That's according to the Crimean Wind Telegram channel, Ukrinform reports.
"The Russian Black Sea Fleet is hiding ships near the Vtorchermet pier in Inkerman," the post stated.
It added that the Albatross-M, a small anti-submarine ship of Project 1124M, had been moored at the pier. However, during a Ukrainian attack on November 27, it was relocated to another bay.
Typically, decommissioned ships and vessels awaiting dismantling are found near the Vtorchermet pier. The Russian Black Sea Fleet is now docking active warships there in an attempt to shield them from Ukrainian attacks. Last month, minesweepers were stationed at the pier, and despite their location, fresh paint indicated they were not intended for scrapping, the report said.
The channel also highlighted a shift in Russian naval tactics. Previously, ships were repositioned under cover of darkness -- early in the morning or late at night. Now, these movements occur during attacks, making it difficult for Ukrainian forces to adjust the trajectory of missiles or drones.

ShareSaveLifestyleForbesLifeHow Inkerman Makes Handcrafted Dress Shoes For Under $200ByDavid Hochman
takes its cues from traditional English designs
and Downing got to know the British footwear business firsthand
who served for more than a decade as a director
Dad continues to advise his son at Inkerman
The elder Downing is the startup's acting chairman
But Inkerman takes a distinctly 21st-century approach to footwear
transparent production lines and an emphasis on the highest quality at the lowest (Millennial-friendly) prices
After visiting Inkerman's Los Angeles location in a converted driveway on Abbot Kinney in Venice not long ago
I spoke to Downing about growing the brand into a buzzy startup
with cofounder and CEO Thomas Downing at the retailer's..
Give me the 60-second origin story on Inkerman
playing football in them and everything else
I wanted the same elegance and English styling but with the added technology
comfort and affordable pricing of a natural rubber sole
I knew about shoes from my dad but I did a ton of research
which is an incredible leather manufacturing hub that makes shoes for brands around the world
The production methods are all over the place
but I got deeply involved in identifying last-makers
leather workers and sole suppliers that could deliver a shoe with comfort and style
We worked with an Italian last maker who was working for Gucci
and moved to Mexico to develop these shoes for us
Then we found a leather supplier who showed us leather that was softer and more durable than anything we'd seen at the price point we needed
We ended up machining one from scratch that goes hand in hand with the look and quality we were after
Inkerman's summer loafers are ready for the street or the fleet
What was it like bringing the shoe to market
Downing: Very hands-on and word of mouth at the beginning
This idea of a big digital marketing campaign wasn’t in the cards
we rented a temporary space in Manhattan on Stanton Street on the Lower East side
I got hammer and nails and built the shop myself
You save a lot of money doing things like that
and we had a successful first Christmas season
we came back to reassess and we rolled the dice and got a permanent shop on Mott Street
did different popups in different regions of New York and the U.S.
They don’t want to shop at discount retailers
But we also have the 50 to 65 year olds who’ve been wearing expensive shoes and think it’s a waste of money
It’s almost a breath of fresh air to find a rubber soled shoe at this quality
Downing: We’re launching in Nantucket this summer right on Old South Wharf
the island's busiest shopping district
We did a pop up at Faherty Brand last summer and it made a lot of sense to have our own space
We’re going to build it out in the same way we’ve built out our others
and we'll be there from Memorial Day through Labor Day
We’re also bringing out a ton of different colors in our sneakers
And is your dad wearing them or is he still wearing Harry's
We were able to gain a huge amount of insight in terms of styling
he's always been a loafer guy and loves the Inkerman Osborne loafers
Our next step is trying to get him into a pair of sneakers
The conversation has been edited and condensed for clarity
SDG residents can expect work to commence on two bridges this year
The bridge was initially scheduled for rehabilitation work in 2024 but was deferred to 2025 in order support more critical work on the Oak Valley Bridge
The current tender for the project has been granted to Dalcon Valley Ltd
leaving council a fair amount of wiggle room for a project budgeted at $1.9 million
it was properly built,” said SDG transportation director Ben de Haan
“Unfortunately there’s nothing we can do about it… it goes to show you we’re our own worst enemies… because of the winter time we have to apply salt… but it works against us when it comes to stuff like this.”
The Grady’s Bridge was tendered at a cost of $344,767
The initial 2025 budget put aside $400,000 for the infrastructure project
Work on the Grady’s Bridge will be completed by October
Traffic will be shut down along SDG County Road 9 during the construction phase to ensure the project is completed in a cost-effective and timely manner
“They built the bridge that exists now essentially in behind the old bridge,” explained de Haan
adding the unique design of the project was likely to save money at the time

