diameter and velocity
The earthquake magnitude could be estimated as

Environmental Impact Assessment meeting draws a large crowd of supporters and detractors
1225TAIPEI (Taiwan News) — The Ministry of Environment held a public Environmental Impact Assessment review for a high-speed rail extension to Yilan
drawing a large crowd of supporters and detractors on Monday morning
Those supporting the extension said the East Coast was long overdue for infrastructure development. Those against the extension said the EIA lacked detail and was not comprehensive, per CNA
the MOENV said 45 people had registered to attend the meeting and 34 people had registered to speak
The public hearing was modeled on a previous public EIA review for the fourth liquefied natural gas terminal of the Concord Power Plant (Hsieh-ho)
Supporters of the extension held up banners and called upon the EIA committee to pay attention to the fair distribution of transportation resources in eastern Taiwan
They said the new high-speed rail station would spur regional development and boost local businesses
the opposition called for the suspension of the EIA process until the Control Yuan rules on whether the review was comprehensive and complete
They also called for the inclusion of the Railway Bureau's alternatives to the high-speed rail extension to be included in the review for comparison
According to a 2020 Ministry of Transportation and Communications White Paper
extending the high-speed rail to Yilan will open up a railway bottleneck between Shulin and Qidu and improve the speed and reliability of the eastern rail system
the journey will be cut by 27 minutes compared to traveling on the Taiwan Railway

In March, I joined a group of intrepid journalists who ventured to Taipei, Taiwan’s capital city, to cover Beauty Expo Taipei 2025 – my first international trade show for Happi Magazine
The four-day show attracted foot traffic of well over 16,000 visitors to the Taipei World Trade Center. The event, now in its 35th year, was made possible by elite German event venue Messe Frankfurt and its media partner, UDN.com
a subsidiary of the United Daily News Group
the only given business-wise was capturing show highlights through candid photography
imaginative social media reels and captivating interviews
I knew I’d return with an altered perception on life – some magic
but beautiful spring day – was welcomed with an arresting fan dance performed as part of the opening ceremony
The day followed informative presentations by Messe Frankfurt and their global BeautyWorld fairs
an APAC Beauty Industry Trend Forum and a showroom floor of 230 exhibitors who showcased everything from the latest biotech ingredients to beauty medical devices
to nail and eyelash solutions to exosome technology
My personal “wow” moment came on Day Two of the fair
which included a trip to the Healtdeva Village in the rustic environs of Lizejian
The weather had changed drastically from a sunny oasis the day prior
gloomy afternoon with grey skies poised for a silver-lining
We bussed over to Yilan County – an hour-long drive from Taipei City into the country
chairman of the Taipei Cosmetics Industry Association and Shangdian Group and Healtdeva Corporation
Hsieh holds a doctoral degree from Nova Southeastern University and was introduced to the concepts of minimally invasive surgery
The Healtdeva Research and Development Center was established in Delaware in 2007 and the Shangdian Company for which Hsieh is chairman
founded the Healtdeva medical beauty skincare brand the following year
The Healtdeva Manor — touted a therapeutic biotechnology theme park for green farming and medical care spa — spans 20,000 square-meters
Healtdeva’s name implies “God of health;” the prefix stands for “health” and “deva” is the Indian word for god
The manor is Asia’s first biotechnology tourism park integrating wellness and longevity
medical aesthetics and ecological garden science
Healtdeva focuses on researching natural plant extracts
It creates skincare products free of chemical additives by leveraging precise European and American technologies and conducting extensive experiments
the brand formulates skin-friendly products that support the skin’s natural healing abilities
Healtdeva introduced the first specialized medical beauty and skincare line designed for post-laser surgery and sensitive skin including the Soothing Series and Brightening Mask products
the brand expanded its presence by establishing the HD Aesthetic Spa and Kanghuo Clinic
integrating preventive medicine into the health and beauty industry
The brand has since formed partnerships with Ozalys
a French “pioneer” in cancer-related skincare
one of France’s top five medical dermatological brands
The company also boasts a professional medical research team that provides OEM/ODM services for customized skincare solutions
delivering diverse and effective products to enhance beauty
Healtdeva is available in pharmacies and in-store consultation service points across Taiwan
1 Brand Award in the biotech and medical industry
signifying both domestic recognition for quality and international collaboration value
The Healtdeva Village found its home in Yilan nearly a decade ago and the village was finished four years ago
The facility aims to be a holistic healing destination integrating four core themes: Botanical Biotech Tourism
Therapeutic Agriculture and Medical Care Park
Hsieh said the vision for the Healtdeva Village is to achieve rapid success within five years and maintain its influence for 10
potentially sparking a new tourism wave in Yilan
The gentle sounds of piano music wafted through the air stepping onto the flower-lined
winding cobblestone walkway leading into a garden with colorful
lush botanicals that are used in the creation of high-quality skincare products that are manufactured in a cleanroom and sold on-site
he said he doesn’t think of himself as a businessman
but a humanitarian who cares about the well-being of others and enjoys seeing the effects of spreading positive energy
Healtdeva makes products that make people feel great about their appearance
reflects an inner happiness and radiates overall youthfulness
The main draw of the Healtdeva Manor is its centerpiece
towering steel structure designed by an American inspired by “Jack and the Beanstalk.” The structure’s presence at Healtdeva – situated within a pond and emits gas for effect – aims to symbolize the same infectious magic of growth in the classic children’s tale
