1604TAIPEI (Taiwan News) — Taiwan announced the establishment of its second environmental public trust on Friday (Oct
aiming to protect the natural habitat of species like leopard cats
The new trust in Nantou County comes more than a decade after the country's first such initiative. It will be managed by the Leopard Cat Association of Taiwan to safeguard a small plot of land behind Zhongxing New Village, per CNA
Environmental trusts are legal mechanisms designed to protect and manage specific natural areas for the benefit of the public
They involve placing natural resources in the hands of a trustworthy organization for long-term preservation
less than 200 ping (7,120 square meters) in size
was originally intended as a personal retreat by its owner
the owner donated it to an ecological organization instead
ensuring its preservation as a wildlife habitat
a board member of the Leopard Cat Conservation Association and the trust's trustee
initially expressed doubts about the suitability of such a small piece of land for a public trust
observations of rare species like leopard cats
and pangolins convinced him of its ecological significance
Lee said that even a small area can significantly impact conservation efforts if properly protected
He urged the public to support land trusts and contribute to environmental preservation
Taiwan was once home to two endemic species of wild cats, the Formosan clouded leopard and the leopard cat. Taiwan has lost its clouded leopard population, but the leopard cat continues to persist, per Leopardcat
Leopard cats were once common throughout Taiwan
but their population has decreased dramatically since its widespread distribution in the 1930s and 1940s
they are primarily confined to the low-lying hills between Miaoli and Chiayi
leopard cats have been classified as critically endangered
Leopard cats have been sighted only in Miaoli
The establishment of the trust faced challenges
including the land's classification as farmland under the Agricultural Development Act
which restricted private ownership and management
A private individual was ultimately appointed as the trustee
and roadkill incidents are expected to rise further this year

He added that Taiwan especially welcomes digital nomad talent from Japan
Liu said the digital nomad community numbers around 35 million globally and is projected to reach 40 million, per CNA
These individuals possess exceptional digital skills and extensive experience
Liu added that Taiwan will create a favorable environment for digital nomads

and encourage digital nomads to settle in the country
Drawing from the implementation practices of other countries, the NDC will issue digital nomad visas on a trial basis, per Knews. Depending on the effectiveness of the pilot program, it will consider amending the "Act for the Recruitment and Employment of Foreign Professionals (外國專業人才延攬及僱用法) to extend the visa's duration.
Foreign nationals who are professional and able to work remotely digitally. During their stay in Taiwan, they are prohibited from working for local employers. This includes:
A short-term visa will be issued with an initial validity of three months. Before expiration, it can be extended once for another three months, allowing for a maximum stay of six months.
For applicants who have previously obtained digital nomad visas from other countries, the Ministry of the Interior's review process will be waived, and the Ministry of Foreign Affairs will directly issue the visa.
The visa can later be converted to a work visa, or the holder can apply for an Employment Gold Card or Entrepreneur Visa. However, once a work visa is issued, the digital nomad visa will become invalid.
Foreign nationals may bring their spouses and children to stay in Taiwan, but all applicants (including their spouses and children) must purchase adequate commercial insurance.
Depending on the program’s results, the government will consider extending the stay period, conducting rolling reviews, and studying revisions to relevant laws. Plans include establishing an online application platform for the digital nomad visa and providing one-stop services for digital nomads.
This will include offering assistance to foreigners coming to Taiwan. Local governments will propose and plan distinctive areas of interest.
Potential areas include Tainan, Taitung, Hualien, and Nantou's Zhongxing New Village to create digital nomad demonstration zones. There will be vacation and experiential activities, plus long-stay assistance for foreign nationals residing in these demonstration zones.