This original watercolor of the Inkerman and Cerisoles
An air of mystery drifts around all shipwrecks
The very word “shipwreck” evokes powerful images of crashing seas
generate questions of not only “where,” but “why.”
Circumstances surrounding the stories of some of the “disappeared” can bring understanding
like when the white hurricane of 1913 swallowed the Leafield
gone with all aboard in the western portion of the Lake
But the 1918 disappearance of the Inkerman and Cerisoles
but in transition across the deep waters perhaps somewhere off the Keweenaw Peninsula – left questions that have spanned a century
How the two French warships ended up sailing into a crack in Lake Superior remains
an inexplicable mystery of the Great Lakes
It seems that this story ends with the last prayers of 79 men dragged under our Inland Sea and two more ships buried beneath its freshwater waves
across the saltwater ocean during the height of World War I
The Canada Car and Foundry Company’s shipyard in Fort William near the banks of the Kaministiquia River circa mid-1900s
European shipyards churned full blast with war-driven construction
they had to come from North American yards
and Canadian shipyards worked overtime to meet those commissions
Why more minesweepers would be required in the conflict was not part of this mystery
The use of naval mines to sink enemy ships and to deny adversaries access to vast areas of the seas became an important part of wartime strategies
The doughty little minesweepers used to clear deadly mines were in short supply
Initially the French government approached the Manitowoc Shipbuilding Company in Manitowoc
but the company’s order books already overflowed
The French instead gave the order to the Canadian Car and Foundry Company
nicknamed “Can Car,” with the understanding that the Manitowoc company would assist supervising construction
that it could turn into a shipyard … kind of
but that lack of waterfront access was overcome by building a marine railway from the assembly building to the river
but rather a highly competent builder of railway equipment and rolling stock and operator of major foundries and steelworks
Later it would expand to include aircraft factories
Fulfilling the minesweeper contract would not be a problem for Can Car
except for one not-so-minor thing: finding enough skilled labor
Canada was largely an agricultural economy and its metalworkers
shop foremen and the like were in desperately short supply
The commissioned minesweepers being completed at the Can Car docks
but there wasn’t time; Can Car needed workers immediately
Other yards were already using all readily available skilled workers
The Fort William operation eventually did assemble a crew – a polyglot group with many workers from the United States
The contract called for all of them to be finished in a fast six months
meeting specifications for vessels 143 feet in length
Each steel hull had four watertight compartments
important for minimizing battle and storm damage
They would reach speeds of 12.5 knots (14.4 mph)
The ships would all be named for sites of historic French military victories: Naravin
they were sent off to Montréal in batches of three
After the dozen were assembled in Montréal
“The tough little ships battled into the darkness against seas increasing in ferocity...”
Cerisoles and Sebastopol – all named for battles in the 1854 Crimean War of France and Britain against Imperial Russia – were the last three built
all launching within eight days of each other
Cerisoles went down the rails September 25
1918; Sebastopol on September 30 and Inkerman on October 3
But the end of the war came before their delivery
though not to the contract terms requiring the last three ships be delivered to Montréal
The Can Car crews quickly fitted out the ships
After a short shakedown period and crew training
the trio departed for Montréal at about noon on November 23
Considering the fast approaching close of navigation
there was a rush to get the ships to Montréal before the various locks closed – at the Sault and Welland
The Cerisoles was manned by 39 French sailors
the Inkerman by 38 and each had a Canadian pilot
To assist the French officers unfamiliar with Great Lakes navigation
both Inkerman and Cerisoles had one Canadian Great Lakes pilot while Sebastopol carried two
The officer in charge of the ad hoc flotilla
was Lieutenant de Vaisseau (First Lieutenant) Marcel Adrien Jean Leclerc
The ships were equipped with all the normal navigational implements of the day’s seafaring
including radios and a dedicated radio operator
reaching Passage Island at the north tip of Isle Royale
Leclerc’s pilots wanted to take the traditional fall northern route closer to the Ontario shore
later saying in the official French investigation that they were “a timid lot.”
about midway between Isle Royale and the Keweenaw Peninsula
a southwest wind blew in and the sea blew up
When the ships started to take water over their starboard rails
Leclerc turned his group on a southerly course toward Copper Harbor
He intended to shelter under the lee of the peninsula
making his way around the rocky point to refuge in Bete Grise
The tough little ships battled into the darkness against seas increasing in ferocity
deluges of water surging over the decks and flooding in the boiler rooms from leaking decks and hatches
making even experienced crew members desperately seasick
Marcel Adrien Jean Leclerc was commander over all three vessels on their way across Lake Superior
The ship fell off into a trough and only recovered with difficulty
Leclerc later claimed he personally took the helm when the crew panicked
Waves cresting 15 feet punished the small vessels unmercifully
the dim lights of the following ships disappeared
Leclerc assumed they were just obscured by the foul weather
Leclerc expected to see the missing ships safely anchored
one of the pilots turned to Leclerc telling him
Clearly they had just continued on for the Sault
The radio operator attempted to contact them
The Navarin is the first of the minesweepers commissioned by the French for its navy
After repairs and resting the gale-battered crew
Sebastopol resumed its trip about 8:30 a.m
When it reached the Canadian lock the following day
Leclerc was surprised the Inkerman and Cerisoles hadn’t already arrived
he ordered the lockmaster to wire him at the Welland Canal when they finally arrived and the Sebastopol continued on for Montréal alone
By the time Leclerc received a worrying telegram that the ships still hadn’t arrived at the Sault
he was already in Kingston at the eastern end of Lake Ontario
He immediately returned to the Sault to lead a search
The effort was large with tugs scouring Isle Royale
the north and south shores of the Lake as well as Michipicoten and Caribou islands
and freighters were urged to keep a lookout for flotsam – all to no avail
Other than a yawl marked Cerisoles found on the desolate beach east of Grand Marais
“Lake Superior never gives up her dead” is true regarding the disappearance of the Inkerman and Cerisoles – mostly
several fishermen on Michipicoten Island stumbled across two skeletons in the tattered remnants of French Navy uniforms on the shore of West Sand Bay
The men hurriedly buried the remains in an old wooden fish box
discs were sent to the “proper authorities,” but seem to have disappeared as completely as the vessels
Did the fishermen find crew remains or were they just spinning another ghost ship tale
So what did happen to the Inkerman and Cerisoles and the 79 or so on board
Minesweepers being equipped after launching by the Canadian Car & Foundry Company in 1918
Some folks claimed they were poorly built and crewed by untrained and inexperienced sailors simply unable to cope with the gale
(Broaching occurs when a ship pitches too far to one side and capsizes.)
later reportedly sighted them in squally weather running close ashore eastward bound
There is even a wild conspiracy theory (of course there is) floated on the Canadian side that the ships were intentionally scuttled to get the insurance money – needed more than the boats after the war had ended – and the crews merely existed on paper
Or is it possible that one of the minesweepers became disabled and
rather than leave their friends to face certain death
the second ship attempted a rescue that went horribly wrong
“Other than a yawl marked Cerisoles found on the desolate beach east of Grand Marais
If the surviving Sebastopol was a valid exemplar
conditions on board the other vessels likely were desperate with engine rooms flooding
Any of these problems could have caused disaster
the surviving minesweepers never served their missions
The Armistice put and end to the war and a hold on sailing the ships from Montréal to France
Eventually they were all sold as war surplus for government or private (fishing) use
A view of the wheelhouse of one of the minesweepers just before they departed
Numerous modern-day efforts with the latest search technology have failed up to now to solve the riddle of this century-old disaster
but intriguing materials have come to light
especially with the work being done by the Great Lakes Shipwreck Historical Society based in Sault Ste
While doing research at the National Archives in Chicago last year
who crews on the society’s research vessel
Coast Guard Two-Hearted River Station west of Whitefish Point
According to a story in the society’s Shipwreck Journal
the report verified the finding of that small yawl boat with the oars unused and the name Cerisoles on the bow
the shipwreck historical society has been searching near Copper Harbor for the wreck on the David Boyd
This is not the first search for the minesweepers on the Boyd
and I have had the privilege on occasion to join the crew and Darryl Ertel Jr.
captain of the Boyd and the society’s director of marine operations
we may not know the ultimate cause of their plunge to the bottom
all that can be said with certainty is that both ships and crews sailed bravely into legend
becoming part of the Big Lake’s ghostly fleet of the lost
Minesweepers of World War I were unique ships with a highly specialized mission: Remove or destroy mines to permit the safe passage of friendly ships
The basic design was taken from North Sea fishing trawlers
usually was cylindrical with metallic “horns” projecting outward
It was anchored to the bottom with a heavy weight and kept in place just below the surface with a wire cable to the anchor
It lurked unseen just below the surface waiting patiently for an unsuspecting victim
Minesweepers used simplistic mechanical systems to clear mines
dragged through the water at an angle off both sides of the vessel until it snagged a mine anchor cable
the friction of the sweep cable cut through the mine cable releasing the mine to float to the surface
The minesweeping crews then exploded the mines by rifle fire
the anchor cable may slide down the sweep wire until it reached a special angled cutter
A planing device kept the sweep wire and cutter at a set distance and angle from the vessel
similar to the “doors” used to keep fishing trawl nets open or sport-fishing planing boards