which visitors say they experience when visiting here
Heatldeva has evolved from biotechnology to medical aesthetics
products and experiences that create a profound and beautiful journey for the mind
my visit was nothing short of personal alchemy
Besides strolling the quaint village to learn about botanicals
One of them involved an AI skin detection system where courageous users can ascertain their skin’s age and purchase recommended products based on their results
wrinkles and dark circles to make an assessment in one minute’s time
Closing my eyes and giving the large plastic sticks a good whirl
I pulled out the one labeled “tea tree.” Each personality is aligned with a cartoon character
The tea tree personality was something a translator described as someone who remains poised during ad hoc situations
The corresponding character was modestly clothed in a fashionable evergreen-colored dress and matching straw hat embellished with trees
I sat down at the Hundred Flowers Kitchen for a cup of coffee
pondering my relation to the tea tree persona
I was served my coffee in a Healtdeva mug emblazoned with the “Jack and the Beanstalk” structure and noticed the intriguing slogan on it
which I felt spoke to me: “Travel far enough
I was surprisingly tapped to talk about my experience to Taipei City’s Formosa Television network
my nerves settled and I detailed my “enchanted” time getting a firsthand look at the botanicals grown and the transformative effect of the skincare products I got to try on
I also touched on how the meaning of it all hit home upon seeing the “Made in Taiwan” label stamped on the boxes
was a testament to my assigned personality
I left the Healtdeva Village with not only an understanding of the magic behind the products

April 28 (CNA) A rare albino spinner dolphin was spotted in the waters off Yilan County in northeastern Taiwan on Sunday
according to a whale-watching tour operator
"This is the first time I've seen an albino spinner dolphin in over a decade!" the company
the exceptionally white creature was swimming among a pod of hundreds of spinner dolphins near Guishan Island
The mammal appeared not to be fully grown and was swimming next to a larger female
said that albinism in animals occurs at a rate of about one in 30,000
Passengers aboard the tour boat who saw the albino dolphin expressed amazement and said they were "extremely lucky," according to the company
Tributes have been paid to a “kind” and “talented” artist whose music appeared on labels such as Infinite Machine
Content warning: this story contains information relating to suicide
misscarriage and mental illness that some readers may find distressing
the Leeds-based DJ and producer whose music appeared on labels such as Infinite Machine
A statement shared via the artist born Mark Bridger’s Instagram account earlier this week confirmed that he died by suicide on 10th February
written by close friend and collaborator Tom Wood
explains that Bridger’s death was the result of an episode of severe mental illness
the post contains a detailed account of the circumstances surrounding the tragedy
Wood explained that he and Melissa wish to “raise awareness around severe mental illness and suicide and try to foster open and honest conversation
particularly among the underground music community.”
“Melissa and I strongly believe that it is vital everyone understands that Mark was extremely unwell,” the statement reads
“The pace and scale of his crisis meant that there was no opportunity for red flags to be spotted and it was extremely unlikely that any medical intervention could have happened.”
despite Bridger being “probably the happiest he had ever been during summer 2024” — attending music festivals
progressing in his career and planning to start a family — a years-long struggle with aspects of his mental health was exacerbated as the seasons changed
and he began to exhibit symptoms of depression despite his proactive coping strategies
“The pace of his decline meant that it was also difficult for anyone close to Mark to spot it.”
Bridger fell into “a severe episode of psychotic depression”
It is believed that this was triggered after receiving the news that Melissa had experienced a miscarriage due to an ectopic pregnancy just two days after learning she was expecting
with the sudden swing from an extreme high to an extreme low
Bridger’s condition caused him to “actively [conceal] his symptoms from all of us — especially Melissa”
The post states that the rate at which Bridger’s mental health deteriorated meant that there was “no opportunity to get Mark the emergency medical intervention he desperately needed”
Tom and Melissa have shared this story in the hope that anyone experiencing similar circumstances will reach out for help from suicide prevention and mental health services. Such services include the Samaritans, Mind and Shout.
“Melissa and I want to be as open and honest about Mark’s death as possible
to allow people to try to understand this tragic event
and also in the hope that it could help others
A memorial fund has been set up to help relieve any financial pressure on Melissa in the wake of Bridger’s passing. You can donate to that here
Bridger’s funeral will be held on Friday 4th April at Left Bank in Leeds
Anyone is welcome to attend to celebrate his life
Those in attendance are encouraged not to wear black formal clothes
and to instead dress in “something that reminds you of Mark
or something with warm natural colours as Mark loved nature”
Tributes to Bridger have been paid by many musicians and DJs who knew him
DJ and producer object blue described his music as “instantly recognisable”
BFTT and Pressure Dome founder Yushh described him as a “talented” and “kind” artist
Last October, DJ Mag’s Olivia Stock described Yilan’s ‘Baraka Baile’ — the title track from his debut EP on LOFS – as a fusion of “freewheeling baile funk rhythms”
“weighty bass textures” and “snarling samples from Indonesian chants”
If you are in need of help or struggling with suicidal thoughts you can contact the Suicide Prevention Hotline in the UK or the National Suicide Hotline in the US
Samaritans is a registered charity aimed at providing emotional support to anyone who is in emotional distress, struggling to cope, or at risk of suicide. They can be contacted 24/7 in the UK and Ireland via phone at 116 123 or email at [email protected]
You can also reach out to services including Mind and Shout.

