ROCKFORD — The city plans to again host a group of youth from its sister city of Brovary, Ukraine
for a time of recuperation and respite from the ongoing war with Russia
The city last hosted a group of children and chaperones from Brovary in July 2022
about five months after Russia had invaded Ukraine in a major escalation of the now decadelong Russo-Ukrainian War
Brovary Mayor Ihor Sapozhko again asked for support from Rockford
10 children and two chaperones will travel to Rockford
Each child has lost a father to death or disappearance during the war
“It is a sobering privilege to again stand beside local partners in an effort to support our sister city
We trust that the same spirit that stirred so many to give in those first months of the Ukrainian conflict will again spur generosity in the Rockford region and beyond,” Dan Ross

In 2022, donors from the Rockford area also contributed tens of thousands of dollars worth of medical supplies to be delivered to Brovary hospitals

Instead he spoke with a deputy mayor as Sapozhko was forced to call an emergency city council meeting to allocate additional funds because of the attack
McNamara said the woman he spoke with named Olena has been “amazing and incredibly courageous.”

ROCKFORD — With combat raging in and around Rockford's sister city of Brovary
a coalition of local organizations has collected more than $80,000 as part of a relief effort

a kindergarten teacher in the city of Brovary was getting ready for yet another joyful day of working with children
she came to work early to prepare the classroom and greet her little students
but "there was no sign of trouble."
watching the kids getting ready for a physical exercise that they usually start the day with
she heard a "terrible rumbling approaching
"That took my breath away,” Laptinova says
"Then I saw flames all over the window."
"And then the blast hit," she went on
"That red-hot flame… I still can't get it out of my head.”
Injured, Laptinova managed to rescue all the children from the fire-engulfed room, soon finding out that a helicopter just crashed right near the kindergarten
including one child and several parents of preschoolers
turning what was supposed to be an ordinary day for the kindergarten into a nightmare
The helicopter was carrying Interior Ministry's top officials
including Interior Minister Denys Monastyrsky and his first deputy Yevhen Yenin
The Security Service investigation into the incident is considering several versions of what had caused the crash, including violation of flight security rules, technical malfunction of the helicopter, and intentional actions to destroy the vehicle. The authorities promised to share first findings in the near future
Brovary resident Halyna Kelier and her five-year-old daughter Solomia were among those running late for kindergarten that morning
as an unexpected power outage in their residence went in the way
"We had to walk on foot from the 14th floor as the power went off in our apartment building," Kelier says
Kelier says they were just about to exit the building when she heard a "loud
terrifying sound," followed by some "bright yellow flash." She did not realize what had happened at first and heard some neighbors say it might have been a Russian drone attack
she saw a woman running from the kindergarten with her child barefoot
"She said a helicopter crashed into the kindergarten," Kelier recalls
Kelier instantly brought her daughter back home and ran to the site of the explosion together with her husband
"We could barely see anything as the smoke was so acrid," she says
The biggest part of what was left from the helicopter fell near the entrance of a residential building standing right in front of the kindergarten
Chunks of metal hanging from the facade had destroyed a car parked outside
The kindergarten was severely damaged as well
Laptinova says that an "unusually small number of children" gathered in her classroom that morning: Many were running late
and others got sick or just decided to skip kindergarten
"I was surprised that only nine children were in my group at that time," Laptinova says
adding that she expected nearly 17 children to show up on that day
their dance teacher planned to hold a joint class for four groups (about 60 children) in the big hall of the kindergarten's top second floor
the choreographer was about 10 minutes late for the class
so the kids were waiting for her in the playroom
"That hall was destroyed completely," Kelier says
"There could have been many more victims."
None of the nine children from her daughter's group were severely injured or hospitalized by the crash
That was thanks to the bravery of their teacher Laptinova
Thick black smoke filled the room shortly after the explosion
"I could not see the kids," she says
"I started screaming at the top of my lungs
she saw a bunch of kids gathering near her
but she could not count them because of the smoke
She took the kids to the balcony where the fire escape was and returned to the room to see if any children were left
Laptinova crawled on her knees to be able to see through the smoke but didn’t find anyone
and breathing was becoming harder and harder," she recalls
As she brought the children down by the fire escape
asking locals who had already gathered at the site to come and check the room one more time
Someone volunteered to do that and soon brought back the good news: No kids from Laptinova’s group were left behind
as blood was pouring down her face – a shard of glass had hit her right near the eye
"I asked everyone who was there to give their jackets to children because they were freezing," Laptinova recalls
"I was also worried about the children who were just on their way to the kindergarten and were outside when the helicopter crashed," she says
Laptinova remembered that the mother of Mykyta
had left the room seconds before the crash occurred
She could not see her in the crowd outside
As Laptinova was hospitalized later in the day
It would later turn out that the crash killed Hranovska
Among those killed was also a local resident Olena Ponomarenko and her youngest daughter
Kelier says she knew both Ponomarenko and Hranovska
Their severely burnt bodies were found under the rubble
"They were identified by little things," Kelier says
Hranovska was identified by the chain on her neck
and Ponomarenko’s husband recognized his wife’s clothes
Ponomarenko is survived by her husband and another daughter
Little Milana was the only child killed in the deadly crash
Laptinova recalls minutes before the tragedy
as she gazed at Hranovska saying goodbye to her son Mykyta
and said: 'I love you,'" Laptinova says
and went to the exit," Laptinova continues
"Then she turned around and said: 'Until noon.’”