CORNWALL – An early tender and a competitive bid process has resulted in nearly $500,000 in savings for the planned Inkerman Bridge replacement project on County Road 3 in Inkerman
Nine companies bid on the project with Dalcon Constructors Ltd.’s bid of $1,413,100.00 being the lowest bid
Council approved the tender at SDG Counties’ February 18 meeting
SDG Counties staff budgeted $1.9 million for the bridge replacement
but was deferred by a year for the Oak Valley Bridge rehabilitation project instead
The new bridge will have steel plate girders as part of the super-structure and the girders were already purchased for the project
The construction project will allow for one lane of traffic on the bridge
There will be minimal traffic delays according to the Counties
A community meeting about the bridge project will be held at the Sevita offices in Inkerman on March 19 from 3:30 p.m
Council also approved a $5,827,822.08 tender from A.L
Blair Construction for the County Road 22 reconstruction project
The project will rebuild CR 22 from Highway 138 east to Maxville
Blair was the lowest of three companies that bid on the project
The Counties budgeted $9 million for the project
that will be funded by reserves and debt financing
over $1.12 million will cover power line relocation
and additional planning and engineering costs
a reserve set up for CR 22 will fund $3 million
the “Now Needs” road reserve will be drained by $1.8 million
meaning $2.7 million will need to be financed as long-term debt for SDG
Another large tender approved by council was a $5,347,674.16 bid by Roto Mill Inc
The company was the lowest of two bids received
This tender covers a number of roads schedules for asphalt recycling during the 2025 construction season
council approved a $344,767 bid from Willis Kerr Contracting to rehabilitate the Grady’s Bridge on County Road 9 west of Berwick
Willis Kerr was one of eight companies that bid on the project
The winning bid was under the $400,000 budget amount for the project