April 30 (CNA) Taipingshan National Forest Recreation Area will be closed until next Tuesday after a landslide caused part of a roadway to collapse on the access road into the park
the park headquarters said the landslide occurred on a slope below the 7-kilometer marker of Yilan Exclusive Highway No
which caused the outer lane of the road to collapse
As the collapsed area is at risk of expanding
Taipingshan National Forest Recreation Area was closed with effect from 3:30 p.m.
adding it tentatively plans to reopen the park next Tuesday
The Yilan branch of the Forestry and Nature Conservation Agency said the subgrade of around 15 meters of roadway collapsed in the landslide
which stretched about 10 stories down a mountain slope below the highway
forestry officials were dispatched to help the 682 people inside the park safely exit and travel down the mountain

April 25 (CNA) The Taiwan Yilan District Court ordered three people
including the former chief secretary of the Kuomintang's (KMT) Yilan County chapter
to be detained Friday in a case involving allegedly fake signatures in a recall campaign
The prosecutors in charge of the case had filed a request to detain Yu and two others on the suspicion that they faked signatures on petitions aimed at staging a recall vote against Democratic Progressive Party (DPP) lawmaker Chen Chun-yu (陳俊宇)
The other two individuals ordered detained were executive members of the KMT Yilan chapter surnamed Chen (陳) and Lee (李)
The Yilan case is the latest in a string of actions by prosecutors around the country
to crack down on alleged signature fraud in campaigns to recall legislators
which KMT has contended amount to political persecution by the ruling DPP
prosecutors and investigators on Thursday raided the KMT chapter office and the home of campaign leader Lee Hui-ling (李惠玲) over the allegations
which would be violations of the Criminal Code and the Personal Data Protection Act
more than 10 individuals were summoned for questioning at the Yilan District Prosecutors Office
two KMT members -- a man surnamed Hsia (夏) and his wife -- had been released on NT$30,000 (US$923) bail
and Lee Hui-ling had been released on NT$200,000 bail

An magnitude 5.8 earthquake struck Yilan County at 9:53am yesterday
The temblor’s hypocenter was in Suao Township (蘇澳)
about 15.5km south-southeast of Yilan County Hall at a depth of 72.4km
Central Weather Administration (CWA) data showed
There were no immediate reports of damage resulting from the earthquake
The National Fire Agency said there had been no reports of damage anywhere in the nation
although Taipei’s MRT temporarily slowed its trains in response to the quake
which gauges the actual effect of a temblor
where it measured 4 on Taiwan’s 7-tier intensity scale
The quake also measured an intensity of 3 in Taoyuan
The earthquake followed a magnitude 5.9 quake that hit about 130km off Yilan County on Tuesday at 11:26pm
Tuesday’s quake was felt most strongly in Hualien County
Taiwan is frequently hit by earthquakes due to its location on the Pacific “ring of fire,” which the US Geological Survey says is the most seismically active zone in the world
The most recent major earthquake occurred in April last year when the nation was hit by a deadly magnitude 7.4 tremor that officials said was the strongest in 25 years
March 22 (CNA) Suspected food poisoning at a hot pot restaurant in Yilan had caused 63 people to fall ill as of Friday
the Yilan County Public Health Bureau said Saturday
The bureau said in a news release that samples from the restaurant have been collected and sent to the Centers for Disease Control (CDC) for testing
The bureau said that feces samples from 10 restaurant employees and five customers who fell ill have also been collected and will be tested by the CDC
The bureau first received a report of the incident on Wednesday
when at least 15 customers at the restaurant reported symptoms of vomiting and diarrhea
A statement from the bureau on Wednesday said that most customers dined at the restaurant on March 15-16
The bureau ordered the restaurant to suspend operations on Wednesday so it could carry out inspections
It found two "hygienic faults" and ordered the restaurant to make improvements within a set period
The bureau said the restaurant has now turned in its proof of improvement report and applied to resume operations
Further health and safety checks will now take place
Workers will have to attend four hours of lectures on health and safety and pass an exam before operations can restart
April 4 (CNA) A 78-year-old man was killed Friday after an out-of-control trackless tourist train crashed and overturned at the Yilan Green Expo
Witnesses said that the man and his 78-year-old wife
who was injured in the incident at Wulaokeng Scenic Area
were unable to get out of the way as the speeding vehicle struck them before overturning
The man lost vital signs at the scene and was later pronounced dead at a hospital
while his wife suffered a fractured arm and was taken to another medical facility for treatment
a 45-year-old licensed truck driver surnamed Chen (陳) temporarily employed for the event
was operating the empty train on its way back for charging when its brakes failed
Chen told local media that he had rung the train's bell to alert nearby pedestrians
but while attempting to swerve and avoid a collision
According to Yilan County Agriculture Department head Lee Hsin-tai (李新泰)
which has drawn large crowds since opening on March 29
features two electric tour trains offering paid rides and audio guides to visitors
and travels at speeds of 20-30 kilometers per hour
Authorities decided to suspend the train service and close the park on Saturday following the incident
Mercedes-Benz threw just about every inch of their knowledge and ambition into their newly launched W 196 R Stromlinienwagen in 1954
The result was not just a fiercely competitive
biblically fast and yet immensely agile machine
but a sleek silver-shaded beacon that showed its rivals that race cars can be as beautiful as they are fast
Never before had such a machine been available to purchase at auction
this incredible piece of automotive history fetched a staggering €51,155,000 Million as the hammer fell in Stuttgart this Saturday evening
Driven by Juan Manuel Fangio to victory at the 1955 Buenos Aires Grand Prix
as well as setting a fastest lap with Stirling Moss at the 1955 Italian Grand Prix around the formidable banks of Monza
the Stromlinienwagen was a tricky beast to handle
being distinguished by a wide open-mouth grille and cooling inlets on the rear shoulder haunches
closely resembling Merc’s equally-impressive sibling
the ability to watch the W 196 R dominate the toughest races
while being able to purchase a car from the same bloodline in the form of the 300 SL Gullwing was exactly what made the latter so appealing.