Shakhmatov and Chornoknizhny were drunk and had identified half-a-dozen households that they allegedly planned to target
The names and exact ages of the victims were not included in the investigation.
The men first broke into the home of a couple with a young child
They forced the woman to go into the kitchen
where they took turns raping her while the other guarded the husband with a machine gun
Shakhmatov forced him to watch his wife being raped
This incident was estimated to have lasted 30 minutes
Then Shakhmatov went to the room where the couple’s young daughter was. Although the investigation did not give her age, according to the official press service of the prosecutor's office the girl was four years old
Shakhmatov carried out a series of sexual assaults on the young girl while Chornoknizhny held the girl's parents at gunpoint in the kitchen
Shakhmatov tried to rape the owner's wife once again but
according to the pre-trial investigation materials he "did not carry out his intention for reasons beyond his control”
the defendants then went to a house where another two families lived
They intimidated the elderly owner of the house
firing a machine gun several times into the air and holding the weapon to his head
Shakhmatov and Chornoknizhny took turns raping a pregnant woman and a girl who were also in the house
Their next target was another home where a man was working in the front yard
Chornoknizhny pointed his machine gun at him
then fired around a dozen shots in the air.
Shakhmatov meanwhile entered the house and ordered the woman who lived there to go with him from the kitchen into another room
the woman seized a household knife and said that if Shakhmatov tried to approach her
Apparently due to this unexpected resistance
the accused men broke into another house where
several villagers were hiding in the basement from shelling
The defendants intimidated the elderly women and ordered the men to lie face down on the floor.
They ordered one woman and her minor daughter to go to separate rooms
both accused returned to the house where they had previously raped a pregnant woman and a minor
they forced these women to go with them to a neighbouring house
Shakhmatov and Chornoknizhny were declared wanted and in March of this year
they were informed in absentia about the suspicion against them
On August 9, the Pechersk District Court of Kyiv gave permission for a special pre-trial investigation
The accused face eight to 12 years in prison if convicted
In April last year, Russian media reported the death during combat of a sniper named Yevgeny Chornoknizhny
born in the village of Chebotaryovo in the Orenburg region of the Russian Federation - the same details as one of the accused in this case.
The court materials from the pre-trial investigation do not mention this potential development
only reporting that the accused man was redeployed from the Kyiv oblast to the occupied Donetsk region
Given the specifics and sensitivity of the case
the prosecution will ask for the case to be heard in closed session
Lawyers from the Free Legal Aid Centre were appointed for the defendants and as required under Ukrainian law