This Times Leader file photo shows Thom (left) and Joe Petro
co-owners of Petro Hardware and Supply in Inkerman
which will be closing after more than 50 years of operation
Family-run business has been a Main Street fixture for over 50 years
Closing the family shop ‘was a tough decision for the both of us to come to
but we’re gonna press on and hopefully
20 more years of retirement that we could sit down and enjoy,’ he told Eyewitness News
INKERMAN — A Luzerne County business that’s been a favorite for do-it-yourselfers for more than a half century is closing up shop
Our newsgathering partners at Eyewitness News spoke with the owners of Petro’s Hardware and Supply on Main Street, Inkerman
which is expected to shut down by year’s end
In a 2018 Sunday Dispatch story
co-owners Thom and Joe Petro spoke about the history of their family business
which originally started as a showroom for their father
many customers of Petro’s hardware and supply found out the hardworking brothers are ready to hang up their hats
“It was a tough decision for the both of us to come to
20 more years of retirement that we could sit down and enjoy,” Joseph Petro said
“People can’t believe we’re brothers and we stayed in business as long as we did but
The store’s loyal shoppers have become part of the Petro’s lives and Petro’s has become part of theirs
and we usually tried to give them what they needed the first time,” Thom Petro explained
The brothers sent a letter to their customers letting them know about their decision
“We feel more like a family toward them
and we figured we’d just bring it to them and let them know what’s going on,” his brother added
the store will have a retirement sale starting Thursday
dropping prices and giving away prizes until everything’s gone
“We’re anticipating it would probably take close to two months,” Thom Petro said
Once the brothers close their register for the last time
there’s one thing they want the community to remember
“We really appreciate the fact that we have had such a long run
It’s been a really great time,” he continued
The Petros do not know the future of their store
but Joseph Petro says he does hope someone buys it as a hardware store and takes advantage of their great location and loyal customers
As told in the 2018 Sunday Dispatch feature
eventually decided to also carry a small selection of products to sell visitors
the construction business folded and the showroom became a dedicated retail space for hardware and building supplies
they aligned themselves with Chicago-based Ace Hardware
Ace is a retail cooperative—its members are more like business partners than franchisees
each contributing to a partnership that allows stores to buy low and sell at competitive prices
the brothers became co-owners of Petro Ace Hardware
Thom said he and Joe never lost their focus on customers
“We like to have them leave with exactly what they need to do the job they come in about
‘Thank you,’” Thom Petro said in the 2018 piece
they’ll have a chance to say “thank you” to those customers one more time
Petro Hardware and Supply is located at 640 Main St., Inkerman. For more information, visit https://www.acehardware.com/store-details/07909
the woman at the center of the 2015 Vatileaks scandal
has claimed that Cardinal Becciu paid hundreds of thousands of euros to a UK private intelligence firm to “monitor and intervene” with the press for him
and not to negotiate the release of a captured religious sister
In an interview with the Italian newspaper La Verita
Chaouqui said that the Inkerman Group contacted her after being contracted by Cardinal Becciu through Cecelia Marogna
the self-described intelligence and security expert who worked for the cardinal
She told the paper that while the UK based intelligence firm was “officially” contracted to arrange the release of kidnapped religious
“in reality” the group was tasked with media monitoring and PR work on the cardinal’s behalf

“An emissary from Inkerman contacted me after having had an initial conversation with Marogna
to understand some things,” Chaouqui claimed in the interview
saying that the group wanted to know “if it were normal to receive an assignment from the Holy See for intelligence activities.”
Chaouqui said that Inkerman employees were “perplexed” by the approach by Marogna
because in previous jobs “they had always interfaced with the Secretariat of State and the commander of the [Vatican City] Gendarmerie for security.”
Chaouqui said she told the Inkerman contact that it was not normal for Vatican officials to subcontract intelligence work to independent agencies through third-party intermediaries
“In fact I was surprised,” she told Verita
“and the thing intrigued me to such an extent that I started asking questions
And so I came to know that the activity requested had to officially concern the liberation of some nuns
but that in reality Inkerman was asked to carry out monitoring to intervene on some Italian press organs
that did not have an editorial line that Becciu liked.”
Both Becciu and Margona are facing charges of embezzlement over the hundreds of thousands of euros Becciu ordered officials to pay Marogna for her work via her Slovenian registered company. The trial is the result of a two-year investigation by prosecutors into the financial affairs of the Secretariat of State.
The cardinal’s relationship with Marogna and the work she allegedly carried out for him have been central to several of the allegations facing Becciu in the current Vatican trial
Previous reporting has established that Becciu continued to order the secret transfer of Church funds to Marogna
even after he left his office as sostituto at the Secretariat of State
Becciu served as sostituto at the Secretariat of State from 2012 to 2018
when he was made a cardinal and promoted to prefect of the Congregation for the Causes of Saints
He was sacked by Pope Francis in September
Marogna claims she worked for the Secretariat of State on sensitive diplomatic cases
like those of kidnapped clergy and religious
while also boasting of work as a kind of personal spy for Becciu
gathering dossiers of information on the private moral failings of other senior Church officials
Becciu has said that the payments to Marogna were to help secure the release of Sr
a Colombian religious sister abducted in 2017 by jihadist militants in Mali
had a budget of up to a million euros to be paid through Marogna to the Inkerman Group
which provides “protection,” “risk analysis,” and “intelligence services” to private clients
But financial records show that the hundreds of thousands of euros Marogna was paid by Becciu were spent on designer-label fashion items
and high-end resort hotels around the world
Italian intelligence officials have also publicly distanced themselves from Marogna’s claims to have been involved in the Mail case
and Pope Francis has himself recently intervened to discredit Becciu’s account of events
Although Becciu has previously said that Pope Francis had approved “every step of the operation” with Marogna and insisted on total secrecy
correspondence between the cardinal and Pope Francis
released to the court last week by the pope
shows that the pope did not authorize the plan
and rejected Becciu’s repeated demands that Francis shield him from legal scrutiny over the matter
In letters between Francis and Becciu dated July, 2021, the pope refuted Becciu’s attempts to conflate Vatican efforts to secure the religious sister’s release with the cardinal’s dealings with Margona
saying that one “concerns institutional activities carried out by competent people of undoubted professionalism in the context of their respective roles,” and the other “is characterized by extemporaneous and incautious assignments of financial resources diverted from the typical purposes and intended
according to the [prosecutors’ indictment]
to satisfy personal voluptuous inclinations.”
Francis did not say whose “personal voluptuous inclinations” were satisfied by Becciu’s payments to Margona
Chaouqui’s involvement in the current trial has proven a complicating factor for both prosecutors and defense lawyers.
the court was told that she had helped a key prosecution witness prepare his initial statements to Vatican prosecutors
but had done so through a mutual friend and not disclosed her identity