After 59 years of fastidious care by the IMS Museum

31 (CNA) Yilan County Magistrate Lin Zi-miao (林姿妙) on Tuesday was sentenced to 12.5 years in prison on corruption charges in a case stemming from a shady property deal
In a verdict issued by the Yilan District Court
the 72-year-old Lin was found guilty and sentenced to a combined 12.5 years for seeking illegal gains through her supervisory role as a public official
money laundering and having unaccounted-for assets as a public official
The court also ordered the seizure of NT$32.5 million from Lin which was inconsistent with her income and could not be accounted for
Due to her conviction on corruption charges
Lin will be suspended as Yilan County magistrate
was indicted along with 14 others in 2022 over a scheme to waive NT$1.12 million (US$36,577) in land value increment tax for a plot of land in Luodong Township
the landowner provided land used for Lin's campaign headquarters in 2018 and the KMT's Yilan campaign headquarters ahead of the 2020 presidential election
prosecutors also found that Lin had NT$70 million in transactions in and out of her Farmer's Association bank account whose source she could not account for
accusing prosecutors of overplaying their hand and insisting that the transactions in her bank account were personal loans she had accepted and later repaid
Lin said she was "pained" by the court's decision
which showed that "Taiwan's judiciary has been kidnapped by politics."
but I'm confident it won't be absent," she said
the KMT vowed to "fully support" Lin as she appealed the verdict to "defend her innocence."
which had sought a 20-year sentence for Lin
said it would make a decision on whether to appeal after reviewing the court's ruling
the Yilan District Court also sentenced 13 other people implicated in the case to prison sentences ranging from four months to five years and ten months
The Yilan District Court yesterday found Yilan County Commissioner Lin Zi-miao (林姿妙) guilty of corruption
sentencing her to 12 years and six months in prison
The Yilan District Prosecutors’ Office in 2022 indicted 10 government officials and five private individuals
Lin was accused of giving illegal favors estimated to be worth NT$2.4 million (US$73,213) in exchange for using a property to conduct activities linked to the 2020 Chinese Nationalist Party (KMT) presidential and legislative election campaigns
Those favors included exempting some property and construction firms from land taxes and building code contraventions that would have required the demolition of an illegal structure
prosecutors accused Lin of being part of a NT$70 million money laundering scheme that utilized an account she held in association with a farmers’ cooperative
Lin was guilty of the crimes of conferring illegitimate benefits on another and having unexplained income under the Anti-Corruption Act (貪污治罪條例)
and breaching the Money Laundering Control Act (洗錢防制法)
forfeit NT$32.5 million of illegal profits and be deprived of her civil rights for six years
The court lengthened Lin’s prison sentence for undermining the credibility of elected officials
received a longer sentence for interfering with public office and usurping powers reserved for an elected official
Twelve other defendants were convicted on charges related to giving illegal benefits
with sentences ranging from one year to five years in prison
Yilan Department of Economic Affairs Acting Director Huang Chih-liang (黃志良) was the sole defendant not convicted of a crime
told reporters that she was the victim of politically motivated persecution
The Local Government Act (地方制度法) stipulates that mayors and county commissioners are to be suspended upon being convicted of corruption at their first trial
The Ministry of the Interior yesterday confirmed that Yilan County Deputy Commissioner Lin Mao-sheng (林茂盛) had assumed office as acting county commissioner
The ministry would not approve any application from convicted officials to receive reduced pay
citing the government’s need to show no tolerance for corruption
Lin Zi-miao said that she would appeal the ruling
The KMT said that it regrets the court’s “unfair” judgement and would fully support Lin Zi-miao’s efforts to appeal her prison sentence

A magnitude 5.7 earthquake struck off the coast of Yilan County at 5:06pm yesterday
the Central Weather Administration (CWA) said
38.3km south-southeast of Yilan County Hall
which gauges the actual effect of a seismic event
where it measured a “weak 5” on Taiwan’s 7-tier intensity scale
Photo: Screen grab from the Central Weather Administration’s Web site
The temblor recorded an intensity of 4 in parts of Hualien
There were no immediate reports of damage or injuries
The main earthquake and aftershocks were caused by the collisions of the Euroasian tectonic plate and the Philippine Sea plate
CWA Seismological Center director Wu Chien-fu (吳建富) said yesterday
adding that aftershocks of magnitude 4.5 or larger could occur in the next few days
Data from the center showed that three earthquakes had occurred consecutively since 5pm
with the first one being only 9km in depth
The earthquake was felt more intensely by residents in northern and central regions
as its epicenter was off the northeast coast
particularly those who were in tall buildings in Taipei at the time
“The earthquake was an independent event and was not an aftershock of the quake that struck off the coast of Hualien County on April 3
which had measured 7.2 on the Richter scale,” Wu said
“The epicenter was at areas where 70 percent of earthquakes in Taiwan occur
Since we have been having intense afternoon thundershowers recently
residents in mountainous areas need to be careful of landslides and mudflows in the next few days.”