was appointed by Pope Francis to serve on a special commission to recommend financial reforms during the first days of his pontificate in 2013
She was subsequently convicted by a Vatican court in 2016 of leaking confidential information to journalists and handed a 10 month suspended prison sentence
Dubbed “La bomba sexy” and “the popess” by Italian tabloids
Chaouqui has had a long and public personal feud with Becciu
whom she blames for her trial and conviction
And according to leaked text messages published in 2020
she texted the cardinal in 2017 demanding his help rehabilitating her reputation and warning him about things “that could get you in serious trouble I’m keeping to myself.”
She’s also said to have presented herself to prosecutors in 2020
shortly after Becciu was sacked by Pope Francis
with an offer to cooperate with any investigation into him
Becciu’s legal team contend that the emergence of Chaouqui’s involvement with key witnesses against the cardinal show the charges against him are an effort to frame him
based on malicious and false accusations from known antagonists
Responding to public criticism of her involvement
Chaouqui said Saturday that “You can say what you want about me,” but boasted she was still in a position to know how things worked in the Vatican
“They keep calling me ‘popess’: there must be a reason
“I do a job that allows me to know facts that are not within everyone's reach
there is nothing illegal in collecting information and getting to know men
but Chaouqui is not currently scheduled to be called again as a witness

A number of ships have fallen victim to the wicked weather of the Great Lakes over the centuries. One, the loss of the SS Edmund Fitzgerald, was immortalized in the classic Gordon Lightfoot song

came across something he wasn’t expecting: the wreck of a wooden tugboat
Expedition Unknown host Josh Gates was kayaking through Lake Superior’s Soo Locks on the lookout for the two minesweepers when his team located the wreck of Satellite
a tugboat that sunk beneath the water’s surface in 1879
According to a press release by the Great Lakes Historical Society
the tugboat ran into difficulties while towing four barges on June 21
“One account suggests that she suffered a mechanical problem
while another says that she struck a floating log and started taking on water,” the release reads
While searching alongside the R/V David Boyd and a remotely-operated underwater vehicle (ROV)
the team discovered a target made from wood
While excited about discovering what was once “one of the most beautiful vessels on the Great Lakes,” Gates left Lake Superior without locating the minesweepers
have enough footage for Expedition Unknown
During their maiden voyage on November 24, 1918, Inkerman and Cerisoles disappeared
were traveling through Lake Superior for the Atlantic Ocean when they ran into poor weather
While the third vessel, Sebastopol, managed to reach safety in Sault Ste. Marie, Ontario, Inkerman and Cerisoles vanished into thin air. Neither the vessels, nor their crews of 76 French sailors and two Canadian captains, were ever found. Along with being the last warships to disappear in the Great Lakes
both minesweepers account for the largest loss of life on Lake Superior
The search effort by Expedition Unknown isn’t the only one to have occurred since the original in 1918. In 2017, the National Museum of the Great Lakes conducted a month-long search near the Keweenaw Peninsula

Inkerman Street through St Kilda is set for new painted
on-road bike lanes after the City of Port Phillip voted to green light an upgrade of the street
The decision followed a heated council meeting in which dozens of people on opposite sides of two options presented by the council addressed the chamber
Bicycle Network CEO Alison McCormack says the decision was a disappointing one for active transport in the state
"We know that once bike infrastructure is built
it makes our streets safer and more attractive
"And while we understand that costs can be prohibitive
we believe there are long-term benefits to community amenity too," McCormack says
"People don’t stop coming to well-designed
vibrant shopping strips just because they have to walk a extra few metres from their cars."
The street is the designated east-west cycling corridor to link St Kilda across to Caulfield Station and the Djerring Trail in the east
making the project an essential component of the active transport network in the inner south-east
a configuration that includes on-road uni-directional buffered painted bike lanes on each side of the street and the removal of 14 car spaces
The bike lane gains some separation from parked cars on one side and moving traffic on the other by painted chevron buffers
a kerb-operated option which would have removed 114 car spaces and cost about $9.3 million
The chosen project includes other improvements to the street
which will be of benefit to all road users:
The council also voted to increase the width of parking bays to accommodate broader vehicles
Mayor Heather Cunsolo said the decision reflected the council’s efforts to respect divided community views on how to make Inkerman Street safer from St Kilda Road to Hotham Street
“Changes to our roads can evoke passionate responses and this one was no different
We received 1742 submissions from bike riders
traders and residents during our consultation as well as many texts and emails,” Cr Cunsolo said
we are proceeding with the option which removes fewer parking spaces while still providing a much-needed safety boost for bike riders and pedestrians,” she said
While Option A offered extra safety provisions which could potentially have encouraged more riders
Option B will still make intersections safer and deter dooring by reallocating road space as a buffer between cars.”
The council will proceed to design and construction is due to start in 2027

The City of Port Phillip will vote whether to build a separated bike lane along Inkerman Street in St Kilda, which business owners say would remove 114 essential car parking spaces.
Business owner and resident Jaz Bradley from Save Inkerman Street said it's going to be 'the biggest bun fight in parking apocalypse of all time.'
"We have lots of businesses servicing our vulnerable community members here and they need parking. If you take that away, they are seriously disadvantaged," she told Sammy J.