4 (CNA) Prosecutors said Tuesday they have filed an appeal to have Yilan County Magistrate Lin Zi-miao (林姿妙)
sentenced to 12.5 years in prison for giving a tax waiver to a Luodong Township landowner
the 73-year-old Lin was found guilty of seeking illegal gains through her supervisory role as a public official
the Yilan District Court determined there was insufficient evidence to prove Lin had engaged in corruption
a charge for which prosecutors had sought a 20-year sentence
the Yilan District Prosecutors Office said the Yilan District Court's findings were "flawed" and that the sentences for Lin and 13 other defendants - who received jail terms ranging from four months to five years and ten months - were too lenient
Lin was suspended as Yilan County magistrate following her conviction
While riding a scooter along the northeast coast in Yilan County a few years ago
I was alarmed to see a building in the distance that appeared to have fallen over
The architects had made this building appear to be jutting out of the Earth
much like a mountain that was forced upward by tectonic activity
both its natural environment and cultural heritage
if only just to get a closer look at the exterior of the building
which won the 2010 Taiwan Architecture Award
The museum’s stated mission is to serve as a gateway to understanding Yilan County
And what better way is there to enter this symbolic gateway than through a building that is itself a symbol of Yilan’s physical form
The various gray tones on the outside wall towering above the museum’s small lake are a scaled-down version of the mighty cliffs that line Taiwan’s northeast coast
The angle of the outside walls and sloped roof make it seem almost impossible that the interior could be a practical space
but step inside and you’ll see that the clever design does work
you’ll also go beyond a superficial physical understanding of Yilan and start to explore its cultural heritage
this starts with a photography exhibit commemorating the centennial of the railroad’s Yilan Line from Badu (八堵) to Suao (蘇澳)
These high-quality photos were taken in the 1920s by a Japanese engineer who worked on this line’s construction
The exhibit is in the entrance hall and does not require a ticket
The paid visit begins with a small exhibit on the geology
but focuses more heavily on the human (especially Han) use of the land
so poorly lit that it is probably ignored by many visitors
the bird call exhibit is much more informative
Do you know what the Mikado pheasant (the bird on the NT$1,000 bill) sounds like
What about the Taiwan yuhina or the Taiwan liocihla
With the clear recordings available to play on-demand
visitors can quickly learn to impress others with their ornithological prowess
the museum teaches about the giant cypress trees that were common in Yilan’s primeval forests
but mostly in the context of their value to logging operations
Specific sections of cypress full of whorls
twists and odd protrusions or indentations were identified by the artist for their resemblance to another natural object
and then cut out and given an attractive finish
land in Yilan was also cleared for farming
One room displays an indigenous Atayal village and shows how they farmed to supplement their diet
Their technique for sustainable agriculture was to plant alder trees to replenish the nutrients in the soil after a certain area became unproductive for their crops
Han farming techniques are given much more attention
One of the larger and more ingenious farming artifacts is a water ladder
Because of its long overall shape with paddles placed at regular intervals
somewhat resembling vertebrae on an enormous spine
it is known locally as a “dragon bone waterwheel” (龍骨水車)
Yilan farmers even managed to recruit ducks to help the rice grow better
All it took was a bit of rice on the ground — which happened anyway
as some of the crop inevitably fell to the ground during harvest — and the ducks they released would happily wander around cleaning it up
Eliminating these grains did not help future crops grow better
but the ducks did leave a fair amount of natural fertilizer behind while waddling around in the paddy
While rice growing has always been an important part of Yilan’s economy
residents have also had a close relationship with the sea
and the museum showcases this with the help of its largest single artifact
This boat is the main attraction for many visitors as you can board it to get a closer look at its features
Check out the boat’s “freezer,” a compartment that was loaded with nearly two tons of ice before a long fishing trip
to help preserve the catch as well as the crew’s own food
The mannequins on board give a sense of how difficult this type of work was
Protruding from the bow of this boat is a narrow platform on which the harpooner stands
holding his weapon at the ready and carefully maintaining his balance as the boat is rocked by waves on the open ocean
until it can be maneuvered close enough to a large fish for him to launch the harpoon by hand
This technique is used to catch larger fish like ocean sunfish
Other methods of improving catches in the rich waters of the Pacific Ocean have been used by Yilan residents over the years
one clever fisherman decided to cut a bamboo fishing raft in half so that he and his fishing partner would have two smaller rafts from which to fish
potentially doubling their chances of making a good catch
eventually piling as many as 12 small bamboo rafts onto one large boat
When they arrived at their designated fishing area
the one-man rafts would be launched and spread out
dramatically widening the area they could cover
known in Hoklo (more commonly known as Taiwanese) as tiotsoa (釣槽仔)
has been set up in the museum to look as if it is in the middle of a day of fishing
suspended a meter above the floor and loaded with the necessary equipment
Many visitors will not be familiar with the wide variety of fish that are caught in Yilan’s waters
so the museum has a mock fish market set up with stuffed fish
each labeled with the Chinese and scientific names and colored realistically
A video also introduces a more unusual inhabitant of Yilan’s waters
around the volcanically active Turtle Island (龜山島)
was first described by Taiwanese scientists in 2000
A wild live dugong was found in Taiwan for the first time in 88 years
after it was accidentally caught by a fisher’s net on Tuesday in Yilan County’s Fenniaolin (粉鳥林)
This is the first sighting of the species in Taiwan since 1937
having already been considered “extinct” in the country and considered as “vulnerable” by the International Union for Conservation of Nature
A fisher surnamed Chen (陳) went to Fenniaolin to collect the fish in his netting
The fisher released the animal back into the wild
not realizing it was an endangered species at the time
although he took images and videos of the animal
The photos have made waves within the public as well as the marine biology community
The beautiful myth reappears in Taiwan,” said Jeng Ming-hsiou (鄭明修)
head of Academia Sinica’s biodiversity research center
referencing how dugongs are sometimes considered the origin of mermaid myths
The most recent record of a dugong in Taiwan were remains found in 1986
He said he had personally traveled to Japan to study the animals
adding that Japanese researchers tracking dugongs would be very interested in this finding
there has been no record of live dugongs caught in the wild
Taiwan Cetacean Society secretary-general Tseng Cheng-tsung (曾鉦琮) said
adding that it may have originated in Okinawa and followed ocean currents and food to Taiwan
although they differ in their tail structure
They feed on seagrass and so mainly inhabit shallow waters in Sri Lanka
meaning there is limited information on them in Taiwan
dugongs were hunted in large numbers for their skin
leading to a sharp decline in their population
They now face severe issues around marine habitat loss

Typhoon Kong-rey is expected to make landfall on Taiwan’s east coast today
the storm yesterday intensified into a typhoon and was expected to gain even more strength before hitting Taitung County
the US Navy’s Joint Typhoon Warning Center said
The storm is forecast to cross Taiwan’s south
enter the Taiwan Strait and head toward China
The CWA labeled the storm a “strong typhoon,” the most powerful on its scale
Up to 1.2m of rainfall was expected in mountainous areas of eastern Taiwan and destructive winds are likely to hit coastal areas today
President William Lai (賴清德) urged people to stay away from the mountains and coast
“I would like to urge my friends in the eastern
southern and northern parts of the country to be on alert,” Lai wrote on Facebook
The Ministry of National Defense said it had put about 36,000 troops on standby across the nation
A CWA forecaster said it was relatively rare for a strong typhoon to directly hit Taiwan this late in the year
pointing to the favorable environment for typhoons
including warmer sea temperatures in the Pacific and later-than-normal cold fronts from the north
It’s a strong typhoon with a large size,” he added
Heavy rain is also expected in the north around Taipei throughout the day today
Extremely heavy rain or torrential rain advisories were in effect from yesterday evening through early tomorrow for mountainous areas of Yilan and Hualien counties
with other rain advisories for the Keelung north coast
The Ministry of Transportation and Communications said at least 26 ferry trips to outlying counties had been stopped yesterday
while UNI Air (立榮航空) and Mandarin Airlines (華信航空) separately said that they had canceled all domestic flights for today
Singapore Airlines and Starlux Airlines (星宇航空) issued notices of delays
rescheduling or cancelations of international flights to and from Taiwan
or within Taiwan today are advised to check their flight status on their carrier’s Web site
Typhoon Kong-rey is the largest storm to hit Taiwan in 27 years
Kong-rey’s radius of maximum wind (RMW) — the distance between the center of a typhoon and its band of strongest winds — had expanded to 320km
The last time that a typhoon of comparable strength with an RMW larger than 300km made landfall in Taiwan was Typhoon Herb in 1996
A weather station on Alishan (阿里山) recorded 1.09m of rainfall in a single day during that storm on July 31
23 (CNA) A fatal collision between a tractor-trailer and an SUV in Yilan County early Saturday morning has caused three deaths and two injuries
They have ruled out driving under the influence as a cause of the incident
but have detained for questioning the 30-year-old tractor-trailer driver
and two backseat passengers: a 39-year-old man surnamed Lin (林) and a 24-year-old woman surnamed Huang (黃)
The two backseat passengers were found without vital signs by Yilan County Fire Bureau personnel when they arrived at the scene after being alerted to the crash at 2:52 a.m
and showed no vital signs while being transported to the hospital
The two injured passengers are being treated at Camillian St
who was seated in the front passenger seat and suffered a fractured rib
who sustained a broken left clavicle and pneumothorax
Chiu regained consciousness after resuscitation and is currently in intensive care
at the intersection of Sanxing Road and Wujie Central Road in Wujie Township
The eastbound tractor-trailer rammed into the SUV's left side as it was crossing Wujie Central Road
5 (CNA) A former civil engineering professor has been sentenced to two years in jail for forgery after he was found to have lied about sending qualified personnel to conduct over 500 bridge inspections in Yilan County beginning in 2018