Steps are being taken to make two sections of road safer in the Llanelli area
By Ian Lewis · 5 November 2024

A Llanelli town centre accident hotspot and a busy junction often plagued by congestion are to be monitored by new traffic cameras in a bid to make the roads safer and improve traffic flow
The junction of Inkerman Street with Murray Street in Llanelli has been the site of several road traffic collisions in the past five years
and numerous concerns of road safety have been raised by the local community
Carmarthenshire Council has identified the two sites – and drivers caught falling foul of the rules by the new camera could face a fine of up to £70
A traffic regulation order meant right turns into Murray Street have been banned
and it was originally introduced to ensure the safety of pedestrians using the pelican crossing which is situated just to the east of the junction
Now the camera will be installed at the site and additional signs will be placed to improve the junction
the safety of pedestrians crossing and safety for all road users
A number of warning letters have been issued to date
advising offending motorists of their contravention
council bosses say non-compliance remains high and enforcement action started on Monday
the yellow box markings on the A4138 at Hendy near Junction 48 of the M4 are often contravened and not kept clear
which has the potential to impact the traffic on the motorway
This in turn can lead to increased accidents and road safety concerns
Now preparations are being made to install two enforcement cameras to enforce the yellow box markings on the A4138 at Hendy
improving traffic flow and enhancing road safety
Warning letters will be issued to offending drivers when the cameras are turned on in December and as a lead-up to enforcement action commencing in the new year
Carmarthenshire Council’s cabinet member for transport
said: “The introduction of enforcement cameras will allow for traffic to flow smoothly at these junctions and improve safety to road users and pedestrians
The site at Inkerman Street has been monitored for the last two months and approximately 30 warning letters a day have been sent to motorists who have not complied with the restrictions
it is clear that further action is required to encourage compliance.”
which have been approved by the Welsh Government and the Vehicle Certification Agency
record video evidence of possible contraventions
Each contravention will be reviewed by a trained civil enforcement officer to ensure that a contravention has occurred before authorising the issuing of a penalty charge notice (PCN)

A plan for a separate bike lane along a St Kilda street has divided the community and sparked opposing campaigns between those who don’t want to lose car parking space and others who want to improve safety for cyclists
Community group Save Inkerman Street is campaigning against the installation of the protected bike lane
with the slogan: “We’re for everyone in the community.”
An artist’s render of the protected bike lane in Inkerman Street
supports the plan for a protected bike lane
which would include an elevated concrete barrier between cyclists and vehicles
The group has put up posters along the street that say: “Protected bike lanes save lives
Don’t let council risk our lives for the sake of some parking.”
Port Phillip Council will vote on Wednesday night on two options – the separate protected bike lane
which will cost about $9.3 million and result in the loss of 114 parking spaces
which will cost $6.8 million and will mean 14 parking spaces are lost
A council report on the proposed bike lane says reform is needed for Inkerman Street because it has a high number of recorded crashes compared to other council-managed roads
There were 31 serious crashes on the street – which also runs into St Kilda East – in the five years to June
who has lived on Inkerman Street for 33 years and runs a small business on the street
is one of the organisers of the Save Inkerman Street campaign
which submitted a petition of 1300 signatures opposing the protected bike lane to the council
Bradley said a protected bike lane would leave only 64 parking spaces for 58 businesses and 152 nearby homes with no off-street parking
“It’s just a simple mathematic equation and the maths doesn’t work
She said workers from local businesses needed to drive to work and start early in the morning
“They already spend all day moving their cars around the neighbourhood to try and avoid parking infringements because they’re only allowed to park two hours at a time,” Bradley said
“It will devalue people’s properties for people on the north side with no off-street parking
and they’ve already been told that by various real estate agents.”
Bradley said she and other residents wanted safety for all road users
labelled all these sorts of horrible names by urban cycling enthusiasts who obviously want to encourage mode shift and get people to take to bikes and then give up their cars
but it’s really not that simple,” she said
Bicycle Network Victoria chief executive Alison McCormack said a protected bike lane on Inkerman Street would provide the missing link between the protected lanes on St Kilda Road and the off-road
and at the moment it is terrible,” she said
Bicycle Network Victoria says more than 70 per cent of survey respondents who don’t cycle are interested in doing so
McCormack said a protected bike lane would encourage them to start riding
“We are in support of separated bike lanes wherever they are able to be installed
increase local transport options and are safer for everybody,” she said
“Internationally, this is what is happening all around the world, and we are lagging behind.”
The state government removed pop-up bike lanes in St Kilda and Port Melbourne during the pandemic after a backlash from residents. More recently, Port Phillip Council abandoned support for separated bike lanes on the Shrine to Sea project on Albert and Kerferd roads
Port Phillip Mayor Heather Cunsolo said the council would consider all feedback before Wednesday night’s vote
“We know there are diverse views in our community about the best option to increase safety for all road users in Inkerman Street,” she said
“This is why we undertook a community consultation on two options
The consultation included visiting businesses to make sure we understand all their concerns about potential parking losses.”

A heated confrontation erupted near a Caulfield North synagogue on Monday night when about 150 pro-Israel demonstrators surrounded fewer than a dozen pro-Palestine activists
who had planned to protest at an event that featured former Israeli officials
the Free Palestine Coalition Naarm led a call on social media for a “snap rally” outside the Caulfield Hebrew Congregation on Inkerman Road
in response to a planned talk at the synagogue titled “Israel’s challenges and opportunities in a new Middle East”
The Australia/Israel Jewish Affairs Council (AIJAC) panel event included former Israeli air force chief Eitan Ben Eliyahu and former Mossad intelligence directorate head Zohar Palti
shortly before 4pm the pro-Palestinian group called off the rally
alleging “threats of serious bodily harm” against demonstrators
AIJAC later confirmed the venue for its event had been changed as a precaution
dozens of people waving Israeli flags gathered outside the synagogue from about 6.30pm – alongside police and private security guards
Right-wing activist Avi Yemini – who appeared to be filming for his Rebel News platform for much of the evening – led a small group to confront James Crafti
an activist who was wearing a keffiyeh (Palestinian scarf) on Inkerman Road
The Age saw a man in a grey hoodie throw Crafti
to the ground as the group blocked him from walking towards the synagogue
Police put Crafti in handcuffs before he was escorted away
“I turned up because I feel [the AIJAC event] was using a Jewish institution to further advocate for war crimes,” Crafti told The Age on Tuesday morning
“I thought the Zionist protesters were absolutely thuggish.”
who didn’t know the AIJAC event had been moved
said it was “entirely wrong” for the police to arrest him
Victoria Police later confirmed a 39-year-old Brunswick East man was expected to be charged with breaching the peace and failing to move on
“The police should have been ensuring there was a safe right for anyone to protest,” Crafti said

The most serious confrontation on Monday night occurred a few hundred metres east of the synagogue
where hundreds of Israel supporters surrounded about 10 pro-Palestine activists
The larger group chanted “bring them home” and “get a job”
some calling the protesters “cowards” for wearing masks
The pro-Palestine group mainly chanted “free
free Palestine” while some members blew bubbles
Police scrambled to separate the groups at the intersection of Testar Grove and Inkerman Road
The crowd dispersed at about 8pm when the Palestinian supporters walked away
Israeli music blared until about 9pm as the pro-Israeli crowd continued waving flags at cars passing by
Free Palestine Coalition Naarm described its cancelled action as “a peaceful protest called by Jewish anti-Zionists
and do not acquiesce to our religion being weaponised as a tool of genocide”
Former Israeli justice minister Ayelet Shaked was slated to attend the AIJAC event, but the Australian government denied her a visa last week on character grounds
Shaked made headlines last year after calling for all Gazans to be deported and the Palestinian city of Khan Younis
Caulfield North resident Julian Millman said he joined the pro-Israeli crowd because he wanted to support the local Jewish community
“I don’t believe they’re here to try and protest,” Millman said of the pro-Palestinian activists
AIJAC executive director Joel Burnie said it was “deeply upsetting and sad” that the Jewish community still had concerns about “safety and protection in our own community”
“Governments need less words and more action,” he said

after administration recommended pivoting away from replacing its superstructure in Inkerman
We apologize, but this video has failed to load.Try refreshing your browser, ortap here to see other videos from our team.Play VideoArticle contentInfrastructure manager Mike Jans told council the Inkerman Bridge is stable and being regularly monitored
so the suggestion is to pivot to a much shorter Oak Valley Bridge close by
“The last four inspections (of Inkerman Bridge on County Road 3 over the north branch of the South Nation River) have found that while it looks to be in poor shape
“So what I’m essentially suggesting is a one-year holding pattern on (Inkerman).”
Jans said it gives SDG an opportunity to take funding put toward the Inkerman Bridge priority project and pivot to the Oak Valley Bridge
“(As it’s not a replacement) we certainly have the funds within (the Inkerman budget) for it,” he told council
adding he recommends holding on to $300,000 in the Inkerman budget to continue with the programs in place for it that include monitoring

There would be $1.6 million redirected to the Oak Valley rehab to be completed this year; it’s a low-traffic bridge on County Road 5 – there are about 400 crossings a day – and a full closure would occur
Council voted 8-3 to approve the change of plan; earlier during a discussion
both expressing concerns that waiting a year for the Inkerman project would mean higher costs
“You haven’t sold me on (the idea) yet,” Lang said
Jans continued his pitch saying while he doesn’t hold a crystal ball
costs have come down recently on some bridge work
due to aggressive bidding from contractors
it’s actually financially beneficial to monitor Inkerman and squeeze another year of life out of it
“I think I see where you’re coming from now,” Lang said
“I guess what (council has) to decide is the chance that the cost is higher next year (to the point that it negates the value of extending bridge lifespan).”
roads and other infrastructure work often requires fancy financial footwork circa 2024

SDG council was told in December upkeep costs for bridges and culverts are expected to remain a big expense over the next several years
While the overall condition of SDG’s 187 structures is rated good
the annual costs based on the structures’ service life will be at least $7.4 million to $9.7 million from 2024-28
The report cited that over the next 10 years
37 structures would need to be replaced at an estimated cost of $36.3 million
32 would require major rehabilitation ($5.7 million)
and 20 are slated for minor repairs ($655,000)
While the overall condition of all is good
there are 23 structures identified as poor
The most recent inspection of the Inkerman Bridge – by Morrison Hershfield – was completed three weeks ago
and no signs of accelerating deterioration were observed
The bridge has been stable for four consecutive biannual inspections
with the next inspection tentatively scheduled for the week of July 29 – Aug
Update 25 October: The City of Port Phillip has released two bike lane design concepts for Inkerman Street in St Kilda for public comment
Option A is a kerbside protected bike lane with parking on the southern side of Inkerman Street
of the four options considered at a council meeting on 18 October
this design provides the best safety outcome for all road users
It includes green bike lane treatments at intersections and conflict points
a speed limit reduction from 50km/h to 40km/h and priority traffic signals for riders and pedestrians at intersections
Option B consists of these features but with a painted buffered bike lane
located between the parking and traffic lanes
It would retain parking on both sides of the street
The public is invited to have its say on the design concepts on the council website before midnight on Thursday 23 November
High-quality bike infrastructure is on the agenda for one of Caulfield and St Kilda's most promising east-west routes
as the City of Port Philip considers options for protected lanes along Inkerman Street
Inkerman Street stretches through both the City of Port Philip and City of Glen Eira and has served as a focal point for both councils as they plan for population growth and increasing density
The two councils have at times moved in lockstep toward the delivery of this key bike corridor
which would connect the Djerring Trail in Caulfield to the St Kilda Road bike lanes
The route has been designated a Victorian Strategic Cycling Corridor
In November 2022, however, the City of Glen Eira voted to abandon plans for bike upgrades along its eastern section of the corridor
the City of Port Philip developed plans for the western section
On Wednesday 18 October it will vote on whether to release draft concept designs for public consultation
"While Glen Eira will not be delivering a bike corridor between Hotham Street and Chapel Street
the bike link between Hotham and St Kilda Road maintains its importance due to the connection to the St Kilda Road Strategic Bike Corridor and the Melbourne CBD," reads the council report
Four designs have been developed for Inkerman Street bike infrastructure in the City of Port Phillip
Two of these involve physically protected kerbside bike lanes of differing widths
one involves new on-road painted bike lanes with painted buffers
and the other maintains existing road treatments with new traffic calming measures in order to preserve the current parking
with wide 2.2 metre bike lanes and buffered parking on one side of the road
provides the highest safety increase for riders and aligns with the City of Port Philip's Integrated Transport Strategy
the area are encouraged to attend the council meeting at 6.30pm at St Kilda Town Hall on Wednesday 18 October to support the the delivery of protected bike lanes on Inkerman Street in the City of Port Phillip
Riders can also write directly to councillors in support of the project, with a list of contacts available on the Port Phillip BUG's website