the Yilan District Court said the falsified inspections were connected to Wan Qiao Feng Engineering Technology Consultant
a company founded by former Chien Hsin University of Science and Technology professor Chen Ming-cheng (陳明正) and his ex-student
the company signed a NT$11.24 million (US$346,732) contract with the Yilan County government to conduct safety inspections on bridges on Yilan's county and rural highways
The court said Chen had submitted to the county the information of 11 employees who were qualified to carry out the inspections
as specified in their contractor agreement
Chen ultimately dispatched 10 other unqualified individuals to make inspections
and then falsely reported them as having been carried out by qualified employees in the government's bridge information management system
the company submitted falsified data for the inspection of 541 bridges in eight Yilan townships
the court said that as civil engineering PhDs
both Chen and Chang understood the dangers of sending unqualified individuals to inspect bridges
and then continued to deny wrongdoing and showed a lack of remorse after being caught
it found Chen and Chang guilty of forgery and sentenced them to two years and one year and 10 months in prison
the Yilan County Transportation Department said in a statement that it has demanded financial compensation from Chen's company
which it has already replaced with another qualified contractor
Chen Ming-cheng also led a team from Chien Hsin University to inspect Yilan's Nanfang'ao Bridge in 2016
three years before the bridge collapsed on Oct
He and the team were not found to be criminally liable for the collapse
A man died and a woman was seriously injured yesterday after they were crushed by a trackless tourist train that overturned at the Yilan Green Expo
showed no vital signs at the scene and was pronounced dead at the hospital
was still undergoing treatment for a broken arm as of press time last night
said he was driving the empty electric train back to the park’s entrance for a battery recharge at about 1:30pm
He said he rang the bell to warn pedestrians after he found that the brakes were malfunctioning
The train overturned after he tried to avoid hitting the pedestrians and lost control because it was running too fast
The family of the victims said the train crashed into the couple directly without trying to stop
They were unable to pull their parents away when the couple failed to dodge the train
Authorities are investigating the cause of the accident
Yilan County Agriculture Department head Lee Hsin-tai (李新泰) said
The Yilan County Government said the park train service would be suspended for checks and maintenance until all concerns are addressed
The Yilan Green Expo said the park would be closed today for safety inspections
The expo began providing the paid park train service this year
with one red train and one blue train that can carry up to 40 passengers each
begins at the environment education center at the entrance from 9am every day
The trains were checked before opening and after closing every day since the expo began a week ago
and their maintenance complied with regulations
Camellia oil farms in the Dananao Plain (大南澳平原) in Yilan County have increased to 17.8 hectares over the past eight years as part of local efforts to promote the “green gold” sector
also known as tea seed oil and “Oriental olive oil,” has become popular among Taiwanese after a tainted oil scandal in 2014 that prompted the public to be more vigilant in their oil use
11 farmers began growing 3,000 oil-seed camellia trees over 5 hectares and obtained the support of a local company named Cha Tzu Tang
which signed a contract with them to purchase their harvests
Photo courtesy of Yilan County Suao Township’s camellia oil production and marketing group
Cha Tzu Tang purchased their camellia fruit at guaranteed prices to produce camellia oil and assisted in marketing and promotion by developing bath products made from camellia oil
The profits generated by the camellia oil farms have attracted more farmers to get involved
The popularity of the product has increased thanks to the quality of the camellia fruit grown by eco-friendly farming methods
The first production and marketing group for camellia oil was set up earlier this month in Yilan County’s Suao Township (蘇澳) after the total area of camellia oil farms in the region exceeded the threshold of 10 hectares
and more than 40 people from the government
academia and industries participated in the founding ceremony
which was a milestone in the nation’s development of the camellia oil industry
Ten thousand oil-seed camellia trees were planted in the region
with those grown in Jhaoyang Community (朝陽社區) accounting for the biggest portion with more than 6,000 trees covering 11 hectares
projected to yield a camellia fruit harvest of up to 40 tonnes every year
head of Suao Township’s camellia oil production and marketing group
on Saturday said that 20 farmers have joined camellia oil farming in Dananao
and the group would assist them in procuring farm chemicals and machinery
and education and training to enhance their production quality
The group would also continue to cultivate successors of younger generations and introduce mechanized farming methods
to transform the camellia oil-producing region into one of Yilan County’s local features
Another key issue would be sourcing water due to the impact of rising temperatures
Irrigation routes would be renewed and smart monitoring technology would be introduced to facilitate precision irrigation to cope with extreme weather conditions
while organic accreditations and a traceability system would be implemented to make camellia oil one of Taiwan’s signature oil products
Suao Township Farmers’ Association chief of staff Huang Tsan-jan (黃燦然) said the township has many agricultural products