Nicky Morgan received £3,220 from Paul Mercer
who has been paid by large firms including BAE to monitor political campaign groups
A cabinet minister has accepted a donation from a corporate investigator with a history of spying on political campaigners
The education secretary, Nicky Morgan
is fighting to be re-elected in her marginal seat of Loughborough in Leicestershire
is taking an active part in promoting her campaign
His covert work monitoring campaigners was exposed in 2007 when legal papers revealed that he was paid £2,500 a month by the security department of the arms manufacturer BAE
Evidence of Mercer’s work for a second clandestine operation has been revealed in a set of confidential documents seen by the Guardian. According to the documents, he worked in 2003 for a secretive corporate security firm, The Inkerman Group, which monitored campaign groups, and was on one occasion part of an eight-person covert unit that infiltrated an anti-capitalist protest
An environmental campaigner told the Guardian Mercer
regularly attended demonstrations in the 1990s and 2000s when he said he supported their cause
He often took photographs of the demonstrations
One of his associates, the Tory MP Julian Lewis, has previously said he regarded Mercer as a friend who “did a lot of good work exposing the far left”
The Guardian asked the Conservatives if Mercer wished to comment
and attempted on several occasions to contact him directly
Morgan declined to comment. Voted in at the last general election, she is defending a majority of 3,744
In 2007, court action by the Campaign Against the Arms Trade revealed the payments Mercer had been receiving from BAE for the previous two years
The campaign forced BAE to admit it had received the campaigners’ confidential legal advice from Mercer, who said himself that the document had been sent to him anonymously and he did not know whom it was from
The campaigners’ lawyers had given them advice on tactics they could use to take legal action after Tony Blair’s government shut down a major investigation into allegations that BAE had paid huge bribes to members of the Saudi royal family
Mercer said he had started work for BAE after he was contacted by a corporate security firm
because BAE needed someone to search the media and internet “to examine potential threats to it”
He had a “very good reputation for my ability to rigorously search the internet”
Global Open, run by the former Special Branch officer Rod Leeming, has been paid by firms to keep a “discreet watch” on protest groups that could cause them trouble
has had former Met commissioner Lord Imbert on its books as a strategic adviser
A confidential document produced by Inkerman warned of the danger posed by protest groups who used direct action to disrupt the “economic welfare” of companies
Another document describes how Inkerman intended to deploy a covert team at the 2003 May Day anti-capitalist protest in London to warn firms along the route “of approaching trouble”
It noted that “Mercer will be on the ground as well”
but that the other infiltrators should “if possible avoid him”
He was a Conservative councillor in Loughborough between 1987 and 1991
and is seeking to be elected again to the local council on 7 May
In 2011, Mercer, who says he is a long-standing journalist, told a meeting organised by a thinktank that he advised companies on public order issues
adding that he had spent 29 years trying to “combine an academic study of extra-parliamentary groups with actually going and seeing what happens on protests”
He told the audience that he had been on “pretty well every major public order disturbance in London over that period”, such as the demonstration against the poll tax
The Grenadier Guards have marched 150 miles to learn about their 400-year-old roots – from their base in Aldershot to the Royal Oak near Boscobel House in Shropshire
The march formed part of their preparation for their forthcoming Iraq deployment
Company Commander Major Hugo Cartwright set the challenge to help personnel bond
The young guardsmen learned about their history during the blistering journey
which was covered as a platoon relay in two-and-a-half days
Troops used maps and carried their equipment in Bergans to replicate operational weights
plotting a quick but safe course amid the heat of high summer
The soldiers promised the use the activity to raise money for veterans of the regiment and families in need
the first man to serve in what would become the Grenadier Guards
risked his life by hiding the fleeing King Charles II in an oak tree
following his defeat at the Battle of Worcester
the Royalist Army defeated and there was a bounty of £1,000 for his capture
Colonel Careless selflessly looked after Charles day and night
seeing Cromwell's soldiers looking in the buildings and the land for the king
He held him in his arms while he slept and pinched him to stay awake when danger approached before Cromwell's men gave up and left
with Colonel Careless becoming part of his bodyguard
When the Royal Regiment of Guards was established in 1656
Careless was among them and rode back to London in 1660 to help Charles retake the throne
The 1st Regiment of Foot Guards then became known as the Grenadier Guards after their successes at Waterloo
Inkerman Company bears an image of the king hiding in the Oak tree
Major Cartwright said: "It's all been about getting us ready for Iraq
it takes the soldiers to a place they perhaps haven't been before
and certainly for some it will be the longest they've ever walked
the combination of the team building that happens over the walk; but also the understanding of the history of the unit they are a part of
which for some may feel there is pressure on shoulders
it is a foundation on which to build; sets us in a great place ready to do our pre-deployment training and make sure that when we hit operations