watermelons and chilis that have been the focus of promotion
As the contractual farming area of oil-seed camellia trees has expanded to more than 17 hectares
the production and marketing group would help communicate with the government on behalf of the farmers to support the industry
expecting to make camellia fruit an important Suao Township cash crop
Academia Sinica and CPC Corp yesterday began drilling the nation’s first deep geothermal well in Yilan County’s Yuanshan Township (員山)
The 4km-deep well is expected to take 18 months to complete and has an estimated investment of NT$337 million (US$10.54 million)
Academia Sinica President James Liao (廖俊智) said
“While Taiwan has up to 30 gigawatts of potential deep geothermal energy
with an estimated 10 gigawatts being economically viable
only by digging wells can we determine the actual amount of commercially viable geothermal energy,” Liao said at the project’s opening ceremony
Data collected during and after the excavation process would be used for future drilling models
helping scientists discover more economically viable heat sources and turn geothermal energy into an important part of clean energy in Taiwan
To develop and industrialize geothermal energy
relevant laws and regulations need to be updated to entice investors
as current regulations are divided among different government units
said that geothermal resources can be developed into another green energy industry
job opportunities and promoting local economic prosperity
Prior to the start of the drilling yesterday
a research team at Academia Sinica’s Institute of Earth Sciences worked to find potential deep geothermal energy locations
research team member Lee Jian-cheng (李建成) said
As Taiwan is located in the Pacific Ring of Fire
but “the most challenging task is finding a common location that researchers believe contains geothermal energy,” said another researcher
Using thermal sensing drones to analyze the distribution of heat sources
the research team chose a site on the Lanyang Plain (蘭陽平原) and discovered two sources of deep geothermal energy on either side of the Langyang River (蘭陽溪)
After building 3D models of underground heat sources over two years to pinpoint the geothermal energy locations
they chose to dig the well in Yuanshan County
While there is confirmed geothermal energy beneath Yuanshan
“there could still be errors of several hundred meters,” Huang said
“Geothermal sources must be physically drilled to verify their existence.”
the heat source reached 120°C and started generating energy at 1km to 2km deep
but for the energy to be economically viable
While the depth and range of the heat source is still uncertain
it is estimated to be able to generate 20 megawatts (MW) to 30MW of electricity
which is enough to power hundreds of thousands of homes
April 7 (CNA) A black skipjack tuna weighing 216 kilograms was brought into port Monday and proclaimed the "first Su'ao tuna" of the season
a tradition that heralds the start of the fishing season in Taiwan for the migratory fish
The winner of the first catch is the first boat to return to port with a tuna caught live on a longline and weighing at least 180 kilograms
according to the fishermen's association in Su'ao
which is located in Yilan County in northeastern Taiwan
This year's honor went to the Su'ao-registered No
which returned to Nanfang'ao port with its 216-kg catch early Thursday
said he went out to sea last Wednesday and caught the fish at around 7:30 a.m
in the overlapping exclusive economic zones (EEZ) claimed by Taiwan and Japan
when he caught the season's first tuna unexpectedly using live milkfish as bait
"I feel like I just hit the jackpot on a slot machine," Lin said of his lucky catch
The fishermen's association did not say when Lin's fish would be auctioned
but last year's "first Su'ao tuna" sold for NT$13,100 (US$395.9) per kilogram
Lin said he would be happy if his tuna sold for NT$100 more than that
though NT$15,000 per kg -- or NT$3.24 million for the whole fish -- would be "even better."
some of the money will go toward the salaries and health and labor insurance premiums of his five Indonesian crew members
which add up to more than NT$300,000 per month
the fishermen's association in Donggang Township announced the first tuna of the season in Pingtung County in southern Taiwan
which has yet to be officially weighed but "appears to be around 210 kg," will be auctioned off on Friday
told reporters that he caught the fish on Saturday

a resident of Daxi Village in Toucheng Township
the National Taiwan Museum said in a social media post Sunday that such rare sea snails should be "returned to nature" if caught
and should not be treated as collector’s items
citing the shell’s market value and the cost of gasoline used on a 6-to-7-hour trip to sea
"If I caught a green sea turtle or another protected species
But a Rumphius’ slit shell is not a protected species
and so there’s no way," he told CNA on Monday
Lin said he and his wife had stayed up all night monitoring the sea snail
making frequent trips to the convenience store for ice to keep its water temperature at the recommended 16-17 degrees Celsius
he decided to sell it for NT$120,000 to a Taipei resident surnamed Liu (劉)
who offered to buy it on condition that it be released back into the wild
Lin set out from Daxi Fishing Harbor at 2:10 a.m
he used his phone to record as a boat hand removed the sea snail from a bucket
displayed it for the camera and released it into the sea near Guishan Island
The Rumpius’ slit shell is the largest species in the family of slit snails (Pleurotomariidae)
which are named for the distinctive long slit running halfway along their shells
The species is found in waters between Japan and the Philippines at a depth of 100-400 meters
Their shells are sought after by collectors due to their rareness
